Market view When investing, look at what drives demand, suggests property finder Robert Bailey Anyone looking to invest in London could talk to a dozen people and receive a dozen different responses. One Belgravia agent is convinced we’ll see double-digit capital appreciation this year, while many larger multinational agents believe prices will remain steady. I’ve even had a few agents quietly tell me they think prices may dip. I haven’t seen any price falls and think this is unlikely, but there’s a feeling the frenzied market we’ve been experiencing may be calming. What’s more, the prime central market is fragmenting into separate neighbourhoods again. The prognosis for Knightsbridge differs from Mayfair, and Chelsea is unlike Notting Hill. This isn’t a bad thing, and, if anything, is healthy as rampant inflation inevitably leads to rampant deflation. Instead, I think prices have simply regained their values from the 2008 crash and appreciated in line with expectations. Those who invested in 2008 and 2009 have obviously done very well for themselves, but from now on, buyers need to look at local influences. For instance, there’s genuine value in Kensington. Work is under way on the former Commonwealth Institute. When the relocated Design Museum opens in its place in a couple of years, it will be a real asset to the area. Down the street, the art deco Kensington Odeon is being redeveloped into luxury apartments with a public garden at the front, while Berkeley’s newly launched 375 Kensington High Street is boosting the Olympia end of Kensington. Wycombe Square, which garnered tremendous opposition when it was proposed, has proven to be a sound addition to Campden Hill, already one of the most exclusive roads in London. In fact, Kensington boasts some of the most exclusive developments and streets in the capital. When JK Rowling was looking for a secure home, she chose Earls Terrace, a refurbishment of 25 Georgian terraced homes with private underground parking, manned security and access to Edwardes Square. The secret to identifying areas likely to appreciate in capital value, compared to those that have already peaked, is to look at what’s driving demand. There’s a tremendous shortage of stock in Kensington, especially for family homes. Although new developments are under way, there won’t be enough to satisfy demand. Anyone seeking to buy here needs to be organised and able to move quickly and decisively. No matter how salubrious, areas like Kensington still have further potential. In an exclusive area, there are always pockets that haven’t kept up, and when a developer or large estate realises the potential, the place reaches even greater heights. Olympic uplift for Docklands Cheryl Markosky brings you the latest word on the streets The combined ‘Olympic uplift’ in market sentiment and increased stock levels has lead to a brief burst of activity prior to the London Olympics in the summer. Zak James from Savills Docklands has witnessed an uplift in activity over the past two months, with more offers. “Managing buyer and seller expectations can be quite difficult,” he points out, “with sellers resolved to achieve high values, whereas buyers are looking for substantial discounts with starting bids anything up to 10 per cent below the guide price.” There’s also been an increase in stock levels, both at the mid and uppermarket ranges, with ambitious sellers placing property on the market above peak values of 2007. “The result of all this activity has caused an anomaly
where we have increased enquiries, yet lower transaction levels,” James adds. Having launched its own Olympics lettings service, James Davis, CEO of lettings agency Upad, says that despite the majority of events being held in East London, he’s getting interest in properties right across the city. Equating the Olympics with Wimbledon, he says: “There are people who want to be around during the tournament, but there are lots who find the burden of having extra tourists in town is too much and they want to capitalise on their empty property and make some money in the process.” He warns landlords not to be too greedy. “There should be a premium attached to the short let, but don’t get carried away.” And evicting tenants currently in situ to attract new Olympic visitors and potentially higher profits is “a very naïve thing to do. I don’t think you should restructure your rental properties just because of the Olympics.”

Get on your Boris bike Eastward expansion of London’s Boris Bike scheme is increasing demand for rental homes in the East End. Rental properties near new docking stations and in areas isolated from the tube network are seeing the biggest growth in demand, adding a 5 per cent boost to values in places like Tower Hamlets, explains Stephen Ludlow from Ludlow Thompson. “A new docking station can have a remarkable effect on a street by bringing in new young professional tenants who use the rental bikes to commute. In the long term that can have a knock-on effect, as amenities like cafes, bars and pubs open, or come under new ownership to target the new market,” he says. The East London expansion of the Barclays Cycle Hire scheme included 2300 new bicycles and 4800 docking points, mostly based in Tower Hamlets. “Tower Hamlets is sandwiched between the City and Canary Wharf, making it an ideal location for young professionals who want
to commute by bike. It has lots of small residential areas that aren’t near the tube, but which now have a docking station. These kinds of streets have become more popular with tenants since the expansion,” Ludlow adds. Areas and developments that have seen an increase in demand since a new docking station has opened nearby include Leeward Court in Wapping, Roman Road near Victoria Park, and Alpha and Manchester Road on the Isle of Dogs.

In London, stock shortages and strong overseas demand have pushed prices above their 2007 peak. After a six-month lull in house price growth, in aggregate the prime residential markets of London showed much stronger price growth of 2.8 per cent in the three months in the run-up to the Budget. Annual price growth of 8.6 per cent means that prices are on average 13 per cent above their peak. Within the central London market, stock has remained constrained, ending the quarter at just over half (54 per cent) of the average levels seen at this time of the year in the preceding nine years. This is reflected in a continuation of robust transaction levels. Across the market, sales over £5 million were 20 per cent up over the same period last year generating proceeds of some £940 million. The resulting stock shortages have combined with strong overseas demand to push prices 20 per cent above their 2007 peak and leave annual price growth in double-digit territory. In the first thee months of the year, overseas buyers accounted for 62 per cent of buyers in central London, a figure that compares to 55 per cent in the first quarter of 2011. Such stock shortages have served to change the profile of demand in neighbouring Fulham, which increasingly has taken on the characteristics of central London, albeit at a lower price point. The buyer profile has become progressively more international, particularly in the £2 million-plus market, and annual price growth stands at over 15 per cent. Stock has been less constrained in the more domestic markets of south-west and north London. Nonetheless as a whole these markets performed similarly strongly in the quarter, as accumulated equity continued to be recycled. Though prices were effectively static in the markets of Putney and Chiswick, this was more than offset elsewhere, particularly given strong quarterly performance in the Wandsworth and Hampstead markets. The stamp duty increases are likely to be a catalyst for a period of relatively static prices, in line with the Savills research published forecasts. Longer term growth prospects for prime central London are still strong as growth is forecast to resume later in 2013, driven by strong global city fundamentals and an improving domestic economy. Not all gloom and doom It may be good news for house hunters, says Duncan Farmer
Better surveys bring a glimmer of hope HSBC is to increase the maximum loan-to-value available on its mortgages for new-build properties from 75 per cent to 85 per cent, as its head of lending suggested the market was shaping up with better surveying practices producing more stable valuations. Martijn van der Heijden also reported that the first three months of 2012 was HSBC’s strongest quarter of mortgage lending ever, albeit from a low base. Van der Heijden attributed its increased lending partly to the hikes in standard variable rate loans implemented by a raft of lenders including Halifax, which boosted HSBC’s mortgage lending by 30 per cent on the previous quarter. Looking ahead, Van der Heijden also said he definitely saw a “glimmer of hope” in the mortgage market.
Depressing economic figures have revealed that the British economy is officially in recession. The Office for National Statistics reported last month that the UK economy contracted by 0.2 per cent in the first three months of 2012, following a decline of 0.3 per cent in the final quarter of 2011 – technically pushing us back into recession. However, Mark Harris of SPF Private Clients, the mortgage broker, says the news is not quite as disastrous as it at first seemed, and that it may be good news for house hunters and mortgage borrowers. “Before we get too carried away with the doom and gloom, the figures are a preliminary estimate and the figure is likely to be revised upwards,” says Harris. “Other surveys and the job market paint a brighter picture than the GDP estimate. However, it does mean that more quantitative easing is likely to be on the cards and that interest rates will not rise any time soon. While savers will be disappointed, this is good news for mortgage borrowers.” Harris added, though, that while there has been no move in interest rates, a number of lenders have been raising their standard variable rates regardless.
From May 1, about 1.2 million borrowers, including those with Halifax and RBS, will receive a payment shock when their lender raises its SVR. Additionally, in the past month many high street lenders have tightened their lending criteria for interest-only loans, which are popular with high-net-worth borrowers. Many now demand that borrowers put down a deposit of at least 50 per cent of the purchase price and can prove that they have other assets for repaying the capital sum. Better news is that private banks are happier to grant interest-only loans to borrowers with smaller deposits. And, in any event, there remain good deals on repayment mortgages for borrowers with a clean credit history. One of the lowest, with an interest rate of just 2.29 per cent, is available through HSBC to borrowers who can put down 35 per cent. And for those looking for a bit of long-term certainty, HSBC also has a five-year fixed-rate loan with a rate of just 3.29 per cent – again borrowers need a 35 per cent deposit. “With other lenders tightening their interest-only criteria, it is important that borrowers review their position by consulting an independent mortgage broker.” says Harris.

BRITS ARE GROWING MORE CONFIDENT
The number of properties selling for more than £2 million-plus hit record levels last year, up by five per cent from a year earlier, but the number of homes selling for more than £5 million jumped by almost a quarter, according to research by Lloyds. The figures show a growing divide between the super-rich London buyers and the rest of the market – by contrast the number of £1 million properties fell by five per cent – and the fact the wealthiest sector of the market rarely relies on a mortgage whereas buyers of more modest homes are struggling to find a loan. Suren Thiru, Lloyds TSB’s housing economist, said: “Continued demand from wealthy cash-rich buyers, both from the UK and overseas, as well as limited supply has meant that this segment of the market remains largely immune from the headwinds facing the vast majority of homebuyers.” More than three-quarters of all £2 million-plus sales in 2011 were in London, and more than half of all multi-million pound sales took place in just three boroughs: Kensington and Chelsea, Westminster and Camden.
Britons are becoming increasingly confident in the outlook for the housing market, according to the latest Halifax housing market confidence tracker. Nearly 40 per cent of respondents predict that house prices nationally will increase over the next year, almost double the proportion that believe house prices will fall. Londoners remain the most confident about the prospects for the housing market, followed by people living in the East, the South-West and the South-East. The survey also showed that economic uncertainty continues to constrain housing demand, as more than half of people said concerns about job security was the main worry facing potential buyers. Raising enough money for a deposit was the second biggest challenge for 42 per cent of respondents, followed by the availability of mortgages for 30 per cent. Martin Ellis, housing economist at Halifax, said: “It is encouraging that the level of consumer confidence in the housing market continues to improve, albeit from a very low base. This is consistent with the broad stability that we have been seeing in house prices nationally in recent months.”
Self-employed farmed out A ‘factory farming’ approach to mortgage lending taken by the biggest lenders is putting self-employed borrowers at a disadvantage, according to Brightstar Financial, an intermediary for specialist lending. Brightstar managing director Rob Jupp said: “Today’s business owner is working in very difficult trading conditions and lenders looking for the usual three years’ accounts are rejecting many good cases simply because of out-of-date thinking. Cash-flow ebbs and flows mirror the economic turbulence over the past few years, and it stands to reason that historic data more than a year old is not as relevant to calculating affordability as it is in times of greater stability. It is, in many cases, not useful as a reliable guide at the time of application in a fast-moving economy like ours.”

The Word No one expected this result. Special report by Hugh Grover of Hugh Grover Associates, our new Mayor of London – accidentally I have to admit these past few weeks since the London mayoral election have been quite extraordinary, and I don’t just mean in the Islington property market. It’s not often I’m forced to turn down a tandem parachute jump with Bono and lunch with Nelson Mandela, but needs must and political duties must wait. Bono and Mandela aside, what’s happening in the property market in Islington? We are continuing to see a lot of positive signs with more and more properties coming onto the market, and the volume of potential buyers is also increasing. The Land Registry’s figures for January to March 2012 show that the average property price in Islington is over 8 per cent higher than the previous quarter at £497,458. There is real demand for properties in Islington and the surrounding areas and the limited stock is pushing prices up. The big challenge remains the lenders: they are making it really tough to get a mortgage. We are starting to see better mortgage deals come onto the market,
but the restrictions on lending continue to have a big impact. That said, I am very optimistic about the Islington property market as we move towards the summer months. There is a real sense of optimism around London. The Queen’s Jubilee is just around the corner, and London is already being swept up by Olympic fever, as the countdown to the biggest sporting event on the planet begins. I predict that confidence will return to the housing market as we play out the remainder of 2012. I also predict that I will continue to juggle my political duties and my estate agency for the foreseeable future. I don’t want to let down the four million-plus people who voted for me, but my biggest duty is to homeowners in Islington. I still can’t quite believe what’s happened. I am really quite humbled.
