Market view

A shortage of property and a lack of funding is not putting off buyers in a market where property is king, says housefinder Robert Bailey

It’s an incredibly frustrating market. To give you some examples, we have one client who’s looking for a flat in Holland Park with a budget of £3 million, another with a similar budget hunting in Chelsea, and yet another house-hunter with £10 million to spend in Belgravia. But, there’s almost nothing to show them. Our clients’ requirements are reasonable: a wellpresented apartment in a portered block they can ‘lock up and leave’, as they own homes elsewhere. However, the number of flats available that meet this criteria is dangerously low, and buyers clamour for the few that come onto the market. This shortage is having an inevitable knock-on effect. Not only are prices of top-end flats being pushed up, but prices of mid-market flats are also being hiked, as buyers are forced to compromise. Recently, we’ve seen price rises in Parsons Green, Pimlico and Islington – previously considered second-tier locations – as homebuyers expand their geographical searches. To compound matters, no medium or large-scale developments are due to come onto the market in central London until next year at the earliest. With London now being lauded as ‘the new Monaco’ among the super-rich, demand will only continue to increase. At the end of last year, both Knight Frank and Savills predicted that capital values in London would begin to plateau in 2012, but nothing I’ve seen so far would suggest this. In fact, I think it could end up being a surprisingly good year for the London property market. Of course, things cannot continue at this rate, but they’re not slowing down yet. Although the government’s trying to crack down on the Stamp Duty loophole allowing people to avoid paying tax by incorporating the property into a company, demand isn’t going to wane. The appetite for London property is growing, especially with Far Eastern buyers, so until equities or cash investments can rival the security and investment returns offered by property, London real estate will continue to be the choice of overseas buyers. Even when other investment vehicles start to offer similar profits, I think prime central London will still continue to thrive. It’s offering extraordinary returns, despite the recession and lack of finance. Once people can finally obtain mortgages and there’s more consumer confidence, both mainstream and prime central London markets will benefit. We’ll eventually find flats for our clients, but it’s not going to be easy. Fortunately, we have access to some off-market properties and have helped buyers get everything in order so they can move quickly once they see a property they like. East-west shift Cheryl Markosky brings you the latest word on the streets London’s West End wealth sector is taking over from traditional City banks in the East as the prime property price driver, according to a new report from Savills. When prime London houses prices rocketed in 2006 and 2007, traditional City bonuses were a clear contributor, with an estimated £8 billion of bonus cash pumped into the market. Until then, there’d been a strong link between house price movements in the capital and bonus payments, but that link is now broken and the market’s dependency on City bonuses is much reduced. New analysis from Savills states: “The value of prime London’s real estate is now being driven by international equity with cash from what they dub the ‘West End financial sector’ (the private offices and hedge funds of Mayfair rather than the banks in the Square Mile) playing an increasingly important role in domestic cash purchases.” For 2012, Savills forecasts that just over £1 billion in bonus equity will flow into the market and the total net injection of all equity (domestic and overseas) – at just over £6.5 billion – will fall slightly short of the £7.2 billion seen in 2011. International buyers are expected to remain the dominant force at around £4 billion, with non-City based domestic equity increasing to around £1.5 billion. Paul Williams of Savills Islington comments: “We had four houses come to the market in January with a guide price north of £1.5 million, and all houses had

asking price offers on the weekend of launch. They have all been agreed through best bids. One bidder had failed 12 times last year when bidding, but finally won his bid for a property.” Williams regards this as a positive sign for the market and shows that even at this early point in the year, and with a shortage of stock, there are still plenty of motivated buyers out there, although it’s too early to tell how much influence bonus buyers will have on the market. “Historically, London has shown the potential to perform when new equity is generated in the capital, not just from the stock market and banking activity, but through IPOs, mergers, acquisitions and other activity. We’re seeing signs that international wealth can be replaced by new equity, particularly from private offices and hedge funds,” he adds. His colleague Lauren Ireland at Savills Canary Wharf argues that although Wapping and Canary Wharf have seen lower levels of growth than prime markets of central and SW London, prices rose by 4.6 per cent last year, underpinned by a lack of new-build stock coming to the market. “Investors, including those from outside Britain, have been an important driver, though they remain conscious of the need to achieve strong yields in the current environment,” Ireland points out. “One development offering good value for money for investors is City Tower. Service charges are very low, yet it’s only a short distance from the Jubilee Line and Crossharbour DLR. There’s also been a resurgence of buy-to-let investors in Discovery Dock.”

On your marks, get set, buy! The East End is experiencing strong demand from people wanting to buy in time for the Olympics, suggests John Saville, regional sales director at Felicity J Lord. “E3 is a real growth location and I’ve witnessed this first-hand at Bow Trinity, a quality development of studios, one, two and three-bedroom apartments priced from £167,500 to £325,000 appealing to keen owner-occupiers who are buying offplan,” he explains. “A potent combination of contemporary design, convenient location and unusually affordable price tag is making Bow Trinity extremely popular with increasing numbers of first-time buyers and young professionals looking to buy in the East End.” Saville points out that Bow Trinity’s central location takes full advantage of excellent transport links in the vicinity, including Mile End tube station for Central Line connections to the City in five minutes, as well as Devons Road DLR for direct links to Canary Wharf in 10 minutes. “The area’s seen considerable investment and redevelopment over the past few years, and once finished, this regeneration will help further lift values in the area and attract fresh buyers to the East End,” adds Saville (020 8981 3666). Grove that will be attractive to young couples, families or even investors keen to put their money into this sector of the capital. There’s also a walled courtyard to the rear. For those quick off the blocks, this could also be the ideal place to rent to visitors flocking to the Olympics this summer.

2012 kicks off with confidence After a quiet final quarter last year, Cory Askew from Chesterton Humberts Canary Wharf and Docklands office says 2012 started with a real boom. “New buyer registrations and existing purchasers who’ve been in a cautious holding pattern are all back and fighting over the small amount of available stock,” he says. “All price ranges seem to have benefited from this surge in demand, but particularly the £400,000 to 500,000 and £1 million-plus brackets.” In addition to a steady level of overseas investors, in particular those from the Far East, Askew’s also seen a dramatic increase in the number of home-grown buy-to-let enthusiasts growing restless with the poor returns they’re getting from stocks and bonds.

Offset is a top choice

money matters TRUSTING A GOOD DEED According to official figures, it takes first-time buyers up to 22 years to save a deposit for a house or flat, so growing number of friends are clubbing together and buying jointly. Many banks and building societies are happy to lend to up to four people buying together, but what happens if things go wrong and friends fall out or their circumstances change and they decide to sell up, because of a job move or to get married? Resolving disputes between unmarried co-owners can be a complex, costly and very lengthy process, as they argue over who is entitled to what, but it need not be. Drawing up a simple and inexpensive deed of trust can avoid problems when the time comes to sell. Many conveyancing solicitors offer such deeds as standard and they cost as little as £120 – a small price to pay for peace of mind and certainty in what is, for most people, the biggest purchase of their lives. Deeds can cover anything from setting out the amount each person is entitled to and who is responsible for bills, such as service charges and buildings insurance, as well as when or whether one party can buy out another and at what price, but all parties can add their own clauses. Experts advise friends to imagine the worst possible scenario and include contingencies in their deed.

Borrowers can use savings or cash to cut interest, reports Duncan Farmer account to reduce the amount they pay in mortgage interest. Although people with an offset loan do not earn interest on their savings element, the saving in interest payments on the loan is far greater than anything available on deposit. And you don’t have to pay tax on it. “The main reason for their popularity is the tax,” says Mark Harris, managing director of Savills Private Finance. “An offset mortgage is effectively grossing your savings interest up. For example, if you have an offset mortgage and you are paying three per cent you are effectively receiving that interest net on your savings giving you a gross equivalent of 50 per cent more than that (assuming you are a 50% tax payer). Additionally when you offset money against your mortgage you retain the ownership of that money as opposed to paying down a mortgage and

then not having access to the money again.” A borrower with a £500,000 offset loan who links it to £100,000 of their savings would pay mortgage interest on only £400,000. At an interest rate of 4.38 per cent, that equates to a monthly ‘saving’ of £550 in interest payments. And borrowers can either add to their savings or, if they need the money, withdraw funds from it. With the interest payments calculated daily, every deposit you make works hard immediately to reduce the cost of borrowing. For most offset mortgages, your savings will be kept in a separate account but, as it’s with the same provider as your mortgage, the savings will be linked to your mortgage for the purposes of interest calculation. Current account mortgages work in a similar way, offsetting positive cash balances in your account against the level of debt owed on your mortgage – the greater the balance in

your current account, the lower the monthly repayments. But because all balances are held in one account, it will always have a huge negative balance, which can be quite daunting. Interest rates on offset loans are marginally higher than on standard variable rate loans – the best on the market, according to Charcol, is a two-year tracker loan from Coventry building society with an initial rate of 2.89 per cent, reverting to a variable rate of 4.74 per cent for the rest of the term. By comparison, a NatWest Large Loan mortgage has an initial rate of 2.79 per cent fixed until September 2013, when it reverts to a standard variable rate of 4 per cent. Crucially with current account mortgages, borrowers need to be disciplined and make sure they keep track of their spending.

Westminster high rises While house prices in England and Wales fell by 1.3 per cent last year to an average of £160,000, the price of houses in London and surrounding counties rose by 2.8 per cent to an average of £345,000, according to the Land Registry. The rise in London prices is a reflection not only of the capital’s stability and popularity in spite of economic woes, but also because buyers generally put down larger deposits on new homes and therefore find it easier to find a mortgage. By contrast, in the North East of England house prices dropped by an average of 7.1 per cent, reflecting the dual problems of mortgage rationing and rising unemployment. The biggest rise in prices was recorded in Westminster (up nine per cent) and Kensington and Chelsea (up by seven per cent), but in Newham prices fell by three per cent. Estate agents say that prices in central London have been boosted

by foreign buyers who have moved their wealth out of countries such as Greece, Italy and Spain in search of a safer home, as they try to avoid the crisis in the eurozone.

The Word Special report by Steve Whyte of Anderson Rose You will no doubt have read a substantial amount of coverage relating to the forthcoming Olympic festival, and the various theories on the possible positive effect on the short lets market throughout London, along with the worryingly negative effect on the capital’s road and rail networks. We are, of course, more qualified to comment on the former, and have for some time now been fielding enquiries from homeowners in the City and Docklands areas who have been eager to know what the market might offer them. Estimates for visitors staying in London for the Games give us some insight into the likely demand for accommodation, with numbers of up to 450,000 being quoted. Many of the additional 5.5 million day visitors will also require accommodation. The inevitable shortage of available hotel rooms will therefore create a demand for the short term leasing of vacant residential properties. As early as last August, theories abounded as to how much clients might be able to charge for letting their properties during the Games. Some were suggesting astronomical prices, while others had a

slightly more conservative outlook. The Olympics, however, is a one-off event of such extravagant proportion that we were breaking new ground in valuing, without any precedent or record to refer to. Although we understood that in theory there would be interest, our clients could not realise the true value of their property until a booking was made. We were conscious to keep an open mind while suggesting prices that appeared to be realistic rather than overtly optimistic. I am happy to report that this has paid handsome dividends as we recorded our first secured booking in January to a South African family, and have since taken a number of further enquiries for other clients who have made their properties available between 17 July and 9 September. The sheer weight of visitor numbers set to descend on London for the Olympics suggests there will be a window of opportunity to take advantage of an uplift in the short lets sector.
