When is a loft an official extra bedroom? I am buying a property but have not exchanged contracts yet. It was advertised as a four-bedroom house but the fourth bedroom is actually a loft room. There are stairs going up to it but it all looks fairly amateurish and would not be classed as a full loft conversion.

With property values and the associated costs of moving so high, it is sensible that owners who have access to loft space consider converting the area into additional living or accommodation. It also adds value. A loft conversion is considered to be permitted development, and planning permission is not necessarily required, unless the existing plane of the roof slope is to be altered. Compliance with building regulations is required, of course, as is fixed access, minimum head height, heating and fenestration – the list goes on. Given the sums involved when purchasing a property, most buyers employ the services of a structural surveyor. If the property has a loft conversion, the surveyor will inspect and advise accordingly. Should there be any questions arising, these can be answered via the selling agent and solicitors. Failure to follow the guidelines and regulations governing loft conversions may deem the space not being classified as such. This will have an impact on value and possibly cause delay when the time comes to sell. Clients frequently ask about all types of extension, but lofts are especially common. I would always advise that careful planning from the outset is extremely important. Consider the requirements and set these against available space. Seek advice from an experienced builder or specialist loft conversion firm and obtain a range of quotes. A client recently showed me three different quotes for the same works and the price range was 35 per cent. A well planned and constructed loft conversion will provide more space and increase the value and saleability of a property.

Special report by Jeremy Best of John D Wood Wandsworth As the leaves turn and the nights draw in, we proudly reflect on a momentous year for London. With the celebration of the Queen’s Diamond Jubilee and the London 2012 Olympics, it has been heartening to see how Wandsworth residents and businesses have embraced these celebrations with a plethora of Union flags and festivity. Hit by seemingly never-ending showers, street parties have stoically canopied over the cup cakes and partied on, and the sodden John D Wood bunting needed an emergency launder and press between parties! Sponsoring both the Toastrack Residents Association and the Wandsworth Common Westside Jubilee parties, we enjoyed the warmth of hospitality these occasions bring. This sense of community is one of the many reasons that Wandsworth attracts buyers, not only families but young professionals too. The fast overland links make the Earlsfield, Wandsworth Town, and Clapham Junction vicinities attractive to the early risers heading for the City. The migration from these areas, such as the hop over East Hill into the Allfarthing Lane area, has become a well-beaten track when marriage and children demand more space. The attraction of excellent local schools, both independent and state, continues unabated. Ofsted reports and catchment distances are oft quoted by

heart as the competition for places becomes intense. We saw at first hand the high standards at these schools when we sponsored the summer barbecue at Swaffield School. Happy, polite and motivated pupils (and staff) enjoyed a sunny evening, and our helium balloons proved a hit with the children. With our office situated on the corner of the Toastrack and Wandsworth Common, we hold an enviable strategic position (also useful for Twinkle the office terrier). This year has seen an increased demand for the large family houses on the Toastrack and especially undeveloped properties. The appetite to do one’s own grand design is never stronger, and the increased cost of moving means people are buying to create their ‘forever home’. The stamp duty increase at £2m has added to these concerns. However, the unrelenting demand coupled with historically low stock has meant frequent competitive bidding between buyers. Our well-structured sealed bid process has kept the disappointment to a minimum during these emotive times. As schools return and the nights close in, the rush ‘to be in before Christmas’ will see us traditionally busy throughout this period.

Ideal home for Hazel The parents of the current owner of a Victorian semi in Wandsworth bought the house for her without seeing it in the late 1960s. Since it was called Hazeldean, they knew it was the perfect home for their daughter, Hazel. And so it proved to be. North Londoner Nick Bishop has always loved the river. After meeting his girlfriend (now wife) 15 years ago and joining her in a rented flat in Regent on the River in Fulham, he bought two apartments in the same complex. “We rented out the smaller two-bed place and lived in the four-bedroom penthouse. Then we moved to a fourbedroom townhouse next to the rowing clubs in Putney,” he explains. Bishop also purchased three more apartments, which Savills Waterfront rents and manages. “From an investment point of view, there will always be only a certain amount of riverside property. Foreigners – French, Italians and Russians – are magnetised by the river, just like me.” Bishop’s tips to successful riverside living include checking out older developments that could provide better value than new schemes, taking a Savills river cruise to examine different neighbourhoods along the Thames, and being aware that some roads flood at certain times of the year. And although the Bishops fancy a new home with a large garden, if it means giving up their river view they would politely decline. Everyone loves riverside living. The twisting Thames has always fascinated Londoners and visitors to the capital with its history, literary connections and eclectic architecture. Grappling with where to buy on one of the world’s most famous rivers can be a problem for some, however, particularly international purchasers with little knowledge of the areas along this varied watery stretch. New homes update Report by David Smith, head of marketing for developer Octagon September is the month when the roads start filling up again with the school run brigade. Indeed, as this is the start of the new school year, it will include many families who have just moved house simply to ensure that their children can have easy access to the school of their choice. My friend James Wyatt at Barton Wyatt in Virginia Water calls these people ‘the postcode hunters’, who move to be within the catchment area of a good state school, and often pay a premium for the pleasure. This might be bad news for purchasers, but extremely good news for vendors and housebuilders, as there is always a pentup demand, and the properties for sale more often than not easily achieve their asking price. Also, families who are in the fortunate position to consider independent day school education for their children, are equally keen to be located close by, so that lengthy car runs or complicated journeys on public transport are eliminated. Clearing hurdles Tackling a house in total disrepair and the builder going bust didn’t stop Howard McLean from completing his project, finds Cheryl Markosky Undaunted by the prospect of totally refurbishing a probate sale house he bought back in 2005, Howard McLean had several hurdles to clear before he reached his goal of transforming the property on Englewood Road in Clapham South. “The house was very old and nothing had been done for donkey’s years,” he says. “I had to knock down walls, re-wire, re-plumb, put in new flooring and windows, and sort out the drainage.” Living in the area certainly helped, admits McLean, who’s bought property to rent and sell over the last few years, as he understands the area and what the local authority will allow you to do. As the owner of a hardware shop and an aficionado of museums and architecture, he’s practical as well as interested in preserving the old and linking it aesthetically to the new. Other obstacles McLean had to overcome included getting rid of the outside toilet and installing a smart new facility on the ground floor, admitting more light into very dark spaces, and holding onto and restoring as many original features as possible. “There are
original fireplaces in the bedrooms, alcoves, coving, cornicing and ceiling roses.” The hardest task, according to McLean was knocking out the walls on the ground floor to create an open plan kitchen, dining and family area. “There is more steel holding the place up there than anything else,” he says wryly. Other challenges included dealing with problems with the drainage – “It was mindboggling and I had to contact the water company to help sort it” – and the not insignificant issue of the builder taking his money and then running off before he finished the work. Luckily McLean found another builder “who completed the job perfectly”. Managing to get as much space as possible by extending the side return with the neighbour (a clever move, as there’s less upset doing it at the same time and you save money to boot) and extending the loft, McLean added on two bedrooms to produce a roomy five-bedroom terraced family home. He’s also sensibly installed the wiring for Lutron lighting, giving the new owner the choice of connecting it if he wants it. McLean says he’s proudest of the open kitchen,

MORTGAGE PRICE WAR HOTS UP The good news for borrowers is that the mortgage price war is well under way. Money market rates have fallen to their lowest levels ever and this is filtering through into pricing, with cheaper fixed rates being launched including five-year fixed rates pegged at less than 3 per cent. For those who don’t need the certainty of a fixed rate, there are some competitive base-rate trackers to choose from. The cheapest rates are for those with sizeable deposits, so we wait to see whether the Government’s Funding for Lending scheme has an impact on higher loan-to-value deals with more choice available at competitive rates.

CRUCIAL CREDIT VOTE DELAYS REGULATION A crucial vote that may determine the final shape of the proposed European directive on credit agreements relating to residential property (CARRP) has been delayed for three months. An updated timetable on European Parliament’s website says that the indicative date for a plenary sitting – at which a vote could take place – is now scheduled for 10 December. It was originally due to take place on 10 September. The revised timetable means that the vote on the proposed European directive may now take place after the Financial Services Authority (FSA) has published the policy statement and final rules for mortgage regulation in the UK, as it moves towards completion of the mortgage market review. The FSA’s policy statement is expected in the autumn. The delay means that it is still not clear that the timing of proposals for mortgage regulation in the UK and Europe will be closely aligned.
Mortgage lending fell again this summer as a result of economic worries, the bad weather and even the Diamond Jubilee. The housing market was equally quiet, and when next month’s figures appear they are likely to show yet another fall, and the Olympics will probably take the blame for that. However, it is by no means all doom and gloom in the mortgage market, and when the dust settles on the hugely successful Games and London returns to normal, borrowers will see some welcome news on rates. Libor, the rate at which banks borrow from each other - and which has attracted unwelcome negative headlines for rate fixing, has been falling, and that is excellent news for house hunters. “Swap rates and three-month Libor have both fallen by around a quarter of a percentage point since the Mansion House Banquet speeches from the governor of the Bank of England and the Chancellor,” says Ray Boulger of mortgage broker John Charcol. “The three-month Libor rate, which is currently 0.74 per cent, is still falling. This combination, plus the Funding for Lending Scheme, has produced record low five-year fixed rates, with three lenders

offering a sub-three per cent rate for borrowers with deposits of 40 per cent or more. Apart from Nationwide’s 3.39 per cent rate up to 30 per cent deposits, other lenders, especially at the higher loan-tovalue level, need to play catch up.” Boulger’s sentiments are echoed by Mark Harris of SPF Private Clients, who believes borrowers will see far cheaper rates in autumn. “The mortgage price war is already well under way,” he says. “Money market rates have fallen to their lowest levels ever in recent weeks and this is filtering through into pricing, with cheaper fixed rates being launched. If that trend continues, the housing market could well be looking at a very golden autumn.

Sale and rent back Publication by the Financial Services Authority (FSA) of the findings of its review of the sale-and-rent-back market have reinforced the view of the Council of Mortgage Lenders that there are potentially significant risks for consumers considering this type of product. The findings reinforce our belief that these and similar products should be properly regulated. Sale-and-rent-back emerged a few years ago as an option for borrowers who were finding it difficult to maintain their mortgage payments. Under the schemes on offer, providers agreed to buy the home from the borrower, with an agreement that the customer could continue to live in the property as a tenant. The clampdown on sale-and-rent-back has led to the emergence of similar products or agreements, which also appear to enable borrowers to stay in their former properties and pay rent to prospective buyers. The terms of some agreements also appear to put borrowers in breach of their existing mortgage contracts.

Remortgage rises
The Tesco Bank mortgage range is now available to customers. Its range includes flexible, fixed-rate and tracker products with a twist – mortgage holders will be able to collect Clubcard points as they repay the loan. Launching the new mortgage range, the chief executive of Tesco Bank, Benny Higgins, said: “Entering the mortgage market is a significant step in broadening the products we offer to Tesco customers. With a focus on serving Tesco customers for the long term, we will take responsible lending decisions and have developed a mortgage business to meet our customers’ needs, now and into the future.”
John Charcol, the mortgage adviser, has revealed signs of new life in the remortgage market, with the proportion of its clients remortgaging having increased from 32.1 per cent in May to 39.2 per cent by July. The remortgage market is now looking increasingly appealing to borrowers and John Charcol expects the remortgage trend within the residential market to increase in August and remain high over the next few months as the fixed rate price war takes shape. As well as an increase in remortgages, John Charcol expects the proportion of borrowers taking fixed rates to increase in the coming months. The general feeling is that the bank rate will not rise for some years to come – in fact it may even go down later this year – making trackers are the natural choice in this market. “Many borrowers who are coming to the end of their current deal can remortgage onto a five-year fixed rate that’s cheaper than their current lender’s standard variable rate,” says Simon Collins, John Charcol’s technical manager.

Now it seems to be game on with landlords and tenants. There seems to be an influx of potential tenants looking for their new London home, but they are finding it rather difficult to secure a property after noticing that there are many others in the same situation. They are having to act fast to secure their new home before they lose it to someone else, knowing that the market supply for property is not meeting the demands. For any landlord who is considering putting their property on the market, now is the perfect time to start the letting process as there are far more applicants looking for properties than there are properties available to the market. Many landlords are being very flexible and
accommodating towards any potential new tenants to make sure the best tenants and terms are secured. Landlords feel there is much more security with tenants, who seem to be staying at the same property for longer than the term originally agreed at the start of the tenancy. This year has seen a mixture of peaks in the market through to downfalls, but historically the latter part of the year always seems to redeem itself and this is the busiest time of the year in the South-East region. Tenants are very savvy at noticing what they can get for their money in the local market, and landlords are aware of current pricing. There has been a slow but steady increase in rental prices, but many landlords are still pricing their properties competitively to gain the upper hand. Landlords also need to make the most of what they are offering potential tenants and show off their property to its best advantage.

the last word Sandra Carline, head of Savills Barnes, gives her answers to South Tell us how you joined the property industry and briefly describe your career to date.
How difficult is the market for sellers and what advice would you give them?
I used to work as a legal property assistant for a firm of solicitors in Lincoln’s Inn, so I dealt with estate agents on a daily basis. I was persuaded to joint a reputable local agent in Barnes in 1986. I loved the idea of meeting clients in their own homes and working in such a varied role.
For properties which fall within the stamp duty thresholds, clients should be aware that there will be a period of static pricing, so they need to be flexible.
What do you enjoy most about working in this market and what have been your highlights so far?
I have loved working in Barnes over the last 25 years because it is such a unique area with many attractive green spaces and a wonderful village community. Savills actively support and sponsor many seasonal events including the Barnes Food Fair, which attracts 3000 visitors. Describe the biggest challenges you face on a day-to-day basis.
We always aim to meet our clients’ expectations and provide a first-class service, whether at the initial enquiry stage or during the pitching and selling process. The real challenge is to keep a cool head in what can be a stressful process. What advice would you give anyone considering a career in estate agency?
This is a people industry and the ability to find common ground is important. Gaining trust and confidence from your clients can only be achieved through professional integrity and willingness to go that extra mile.
In your view, how does the South London market differ from other areas of London?
Barnes is a family orientated market and once buyers move here they often stay for 15 years or sometimes longer if they sell their larger homes to buy smaller ones. What are your predictions for the property market in South London?
We believe that the stamp duty increases are likely to be a catalyst for a period of relatively static prices, in line with Savills research published forecasts. Longer term growth prospects for South London are still strong as growth is forecast to resume later in 2013, driven by strong global City fundamentals and an improving domestic economy.
