A case that began with five felony charges and disturbing accusations of human trafficking has come to end with a no contest plea to a single charge of attempted forcible sexual abuse. Jared Stephen Morgan, 38, of Sandy, was charged in September 2016 with one count each of aggravated human trafficking, a first-degree felony; aggravated sexual assault, a first-degree f e l o n y ; r a p e , a first-degree felony; forcible sodomy, a firstdegree felony; and aggravated Jared Stephen Morgan kidnapping, a first-degree felony. The charges against Morgan were based on details of a victim’s testimony. According to the statement of probable cause at the time of Morgan’s arrest, the victim stated that she had been kept a prisoner in a shed in Duchesne County for more than a month during the summer of 2014. Election season is in full swing and you’ve probably noticed the candidate signs in people’s yards showing their support for their favorite candidate. With two city council seats and the mayor position being decided in this election, we asked the city council candidates and the two mayoral candidates four questions. Here are the answers from those candidates that responded. Steven Timothy – City Council Q – Why did you decide to run for city council? A – I decided to run for city council to bring a point of view and perspective that I feel has been missing from the council for a long time. Many residents feel they are underrepresented and I would do my best to represent them and help them voice their opinions in a way that will benefit all. I feel I have the honesty and integrity needed for the position. Q – What makes you qualified for a city council position? A – I have been serving on the Planning and Zoning commission since January of 2015. I have worked hard to follow the city ordinances and state laws concerning this position as they are written. I have worked with the commission to change ordinances to help promote growth. One big change is that individuals are no longer required to come to planning and zoning for home occupation permits. This reduces expenses for the small businesses operating out of their homes. Another project I helped work on was expanding the potential annexation boundaries of Roosevelt. This allowed for the annexation of the Stonegate subdivision. And the borders are now large enough that they shouldn't need changed for many years to come. Q – In your opinion, what are three of the biggest issues facing Roosevelt today? A – Economic growth, affordability for residents, and relations with neighboring entities. These are all areas that I feel I can help make a change for the better. By creating an economic development committee, the council and city staff could be proactive in drawing sustainable businesses and industries to our city. When we have a strong economy, the costs to residents can and should

be lowered to reduce the burden on their budgets. Creating workable agreements with other entities that benefit all involved parties will create an atmosphere where contention is reduced when an issue does come up. Q – How would you like to see Roosevelt change over the next five years? A – I would like to see Roosevelt have a more diverse economy to be better prepared for the lean times so there isn't a need to increase the tax burdens upon the residents. I would also like to see Roosevelt working to expand utility services to the areas of potential growth. Being proactive in planning for the future will be much less costly than trying to catch up. JR Bird – Mayor Q – Why did you decide to run for mayor? A – I decided to run for Mayor to give Roosevelt citizens an option for change. As a councilman, I saw areas in which our city did well, and areas that needed attention. My desire is to build upon the good things that our city has done, and tackle some of those areas needing attention, to turn them into strengths. My desire is to be a public “servant”, to assist in bringing the vision of Roosevelt citizens to fruition. Q – What makes you qualified for the position of mayor? A – When considering the qualifications of any candidate I think the two most important questions to ask are first: are they honest and trustworthy, and second, are they there to serve and do the will of the people, and do they have the public’s best interests at heart? I have managed and owned several businesses for the past 15 years. I have served on various boards and committees and am currently serving on the Board of the Central Utah Water Conservancy District. I served a term of two years on City Council. The knowledge and experience that I have gained, I feel is an asset, but is secondary to my commitment to being honest, trustworthy, and putting the public’s interests before that of my own. Q – In your opinion, what are three of the biggest issues facing Roosevelt today? A – I feel the three biggest issues

A – The three biggest issues I see facing Roosevelt are our economic dependency on the oil market, the lack of community involvement in City government, and the lack of accountability of current City leaders and employees.

A – In the next five years I would like to see an economic plan developed that would allow Roosevelt to capitalize on opportunities for growth when they come our way. The next time we have an opportunity for growth, I envision us being ready with options and solutions for those wanting to invest in our area. We can do this by organizing ourselves and developing partnerships with property owners, developers and having infrastructure ready and available. In the next five years, I would like to see and be a part of bettering the relationships we have with our citizens and other entities that border us. How we are perceived, directly affects our ability to succeed. I would like to see committees formed that would assist in not only economic development, but in parks and recreation and other areas of the city. I feel this would be a great tool to stimulate new ideas, encourage public participation, and give people a platform to be heard; all the while improving what we have to offer our citizens. Wendy Nicholson – City Council Q – Why did you decide to run for city council? A – I decided to run for City Council because I listen to other cities' council meetings as part of my job and I realized that Roosevelt is lacking in the transparency and community involvement that bring about needed improvements. Q – What makes you qualified for a city council position? A – My qualifications for City Council are my passion for making Roosevelt even better than it is, my experience from living in cities all over Utah and across the country, and my unique perspective as a woman. Q – In your opinion, what are three of the biggest issues facing

A – I decided to run for city council because I love Roosevelt and have a strong desire to serve in our community. I felt this was a meaningful and productive way to make a difference and give back to a wonderful community that has blessed my family in countless ways over the last 10 years.

A – I am honest and I work hard. I have a good mind, a strong desire to do good and a track record of following through on commitments. Q – In your opinion, what are three of the biggest issues facing Roosevelt today? A – Economic growth is a big issue right now. I think most people want to see businesses moving in. We have lost a lot of potential city revenue to surrounding areas in the last few years because we have not been proactive in our development to bring in business. In talking with community members, this is by far what I hear the most about. Another big issue is transparency. While the city has taken great strides to improve transparency in the last few years, it is still an issue that I hear a lot about from community members. The third issue I will mention is the challenges of a boom-bust cycle. This issue affects just about every family in Roosevelt from time to time. The challenge with the boom-bust cycle is creating a self-sustaining economy despite the highs and lows. Q – How would you like to see Roosevelt change over the next five years? A – In five years, I would like to see Roosevelt with infrastructure in place that invites business opportunities and supports economic growth. I would like

I think that we need to look for any type of manufacturing that could come to Vernal. Vernal’s problem is a logistical problem. Everything has to be trucked in and trucked out. There for it’s a little tough to find a manufacturing type company that would want to settle in Vernal. We have a great work staff as far as people. Serving on the council for almost 20 months has given me a greater understanding of many of the concerns our residents have, and the current issues facing our city. Our elected city officials and staff have made great efforts to address these issues and be proactive in planning for the future of our city. Q – In your opinion, what are three of the biggest issues facing Roosevelt today? A – Transparency. It is imperative that all city business is done in view of its residents. To ensure transparency, our council meetings are now streamed live over the internet, agendas are posted on the Utah Public Notice Website, on the Roosevelt City website and on the front doors at the city building. Minutes of city council meetings are also available on the city website and by request at the city building. We as a council must continually strive to be transparent as possible when attending to all city business. The up and down cycle of the oil industry is another big issue our city faces. Our economy thrives when oil prices are high, but when oil prices are low, our economy struggles. It is imperative that we as a city, along with the surrounding communities focus on identifying other avenues to help keep our economy thriving even when oil prices fall. The growth of our city is another major issue. We must pursue ways to attract businesses to Roosevelt

The mayor then said "you're right, would you like to volunteer?" and the gentleman respectfully declined stating that he was too busy, but still, the city needed more volunteers. I believe in taking pride in where we live, enjoying where we live, and that through individual efforts we are able to improve our

A – I've served the city as a volunteer firefighter for seven years and have been a member of the city council for close to six years. During that time, I have been able to help manage the budget through a few good years, and a few lean years. I feel like I know the ins and outs of how to make things happen with the CIB and other funding agencies, the county and other local governments, and especially how to get the input from citizens in our community as we work on projects and through issues. With my profession, I have been hired as a consultant for several cities, counties and special service districts on how to improve processes and policies. I take the best practices I'm able to learn from those other entities and apply them to our city. Q – In your opinion, what are three of the biggest issues facing Roosevelt today? A – The first issue is getting sewer for the residents in Stonegate. We have secured the funding for the project and are in the design phase with our engineers, and will start digging the trench and laying pipe this winter. Second is fixing State Street and making it safer for our kids. We have also been awarded a considerable amount of grant money and will complete this project in the coming months. The third issue is the need to dispel the awful amount of negativity we have in the community. I believe some of these feelings stem from the lack of being informed. For the past few years I have worked with our city administration and

would like to see people get involved. I was one of the worst, don’t get me wrong. Two years ago, I became a delegate to the Republican party. That got me started, I have gotten involved with going to meetings because it’s all information. Recently, I went to a meeting that was put on by Uintah Basin County Commissioner Duane Shepherd that was put on by the cemeteries. The county has 11 cemeteries and they are all run by our small group of people. His is idea is to get a cemetery board. He will put them together. There is room for people to get involved. They are going to need people on these boards. It’s not time consuming. They have money put aside for cemeteries and that’s what these boards would do.

We added large TV screens to our council chambers so that those in attendance can follow along, Facebook pages for our city, the aquatic center, the golf course, and other various groups. We have increased transparency by improving our city's website with more information and have started to live stream our city council meetings. Q – How would you like to see Roosevelt change over the next five years? A – As I consult for other cities it is evident that we are the envy of several other places. From our recreational facilities to UBIC, there is always something fun to do. My vision is not so much of change, but of continual improvement. I have been working on developing a walking path in the gulch so that our kids can walk to school without the worry of cars and traffic. Our goal is to have it connect the hospital, shopping areas, and schools by way of a scenic path and without the need of walking on a city street. I am a member of the trails committee and we are nearing the completion of a cross country mountain bike trail in town with the hopes of hosting a high school mountain bike race. Uintah hosted a race last year and it was the largest single economic event in the county with an impact of over $250,000. Events like that will benefit our stores, hotels, and other businesses in town. We have developed a plan to chip seal over a third of our city streets this year and make other improvements to roads and water delivery systems. As mayor, I will continue look for fiscally responsible projects to improve Roosevelt City and help us stay on the path of continual improvement.

Terra Academy students pulled together through the first part of the school year to help a fellow charter school, Beatrice Mayes, in Houston, Texas, through the aftermath of hurricane Harvey. Every student was asked to donate $1 to help the fellow charter school get back on their feet. Some students donated more than $1, known by the amount raised being over $1,300. Colleen Jones, teacher at Terra, went to Oklahoma for a conference for her position with Utah State University on Oct. 13, and planned to drive five hours one way to deliver a large novelty

check to the school along with a stuffed Dinah and other tourist items from Vernal. “They are in downtown Houston, hardest hit in the flood,” Jones said. Mary Courney, teacher at Terra, searched for charter schools in Houston and started making calls, with the first school on the list. “They said they opened about a week after the hurricane,” Courney said. “They had no damage, then I just selected at random and it said 470 students at Beatice Mayes and I thought ‘hey, why not pick one about our size,’ they are a k-8 school.” When Courney called she said the school had received prior warning for the hurricane and were able to get many books and

electronics out of the building upon evacuation, but when the staff returned, there was a lot of damage from the flood. The money raised will help the charter to repair their building. Terra Academy encourages students to do a service project every year, this year, staff decided to do a year-long, school-wide project. Houston was picked before school started and the other hurricanes hit Florida, Puerto Rico and Louisiana. The project began the first day of school and continued through till Jones left to take the check. Courney said the school was looking forward to doing a live Skype with Houston so that students can see the good they did.

As you decide how you elect to vote, in addition to the flyers and pamphlets being circulated by the governing bodies, consider the following facts, some of which I have addressed in earlier “DID YOU KNOW?” publications. In the pamphlet mailed with your ballot, under the column “The Argument for or against a ballot proposition,” are subjects I will address below: A. In the “FOR” column--isn’t it unusual that a good share of those “FOR” Prop. 5 are the County Commissioners of Duchesne County and the Mayer of Roosevelt, Utah? Easy for them, as they don’t have to pay this tax. Must have another agenda!!! B. Fortunately, I don’t see any elected officials from Uintah County on the “FOR” list. C. When the BTA project was first funded, it is my understanding that after the first year; it was to be self-funding. D. They quoted: “Your investment for the future will make possibilities endless”! What happened to the other endless possibilities we have already approved and paid for over the years, for these exact same entities? Remember, as per Professor Parkinson:

“Government expenditure rises to meet income.” Once again, that proves to be prophetic.

E. Ponder the real facts: This sales tax will be permanent--forever!! That is a long time. The estimated amount to be taken from “We the Taxpayers” is $1,655,000.00 per year. The actual amount they say is needed each year for all three cities is $58,987.50. These three (3) cities need for 3.5642% of this money!!! That fact alone seems to make the request to even put this item on the ballot an irresponsible request by our local cities. Then put the remaining $1,596,012.50 or 96.4358% of this tax on “We the Taxpayers”; non of which has been appropriated for a specific purpose. They did mention filling potholes and a couple of other items, not yet needed. That would fill a lot of potholes. Does even one tax paying citizen in Uintah County believe, that if you vote for this tax, the governmental agencies won’t find a way to spend it all and come asking for more -- and sooner, rather than later?

F. As Professor Parkinson quoted: “Toward eliminating public waste, an essential step is to limit the total revenue”. G. Another fact to ponder: The sales tax system is quite unique, as commodities we consume in Uintah County increase in price due to inflation. The government entities get an automatic increase in tax revenue as a direct result of inflation. Therefore, the increase comes without even raiaing sales taxe rates. rate.

EXAMPLE: Assume a sales tax rate of 7%. You buy a car for $20,000. Sales tax collected by governmental entities is $1,400.

A few years later, you buy a similar car for $40,000, because of inflation--sales tax given to the governmental entities is $2,800. You see, same tax rate, same car, but what a windfall for the different entities getting the sales tax. Fact being--every day the commodities we consume rise in price, the governmental entities get more of our money. Why would we be gullible enough to continue to be sucked in year after year, by the same old sales pitch “that certain people, or our students just won’t get proper service of one kind or another” if we don’t pay more taxes? I’m sure that could be called “fake news”. On the farm, I call it “BS”!!!

Uintah County does not need this sales tax increase, nor are they asking for it for themselves, (it’s the cities) check their last Certified Public Accountant audit. They are fine. The impacted citizens of this county need to be allowed to keep their money at this time of crises. The cities, assuming they are fiscally responsible don’t need it either. It’s just the easy way to get more money and save them from having to cut costs; like every other private business in this county. It is said, unlike most private business, Vernal City doesn’t even have an accountable time clock system for their employees. If they would put one in, the likelihood is they would have

leaving no need to put a greater tax burden on the widows and widowers on social security, retired couples on fixed incomes, the unemployed, the disadvantaged just trying to get by on welfare or some other needed subsidy, as well as the currently impacted business owners that are just getting by also. As well as many other Uintah County taxpayers. Wouldn’t this be a
