Jensen Pumpkin Festival

Derek Hopper dhopper@ubmedia.biz

The 21st annual Jensen Pumpkin Festival took place on Saturday, Oct. 28. Throngs of Basin residents descended upon Jensen, Utah, for fun and festivities. The free community event was made possible through generous donations and sponsors that support the family activities continuing for more than two decades. The event is held annually at Jensen Park. This year’s festivities included a trike run, hay maze, fish pong, haunted alley, pumpkin catapult, marshmallow

roast and many other events. The point of the festival is to provide wholesome activities for Basin residents and their families. Organizers hope their efforts continue to be rewarded with growing participation for many years to come. The festival has a Facebook page, Jensen Pumpkin Festival.

We have tried to charge a fair price for a fair service.” The plan for a number of years was to have son, Devin Caldwell, take over the business. “With the downturn in economy, the changes of technology and what we see happening, we decided it was probably time to sell the business,” Keith Caldwell said. “It was bittersweet. Devin decided to go another direction.” Family oriented

All six of Caldwell's children have worked with him at the BNA. “The people who have worked here have become family,” Keith Caldwell said. Caldwell added he has been fortunate to have employees stay for a number of years. The company has had anywhere between 12 to 15 full and part employees. “We have had wonderful people to work with,” Keith Caldwell said. “I could name a lot of names, but I would probably forget somebody.” SEE CALDWELL on Page 10

It has been a busy time for the Uintah Transportation Special Service District since putting Executive Director Adam Massey on leave. During his absence, three board meetings and three special meetings have been held to deal with the workload and litigation updates. In the October 5th board meeting of the UTSSD, member, Bob Leake stated his concern that there has been no reason for Massey to remain on administrative leave. The action was taken illegally and should be rescinded. Kevin VanTassell, board member supported Leake, commenting the action was not voted on at a board meeting and Massey should be reinstated to correct the illegal action. Commissioner Brad Horrocks, a member of the board, noted that an outside legal counsel, other than Attorney Gayle McKeachnie who is retained by UTSSD, gave legal advice concerning putting Massey on administrative leave. Chairman Dan Dilsaver remarked he would like to wait for any decision until the findings of a state audit presently underway, are known. A motion was made and seconded

of UTSSD. Airport upgrade completion will be in June 2018, under the direction of airport manager, Doug Brown and additional staff Ben McMickell and Greg Swann. Approved upgrades will bring Vernal Regional Airport to a category C2, complying with FAA standards to accommodate larger aircraft, both commercial and private. The project to complete the Woods Road, 7 ½ miles of new construction of a new alignment to remove heavy truck traffic from the existing road, is also underway, according to Troy Ostler of CIVCO Engineering. UTSSD is also involved with the Uintah County and Vernal City Trails Master Plan, scheduled for completion in mid-2018.

to reinstate Massey but failed to pass, 2-3. The contract held between Massey and the UTSSD was under scrutiny, but, according to Horrocks, as quoted in the September 26, 2017, issue of the Vernal Express, said the contract has nothing to do with Massey being asked to leave. The contract is a non-issue. Massey has yet to be found of any wrongdoing, although he has been on paid administrative leave since September 11, 2017. Subsequent meetings of the UTSSD have centered on cybersecurity, recording minutes, payment of bills and payroll, audit updates and several closed meetings to discuss upcoming litigation. “He was one of the best employers that I have had because I worked there two years in the office. When I got pregnant, I was able to work online from home. If a family emergency came up, people would be able to cover that. It was so nice to have that family helping each other out.” H a ye s wa s im pressed with the way Keith Caldwell didn't micromanage his employees. “He gave you freedom to find things that helped the company and he wouldn't give you a task list every single day,” Hayes said. Hayes liked the atmosphere between the employees and she said designing was a blast at the BNA. “We would sit there on line and tell jokes,” Hayes said. “Sometimes we would have trouble with an ad, but we would all pull together and figure it out how to make it work.” Service Keith Caldwell is big into serving the

community and in the Church of Jesus Christ of Latter-day Saints. In 2004-2007, KeithCaldwellandhis wife, Nena Caldwell, served church missions in Ecuador. Keith Caldwell was the mission president over roughly 180 missionaries. The Caldwells have been married for 44 years. “It was a tremendous experience,” Keith Caldwell said. “We meet wonderful young people as well as other church leaders.” The Caldwells are currently filling out papers to serve a mission for the second time in the near future. “The first time we got asked, this time we are volunteering,” Caldwell said. “We saw the need for senior missionaries. We pay our own expenses when we are gone. That is something that we feel is important. We have the resources to go and serve for 18 months or two years.” Keith Caldwell has

Changes

Technology is the biggest change Keith Caldwell has seen while he produced the BNA. “It has affected advertising,” he added. When he first arrived, the company had two type setters and shortly after that changed into computers. The employees would have to paste up the BNA and most of the records were all paper records. Caldwell began to create data base programs into his business and shifted from paper to computers in the late 1990s. “I like to solve problems in ways that the computers can help the business out,” Caldwell said. “We do all the newspaper by computer.” The BNA would take the sheets to have them printed in Salt Lake City and leave early Monday morning. “We then began to have the pages modemed out,” he said. “All we had to do was drive out and bring the papers out.” All inserting was done by hand and the company would have 10 to 15 people. “Down the road, I saw an inserting machine and purchased an inserter,”Keith Caldwell said. “That insert can now handle up to 10 at a time.” The internet has played a big role in the way the BNA has handled things under Caldwell. The BNA was posted on the internet with the classifieds and the displays. “We get our graphics off the internet now,” he added. “Our design is being done by other people who don’t live here anymore.”

Runway nears Completion

Go from a life of back pain

to a lifetime of living.

Workers drove along the new runway on Wednesday at the Vernal Regional Airport. Bruce Tippets btippets@ubmedia. biz Big time progress is being made at the Vernal Regional Airport with the runway project being on target to be finished approximately Dec. 7, 2017. Vernal Regional Airport manager Doug Brown said the workers finished the asphalt at the end of September. He said the estimated cost for the runway project is $35 million. “FFA is funding it 95 percent,” Brown said. “We only pay five percent of this. It’s a steal of a deal.” The airport manager reports to the Uintah Transportation Special Service District along with the Vernal City Council, Uintah County Commissioners and sponsors. “Everything is done in phases,” Brown said. “Right now, we are working on the phase where they finished up all the asphalt. First there was water and sewer line. The next phases were tearing out and building out the new fence, and building up the dirt.” WW Clyde is the contractor for the runway project, while GDA is the engineer. “GDA Engineers has been really great working with them and helping them stay on standard,” Brown said. “They are ahead of schedule because they want to move on with our projects.” The target date is not set in stone. “There is a possibility that it might get pushed back into the next cycle,” Brown said. “The FFA goes on a 56-day cycle.” The runway project has been discussed for a number of years. “I know this plan has been in place for eight or 10 years,” Brown said. “It took a long time to get this funding to buy the land and took some funding to get the phases done.” With the asphalt finished, the runway

already has a new look and the excitement is building for the future. “The new runway will be more narrow than the old one,” Brown said. “The thing that will really help with this is the safety areas.” Brown said the airport is in B-2 category, and is moving into a C-2 category. “There is more land that we have to maintain right up against the payment,” Brown said. “It’s very strict maintenance. With the higher category comes that higher maintenance, but it always qualifies us to have Sky West or larger cooperate jets come in.” A couple of months ago, the Vernal City Council and the Uintah County Commissioners threw their support behind Sky West, which will use the Canadair Regional Jet 200, 50-seat aircraft. Boutique Air’s contract runs through the end of March of 2018. “We are trying to promote the airport and keep people involved at least weekly,” Brown said. “I want it to go more than construction. I want to be able to post some cool airplanes that come in. We are getting there. It’s just going to take some time.” Brown can’t wait to have the runway project finished. “The old runway is really fading on us. It has a lot of cracks,” Brown said. “It has lived a long life. In order to get it up to standard we are doing what we have to do.” A new cross wind runway and the terminal buildings are high on Brown’s priority list after the runway project is finish. “I would like to see a new terminal building in the future,” Brown said. “The terminal is serving a good purpose right now. It’s a 32-year old building. With the demand of people to use the air service, we have to figure something out.”

I had been told by another doctor that I would have to have back surgery, and with this treatment, I told him no I won’t have to do back surgery because it has helped so much and I have so much relief.

-Nadine P.

It’s hard, because with back pain, you look O.K. on the outside. People think oh, you’re young, you’re spry, you can’t hurt that bad, but they don’t understand that this pain can bring you to your knees, where you can’t even walk or function. And I am very grateful to be done with that! I can walk, sleep, get out of bed, I don’t feel 90 years old any more! I am more confident that I can do different things and not be in severe pain. About two years ago, I was really having a hard time with my back. I’ve had back pain since I was 18 or 19 years old, as long as I can remember. The MRI I had 12 years ago, before I came to Uintah Basin Spine and Disc, told me I had four discs in my back pinching off the nerves in my back and pressing them. I wasn’t getting any relief from normal chiropractic help, it was actually starting to hurt me, and I was dreading it. I was looking at back surgery, seeing the odds, and talking with people that I had known who had back surgery and I wasn’t happy with the odds. It wasn’t something that I wanted to do because I was only 55 years old. So I was looking at something different. I had heard about your Spine and Disc Center on the radio and luckily I was able to make it over here and make it work with my schedule. I was really faithful with it, and the difference was unreal. The exercises you do at home, coming here and getting stretched and worked on, I’ve been amazed at my mobility! I was getting to the point that I couldn’t get down and play with my grandkids and didn’t feel I could interact with them the way that I wanted to. I couldn’t get down on the floor or go outside with them, so I was looking for something different, and I’ve found that this has been a lifesaver! I can sit. I drive school bus, so I sit all the time for eight hours a day and this has worked really well and I’ve made really good progress with it. I had been told by another doctor that I would have to have back surgery, and with this treatment, I told him no I won’t have to do back surgery because it has helped so much and I have so much relief. I would recommend this to anybody. I made some really good friends with other patients that I still have now that I met while getting worked on, and it’s great, and the nurses are really nice too.
