Uintah County voters took to the polls and voted down proposition 5, which would have imposed a .25 percent, or the equivalent of one cent for every four dollars spent sales tax for the purposes of, “transportation services such as roads, traffic and pedestrian safety, public transit and nonmotorized transportation. With ten percent of the revenues being generated being allocated to the Basin Transit Association, and the balance being allocated per statute among the cities and counties,” according
to the official ballot. The final vote count was 2085 for the proposition and 2982 against with a total of 5067 votes cast on the issue. For some area residents, the proposition was looked at as a much needed investment in the county. “I think it’s one of the best things that needs to take place in our area,” Mikel Cortisse said, who drives a public transportation route. “I drive the roads and dodge potholes all day long. This (the bus he drives) has no shock springs on the back and has coil springs in the front.
So if I don’t (dodge the potholes), these guys might not have teeth by the time we get to their destination.” The statement draws a collective laugh from the patrons in the back of the bus, awaiting to depart on a route home in the cold November afternoon. It’s a laugh that holds a speck of truth to the four patrons seated in the bus who rely on public transportation on a daily basis. “I really want prop five to pass because we need our roads fixed,” Cortisse adds. The Uintah Transportation Special Service District held their regularly scheduled board meeting on Wednesday of last week, amid controversy from the findings of an audit from the state auditors office in which several possible infractions were found. In addition to the unfavorable findings within the audit, the paid leave of the boards Executive Director, Adam Massey
continues amidst pressure to bring him back as acting executive director. It was the first meeting the UTSSD board has held since receiving the findings of an audit from the State Auditors Office on October 31 in which the state lined out eight potential violations and recommendations on how to be in compliance after finding potential violations. The violations were ordered in order of severity, one through
eight. 1) Potential violations of the open and public meetings act or OPMA (Five potential violations of OPMA are listed on the report). 2) Potential inadequate independence between district and county. 3) Inadequate controls over payroll expenditures. 4) Inadequate controls over credit card transactions. 5) Inadequate policies over non-travel or local

I had sciatic pain going down my leg for a month. It was painful. I couldn’t dress myself, I had a hard time lifting my right leg, and it was difficult to move around. If I was shopping, and leaned on the cart, I got a really sharp pain in the leg. It was at least an 8/10 pain! Now, after treatment, my sciatic pain has gone away, I still get a pain every now and then, but not like it was. Now, I can dress myself easier, I can lift my leg, I can bend over better, Now my pain is only about a 2/10 pain, its way better! There’s no easy
way to drive through 500 miles of Wyoming, Colorado, and Utah. You just have to grit your teeth and get through it. Especially when old man winter is touching down, extending his frozen fingers across the great West, almost all at once. So as it began to snow with increasingly rapid succession on the Wyoming, Montana border I’ve called home for the past three years, I made the decision it was time to leave
on the journey to a place not far from my hometown of Craig, or I would never arrive that Monday start a new chapter in my life doing what I love for Ubmedia. I’ve had plenty of experiences on the many roads leading to Vernal in the winter, and knew they are nothing to take lightly. It was time was time to start making some of those 516 miles disappear. Well, I’d had back surgery before and I was at the end of my rope again. I was thinking I needed to have something done again. Just wasn’t sleeping, wasn’t able to function through the whole day, and I came to see you, and I really liked how you made me go get an MRI first. Before I even went, you gave me criteria of if you would work on me or not. That’s what I tell people right now, is that you tell us before we go get an MRI, you’re straight up with us, you tell us the criteria of if you’ll work on us, I really like that. After the MRI, I’m really glad I stopped because the MRI showed that my first back surgery had failed, and to tell you the truth I’ve just never felt this good! Even after my back surgery, as I do now with the Decompression and the adjustments. I really do appreciate it. I guess the biggest part of it is I didn’t feel like you were just up to, I guess more or less just taking the money, because you gave me the criteria before I ever went and got the MRI, and I liked that. The honesty, and what you’ve done for me, and how I’ve felt since, the quality of life I’ve had since, I get to do things I haven’t done in 15 years. I can go ride horses, I can team-rope whenever I want, just about anything, I really haven’t found limitations like before. I haven’t had the problem with the spasms. I like how I’m treated here. The girls are professional. You never feel like you’re rushed through, you don’t feel like a statistic. It feels good to come here. I think the staff is awesome. They are attentive, they’ll answer any question. I’ve never gotten this good of treatment anywhere. My quality of life has went up so much. It’s hard, because with back pain, you look O.K. on the outside. People think oh, you’re young, you’re spry, you can’t hurt that bad, but they don’t understand that this pain can bring you to your knees, where you can’t even walk or function. And I am very grateful to be done with that! I can walk, sleep, get out of bed, I don’t feel 90 years old any more! I am more confident that I can do different things and not be in severe pain. About two years ago, I was really having a hard time with my back. I’ve had back pain since I was 18 or 19 years old, as long as I can remember. The MRI I had 12 years ago, before I came to Uintah Basin Spine and Disc, told me I had four discs in my back pinching off the nerves in my back and pressing them. I wasn’t getting any relief from normal chiropractic help, it was actually starting to hurt me, and I was dreading it. I was looking at back surgery, seeing the odds, and talking with people that I had known who had back surgery and I wasn’t happy with the odds. It wasn’t something that I wanted to do because I was only 55 years old. So I was looking at something different. I had heard about your Spine and Disc Center on the radio and luckily I was able to make it over here and make it work with my schedule. I was really faithful with it, and the difference was unreal. The exercises you do at home, coming here and getting stretched and worked on, I’ve been amazed at my mobility! I was getting to the point that I couldn’t get down and play with my grandkids and didn’t feel I could interact with them the way that I wanted to. This treatment saved my life! I remember coming in in excruciating pain. The pain was a 10/10! The most pain I’ve been in in my life. I’d already been to the emergency room twice. The pain was mostly down my arm, in my neck is where it started, but shooting pain down my arm into my hand and fingers was horrible. My hand was going numb, I couldn’t even make a fist. After the emergency room I was having to take pain pills one after another and the pain relief was only temporary. That’s when I called you. I couldn’t even drive myself to your office, I had to be driven down because of the severe pain. You worked on me a little bit, I was really stiff, then you sent me out for an MRI. Even the car ride out to get the MRI about killed me I was in so much pain. We came back and you showed me on the MRI that I had several bad discs in my neck and one really bad one, and you started working on me right then on your stretching machine. Within the first week, I was getting off the pain pills and muscle relaxers. I could finally function again, my husband had been driving me around until this time. I had relief within a week. It went from a 10/10 to a 6/10 and this was even coming off the pain pills. The shooting pain was gone. It was still hard to make a fist, I still couldn’t do my hair, or hold a brush, but the shooting pain was gone! Now, I don’t have any pain at all, 0/10! I don’t have any limitations at all. Leora McCarrell Hazelbush
November 8, 1930 ~ November 2, 2017 Leora McCarrell Hazelbush, 86, passed away November 2, 2017 surrounded by family. She was born November 8, 1930 in Vernal, Utah to Theadore and Pearl Bell Evans McCarrel. She married Charles Richard “Chuck” Hazelbush on December 2, 1949. Leora worked as a telephone operator at Mountain Bell, at the Western Adjustment Bureau and Hasty Pawn Shop, and as
the secretary for the Superintendent/ School Board and office manager at Uintah School District. She was honored by the Teacher’s Advisory Council and Classified Employees at Uintah School District. She always stayed calm, even when it got tough. One day after talking to an upset patron, a coworker found her to let her know that the man was trying to make a long distance phone call to the state
school board. She had already informed him that no one could call long distance on the school district phones, not even the her, and he would have to go home to make the call. He smugly told her, “Well, sweetheart, it looks like I’m doing it!” She calmly reached over, pushed the disconnect button and said, “And now you’re not!” She loved each of her jobs and learned many things at each but her favorite part of each job was the people. She always saw the best in people and loved to help others. She was a friend to everyone she met. Although she enjoyed her job, her heart was always with her family. She often was seen walking through the back door of her home, with her shirt unbuttoned and hurrying to change into her “Good Clothes” – jeans and a sweatshirt! She loved her children, but she adored her grandchildren and great grandchildren. The favorite treat at Grandma’s house was chocolate chip cookies and milk. She is best known as Grandma by her family. She will always be remembered for her striking blue eyes which she passed on to many of her grandchildren. She loved camping, fishing, hunting and
beautiful sunsets. She was often found tending to her yard and taking pride in her beautiful flowers and rock gardens. She will be greatly missed. She is preceded in death by her husband, Charles “Chuck” Hazelbush, her parents, Thead and Pearl McCarrel and brother Lynn McCarrell. She is survived by sons and daughters: Connie Lea Hazelbush of Austin, Texas, Charles Robert “Bob” and Daleen Hazelbush of Rangely, Colorado, Colleen Rasmussen and Alan and Lisa Hazelbush, both of Vernal. She is also survived by 10 Grandchildren, 32 Great Grandchildren, and sister, Fern Lambert. Funeral services were held, Monday, November 6, 2017 at 11:00 am at the Naples 1st Ward LDS Chapel (2313 South 1500 East). A visitation was held Sunday evening at the Ashley Valley Funeral Home from 6-8pm and Monday 9:45 – 10:45 am at the church. Conner Scott Wall December 5, 2001 ~ November 4, 2017 Conner Scott Wall was born on December 5, 2001 to Lucky and VeraLyn Murray Wall. He is the second of four children. He has an older brother, Shon Wayne Wall, a younger brother, Chasen Danger Wall and a little sister, RyLee Lyn Wall. He had a passion for living life. An athletic and outgoing personality, which made him easy to love. He was artistic and very creative. Life was always an adventure when you were with him. He could make anything fun. Having him for a brother, friend, grandson, or son was
an absolute joy and a privilege. He is a member of the Church of Jesus Christ of Latter-Day Saints, and served as the President of his Quorum and strived to be an example to those that he was around. He made his family proud, and stood up for that which was right. He loved backrubs (especially from his little sister, who could be easily persuaded into them), playing cards with his brother, climbing anything and everything, and was always doing flips off of something. He had finally grown taller than his mom and got-
ten strong enough that he could easily take her when roughhousing, unless she cheated. He was a month and a day away form his 16th Birthday at his passing. Him and his Dad had started fixing up a little race truck that he was excited to drive and was learning to mechanic on. Recently he was in the Uintah High School performance of “The Music Man.” He really bloomed and grew there. In it he found a way to put so many of his likes, joys and attributes to use. Making people smile while getting to show off and spend time with his friends was right up his alley. His continuous and contagious happy attitude and ways of going about life will be greatly missed. He leaves a hole and an empty spot in many hearts, but also many wonderful and fond memories that will last forever.
Funeral services will be conducted Saturday, November 11, 2017at 11:00 am at the Uintah Stake Center (4080 South 2500 East). Friends and family may call at the Blackburn Vernal Mortuary Friday evening from 6-8 and at the Chapel from 9:30-10:45 prior to the services. Burial will be in the Jensen Cemetery. Services entrusted to the care of Blackburn and Sons Vernal Mortuary.

State Auditors, they wrote about the placement of Adam Massey on paid administrative leave, “Finally, in September 2017 in anticipation of an on-site investigation by the office of the state auditor, three board members (Dan Dilsaver, Brad Horrocks, Gale Rasmussen) made the decision to put the executive director on paid administrative leave pending our investigation. This decision was evidenced by a ‘Notice of Paid Administrative Leave’ memo that was presented to the executive director on the morning of September 11, 2017 in the presence of a law enforcement officer. The memo was from the board chair (Dan Dilsaver) and carbon copied to only two other board members. The executive director was then asked to turn in his keys to the district offices. Two other board members (Kevin VanTassell and Robert Leake) were informed of the decision at 11:00 that morning via text after the decision had been made and acted upon. This action made it more difficult for the office (of the state auditor) to obtain needed documentation.” Massey said that while he has been placed on paid administrative leave that was unwarranted, according to the findings of the audit, he has received daily calls from the state auditors office requesting information. ing, board member Robert Leake made a motion to bring Adam Massey off of administrative leave that was seconded by board member Kevin VanTassell, but was turned down by votes from Gale Rasmussen, Brad Horrocks and Dan Dilsaver.
Bill Stringer a letter, recommending that, “the county exercise due diligence to ensure that political and fiscal independence is maintained as long as the county chooses to pass through mineral lease monies to singlepurpose districts to administer.”
The Office of the Attorney General has been made aware of the state auditors concerns regarding the UTSSD’s noncompliance of OPMA laws. A Civil Review Committee with the Attorney Generals office handles compliance issues regarding OPMA, according the state audit.
Roberts wrote that this situation is particularly concerning, as it gives the appearance of the commission steering funds to control the district.
Attorney Gale McKeachne, who was the former lieutenant governor of Utah is the UTTSD’s attorney, and has been fulfilling some of Massey’s job duties while he has been on leave and was present during the November 8 meeting, at times directing the meeting. McKeache’s bill for the month of September was $12,936 compared to the $1,740 August bill. McKeache’s bill is in addition to the money the UTSSD is paying Adam Massey as part of his yearly salary while he is on leave. The UTSSD receives Payment in Lieu of Taxes (PILT) funding from mineral lease royalties that may be in jeopardy if the board continues to be in noncompliance with the state auditors findings, especially concerning OPMA violations, and potential inadequate independence between board members of the special districts, who are also serving on the board of county commissioners. Currently Brad Horrocks serves on the county commissioners board and the UTSSD board, which many have suggested that he resign from his board position on the UTSSD, including the state auditor’s office which wrote in its report, “during this investigation, we discovered circumstances that bring into question the district’s appropriate independence with the county.” On November 1 Ryan Roberts, a certified public account for the state auditors office wrote County Commissioner Chairman
During the November 8 board meeting, the board was tasked with the drafting of a tentative budget. Within that budget draft, $1 million was set aside for reasonably imminent litigation.
Which begs the question. Will that be enough?
On November 4, County Commissioner Duane Shepherd wrote a letter to his fellow commissioners, as well as the County Attorney Mark Thomas and Chief Deputy Attorney, Jon Steamer. In the letter, Shepherd suggested that he thinks it is imperative that all Uintah county commissioners resign from the six special service districts.
Shepherd also suggested that the commissioners should serve in an advisory role to the districts to ensure the counties needs are expressed and that each commissioner should attend the special district meetings to gain information and feedback to bring back to the commission.
Additionally, it was suggested by Shepherd that the commission will inform the chair of each of the six special districts (UTSSD, Uintah Recreation Special Service District, Uintah Impact Mitigation District, Uintah Fire Suppression Special Service District, Uintah Animal Control and Shelter Special Service District, Uintah Health Care Special Service District) of any vacancy and that the appropriate steps should be taken to fill a midterm vacancy of each district.
“I think this is a good first step to ensure that any real or perceived over reach of conflict of interest by the commission is mitigated and to bolster the confidence of the public in its elected officials,” Shepherd said.

departed and took to the road during the first snow of the winter, before it could freeze that night and transform the 500 mile sojourn into one giant ice field. Towns faded in my rear view mirror one at a time. Sheridan, Buffalo, Kaycee, Casper, Rawlins, and eventually Craig. I stood before the Utah sign, knowing I was crossing a threshold into a new beginning; and at the same time, an end to one chapter. Blue Mountain welcomed me to the state I’d now call home. Lingering for a few minutes, staring at the mountain,
I remembered how fleeting certain moments in life can be and tried to hold onto it as long as possible. I crossed the threshold and entered into Utah with an open mind and a conviction to serve the residents of Uintah County with all the experience and integrity that has developed in my heart and soul over my short 30 years on this planet. Soon I was in Vernal City, ending the long journey. I’m humbled and honored to have an opportunity to serve this great basin. It’s my promise to the readers that I will always keep an open door and ear for you. I came here to serve you, the community.
