Doug Hammond is sworn in by Vernal City Judge Ray Richards as Mayor before a crowd in the Vernal City Council Chambers January 2. On January 3, Hammond participated in his first meeting as acting mayor.

When the Vernal City Council concluded their first regular meeting of the new year, they had done so with a new Mayor at the helm. Doug Hammond thanked the council for helping him through the evening during his first meeting at the conclusion of the 44-minute gathering, with everything going smoothly for the new mayor in his first outing in his new role. “I’d like to thank everyone for helping me through the evening,” Hammond said at the conclusion of the meeting. “I think it went rather well.” Hammond was of-

ficially sworn in by Vernal City Judge Ray Richards at the Vernal city council chambers on Jan. 2 before a crowd of local elected officials, family, and friends. The following night, the Vernal city council’s gathered for their first regular meeting of the month and 2018. The evening started off with the introduction of mayor Hammond before the council by councilman Bert Clark, who wished the new mayor the best over the course of his four-year term. The first item of public business was the introduction of the city’s new employee, Victim Advocate, Alayna Blackburn. Cassie Gledhill in-

troduced Blackburn before the council and public, who welcomed Blackburn as a new employee. “I just appreciate your guys’ support of the program,” Gledhill said. “It’s a very important program. Our program works specifically with domestic violence and sexual assaults. You don’t think that there’s a lot in this area, but there are quite a few people affected by it.” After Blackburn was introduced, the next public business item on the agenda was the introduction and swearing in of the youth city council, who were introduced one by one and were sworn in by mayor Hammond.

The youth council repeated after mayor Hammond, “I, as a youth Vernal city council member, do solemnly swear for a term, that I will obey and defend the constitution of the United States and the constitution of this state and that I will discharge the duties of my office with fidelity.” After their oaths of office, the youth city council posed for photos with the new mayor, who had taken his oath the day before. City Manager Quinn Bennion presented the next agenda item before the council, which was a public hearing for a request of approval for an application to the Community Impact Fund Board (CIB) to raise funds for the Street Improvement project. The project is mostly comprised of chip seal on city roads that have been identified as in need roads. Some of those roads, according to Bennion, have gone seven years without maintenance being performed. “The city is looking at submitting a project for street maintenance and street improvement throughout the city,” Bennion said during the meeting.”These are primarily streets that are heavier traffic streets that are impacted by the mineral extraction and transportation within the city. The CIB board is funded through mineral lease money and communities, rural communities have an opportunity to request funds either through grants or loans, or a mixture of both.” The city’s application to the CIB board

Uintah School District issues statement regarding audit findings by Ryan Collins rcollins@ubmedia.biz

The Uintah School District, during their monthly work session meeting in early December, discussed the findings of an independent audit that was completed on Nov. 22, 2017. The audit was done by Certified Public Accountants Wiggins & Co, and found three problems within the district for the fiscal year ending on June 30, 2017. 1) The spending of $5,000 ($14,728) or more without board approval. 2) Improper foundation bookkeeping. 3) Open Meetings Act violation, improper posting of meeting minutes within the allotted three business day window. Derek Anderson, Business Administrator for the Uintah School District, offered an official statement on Dec. 27, 2017, regarding the findings of the audit: “There was an independent investigation that was performed where services were rendered for legal counsel and not gone through the normal purchasing procedures. Because we place a high importance on protecting the public funds, we initiated and issued training to all of our employees of the district on our purchasing procedures and handling cash, so in the future all purchases go through the business department for proper approval. “Finding of the foundation: The foundation then plays a vital role in serving the employees and the students of our district. The foundation

is a separate legal entity with their own accounting records and their own people to do their accounting. But because of the Government Accounting Standards Board, or also known as GASB, Uintah School District has to combine them as a discretely presented component unit on our financials. We’ve sat down with the foundation to offer any support that they may need and they have made some internal changes that we believe the issue will be resolved in the future. “In the posting of the board minutes, we believe in transparency and the public’s right to know the content of our meetings. There were two instances where the official time stamp did not indicate those minutes, having posted within the three business day window. The recording of the minutes was posted online after the meeting so any interested party may listen in to the meeting. Because the time stamp changes if you add or remove any kind of documents, or upload a new document to alter a word or something that was spelled incorrectly, we have initiated steps to provide proof that the minutes as they were posted on there, were posted with the correct time period.” In the audit, $14,728 was listed as the amount that was spent on legal counsel, according to Anderson. Former board member Allen Huber strongly opposed the approval of the legal counsel expenditure during the Dec. 21, 2016 district meeting. Huber stated during the meeting, “There is no full disclosure as to who, why, and how counsel was selected.”

And that he cannot, “in good conscience, support the expenditures.” Current Board President Kevin Dickson was not on the board on Dec. 21, 2016, when the expenditures for legal counsel to look into the conduct of Superintendent Mark Dockins were approved by former board president and current board member Mark Caldwell, and former board members Sharon Bills and Resha Bartlett. “We talked about this and it really wasn’t a surprise because it was voted on in December of last year,” Dickson said. “We knew that it was coming and the thing that we’ve done, I don’t know how to do it other than to say, ‘don’t do that.’” Dickson noted that one of the main things is communication between the board and the business administrator and the superintendent. “We’re not going to authorize any expenditures without going through the superintendent and the business administrator,” Dickson said. The original complaint regarding the $14,278 in expenditures was filed by Amy Farnsworth in

Dec. 2016. “As a concerned citizen of this community, I had the opportunity to serve on this year’s Uintah School District Audit Committee and I have reviewed the audit findings with regards to the improper expenditure of over $14,000 of taxpayer funds for the investigation into superintendent Dockins, which was found to be in violation of Uintah school district policies.” Farnsworth SEE Findings on Page 6

Kevin VanTassell recently announced he will not seek reelection for a fourth term to represent the state’s 26th senate district of Daggett, Duchesne, Summit, Uintah and Wasatch Counties. “When I signed up, I didn’t intend to be there forever,” VanTassell said. “12 years is a good long time and I’ve been able to accomplish a lot of things. It’s been a great opportunity for me, so primarily, it’s time that I step aside and let new ideas and new people come in and see what happens.” After the 65-yearold VanTassell announced he would not be seeking re-election for a fourth term, fellow Vernal native, Joni Crane, announced her candidacy for the vacated seat, which will come open in Jan. 2019.
