Cleared for landing; Vernal Airport to get TSA By Ryan Collins rcollins@ubmedia.biz
As the Vernal Regional Airport nears the opening of a new runway next week, several new additions to the airport are on the way in the near future. It was announced in a joint City Council and County Commissioner meeting this week that the Transportation Security Administration (TSA) will be returning to the airport tentatively, July 1. Along with the TSA’s return to the airport, the contract with the current service provider, Boutique Air, will be coming to an end June 30. A new contract with SkyWest Airlines has
been finalized and is tentatively scheduled to commence service July 1, arriving on the same day with the TSA. There were many preparations to be made prior to TSA and SkyWest coming to the airports, including the new runway and planned renovations to the terminal building to accommodate the security screening process of the TSA. “As with everything with how it works with government, it takes some time,” Vernal Airport Manager, Doug Brown said. “It’s been a long process, a few months now since we restarted the TSA application. It’s moving along a little bit quicker than we had hoped and

planned.” Boutique will continue offering their services to Salt Lake City and Denver on a daily basis out of Vernal until the completion of the contract at the end of June. “We’re going to be doing a lot now with getting some plans

It’s not about how much money was raised, or what tree brought in the most money. It’s about the community coming together for a singular cause and helping others. “I’m just amazed every year how generous this community is year after year,” Trees For Charity Chairman, Josh Harbison said. “You know there’s some of us that kind of compare those numbers, but I think people do as much as they can and I’m just grateful that they’ll do what they do.” And the community did a lot this year, raising an estimated $195,000, and that was just in money raised during the Christmas tree auction alone. “We’ll end up being around $220,000,” Harbison said, but those are just rough estimates right now as the accountants are still putting the exact numbers together. “We were at about $195,000 the

We came back and you showed me on the MRI that I had several bad discs in my neck and one really bad one, and you started working on me right then on your stretching machine. Within the first week, I was getting off the pain pills and muscle relaxers. I could finally function again, my husband had been driving me around until this time. I had relief within a week. It’s hard, because with back pain, you look O.K. on the outside. People think oh, you’re young, you’re spry, you can’t hurt that bad, but they don’t understand that this pain can bring you to your knees, where you can’t even walk or function. And I am very grateful to be done with that! I can walk, sleep, get out of bed, I don’t feel 90 years old any more! I am more confident that I can do different things and not be in severe pain. About two years ago, I was really having a hard time with my back. I’ve had back pain since I was 18 or 19 years old, as long as I can remember. The MRI I had 12 years ago, before I came to Uintah Basin Spine and Disc, told me I had four discs in my back pinching off the nerves in my back and pressing them. Don’t “Toy Around” with Safety: Make toy safety a top priority this holiday season by

There are few holiday activities more fun than buying toys for the children we love. Watching their faces light up is even better and makes us feel a bit like kids again ourselves. But before you head out to shop with those wish lists in hand, it’s important to pay attention to a word that pops up on many toy packages: caution. According to the U.S. Consumer Product Safety Commission (CPSC), an estimated 254,200 toyrelated injuries were treated in U.S. hospital emergency departments in 2015. And an estimated 73 percent of those happened to children younger than 15 years of age. “A c c i d e n t s l i k e these put an unwanted and unnecessary spin on holiday celebrations says Adam Nielson, M.D., an Emergency Department physician at Ashley Regional. “But the good news is that these injuries are preventable. Keeping a few important safety considerations in mind when shopping for toys can help to keep your celebrations joyful and safe for everyone.” Below are a few important toy safety tips to keep in mind before you spend your cash. Avoid toys with small parts. As toddlers are drawn to putting objects in their ears, noses and mouths, toys containing small parts should be kept away from children three years and younger, A good rule of thumb: if a toy part can fit through an empty toilet paper roll, it’s a bad idea for the young ones. Check for sturdiness. Many a toy can attest to the fact that children are often anything but gentle with the things they own. Look for quality design and construction in toys for all ages. Only buy those toys that appear durable and have the ability to withstand impact and/ or chewing without breaking or splintering. Check noise levels. While toys that play music and talk are
educational and exciting for children under five, many have the decibel level of car horns and can cause ear damage. Check to make sure the toy’s noise is at a safe level before you buy. (Your eardrums – and nerves – will thank you, too.) Check for recalls. Thanks to the very high standards that toys are held to in the U.S., toy recalls are somewhat rare these days. Still, some products can fall through the cracks, so it’s important to review the latest recall list from the CPSC. You can check the latest recalls at https://www. cpsc.gov/recalls. Think before you buy. Toys with strings longer than 12 inches can be a strangulation hazard, and projectile toys that fly or shoot can lead to eye damage. The Uintah Transportation Special Service District (UTSSD) held a workshop meeting on November 30 at the Utah State Vernal campus to discuss credit card proposals, airport matters, the Uintah Trails Master Plan, a review of proposed changes to their administrative code and the 2018 meeting schedule. the meeting at times throughout the course of the workshop. The board will hold an emergency meeting in the near future to purchase runaway deicer, which is estimated to cost $25,000. The UTSSD has been discussing the purchase of the deicer since the November 10 meeting and has yet to pull the trigger on purchasing it. Currently, the airport has half a truckload of deicer in their possession and if a snowstorm were to hit prior to the ordering of the runway deicer, it could mean trouble for planes hoping to land on an ice-free runway. Airport Manager, Doug Brown has been actively trying to procure the deicer, but the board must be able to secure the funding during a meeting in order to purchase it, but it
was not on the agenda for the special meeting to discuss the budget, which was scheduled to be held at 7:30 p.m. following the workshop. The special meeting officially opened at 7:39 p.m. and the board opened with the agenda item of an explanation for the tentative 2018 budget, which has not yet been finalized and no copies were available to the public. Aftertheexplanation of the tentative budget, the board opened the meeting up for public comment, which there was plenty of. Conversation centered around the future Basin Transit Association and the funding centered around the BTA, which is beholden to the UTSSD under contract until the end of 2018. No motions or decisions about the funding
for the BTA was made at the special meeting and many citizens expressed their concern for the cancellation of the Vernal loop. One comment reminded the UTSSD that the BTA was created to alleviate smog concerns in the Basin and that many people rely on the BTA for their transportation needs. The combined workshop and meeting, which altogether lasted nearly four hours and little was accomplished during the course of both, which has been common since the placing of Executive Director Adam Massey on paid leave prior to an audit by the State Auditor’s Office. Massey was the elephant in the room as the UTSSD didn’t have the situation on the agenda, nor did they mention him throughout the

course of the four-hourlong meeting. Massey was placed on paid administrative leave September 11 and a decision will need to be made on his future before December 11, because of a 90-day clause. Unless the UTSSD addresses the Massey situation in an emergency meeting, prior to December 11, it will be unlikely that the executive director will be restored to his position in time before the 90 days have expired, leaving the door open for potential litigation, which has been an agenda item for the past few meetings. The board has gone into closed session multiple times for reasonable impending litigation, with $1,000,000 being set aside in the tentative budget for litigation.

Editor’s note: This is a three-part series looking at drug addiction through the different perspectives of criminals, judges, and rehabilitation services. The names of certain individuals may be changed to protect privacy. Mrs. B stands before Judge Clark A. McClellan in Eighth District Court on November 28, awaiting sentencing for a possession of a controlled substance charge. She was caught with methamphetamine. Mrs. B has been in custody at the Uintah County Jail and was in a holding cell prior to her hearing just moments before the hearing. She is
obtained from the holding cell just outside the courtroom and is hauled in in chains as she stands before the judge and enters a guilty plea after giving a brief description of why she did what she did and the circumstances behind the arrest. The grey and black stripes she’s wearing hideously contrast against the beautiful oak finishing of the courtroom as McClellan considers sentencing after Mrs. B consents to face sentencing that day after entering the plea. Mrs. B explains her situation and the judge decides to place her in urinalysis testing and gives her a $400 dollar fine. It is suggested that Mrs. B be moni-
tored through the use of a patch, which can detect drug use if the user uses while wearing the patch. The scene is common on Tuesday’s in the courtroom in Vernal and is indicative of a problem the community is facing. Methamphetamine, opioids, heroin, they have all reared their ugly heads through the weekly felony filings in recent years. “We get a lot of folks that struggle with addiction,” Uintah County Sheriff Vance Norton said. “With the jobs going away, it’s a source of income. To keep their addictions going, they need to be selling. They are everywhere, as far as the drugs.” There’s a loose cor-
relation to be made when associating the energy boom and bust cycle that has taken place over the course of the last five years but the data is there to suggest some drugs are on the rise. According to Sgt. Mike Gledhill with Uintah Basin Narcotics Strike Force, his office investigated 89 meth cases from July 1, 2014, through June 30, 2015, compared to 95 meth cases from July 1, 2016, through June 30, 2017. Meth cases were up less than ten percent in those years. Heroin cases remained fairly similar with Gledhill’s office investigating 46 cases from July 1, 2014, through June 30, 2015. From
July 1, 2016, to June 30, 2017, 45 heroin cases were investigated by the strike force. Prescription drug cases had the highest jump in numbers with 24 cases investigated from July 1, 2014, to June 30, 2015. Between July

By Isabella Stockwell-Lopez L o c a l t e a c h e r, basketball coach, and singer, Yahosh Bonner was joined by his brother, LA hip-hop artist O/B/A and gospel singer Jaylyn Macedone in a charity concert to help raise donations for the Duchesne County Food Pantry. The concert kicked off at the Roosevelt Jr. High School Nov. 11 at 7 p.m., where residents of the Basin were invited to join in the fun. The concert raised over 1,800 pounds of food donated that will help
supply the Duchesne County Food Pantry and families across the Basin. The three performers are strong followers of the gospel and hope to spread their message of inspiration and hoped to bring some holiday cheer to members of the community through their musical stylings. “I’m filled with so much love and this light when I sing, and I just can’t keep it (to myself), I want to share it,” Jaylyn Macedone said. “It was a rush, it was amazing! I’m just here for a week
so I was glad I was able to come out here to Roosevelt and perform with my brother (Yahosh),” O/B/A said. Being a teacher, Yahosh is finding ways to reach out to the public and his students, inspiring them in different ways. “I coach and I teach, it’s nice that I’m local so my students can come and see me in another light where I can talk about God and Christ because I can’t do that at school,” Yahosh said.
According to The National Retail Federation, American consumers spent $655.8 billion on the holidays (excluding automobiles, gasoline and restaurants) in 2016. Consumer spending is expected to increase by up to 4 percent this holiday season. Determining how much to spend on Christmas can be tricky. Financial planners advise us to spend no more than 1.5 percent of our income on holiday expenses. So, if you made $50K, you’d want to stay under $750 for total holiday spending. If you love the holiday, but do not want to be paying for it in May, here are a few things to consider now: 1. Stick to it: Focusing on your gift-giving budget is one of the easiest ways to control holiday spending
on your terms. Set a total spending limit on gifts, and carefully think through the gifts you buy. If it helps you stay within your spending budget, suggest a gift exchange with family members, coworkers, neighbors, etc. Draw names instead of buying gifts for each person. 2. Divvy it up: Once you’ve determined how much to spend, based on the recommended 1.5 percent, divide the total among the people you plan to buy gifts for, the holiday food extras and any other expenses you know you will incur. Finish the spending plan before you start shopping, and keep track of spending as you go. There are plenty of Christmas gift budgeting apps on iOS and Android to help. Choose one with high customer ratings. 3. Set it aside: If you are spending $8 to $10
each day for lunch, pack your lunch and save that money in a separate account for Christmas expenses. Over the next four weeks, that could add up to $200. 4. Shop it smart: Major shopping events are designed to encourage you to spend more. Take advantage of the sales, but stick to your list to prevent overspending. 5. Power shop it: Find someone to watch the kids during the day (to avoid the nighttime shopping crowd) and plan a power shopping day where you tackle your entire gift list in one day. Be sure you do not shop on an empty stomach, and be firm about sticking to your list. Then, you will be able to enjoy time with your family making holiday memories while everyone else is frantically trying to find last-minute gifts. 6. Get creative: You
do not have to sacrifice that personal touch because you are spending cautiously. There are many ways to reduce expenditures and still give appreciated gifts. Non-monetary gifts are a fabulous way to keep costs down. Homemade gifts are often more meaningful. Coupons or certificates for service or quality time are a great way to share talents and make memories. Stick to these six tips and you’ll be a lot less flustered as you check off your holiday shopping list. You will also have the peace of mind that comes from knowing you won’t be paying for Christmas into next year. A lot of factors played into it, but the best decision for now was to go with SkyWest.” Brown and the airport staff are thankful for the support of the community through these
new milestones, and are excited for the new additions. “The new runway is going to be open next week,” Brown said. “On December 7 we’re shutting down the old one and opening the new one. That same day the Federal Aviation Administration will fly the flight check and the new approaches will be written and published. From that point on, we’re on the new runway and it will be a huge milestone for us and there’s still work to be done, both with the runway and different areas of
the airport in the future.” Some may not agree with the addition of TSA to the airport given the reputation that precedes the agency, but the added security will ensure that nothing can occur on a flight to DIA. With the added security that no weapons will be brought on an airplane, passengers can ride in comfort knowing that they will be safe traveling to whatever destination they will chose to travel to, whether it be far or wide.
