The drug boom: part three - A legal killer By Ryan Collins

It’s a story his mother, Yvonne Gardner, hopes will help prevent the pain she has felt everyday n since Parker passed away in his sleep on Dec. 4, 2016. d This is Yvonne’s second Christmas since the 21-year-old Parker passed away from what doctors originally said was pneumonia related. e “Parker was an 8 innocent victim of prescribed opioid medication and he is not alone,” Yvonne wrote in a letter to the Vernal Express on Dec. 1, 2017. Parker Stewart is certainly not alone in being victimized by a legal killer. According to the National Institute on Drug Abuse, more than 64,000 Americans died in 2016 from what they term as, “drug overdoses.” One of the obstacles Yvonne Gardner has faced since the tragic
passing of Parker is finding answers that clearly explain what happened to Parker without her son being lumped into the category as a drug overdose. According to Yvonne, Parker was the picture of youthful health, standing at 6 feet 4 inches tall and weighing 220 pounds. “I think the danger we are seeing is how many deaths you have,” Yvonne Gardner said. “People that overdose every single day, whether they’re taking it legally, or illegally, or abusing it or not. There’s got to be an issue with this drug that’s killing so many people. That’s why we have an epidemic. I don’t think anyone understands how deadly it really is.” According to Y v o n n e G a r d n e r, Parker never struggled with any substance abuse problems and was taking half the recommended dosage of the prescribed Percocet he received after a tonsillectomy procedure performed by Dr. Michael Catten,
an Ears, Nose, and Throat Surgeon for Ashley Regional Medical Center in Vernal. Three days after the procedure, on Dec. 3, 2016, Parker returned to his home and newlywed wife Madilyn and wrapped some Christmas presents prior to calling it an early night, going to bed around 8 p.m. The next morning Madilyn heard Parker snoring about 8 a.m. and decided to let her husband sleep in. By noon that morning, Parker was gone. The family was baffled how Parker could have passed away overnight from what was called pneumonia related. “How could he die overnight from pneumonia?” Yvonne said. “How could any person die of pneumonia overnight?” An autopsy was performed on Parker and some answers slowly followed in the coming months as questions to official explanations started to change. Having an autopsy performed is something Yvonne believes gave the fam-
ily answers that many families might not get, believing that their loved ones passed away from overdoses. Dr. Catten reached out to the Gardner family immediately after Parker’s passing. “That should never have happened,” Dr. Catten told the Deseret News in an article published on Dec. 17. “This was a 21-yearold kid who was not sick.” According to Catten, another patient who he had performed the same procedure on six months earlier had also passed away under similar circumstances within a week after the procedure. “But what you also need to realize is we are killing innocent people with our narcotics,” Catten told the Deseret News. “I think there are parents out there that are suffering from their child dying and it being labeled as an overdose,” Yvonne Gardner said. “They didn’t necessarily overdose, it was just the drug.” Dealing with the death of Parker was
hard enough for the family to deal with, coupled with the the fact they were told by police at first that Parker died of an overdose. “I’m like, ‘no,’” Yvonne said. “You don’t know my son, he didn’t like pain meds and I talked to his wife and she recorded every time she had given him a pill and the pills were in the kitchen and there was more than half of them left.” Parker’s story is one of a larger national epidemic that is earning headlines across the nation and world. On Dec. 21 CBS News reported that, “U.S. deaths from drug overdoses skyrocketed 21 percent last year, and for the second straight year dragged down how long Americans are expected to live.” Parker’s death has triggered a change in how Catten monitors patients after procedures, now sending them home with a pulse oximeter. It’s a change that is believed to have possibly saved several patients already.
It is possible that of all the drugs going around in the United States, the most deadly could be the one prescribed to use after common procedures such as Parker’s. The profit associated with opioid prescriptions annually is astronomical and is certainly one of the motivating factors for drugs such as Percocet being prescribed, despite the risks involved. The Stewart family is hopeful that Parker’s story will bring awareness, ac-
cording to Yvonne, but nothing can erase the pain of losing Parker. “He loved life and he was happy,” Yvonne said. “He was a hard worker and didn’t have any of those issues (addiction) that would have shown me or his wife that he abused those things and it was sad for me that they would think that of my son at that point where I had lost him. But I just knew that there was some other explanation, and I still don’t really have it.”

Naples City recently announced they will be having a New Year’s Eve fireworks show that will be synced to both live music and the radio. The show will take place at Naples City Park at 8 p.m. “I brought it up with the (city) council. The council was open to the suggestion that we do it” Naples Mayor Dean Baker said. “Rocky Mountain Power kicked in $500 to to help with the show, we appreciate that.” According to Baker, there was some consideration given to having the show at midnight, but after further consideration, 8 p.m. was settled on to allow families to get home earlier. “My first thought was 12 o’clock midnight,” Baker said. “But as we discussed it, we kind of went... why don’t we see if we can do them a little earlier. city is waiting to see how the inaugural show will turn out before making it an annual event, according to Baker. “We’re not calling it first annual or anything because we’re just going to play it by ear and see how well it does,” Baker said. City Administrator Joshua Bake said Naples is looking to have a fun activity that has a community feel. “We’re not trying to do anything big or take away from any of the other activities because there is some fantastic stuff that goes on in the basin,” Bake said. “We want to support that and not take away from that, but we’re just looking to do some fun community events. Just to help people to have a good time coming out and enjoying each others company and have a good evening.” Bake said the city of Naples appreciates the community involvement in the event. “We love having everybody come down,” Bake said. “Come enjoy a great night down at Naples City Park.”

The Vernal City Council met on Dec. 20 in a meeting that lasted a little over an hour at the Vernal city council chambers. After the invocation to start the meeting was done by councilman Ted Mumford, a special thanks was given to Mayor Sonja Norton in her last city council meeting as acting mayor. Norton will officially leave her office when mayor-elect Doug Hammond is sworn in Jan. 2. “This is the last meeting that mayor Sonja Norton will be with us,” Mumford said. “We wanted to say thank you so much for everything that she has done. She has been completely devoted to the community, she has been involved, she has done a phenomenal job as mayor. We are all proud of her and love her very much and wish her the very best with her future.” After the special thanks from councilman Mumford, the crowd in attendance joined in on a round of applause, accompanied by a bouquet presented to Norton from the council. “Mayor Norton has served 12 years with Vernal City as a dedicated person to see the betterment of the community and the Uintah Basin as well,” councilman Bert Clark said. “It’s far and few between you find people that want to serve and do it with the utmost respect and diligence in which she has. I just wanted to say thank you.” Norton said she knew it would be a tough time after the recognition by the council for her time serving the community. “Thank you, I really do appreciate it,” Norton said. “I loved serving this city.” The council went on to their agenda items after the special thanks, which included the approval of a new vendor for garbage collection services. The city council decided to go with the
bid of G&H Garbage Services over the previous provider RDT inc. Both of the service providers were in attendance for the meeting and a tough decision was made by the council between the two providers. In the end, the council echoed the sentiment of “fiscal responsibility” which was a theme throughout the meeting and the council went with the lowest bid provided by G&H Garbage Services. “It’s so hard to really land on something when we love both providers so much and they’ve done such a good job,” councilman Mumford said. “But fiscal responsibility to the community and taxpayer dollars tells me that we’ve got to go with the low bidder on that, even though that is the only reason I can think of in the whole world to switch.” The switch in service providers will become effective on April 1, 2018. City Manager Quinn Bennion followed the garbage provider agenda item with a one and five year city proposed project list. The first item on the proposed oneyear project list was street improvements, followed by street sweeper repair and a transportation master plan. The two to five year proposed plan, which is more malleable than the oneyear plan, according to Bennion, included addressing a drainage problem downtown, which will be a several year project. After discussing the proposed project list, the council approved a police vehicle lease of 13 vehicles for a total of $270,240.67 with Zions Bank. “The total amount is $270,240.67 for this year,” Bennion said. “That’s the easy answer, it gets complicated after, because you’re in a five year lease, but they buy them back after two years.” The city council will meet again next with new mayor Hammond on Jan. 3.
