efficiency during the winter construction months. The schedule greatly reduces the risk of losing two irrigation seasons by capturing winter construction months. Construction work will be completed by the end of the 2019 calendar year. “(However), as is always the case with construction, unforeseen circumstances can always occur, resulting in construction changes and additional time,” he added. “That being said, our current proposed schedule reduces the risk of those impacts.” The decision to repair the dam followed several years of reduced capacity and evaluations that stem from a report made by a concerned citizen. “On September 23rd, 2014, a fisherman reported to the Uintah Water Conservancy District that he observed a portion of the upstream slope of the right abutment had slumped,” Kalafitis said. “Reclamation engineers were dispatched to the dam that evening for inspection. On the day the slide was reported, the reservoir was rising and had reached an elevation of 5,474 feet. The decision was made to stop filling the reservoir until the dam could be examined in more detail.” Kalafitis said that additional inspectors arrived at Steinaker the next day and a more detailed inspection of the dam was conducted in daylight. “Risk analysis was conducted on October 9 of 2014,” he said. “That determined that the reservoir filling could resume at a maximum fill rate of .2 feet per day up to a maximum elevation of 5,499. At that elevation, the reservoir

Unhappy with the current way Flaming Gorge is being operated, a group of stakeholders recently proposed changes they feel will benefit both local wildlife and the residents who live near the national recreation area. “The Flaming Gorge Stakeholders are the communities up and down the Green River from above the Flaming Gorge
reservoir to Green River City Utah,” said T. Wright Dickenson, a former Moffat County commissioner whose family has ranched in Brown’s Park for 135 years. “We very much appreciate the support of the county commissioners in each of the respective counties and communities, the landowners and the businesses that operate along the river.” Speaking to attendees at this year’s Uintah Basin SEE Flaming Gorge on Page 9

could hold one-year’s worth of water. “After discovery of the slide, interim measures were taken by the BoR and the Uintah Water Conservancy District,” Kalafitis added. “The key to these measures was to balance the water deliveries with safety, all while maintaining the year-to-year operation as
close to normal as possible. “We limited the fill and drawdown rates, as well as the maximum reservoir elevation,” he explained. “This resulted in 2015,16, 17 and 18, meeting the full water delivery needs. During the process, the BoR and the district continued to evaluate the condition of the dam for safety and adjusted operational parameters accordingly.” Because it was becoming more difficult to ensure
safety, it was determined that repairs to the dam had to be made. While those repairs made it necessary to drain the reservoir, Kalafitis said the current, proposed repair schedule “has created the possibility for providing a pass-through water supply for the 2019 season.” “It’s our goal to be far enough along in the construction process to be able to capture the peak runoff season in the late Spring of 2019,” he said. “There are
many factors that would not allow us to achieve this goal. For instance, the weather. If we have a long winter, soil placement activities might be delayed – resulting in not achieving passthrough for 2019.” According to Kalafitis, the Bureau of Reclamation is currently operating under the assumption that the entire 2019 season might be lost but they are “pushing hard” to try to get passthrough.

When Steinaker Dam is once again fully operational, Kalafitis said the reservoir will have a total capacity of “approximately” 40,000 acre-feet of water or enough for two-years of irrigation. “After the modification work is complete, the reservoir will return to normal operations,” he said. “The reservoir will need to be initially be filled at a slower

Water Summit, Wright explained why the stakeholders feel it is time to change the way Flaming Gorge National Recreation Area is operated. “The current operation of Flaming Gorge is under the construct of the record and decision that was passed in 2006 and is done for the purposes of benefiting the native fish,” he said. “What that really concentrates around is you all down here in the Uintah Basin in Reach 2 – to try to recreate some of the natural conditions. “The recovery program is a very beneficial thing for all of us,” he added, “because we’re not in court and we’re operating and using water in the Colorado River system because of this program.” Write said the Flaming Gorge Stakeholders are not opposed to the current program. They feel, though, that it doesn’t work the way it is currently set up. “In Reach 1, because of now how we trigger the releases and create the manmade flood for Reach 2, the recreational flyfishing community, which Dutch John is famous for, the larval emergence happens as early as April 7, and as late as June 24,” Wright said. “(That’s) more than 60 days-worth of swing whereupon that river is placed into as much of a flood stage as they can to create flooding events down here in Reach 2.” Write said that swing has “destroyed and decimated” both the fishing experience and the businesses in Daggett County that depend on it. “They can’t plan,” he said about the individuals who want to come to the
area to fish. “As you all know, in recreation you have people that are booking two and three years in advance for their vacations. To not be able to have that experience, they quickly go someplace else, and that has been very devastating.
“In Reach 1, we also have the issue, because of the construction of Flaming Gorge, that the water coming out of Flaming Gorge has no sediment in it and is a very hungry water,” Wright added. “As SEE Flaming Gorge on Page 10

a result, we have a tremendous amount of bank erosion that is occurring. As Jack Smith, Utah State University emeritus, has commented, ‘we’re treating Reach 1 like a ditch.’”
To address these issues, the stakeholders are proposing changes that include working with landowners along the river to create a set of wetlands, canals and irrigation structures to help raise native fish “for the benefit of the program.”
“We have a nonnative fish population in the Green River now that is completely out of balance,” Wright said. “What we’ve got to do is get our big native fish big enough to eat the nonnatives. We believe that by working with the (agriculture)
community and actually raising fish at various points along the river, and putting them back in the river in sufficient quantities, that we can eat the nonnatives back to where they belong – which is extinction. Wright said to do this, a

Knapp On January 23, the President of Venezuela’s National Assembly, Juan Guaido, was sworn in as “interim president.” In what was presumably a pre-coordinated move, Guaido’s administration was quickly recognized by the governments of the United States, Canada, and several countries in Latin America. Guaido’s claim rests on a provision in Venezuela’s constitution which allows him to assume the office should it become vacant. The Assembly says that it is. Nicolas Maduro, elected to a second term as president in 2018, begs to differ. A number of countries, including Russia and China, continue to recognize his government. All of which seems either remarkably simple or incredibly complicated, depending on who you ask and which side they’re on. From an American who’s on neither side, like me, it comes down to two simple facts: First, Venezuela’s government does not and never has represented any kind of military threat to the United States. It has never invaded the United States. It has never attacked the United States. It has never threatened to do either, nor does it seem to be well-equipped to do so if it desired to. As a precautionary measure, Uintah Middle school was placed on lock down on Thurs. January 24. These measures were taken when a student reported seeing a firearm on campus. Administrators at the school immediately contacted the Vernal
Police Department who responded to the scene, quickly determining there was no threat to staff or students. The lock down lasted for approximately 10 minutes, after which school resumed as normal with the school operating under a normal schedule, with students released at the end of the school day.

requirements prior to then. He did, however, have some basic training in water distribution. “My father was a water master,” he said. “He taught me how to measure water. When he died in ’99, I took over that job.” According to Hunting,
in 2002, the previous water commissioner “got mad at a meeting and quit.” A short time later, Hunting was asked if he wanted the position. After considering it for a few days, and talking it over with his spouse, he threw his name in the hat for consideration and was

some of the best of times and some of the worst. “Last year and 2002 were the worst,” he said. “ In 2002, the peek (water) flow was 126 cubic feet per second. That is not very much. “In the Summer of 2005, we peeked at 4,000 cubic feet per second.” Even with the uncertainty of how the water will be flowing, Hunting said working with water is a welcome relief from his previous positions. “I graduated from Utah State with a degree in psychology,” he said. I was an artillery officer for a light battalion in Viet Nam. I worked with people up until the point in ’98 when I retired. That began to backfire in 1998 with the election of Maduro’s predecessor and mentor, Hugo Chavez. Chavez cultivated closer relations with communist (Cuba and China) and former communist (Russia) countries, while implementing socialist economic programs. Two decades later, Venezuela is an economic and humanitarian wreck. American politicians blame Chavez/ Maduro and socialism for the country’s decline. Maduro and his supporters blame US sanctions and secret support for the opposition. Both sides are right, but on only one of those claims is the US rightfully positioned to act. It should lift all economic sanctions on Venezuela, withdraw diplomatic recognition of any claimant, close its embassy, and leave a note on the door: “Work this out yourselves; when you have, let us know if you’d like to resume relations.”
