PROGRAMMING
UHCDC developed this Program Document as part of Phase 2 of this project. This program is a proof of concept scope of work only. Subsequent work by a professional design team guided by final DAGS parameters and a firmer project budget will determine the actual program in the future. This work only establishes an initial and approximate understanding of future user space needs and adjacencies for the following agencies: DOH - Women Infant Children DOH - Adult Mental Health Division DOH - Public Health Nursing DHS - First to Work DHS - Processing Center DHS - Medquest CTAHR - Extension office C&C Satellite City Hall C&C Drivers Licensing Office Judiciary (program information is too preliminary to be included in this report) All state agencies included in this programming report were given a questionnaire, followed by two programming meetings by Zoom. Zoom meeting #1 clarified responses in the questionnaires, reviewed preliminary program information and gathered initial feedback to precedent images that represented different approaches to workspace and open space designs. Zoom meeting #2 presented agency cut sheets, program inventory and adjacency diagrams, and a program matrix for each agency. In addition, conceptual floor plans were developed to visualize spatial and functional information in a more legible format. The floor plans were not intended to represent building or office designs, they were described as a means to communicate different approaches to spatial organization. Based on Zoom meeting #2 feedback, a preferred Approach was developed as the most up-to-date documentation of the functional needs of each agency. Program component sizes were based on DAGS space standards. The impacts of COVID-19 and social distancing requirements were a main
topic in our discussions and led to some adjustments such as “virtual pods” instead of client meeting rooms. However, the size of each program component remains per DAGS standards. Agency representatives were informed that adjustments to the space standards per new public health and social distancing recommendations would need further discussion. Agency Cut Sheets Agency Cut Sheets provide a summary of general information collected through an initial questionnaire and subsequent Zoom meetings. The cut sheet lists agency mission, services, partnerships, and building and site concerns related to the redevelopment project. Program Inventory and Adjacency Program inventory and program adjacency diagrams present information about the spatial components and adjacencies requested by each agency. The program inventory and adjacency diagrams are color-coded and drawn on a 10’x10’ grid. Publicly accessed spaces are shown in yellow, employee spaces are shown in blue, support spaces are shown in grey. Program adjacency diagrams are not to be read as a floor plan. Instead, they represent the desired relationships between program spaces. Program Matrix Additional specifications and annotations regarding each programmed space are indicated in the Program Matrix. These additional notes specify square footage, the need for A/C, and other miscellaneous notes specific to the individual space. Floor Plan Approaches Floor plan options depict various approaches to the program adjacency diagram. These Floor plans conceptually laid out spaces in a way that was more legible to agency representatives and allowed for more concrete feedback. They represent a visual discourse, and should not be perceived as “designs”. PHASE 2- DISCOVERY

AGENCIES INVOLVED
The State Agencies involved include the tenants of the existing site and proposed future tenants who would potentially occupy space at the Civic Center post-redevelopment. Below are statements from the agencies regarding the impact that the redevelopment of the Wahiawa Civic Center will have on the work they do and the services they provide : “It would allow for our program to have a proper nursing station as well as a conference room where we can provide behavioral health groups.” - Department of Health Adult Mental Health Division “DHS continues to work with community partners to further Our Vision and Our Mission to encourage self-sufficiency and support the well-being of individuals and multigenerational families through ‘Ohana Nui.” - Department of Human Services “A court facility designed for the unique needs of court proceedings, litigants, client-based services, and other courtusers could provide greater ease of access, security, and convenience.” -Judiciary “Wahiawa’s increased community needs have outgrown their office spaces and parking capabilities. The new Center will provide the public and staff a comfortable and spacious office setting; increased parking; and room for future growth.” - Satellite City Hall “Currently, we are limited in having enough space to address stakeholder concerns with a meeting area and place to look at plant samples from walk-in clientele from the community. This will help us address Wahiawa’s agriculture, health, and youth development needs.” - University of Hawai’i College of Tropical Agriculture and Human Resouces 4

“A redeveloped Wahiawa Civic Center would provide needed services to low-income pregnant, postpartum & breastfeeding women, infants & children up to age 5 with healthy supplemental foods, breastfeeding support, nutrition education & referral services. We currently occupy space at the WCC that is not adequate to accommodate our 9 staff which services 3,000 clients/ mo.
