Bottled Water For Volunteers, Workers and Performers at Air Force Open Houses / Air Shows

Installations want bottled water for performers and workers instead of using water buffalos, but Air Force AFIs prohibit using appropriated funds (APF) nor nonappropriated (NAF) funds o SOLUTION: Have a NFE/Company provide the meals and bottled water as a Gift to the Air Force Best practice shared at the International Convention of Air Shows (ICAS) 2018 by Niagara Falls ARS o Recognition for Donor limited to one-time thank you at the event and thank you letter from the Wing Commander
BACKGROUND: Non Federal Entities (NFEs) can contribute to the air show IAW AFI 51-601. Contributions to the Wing are considered “Gifts to the Air Force” and are processed through JA.

APF funds not authorized IAW AFMAN 10-1004, 1.11.2.1 NAF funds and Commercial Sponsorship not authorized IAW AFI 34-101, 3.83 and AFMAN 101004, 5.2.5
NFE Donations – Gifts to the Air Force Non Federal Entities (NFE) and Private Organizations, can fund-raise and contribute to the Open House Air Show (OHAS) IAW AFI 51-601. Contributions to the Wing are made to the AF through JA. These funds are considered “other” funds and may be used for: • Bottled water • Commander’s tent • Websites and publicly disseminated media • Any support authorized as an APF expense Reference: AFMAN 10-1004, Attachment 4, Table A4.1. Authorized Recognition Regardless of the value, the recognition is the same. “Gift to the Air Force” donation recognition limited to: • Thank you letter from the commander
