AIR FORCE SERVICES CENTER COMMANDER Colonel Donna L. Turner Colonel Donna L. Turner serves as Commander, Air Force Services Center, Joint Base San Antonio-Lackland, Texas, Air Force Installation and Mission Support Center, Air Force Materiel Command. She leads an over 750-personnel agency responsible for delivering Services programs and activities to build and sustain ready resilient Airmen and families. The Center supports field commanders and base-level force support activity managers in providing quality food service, fitness, lodging, recreation, and child and youth programs for military personnel, civilians, and their families. She leads a $2 billion organization generating $300 million in revenue annually while steering eight directorates. She focuses the enterprise on rebalancing programs resulting in greater synchronization with Air Force strategic goals. In addition, the center provides Air Force human resources oversight for over 28,000 nonappropriated fund (NAF) civilian personnel at more than 100 locations worldwide, as well as central contracting support and management of the NAF capital improvement construction program and worldwide financial and banking systems. Colonel Turner received her commission from the United States Air Force Academy in 1993. She has held several command and staff positions throughout her career including as a staff officer at major command, Headquarters Air Force, Joint Chiefs of Staff, and the Office of the Secretary of Defense levels. Her command tours include Squadron Section, Military Personnel Flight, Mission Support Squadron, and Air Base Group. Prior to her current position, the colonel was the Commander, 61st Air Base Group at Los Angeles Air Force Base, California, where she led five squadrons and six staff agencies, totaling over 850 personnel with $1.3 billion in physical plant assets and managed the annual execution of a $60 million budget. INSTRUCTOR HINNERK von BARGEN, CHE
Professor and Team Leader - Culinary Arts The Culinary Institute of America Hinnerk von Bargen is a professor and the team leader of the Culinary Arts department at The Culinary Institute of America (CIA), San Antonio. Since 2009, Chef von Bargen has been teaching various culinary arts courses in the associate degree program and continuing education for culinary professionals at the college’s campus in San Antonio, TX. Since joining the CIA faculty in 1999, he also taught in the degree programs at both the New York and Singapore campuses and for the Continuing Education Division. Chef von Bargen has also been involved in product research and development through the CIA’s industry consulting division and helped develop the curriculum for college’s ProChef® Certification program for foodservice professionals. A Certified Hospitality Educator (CHE), Chef von Bargen holds a Master Chef certificate from the Hotel School in Hamburg, Germany. He completed two apprenticeships in his native Germany before beginning his professional career, which has included chef positions in hotels and restaurants in Germany, South Africa, and China. Chef von Bargen is a member of the Research Chefs Association. He is the author of the CIA cookbook Street Foods (John Wiley & Sons, 2015), focusing on casual fare from around the world. He has been quoted as a culinary expert in national newspapers and magazines and is featured in Culinary Boot Camp: Five Days of Basic Training at The Culinary Institute of America (Wiley, 2006). He was selected to be part of the Air Force Honor Guard Team at Tyndall Air Force Base where he received Airman of the Quarter. Sergeant Baez has completed a deployment in support of Operation IRAQI FREEDOM. SrA Devin M. Biller
Hometown: Milledgeville, Illinois Base: Offutt Air Force Base, Nebraska Senior Airman Biller entered active duty Air Force November 2016 as a Services Specialist. On his first deployment, he supported Operations FREEDOM SENTINEL and INHERENT RESOLVE. He was nominated for Airman of the Quarter and Arthur J. Myers Food Excellence Award by his subordinates. Additionally, his peers recognized him repeatedly for Chef of the Month twice for superior performance and teamwork. Currently, he is finishing his CCAF in Hospitality and Fitness Management while he is pursuing a Bachelor’s Degree in Health Science. Technical Sergeant Sataria Bey is the Force Support Squadron Fitness Center NCOIC for the 459th Air Refueling Wing, Joint Base Andrews, MD. She enlisted in the US Air Force in 2000. She serves as a Top Advisor to Senior Leadership on all Sustainment Work Centers (food, lodging, fitness, readiness, and mortuary affairs) comprised of 30 traditional Reserve unit personnel/1200 wing members. TSgt Bey also monitors unit compliance with Air Force standards, manages squadron training programs, while ensuring commander’s policies are enforced. TSgt Bey deployed to Dover AFB, Port Mortuary ensuring timely and dignified transfers of fallen heroes. She played a key role to the success of the Hennessey evaluation where she was selected by the inspectors as Superior Performer for the 911th Services Squadron and the 459th Force Support Squadron. SSgt Kristi Frey
Hometown: Merritt, Michigan Base: Hurlburt Field, Florida Staff Sergeant Kristi Frey enlisted in the U.S. Air Force in 2016 and was stationed in Hurlburt Field Florida. In January 2017, Sergeant Frey received the Sharp Airman Award from the Base’s Chiefs group. She was coined by CMSgt Gregory Bruce from Air Force Special Operation Command A3/A3V for outstanding customer service at the Aderholt Fitness Center. In 2018 she was selected and 1 Special Operations Force Support Below-the-Zone winner for her outstanding excellence. She also competed in Hennessy Icebreaker’s Chef of the Quarter competition and took first place which contributed to her selection of the Hennessey Travelers Award for her standout performance as a leader. In 2019, TSgt Herndon was selected as the Top Performer during the KSANG Disney Award inspection. Along with teaching CPR classes among her wing and acting as a safety representative for her squadron, she was also nominated as NCO of the Quarter in 2019. Hometown: Aledo, Illinois Base: Little Rock Air Force Base, Arkansas Staff Sergeant Kimberly Jones enlisted in the US Air Force in 2008. She was stationed at Spangdahlem AFB Germany, from 2008-2013. She then arrived at Little Rock AFB from 2013-Present. During that time she worked at the Hercules Dining Facility for 4 years, and at the Fitness Center for 2 years. She was also in the Base Honor Guard. Sgt Jones has deployed in support of Operation ENDURING FREEDOM. She is married to a maintainer. She has 2 children, a son who is 7 and a daughter who is 5. Hometown: Kalamazoo, Michigan Base: Malmstrom Force Base, Montana Airman Alisha Moore enlisted in the US Air Force in 2017. Airman Moore enabled her MAF to capture the Wing’s MAF of the Quarter and was coined by the John L. Hennessy evaluation team for outstanding culinary performance during her MAF evaluation. Hometown: Wilson, North Carolina Base: Eglin Air Force Base, Florida Airman First Class Jocelyn Pacheco enlisted in the US Air Force in 2017. In 2018, Airman First Class Pacheco was selected as the Breeze Dining Facility’s Chef of the Month amongst her peers. She was also selected as the Sustainment Flight 2019 Airman of the First Quarter. A1C Kianna Randle-Traylor
Hometown: Oklahoma City, Oklahoma Base: Altus Air Force Base, Oklahoma Airman Randle-Traylor enlisted in the US Air Force in June 2018. In 2018, Airman Kianna Randle-Traylor graduated top of her class during Tech School training. She received a year membership to Air Force Member Society. She was selected to deliver Hangar 97 Dining Facility’s mission brief to Lt. Gen. Steven L. Kwast. She won a superior performer award from the John L. Hennessey evaluation team in Jan 2019. Hangar 97 was awarded the John L. Hennessy Award for Best Dining Facility that same year. She is currently a member of the Alpha Flight Honor Guard Program at Altus AFB. SSgt Roxanna Stanley
Hometown: Rochester, New York Base: Niagara Fall Air Refueling Station, New York Sergeant Stanley joined the Air force Reserves in 2013. After completion of basic training and technical school she was stationed at Niagara Falls Station as a traditional reservist. Since being stationed in Niagara Falls she has deployed to Mildenhall, England and Aviano, Italy. In March of this year Sgt Stanley was coined for her excellent work and leadership abilities. During UTA weekends Sgt Stanley is a shift leader in the dining facility where she supervises four junior airman. Since joining the reserves SSgt Stanley obtained a license in practical nursing. Hometown: Savannah, Georgia Base: Francis E. Warren Air Force Base, Wyoming Airman First Class Katlyn Teague is an Intercontinental Ballistic Missile (ICBM) Food Service Specialist for the 90th Force Support Squadron, Air Force Global Strike Command, Francis E. Warren Air Force Base, Wyoming. Her responsibilities as an ICBM Food Service Specialist include overseeing a $68K Missile Alert Facility kitchen and preparing over 5,760 meals. A1C Teague entered the U.S. Air Force in 2017. In technical school, she was selected as Class Leader and received the Razor Sharp Airman Award. Her major accomplishments include winning the Missile Alert Facility Chef of the Month, 90 FSS Airman of the Quarter, and being coined for superior performance during the 2019 John L. SSgt Sarah Theeke
Hometown: Green Bay, Wisconsin Base: 115th Fighter Wing, Wisconsin SSgt Sarah Theeke enlisted in the US Air Force in 2014. Her base won the Air National Guard’s Senior Master Sergeant Kenneth Disney Award, being recognized as the best dining facility in the Air National Guard. She has been peer-nominated as the “Chop Shop” Top Chef four times throughout her time in the dining facility. Sgt Theeke shows her skills in the kitchen by her willingness to help and educate her team members. She currently works as her team’s Quality Assurance contact but continues to provide guidance and support to members of the kitchen during the drill weekends. A1C Carly Torres
Hometown: Hopewell Junction, New York Base: Eielson Air Force Base, Alaska A1C Torres enlisted in the United States Air Force in April of 2017. Her first duty station is Eielson AFB, Alaska where she currently works as the store room clerk at the Two Seasons Dining Facility. Her previous duties within the dining facility includes food service shift leader and dining facility baker. As Shift leader she led her team to accomplish daily tasks in feeding 1.5K personnel during normal operations and during Red Flag Alaska operations with a 115% work increase. In the baker position she revitalized and created 30 new recipes. In January 2019 till now she has been the storeroom clerk and has filled the NCO position for a month. A1C Torres has researched lower cost items, has cut over priced recipes and reduced operation expenses by $15K yearly. Her awards include: • Sharpest Knife • Chef of the Month

Airman Guadalupe Tucker enlisted in the US Air Force in 2016. In 2017, Airman Guadalupe Tucker was selected to lead her peers in the 2nd quarter Iron Chef competition, where she took 1st place. She has received multiple letters of appreciation from her leadership for outstanding performance and service to the mission. During the 2017 Hennessy Evaluation, Airman Guadalupe Tucker was awarded top professional performer among her peers. She was also voted January Chef of the month in both 2017 & 2019. Hometown: Camden, Arkansas Base: Hurlburt Field, Florida Senior Airman Hailey Young enlisted in the United States Air Force in 2016. In this short time she continuously excels among her peers as a subject matter expert within her unit and has been the backbone of the continuity here in Food Service. She efficiently fine-tuned her skills as a food service journeyman and showcased her expertise as the 2018 Chef of The Quarter Champion, coined by the Vice Wing Commander for Excellence. Her professionalism and core knowledge impressively established herself as a 2019 John L. Hennessy Food Evaluation Team Top Performer and she was also coined by the Hennessy Travelers Association Historical Society. She dominates in her field of expertise and also embraces the whole Airmen concept with a desire for professional development and personal growth. Her awards include: • John L. SrA Kangsheng Yu
Hometown: Fujian, China Base: Altus Air Force Base, Oklahoma Senior Airman Kangsheng Yu came from China in 2012, enlisted in the US Air Force in July 2016. In 2019, he was hand-selected as storeroom manager. As storeroom manager, Airmen Yu ensures 100% accountability of all subsistence items. He completes purchases and reconciling on a daily basis. SrA Yu’s tireless efforts led his food team to win the John L. Hennessy award as well as the General Eugene L. Eubank award – best in the FSS! CHIEFS PANEL Chief Master Sergeant Donald M. Cleveland Chief Master Sergeant Donald M. Cleveland is the Chief Enlisted Manager, Air Force Services Center (AFSVC), Air Force Installation and Mission Support Center, Air Force Materiel Command, Joint Base San Antonio-Lackland, Texas. Chief Cleveland assists in ensuring AFSVC supports the Air Force, Air Force Materiel Command, Air Force Installation and Mission Support Center, Air Force services, force support leadership, major commands, field commanders and base-level force support units to help accomplish the Air Force mission and improve quality of services for Air Force personnel and their families. He advises the Air Force Services Center Commander on matters concerning the well-being of over 600 military and civilian personnel in the unit and ensures Airmen are combat trained, equipped and physically fit for expeditionary deployments, and contingencies. He also advises the commander on manpower, readiness, policies, evaluations and enlisted development. Chief Cleveland is from Hurricane, West Virginia, and entered the Air Force in April 1995. Throughout his career, he has held various positions within the services career field to include lodging, readiness and plans, honor guard manager, Air Force Materiel Command Directorate of Services Readiness functional area manager, and port mortuary superintendent. Chief Master Sergeant Brian J. Denny Chief Master Sergeant Brian J. Denny is the Chief Enlisted Manager, Operations Directorate, Air Force Services Center, Joint Base San Antonio-Lackland, Texas. He leads a 97-person total force team responsible for managing Air Force level Quality of Life programs, technical support, initiatives, training, and customer services for field commanders in the areas of Food and Beverage operations, Reserve Affairs, Fitness and Sports, Lodging, and Readiness. The Directorate provides wartime guidance for Services operations, develops and sources deployable force packages, and oversees Force Support field equipment modernization across the Air Force. Prior to assuming his current position, he served as the Chief Enlisted Manager, Manpower, Personnel, and Services Directorate, U.S. Air Forces in Europe and U.S. Air Forces Africa, with headquarters at Ramstein Air Base (AB), Germany. Chief Denny enlisted in the Air Force under the Delayed Enlistment Program in April 1994. He has served at the Headquarter Air Force, Field Operating Agency, MAJCOM, and Wing levels to include numerous deployed operational locations. CHIEFS PANEL Chief Master Sergeant Learie R. Gaitan Chief Master Sergeant Learie R. Gaitan is the Senior Enlisted Leader for the Air Force Services Center Installation Support Division. He provides direct, day to day, operational support to installations and Force Support activities across the United States Air Force through a centralized concept of operations. Also, provides program oversight, quality control and standardization, technical and staff assistance support, manning assistance and centrally developed program support in the areas of Sustainment and Community Services; Marketing and Commercial Sponsorship; Libraries; Resources and Requirements, Facilities, and all Services training. Makes policy recommendations affecting the Services portfolio to 3F1 CFM and works with AFIMSC 3F1 MAJCOM Functional Managers and Readiness Manager to align training and organization in supporting wartime missions. Chief Gaitan grew up in Port of Spain, Trinidad and entered the Air Force from Cleveland, Ohio in June of 1994. His background includes various duties within the Services career field at the unit and Major Command level. Throughout his career he has also filled roles outside Services to include Master Military Training Instructor and Superintendent of Plans & Operations for Army & Air Force Exchange Services (AAFES) Headquarters Europe & South West Asia. Chief Master Sergeant Tashon Y. Taylor Chief Master Sergeant Tashon Y. Taylor is the Air Force Services Center (AFSVC) Air Force Food and Beverage Superintendent, Joint Base San Antonio, Lackland, TX. She is responsible for Appropriated and Nonappropriated food operations, procedures, policies, plans, instructions, standards and technical guidance for AF Food and Beverage facilities worldwide. She provides briefings and staff summaries to Headquarters Air Force and AFIMSC on issues, concerns, policies and guidance impacting the food and beverage programs. She plans, coordinates, and organizes Food Operations Management distant learning courses, Food Management Assistance Team visits, Hennessy Program and Food and Beverage Workshops. She revises AFIs, deploys training, and communicates DoD food initiatives to the field; impacting 266 Food Service Officers and Managers and over 5000 food operations staff members. CMSgt Taylor is from San Antonio, TX and is a 1995 graduate of East Central High School. She enlisted in the Air Force in Feb 1996 as a Services Apprentice. She is a proud mother of two children. MENTOR PANEL Master Sergeant Christine Ashley K. Wallace HQ Air Force Services Activity
Master Sergeant Christine Ashley K. Wallace is the Air Force Services Activity (AFSVA) Air Force Food and Beverage Manager, Joint Base San Antonio, Lackland, TX. She is responsible for 11 installations to encompass 17 Appropriated food operations; establishing procedures, policies, instructions, standards, and technical guidance. She instructs Food Operation Management courses, and Food and Beverage Workshops. She revises AFIs, and communicates DoD food initiatives to the field; impacting 41 Food Service Officers and Managers. MSgt Wallace is from Tamuning, Guam and enlisted in the Air Force in February 2006 as a Services Apprentice. Her background includes Food Service, Fitness, and Recreation. Master Sergeant Katrina A. Ware HQ Air Force Services Activity
Master Sergeant Katrina A. Ware currently works at the Air Force Services Activity (AFSVA) as the Operations Manager for Air Force Food and Beverage, Joint Base San Antonio-Lackland, TX. She is responsible for procedures, policies, plans, instructions, standards and technical guidance for AF Food and Beverage facilities worldwide. She coordinates, and organizes Food Operations Management courses, Program Manager Review visits, Hennessy Program and Food and Beverage Workshops. She revises AFIs, deploys training, and communicates DoD food initiatives to the field. MSgt Ware is from Choteau, MT and enlisted in the Air Force in Jul 2000 as a Services Apprentice. Her background includes Food Service, Mortuary and Readiness, Fitness and Sports, Community Center, Protocol, Missile Feeding, and Lodging. MENTOR PANEL Mike Sabella
ServSafe Instructor and Industry Consultant Chef Mike is a fourth-generation San Franciscan restaurateur. He started in the industry at the age of eight, peeling prawns at his family’s restaurant on Fisherman’s Wharf-- a skill developed from his great grandfather Luciano first arriving in San Francisco from Sicily in 1887. He honed his skills while attending the Culinary Institute of America in Hyde Park, N.Y., where he graduated with honors in 1981. Mike was the executive chef at A. Sabella’s Seafood Restaurant from 1983 through 1998. In 1986 he became operating partner. In 2000 he was Vice President of Business Development for Bountyfood.com, a food service related Internet company. He owned and operated Sabella’s Seafood Restaurant in West Portal, San Francisco from 2001 until 2004. He was a chef instructor for JobCorp’s advanced culinary training on Treasure Island and the California Culinary Academy’s Cordon Bleu program. Mike was executive chef for Gate Gourmet at San Francisco International Airport, the world’s largest airline catering company. After 10 years as Sysco San Francisco’s chef, Business Resource Specialist, and then Director of Business Resources and Marketing he has decided to devote his time to consulting and teaching. He continues to teach ServSafe for the NRAEF and is a subject matter expert who worked on the 7th edition of the Managers and Foodhandlers programs, and the new ServSafe Canadian exam.
Jerry Thornton
Publisher-The Military Provisioner Newsletter Jerry Thornton is currently the Publisher of “The Military Provisioner” newsletter, a web site dedicated to all things food within the Department of Defense. For the past 32 years, Jerry has been an integral part of Military food service, publishing “Government Food Service” and “Military Club & Hospitality” magazines, monitoring the evolution of feeding and the delivery of food within this global marketplace. Prior to publishing, Mr. Thornton’s entire career was always tied to food…from his first job as a dishwasher in Detroit to building and operating food production factories for soft drink, bread and pasta. Along the way over the last 50 years, Military feeding has become his passion, his hobby, his vocation and his avocation. Jerry and his family currently reside in New York City, where he continues to be a steward for change. He spends his days advocating for an improved quality of life for Soldiers, Sailors and Airmen, beginning with the food they consume and how it is produced.
MENTOR PANEL Jim Wulforst, FMP, HPhD
President, Golden Gate Ventures President, Pamlico Charters Most recently, Jim Wulforst has been developing, building and operating two restaurant concepts on the InterCoastal waterway in the town of Belhaven, North Carolina. He has an active AirBnB and boat charter business based there while acting as the lead foodservice consultant to the USAF and USAF Academy in Colorado Springs. Since 2002, Jim has traveled worldwide for the USAF and USARMY as an evaluator for the Hennessey and Connolly inspection teams (43 USAF bases and 8 USARMY bases). Jim is also the the “in-house” hospitality consultant for Capitol Broadcasting (owner of the Durham Bulls and Tampa Bay Baseball teams) and primary consultant to several college and Universities in NC, Virginia and Washington D.C.. After retiring from Duke University as the Director of Dining Services in 2012 (following a 15 year career), he was selected to head up the dining operations at Coca-Cola’s world Headquarters in Atlanta where he led a vendor change while overseeing a $500M renovation of Coke’s food operations.
Michael “Mike” Johnston
Sr. Account Executive, Tyson Food Bringing his passion and experience to the foodservice industry, Mike Johnston is a Senior Account Executive at Tysons Foods. A life-long resident of Philadelphia and a graduate of LaSalle College, Johnston spent his early career in restaurant operations, which took him on the path of becoming a General Manager, Corporate Trainer and finally the District Manager for all East Coast operations in the leisure dining segment. As a way to challenge himself, Johnston started working in sales, where he has had a successful career with Tyson Foods for the past 23 years. As a good standing member within the Society for Hospitality and Foodservice Management (SHFM), Johnston has served on multiple conference planning committees, the industry advisory board and community service programs within the last three years. With his active involvement, Johnston has brought successful results to the SHFM National Conference, also known as “The Hunger Games,” which brings food relief to local community hunger programs. Because of his service to the SHFM community, Johnston was the 2012 recipient of the Robert Pacifico Award, which recognizes an associate member of the SHFM community. Today, Johnston serves as a Senior Associate on the Executive Board at SHFM.
Kathreen “Kei” Koc Owner K-OZ Restaurant
Born and raised in the Philippines, Kathreen “Kei” Koc came to the United States in 2003 where she graduated with a degree in Hospitality Management. Koc opened her very first restaurant, Oz Lounge in San Francisco in 2010, which operated until 2014. Soon after, Koc worked at Google from 20142016, creating training modules for general managers, culinary front and back of the house training and safety modules and worked food projects for culinary guests and VIP guests. With this experience, she was inspired to open K-OZ Restaurant Brewery in American Hotel and Camper Café with Zephyr Hotel. Currently, Koc is in the process of opening two cafes with GSA Federal building and is working as a Restaurant Consultant for Teo Restaurant & Bar, creating employee manuals, kitchen standards, marketing plans, food and beverage labor cost analysis. During her free time, Koc likes to explore and learn about different cultures through her travels.
