But it’s nothing like you’ll experience in the near future, when retailers get social media fully integrated into the customer profiles they create. Someday soon, retailers will be pushing you to buy that exact sweater you pinned on your Pinterest account. Even today, stores are not revealing all they know about the customer because they don’t want a backlash, Kendall said. ‘‘You want to be personalized. You don’t want to be creepy,” Kendall said. “People do not want to feel like they’re

being stalked.” Retailers operate on extremely tight margins, and pioneers in big data could increase operating margins by more than 60 percent, a recent McKinsey Global Institute report states. Retail is a sizable portion of the economy, but has been shrinking, and the industry’s overall share of consumer spending has dropped, the study found. So stores use data mining to try to sell more to the customer. Natalie Ellis of Lake Worth, Fla., said she gets emails from Amazon pushing a product the minute she buys something

online. But as a participant in the online retailer’s loyalty programs, she expects the interaction. ‘’I don’t have a problem with targeted marketing as long as they’re telling me about a sale or something I buy,” Ellis said. To some extent, stores have better information because they are tracking purchases and behaviors themselves, rather than just buying a report that describes the general demographics of their customers. oloradans can now add another factor to choosing health insurance plans besides cost alone: Which one will do a better job of keeping you healthy? Ratings are now available that will let customers know how different insurance plans stack up when it comes to ensuring their health. The data measures factors like controlling high blood pressure and blood sugar, up-to-date immunizations and

providing patients the correct drugs after they experience a heart attack. This year in Colorado, Kaiser Permanente of Colorado has garnered one of the highest rankings in the nation. Rocky Mountain Health Plans, on the Western Slope, has also come in with high rankings. The performance measurements – like for blood pressure and blood sugar – were chosen because they count things “that science says is good care,” said Andy Reynolds, vice president of the National Committee for Quality Assurance (NCQA), a nonprofit organization that produces one of the rankings. The NCQA accredits and publishes the data that insurance companies have agreed to track and make

En la actualidad, más de la tercera parte de los poco más de 76.000 estudiantes de DPS están aprendiendo inglés. “Se trata de un número grande que no puede mantenerse aislado. Ya no se trata de la responsabilidad de un solo departamento o de un maestro o de una escuela”, dijo Riley. “Se ha llegado a un punto en el que todos deben prestar atención”. Si un juez federal lo aprueba, el decreto modificado de consentimiento obligará a implementar nuevas normas para enseñarles a los más de 36.000 estudiantes que están aprendiendo inglés a la vez que también progresan en contenido académico. “No ha sido fácil todos estos años. En el pasado, hemos sido adversarios”, dijo Martha M. Urioste, miembro del Congreso de Educadores Hispanos (CHE), que presentó la demanda original. “Cuando uno piensa desde hace cuántos años estamos haciendo esto, esta es una victoria inmensa y que da optimismo”. Los cambios propuestos se implementarán paulatinamente durante los próximos tres años e incluyen capacitación para maestros, ubicación estudiantil, exámenes al final del ciclo, comunicación con los padres y supervisión. Además, en 2015, se completará un estudio sobre la efectividad del programa. El juez federal de distrito Richard Matsch, que supervisa el caso desde que comenzó en 1984, presidió una audiencia sobre el tema el pasado 16 de noviembre. The ratings will come in useful right now as numerous employers and Medicare are asking clients to choose a health plan in the coming weeks, with a deadline of Dec. 7. Two main ratings plans from the NCQA, and Medicare, mainly review HMOs and PPOs rather than traditional fee-for-service insurance plans. Medicare is going so far during this year’s enrollment period as to encourage half a million clients nationwide to drop the lowest-rated plans Medicare Advantage plans and switch to high-rated ones on its five-star scale. In Colorado, Medicare is recommending the two Today’s Options plans be dropped from Pyramid Life Insurance/Universal American Corp. If people do switch to higher-rated plans, “they will be healthier,” said Dr. Glenn Gade, chief of geriatrics for Kaiser Permanente of Colorado. Kaiser is ranked as the only five-star Medicare Advantage health plan in the state. It is also the top-ranked health plan in Colorado for people of all ages and one of the highest rated in the country on the quality assurance group’s ratings. NCQA ranks Kaiser Permanente of Colorado number 6 out of 508 plans nationwide, and has also garnered top ratings by Medicare.

So what’s the difference in a high-ranked plan? The entire system is geared toward making sure that measures of quality are met. For example, at Kaiser, 82 percent of patients with high blood pressure have it under control, Gade said. The national average is just 46 percent, according to the Million Hearts campaign. Controlling blood pressure to less than 140/90 is important because “it reduces stroke and heart attack and kidney disease,” Gade said. “It’s one of the most important things you can do to save lives.” Kaiser has an electronic medical records system that alerts doctors like Gade every month with the names of his patients who need to be called in for a blood pressure check, mammogram or other routine care. “They don’t fall through the healthcare system and get lost,” he said. Kaiser, a combination insurer and health provider, serves the Front Range, having recently moved into Fort Collins and Loveland. It is adding an office in Greeley in 2014. On the Western Slope, Rocky Mountain Health Plans has been top-ranked for Medicare Advantage, with 4.5 stars. Even entering into the organization’s accreditation and ranking system is a major step for insurers, because “you are signing on to let the world see your quality scores,” Reynolds said. NCQA’s rankings look at prevention, treatment and consumer satisfaction. The rankers “even have secret shoppers” who call and check service on the telephone, Gade said.

4 uMexico focus on police commanders in CIA shooting

MEXICO CITY — A Mexican official says the attorney general’s office is focusing on five federal police commanders to determine the motive for an Aug. 24 ambush on a U.S. embassy vehicle that wounded two CIA officers. The official, who has knowledge of the case, says commanders ordered 14 officers to lie about what happened. He spoke on condition of anonymity because of the sensitivity of the case. The question is whether the commanders ordered the attack or received instructions from someone else to fire on the Toyota SUV, the official said Monday. The armored SUV, traveling south of Mexico City, took 152 bullets, nearly half of them in the driver’s and front passenger’s windows. He said the attorney general’s office is still investigating whether organized crime was involved in the attack.

SAO PAULO — A tenuous six-year truce between police and gang members is over in Sao Paulo — that much seems clear to shopkeeper Vanuza Alves da Silva, who has seen a surge in killings in her slum neighborhood. Blood isn’t flowing just in her slum. Sao Paulo, which is to host the World Cup opening match in 2014, has seen nearly 150 homicides over the past two weeks and 94 police executed this year. “It’s a war here. Last week I was on a bus when a shootout began on the street. There was no escape,” Silva said. Behind the violence, security experts say, is a powerful prison-based gang, the First Capital Command, which likely feels the government has violated an informal agreement, long denied by officials, to slow the prison transfers of gang leaders and limit crackdowns on its operations on Sao Paulo’s outskirts in exchange for an end to gang violence. There are fears the gang will now go beyond the carnage of 2006, and that has this metropolitan area of 20 million people on edge.

u In Gaza conflict, Hezbollah stays on sidelines BEIRUT — While the death toll from the Israel-Gaza conflict has mounted, Hezbollah has offered quiet words of encouragement to the Palestinians, pledging support and calling on Arab states to send them weapons to fight Israel. But beyond that, the Lebanese militant group appears to be staying firmly on the sidelines. Despite its own formidable missile arsenal and its reputation as the region’s leading anti-Israel resistance force, Hezbollah is approaching the Gaza crisis with caution, mindful that any action it takes could backfire at a time when the group faces unprecedented challenges at home. The military option appears off the table for Hezbollah. If it were to join Gaza’s Hamas miliants in firing rockets at Israel, it would likely raise an outcry from many in Lebanon accusing the Shiite guerrillas of dragging the country into a war with Israel. When Hezbollah sent an Iranian-made reconnaissance drone over Israel last month, the group boasted of its capabilities — but critics in Lebanon slammed it for embarking on a unilateral adventure that could provoke Israel. Hezbollah is also hamstrung by the civil war in Syria, which has heavily damaged its reputation. Once praised across the Arab world as its champion against Israel, now many — particularly in the region’s Sunni Muslim majority — see it foremost as the backer of Syrian President Bashar Assad in his bloody crackdown on the uprising that erupted against his rule in March 2011. Anything Hezbollah says against Israel’s campaign will ring hollow for many. Already Syrian regime opponents have drawn parallels between Israel’s bombardment of Gaza and Assad’s crackdown, posting gruesome pictures on social media sites showing dead children in Syria and Gaza. “Condemning Israeli violence while standing by a Syrian regime that is killing its own people definitely highlights the hypocrisy of Hezbollah’s Syria stance. It will further sink its standing in the Arab street,” said Randa Slim, a research fellow at the New America Foundation in Washington. Hezbollah leader Sheik Hassan Nasrallah pledged his group’s support for Gaza’s Hamas rulers, insisting it was unaffected by disagreements over the conflict in Syria.

Obama seeks immigration reform

I

n the wake of the 2012 elections, most of Florida’s 825,000 undocumented immigrants suddenly have brighter prospects for becoming legal residents — and maybe, someday, U.S. citizens. “This is a huge relief. If this reform passes, it completely changes everything,� said Julio Calderon, a 23-year-old student in Miami whose family remains in legal limbo after fleeing hurricane-ravaged Honduras more than a decade ago. Strongly backed for reelection by Hispanic voters, President Barack Obama said he was “very confident we can get immigration reform done.� More significantly, some Republicans in Congress — fearing Hispanic voters may permanently turn away from the GOP — are prepared to consider a sweeping overhaul of immigration law, which could legalize millions of undocumented immigrants across the country. “We have to tackle immigration reform,� said U.S. Rep. Mario Diaz-Balart, R-Fla. “It has to happen. We cannot pretend there are not millions of people in an underground society. We can no longer pretend that it’s not affecting our ability to be competitive.

“Our system is broken,� he added. “It doesn’t work for our national security interests. It doesn’t work for economic security. It doesn’t work for legal immigrants. It clearly hasn’t worked in any way for Republicans. It doesn’t work for anybody. The ostrich strategy just doesn’t work anymore.� Diaz-Balart, who is emerging as a leader in Congress on immigration issues, is working with a bipartisan group of lawmakers “to put together a serious piece of legislation. And I think there’s now a window of opportunity here.� Diaz-Balart would not disclose the proposals under discussion. But he said an overhaul bill must shore up control over who enters the country, remove immigrants who commit serious crimes and discourage more illegal migrations — while clearing up the status of a shadowy population estimated at 11.5 million. Long-standing residents who gain legal status would be allowed to work, required to pay taxes and sent to the back of the line of those seeking citizenship. U.S. Sens. Charles Schumer, D-N.Y., and Lindsey Graham, R-S.C., are working on similar legislation, including a foreign guestworker program and high-tech

Social Security cards to screen job applicants. Congress is preoccupied with fiscal matters right now. But members who want to transform the immigration system plan to move quickly during the new session next year. U.S. Sen. Marco Rubio, R-Fla., who may play a key role, remains opposed to an “amnesty� that he fears would attract more illegal arrivals.

Rubio is focused instead on a limited version of the DREAM Act that would give permanent legal status — but not a path to citizenship — to about 2 million undocumented children who grew up in the United States. Obama already has provided temporary relief to these children by preventing their deportation and allowing them to work. Diaz-Balart is convinced that legalizing this population

would spark “a huge economic boom� in Florida. “These are hardworking individuals,� he said. “You are talking about all the taxes to be paid.� But many Floridians strongly oppose legalization or other relief for undocumented immigrants, for fear that more will come to compete for jobs. “They broke into our country. Why should we give them anything? That’s wrong,� said Charles Conroy, 67, a retired factory worker in St. Cloud. He disputes the idea that Republicans should agree to amnesty while reaching out to Hispanics and immigrant voters. Some rank-and-file members of Congress say the issue distracts from more pressing economic concerns. “Immigration is one of the most contentious issues we could take up,� said U.S. Rep. Dan Webster, R-Fla. “I’m hoping we stick with the economy right now.� Obama, to fulfill a campaign promise going back to 2008, feels obligated

to at least try to overhaul immigration law. And the growing influence of Hispanic voters, who overwhelmingly favor reform, prompted some Republican leaders to reconsider their opposition. While not backing any specific proposal, House Speaker John Boehner, R-Ohio, said that immigration reform is an important issue and that “a comprehensive approach is long overdue. And I’m confident that the president, myself (and) others can find the common ground to take care of this issue.� Nationally, Obama won 71 percent of the Hispanic vote. Those pressing for reform also include Haitians and other large immigrant communities. “Now that Congress is talking about working together, we are hoping that immigration will be one of the issues that bring them together,� said Aude Sicard, a health care analyst in Pembroke Pines who came legally to this country from Haiti in 1977.

Family shares its culinary heritage in blog, cookbook By Sylvia Ulloa, El Paso Times

I

n most families with great cooks, there always seems to be talk of collecting all the old recipes into a family cookbook. The recipes go back and forth, hand-written on paper or index cards in the past, told over long-distance lines or cell phones, and these days, through email or Facebook. But two sisters and their mother from El Paso actually took the desire to share and preserve their grandmother’s recipes for chile con queso, pumpkin and apple empanadas, and salsa casera, and turned it into the Muy Bueno Cookbook blog and the just-released “Muy Bueno Cookbook: Three Generations of Authentic Mexican Flavor.” Yvette Marquez-Sharpnack and Veronica Gonzalez-Smith, along with their mother Evangelina “Vangie” Soza, collaborated to compile not only treasured family recipes, but also family lore and background on traditional dishes, as well as developing new Latino-inspired family favorites. The three reunited in El Paso recently to launch the cookbook in their hometown. They started their book tour separately in Colorado and California. “It’s been a great effort with our family,” said Yvette, a graphic designer who lives in Highlands Ranch, Colo. She designed the attractive blog, which was named a 2011 Saveur Sites We Love. It launched in 2010 and has gotten buzz from other food blogs and had 41,000 unique monthly visitors just last month. Its popularity paved the way for what was initially a self-

The blog and cookbook grew out of Vangie’s visit to Colorado in 2010. “My mom was visiting us for the summer and we were in the kitchen a lot. We were cooking the dishes my grandmother used to cook and talking about our memories,” Marquez-Sharpnack said. “It was my daughter who gave me the idea for the cookbook. She asked me, ‘Will you have all these recipes written down for when I go to college?’ “ Since Yvette cooked most of the recipes from memory, she raised the idea of a cookbook with her mother, who told her that Veronica had asked her the same thing. That’s when they decided to collaborate. They began posting pictures of food from their efforts on Facebook and a photographer friend of Yvette told her they should start a food blog. “It was a good idea, because so many people wanted the recipes,” she said. “No one wanted to wait for the book. So that’s how the blog started.” Vangie Soza was raised in El Paso by Jose and Maria de Jesus “Jesusita” Soza, who fled from Chihuahua to Texas at age 10 because of the Mexican Revolution. because I too had to take on more responsibility as a 10 year old. I helped her with the cooking and worked in the grocery store,” Vangie writes in the book. Later, as a single parent herself, Vangie bought the family grocery store, which she ran for 17 years until 2003, when she closed it and retired. It had been in business for 50 years. “Being independent women is something my mother really instilled in me and my sister,” Yvette said. Another thing she learned -once she had left the house and had

Before that, the Sozas had run the Restaurante de Jesusita in Shafter, Texas, where Jesusita had stone-ground corn for tortillas and cooked for local miners. When her husband died five years later they opened Soza’s Grocery on Gonzalez Street, she was left to raise her children alone and run a business. That’s how she passed along a lot of her recipes to Vangie. “I now look back and understand how quickly she had to grow up,

This is in part because they are trying to make some dishes healthier – though Yvette denies that all Mexican food is deep-fried and unhealthful – and also because they like cooking with seasonal ingredients. Veronica, who moved with her husband to Germany last year (both are teachers with the Department of Defense), also has the added incentive of a refrigerator that does not include a freezer. “The way I shop and the ingredients I shop for have to be used in less than 5 days,” Veronica said via email. “This has really changed how I plan my weekly menu. I love the fresh meat markets, fresh bread, which is to die for, and the excellent German beer. I even used a German beer as my main ingredient while slow cooking some ribs.” With the weather turning colder, the women’s thoughts have turned to warm, soulfilling food. “(My mom) used to make us a lot of empanadas,” Vangie said. “Also apples, because it’s apple time.” There were many fruit trees in her backyard growing up -- apple, peach, apricot, quince and pomegranate. “She was always putting stuff up,” Vangie said. I’ve always loved cilantro lime rice but we never made it growing up. I love the tartness of the lime and the bold flavor of the cilantro. I thought to myself I must learn to make this at home. So I went on a quest. I tried several recipes and still didn’t quite get the flavor I was looking for. I eventually realized that basmati rice was the single ingredient that made all the difference. So after several trial-anderror sessions in my kitchen I finally got it right. My husband says this is his favorite rice now. The sugar softens the tartness of the lime juice and gives the overall recipe the balance I was looking for.

1 tablespoon salted butter 1 cup uncooked long grain white basmati rice ½ teaspoon granulated sugar Juice of 1 or 2 small limes, divided 2 cups water 1 teaspoon salt 3 tablespoons cilantro, chopped In a saucepan over low-medium heat, melt the butter. Add the rice and sugar. Mix briefly to coat the rice with the butter and sugar. Add half the lime juice and stir for 1 minute. Add water and salt. Bring the rice to a boil over high heat. Reduce heat to medium-low, cover with a tightfitting lid, and simmer until the rice is tender, 20 to 25 minutes. Remove from heat and sprinkle rice with the cilantro, the rest of the lime juice, and more salt if needed. Fluff rice with a fork. Cover and let sit for 5 minutes before serving. Makes four servings.

Saks Fifth Avenue CEO Steve Sadove said the new information helps associates better serve customers. When a sales associate rings up a customer, he has that person’s online and in-store buying history at his fingertips. Data translates to better stores and better customer service, he said. ‘‘We’re clientele based,� Sadove said. “The associates build relationships with their regular customers.� Luxury brands invest in a higher level of service and empower associates with these types of information, Kendall said. But even small shops can use something like Foursquare, which offers a free dashboard to track customer check-ins. Eric Friedman, director of sales and revenue operations at Foursquare, said businesses get a

free “updates� program, which along with the tracking allows them to push information to their customers. If they choose to pay for “promoted updates,� they can push an ad for their store to someone shopping at a competitor. ‘‘Only by them raising their hand and letting us know where they are� can Foursquare promote its services and participating businesses to an individual, Friedman said. Most of the time, customers cooperate in their tracking. They check in on Foursquare, they join loyalty programs and they give their email to receive notices of sales. But not everyone realizes how sophisticated and pervasive data mining has become. Digital spying is everywhere, said Jeff Chester, executive director of The Center for Digital Democracy. ‘‘Distinctions between offline and online are being rapidly obliterated and that’s because of the growth of mobile phones,� he said. Data about you is being gathered everywhere

you go because people use their smartphones to check websites, play games and get directions. And that data is being compiled and sold. Chester said people should be concerned about their privacy, because the government has few safeguards, and we rely on the agreements companies like Google and Facebook have made to be more careful when collecting data. Niko Karvounis, co-founder of startup Quovo, which uses data tracking to shape investor portfolios, said people would still sign up for Facebook and Google even if they realized the extent of the data gathering because the services are so useful. ‘’I think the issue as a business is you just have to be sensitive about how you act on that information,� he said. Australian clubs line up to lure soccer star David Beckham The Associated Press

avid Beckham’s decision to leave the Los Angeles Galaxy is generating more speculation in Australia that the former England captain could make a move to the A-League. Beckham announced Monday that his sixseason stint in U.S. Major League Soccer will end with the Dec. 1 MLS Cup against Houston. Five Australian clubs have confirmed interest in bringing Beckham to the A-League, with the Melbourne Heart and Western Sydney Wanderers considered the top contenders due to the cosmopolitan nature of the two cities. Last week, Beckham’s management company denied reports he was headed to Australia. Perth, Adelaide and the Gosford-based Central Coast Mariners all expressed interest, while Sydney FC and Melbourne Victory have previously indicated they won’t pursue Beckham. “We’re putting forward an offer. It’s compelling and the opportunity is here for him to come here,” Melbourne Heart chief executive Scott Munn said Tuesday “What I can say is that it’s certainly real. ... That is absolutely legitimate,” Munn said. “Let’s let David get through next week, play the final of the MLS and hopefully he’ll have a win. Then I’m sure he’ll assess every offer.” Beckham has been a big influence on the growth in popularity of the MLS since he joined the Galaxy, and even a short 10-week stint in Australia could generate extra interest in the

a última entrega de los Latin Grammy no sólo representó un momento importante para la música latina, sino también para la moda. Con estilos que fueron desde lo más retro y elegante hasta lo más irreverente, la alfombra verde se convirtió en un escaparate en el que las celebridades demostraron que se llevan perfectamente con la delicadeza de los encajes, los dorados y el negro. La presentadora Lourdes Stephen sobresalió con un traje negro sin tirantes y terminación amplia con con flequillos y plumas, que junto con el intenso tono rojo de su labial y un peinado retro la colocaron como una de las mejor vestidas de la noche. Como Stephen, la cantante española Shaila Durcal prefirió lo clásico y optó por un vestido,

también negro sin tirantes, con detalles florales en el pecho y drapeados al frente. Llevó un peinado sencillo, maquillaje neutral y pequeños pendientes de diamantes. A diferencia de años en los que algunos artistas se aparecieron con vestimentas más informales en la gala, varios sorprendieron con una inusual elegancia. Tal es el caso del par de hermanos mexicanos Jesse & Joy, quienes hicieron a un lado su ropa juvenil para lucir una imagen más formal con aires de los años 50, una de las grandes tendencias de la ceremonia ya sea por la indumentaria, el peinado o una mezcla de ambas. Otra que lució como una diva a la antigua usanza de Hollywood fue la canadiense Nelly Furtado, con un largo traje rosa pálido con mangas de encaje y bordados de canutillo que acentuaron sus curvas,

peinado con ondas y labial rosa. La actriz y cantante mexicana Lucero, la presentadora de la noche, arribó con un traje cobrizo creado por el venezolano Nicolás Felizola. Cuando apenas había transcurrido una hora de la ceremonia, la intérprete ya había tenido otros dos cambios de vestuario. Las curvas latinas sobresalieron de manera elegante, pues las famosas prescindieron de escotes exagerados o espaldas y hombros descubiertos y en su lugar demostraron que la sangre y sabor de sus curvas pueden convivir con la elegancia de siluetas europeas. Así lo hizo la periodista Alejandra Espinoza, quien

llegó en un vestido largo de hombro asimétrico que la revestía de pies a cabeza entre estampados saturados ceñidos a su curvilínea figura. No todo fue sobriedad, pues hubo quienes basaron su atuendo en el color. Por ejemplo, la cantante Carla Morrison sorprendió con un vestido rojo con aplicaciones de pedrería y sin tirantes que dejaba al descubierto su dramático tatuaje por el cuello. La mayoría de los caballeros, en tanto, apostaron por la ecuación de la elegancia por excelencia: traje negro, corbata y una buena camisa blanca. Tal fue el caso del brasileño Michel Teló y el músico puertorriqueño Tommy Torres, quien lució

poco esmerado por su cabello despeinado. Los mexicanos de 3BallMty sorprendieron al dejar atrás sus característicos jeans, playeras y gorras y en su lugar llegaron en traje. Tampoco podían faltar los rebeldes de la alfombra, cuyos rompieron con la formalidad de la gala. Por ejemplo, Jerry Bazua, quien llego en vaqueros, sombrero, un saco deportivo, y Juanes, quien apegado a su espíritu rockero lució un pantalón de cuero negro y una camisa del mismo color. Deborah de Corral apeló a un estilo hippie-chic, con pantalones acampanados, sombrero y una blusa holgada que la hicieron ver como la acompañante perdida del

rockero Enrique Bunbury, quien llegó con gafas oscuras, sombrero y un saco con detalles metálicos en la solapa. Los mexicanos Jorge “Chiquis” Amaro y María Barracuda, del grupo JotDog, destacaron por su atuendo con estética posmodernista. Barracuda lució una falda larga con elaborados bordados hindús que mezcló con una ombliguera con la imagen de heroínas de cómics a la que agregó detalles en dorado en las mangas y los hombros, los cuales remató con un peinado sostenido con palillos chinos.
