We thought 2020 was a tough year — and it was. Perhaps it was good preparation for 2021, a challenging 12 months that forced us to be ever courageous in the face of the continuing pandemic, new ways of working and socializing, natural disasters and economic uncertainty. But as always, we were resilient and adapted to the ebb and flow, ready to face whatever came our way. The Vancouver Christmas market is back

New homes planned near BCIT A proposed joint venture between the Musqueam Indian Band, the Tsleil-Waututh Nation, and Aquilini Development could see some 5,000 new homes plus a 450,000-squarefoot film studio coming to the 40-acre Willingdon Lands, located on the southwest corner of Canada Way and Willingdon Avenue. The development proposal was presented to the City of Burnaby on Nov. 23 and will now enter a

phase of public consultations. Now a days, with the amount of information that is shared on the internet and social media, identity theft and Ponzi schemes are happening regularly. The last thing you want to worry about is yet another way to lose your hardearned money. But as a homeowner, you need to be aware of crimes on the rise known as mortgage fraud and real estate title fraud. MORTGAGE FRAUD

Some borrowers may think that providing false documents and making false statements are not a big deal. However, Canada’s Criminal Code clearly states that obtaining funds, including mortgages by providing false information, is a crime.

The most common type of mortgage fraud involves a criminal obtaining a property, then increasing its value through a series of sales and resales involving the fraudster and someone working in cooperation with them. A mortgage is then secured for the property based on the inflated price. The following are some red flags for mortgage fraud: • Someone offers you money to use your name and credit information to obtain a mortgage. • You are encouraged to include false information on a mortgage application. • You are asked to leave signature lines or other important areas of your mortgage application blank. • The seller or investment advisor discourages you from seeing or inspecting the property you will be purchasing. • The seller or developer rebates you money on closing, and you don’t disclose this to your lending institution.

TITLE FRAUD

When you purchase a home, you purchase the title to the property. Your solicitor registers you as the owner of the property in the provincial land title office. Title fraud normally starts with identity theft. This occurs when your personal information is collected and used by someone identifying themselves as you. There are several ways criminals can steal your identity without your knowledge that include: • Dumpster diving • Mail box theft • Phishing • Computer hacking Sadly, the only red flag for title fraud occurs when your mortgage mysteriously goes into default and the lender begins foreclosure proceedings. Even worse, as the homeowner, you are the one hurt by title fraud, rather than the lender, as is often the case with mortgage fraud. Unlike with mortgage fraud, during title fraud, you haven’t been


approached or offered anything – this is a form of identity theft. Here’s what happens with title fraud:

A criminal – using false identification to pose as you – registers forged documents transferring your property to his/her name, then registers a forced discharge of your existing mortgage and gets a new mortgage against your property. Then the fraudster makes off with the new home loan money without making mortgage payments. The bank thinks you are the one defaulting – and your economic downfall begins. The following are ways you can protect yourself from title fraud:

• Ensure you keep personal information confidential when on the internet or phone until you know who you are dealing with, how it will be used and if it will be shared with anyone. • Only carry minimal information and identification in your wallet and don’t have your social insurance card with you. • Check your credit report regularly. You can get them free when you request them from the Equifax and Transunion when they mail them to your home. If you notice anything suspicious, contact the credit bureau right away. • Check your financial, bank and credit card statements regularly for any inconsistencies and unknown charges. • Consider obtaining a title insurance policy, as title insurance protects against many title risks associated with real estate transactions. • Check your mailbox for mail regularly, if not every day. • Shred and destroy any financial and personal identification documents, as well as any unsolicited credit card applications rather than just simply throwing them away.

• If you don’t receive your bills or other mail, follow up with your creditors. • If you receive credit cards that you didn’t apply for or if you did apply for them and didn’t receive them. • Contact your mortgage lender first if you are having difficulty making your mortgage payments. The following are ways to protect

Select someone that can provide trusted referrals and check them out. • Check listings in the community where the property is located – compare features, size and location to establish if the asking price seems reasonable. • Always view the property you are purchasing in person, don’t buy without seeing it first. • Beware of a real estate agent or mortgage broker who has a financial interest in the transaction. • Ask for a copy of the land title or go to a registry office and request a historical title search. • In the offer to purchase, include the option to have the property inspected and appraised. • When giving a deposit when purchasing a property ensure the funds will be held “in trust” with a solicitor or a real estate agency and not directly with the seller. • Insist on a home inspection to guard against buying a home that has been cosmetically renovated or formerly used as a grow house or meth lab. • Ask to see receipts and permits for recent renovations. • Consider purchasing title insurance. • Review and make sure you are comfortable with the terms and conditions of the mortgage commitment letter or approval. • Review the “cost of borrowing disclosure statement” and be

Another term for mortgage fraud is the “straw” or “dummy” homebuyer scheme. For instance, a renter does not have a good credit rating or is self-employed and cannot get a mortgage, or doesn’t have a sufficient down payment, so he or she cannot purchase a home. He/she or an associate approaches someone else with solid credit. This person is offered a sum of money (can be as much as $10,000) to go through the motions of buying a property on the other person’s behalf – acting as a straw buyer. The person with good credit lends their name and credit rating to the person who cannot be approved for a mortgage for his or her purchase of a home. It’s important to remember if something doesn’t seem right, it usually isn’t. Always follow your instincts when it comes to red flags during the home buying and mortgage processes.

It’s been another year of dramatic change, a year that tested people’s courage in the face of natural disasters and economic uncertainly. But through it all, we showed our resilience and adaptability. And as 2021 draws to a close, it’s gratifying to look back on some of the highlights that prove it’s going to take more than a pandemic to stop us. MARKETS BOUNCE BACK

Industry watchers are unanimous in saying the sheer strength of the market rebound came as a welcome surprise after last year’s global meltdown. “By the end of this year, we will see more sales than we saw in 2016, which was the peak of the market,” notes

Michael Ferreira, principal and well-known market analyst with Zonda Urban. He cites renewed interest in highrise developments as one component of this escalating demand. Areas of note, he says, were Metrotown, Burquitlam, and one that caught many people off-guard, the Fraser Valley. “Tein Sher’s Flamingo One tower sold out in a weekend. And earlier this year, Vesta Properties launched two new towers at Latimer Village in Langley. The site is at 200th Street and Highway 1 in a predominantly ground-oriented neighbourhood that isn’t near the upcoming SkyTrain stations. And yet the majority of those homes were still sold within a few months.”

Tien Sher Group of Companies also made history in April when they sold 138 of the 142 suites at Q5 in Whalley in a single day with not one person entering the discovery centre — the entire sales process was done electronically in the order contracts were received. “People were, quite literally, able to buy a home from the comfort of their sofa,” says Charan Sethi, president and “chief visionary officer.” SUPPLY AND DEMAND

Lack of supply is the greatest challenge Tracie McTavish, executive director of rennie, sees both now and moving forward. “MLS listings in October were under 10,000. Normally they would be 14,000 to 15,000.”

The pandemic, he adds, has accelerated the awareness of dwindling supply to meet increased demand. “In 2020, people saved a lot of money because they weren’t taking vacations or going out. Now people are tired of waiting, so they’re going through their bucket list — a new car, a boat, a new or sometimes a first home. There were a lot of move-up buyers in 2021.” Ironically, one area that hasn’t fared as well is downtown Vancouver, where prices have become too high for the average buyer. Still, McTavish notes there is

a spillover into other parts of the province as buyers search for a larger home at a more competitive price point. “Vancouver Island and Kelowna are on fire,” he says. “A few years ago, launching a condominium in Kelowna at $450/ square foot would be unheard of. Now you’re seeing product come to market at $1,000/square foot and selling out in a weekend.” STILL ONE OF THE BEST PLACES IN THE WORLD

2021 ROARED WITH ACTIVITY, SCREAMED FOR SUPPLY

Who would have thought that 2021 would have brought such a robust level of pre-sale activity? Equally, it proved to us that there is an extreme lack of supply in the Greater Vancouver marketplace. Despite the continuance of a global pandemic, our province witnessed incredible demand for housing, and pre-sales across all regions saw overwhelming activity. As a result, housing supply has become a scarce resource. The scarcer it becomes, the higher the price points accelerate. A combination of market fundamentals is at play here. Generational low mortgage rates, lack of supply, and the newly adopted work-home relationship powered people’s purchasing decisions. This year, we saw many buyers looking farther to secondary markets like Coquitlam, Langley, Kelowna and Squamish as they became pushed out of price points in Greater Vancouver. In turn, price points in those regions have also risen, with pre-sale developments that typically took a few years to sell out, now selling out in a matter of days or weeks.

As a result, pre-sale developments across the province are selling out faster than ever. We saw this at Caban by Cressey in Kelowna, where its entire 120 condominiums sold out in 24 hours of launching. We’re seeing this at Eastin by Essence Properties in Langley, with over 90 percent sold in its first weekend. The last 12 months have truly proven to be an incredibly active year for our pre-sale market, and one that exceeded our predictions made at the beginning of 2021. BACK IN APRIL, WE MADE BOLD PREDICTIONS

WE WILL CONTINUE TO REMAIN

Earlier this year, we anticipated that we would see double-digit growth in most pre-sale markets. We knew that developments were coming back to market after a slump in 2017 through to 2019, yet it still would not be enough to satisfy demand. Our prediction was that there would continue to be upward pressure on housing prices across Greater Vancouver. We now know that this year’s market activity far exceeded our predictions, and this pressure for more supply is only going to continue as we look to 2022.

Our nation and province are of the most sought-after places to live and invest in. Despite the hardships we’ve endured this year, from catastrophic drought and wildfires to the more recent devastating rain events, we prove to be resilient, time and time again. Our Canadian values remain strong, as does our real estate market for 2022.

Because resale saw such limited supply across many regions, buyers have become more patient with their choices. They’re also understanding more of the

It’s a well-known truism: there’s an allure to island living. Somehow, life seems a bit calmer, more social when you’re “an islander.” And as the pandemic-driven shift toward larger, more flexible home design continues, Vancouver Island is attracting attention from a diverse range of buyers looking for this more laid-back lifestyle. In this issue, we chat with Michael Sikich, principal at The Agency real estate marketing group, about some of the additional benefits. New Home + Condo Guide: Vancouver Island, especially the five municipalities that make up the Western Communities of Victoria, have seen a boom in development over the last few years. What’s the attraction? Michael Sikich: Well, there’s the obvious: it’s more affordable than Vancouver, the outdoor recreation is amazing, and it’s more laid back — people here understand how to enjoy life. But there are many other aspects people are just now discovering. The quality of post-secondary schooling, for example, is becoming a big draw. UVic has a great reputation and is expanding, Royal Rhodes University is attracting attention globally, plus Camosun College is also close by. We’re now seeing people who want to invest in real estate looking at some of the projects we’re marketing in Langford because their children are talking about moving to the Island to go to school. mainly retired people, but that’s changing and it’s never been the case in the Western Communities — they’ve always been very family-oriented. NH+CG: Has the new emphasis on working from home impacted sales? MS: Yes. Zoom and video conferencing are now so seamless and accepted that one of our consultants had moved there at the beginning of the pandemic and many clients only found out recently. So, you’ve got the benefit of being able to have more space at home at a better price point, yet when you step off the ferry, you really do feel like it’s a different world than the Lower Mainland. NH+CG: What’s something you think would surprise most people about the Western Communities? MS: How livable and vibrant they are. In fact, last year,
