LOCAL FIRM CHOSEN TO BUILD THE SEA ROAD BUILDING IN CLEETHORPES

JemBuild Ltd, based in Humberston, North East Lincolnshire, have won the contract to build the iconic building at Sea Road in Cleethorpes.

Committed to using local companies where possible, JemBuild have already been working with North East Lincolnshire Council on the retaining wall works behind the old beach safety offices. Once this has been completed, work will start on the main building.

A new three-storey building will be constructed on the brownfield site on Sea Road, comprising retail or hospitality space, as well as new public amenities and a changing places facility. Work is ongoing to secure the pre-let agreement for the hospitality provider, which will be announced in due course.

Paul Barker, Managing Director of JemBuild said: “I am delighted to have secured this fabulous contract with North East Lincolnshire Council and look forward to working with NELC along with our construction partners, Hodson Architects and C2C Structural along with our local suppliers on this exciting project that will undoubtedly cement its place on the local landscape to become as iconic as its sister building, the prominent Pier.”

Cllr Philip Jackson, Leader of the council said: “This is great news for the area and it’s good to see things moving forwards. The Cleethorpes Masterplan, carried out by renowned consultants, Hemingway Design, has helped us create a vision for the future of the resort, based on what people who took the time to respond to the Masterplan want to see. And hundreds of people have been having their say about the future designs for Pier Gardens and Market Place in the last few weeks too.”

About the building:

Interrupted by COVID, the three-storey Sea Road building was granted planning permission in 2020, and promises to offer new high quality outside space, with public viewing areas as well as balconies. The first floor of the building will be accessible from Pier Gardens, giving a gracious nod back to how the pier was accessed when it was first constructed.

FOOD SHOPPING LEISURE

Other elements of the building hark back to the Art Deco seaside style and the buildings constructed around the resort at that time, such as the small retail kiosks on Central Prom, and the former Electricity Board showroom on Isaac’s Hill.

Work to deliver the three key schemes in Cleethorpes, the Sea Road building, Pier Gardens and Market Place, along with a small amount for signage, is being funded through by HM Government. Money through this fund is being ringfenced for these projects and can’t be spent on other projects in the town.

DELIGHT AS GREATER LINCOLNSHIRE DEVOLUTION GETS THE GO-AHEAD

DEVOLUTION for Greater Lincolnshire is to go-ahead, following successful meetings between local authority leaders and the new Government.

In a joint announcement, delighted leaders of the three lead authorities - North East and North Lincolnshire unitary councils, and Lincolnshire County Council, have confirmed the future of the Greater Lincolnshire Combined County Authority (GLCCA).

During September, a Greater Lincolnshire delegation visited Westminster to meet Jim McMahon, the Minister of State at the Ministry of Housing, Communities and Local Government.

Following those successful talks, the Deal will now progress through its final legislative stage to allow the forming of the GLCCA ahead of the Mayoral election next May.

The Leader of North East Lincolnshire Council, Cllr Philip Jackson, said:

“I am sure I share the sentiments of my two colleagues, the Leaders of Lincolnshire County Council and North Lincolnshire Council, when I say this is the best possible news we could have hoped for. Months and months of dedicated hard work and effort has been put into creating a vision for Greater Lincolnshire that will offer a cohesive approachallowing this region to grow and prosper.

“Our deal was supported by the last Government with millions of pounds of funding agreed to be devolved down to our new Greater Lincolnshire Combined County Authority to ensure we would be able to truly invest in our key priority areas, which will underpin our positive way forward.

“I am therefore delighted that Greater Lincolnshire devolution continues to have the support of the country’s new Government and I now look forward to continuing our journey towards more local control with funding and powers handed to those who are closer to the communities they serve. We have a chance to make a real difference.”

Lincolnshire County Council’s Leader, Cllr Martin Hill OBE, continued:

“This is great news and I’m pleased we are able to move forward with devolution to deliver growth in Greater Lincolnshire. We have always been clear that strengthening local decisionmaking where we consider the needs and wants of our communities, will give the best results for residents and businesses.

“It’s clear that having a Mayoral Combined Authority will give us the ability to liaise directly with the government about what is best for our residents and be able to achieve our ambitious plans more quickly. The decision to take this forward reflects our strong partnership work with North Lincolnshire and North East Lincolnshire councils, and the hard work we have all put in to making sure it’s the right deal for our area.”

Cllr Rob Waltham MBE, leader, North Lincolnshire Council, said: “I am pleased that the devolution deal has been approved for Greater Lincolnshire and the generational change this will deliver for local people.

“Our £720m deal was supported by thousands of residents and has been on the table for years and negotiated earlier this year. At last, we can get to work on seizing this monumental opportunity – bringing better paid jobs to the area, boosting skills, expanding local infrastructure and enhancing our environment across Lincolnshire.

“We will continue to strengthen ties across our great historic county - I am incredibly proud to have been born, educated and lived and worked in Lincolnshire for most of my life and to have 10 generations of my family living throughout Lincolnshire. We are a great county full of inspirational people who deserve the best opportunities for them and their families as we seek to level up Lincolnshire to deliver a better quality of life for local residents.”

A letter from Mr McMahon to the three Leaders, states:

“Thank you for all your hard work to get to this point. The establishment of the Greater Lincolnshire Combined County Authority will be a significant step in realising that ambition for your region, giving you as local leaders the power to make decisions that benefit your communities, boosting economic growth and driving reform, which is at the forefront of the government’s agenda.”

In his letter, the Minister recognises the work that is being done to grow relationships between Greater Lincolnshire and Hull & East Riding which has also had its devolution deal accepted.

“I know you will work to deepen and grow these arrangements,” he added.

The financial Deal remains the same as finalised between our three lead authorities and the previous Government with a total investment fund of three-quarters of a billion pounds over the next 30 years.

This includes an annual £24m Mayoral Investment Fund to invest in priority areas of jobs and skills; housing & highways, transport, the environment and nature, net zero, digital improvements, and innovation and trade. There is also an initial capital funding pot of £28m including brownfield funding for individual schemes across Greater Lincolnshire. In North East Lincolnshire this will support the phase one development of a Grimsby Town Centre Transport Hub, along with the new housing scheme for the town’s Alexandra Dock.

REVAMP BOOST FOR BUS STATION PASSENGERS

A refurbishment of Bourne Bus Station’s shelters has resulted in a brighter, safer area for passengers.

The work, carried out on behalf of South Kesteven District Council by Shelter Maintenance Ltd, saw repainting, removal of graffiti, replacement of damaged glass and replacement of some roof sections at North Road.

Artwork from local schools will soon form part of the bright and cheerful decoration.

Passengers can travel from Bourne to Lincoln, Stamford, the Deepings, Peterborough, Spalding, Sleaford and villages in between.

Bourne District Councillor Helen Crawford was instrumental in securing the refurbishment.

She said: “In my role as an SKDC ward member for Bourne and as a Bourne town councillor, I felt it was important to complete this work for the safety and comfort of bus users in the town. We are all pleased with the completed project and hope the public will help it stay this way.”

Meanwhile, Lincolnshire County Council is expecting electronic departure information boards to be installed in all three bus stations operated by SKDC – in Grantham, Bourne and Stamford - by the end of November.

WALTHAM WINDMILL

PRESERVING HISTORY FOR FUTURE GENERATIONS

Waltham Windmill is one of the most iconic windmills in the country.

There has been a windmill in Waltham since 1666,the earlier mills being wooden post mills. The present mill was built between 1878 and 1880 by Saunderson’s of Louth and Waltham was the last mill to be built in Lincolnshire it was built on the cheap, at £500, hence the fact that it does not have a balcony. It was built from the poorest quality bricks, 250,000 in all from the outer edges of the kiln. This meant the mill had to be regularly tarred, done every 5 years to keep it water resistant.

In 1952 the mill was listed as a grade II* building of Architectural and Historic interest. In 1978, one of the remaining sails was damaged, the other three having been removed for safety reasons. The mill ceased to be a working mill in 1962 and fell into disrepair. In 1966 the Waltham Windmill Preservation Society was formed to restore the mill to its former glory.

Several major restoration projects have been carried out on the mill over more recent years. Major restoration work was carried out 2021 at a cost of £90,000. However after a recent inspection by our new millwright, Tim Whiting of Suffolk Millwrights, he identified deteriorating rot on the timbers of the fantail frame and an application was made to Historic England to put the mill on ‘The Buildings at Risk Register’ This application was accepted and the Mill was put on The Buildings at Risk Register in October 2023.

This classification opened doors to grant applications and we were lucky enough to secure a grant of £63,120 from Historic England towards the present restoration. The recent work required the sails and cap to be removed from the mill. The last time this happened was during 2000/2001.

Work started in earnest on the 28th August 2024 when, in the capable hands of Tim Whiting of Suffolk Millwrights together with BJW cranes, the first two sails were removed from the mill. The remaining four sails and the cap were removed on Thursday 29th August 2024. This provides an ideal opportunity to view the sails and cap close up on the ground. Suffolk Millwrights are doing the majority of the work with the windmill volunteers doing some of the supporting work. Repairs will also be made to the cap and lantern gear.

Whilst the sails are on the ground they are being painted by RSG Group who will also paint the mill tower.

Each sail has 21 shades , 126 shades in all. The shades in the sails can be opened or closed to control the speed at which the sails turn. >>>

As he rode his bike across the famous steel city of Sheffield in the early 1970’s, Craig Davison could not have predicted the impact these carefree days would have upon his career some 40 years later.

With the adventures and escapades of a youth well (mis)spent coming to a close and the nearly endless summer holidays leaving only the very best memories in its place, the line towards becoming one of the UK’s best selling fine artists was anything but a straight one.

A successful role as a cartoonist began the journey with drawing the likes of The Shoe People and The Wombles before moving into animation and games design with a major British company.

Working on a wide portfolio of the day’s most known computer games including Zorro, The Hulk and The Hurricanes allowed Craig the platform to sculpt everyday as his sculpting reference figures for 3D animation developed him artistically enough to become a freelance sculptor working alongside international brands including Harry Potter and Doctor Who.

Turning from clay to brush, Craig Davison began seriously painting as recently as 2007.

Within a year he was finally a full time painter, as he remains to this day, working out of his studio in Worcestershire where he still finds time to sculpt, a much loved addition to his portfolio of works.

Inspired by the comic book artistry of Mike Mignola, the simplistic still characters of Yoshitomo Nara, the energy of Goya and the superb illustrations of N.C Wyeth, Craig is immensely proud to be able to present nostalgia in painted form to collectors all over Europe and the World. BROWNFIELD HOUSING SITE MOVES A STEP CLOSER

The Alexandra Dock area of Grimsby, between the new Onside Youth Zone and the Fishing Heritage Centre area looks set to be transformed over the next few years after the build lease for the area was signed with a leading UK homebuilder, Keepmoat, this month.

The brownfield site has been the subject of consultation with developers in the housing market since November last year. This is a process where developers register an interest in the site, and then, through rounds of discussions, submit a final bid to take over the build lease of the site which then allows them to put in a planning application for their proposals.

This area was identified for homes in Grimsby’s Town Centre Masterplan, which is supported by Homes England, and is cited as an ideal location given the water nearby and the improvements that have already taken place.

The 6.25 acre town centre site bordered by Fisherman’s Wharf and the River Freshney will eventually see a community of around 130 homes with supporting commercial accommodation.

The frontage of the site, bordering Alexandra Dock, was completed in 2021, and includes the new footbridge over the River.

Over the last few years, work has been ongoing at the site to support the future development in terms of ground investigation works and surveys.

Investment worth approximately £7.8m to support the development at this site has already been secured through the Government’s Towns Fund, and as announced today, the build will be supported by brownfield funding secured as part of the Greater Lincolnshire devolution deal.

Cllr Philip Jackson, Leader of the council, said: “We want to create a place that connects the town and its community with its waterside, creating a fantastic urban living environment.

“North East Lincolnshire must develop as a place where people want to live and work. If that does not happen, we risk stagnating as a borough. We’re committed to making sure that does not happen.”

“There’s a long way to go yet, and developments of this scale

don’t happen overnight. But we are working to improve the town centre as a whole and this is part of that vision. “We want people who work in our borough to also live here as this will maximise the economic benefits to the area.

“Step-by-step, along with other initiatives in the town centre, we’re changing how our town centre can be used safely, and enjoyed by everyone.”

Ben Hindley, Regional Land and Partnership Director at Keepmoat, Yorkshire East, added: “We’re excited to be working in partnership with the Council to regenerate a large parcel of brownfield land and deliver new homes in Grimsby.

“At Keepmoat we pride ourselves on supporting local authorities to achieve their housing targets and we are honoured to be the housebuilder of choice for this project, selected to create much needed quality housing stock for generations to come.

“We are approaching the project in the Alexandra Dock area of Grimsby with healthy life principles in mind, to ensure the scheme is not only visually appealing, but has plenty of available green spaces for walking, cycling and spending time outside.”

Paul Gascoine Assistant Director at Homes England says “As the governments housing and regeneration agency we want to support partners, in the public and private sector, to unlock strategic housing sites where brownfield, infrastructure or land projects face delivery challenges.

“The Alexandra Dock is a prime example of this. The agency has worked closely with North East Lincolnshire Council to support the development of the master plan over the last two years, and it’s great to see it move forward.”

The next stage for the site is for the developers to carry out a public consultation prior to submitting a planning application. This is currently expected in the autumn / winter of 2024/25.

TIPS TO HELP LINCOLN MOTORISTS PREPARE THEIR CARS

FOR WETTER WEATHER

As the long, warm days of summer give way to the crisp, cool breezes of autumn, a Volvo retailer in Lincoln is offering its top tips to help local drivers prepare their cars for the changing conditions ahead.

Andy McInnes, Business Manager at Stoneacre Lincoln on Lincoln Fields, said: “Autumn brings unique challenges for drivers, from fluctuating temperatures to more debris on the roads and potential flooding. This can make the next few months more hazardous, but with awareness of these dangers and a little preparation, there’s no reason to be nervous.

“Here’s our guide to preparing your car, ensuring it remains safe and reliable throughout the season.”

1. CHECK AND REPLACE WIPERS

“The autumn months often mean more rain, and as leaves begin to fall, they can create additional debris on your windscreen. Drivers must therefore ensure that their wiper blades are in good condition, free of cracks and capable of clearing windscreens effectively. If they’re streaking or skipping, it’s time to replace them. Consider installing blades designed for heavy-duty use, which can handle the increased moisture and debris that autumn often brings.”

2. TREAD CAREFULLY

“Your tyres are your connection to the road, so it’s essential that they are in good condition and correctly inflated. The legal minimum level of tread is 1.6mm. However, during autumn and winter it’s advisable to have tread of at least 3mm to help with driving on slippery surfaces. A simple trick to test the tread depth is to use a 20p coin. When you insert the coin into one of the grooves on the tyre, the rim of the coin should sit in the tyre so that it’s no longer visible. If this isn’t the case, it’s time to buy some new tyres.”

3. GET THE JUICES FLOWING

“As the seasons change, it’s a good time to check all your vehicle’s fluids. Ensure your coolant is at the appropriate level and mixed correctly to prevent freezing as temperatures dip. Top up the windscreen washer fluid with a solution that won’t freeze and is effective at removing autumn grime. Also, check and replace the oil and oil filter if it’s time for an oil change, and consider replacing the cabin air filter, which can become clogged with pollen and debris from the summer.”

4.

TEST THOSE BRAKES

“With wetter roads and the potential for fallen leaves making surfaces slippery, having fully functioning brakes is vital. Listen for any squeaking or grinding sounds when braking, and if you notice any issues, such as decreased responsiveness or a spongy brake pedal, have them inspected. Ensuring your brakes are in top condition will give you peace of mind as you navigate autumn’s more challenging driving conditions.”

Stoneacre Lincoln on Lincoln Fields was delighted that the stylish Volvo EX30 was crowned the winner of the Sustainable Interior award at this year’s Marie Claire UK Sustainability Awards.

Now in its fourth year, the awards celebrate ground-breaking products, innovative business models and leaders who “go the extra mile to build a better tomorrow”. The winners were selected by a judging group that included experts from Marie Claire UK and the B Corp sustainability advisory, Seismic.

The lifestyle magazine praised Volvo Cars’ “impressive commitment” that enables customers to make informed choices about the sustainability of their car.

The EX30, which is Volvo’s smallest ever fully electric SUV, has been designed to have the smallest carbon footprint of any Volvo car to date. Where possible, recycled materials are used in the car’s construction, with parts and material suppliers committed to using 100% renewable energy during the car’s production.

Marie Claire UK praised how the EX30’s design has reduced the number of components in the car’s cabin by providing a centrally positioned array of window controls and using a soundbar for the in-car audio instead of multiple speakers. It also highlighted the interior’s “innovative finish” which features textile fibres from recycled denim jeans and plastics sourced from recycled window frames. The Nordico seat upholstery is also made from recyclables,

including PET bottles and bio-attributed materials from Scandinavian forests.
