Did you know there are 64 jams a week in the Rio Grande Valley? There are all kinds of different jams available to Winter Texans. This week I visited the jam at Split Rail RV in Mission. They jam each Friday from 1 to 3 p.m. The music is country western with a touch of gospel thrown in for good measure. Jam organizer Gary LeGrid says there are from 20 to 35 musicians at each Split Rail jam. A look around the room showed many people playing guitar, three accordions, a keyboard, a dobro, two fiddlers, and a mandolin. Some musicians were on the See SPLIT RAIL pg. 17

‘Amahl’ opera returns this Christmas season

South Texas Lyric Opera, the Rio Grande Valley’s premier opera company, marks the holiday season with its ninth annual performance of “Amahl and the Night Visitors.” The story centers on Amahl, a poor crippled shepherd boy living with his widowed mother. They encounter the three kings destined to visit the newborn Christ and through the course of the tale, the young boy is cured of his lameness because of his selflessness. The opera is one hour in length, fully staged and performed in English with a live orchestra. The performance will take place at the Edinburg Auditorium, 415 W. W. McIntyre, on Saturday, Dec. 6, at 7:30 p.m. General admission tickets are $25 (pre-sale) and $30 at the door. Discounted tickets of $15/$20 are available for students and senior citizens. “This is a story appealing to children of all ages, with magical themes and glorious music,” said Dr. Mazias de Oliviera, founder and artistic director of STLO. “It was written specifically for young imaginations so that children can easily relate to a child with a heart full of dreams. Hidalgo Festival of Lights brightens holidays By Kathy Olivarez The holiday season is upon us and no town in the Rio Grande Valley celebrates the holiday in as grand a manner as Hidalgo with the annual Festival of Lights. The city’s three million lights along a threemile trail featuring 5,000 lighted displays has become a part of the Valley’s Christmas tradition that adds to the excitement and wonderment of the season. The Hidalgo Festival of Lights starts Dec. 1 and runs through Dec. 31. The event kicks off with the Hidalgo Festival of Lights Illuminated Parade with the theme, “An Argentine Tango,” on Monday, Dec. 1 at 6 p.m. On Tuesday, Dec. 2 there will be a Festival of Lights 5K Fun Run/Walk in the Lights at 6:15 p.m. On Dec. 17 The 15th Annual Ramon Ayala Posada will be presented. This is the traditional Christmas parade where Mary and Joseph seek shelter in Bethlehem. This will be held along with a gift giveaway of an estimated 10,000 gifts to area children. While the lights are always free to those who wish to drive through the displays, there are many other ways to enjoy

New VA Clinic opens in McAllen

By Kathy Olivarez A new VA clinic opened earlier this year in McAllen, offering a range of medical services to veterans. The Winter Texan Times recently toured the new Veteran’s Administration Clinic, located at 901 E. Hackberry in McAllen, to give Winter Texans an inside look at what the new state-of-the-art clinic has to offer. During the tour Hugo Martinez, of the Veterans Administration of the Valley-Coastal Bend Area, quoted the promise made to veterans by President Lincoln during the Civil War to explain why the new clinic was built. “We are here to serve veterans and keep President Lincoln’s promise ‘to care for he (and she) who has borne the battle,’” Martinez. Quinta Mazatlan offers variety of nature walks

By Kathy Olivarez Quinta Mazatlan in McAllen offers one-half mile of ADA accessible nature trails giving all visitors access to the joys of the birds, butterflies and plants of nature. Quinta Mazatlan is the McAllen satellite of the World Birding Center sites, found throughout the Rio Grande Valley. To aid visitors in enjoying what Quinta Mazatlan has to offer, a variety of guided walks are offered during the week. Admission is $3. Each Tuesday and Saturday at 8:30 a.m. a one-hour Songbird Stroll is led through the trails at Quinta Mazatlan by an expert birder. Depending on the time of year, 20 to 40 different songbirds may be spotted. Colleen Hook, manager of Quinta Mazatlan, said recently visitors have observed migratory warblers, green jays, Altamira orioles, gray hawks and the tropical parula. Because the birds vary from month to month, Hook suggested visitors could come more than once to see more variety of birds and wildlife. On Wednesdays, volunteers are invited to work alongside gardeners from Mazatlan to learn what plants to use to attract birds and butterflies to their gardens. The gardeners are Texas Master Naturalists trained to know which plants work best in this climate. Hook said visitors who come to volunteer are not charged the $3 admission fee.

by two different families for 30 years each before the City of McAllen took it over 10 years ago. A new addition to the home includes the recent donation of a collection of native art formerly owned by Ann Moore, a board member at Quinta Mazatlan. It contains over 1000 pieces of art related to the Hispanic culture of Mexico and South Texas. A special room has been renovated to house the collection for visitors. The mansion also has a bookstore that sells a variety of books related to the birds, butterflies, and natural resources of the area, tee shirts, and items to help children learn about the natural resources found in the area. These items make great Christmas gifts. Hook emphasized the trails are open anytime not just during guided talks. The nature trail has been accented with 25 bronze sculptures created by Douglas Clark and his sculpture classes at The University of Texas-Pan American. Tortoises, a family of javelinas and the five cats of Texas, (ocelot, jaguarundi, mountain lions, bobcats, cougar) are found along the trail along with other inhabitants of South Texas. Cold Shocked Sea Turtles Rescued

By Kathy Olivarez The recent cold weather played havoc with the adolescent green sea turtles that make their homes in the waters of the Laguna Madre at South Padre Island. Temperatures dropped quickly and lower than usual, throwing many green turtles into cold shock. A full-scale rescue operation was underway last weekend at Sea Turtle, Inc., a sea turtle rescue center located on the island. The large tanks with sea turtles in the main demonstration area were covered so the larger turtles that were injured and rescued and now used for educational purposes would be kept warm. But the garage was full of activity. “Sea turtles are cold-blooded animals that take the temperature of the water around them,” explained Kat Lillie, a wildlife biologist with Sea Turtle, Inc. on South Padre Island. Lillie has a degree in wildlife management from Purdue and fell in love with turtles during her studies. After graduating five years ago, she joined the staff at South Padre. “Sea Turtle, Inc. has been known for many years for its efforts to save injured or sick sea turtles. But the early cold weather causes unusual problems for turtles that are in the Laguna Madre. They go into shock and can drown if not rescued when the water drops below 60 degrees. Normally, the temperature stays between

70 and 80 degrees, although it may vary seasonally. Lillie explained the water in the Laguna Madre is shallow compared to the water in the Gulf of Mexico and the temperatures drop with cold weather. Sea Turtle, Inc. keeps temperature buoys from the National Oceanic and Atmospheric Administration in the Laguna Madre to monitor the temperatures. When the temperature of

the water drops below 60 degrees, Texas Parks and Wildlife sends boats into the Laguna Madre to search for sea turtles that are in trouble. They are delivered to Sea Turtle Inc. to be warmed in their special garage built for that purpose. Lillie showed the garage where 64 turtles were in various stages of recovery. When first brought in, the turtles were placed in a tub with no water to start

warming up. While they are very lethargic, there is a chance of drowning. Once they started to warm up and move a bit they were placed in tubs with water that must be changed every five to six hours for cleanliness. Most of the turtles in the garage had no injuries and were waking up. Some were already quite active and splashing around in the tubs. Others were still in recovery and not moving much. Several of the turtles had propeller injuries from boats while floating on the surface of the water. Those turtles will be doctored and kept until the shells were healed. The others will be released when the weather warms up. Lillie said there are predictions of another bout of cold weather for the coming week so no turtles will be released until that weather has passed. Normally, sea turtles are brought to Sea Turtle, Inc. because of injuries. The most common is cut shells from boat propellers. Another comes from plastic injuries. Those plastic loops that hold six-packs together can be deadly to sea turtles if they get a flipper caught on one. Some turtles brought to Sea Turtle, Inc. are permanent residents due to the amputation of a flipper caught in one of those plastic loops. McAllen ranked most affordable U.S. City

By Kathy Olivarez Good news for Winter Texans and local residents alike: McAllen, Texas is the cheapest place to live in the United States, while Harlingen is ranked as third most affordable city. According to the Council for Community and Economic Research, a research organization in Arlington, Va. that provides economic information, the cost of living in McAllen is about 20 percent less than the national average. Harlingen was listed as having the third most affordable cost of living in the recent study, indicating that the Rio Grande Valley offers great value and a very affordable lifestyle. McAllen and Harlingen have regularly appeared in the study’s top ten list of most affordable cities over the past several years. The Council for Community and Economic Research studied 264 urban areas in their third quarter report. The analysis examined the price of housing, utilities, grocery items, transportation, health care and miscellaneous goods and services. Rankings were based on the ACCRA Cost of Living Index produced by the Council for Community and Economic Research, which found the after taxes cost to maintain a standard of living enjoyed by the average professional is almost 20 percent below the national relative price level.

The top ten most affordable cities includes McAllen at No. 1, at 81.5 percent of the national average, while Harlingen ranked No. 3 at 83.5 percent. San Marcos, a town between San Antonio and Austin ranked No. 8 in the top ten most affordable places to live, at 85.6 percent. Conversely, large cities such as New York City (Manhattan) and Washington, D.C. ranked high above the average of 100. New York City came in at 214.5, over twice the national index while Washington, D.C. ranked 138.8. Nationwide, the average budget spent 13.49 percent for groceries, 28.05 percent for housing, 9.95 percent for utilities, 12.83 percent for transportation, 4.99 percent for healthcare, and 33.01 percent for miscellaneous goods and services. McAllen did not exceed the national average in any of these categories. In grocery items McAllen costs were 83.3 percent of the national average while housing costs were only 74.7 percent. Utilities were at 91.5 percent while transportation was at 87.4 percent, health care, 81.9 percent and miscellaneous goods and services 80.6 percent of the national average. The survey looked at the cost of food goods from the cost of a T-bone steak to a loaf of bread. In McAllen, the average price of a T-bone steak was $8.43 compared to New York City where the same steak cost $13.99. In McAllen a loaf of

bread cost $1.22 while a loaf of bread in Manhattan cost consumers $2.30. Under miscellaneous goods and services a bottle of ibuprophen that costs $7.37 in McAllen would cost $9.79 in Manhattan while a trip to the beauty shop that costs $25.67 in McAllen would cost $63.33 in Manhattan.

According to Ivan Gonzalez, vice president of Business Development and Governmental Affairs for the McAllen Chamber of Commerce, “A consistently low cost of living is a good sign that McAllen is an excellent place to live and do business.

The biologist said turtles that are big enough will receive a microchip under their skins for research purposes before being released. Each turtle will be given a name and information about its weight and estimated age will be recorded. Information about Sea Turtle, Inc. is placed on the chip and placed in a national database so, if the turtle ever returns to Sea Turtle Inc. or is found by another research organization anywhere in the world, Sea Turtle, Inc. would receive data on where that turtle was found and how much it had grown. Green sea turtles are usually found from Florida to Mexico along the Gulf of Mexico. But they can migrate anywhere in the world. “The Laguna Madre is a feeding ground

for young green sea turtles,” Lillie explained. “We do not know how they know to come to the Laguna Madre. It might be instinct or some sort of magnetic pull that guides them here. Sometimes they arrive floating on a mass of Sargassum (seaweed). They usually stay around the Gulf Coast close to ten years before leaving on a world migration. Green turtles usually live to be 25 to 30 years old. They can grow to weigh as much as 70 pounds. Lillie said they have certain people who are trained to aid in rescues but asks that others not trained not attempt to do a rescue. Anyone who finds an injured turtle should not touch it. Instead they should stay near the injured turtle and call Sea Turtle Inc. at (956) 761-4511 to come do the rescue. When the weather is warm enough the turtles will be released, and signs will be posted at Sea Turtle Inc. and on their website telling when the release will occur so interested viewers can watch the mass of turtles making their way back into the water.

They played for an audience gether with others who enjoy music and of about 80 people, some of whom sang having a good time. Anyone who loves along with their favorite old songs like music can locate a jam in their area with the style of music they enjoy. “Delta Dawn.” Singers sang old favorites like “Blue Kentucky Girl,” which was being sung when I arrived. Edi Trout, accompanied by Gary Legrid, sang “Just as Long as You Love Me,” followed by another singer singing “Candy Kisses.” Art and Dee Hildebrand were up next with “Don’t Let Me Cross Over.” Wade and Penny Leggett joined in the fun with “If Teardrops were Pennies.” In addition to the songs that were sung, there were a couple of instrumentals such as “Upon the Ground” with Gilbert Allen and Gene Adams. A trio, Split Rail RV Jam consisting of Wade Edi Trout and Gary Legrid perform “Just as Long as You Love Leggett on dobro, Me.” Split Rail RV Park hosts a jam from 1 p.m. to 3 p.m. Gary LeGrid on gui- on Fridays. Kelley Elementaries perform. And on Saturday, Dec. 6, the Varlacks Family Choir, will entertain. On Sunday, Dec. 7, a longtime favorite group of performers, Estudiantina Guadalupana, a boys choir from San Luis Potosi, Mexico will return and will also give performances on Monday, Dec. 8, Tuesday,

On Saturday, Dec. 13 Pharr-San Juan-Alamo Memorial Early College High School Choir will perform while McAllen High School Choir will perform at 8 p .m. On Sunday, Dec. 14, The Magic Valley Chorus will sing. Monday, Dec. 15 the Maroon Tunes Jazz Choir of Mission High school will perform. The La Feria Symphonic Band plays On Tuesday, Dec. 16. On Dec. 17 the dinners and entertainment will be suspended for the annual Ramon Ayala Christmas Posada. On Thursday, Dec. 18, dinners and entertainment returns with Vanguard Academy performing. On Friday, Dec. 19 Valley View High School Drama Club will present a play. Iglesias de la Communidad Children’s Choir will perform on Saturday, Dec. 20. The special dinners wind up on Sunday, Dec. 21 with the Church of Jesus Christ of Latter Day Saints Youth Choir. Washboard Willie will be on the grounds of Hidalgo City Hall entertaining each night of the celebration. Christmas in the Valley would not be complete without a visit to Hidalgo to see the wonderful Festival of Lights.

The clinic has 58,700 square feet of space and is over twice the size of the previous facility. The new facilities are open from 8 a.m. to 4:30 p.m. Monday, Tuesday, Thursday and Friday. On Wednesdays the clinic opens at 10 a.m. to allow doctors to consult with other doctors in the clinic on difficult cases. The clinic sees about 140 primary care cases per day. In addition to providing primary health care through the services of 10 doctors and their individual staffs that include a nurse, LVN, and receptionist, the clinic offers other services. Martinez pointed out the self-check-in kiosks where veterans can sign in for services. Veterans can get mental health services, women’s health services, lab services, radiology testing, and telemetry consultations with specialists in other VA hospitals at remote locations. There is a veteran’s crisis line where veterans in need of immediate help can call. The number is 1-800-273-8255. This is for anyone with suicidal thoughts, flashbacks, and family safety concerns. Martinez explained that while not all services are locally available, it is easy to

The new McAllen VA clinic does not offer surgery. Ambulatory or day surgeries are offered in Harlingen for minor conditions. Those needing major surgeries will still have to go to San Antonio. In the future, the clinic will have doctors and staff for areas such as prosthesis, physical therapy and optometry, but those positions have not yet been filled. The clinic offers case management for young veterans of the Iraq and Afghanistan Wars. One of the areas Martinez showed off was the state-of-the-art robotic pharmacy. A large machine, not unlike a candy vending machine, had boxes of up to 500 pills of various kinds, inside the machine. When the pharmacy receives a prescription it is fed via computer to the machine that reads the request, and prints a label for a pill bottle, which is sent to the location where the pills are to be distributed. The machine matches the request for medication to the box where the medication is kept and automatically dispenses the number of pills ordered and into the labeled pill bottle. The machine moves the bottles down a conveyor line to where a pharmacy technician checks the bottle to make sure it has the right medicine. On his computer screen there is a picture of the medicine along with the name of the veteran receiving the medication and his

The equipment tells everything from the doctor who prescribed the medicine to the technician who filled the bottle to make sure there are no mistakes The patient must sign for any medications picked up at the clinic. If the patient is too ill to make the pickup, whoever comes for it must bring his ID to get the medicines. Martinez said the VA does an excellent job of being sure the right medicine is delivered to the right patient. Martinez said prescriptions received monthly are sent directly to the veteran’s home from the big pharmacy in Dallas. Each VA pharmacy has a Doctor of Pharmacy on staff to check the medications the doctors are prescribing for side effects. In McAllen, the Doctor of Pharmacy is Dr. Omar Salgado. Because some veterans are on many medications, it is his responsibility to be sure the veteran is not being given medication that will conflict with other medications he is already receiving. He also must know the special conditions a patient has such as a liver dysfunction that would make a certain medicine inappropriate for him. If he finds a problem with the prescription, he is able to make medicine modifications. Martinez said the average wait for an appointment for a new veteran is 45 days.

days. He said currently the local VA clinics serve over 10,000 veterans who call the Valley home. They provide services to veterans from Cameron, Hidalgo and Starr Counties. In all, there are about 30,000 veterans in the area but not all are active in the VA system. Martinez said that any veteran who is being treated for a service-related illness or disability receives treatment free of charge. Veterans who are not being treated for a service-related condition are asked to pay based on a graduated scale. Veterans who are over 50 percent disabled have no co-pay for treatments.
