The Digital TV Transformation: One Year Later
I
t’s been nearly one year since the entire nation officially switched off analog television and switched on digital television full time. After June 12, 2009 (the day all full power analog TV transmitters were turned off), terms like “over-the-air” and “rabbit ears” became popular again at the water cooler and at backyard barbecues. While WSIU made the digital switch earlier in 2009 due to technical reasons, by early summer of that year all of the remaining stations in our region had turned off their analog signals, as well, and the nation was officially digital with regard to broadcast television.

So how’s that working out for you? From our perspective, service has certainly been enhanced. WSIU now broadcasts many programs in high definition, nearly all in stereo, with Dolby Digital 5.1 surround coming soon. We also broadcast two additional video channels featuring the best of PBS, as well as alternate programming 24 hours each day on 8.2/16.2 PBS World and 8.3/16.3 Create. Our over-the-air coverage radius has also increased, now encompassing the downtown St. Louis area, along with all of the metro east area and St. Clair county. Still we know the experience may not be as rewarding for some of you. A few weeks ago, I had the opportunity to talk to viewers at the Southern Illinois Men’s Health Conference while working at our outreach table. Many of you stopped by to collect information on health-related programming, but there were several who stopped to share the concern that they could no longer receive WSIU after the transition. So much for digital = better? After talking with most people, we can usually identify the potential culprits responsible for the loss of signal (improper antenna installation/orientation, type of antenna and lead, connectors, etc.) There were a few people, however, who seemed to have tried every trick in the book and still left us scratching our heads. At WSIU, we’re committed to helping everybody who wants to watch free educational television receive a reliable signal. We’re equally committed to helping those who receive only WSIU’s main signal on cable or home satellite to enjoy our additional channels of PBS World and Create. If you’re having trouble receiving our channels or know somebody else who is, please don’t hesitate to contact us. or the second consecutive year, WSIU has been awarded a national award from the Corporation for Public Broadcasting (CPB) for its educational outreach efforts.
WSIU received a My Source Education Innovation Award for our creative approach in using public media resources to improve teacher instruction and student outcomes. My Source is a national campaign developed by CPB to engage people in a dialogue about the power of public broadcasting to enrich public life. “Stations across the country are using technology in creative and innovative ways to deliver educational tools and resources that are making a real difference to teachers, parents and children,” says Pat Harrison, president and CEO of CPB. “Public media is the definitive education partner for a new generation of learners, and CPB congratulates WSIU for its outstanding contribution to the community.” WSIU’s two winning TV testimonials feature early childhood teachers Keely Gelso and Dimitra Palaskonis of the Alice Wright Early Childhood Center in Carbondale. Gelso shares why she values WSIU’s PBS TeacherLine courses as a professional development resource, while Palaskonis tells a moving personal story about the positive impact of WSIU and PBS programming on her life as the child of Greek immigrants. Scholastic Hi-Q Finals
T
hirty-two teams from across Southern Illinois participated in the 2009-10 season of WSIU’s single-elimination game show series Scholastic Hi-Q, but only four teams reached the semifinal round: Carbondale, Herrin, Nashville, and Freeburg. Scholastic Hi-Q wrapped up its 24th season with a showdown between Carbondale and Freeburg. The Terriers narrowly defeated Freeburg 500 to 465 to claim Hi-Q’s top spot for the second straight year. Carbondale also won its regional and sectional championships and advanced to the Illinois State Scholar Bowl semifinals, eventually placing 4th in the state. Congratulations, Carbondale! llinois Lawmakers, WSIU Public Television’s award-winning coverage of the state General Assembly, returns in May with two programs focusing on the final weeks of the 2010 Spring Session.
“Once again the state’s chronic budget crisis tops the agenda this spring at the Illinois Statehouse,” says Illinois Lawmakers host Jak Tichenor, “but there’s next to no agreement between the state’s Democrats and Republican leaders over how to close the nearly $13-billion gap between state spending and revenues.” Governor Patrick Quinn (D-Chicago) is calling for a one-percent hike in the state income tax to stave off $1.3 billion in cuts to public schools, colleges, and universities, but lawmakers on both sides of the aisle have shown little appetite for raising taxes in an election year. “It’s a classic stalemate” says Tichenor. “Both sides are dug in pretty deep. Republicans say they won’t consider raising taxes until Democrats make deep spending cuts and stop expanding government programs while Democrats
argue they won’t even call a vote on hiking taxes until Republicans put some votes on the bill.” Lawmakers did move with blinding speed earlier this spring to push through a sweeping overhaul of the state’s pension system ahead of a crucial sale of state construction bonds. Although the pension reform bill had broad bipartisan support, there’s no sign either side is willing to budge on the tax question. Tichenor reports there is increasing speculation that the Democratic-led majorities in both houses will propose a six month spending plan in May that will push back any decision on higher taxes until after the general election on November 2.

WSIU Launches New Friday Night Lineup Beginning May 7

SIU’s news and public affairs programming lineup on Friday night is getting a makeover with the addition of BBC Newsnight, Newsline, and the new cross-media news and public affairs magazine Need to Know, which will replace Bill Moyers Journal. The program will no longer be produced, as Moyers is retiring. NOW on PBS also will no longer be produced.

These changes reflect PBS’ efforts to revitalize its News & Public Affairs genre while continuing to offer trusted programming on all platforms. The changes also introduce new content and innovative ways of engaging the audience about topics that matter to them. “Forty percent of Americans are participating in the creation of news by posting stories to Facebook, highlighting stories on Twitter, and debating the issues of the day through dueling YouTube videos,” says PBS President and CEO Paula Kerger. “News has become a social experience and journalism must consider those implications.”

istory Detectives launches its eighth season on June 21 with a three-part episode exploring the excitement, promise, and ingenuity that fueled America’s foray into space exploration. Detectives Wesley Cowan, Gwendolyn Wright, Tukufu Zuberi, Elyse Luray, and Eduardo Pag n (photo at left) also explore other intriguing items, including a map of Iwo Jima that may have played a crucial role in the World War II battle on that island and a possible original section of the first transatlantic cable. ver 100 parents and kids joined WSIU and special guest The Cat in the Hat at the Du Quoin Public Library on Saturday, March 27 to help the library celebrate its 75th anniversary. WSIU launched a PBS KIDS Library Corner, which includes PBS KIDS banners and dedicated shelving units, as well as PBS KIDS program-related books, activity guides, and DVDs.

Spinning Tales at the Cape Storytelling Festival
A
beautiful spring weekend greeted WSIU and thousands of visitors at the 3rd Annual Cape Girardeau Storytelling Festival, held in historic downtown Cape April 9-11. National and regional storytellers spun folk tales, historical and literary tales, and stories about the joys and sorrows of everyday life. WSIU invited festival goers to tell their own stories at our “Share a Story” recording booth, where they received a CD copy of their stories. Among the visitors who recorded stories were a brother and sister duo who read original poems and a man who shared a story about the status of mules in Missouri in the pre-automobile days (instead of tractor pulls, they had “mule-pulls”). Look for the stories and photographs of participants on WSIU Radio’s web pages for Radio Voices: The Storytellers. WSIU’s Literacy Van and PBS KIDS character SuperWHY made appearances, while WSIU staff and students distributed educational materials, helped children create their own storybooks, and hosted drawings for DVDs and other prizes.
WSIU outreach coordinator Beth Spezia and outreach students Carolina Badiano, Danielle Farley, and Ryan Kinsella led the students in a Dr. Seuss reading session, organized games, supervised a hat-making session, and helped kids go online at PBS KIDS Island – an online destination that helps kids master literacy skills and tracks their progress. WSIU’s Literacy Van added a splash of fun to the day, while The Cat in the Hat (WSIU promotions student Mallory Henkleman) brought smiles to kids and parents alike. WSIU’s PBS KIDS Library Corner is part of the national Raising Readers initiative, which aims to help children ages 2-8 strengthen their reading and literacy skills. THE CAT IN THE HAT IS COMING TO WSIU-TV! The Cat in the Hat Knows a Lot About That, a new preschool children’s series from PBS KIDS, will debut this fall. The Cat in the Hat, voiced by actor Martin Short, will guide friends Ally and Nick on adventures where they make natural-science discoveries, from how bees make honey to why owls sleep during the day.

his summer, WSIU is teaming up with libraries across the region to launch PBS KIDS Raising Readers Library Corners and to encourage kids to get involved with their public library’s Summer Reading Program. A service of the National Association for the Education of Young Children, the “Week of the Young Child” recognizes the educational and developmental needs of young children and celebrates the teachers and policies that make a difference in children’s lives.
Care Resource & Referral, was on site, and PBS KIDS character SuperWHY made a guest appearance. Kids watched PBS KIDS videos, made tambourines, sang, marched in an outdoor parade, played games, and enjoyed ice cream from the Sweetreats truck. Each child received a Maya & Miguel book, the Dr. Seuss book Hop on Pop, and other materials.

MARCH 26 • CLOSING THE GAP WSIU staff presented the session, “Free Media, Technology Webinars, and So Much More at PBS Teachers,” at this annual conference for educators. Keynote speaker for the conference was Jo Anderson, Senior Advisor to the U.S. Department of Education. Anderson was formerly a director in our region for the Illinois Education Association. APRIL 16 • ARTICULATION CONFERENCE WSIU gave two presentations at an articulation conference for the Jackson County School District. Vickie Devenport presented the general session, “Free Media, Technology Webinars, and So Much More at PBS Teachers!” Beth Spezia’s presentation “PBS KIDS Raising Readers: A Public Media Campaign to Improve Children’s Literacy in Southern Illinois” was directed at preschool and elementary teachers. Both sessions included interactive tools such as video and audio files and text messaging. MAY 21 or 24 (TBD) • MARTHA SPEAKS READING BUDDIES CELEBRATION The Martha Speaks Reading Buddies program at Giant City School will conclude with this fun celebration featuring the PBS KIDS series Martha Speaks. The Humane Society of Southern Illinois will bring shelter animals and will join local veterinarians in demonstrating how to properly care for pets. WSIU Reception Troubleshooting Guide | Closed Captioning STEP #1 -- ANTENNAS
INDOOR ANTENNA
You must have a VHF or dual VHF/UHF antenna to receive WSIUTV’s channels. See below for more details.
• Extend the “rabbit ears” • Rotate the antenna a quarter turn and rescan again if you are unsuccessful finding WSIU -TV8 / WUSI - TV16 the first time. Repeat this process again if needed. • Be aware that aluminum siding may affect indoor antenna VHF reception.
STEP #2 -- CHANNEL SCAN Rescan your converter box or digital TV according to its manual. If rescanning does not work, try Step #3.
STEP #3 -- RESET Unplug the digital TV or converter box for a few minutes, plug it back in, and, then, do a channel scan again (step # 2). You may have to do this several times before it works. Finally, if the above fails, you may be able to force a system reset by starting a channel scan and unplugging the TV or converter box while it is scanning. Wait five minutes, plug it back in, and then rescan for channels (step#2).
OUTDOOR ANTENNA • Point antenna at our transmitter located in Tamaroa (WSIU-TV 8) or Dundas (WUSI-TV 16). • Old cables/coax may result in poor signal quality. (RG6 cable is recommended.)

our health and well-being are important to WSIU. That’s why health care and healthy living are a vital part of our program schedule and community engagement initiatives. We believe that one of our many responsibilities as a public media organization is to empower people of all ages to make more informed decisions about their lives. This year, WSIU co-sponsored the Sweet 16th Women’s Teen Health Conference, held on February 20 and the 3rd Annual Men’s Health Conference on March 20, both held at John A. Logan College (JALC) in Carterville. The conferences invite people of all ages to make healthier choices for themselves and their families.
WSIU staff and SIUC students answered questions and provided station information, educational materials, a list of public media resources, and more. We also held drawings for a flash drive, a quiz game, and CDs and DVDs of our best local programs. Look for WSIU at the 24th Women’s Health Conference at JALC on Saturday, September 18.

Logan Child Care Participant comment about WSIU and Resource Raising Readers & Referral, and WSIU sponsored a pre-conference dinner and educator’s forum in Carterville for the “Closing the Gap Conference.” The dinner honored presenters at the annual conference and provided a forum for educators to learn about the results of WSIU’s PBS KIDS Raising Readers initiative. WSIU showcased our Literacy Van, made possible by Child Care Resource and Referral; Super WHY; PBS KIDS Island online gaming; and WSIU’s award-winning My Source video spots, which highlighted our successful Super WHY Reading Camps, Martha Speaks Reading Buddies program, and PBS TeacherLine. WSIU also held a special interactive media element in the program, using text messaging in an experimental partnership with Mobile Commons.

arlier this year, Phil Gillespie, volunteer ombudsman for the Shawnee Alliance for Seniors in Carterville, reported that the WSIU InFocus program, Nursing Home Culture Change, was featured at the National Citizens Coalition for Nursing Home Reform Conference in Washington, DC. Two ombudspeople from Michigan, Allison Heschel and Sarah Slocum, presented WSIU’s video during their conference session. Nursing Home Culture Change highlights a national movement to radically transform nursing homes from institutions into homes that practice resident-centered care and allow for greater personal autonomy. Facilities that make the transition report higher occupancy rates, better staff retention, and lower operational costs. WSIU, Quad Counties Coalition, and other outreach partners have distributed the video statewide.
