WSIU-TV installs new generator system
The Big Bird Election of 2012
Y
ears ago, there was an expression that suggested any press is good press, as long as you spell the name right. In the era of social media and marketing, we’re quickly finding out that isn’t always the case. But with Big Bird taking center stage in the first presidential debate, it’s a good time to take an opportunity to clarify a few points while the spotlight is on PBS and how we are funded. The total appropriation for public broadcasting currently amounts to $445-million annually, representing $1.35 for every American citizen, every year. Most federal funding that supports public broadcasting doesn’t go to PBS or NPR. It goes to local stations like WSIU through the Corporation for Public Broadcasting. We receive approximately $1-million from CPB, which comprises about 30% of our budget. With this investment, WSIU generates an equivalent amount of support from local citizens like you along with businesses who also wish to support our programs. When we combine this with our support from SIUC, it nearly completes our $3.5-million budget. Sesame Street is produced by Sesame Workshop, a not-for-profit entity separate from PBS. While it has been suggested that shows like Sesame Street are so universally popular that they’ve become commercially viable and could survive without federal funding, there is evidence to suggest otherwise. Sesame Street is presented to viewers by local stations. However, if a local station like WSIU loses $1-million dollars annually, it is unlikely that the financials of Sesame Workshop would not somehow be impacted. For example, if 20 or 30 of the smallest PBS stations ceased to exist, it would reduce the paid station support invested in all PBS programs, as well as the total number of viewers nationwide Reducing the number of subscribing stations reduces the number of viewers, but it doesn’t reduce the cost of producing the shows. A loss of revenue from smaller stations means the remaining stations must pay an increased cost. It starts an upward spiral in cost versus declining revenue that will continue until shows are no longer viable to produce. Meanwhile, time and time again, the majority of Americans have expressed a view that public broadcasting is a wise federal investment. Just recently a Washington Times/Zogby poll revealed that 55% of likely voters say PBS is a worthwhile place to invest federal dollars, while only 35% say we can’t afford it. Yet PBS funding amounts to less than one-half of one percent of the annual federal deficit. Find out more by visiting 170millionamericans.org.

F
or the first time, WSIU-TV has a fully operational back-up generator system and specialized equipment that will allow the stations to remain on the air for up to three days during a power outage. The new equipment also will allow WSIU to partner with commercial mobile service providers to transmit emergency messages to the general public in the event that all other methods of communication by the Federal Emergency Management Agency (FEMA) have failed. Installation was completed this fall. “Having communication systems available during times of emergency will be a benefit throughout our service area,” says WSIU Executive Director Greg Petrowich. “This is a significant step both for WSIU and for the region.” WSIU’s new backup generator system comes in response to the Warning, Alert, and Response Network (WARN) Act, which was passed by Congress in 2006 to create a national emergency alert system. Public television stations, by virtue of their communitybased mission and wide distribution throughout the United States, are ideally positioned to provide a backup method of transmitting wireless alert messages. Transmitting across 367 stations in all states and territories, the PBS distribution of these messages will reach virtually any cellular network operations center in the country. To help stations to meet the requirements of the federal mandate, Congress appropriated funding to be distributed through the National Telecommunications and Information Administration (NTIA). WSIU was awarded $269,865.00 in grant funds through the NTIA to purchase new generators for WSIU-TV Master Control and our transmitters in Tamaroa and Dundas, and for upgraded fuel to power the system. Illinois Lawmakers Series Returns for Fall Veto Session

Governor Pat Quinn’s vetoes of a massive gaming expansion bill and spending measures to keep several state prisons open. Governor Quinn vetoed legislation that would grant new casino licenses to the city of Chicago and four other locations, saying the bill did not contain enough oversight for such a major expansion of gambling. Supporters argue the bill would provide billions of dollars of much-needed revenue for the state’s cash-strapped budget. The Governor also cut $57-million from the state’s 2013 fiscal year budget that would have kept the Tamms Supermax prison and the Dwight Correctional Center for Women open, along with youth correctional centers at Murphysboro and Joliet. The Quinn administration maintains the facilities are under-utilized and the money could be better spent on programs in the Illinois Department of Children and Family Services. The facilities’ supporters maintain they should remain open to ensure the safety of guards and inmates alike in the state’s over-crowded prison system. Illinois Lawmakers is hosted by WSIU’s Jak Tichenor who has served as Statehouse correspondent for the series since 1991. SIU will profile seven Illinois leaders who were named Laureates of The Lincoln Academy of Illinois in the annual production Lincoln Laureates 2012.
Each individual received The Order of Lincoln, the state’s highest honor for outstanding achievement for excellence in the arts, sports, business and industry, government and law, and education and social services. The Lincoln Academy of Illinois, unique among the 50 states, was established in 1946 to honor Illinois’ most distinguished citizens, either by birth or residence, who have brought honor to the state by their achievements. 2012 Lincoln Laureates JEAN DRISCOLL Jean Driscoll has inspired individuals worldwide as a competitive wheelchair racer. The two-time Olympian has won 12 Paralympic medals, holds the world record in the 10,000-meter track event, and is the first person to win the Boston Marathon eight times. She is a motivational speaker and the Assistant Dean of Advancement for the University of Illinois College of Applied Health Sciences.
W. JAMES FARRELL W. James Farrell is the Retired Chairman of Illinois Tool Works, a multinational manufacturer of highly-engineered fasteners, components, assemblies, and systems. Farrell is a Director of the Lyric Opera of Chicago and the Big Shoulders Fund, and heads the Civic Committee of the Commercial Club of Chicago.
JAMES ARTHUR LOVELL, JR. Astronaut James Lovell, Jr. flew aboard the Gemini 7 & 12 flights, and served as Command Module Pilot and Navigator on Apollo 8 and spacecraft commander on the perilous Apollo 13 mission. In 1973, Lovell began a successful career as President of Bay-Houston Towing Company and Fisk Telephone Systems. His awards include the Presidential Medal for Freedom and the French Legion of Honor.
NAOMI BURGOS LYNN Naomi Burgos Lynn served as the president of Sangamon State University in Springfield beginning in 1991 and through its reorganization into the University of Illinois Springfield (UIS). She was the first Hispanic woman president of an American public university and retired as the first Chancellor of UIS in 2001.
ROBERT J. MILLER The late Staff Sgt. Robert Miller grew up in Wheaton and earned the title Green Beret. In January 2008, the 24-year-old Miller was serving as the weapons sergeant in Special Forces Operational Detachment Alpha 3312 in Afghanistan when he was killed drawing enemy fire away from his team. He was awarded the Medal of Honor.
WILLIAM R. SCHNIRRING William R. Schnirring, a lifelong resident of Springfield, is the Chair and CEO of the Springfield Electric Supply Company, one of the 50 largest electrical supply companies in the nation. Schnirring has received numerous awards for his business leadership and volunteer service, including a Copley Newspaper First Citizen Award.
N. RONALD THUNMAN Vice Admiral (Ret.) N. Ronald Thunman served in numerous fields during 35 years of active duty in the U.S. Navy. He was Deputy Chief of Naval Operations for Submarine Warfare and Commander Submarine Force, U.S. Pacific Fleet. He holds the Navy Distinguished Service Medal and Legion of Merit.

cclaimed filmmaker Ken Burns (left, photo by Rahoul Ghose/ for PBS) returns to PBS with the twopart film The Dust Bowl, which surveys the causes of the worst man-made ecological disaster in U.S. history: the catastrophic dust storms of the 1930s, followed by a decade-long drought that nearly swept away the nation’s breadbasket. “The Dust Bowl was a heartbreaking tragedy in the enormous scale of human suffering it caused. But perhaps the biggest tragedy is that it was preventable,” said Burns. “This was an ecosystem – a grassland – that had evolved over millions of years to adjust to the droughts, high winds, and violent weather extremes so common to that part of the country. In the space of a few decades...that grassland was uprooted in the middle of a frenzied wheat boom. When a drought returned, all that exposed soil took to the skies, and people worried that the breadbasket of the nation
would become the next Sahara desert. If we show the same neglect to the limits of nature now as we did then... this could happen again.” For nearly a decade, the storms grew more ferocious, killing crops and livestock, causing fatal “dust pneumonia” in children, and triggering suicides among business owners unable to cope with the financial ruin. Vivid interviews with 26 survivors of those hard times – what may be the last recorded testimony of the Dust Bowl generation – combine with dramatic photographs and movie footage to bring to life stories of incredible human suffering and human perseverance. The Dust Bowl is also a morality tale about our relationship to the land that sustains us – a lesson we ignore at our peril. Season Three of Downton Abbey

t’s back! Your favorite guilty pleasure, Downton Abbey, will return for a third season of wrenching social changes, romantic intrigues, and personal crises beginning on January 6, 2013. In the latest installment, the Great War is over and a long-awaited engagement is on, but all is not tranquil at the majestic English country estate. Joining the stellar cast is Oscar-winner Shirley MacLaine as Martha Levinson, the very American mother of Cora, Countess of Grantham (Elizabeth McGovern). Expect fireworks between MacLaine’s character and Lady Violet as portrayed by Dame Maggie Smith. WSIU KICKS OFF new season of free film screenings Community Cinema is a civic engagement project featuring free films from the PBS series Independent Lens. Each screening is followed by a discussion facilitated by guest speakers about the topics raised in the films. Film screenings will be held at the Carbondale Public Library on the last Saturday of each month at 2:30pm through June 2013 (no film in December). SIU and the Carbondale Public Library kicked off a new season of Community Cinema film screenings at the library on Saturday, September 29. The film featured was Half the Sky: Turning Oppression Into Opportunity for Women Worldwide. Discussion facilitators were Jenn Freitag, Prevention Educator for Rape Crisis Services, Women’s Center-Carbondale, and Shannon Lindsay Toth, a doctoral student in Women’s Studies at SIU Carbondale.

5th Annual SIRIS Classic Vinyl Sale Breaks Fundraising Record
T
hanks to all who helped with the SIRIS Classic Vinyl and Media Sale on September 8-9! We could not have reached our goal without the assistance of the 38 volunteers who organized and sorted sale items for two weeks and the 20 people who helped during the sale. We are grateful to our partner, the University Mall, for providing space across from the Food Court this year, and to donors throughout the region!
With such wonderful assistance and community support, SIRIS would not have raised a record-breaking $8,686.70. Over $1,000 came from the sale of donated equipment repaired by Will Devenport, retired Associate Dean of the SIU College of Applied Science and Arts (CASA), and students from CASA’s Electronics Club.
The sale’s new location, which once housed the Science Center, is more spacious, which made it easier to organize, fix, and display items. A special “thanks” goes to Professor Martin Hebel, advisor of CASA’s Electronics Club, and the four students from the club who helped repair donated equipment. We had terrific support from our donation collection locations at the Mall, the DuQuoin Public Library, the SIU Credit Union in Carbondale, Energy, and Marion, Wright’s Do-It Center in Murphysboro, and Holz Tool Supply in Mt. Vernon. Students from WIDB, the student-run radio station at SIU, hosted a live remote from the sale location. Mark your calendars for the SIRIS Classic Vinyl & Media Sale in September 2013!

xpressions is back! Hosted by Najjar Abdul-Musawwir, a painter and professor of art in SIU’s School of Art & Design, Expressions showcases artists who live and work in our region. The series will air Thursdays at 9pm beginning November 8.

A metal artist and professor emeritus of SIU’s School of Art and Design, Richard Mawdsley specializes in fabricated work with tubing and carved vessels using Computer Numerical Controlled (CNC) machining technology. His work has been exhibited in the Metropolitan Museum of Art, Renwick Gallery at the Smithsonian Institute, and fine arts museums in Boston and Houston.
Meet Our New Expressions Producer
E
xpressions welcomes new host Rajvee Subramanian, a Ph.D. student in SIU’s College of Mass Communication & Media Arts (MCMA).
Subramanian has quite the résumé. He’s originally from Chennai – one of the most populous metropolitan areas in India – where he worked as a television journalist for almost ten years. After obtaining his Master’s degree in Communications and Journalism, Subramanian got his big break as a reporter at New Delhi Television. Here, he climbed his way to the position of primetime news anchor, interviewing presidents and other prominent figures in India. After several years in the broadcast field, Subramanian wants to take his career to the next level. His ultimate goal is to work with the United Nations as a communications specialist. He hopes to use his education and experience to make this dream a reality. He thanks Jan Roddy, Associate Dean for Graduate Studies in MCMA, for helping him secure the position as producer of Expressions. He told her of his desire to obtain his Ph.D., but explained he didn’t want to forego his passion for reporting and producing during the process. Roddy kept this in mind, and when the opportunity arose, she recommended him for the job.

“I’m really excited about Expressions, and I’m excited about showcasing the best artists in southern Illinois,” says Subramanian. This season, viewers can expect to see artists from all walks of life. Subramanian aims to showcase the inspirational stories behind artists in a way that encourages dialogue. One of his biggest challenges is finding unique artists that have developed strong skills in their craft. He’s optimistic, though, and plans to deliver fifteen new episodes this season. Subramanian says the most rewarding part of his job is the team work. He says that “behind every photograph there is a photographer, behind every sculpture there is a sculptor, but behind every television scene…there is a big team. It’s not just a one-man show. If a show is successful, it’s because of the team.” He strongly believes in his team and looks forward to learning a lot from them. “It’s a learning process…by the end of the season, I think I’ll be happy with the kinds of people I worked with and episodes [we produced].” Subramanian has big plans for the series. “I want to take Expressions to a level where people get to talk more about the artists and [develop an appreciation] for their work,” he says. “I know I have a very short stint in this country and I want to deliver the very best for [WSIU viewers].” Contact Subramanian at (618) 453-8096 or send a message to expressions@wsiu.org.
