Difficult decisions are par for the course these days in Illinois. Our state legislature is currently grappling with a budget that will have enormous implications for higher education and, by extension, WSIU.
Looking back to when the US Congress passed the Public Broadcasting Act of 1967 into law, they declared, among other things that: “It is in the public interest to encourage the development of programming that involves creative risks and that addresses the needs of the unserved and underserved audiences, particularly children and minorities.”
“It is in the public interest for the Federal Government to ensure that all citizens of the United States have access to public telecommunications services through all appropriate available telecommunications distribution technologies.” You can read the entire Public Broadcasting Act online at www.cpb.org/ aboutpb/act. Congress subsequently appropriated funds to seed the development and sustainability of public stations across the country. Already many universities, including SIU, were supporting educational stations like WSIU, which provided content and services that aligned with this congressional action. And over the years, community support was added to the mix, creating the proverbial “three-legged-stool” that supports public broadcasting to this day.
WSIU is a quintessential example of this public-private partnership. WSIU’s $3.5-million in operating funds are derived from three primary sources: your gifts (local), CPB (federal), and SIU (state), in nearly equal parts. Where else can you find a partnership of equals among government and its citizens, where everyone agrees on the
importance of the mission and supports it financially? More importantly, why would we now dismantle a partnership that has enjoyed more than 40 years of investment and has been built into an essential service for this region? WSIU employs 100 students and 28 staff, and provides service to the 40 southernmost counties of Illinois along with portions of Missouri, Indiana, Kentucky, and even Tennessee. Millions of federal and state dollars have been invested over the years to build transmitter sites and studios, and to produce original programming that tells the stories of you and your neighbors.
If creative risk taking and serving underserved audiences were profitable, somebody other than public broadcasting might be doing it. If there were true universal access to telecommunications services, broadband Wi-Fi would be free and ubiquitous. Of course, neither of those things is true. Despite all the changes in technology, public broadcasting is as relevant today as it was in 1967. Considering the complexity of our government, it could be argued we’re even more essential, providing a place where all citizens can participate in a dialogue and have access to the arts and culture, without paying a toll.
If we are to continue our mission of service, we must Grow WSIU! We must grow in a manner that is sustainable and responsible, while holding true to our commitments to taking creative risks and serving unserved/underserved audiences. Your advocacy has never been more important.

Get a different perspective on Illinois politics by tuning in to ILLINOIS LAWMAKERS, airing Fridays at 7:30pm during the month of May.
State Senate and House of Representatives are grappling with closing an estimated 6-billion dollar gap between revenues and state spending for the fiscal year beginning July 1. “Lawmakers and Governor Bruce Rauner’s administration proved they can work together in a bipartisan fashion when they agreed to a plan to plug over 1.5-billion dollars in spending shortfalls in the state’s current Fiscal Year 2015 budget,” says Illinois Lawmakers host Jak Tichenor.
The budget plan includes borrowing from existing state funds and an across-the-board
“But without new revenues, lawmakers will be faced with stark choices on how to cut billions from Medicaid and human services, higher education, and a wide range of other state programs on the chopping block,” says Tichenor. “Governor Rauner is insisting upon passage of a broad range of budgetary and other reforms before opening the door to any talk about tax increases, but its anyone’s guess how successful he will be winning passage of his agenda given the Democratic supermajorities in both the House and Senate.” The Governor’s proposed FY 2016 budget includes $6.7-billion in cuts to state programs and banks on another $2.2-billion in pension reform savings.
Founded in 1986, Illinois Lawmakers is television’s longest running continuing coverage of the Illinois General Assembly and is a joint production of WSIU-TV,
WTVP-TV (Peoria), and Illinois Public Media (Urbana-Champaign). The program features weekly debates between lawmakers from both parties and exclusive interviews with the legislative leaders of the House and Senate. Illinois Lawmakers also provides coverage of the Governor’s State of the State and Budget Addresses.

WSIU’s Benjy Jeffords Wins Associated Press Awards Congratulations to WSIU-TV’s Digital Media Production Specialist, BENJY JEFFORDS, who won three awards in the 2014 Illinois Associated Press (AP) Broadcast Contest.

Jeffords won first place in the “Downstate TV, Best Light Feature” category for his story “Mobile Canning”, and second place in the “Best Videography” category for a feature on the
Scratch Brewing Company in Ava, Illinois. He also won second place in the FM “Downstate Radio, Best Newswriter” category for his WSIU Radio features.
“This year winning in both TV and radio is something I never thought I would do,” says Jeffords. “It means a lot to come back to the place where I started as a student in SIU’s Radio-TV
program, then be able to demonstrate how my education has helped pave the way for professional success.”
New stories in the works for Jeffords will highlight the region’s craft brewing industry, the growing social acceptance of tattoos, storm shelters, and the new Pinckneyville hospital.

Staff Member Roger Suski Accepts New Position WSIU reluctantly says goodbye to Associate Director of Technology and WSIU “Digital Magician and Problem-Solver Extraordinaire,” ROGER SUSKI, who has accepted a position at Iowa State University within the College of Engineering’s Online Education division. Suski will rejoin his family in Ames, where his wife, Katherine, former Director of Admissions at SIU, joined the Iowa State staff last fall as Admissions Director. A 2000 graduate of the RadioTelevision-Digital Media Department at SIU Carbondale, Suski has worked at the WSIU stations for nearly 20 years, first as a student employee and in multiple roles as a member of the professional staff, serving as a TV Producer; Digital Media Specialist, and Web Producer, which included overseeing all online content and redesigning the WSIU website; and finally as Director of Technology, overseeing WSIU’s engineering, IT, and digital media needs.
Suski served as producer of WSIU’s Live Saluki Basketball coverage for many years, and produced or co-produced a variety of local programs, including A Sweet Saluki Season documenting the SIU Men’s Basketball team’s 20012002 NCAA Sweet 16 run; the six-part music series Positively Bluegrass; Honor & Sacrifice: WSIU Remembers World War II, featuring interviews with local veterans; the Murphysboro Apple Festival Parade; and Sounds of the Season; an annual holiday special featuring local school choirs created in partnership with WSIL-TV 3. Suski also contributed to the local productions WSIU InFocus and Scholastic Hi-Q, the award-winning documentary The Legend of Charlie Birger, and the My Town series showcasing local communities. He created many excellent graphics and animation pieces, station promos, station IDs, and interstitials.

WSIU’s Jak Tichenor Retires After more than 33 years of service to WSIU-TV, WSIU Radio, and Southern Illinois University Carbondale, longtime WSIU-TV producer and broadcast journalist JAK TICHENOR will officially retire on May 31.
“I have been privileged to have worked the better part of my life in public media,” says Tichenor. “I can’t imagine a tougher or more appreciative audience.”
A two-degree graduate of SIU Carbondale, with a B.A. in Radio-Television (1979) and an M.A. in Public Visual Communications (1989), Tichenor launched his broadcasting career at age 15, spinning records as a disc jockey at WMOK in his hometown of Metropolis, Illinois, before moving on to WPAD/WDDJ in Paducah, Kentucky and WCIL in Carbondale.
Tichenor began his professional career with WSIU in 1981 when he was hired as News Director and Public Affairs Director for WSIU Public Radio. Under his guidance, the news department earned the respect of listeners and media peers as a high-quality news operation. In addition to mentoring students and staff, Tichenor also won several awards of his own, including a downstate award from the Illinois Associated Press (AP) for Longwalling, a radio documentary about the region’s coal industry, and Stringer of the Year for the Associated Press and United Press International (UPI). Tichenor’s stories were also carried by National Public Radio’s (NPR) Morning Edition and All Things Considered. In 1991, Tichenor made the switch to WSIU Television and joined the staff of the statewide legislative series, Illinois Lawmakers, producing in-depth coverage of the Illinois General Assembly as Statehouse Correspondent and assuming the role of series host beginning in 2006.
Among the local programs Tichenor has produced for WSIU-TV, past and present, are One On One, SIU Connections, Southern Issues, and WSIU InFocus, along with numerous InFocus specials addressing a host of topics, including the region’s meth epidemic, local Civil Rights history, the Freedom Riders, local WWII heroes and stories, regional storytelling, and more. Tichenor also serves as lead producer of the Lincoln Laureates series documenting the annual award ceremony for the Lincoln Academy of Illinois. He is currently working on a statewide production for the Illinois Arts Council.
Tichenor also produced the television documentaries, Delyte Morris: A Southern Vision, a biography of SIU president Delyte Morris; A Date with the Duchess, which turned the spotlight on trailblazing journalist Virginia Marmaduke; and P.S. Illinois: The Paul Simon Story, A Life of Uncommon Courage, a biography of the life and career of U.S. Senator Paul Simon. He has also moderated numerous regional and statewide debates, interviewed Illinois Governors at the
Du Quoin State Fair, and produced candidate forums and many other election specials.

Sturgis Memorial Professional Achievement Award in 2006; and the Corporation for Public Broadcasting’s Community Impact Award for Education in 2009 for the production of My Source promotional spots showcasing WSIU’s Biz Kid$ and Raising Readers educational outreach initiatives.
“Looking back, I would have had to work in four or five different media markets to have gained the experiences I’ve had right here at WSIU,” says Tichenor. “We’ve had two series (Illinois Lawmakers and Lincoln Academy) that have enjoyed statewide audiences for more than two decades, and that’s very fulfilling. But the best part is that I’ve been able to work on programs that matter to people here in Southern Illinois. This is my home. I know within hours of a program I’ve produced that it’s made a difference to my friends and neighbors.” Tichenor’s commitment to excellence certainly has contributed to his long list of achievements, but he is quick to credit others for his success.

Engaging People And Issues Through Films & Discussion
COMMUNITY CINEMA screenings continue at Carbondale Public Library. Our final program of the current season is scheduled for Saturday, May 2 at 2:30pm. WSIU will present the film, Limited Partnership, which tells the story of a Filipino American and an Australian who fell in love and married in 1975. Theirs was one of the first same-sex marriages with legal recognition worldwide.
In March, we had two Community Cinema events, featuring a screening of the Independent Lens films, American Denial and The Homestretch. Both events drew a large group of interested community members from all walks of life who gathered at the Carbondale Public Library.

“INTRO TO KINDERGARTEN” is a video meant to prepare youngsters for their first kindergarten experience at a big-kid school, and will premiere on registration day, May 14 at North Side Primary Center in Herrin. Intro to Kindergarten is being developed by the WSIU outreach team Kristopher Lewis and Sara Blackstad, and will be available for district-wide use. This school is part of the Williamson County Innovation Zone – Early Learning Challenge Grant in Illinois and is a Ready To Learn Transmedia Demonstration Project site.

Not only is WSIU airing season three of SCIGIRLS, an excellent, National Science Foundation-funded program on STEM for girls (pbs.org/scigirls), but one of WSIU’s own will soon be a certified SciGirls trainer. WSIU outreach coordinator Sara Blackstad submitted a competitive application and succeeded in winning a fully-paid professional development opportunity at Twin Cities Public TV in St. Paul, Minnesota. Congratulations, Sara!
The PLUM LANDING Family Engagement Toolkit, released by WGBH in Boston, corresponds with the digital environmental education. This national toolkit for PBS stations and their partners contains elements of WSIU’s Plum Landing pilot project last fall. Shawnee National Forest partnered with WSIU on the pilot project. Math, Music & Me! With PBS KIDS Host Mr. Steve & Peg+Cat
WSIU reached more than 1,000 people during a visit from PBS KIDS HOST MR. STEVE, with support from Modern Woodmen of America and SIU Credit Union.

On Friday, March 27, Mr. Steve performed seven half-hour sets for 360 preschool children and their teachers at Dr. Andy Hall Early Childhood Center in Mt. Vernon. WSIU production staff Benjy Jeffords and Mark St. George, and Friends of WSIU board member Andrew Staff, videotaped the event. Jennifer Sarver, Director of Education at Cedarhurst Center for the Arts, connected WSIU to the school. On Friday evening, Mr. Steve performed in WSIU-TV Studio A for the College of Mass Communication & Media Arts (MCMA). MCMA Digital Media Specialist and musician Mark Stoffel and Andrew Staff (also of the band The Swamp Tigers), joined Mr. Steve and musician Chris Listorti of SteveSongs on stage.
On Saturday, March 28, Mr. Steve performed at Math, Music & Me! at Cedarhurst in Mt. Vernon. PBS KIDS characters Peg + Cat and Curious George posed for photos with children. Families enjoyed outdoor games, painting a mural, math and art projects, and more. Many thanks to our more than 50 volunteers from the SIU Honors Program, School of Music, Music Education, and Center for International Education, among others, and to the WSIU Friends Board for providing information to help the general public support our case against budget cuts. Though this is only her first year at SIU, Holtsclaw is already very involved on campus. When she’s not volunteering at SIRIS, she works for the Saluki Science Volunteers, where she helps the College of Science and Dean of Retention to create programs that will help keep students at SIU. Some of her work includes attending open houses, and answering new student and parent questions. Holtsclaw is also a lab volunteer for one of her instructors, and is currently working on testing Campus Lake to determine how to prevent toxic algae growth.
SPOTLIGHT KAITLYN HOLTSCLAW Article by Sarah Maher
KAITLYN HOLTSCLAW is a student at Southern Illinois University (SIU), studying Zoology with a specialization in Environmental Biology, and two minors in Geographic Information Systems Photo: Kaitlyn Conrad. and Chemistry. She has made the Southern Illinois Radio Information Services (SIRIS) a priority in her life, working as a student volunteer reader for the past six months. Holtsclaw hails from the small town of Athens, Illinois where she graduated high school as one of five valedictorians. At SIU, she is a member of the University Honors Program, which encourages volunteerism. She learned about SIRIS through the SIU volunteer office, and is quick to brag about the experience. “It’s the easiest volunteering you could ever do!” she says. “I learn all of these fun facts, and I appreciate all of the things I learn about local news and sports.”
With such a crowded volunteer calendar, it’s obvious that Holtsclaw has a deep appreciation for community service and its importance. “You may not need SIRIS services now, but if they stop – and you aren’t supporting them– they may go away and it will be too late, not just for you, but others who need it.” She goes on to say, “It really does make me feel good to help people in this way.” In her free time, Holtsclaw enjoys crocheting, reading, movie nights, going to the SIU Recreation Center, and on occasion tries to do…nothing. She said she has to remind herself, “I’m sitting down, and I’m going to relax. I’m doing something that’s not related to school.” Sound advice we should all heed!

Thirty-two high school scholar bowl teams from across the region competed in the 2014-15 season of SCHOLASTIC HI-Q, the game where knowledge rules. We had a few nail-biting matches throughout the year, including exciting semifinal rounds and the championship game, which you can watch this May and June. Don’t miss the fun!
