News from Talgarth by Cllr.William Powell Powys County Councillor for Talgarth As I sign off this month’s column, for what is incredibly the 80th edition of Wye Local, we are still basking in the success of the inaugural Talgarth Walking Festival earlier in the month. The Walkers are Welcome Committee and everyone else involved in the initiative can be justly proud of their achievements. As well as signalling the start of the summer of 2013, the Walking Festival was also a genuinely significant landmark in our town’s regeneration. Back in 2004, The Sunday Telegraph described Talgarth and its hinterland as “the undiscovered jewel of Britain.” Well, almost a decade on, the unqualified success of this event has brought us several steps closer to our beautiful environment, both built and natural, being appreciated and harnessed for the benefit of the wider community. Last week, I was delighted to join Roy Jones, Chairman of the Allotments Association and several of his colleagues on site. The occasion was the long awaited installation of mains water at the newly extended allotments adjacent to Coed y Bryn. It has taken many months of campaigning to secure this much needed investment, just as the additional plots also took time to materialise. While the growing season is some weeks behind this year, as a result of the atrocious spring weather, the whole place is a hive of activity and a real credit to the hard work of all the local growers. Earlier today, I had the opportunity to join the Eco Committee of Talgarth School on the occasion of their Platinum Award ceremony. The award was presented in a whole School Assembly by Nigel Little of Keep Wales Tidy, who praised the pupils and staff for their tireless hard work over the years, culminating in this prestigious award, one of only 81 in the whole of Wales. Nigel stressed how important it is to celebrate and share good practice and for the school’s eco warriors to influence the

behaviour of their elders and the wider community. In a very real sense, Talgarth School has proved itself to be an environmental beacon to other schools locally and I am delighted to congratulate pupils and staff on their success. Powys County Council’s decision to close Talgarth Youth and Community Centre remains of real concern to me but by common consent, in the current financial climate, it is not going to be reversed. Along with fellow members of Talgarth Town Council, I have recently met senior officers of the Youth Service to emphasise the critical importance of using other Powys County Council assets, such as the Library and Sports Pavilion, to deliver their essential work for our young people locally. All this while the plans for our new school and associated community facilities take shape. I have also been working with Mrs Martin, Mrs Jones and senior managers of Powys County Council to ensure the continuity of the preschool setting at Talgarth. The Council’s withdrawal from the Community Centre has left the longstanding pre-school without a permanent home. In recent weeks I have been able to negotiate transitional arrangements for the pre-school to ensure it can survive and thrive. News from Glasbury Ward by Chris Davies Powys County Councillor for Glasbury At the time of writing the buzz of The Hay Festival is building. This year’s line-up seems to have something for everyone from young to old. My children are booked in for several events and my wife has a list as long as her arm of things she would like to see! As usual it will increase the footfall through our area giving a much needed boost to local shops, restaurants and B&B’s which I have no doubt will be welcomed. My family and I were delighted to attend the opening of the Glasbury Play Park last month. The park was officially opened by Mr and Mrs Walter De Winton and many people from throughout the local community turned out for this wonderful occasion. It was great to see so many local children enjoying the new equipment and playing together despite the slightly inclement weather. The committee which has been led by Chairman Paul Hartley and Secretary Mrs Pat Yeoman’s had worked extremely hard and did an excellent job of securing funding from the lottery. True community spirit was shown by all those who had been involved over the past

five years and thanks must go to all those who contributed. Don’t forget that Rhosgoch YFC will be hosting the Annual Radnorshire YFC Rally at Trewylodd, Painscastle on Saturday 8th June and then at Old Forrest Farm, Clyro in the evening for the Rally Dance. It is always a pleasure to see the hard work that these young people put into organising such an event, so let’s hope they have some fine weather and a large crowd. Just a quick reminder that Erwood Bridge will be closed to vehicles from 29th July 2013 until July 2014. Having looked at both the photographs and reports with the engineers, I am afraid that this is a necessary inconvenience and one that is long overdue. About 2 years ago Emma Smith, from Hay-on-Wye, was fundraising for a roundabout for her local playground, particularly for use by children with a disablement. In Emma’s words - “I was selflessly approached by Lion David James offering to help towards it. Naturally I felt indebted to The Lions’ Club and offered to do anything to raise the funds back and so they invited me to become a member. News from Cartref

Summer is just around the corner (hopefully) and we are all looking forward to it here at Cartref. Some may have noticed some work being done in the gardens over the last few months with the summer house now completed and flower boxes being installed for our residents to enjoy. So hopefully the gardens will be completed ready for Summer! At the end of June it is Lady Betty Watson’s 101st Birthday, so Happy Birthday from all the staff team and residents to her. News from Glasbury Get-Together Club Our April visit to the Judges Lodging in Presteigne and the afternoon visit to The Spaceguard Centre proved to be a really interesting day. The weather was very pleasant, although a blustery wind at the top where the Spaceguard Centre is sited but ... no snow. Arriving at the Judges Lodging, we were all equipped with headphones and mobile recorded information on each part of the building we visited and local happenings. A printed book with detailed infantry on items contained within the rooms was provided. We were aware of the smell of the old oil lamps which are still used and in places it was quite dimly lit - but provided the anticipated ambience. Well worth a visit if you enjoy history. Likewise, The Spaceguard Centre is full of interest on aspects of keeping our Earth as safe as possible from invading debris from space. Jay Tate, director of the centre gave us a detailed tour of each section, explaining everything. Telescopes of all sizes, some very small and some very large, connect to computers which are constantly tracking any unusual movements in space. We were shown many items of space rocks, meteorites - pieces of asteroids, The Moon and Mars - real ‘rocks’ from space. We entered a ‘mini dome’ which seated 25, an accurate representation of the night sky was projected on the domed ceiling. Whether or not you are interested in space this place is definitely worth a visit.

You may remember a visit from Sandra Soames (Visit to the Seaside) who came to entertain us, bringing many bits and pieces with her, talking about recollections of Domestic Life in Past Times. Sandra is coming to talk to us again! We will hold a raffle and there will be tea later. Items for raffle prizes always appreciated. April 22nd Club Meeting: We all enjoyed a talk by Keith Noble from the Brecknock Wildlife Trust at our April meeting in Glasbury Village Hall. His subject was ‘Wildlife in Our Gardens’ he was very knowledgeable and interesting. He showed us close up photographs of beautiful butterflies and we were surprised to hear that some of them migrate during the cold weather and return in the warmer weather - they must have been a little confused this year! He talked about the birds that visit our bird tables and showed us slides of lovely goldfinches and little tits as well as honey bees, bumble bees and hover flies that look rather like wasps. It was a most agreeable afternoon. Our next club meeting will be on the 26th June at Glasbury Village Hall 2.30 - 4.30p.m

Hay & District Community Support A huge thank you to those individuals and organisations that have made donations to Community Support in the past couple of months – it is very much appreciated as our already meagre grant amounts have been further reduced this year. Now more than ever we need our community to get together and support us otherwise we will no longer be able to continue helping those who need help. Date for your diary – 19th of July fund raising event. A fundraising concert by The Monday Choir in aid of Hay Community Support is to be held at the Bettws Church near Clyro. Watch this space for further information next month.

We have some room still available for our second four day break to Kent in September. Places of interest on the trip include Penshurst Place, Chatham Historic Dockyard, Rochester, Dover Castle, Marlborough and Avebury. We are still looking for volunteers to join our befriending project ‘One to One’. This project allows volunteers to help others either on a regular basis or as a one off activity. We have many other volunteering opportunities if you are looking to donate some of your time. One of the latest calls for help is from Usk House Day Hospice who is looking for volunteer drivers. We had some trouble filling seats for the May trip to Llanciach Fawr and Castell Coch and were on the verge of cancelling it so please, please book early if you want to come. News from Timbuktu

Hay2Timbuktu’s development work around health and education.

Whilst Timbuktu and Mali seem to have dropped off the news agenda, sadly we are hearing that life is far from back to normal in our twin town. There are food, fuel and resource shortages. Many of those who fled the city have yet to return so there are skills shortages with a lack of teachers and medical professionals. However, some of our contacts are planning their return in the coming months. These include a couple from Abergavenny who run a hotel in Timbuktu. We had a busy month in Hay with Africa Day, a debate at the Festival and collections at the Mali concerts and in the street. We are grateful to the Hay Festival for their support and generosity. Two Towns One World’s Timbuktu Trail was also set up. Pick up a leaflet from the tourist office and follow the signs around Hay to find out more about our twin town. The Two Wheels One World project kicked off in May, funded by Two Towns One World. As the name suggests, the project is all about bicycles. Drover Cycles will be taking the lead but this is a project for the whole community. Over the next nine months TWOW will encourage, nurture and support budding local cyclists – whatever their level of experience or ability – and there is plenty of fun to be had on the way. Come along on Wednesday evenings at Drover Cycles on Forest Road to find out more. It doesn’t matter if you don’t have a bike, everyone is welcome. Interested? Call Anna on 01497 822419. A young songwriter from Hay has written and recorded a song for Timbuktu. Matthew Lewis was inspired to write the song after seeing news reports earlier this year when Timbuktu was captured by Islamist rebels. The song has now been recorded in a studio in the Golden Valley by creative director, Jeremy CreightonHerbert, and the CD and download are now available to buy. Sales will go to support

Hello all in and around Hay-on-Wye! St David’s shop was opened one year ago on April 26th and what a journey this has been so far! News from Gwernyfed Ladies RFC These last two months have been exciting and profitable for Gwernyfed Ladies RFC by winning two bowl trophies and ending the season on a high. The first of the trophies came from the WRU Womens Cup. Due to our good run in the competition we went safely through to the semi-finals. The semi-final saw us come up against a Penallta side that hadn’t lost all season and even though they were in the division below, they managed to take a few higher division scalps on the way to their semifinal place. It was a hard fought game in horrific conditions but due to the determination and brilliant defence, Gwernyfed Ladies came out with a 12-7 win over the visitors.

Gwernyfed Ladies and hopefully this will be carried on to next season. As always we welcome new players whatever their skill range from the absolute beginner to more experienced players. Over the Summer we are looking to try tag rugby on a Thursday evening, so anyone that is interested in keeping up their fitness or trying a new sport just pop along. The gritty win saw one more game added to the 2012/13 season for Gwernyfed Ladies and this was going to take place on WRU Womens final day in Llandovery against Barry who had managed to narrowly beat GRFC Ladies on their route to their semi-final. Every player was up for the challenge and again this brilliant determination saw us smash the Cardiff side 20-3 to win the 2013 Bowl Trophy. Following this success GRFC Ladies entered a team into the National 7s club competition. The tournament saw Gwernyfed Ladies win two games against west Wales rivals, Haverfordwest and Whitland, allowing a third place finish in the pool. This finish put GRFC Ladies into the bowl trophy final where Penallta were waiting, on a day that provided much better conditions. Again GRFC Ladies stepped up to the mark and bought another piece of silverware back to Trefecca Road by beating Penallta 31-0. This season has provided amazing success for

The Thoughts of a Greengrocer A fine start to this month has turned bad on us again. Having seen the farmers out ploughing in early May which, in itself, is most unusual I now am getting reports from those living up in the hills that there has been a little May snow. This is putting back any sowing and planting so British vegetables will be a little later this year. One of the problems is that the foreign crops are coming to an end at their usual time and this is leaving a gap - and so prices will rise. Examples are cauliflowers that hit £2.50 each in the wholesale market and cabbages at £1.90. The caulies have come back down to normal but cabbage is still very dear. The crop of the month in May is always asparagus. The very early forced stuff was a tremendous price but now the outdoor crop is well under way and much the same price as last year and the year before. Indian and Pakistani mangoes are now in and they are beautiful. The Alphonsos are the very best but Kesar and Honey are very good and a little cheaper. Jersey Royal potatoes are more plentiful but the price never comes down. The early ones were very small but these are now a good size and scraping very easily. Other good new potatoes for scraping are the Spanish and they are not too dear at all. The New Zealand apples have now arrived and although more expensive than the South American ones they are good. Blossom is coming well on British fruit trees so I hope it is warm enough to have the bees and insects out pollinating the flowers. Whatever happens its a beautiful sight at this time of year. What is not at all beautiful is the state of the roads. Potholes are getting bigger and deeper all the time and can cause damage to vehicles. Unfortunately the local authorities seem to think that a quick fill up and a bit of stone and

tar will do the trick. It will not. If proper repairs are not carried out the problem will just come back at the next spell of bad weather. Perhaps if everybody who experiences damage or problems due to hitting a pothole were to make a legal claim on the relevant council they would soon learn to do the job right. By the time you get to sit down and read this magazine it will be June and summer which, I trust, will be long, dry and sunny so we will all be able to sit outside and enjoy a really good British Summer! School Focus Hay-on-Wye For a fun family afternoon out please come along to Hay Primary School’s Summer Fayre, Saturday 29th June, from 2.30pm. A fancy dress parade and floats will leave Hay’s clocktower at 2pm, proceeding through the streets to the school for the official opening. The fancy dress theme this year is ‘Book Characters’, so get the children to dress up… there will be prizes! Cariad’s Column Hello everyone! At the end of April Daddy and I planted the veg patch. He did all the hard work. I sat and watched him and looked after the seeds and pots. Last month I went to have my eyes tested. The ladies at the opticians in Hay were so nice. They made such a fuss of me. We went into a dark room and I got to look at all sorts of pictures and different lights. At the end the nice lady Felicity told us that I was fine and had nothing to worry about at all. And guess what, it didn’t cost Mummy a penny! Children up to the age of 16, and those who are in full time education can have their eyes tested for free. Felicity had a big belly, a baby inside Mummy says. I wonder if the baby has arrived yet ... During Talgarth Walking Festival weekend we walked up to Pwll-y-Wrach waterfalls. James picked lots of wild garlic to put in a salad for tea. I went to the Play Barn with my big cousins, Charlotte, William and George. It was my first time.Wow there’s a mega huge slide there. I liked it in the infant area playing with the balls. There was lots of other children and grown ups that we knew there. I can’t wait to go again.

Hay Does Vintage Returns Jo and Naomi are delighted to be returning to Hay-on-Wye with an even bigger vintage event, ‘Town of Temptation’ on Sunday 30th June. This time Hay Does Vintage will be taking place in four venues, a Marquee in the Market Square, the Buttermarket, St John’s Place and the Parish Hall all within a short walk around Hay. All venues will have a huge choice of vintage clothes, curios and furniture. Apart from encouraging visitors to wander between the four venues, aided with their ‘Town of Temptation’ map, there will be an interactive fashion show with models styled by fashion student Lucy Scott. Like last year, the charity shops will be open on the Sunday, reserving vintage stock to sell on the day. Naomi, of Naomi Emmanuelle Makeup, will be on hand to provide vintage makeovers in the ‘Pamper Lounge’ upstairs at St Johns Place. Get your hair, makeup and nails done then have a stunning photoshoot. There will be a number of ‘Goodness you’re Gorgeous’ goody bags for those dressed with vintage style. Jo’s recently launched ‘Travelling Tearoom’ will be in the Marquee serving homemade cakes and pots of tea in vintage crockery along with a Traditional Sweet Shop selling your childhood favourite treats. The success of last year’s event saw visitors and traders getting into the spirit of it all by dressing in vintage attire and travelling miles to attend. Green Issues

Everyone is becoming environmentally aware and you may wonder what the latest issues are that could affect your home. You may also be thinking of carrying out energy-efficient home improvements? Is there any difference if your home is in Wales or England? Private Sewage Systems In Wales all private sewage systems must now be registered at the Environment Agency! If you have not registered you can still register ‘on-line’ with them and often there is no fee payable. Most domestic systems are likely to have an ‘exempt’ status and require nothing more than an initial registration which does not need to be renewed. You will also need to keep records of any maintenance or emptying that you carry out to the system as this will need to be passed on to any buyer if you decide to sell your home in the future. If you live over the border in England as the government are still consulting on regulation there is no requirement to register if the discharge is domestic, less than 2 cubic meters a day and to ground. The discharge point must not be in a water source protection zone. You must also maintain the system in accordance with the manufacturer’s instructions and keep records. You can register voluntarily if you wish but, you must register now if the discharge flows to water. Throughout England and Wales if your system is a cesspool or cesspit as these are sealed systems that have no discharge there is no need to register. The Green Deal You may have heard of the ‘Green Deal’ launched by the government earlier this year. The Deal enables homeowners (both in England and Wales) to carry out energy efficient home improvements which are paid for by taking out long term loans (up to 25

years) which are paid back through electric bills. The Deal envisages that the loan repayments will be covered by the savings in electric costs from the energy efficient improvements but, this may not be the case if your usage of electricity changes. You should carefully consider the implications of this Deal as, if you sell your home you must tell the buyers about the Deal and they have the choice of whether to take it on or not. If not you would have to repay the loan which could have an early settlement fee in order to sell your home. Beware, get full information and advice before signing up. Solar Panels Some companies are offering to place solar panels on roof spaces. The home owner is being offered a rent for the roof space and a ‘feed in tariff ’. These deals seem to be lucrative for the home owner providing a guaranteed additional income in trying times at no initial outlay. Is this too good to be true? A home owner would be entering into a 25 year business lease of roof space. There are provisions and time limits that must be followed to ensure that the lease will end after 25 years. There is a risk that if notices are not served correctly before the end of the 25 years a protected business tenancy may be created that could perhaps be difficult to end. The lease agreement must also be checked carefully as in some circumstances even if you sell your home before the end of the 25 years you could still be liable as ‘landlord’ to the provider. The other issue to be wary of is that any lender would need to be notified and agree to the lease provisions before you entered into the agreement. This also means that if you sell your home within the 25 years any buyer who needs a mortgage must get their lenders’ consent ‘upfront’. In these difficult financial times it may be that this could delay or even stop a sale going through! After the Horse I’d like to appeal to you this month to get fit & healthy, from a slightly different tack. what you should do to stop you getting diabetes, I wouldn’t talk about diet, I would explain what a pain in the arse diabetes is, having to pin prick your fingers 4 times a day and how after about 200 times your fingers get sore from pricking them all the time, then the pain in the arse of having to read labels and ask if stuff has sugar in it when you eat out, and the pain in the arse of having to take tablets 3 times a day and remember too, and the pain in the arse of having to go to hospital......... It’s a lot less pain in the arse to just do some exercise and eat healthy..... That’s what I would tell em ..L.I If this gets one of you into your local class or gym my job is done! News from WAW is an initiative which helps bring communities together and strengthens a destination’s reputation as a place where visitors can enjoy outdoor activities and it ensures footpaths and facilities are maintained. In Hay, the WAW group’s aims for 2013 are to promote awareness of WAW in the community and encourage local people to try walking - as a leisure activity - for the first time. A major focus over the early part of the year has been planning the 3rd Hay Walking Festival which will take place from Thu 10th - Mon 14th October. A comprehensive programme will include family friendly walks, and plenty of themed walks – foraging, geology, archaeology, local history. For more details please see www. haywalking.org or pick up a brochure (from early July). So many activities in our community overlap and this is certainly the case with WAW and Transition Towns. Following a couple of coppicing days on the riverbank Bailey’ walk in early February Transition Hay is hoping to start a local community woodland scheme where local people can get involved in managing the walk and, if successful, other areas

in the future. Training will be available to all so experience is not necessary. Some people also expressed concern over the work in February, so an information walk will be held on Tuesday 11th June meeting under Hay bridge at 7pm. All are welcome. Gareth Ellis, a woodlands management expert from the Green Valleys Initiative and our own Syd Morris will lead the walk and take us through what’s involved in setting up a local group, and what might be proposed for a woodland management plan for the length of the walk. One or more local council members will also be in attendance as the scheme will be set up under their auspices. The WAW committee will be meeting on Monday 17th June to discuss the action plan for 2013. INGREDIENTS 175g softened butter 50g golden caster sugar 50g icing sugar 2 egg yolks 2 tsp vanilla extract 300g plain flour zest and juice 1 orange 140g icing sugar , sifted sprinkles , to decorate

METHOD Heat oven to 200C/180C fan/gas 6. Mix the butter, sugars, egg yolks and vanilla with a wooden spoon until creamy, then mix in the flour in 2 batches. Stir in the orange zest. Roll the dough into about 22 walnut-size balls and sit on baking sheets. Bake for 15 mins until golden, then leave to cool. Meanwhile, mix the icing sugar with enough orange juice to make a thick, runny icing. Dip each biscuit half into the icing, then straight into the sprinkles. Dry on a wire rack.

50 years of Business in Hay-on-Wye In these times of changing high streets, “Eric L Pugh & Co” is proud to celebrate fifty years of business in Hay-on-Wye. Eric worked with radar and wireless during his National Service and Merchant Navy days, and then as a television and radio engineer in Leominster and Hereford. Following the closure of “Gregg’s” television shop in Castle Street, Hay, Eric’s parents suggested he open his own business in premises next to their confectionery shop on The Pavement. “Eric L Pugh and Co” opened on Thursday 2nd May 1963. A brilliant start on the first day saw Eric sell a new Pam/Pye 19” TV receiver for 79 guineas! Other significant events were to follow: 1968 - Our first sale of a colour television a massive Phillips G6 console model with 21 valves and 17 transistors. It cost £394 (a new

Morris Minor was £554) and two friends were needed to help deliver it. 1977 - Eric & June win first prize in a national Toshiba window-dressing competition: a week’s holiday in the Canary Isles. 1985 - Son Timothy completes a technical course at Cardiff and joins the business. Tim is now the owner. 1990s - We commence service and supply of computer and IT systems. This part of the business now includes customers in Hay and district and also companies operating throughout South and West Wales. We would like to thank all our customers for their continuing custom, and we look forward to providing the benefit of our experience and service in the computer, television and radio markets for many more years to come.
