Welcome to our July issue of the Wye Local. If you¹re looking for inspiration for the upcoming Summer Holidays, you¹ll be pleased to hear the 4th issue of the Cariads Family Magazine is out early July. News from Talgarth by Cllr. William Powell Powys County Councillor for Talgarth As I draw together my thoughts for this month’s column, farmers have been busy making a start with their harvest, the school term is ebbing away and people’s thoughts are naturally gravitating towards summer. These days also coincide with a period of proposed change in education locally - some which we can welcome; others which in my view need to be firmly resisted.

I have considerable respect for the local mum, who has “stepped up to the plate” to challenge these proposals in the Courts. I will give her any support that I can in taking these matters forward with her solicitor Michael Imperato and his legal team.

Wye Local readers may know that Mrs Ydwena Jones, who has been such a successful joint head teacher of both Talgarth and Bronllys Schools in recent years is taking early retirement from the end of term. In the light of this, the governing bodies of both schools have worked together with senior officers of Powys County Council to identify the best way forward. I am delighted to report that, from September, Mrs Jones’ popular and long serving deputy, Miss Samantha Toone, will be taking up the post of acting head of both schools. She will be supported in her leadership role by Mrs Jones, who recently piloted Bronllys School through a successful Estyn Inspection and who will return on a part time basis. The governors of both schools are committed to working ever more closely together in the time to come – and the new arrangements will help to embed this. This will help to smooth the transition to our long awaited new school on Hay Road when it opens later in the decade. However, whilst we are working together to achieve stability and high standards at primary level in Talgarth and Bronllys, pupils, parents and the wider community in the Gwernyfed High School catchment area are in open revolt at Powys County Council’s proposals to close Gwernyfed. As I have previously written – and argued strongly at Cabinet – to sacrifice one of the county’s best performing and prudently managed community schools to

Through local intelligence, I recently became aware that RBS had ordered the sale by public auction of the former Nat West Bank on Talgarth Square in July. As senior RBS staff had previously assured me that a community initiative would be their preference in terms of realising the asset, I acted quickly to secure a delay, to be certain that local groups have indeed had that opportunity. Public auction can be a very perilous way of disposing of keynote buildings, as our community knows only too well. Talgarth has had to endure the eyesore of lower Bell Street for over a decade now, since the Old Post Office was acquired at auction by casual, absentee investors, free of the inspiration and the resources to restore the building to its former glory. I continue to work with Powys County Council officers to bring this project to a satisfactory outcome. News from Chris Davies Your local MP

It’s barely a month since I was privileged to be elected as your MP and it’s been a whirlwind of activity. I now have an office in the House, have appointed staff locally and am on the cusp of opening a new office in the centre of the constituency. By the time readers enjoy the latest issue of Wye Local I will therefore have tendered my resignation as County Councillor for the Glasbury Ward as I don’t think one can do justice to both roles. It has been a real privilege to have represented those living in the Ward. I hope it true to say that together we have made a difference, protecting our area from inappropriate development while protecting and promoting employment and community cohesion. Our schools have been the centre of attention over recent years; never more so than now with a dark cloud hanging over Gwernyfed High School. Election as your MP does not lessen my absolute determination to work with the Governors, parents and pupils at Gwernyfed to guarantee a long and healthy future for the School. I pledged to voters before the election that if successful I would use the opportunity to shout long and loud about the merits of Brecon and Radnorshire. I place the future of all of our High Schools at the centre of that pledge; I can think of no better issue upon which to bring an MP’s influence to bear. In my last Councillor’s column I must stress how vital it is that the by-election is used as a commentary upon the chaos that the ‘ruling’ independent groupings at County Hall have wrought. There will certainly be a Conservative Party candidate, one who lives locally, is energetic and active and will take the fight to the independent Councillors who have presided over the Council’s deteriorating performance and finances. That candidate will have my unequivocal support; I hope that together we can keep Glasbury on the lips of all at Llandrindod Wells and well beyond. Gardening Column

DAHILA Enjoying a much deserved return to popularity, Dahlias are perfect for planting in summer borders and patio containers as well as for cut flowers in the home. Often flowering until the first frosts this bushy, tuberous, herbaceous perennial is native mainly to Mexico but also Central America and Colombia. Planting Dahlias in July will bring instant impact and warm, vibrant colour to your garden. Easy to grow and tolerant of a wide range of soil types, you don’t need to be a gardening expert to plant, grow and enjoy these plants in your garden year after year. Dahlias can become very tall, so be prepared to support them as they emerge and grow. Always make sure that the dahlias are kept well fed and watered, dosing with a high potash plant feed as soon as the flowers heads appear. To keep them flowering for as long as possible dead head as the flower petals fall and expose a pointed bud. Don’t confuse these with the rounded buds which are the new flowers!

Dahlia tubers can be left to over-winter in well drained soils but to be certain of having them again for the following year tubers should be lifted after the first frost have blackened the top growth. Dry them off in a frost proof shed or greenhouse and then store them in dry compost until Spring. Baby Steps You know that boring advice about moderation? Well this is all about moderation – to a degree! As we glide into summer, thoughts often start to sharpen up with regards to our bodies and how they might look abroad, wrapped in minuscule bits of fabric! (It does tend to focus the mind!). Now I wish my clients thought like this all year round, but we are all human. In many ways this article is to remind us of this and allow for fallibility. You’ll hopefully find good advice on nutrition and exercise, and you might throw yourselves all in. There is a downside to this though: you’re following someone else’s (well intended) protocol, and there is a fair chance you’ll fail at it no matter how good it is, IF you don’t identify your own drivers, make your own rules, and allow for a percentage of non-adherence (often otherwise known as: FUN!). Much of your success will come through taking baby steps to get to the end result. Be kind to yourself. For example: If you give up all caffeine, carbs, sugar, alcohol and embark on a gruelling fitness regime all in one week

you WILL SUFFER! And probably last: NOT LONG! Wean off caffeine slowly over the first week, say, start moderate exercise, maybe cut right back on sugar. The next week get into it more. Identify WHY you’re doing this and what you’d like from it.Then peel away the layers and ask yourself ‘why’ some more! “I want to lose weight” is not good enough! What will this achieve? How much can you realistically lose? Do you really know what it’ll bring for you? Imagine the positive feedback you’ll get from your kids, hubby, & friends if you manage it! As you get stricter, allow for a 20% leeway to have fun and cheat a little. Artist statement: This is an astoundingly beautiful place to live and, soppy as it may be to say it, I’m very fortunate to do the work I do. My job is to understand the essence of each place I visit, to understand the needs of the people I meet, and to combine the two. And to enjoy doing it.

Price range? It depends entirely on the size and the complexity of the work. But an initial meeting is always free. How long have you been a garden designer? 14 years. Before that I used to be a bookseller, and for the last three years I’ve taken time out to run the bookshop at the Hay Festival. It’s an exhilarating change of focus. Where did you train or gain experience? A lifetime of wondering why certain places feel the way they do. Garden design is mostly about understanding people and places. Also about feeling, thinking, and imagining, and not getting in the way. Plus a bit of horticulture. What is your favourite garden? Hestercombe in Somerset or, more locally, Llowes Court, which has such a relaxed generous atmosphere. How a garden feels is the most important thing, not its look. Never trust garden photography. I’ve seen beautiful shots of miserable gardens. What would you class as your ‘masterpiece’? The garden is about the client, the house and the landscape. If it complements all three, I suppose it could be considered masterly, but only the client can decide that. Have you any future plans for your work? More of the same, I hope. Every garden is different, and every time I go to see a new client I have no idea what to expect, or what ideas will be filling my head for the next few weeks. It’s fun.

Get to really know... Name: Andrew Williams. Place of birth? Edinburgh, Scotland. Where do you live now? Clyro – I try to walk in to Hay whenever the weather allows. Marital status? Married to the amazing Louise. Occupation? I do my best to entertain customers in our shop, Eighteen Rabbit. What was your favourite childhood television programme? I do remember hiding behind the sofa during Doctor Who on several occasions – Blake’s 7 was another favourite. Are you a collector of anything? Vinyl – LPs, singles, anything. I have too many already and Matt from Tangled Parrot is not helping! What is usually your first thought when you wake up? I am not a morning person - so normally “just another ten minutes…” What do you usually think about right before falling asleep? “Can I get away with setting the alarm any later?” Most exciting thing you’ve won? Professionally Louise and I have won some nice awards over the years but on a personal level nothing beats the 50p I won for coming second in the 100 yard dash at the Keith Show when I was about 8. Two lessons life has taught you? Firstly, take risks – there is no such thing as “stability” or “security” any more, and I’m not sure there ever was. And secondly that nice guys tend to win in the end. What makes you grumpy? Negativity – I can occasionally look at life through rose tinted glasses but I definitely prefer that to people who are in a constant state of doom and gloom. Have any bad habits? I am led to believe that I snore but I have never been aware of it! Which bad habits drive you crazy? Littering makes me very unhappy, especially when we live in such a beautiful part of the world. What book would you recommend to others? Too many to narrow it down but for starters I’d say “A Conspiracy of Dunces” by John Kennedy Toole or “Under the Volcano” by Malcolm Lowry. Best present ever received? When we moved away

from Brighton, Louise and I received a Belle & Sebastian gold disc from our fellow DJs which was pretty special. If you could visit anywhere in the world, where would you go? As we are focussed on fair trade in the shop I have a list as long as your arm, but at the moment I’d pick either Peru, South Africa or Japan. Name one regret you have: No serious regrets, but I wish I could speak Spanish better! I tend to have to use a lot of sign language when we’re speaking to suppliers in Mexico. Name one thing you miss about being a kid: Being able to eat cola cubes without feeling silly. Name one thing you love about being an adult: I’ll tell you once I’ve grown up! What’s your favourite song of the moment? Music is a big part of my life so this is very tricky, but “Wonderlust” by Kid Wave is a current favourite, as well as the last Gaz Coombes single. What’s your favourite song of all time? Changes on a daily basis but today I’ll say “If I Can Dream” by Elvis Presley. What’s your favourite thing to do on a Saturday night? Hang out with friends, go and see a band at the Globe or the Tabernacle, maybe grab some tapas from Tomatitos, then see if Mike from Booktown Taxis can ferry us home! What’s your favourite thing to do on a Sunday afternoon? My Mum & Dad live in the north of Scotland so I always try to catch up with them on the phone to hear their news (and weather!). Have any hidden talents? I try to be creative whenever possible – but most of my talents are so well hidden they are in to uncharted territory… What would be your dream job? I honestly think I have my dream job – I love meeting people, I couldn’t work with anyone other than Louise, and it’s nice to know that we’re making a real difference to people’s lives in every corner of the globe. If you HAD to change your name, what would you change it to? Easy – Liam Gallagher. Sum yourself up in five words: Optimistic, enthusiastic, loyal, loud-mouthed and stubborn.

Award Winning? Yes! Last month we made a visit to Castle Fish Bar in Talgarth. We were there with our ‘reviewing hats on’, our first pit stop was next door to the Castle Pub which adjoins the Fish Bar. Ray and Kathryn took over the premises 8 years ago. Boy oh boy has it changed since my dad used to be a regular at the karaoke nights! The pub itself is spilt over two areas. One that retains a ‘locals’ drinking bar feel, something sadly dying out in many other pubs. The other side being more relaxed with comfortable seating and a restaurant area. Out the back is a large garden, ideal when the sun is out. On arrival, Co and I were greeted by Ray who kindly took our drinks order and gave us the food menu. At this point my husband was very pleased he joined me on this outing, a lovely Butty Bach was about to relax him after a busy Friday at work! Although we’d visited Castle Fish Bar on numerous occasions over recent years, until now we weren’t aware that we could take our order through to the restaurant area. In fact, what other fish bar lets you order at the bar, wait over a drink and enjoy the food in their restaurant ... and at the same prices as take away prices. On this visit we had hungry mouths at my parent’s home just down the road, which meant it was a take away for us … Our order consisted of: Fish & Chips, Chicken & Chips, Pie and Chips, Jumbo Sausage & Chips, with side orders of Mushy Peas, Chinese Curry Sauce and Fruity Curry Sauce. With our drinks finished, our order in our hands, we made our way back to the car. There were people queuing out of the Fish Bar door.

Nice and sweet. The Chips were perfect, often they can be too soggy or too dry, these were spot on. All portions were extremely generous. Castle Fish Bar have won the award for the ‘best chip shop chips’ in the County at this years National Chip Week Awards – we can confirm this has been throughly deserved. All their fish is cod and all comes from sustainable British fisheries and carries the Marine Stewardship Councils certified sustainable seafood logo. They cook using Eco-fry sustainable palm oil. They only use British potatoes, and they only sell Welsh Icecream, Welsh water and Welsh Premium Pies. I think it’s a real bonus that if you don’t fancy taking your food home to eat, you can choose between a very comfortable dining area or a beautiful garden area. There is free parking. And you can also place telephone orders on 01874 712100 for collection. Castle Fish Bar is open Monday - Friday 12-2pm & 5-9pm and on Saturday 12-2pm & 5-8pm. These times are regulated by the Brecon Beacons National Park Authority. They are closed on Sunday. The Badhams-Williams family would like to say a huge thank you for the super food. We will definitely be returning. If the sun is shining we’ll enjoy the large garden with some cold ciders to accompany the food! Lisa Marie Badham x

We arrived home, unpacked the order and the dining room was silent whilst we all got stuck in! The Fish & Chips were certainly Award Winning. Mum and Dad said the batter on the Fish was not greasy but crispy. I had the Chicken which was full of flavour. The Pie, a Peters Mince Beef and Onion, was very tasty according to Co. Cariad certainly enjoyed it, she ate the whole jumbo Sausage complimented by Heinz tomato sauce of course! I ordered the Mushy Peas knowing they’d be a hit with Dad. Out of the two Curry sauces, the Fruity one was our favourite.

Protecting wildlife for the future

Herbert Vaughan wrote in 1926 of being taken to see cloth being dyed near Abergwesyn using the plant in the early 1900s and commented that the tint produced was a “dingy yellow” and that the practice was already almost extinct. Genista tinctora Vicarage Meadows Brecknock Wild Trust Reserve at Abergwesyn should have a good show of Dyers’ Greenweed by the middle of the month. This small relative of Broom is an important food plant for several rare moths and was used in the past (as its name implies) for colouring cloth.

The Greenweed will be accompanied by a show of several different orchids and a good display of Wood Bitter-vetch and is well worth visiting even if a little remote. This, on top of the Jersey Royals losing their flavour because they have stopped using sea weed to fertilise the ground, is really spoiling the start of the potato season. Now is the time that we should start to sort out the shelves in the pantry and clear the deep freeze ready for the glut of food that will come a little later in the year - of course,if you have too much of anything, you can always have a word with me and we may be able to do something in the shop, local garden produce is always welcome. News from...... Bronllys Hospital & Community League of Friends We are pleased to say that our book of 101 years of memories about Bronllys Hospital is with our printers. It will go on sale on August 8th at 3pm in the Concert Hall at Bronllys Hospital.We are excited about it and hope that all who have contributed to it will be pleased with the result. It will also be on sale on Saturday August 15th at the Llyswen and Boughrood Show and Saturday September 5th at the Table Sale in Talgarth Church Hall 9am -12 noon.. The Veterans garden is also coming along well The car sticker ‘Hands off Bronllys Hospital’ has now been removed from my car and Talgarth Surgery. They have been replaced with ‘I love Bronllys Hospital (and a heart)’. These will be available when ever we are selling our book and at the entrance to the ward up the hospital.

The ward is working very well with the GPs and the Llewellyn Ward staff won the whole of Powys tHB Excellence Award - Team of the Year 2014. It was for - in brief - for providing excellent standards of care and keeping a positive outlook in difficult circumstances in times of uncertainty. They always put the needs of their patients first. Gwernyfed High School As we draw towards the end of another academic year we enter a period of transition here at Gwernyfed High School. Our Year 13 students have come to the end of high school education and for many this will mark the end of a seven year chapter here at the school.

From those nervous and excited footsteps entering Gwernyfed for the first time as a Year 7 pupil; they leave as mature, young adults ready to embark on a world full of opportunities. It is hoped that the school’s motto to ‘persevere’ will stay with them in whatever path they choose and we wish them all the very best for the future. Year 11 students have now finished their GCSEs and are enjoying a well deserved holiday. We look forward to seeing them on results day to celebrate their achievements and to welcoming them back to join the Gwernyfed Sixth Form in September. For some it is the end of a chapter in their lives whilst for others it is just the beginning. We will be welcoming Year 6 pupils from surrounding Primary Schools to come along to the transition days this month in preparation for joining the school in September. Hay Castle Trust Rick Mather Architects and the team appointed to rescue and restore Hay Castle have spent the spring months carrying out investigative works. The derelict mansion now has five levels of scaffolding within its stone walls, enabling access to parts of the ruin that haven’t been seen close up in decades. Over the summer emergency repairs to lintels and stonework will be carried out to ensure the structure stays safe until restoration work starts in 2016. Chartered surveyors have completed a measured survey of the Castle and grounds and their unique character is now captured in detail. This has enabled production of a scale 3D model of the site which some may have seen at the Hay Festival. We hope to show it again during the summer. Ric Tyler, a Buildings Archaeologist has examined the manor’s structure to better understand the origins and development of the building. Closer inspection of the exposed fabric in the derelict section has revealed traces of blocked openings that would

have joined the mansion and adjacent keep tower. A significant find of a full-height ‘straight-joint’ or ‘phase break’ at the eastern end of the manor clearly indicates two distinct phases of development; The main ‘double-pile’ section to the west dating most probably to the 1630s and tantalising remains suggest that elements of early, possibly medieval, structures were incorporated into the construction of the 17th-century house. This involves accommodating, sometimes trapping, veterinary health checks, record keeping and fundraising, as well as delivering cats and kittens to their new homes. Hay Town Council It’s been a busy few months for the Town Council with the transfer of assets from Powys County Council (PCC) underway and the analysis of the residents survey results feeding into the development of a Town Plan. The survey distributed to all residents on the electoral roll in December 2014 had a return rate of approximately 20%. (254 surveys)

We have completed the initial analysis of the survey and are starting to look at the detail of responses. It’s been interesting reading comments and identifying what residents see as the priority areas. The results feed into the Town Plan, which outlines aspirations and priorities for residents of Hay in relation to the development and sustainability of the town. It also includes the actions that the Town Council and relevant partners will take to try to meet these. The majority of people who responded were in the 60+ age range and lived in Hay for over 11 years. Relatively few responses came from residents aged between 16 & 44. The questionnaire sections that received most responses were: Local Public Services, Retail Opportunities, Housing, Tourism, and Roads. Each of these sections attracted over 200 individual responses. What next? The Town Plan Working Group meets regularly with representatives from the Brecon Beacons National Park Authority and PCC. As the plan develops more partners/stakeholders will be identified and become involved.

Update on the transfer of assets. The agreements are currently being finalized for the transfer of the public toilets, sports fields, pavilion and council buildings into Hay Town Council ownership. A local company is working on the refurbishment of the public toilets with those at Oxford Road already completed. Discussions are underway with the various sports clubs & HADSCAL regarding lease and operation of the sports fields and the pavilion. Once the agreements are finalized we will share more details. Hay U3A This year marks the 70th Anniversary of the end of the Second World War hostilities. And our U3A Hay meeting at The Swan at Hay on Tuesday 21st July will be a trip back to the immediate postwar period in Britain. A study of life in the time of austerity 1945-1955 entitled ‘When Daddy came home from the War’, will be presented by our own

Rodney Mace, beginning at 10.30am. In the afternoon, at 1.30pm, we will continue the theme and show Terence Davies’ 1988 film of working class life in the 1940’s and 50’s, ‘Distant Voices, Still Lives’. Hope to see you there! also on identifying and care of the child in the first year of life. As with our previous project this will be delivered through the local health centres in Timbuktu. Over £700 was raised for the Education project through street and event fundraising during Hay Festival. This will go towards supporting our girls in schools project and English language teaching. Future fundraising events to look out for are the annual sponsored cycle ride, a Mali Independence Day celebration at the Globe, and a team taking part in the Brecon Canalathon Challenge. All this takes place in September – check our website for details nearer the time. There have been recent reports of further unrest in northern Mali and deaths amongst soldiers. This has been reiterated by our contacts there who say that things are still unsettled. However they are all safe and feel confident that there is adequate security from the army and UN to prevent trouble.
