News from Talgarth by Cllr.William Powell Powys County Councillor for Talgarth As I prepare to sign off this month’s column, we’ve had a taste of early summer, but the autumnal wind that has recently returned suggests we may have had our ration for a while. And although weather forecasters are more loved and better trusted than politicians in this country, I suspect that any who predict a barbecue summer in 2013 will be greeted with a degree of scepticism. In any case, preparations are beginning to take shape for a range of popular local events in the coming months, including the Three Cocks Vintage Rally, Talgarth Festival of the Black Mountains and more immediately this month the Royal Welsh Show, Europe’s premiere agricultural show. It is difficult to overstate its importance both for the agricultural industry and for our wider rural economy. I often find myself celebrating the power of volunteering in our local community in the Wye Local and this month is no exception. I was delighted to hear just a couple of weeks ago that Jack Christopher - until recently coordinator of the Talgarth Tourist Information and Resource Centre (TiRC) - had received a Highly Commended certificate in the Wales Volunteer of the Year Awards 2013. Jack continues to be a key member of the volunteer team at the TiRC, as well as being longstanding Treasurer of Talgarth Festival, a sterling helper at Talgarth Luncheon Club and a volunteer steward at Theatr Brycheiniog in Brecon. He never seeks recognition - but I am delighted that he has received it on this occasion - and it is richly deserved.

Earlier this month, I had a meeting with the new Dyfed-Powys Police Chief Constable Simon Prince at the Force Headquarters in Carmarthen. It was a useful opportunity to raise a number of residents’ concerns at the highest level. Our agenda included a discussion on the scourge of speeding motorists, so called ‘boy racers’ and particular issues on the A479. We need urgent progress on the long awaited 50 mph speed limit out of town between Pengenffordd and Cwmdu as well as action to address safety concerns on Bronllys Road and at the Trefecca Road zebra crossing. I have written to Welsh Transport Minister Mrs Edwina Hart AM on these matters of local importance. Similarly, Gavin Perry has been a real contributor as player/manager at Talgarth FC over a number of years and was instrumental in the successful re-launch of football under the banner of Talgarth Town. Cllr. Gareth Ratcliffe, Powys County Councillor for Hay Dear Residents I hope you are well this month I will be talking about the school, community centre and residents parking. 1. HaySchool. We have had a number of meetings with PCC and the governing body over the last 6 weeks. A number of issues and concerns have been raised re the consultation processes. Last week we met again with Cllr Myfanwy Alexandra, Portfolio Holder for schools, together with Powys architect Jim Swaby, to discuss the upcoming processes. The Governing body are looking to find dates from the council in order to visit schools which have already been through this process. As soon as a set programme is available we will inform the parents and community. 2. Hay Community centre is NOT good news. We are all aware of the Asbestos issue regarding the building. It has been reported that the problem has retreated and the flakes are becoming airborne and are falling outside the recently erected safety barriers. What with the news about the closure of a school in Wales, due to asbestos problems, this does not come as a surprise. I have asked for costs to back up what is being reported to myself and the local community and what was reported to me was that cost annually of collecting asbestos contaminated moss £7200. Short term essential repairs (compliance with stat standards/ remedials fire doors electrical alarms etc) £45K, plus need to further secure the roof EST £70K PLUS cost of moss collection until such time as repairs enacted. I have talked to the Youth club and in partnership it is hoped that they can relocate to the bungalow in the school grounds. This is favoured by the team leaders as one of the options that they have looked at.There is still yet to be a date set of when this will close but it is looking like sooner rather than later and it is hoped we can find alternative accommodation
3. Residents parking. There has been a consultation run in the Library at the beginning of June. The council has agreed to come back to me and the town council with the findings, there seems to be a lot of concerns being raised on what the council have recommended of a residents parking trail and what it will do to the town. I am waiting to see what the out come will be following the consultation and the public questionnaire findings and if the councils recommended proposals go forward all house holders in then designated zoned areas within the town centre will have a vote on to whether or not to accept the proposals (51% needed to support before any changes can take place). News from Glasbury Ward by Chris Davies Powys County Councillor for Glasbury I am sure that every reader will agree that “a great time was had by all” as they look back on the 2013 Hay Literary Festival! Our local business received a timely and much needed boost as many thousands of visitors were drawn to our locality. We will all have our own special moments and favourite writers/artists. I know that my children are still talking about ‘Maisy Mouse’ – who ever that may be? Congratulations to the members of Rhosgoch YFC for bringing the Annual Radnorshire Rally & Dance to our area as part of their 70thYear celebrations. A tremendous day and night was had by all who attended. We can now look forward to helping them celebrate the remainder of their special commemorative year for this vitally important rural youth movement. Concern is quite rightly being expressed regarding decisions being made about our local primary schools. The pupils, parents and teaching staff have been waiting for many months to hear from the Assembly’s Education Minister about the future of Rhosgoch School. It is unfair to everyone that he is not coming out publically with his decision. At the time of writing this article the decision

has just been made by the Cabinet of PCC to close Llanigon Primary school even though the receiving school of Hay has a long way to go before its replacement building has been built. It is sometimes very hard to understand decisions that are made allegedly on our behalf. The Royal Welsh Agricultural Show will be held later this month on 22nd – 25th July at Llanelwedd, Builth Wells. There is so much to see and do for all the family during the show week and it is a great opportunity to meet up with old friends and make new ones. I will be commentating as usual over the main ring on all four days. News from Glasbury Get-Together Club Last month at our May meeting we invited Kate Price and her friend Janet to talk on their passion for ‘Patchwork’ and how they became friends many years ago when training for their City and Guilds qualification. They brought along truly wonderful pieces of work to show us, many different designs of quilts with amazing colour combinations. They also had smaller hand crafted items to sell. Their enthusiasm welled over into a little extra time, before we enjoyed our tea and raffle. A really full and enjoyable afternoon. May the 14th, our expedition to Abergavenny went well although it was wet. We spent some time looking around Abergavenny, it was market day and very busy. Our coach took us to The Crown at Pantygelli for a very good lunch. After lunch we went to see the Boyle’s lovely gardens at Penpergwm and Trona Boyle kindly showed us round despite the continuing rain. We usually have a club FUND RAISING day in

Glasbury Play Area Glasbury Play Area was officially opened on Saturday 11th May 2013 by Walter and Iona de Winton, who kindly donated the lease of the land. This was the culmination of 3 years of hard work by the Play Area Group and a grant of ÂŁ42,000 from the Big Lottery Fund. The event was coordinated by Sheenagh Finnie, Rachel Harding and Rhian Wilkie who also arranged the refreshments which were thoroughly enjoyed by everybody. Thanks also to local people who generously made cakes for the occasion and to Margaret Morris and her son Christopher, for allowing us to use their garden, opposite the Play Area.

There was badge making with Paul Hartley, face painting by Leah Downie, Splat the Rat with Paul Greenow, a coconut shy and the children had great fun on the new equipment. Everyone in the Play Area Group was there helping in different ways and a great time was had by all. The Village Hall kindly lent us some Tables and Chairs for the day. Chris Davies, our local County Councillor, also a member of the Play Area Group, gave a vote of thanks to everyone who had helped and to those who attended, also to Black Mountains Lions who donated a picnic table.Thanks also to local firms and people who helped us with donations and attended our functions. Paul Hartley (Chair) and Pat Yeomans Sec/Treasurer, were presented with flowers from Jo Northam, Chair of Glasbury Community Council at the beginning and end of the Project. Keep an eye on local notice boards during the summer months as there will be several events taking place. Also there will be the Village Trail, Barbecue and Duck Race on August 31st by Glasbury Bridge. We hope that everyone will enjoy the New Play Area ! Glasbury Play Area Group.

Hay & District Community Support Diary Date – 19th July, Midsummer concert with The Monday Choir A fundraising concert in aid of Hay Community Support is to be held at the Church of Holy Trinity at Bettws near Clyro. News from Gwernyfed High School Future 7 -Young Enterprise Finalists In March a group of Gwernyfed Sixth-Formers travelled to the Young Enterprise regional finals in Builth Wells to promote their product, ‘Sport Garters’.The group of young entrepreneurs included Phillipa Rylands, Angharad James, Mollie Gibbons, Rebecca Meredith, Aaron Nicholls and Catrin Price, all of whom contributed to the company’s success in the event. The requirements and purpose of the Young Enterprise Scheme is to encourage young people to set up their own business: producing; marketing and selling a service or product. Developing skills such as the ability to write an interim and financial report. The team had to set up a trade stand and then as part of the judging process they had to present the product and endorse the company to fellow competitors and the judging panel. The team performed and demonstrated to a high standard which enabled them to win this round of the competition and progress to the next level
representing Mid Wales in the Welsh finals. The Welsh finals are being held in Cardiff In June and the team hope that they will be chosen to represent Wales in the national finals in July. The team succeeded thanks to the support of Mrs Morgan (Business Studies), Mr Williams (Headteacher), Miss Gibbons and also Mrs Schofield, who taught members of the group to use a sewing machine!

News from Hay Cheese Market We are how half way through delivering the community activities side of the project. We have worked on some fantastic activities with local groups including the Hay Festival Scribblers, Hay Youth Club, Llanigon Young Farmers Club and all the pupils at Hay Primary School. There is lots more exciting work to come, including designing a series of historical walks around Hay and writing copy and sourcing pictures about the history of the building to put on the information display panels that will be hung inside the old Market Hall. Meanwhile, plans are well underway for the first Hay History Weekend this September, 7th-8th. The programme, being put together by members of Hay History Group, includes
a family history quiz about Hay, film screenings, a pop up museum and guided historical walks. On the building side of the project, structural repair work is due to begin this autumn. The building tender contract will be organised via Hook Masons Architects in Hereford. Any building companies interested in submitting a tender should contact Hook Masons before end July. Balls of Fury Paintballing are now up and running and the hard work has finally paid off. “We’ve Bought A Bridge!” the chap who had been left running the place for the previous owners, we were on our own! The rest, as they say, is history. We don’t know where the first year went to; in fact, the last 18 months have just whizzed by.
The original toll bridge and parts of the toll cottage were built in 1779 as a more convenient crossing to the River Wye than other bridges located 4 and 6 miles away in either direction, but it and two further stone built bridges were washed away in the strong river flood waters. In 1797 a part stone, part timber trussed bridge was constructed in pretty much the design that you see today. Full reconstruction took place in 1993. I remember vividly that sunny morning in August 2011; the morning that I told my husband Grahame that I’d found the perfect home for us in rural Herefordshire. We had been looking for a place “by the sea” for some time but just never quite able to find a place that ticked all the boxes for us. The Toll Cottage at Whitney-on-Wye looked and sounded perfect - a little riverside (not seaside but plenty of water!) whitewashed stone cottage with a few acres of land. “….and it’s attached to a 17th century wooden toll bridge.”I added under my breath. Our offer was initially turned down but months later the buyer pulled out and so we became the proud owners of the Whitney-on-Wye Toll Bridge and Toll Cottage on 6th January 2012 and moved in on the very same day. After a whistle-stop tour of ‘the facilities’ and half an hour of training on ‘how to run a bridge’ from
We’ve had a good old tidy up and we’ve given the bridge its first coat of paint in 20 years. We could hear it smiling! We’ve helped to raise over £2,000 for local worthy causes and we’ll be doing the same again this year……and we’ve survived two Hay Festivals and the thousands of visitors who cross the bridge during the 10 days. We quickly came to realise that the daily 80p toll that customers pay to cross Whitney Bridge just about covers the cost of maintaining it so we see ourselves more as custodians and caretakers of an historic 17th Century monument and we are certainly looking to diversify next year in order to achieve a balance of the finances. A visit to our new outdoor café with picnic area will give visitors a taste of further improvements that we’ll be making over the next few months. New gallery Two leading contemporary British artists have opened a new gallery in Hay. Art by Menna Angharad and Jem Stiff can now be seen at WINDOW on Broad Street, opposite the junction with Bridge Street. Menna and Jem, who live on the Black Mountains, have been exhibiting across the UK and France for many years and are now pleased to have the opportunity to show their work in their home town. Menna works in oils on linen or canvas, capturing intricate details of her subjects with exceptional clarity. Her paintings are evocative and atmospheric, offering a modern interpretation of the still life tradition. Jem is a sculptor with an interest in the ordinary, the forgotten or insignificant. Working in wood
or stone, his sensitive and honest sculptures afford a dignity to his subjects as well as hinting at Jem’s lively sense of humour. Year 6 pupils at Hay School recently worked with Jem on a project called ‘Essentials’. Children considered the consequences of consumerism, and created their own works of art which are now on display at WINDOW. WINDOW is open Tuesday to Saturday, and you are most welcome to browse. News from Haygarth Medical Centre Childhood fevers Hopefully the main reason for being too hot in the next few weeks will be because of the scorching summer weather, but childhood illnesses do also occur at this time of year as well as all year round. If your child does develop a fever (high temperature) we have produced an advice sheet that we hope you may find useful. This is based on new guidance looking at all the available evidence and includes some changes from previous advice which you may have been given. The advice sheet is available from the surgery or www.hay.garth.co.uk The main changes are: •Only use medication to relieve a child’s discomfort/distress and not to treat the temperature itself. Bringing the temperature down has been shown to have no effect on
the length of the illness or the risk of fits. It is suggested that in most cases using one type of medication (usually paracetamol) is sufficient, however if this doesn’t settle your child ibuprofen can be offered as an alternative. •Paractemol and ibuprofen should not be given at the same time and should not routinely be offered on an alternating basis. Medication should only be repeated if the child becomes distressed again later. •Do not use fans or tepid sponging as this can be unpleasant for your child. Please remember: Most childhood illnesses with fever are not serious and get better on their own and will not need antibiotics. But, if you think your child is getting worse despite efforts to bring their temperature down or you are concerned at any time always seek medical advice.

News from Hay Town Council There are several major issues exercising Hay Town Council at the moment but three, in particular, deserve your attention: Powys Teaching Health Board’s reorganisation of hospital services is now part of The South Wales Programme, creating ‘consultant-led centres of excellence’ at Cwmbran, Merthyr and Cardiff to serve Hay and South East Powys. In brief: basic A&E facilities at Brecon and Abergavenny ‘will not be closed’; they will ‘address’ the transport problems; ambulance and paramedic support will be strengthened; GPs will treat more patients in the community to lessen the need for hospital admission (a growing shortage of GPs and consultants over nine years is yet another problem being addressed); and out - of - hours GP services ‘need to be strengthened’. That’s quite a wishlist! In earlier consultations we stated the obvious: that access to Cwmbran and Merthyr would be difficult and often impossible over narrow, mountainous roads in winter. We were told that the charity, Air Ambulance would be used, but even these life-saving angels have limited resources and face the problems of bad weather and night flights. The £200m hospital at Cwmbran has yet to be authorised and there is the likelihood that facilities at Hereford will be severely downgraded. Facilities at Bronllys are not defined and the Stroke Unit’s move to Brecon is still problematic. If you can find an acceptable Option within this plan, they invite you to vote by 18th July, at swpresponse@wales.nhs.uk or information at www.wales.nhs.swp. Please let them know your views. Explanatory booklet with our Town Clerk. Local Development Plan: BBNP have, with little notice, increased the number of new houses to be built on the western side of Hay to 83. They have to fill a quota of new housing
sites regardless of local need and, although we do have a need for good quality, affordable housing, they cannot guarantee that the 30% allocation will apply. The six-week consultation period started 18th June and details of DBRHOW-A: 78 (or 60) houses and SALT059: 5 houses, are at www.breconbeacons.org/theauthority/planning/strategy-and-policy/ldpexamination or Hay Library. Again, your views are vital. Good news! At last plans for Hay’s new school are being drawn up but, although the Community Centre will be demolished later this year, it seems there will be insufficient space to include all the community facilities we need. Powys, however, intend moving Hay Library into the school. What do you think? The next Town Council meeting is at 7pm on Monday 8th July, 1st floor Council Offices.

News from Timbuktu Timbuktu has seen repeated clashes with Islamist fighters in recent months, and northern Mali is still a vulnerable area. Elections are due to take place at the end of July in the hope of restoring a stable political structure in the country, but there are concerns that this will not be an easy process. Many people from Timbuktu have yet to return to the city and are housed in refugee camps in Mali or surrounding countries. As mentioned last month, Hay2Timbuktu worked hard over the Hay Festival to raise awareness and funds. We’ve now done the sums, and a fantastic £1575 was raised – thanks to everyone who contributed. The money will be used to support existing and new projects as well as for humanitarian aid. The Africa Day on May 26th in Hay Parish Hall was a great event: the sun shone, the curry, couscous and cakes were all delicious, the children made colourful African face masks and £940 was raised. This will be put towards medical projects in Timbuktu, and also towards the visit of two Midwives from Timbuktu planned for the end of September. News of the arrival of the Motorbike Ambulance in Bamako, capital of Mali, is expected any minute. Once the drivers and mechanic are trained, the Motorbike Ambulance should be on its last leg of the journey to Timbuktu. This will provide much needed assistance, particularly for pregnant women needing access to clinics. As part of the Two Towns One World programme, there are plenty of activities taking place in Hay to raise awareness of development issues and help link with our twin town. These include cycling, ceramics, storytelling, food and music projects and community events in August and September. Just visit the Hay2Timbuktu website for more information or to get involved. News from Hay St Marys FC On Saturday 13th July we will be holding a Charity Day to raise funds for the Naina fundraising. Sadly Naina lost her fight against Cancer in May this year. There will be a Charity Football Match, U16s v the coaches and parents of Hay JFC. After speaking with several coaches of the Club and parents we now have a full days programme planned. A Car Boot Sale kicking off the day, sellers to arrive at 8.30am, buyers from 9.30am - cars must be off the field by 12 midday so we can set up for the afternoon. From 1pm there will be lots of stalls including skittles, Mandy Mill’s and her fab cakes, Sheila Lewis waxing there will be coaches up for auction and one or two parents! Bottle stalls, hot food by Bookends, Naina’s favourite music will be played by DJ David Price ... plus much more, as this magazine goes to print we are still yet to finalise many more things. The footie match between the U16 and coaches/ parents will be played in fancy dress, theme being bright colours, purple must be included as this was Nainas favourite colour. Before kick off the lads will
be doing a parade around town. Then after the game there will be a raffle and auction, we have been donated a lot of top prizes already: Welsh rugby ball signed by the lads on tour of Japan; Kath Evans family shoot; golf for four with two buggies at Builth Golf Club; and also at Llandrindod Golf Club; signed Leeds Rhions shirt; replica England1966 World Cup shirt signed by Sir Geoff Hurst with letter of proof kindly donated by Ratty; plus loads more. Enjoy Food I’m writing this month with a warning! Every day and on Facebook I get offers to distribute weight loss supplements: there are two main manufacturers out there at the moment. I’ll not name them but you may well hear of them soon as one in particular is weaving its way from the USA as we speak! Now any PT worth their salt would look for a second income and why not, always handy, but it has to be something we believe in and most in my profession are dead set against ANY shakes as they’re totally unnecessary! First off, they are touted to us as a money spin first and foremost with little emphasis on any benefits to our clients, and secondly there are little benefits v REAL FOOD! IF you’ve been living off processed or quick foods you may well feel some benefits from these shakes and even lose weight, but before you get too excited read on: The ingredients are often unpronounceable (never a good start), and as they are synthetic the body will eventually stress, which has the opposite effect to that you are seeking in terms of good health. The weight loss due to a lack of calories and lack of good nutrition will
eventually lead to ‘thrifty genotype’ whereby the body senses it’s in deficit and starts to hang on to fat for all it’s worth, slowing the metabolism neatly counterbalancing the original weight loss intention. Yo-yo dieting is a similar phenomenon. Synthetic vitamins and minerals do not perform in the same way as those from solid food as they lack phytonutrients, the interaction between complimentary compounds that even scientists cannot always explain. We need to enjoy food and can get all we need from it. I realise as health professionals we are guilty of prescribing protocols that may seem daunting or unsustainable, but just to eat PREPARED and colourful food is a great start!
