By Silas Nduvheni The executive mayor of the Vhembe District Municipality (VDM), Cllr Dowelani Nenguda, said the collective leadership in the district was committed to delivering better services, clean governance, and transparent leadership.

Nenguda, who was speaking on Friday during the State of the District Address, which was aired on Phalaphala FM, Munghana-Lonene and some community radio stations operating around the district, said that, because of the spread of the coronavirus, holding such an event, which is normally marked by a prestigious occasion, a red carpet and preceding consultations, was impossible.

He tabled the more than R2 billion VDM budget for 2020/21 and the integrated development plan (IDP) for five years. He said the collective leadership of the district municipality was committed to ensuring that they were able to realise the objectives for the communities that had elected them into office. “This is what we commit ourselves as the district to achieve as the people’s leadership, together with the communities as the citizens,” he said.

“We are renovating and revamping the Xigalo Fire Station near Malamulele after it was vandalized by criminals, and we are planning to open it as soon as possible. We are also refurbishing Obed Mashaba Fire Station in Musina, and we have constantly responded to all disasters that happened in our district.

We have also procured a fire-response trucks and three disaster-response vehicles,” said Nenguda.

He added that they had set aside more than R6 million rand to ignite local economic development and for entrepreneurs to liaise with the local economic development (LED) department for assistance. “In the same vein, we will be finalizing our memorandum of understanding with the University of Venda with the aim of creating a cordial working relationship with the institution to tap into their skills for the purpose of local economic development,” he added.

Nenguda added that, through Vuk’uphile, they had trained and appointed 15 emerging contractors who were currently on site, working on sanitation projects. He said the trained contractors were young people; eight of them were women and two were disabled.

Emotional funeral for young student killed in crash

Mr Manuel Maleba (22), an N5 marketing student at Vhembe TVET College, was killed instantly when the driver of the car lost control and it went straight into students who were queuing for registration on their first day of learning and teaching at the college last Monday.

Six students knocked down during the accident were reported to have been rushed to the nearby hospital for treatment and are said to have been discharged.

Representing the family, Ms Rosinah Gumani said that although they had buried their young man in a dignified way, life would never

be the same when Manuel was no longer living and staying with them “He was about to complete his N6 diploma in December this year, and the family was still hoping that he would get a good job after completing his studies and help his struggling family.”

“Our people must change their attitude and behaviour. We must protect ourselves as much as we can. If we wash our hands, wear masks in public, and keep [social] distancing, we will be safe from this virus. Before, we used to see this virus from a distance. But now it is hitting close to home, right where we are. Our people must know that this virus does not know class or colour. It can affect anyone. To be safe, we must start to behave like we were doing during level five of the lockdown,” said Muavha, who also warned people to stop stigmatising people who test positive for Covid-19.

In the 2018/19 financial year, the province’s municipalities spent R249 million on consultants, with the Vhembe municipalities accounting for R25,15 million of that expenditure.

Last week, the auditor-general, Kimi Makwetu, released the audit outcomes for local government for the 2018-19 period. This was Makwetu’s last municipal audit report as his fixed seven-year term as the country’s AG comes to an end on 30 November. Makwetu was very critical of the manner in which many municipalities still manage their funds “in ways that are contrary to the prescripts and recognised accounting disciplines”.

He also criticised the excessive amounts spent on external consultants, without skills transfer being prioritized. Makwetu reckons officials tended to become complacent when consultants were hired and therefore not performing the jobs they were appointed to do. “The province relies heavily on consultants, yet there are no controls to ensure that the municipalities receive a return on their investment,” the report reads.

Of the Vhembe-based municipalities, the relatively “small” Musina municipality spent a staggering R8,42 million on two consulting companies. This almost matched the municipality’s total salary bill for its finance department (R8,84 million). Musina also received a qualified audit, with findings. The AG further criticized this municipality for the way its municipal infrastructure grants were spent. A R3 million grant “was not cash-backed, with the result that we were unable to determine whether the grant was used for its intended purpose,” the report states.

Probably the most chaotic of the region’s municipalities, the Vhembe District Municipality (VDM), spent R6,35 million on two consulting firms. This represented 24% of VDM’s salary bill in the finance department of R26,69 million.

The municipality improved slightly from an adverse audit report with findings, to a qualified audit with findings.

VDM features prominently in the AG’s report and is criticised for the way it mismanages its water-distribution function. “The district recorded water losses of R204 million, which translates into an estimated 21 million kilolitres of water,” reads the report. VDM was unable to calculate water losses accurately and did not bill for the usage of water in all areas. The ageing infrastructure is also not being maintained, causing water leakages.

The municipality with the largest salary bill for its finance department is Makhado. This municipality spent R28,86 million in 2018/19 to pay officials, yet it had to fork out another R4,87 million to pay two consulting companies to assist. Makhado also received a qualified audit opinion with findings.

“This is very frustrating.

Elim is a very busy centre. The centre attracts people from a radius of more than 30 kilometres. Communities flock to the centre for shopping, seek treatment at the hospital, and others run businesses around the mall. The Department of Health should have alerted the public. We are not saying

we want to know who tested positive; all we want is for this to be public knowledge,” said Salaza Khosa, chairperson of the Waterval Community Forum.

An Elim staff member who wants to stay anonymous told Limpopo Mirror that a fellow hospital staff member tested positive for Covid-19. The member said the hospital was later cleaned.

The Department of Health, however, denied the claim. “It will never happen that when a staff member tests positive, the management keeps quiet,” said a spokesperson for the Department of Health. He further said that the department did not report on individual institutions, but rather on districts and subdistricts.

As of Monday, 6 July, Makhado had 49 cases of

Covid-19, with 36 active cases, 12 recoveries and one death.

“What is special with the Elim case? Every day we hear over the radio and television that in Western Cape or Kwazulu Natal a health centre was closed after a worker at the clinic tested positive,” said Khosa.

Speaking to Limpopo Mirror on condition of anonymity, one of the businesspeople who has been running a small retail shop at the centre said that the situation was very scary. “We often advise our customers to wear masks and practice social distancing, because some do not take the virus seriously.

Temporary toilets dropped off without SGB’s knowledge The lack of communication was still evident, with ten temporary toilets being delivered at the school over the weekend without the SGB’s being informed.

“We are not sure who dropped the toilets here, neither do we know who is to take them away at the end of the day?” said Ngobeni.

The Limpopo Department of Education was contacted about the temporary toilets. Tidimalo Chuene, spokesperson for the department, said that the department was sourcing chemical toilets for schools that had been identified to have sanitation challenges.

Chuene said that the department was looking into reasons why the wrong type of toilets had apparently been delivered at Waterval and would engage with the service provider. “The school has a right not to accept delivery of anything different from our procurement specifications,” said Chuene.

When Limpopo Mirror visited the school on 6 July to check on the progress of the toilets, Grade 12 learners were waiting around at the entrance. They can no longer be accommodated at the primary school, as this school needs to make provision for the returning Grade 6 pupils.

“This issue of toilets is taking us back. We have been in lockdown for some months and not having any lessons; now I wonder whether we are going to catch up. I never had any lessons (at) home because we do not have a radio or television,” said a Grade 12 learner.

“So many people are sick with the disease, and instead of gossiping about them, we should be giving them support.

If there are still people talking about others, they are lost and they need to be educated about the disease,” she said.

Ramathuba said that testing positive for Covid-19 was not a train smash. People who tested positive for Covid-19 must not be treated as if they have committed an offence. All they require is support from everyone, so that they can recover.

Gospel album released from a muddy house by Tiny Ramudzwagi

By Bernard Chiguvare The unexpected coronavirus pandemic has changed the lives of many. Some have lost jobs, employers are struggling to come back on track, and, sadly, others have lost their loved ones.

To Tiny Ramudzwagi, the lockdown has been a blessing in disguise. "Come, let us go to my studio, so that you get a sense of my work," she said. A couple of kilometres from Elim Mall is Ramudzwagi’s studio, in the rural area of Mpfeni Block D1.

Alighting from a minibus taxi we walked down a dusty road.

"This is my studio. All the magic is done here," said Ramudzwagi.

The studio is a small house built from mud and poles, roofed with iron sheets and stones put on top to prevent them from being blown away by the wind.

Little would one think Ramudzwagi would revive the spirits of people feeling dejected, lonely and far from achieving their goals from this mud studio.

She has recently released her first gospel album ... Murena vho luga, meaning ‘God is good’.

Lufuno Siobo, Merlyn Baloyi, Elias Lukhwareni, Given Bilankulu and Pamela Chakwizira teamed up with Ramudzwagi in producing the album.

“Come with something unique; do not copy and paste. Ask God for guidance. Nothing is impossible. Take the Bible, there is a lot to sing about that includes touching the lives of many, " said Ramudzwagi, a mother of three.

Narrating how she started doing gospel music, she said, “This is a gift from God that started manifesting at a tender age.

Sometimes, while in deep sleep, I dream I am singing gospel songs.

If that happens, I wake up while still recalling the melody, then I pick a Bible verse and start composing a song.”

Ramudzwagi (40) was born in Tshikhwani Rathidili village but later relocated to Tshathogwe Lagos.

Releasing an album during the lockdown period posed challenges, such as not being able to meet regularly with her other members and missing the studio space where she could freely practise.

Such challenges did not stop Ramudzwagi’s efforts to compose her first album in any way.

“Though there were challenges, I had to soldier on facing them and ultimately triumphing over them. At lockdown level 3, I

managed to release the album.

I really appreciate the support from my family. The drive would not have been successful without the children in the puzzle,” said Ramudzwagi.

She was inspired by some local and international gospel musicians, such as Hlengiwe Mhlaba, Methius Mhere, Kholeka, Lufuno Dagada and Maru Rahulani.

“Speak out against abuse” The Acting Station Manager of Phalaphala FM, Ms Sharon Ravele, has urged communities not to keep quiet but to speak out against all forms of abuse to ensure that the killing of women and children stop.

She said women would continue to be the subject of ridicule and be exposed to poverty and abuse if they did not change their mindset.

“God brought you here for a purpose,” she said.

Ravele added that women should not rely on others to lead their lives but should be responsible for their own destiny.

She also spoke against “false prophets” who use false myth and superstition that threaten the lives of one of society’s most marginalised groups. “Those who say wives have no say in their homes and marriages, why did you take them to build a family with?”

Ravele said men were the ones who needed to change their attitude. “Men of this country must respect women and children. We are called upon by the people of South Africa, we must respect the women and children of our country.

They do not deserve to be beaten up. They do not deserve to be raped. They do not deserve to be killed.”

She said women and children had suffered enough, with some maimed and others scarred for life by the people they regarded as their protectors. “We are appealing that real men care for their families and that is the reason we are kicking abuse in full view of our traditional leaders, and we will continue advocating this until all our women and children feel they are safe,” she said.

According to her, violence against children had reached an alarming state because people needed to learn to respect life. She said her station would work in partnership with different structures, civil organisations, community members and government bodies to fight the scourge of violence against woman and children in the area. “If we can join hands and work together in partnerships, we can win the war against women and child abuse,” she said.

According to her, most women were failing today and were entangled in the web of poverty and abuse because they were not independent and could not provide for themselves and their families. “God did not bring you into this world to be beggars, but to be independent people with economic freedom that will exempt you from abuse and exploitation. This can only be achieved if women are united,” said Ravele.

“Even when the abuser is the sole breadwinner in your house, report them to the police because that person might end up killing you and your children, and that’s what we hate to see.”

She said that since the invasion escalated, she no longer left her farm late in the day because she feared that once the sun went down, the elephants would move in for grazing and she could get hurt. “When we go home, the elephants move in and start eating our crops.

We are no longer safe,” said Mudau. She said that they wanted the government to compensate them for the damage caused by the elephants.

She said that they were now relieved that the elephants had been found and killed.

Like many farmers in the area, community spokesperson Mawahsane Mudzweda is still traumatised by one incident in which an elephant trampled and killed a man who had gone into the bush to look for his cattle. South African National Parks (SANParks) advises customers that it has not opened for overnight accommodation as per Level 3 lockdown regulations on leisure and interprovincial travel.

“Day self-drives in national parks continue to be permissible for residents of the various provinces that the respective national parks are located in. Visitors are urged to book online and to observe all Covid-19 health protocols while in the park – including exiting the park with as much of their refuse as hygienically possible,” says SANParks in a press release.

In the same release, Fundisile Mketeni (SANParks’ chief executive officer) acknowledges that the organization is aware that many domestic tourists are eager to enjoy the tranquillity offered by national parks and that they would like to extend the current self-drive opportunities to overnight stays. He urges tourists to be patient until leisure travel and interprovincial travel regulations are implemented.

“All overnight bookings for July have therefore been suspended. The public will be advised in due course when bookings open. The organization advised those with overnight bookings to delay their travel and not cancel,” says SANParks.

Mketeni advises South Africans to continue supporting government efforts to minimize the impact of Covid-19 by adhering to the lockdown rules. “We are seeing increasing infection numbers and, regrettably, the loss of lives as well.

This is a reminder that a decision to open up our facilities has to be well-considered to ensure our colleagues’, tourists’ and their friends’ and families’ health is not compromised. We all have to be patient and trust the processes and decisions of our leaders during this difficult time. We will announce the dates for the reopening of accommodation bookings in due course,” he says.

The Vhembe District Municipality (VDM), Thulamela Local Municipality and Collins Chabane Local Municipality are mourning the death of the former Speaker of the VDM, the Chief Whip of Thulamela and now Exco member for Collins Chabane, Cllr Mavuyisi Fungheni, last Thursday.

Fungheni (63) was regarded as a gallant fighter, a veteran in the struggle against apartheid and had become involved in the struggle for liberation as an underground operator before the unbanning of the political parties in 1990.

Family spokesperson and son of the deceased Mr Emmanuel Fungheni said that his mother had later become disabled, after she had lost both her legs.

He said that his mother had died last Thursday in her house in Malamulele Section B of natural causes.

“She always said that being disabled does not mean unable and never hid herself at home.

We used to push her to work at the Collins Chabane offices and political meetings,” he said.

The ANC Vhembe region said it had learnt with a shock of the death of Fungheni.

According to spokesperson Mr Tshifhiwa Dali, Fungheni had also served as councillor for Ward 23 in Malamulele Township and her tireless commitment had made the organization deploy her as Exco member for Thulamela Municipality. “She was among the few comrades who served Vhembe District as Speaker and Thulamela Municipality as

Chief Whip,” added Dali.

She left four children, Emmanuel, Edward, Emelda and Rihadzhu, and she was buried on Thursday in Malamulele Township’s graveyard.

Makhado Mall is Covid-19 compliant

We are impressed with what we witnessed, though there are very few challenges that should be taken note of and improved on,” said Makhado Mayor Samuel Munyai on his visit to the Makhado Crossing Mall last Thursday.

The mayor was accompanied by the Vhembe District Covid-19 Command Council. A visit to several shops, according to the mayor, showed that most shops were only screening the temperature of their employees and not customers.

“We advised the shops that were not screening customers to do so with immediate effect,” said Munyai. He added that

one shop was not using the right type of sanitiser. He advised the shop owner to buy the required type of sanitiser.

Mr Basil Mabasa from the Vhembe District Covid-19 Command Council representing businesses was also happy with Covid-19 compliance at the mall. “Social distancing is practised by all shop owners. I believe compliance is due to the support tenants get from the mall centre management,” said Mabasa.

One of the mall managers, Mr Ben Moretsele, upon speaking to Limpopo Mirror about the Covid-19-regulation compliance at the mall, said that the main challenge they had faced during the first days of the lockdown had been social distancing. “Most people visiting the mall did not understand the purpose of social distanc-

ing, but we kept encouraging them and putting floor stickers to mark the social distancing required. Tenants also marked the distance expected as customers entered their shops.”

Asked how the mall management dealt with long queues during SASSA grant payments, Moretsele said they made sure the mall gates were opened as early as 05:00. Those visiting the mall for SASSA grants have their own queue, while other customers also make their own queue. Tenants such as Checkers and Pick n Pay provided chairs for the first few customers, said Moretsele.

“To make sure we overcome any challenges, which include that of minibus-taxis’ driving into the mall parking area and causing congestion, we have requested assistance from traffic officials,” said Moretsele.

Coach Rammese is now a politician

By Frank Mavhungu Mr Ntshengedzeni Ramsey Rammese is one of the best football coaches Vhembe District has ever produced. Unlike most of the coaches who started their coaching careers as players before graduating to coach, Rammese did not play active football in his life.

The 63-year-old mentor was

groomed by the late football tactician, Mr Gilbert Madima, in the early seventies. He served as an assistant coach to Madima until the end of 1975.

Rammese, together with Madima, were on the team’s technical bench when Gwamasenga United Brothers played host to Kaizer Chiefs at the Makwarela Stadium in 1975. Rammese, or Zulu as he was also known

during his heydays, took over full responsibility of coaching the team when Madima left for Johannesburg.

Gwamasenga United Brothers were later renamed Gwamasenga Dangerous Tigers and Rammese continued to guide the team. He later moved to another affiliate of the Sibasa Football Association, Magidi Greenside Callies. His

record with Greenside Callies speaks volumes. Callies were the league runners-up in 1988 under his guidance.

They finished in the 3rd and 2nd positions in 1989 and 1990 respectively before lifting the league trophy in 1991. Rammese migrated to Shayandima Bob Stars in 1992.

Bob Stars became the first team from the Limpopo Province to win the Sparletta Soccer Challenge Cup. They beat Basotho

Tigers 2-0 at the Galeshewe Stadium in Kimberly.

Shayandima Bob Stars later bought the National First Division franchise and Rammese was appointed an assistant coach to the Zambian mentor, Mr Patrick Milaso.

In 2000, Rammese accepted the coaching job of Napoli FC. He stayed with Napoli for two years before parting ways with the Madombidzha side.

Rammese was the head

No Sasol Women’s League activities for this year

By Frank Mavhungu The affiliates of the Sasol Women’s League might have been ready for the starting of the league programme for the new season at the beginning of March, but unfortunately the teams will not play even a single league game this year.

This follows a communique from the league informing the clubs about the league’s decision to postpone the starting date for the league programme until January 2021. According to the circular issued by the provincial secretary, Mr Patrick Seema, the changes will apply to the teams affiliated to the National Women’s League. “Please be informed that both (the) Sasol and National Women’s League will not play this year, 2020, but will all resume in January 2021,” reads an extract from the circular issued by the league.

The circular further reveals that the league is working on ways to com-

pensate the clubs that had already submitted their players’ registrations forms to the office when the national lockdown was pronounced. According to the circular, clubs that had already submitted the registrations forms include Shayandima Morning Stars, Sisters FC, Botlokwa Ladies, Copperbelt Ladies and Real Mighty Girls.

Asked about the inconvenience the lockdown could have caused them, most of the clubs’ officials revealed that the lockdown was doing them more harm than good. The managing director of Shayandima Morning Stars, Mr Emmanuel Mudau, could not hide his disappointment. He said that his team had been ready to absorb the heat when the lockdown had been announced.

According to Mudau, their preparations for the new season had been at the highest level when everything had come to a halt. He revealed that they had assembled the best squad this year because their aim was to finish

their league programme on top of the lot of money in the offseason preparlog. He further indicated that they ing for the new season that they had wanted to avoid the disappointment hoped would kick off in April. Lidoda Duvha resume with normal training

Thidiela mentioned that the team’s training ground had been disinfected over the past weekend. He further revealed that the Covid-19 testing for the players was done last Friday and that they received the results early this

part of his plans for the new season.

The testing of the players and the sanitising of the training field were done in line with the prescribed health protocols. The Minister of Sports and Recreation, Mr Nathi Mthethwa, recently granted the Premier Soccer League’s teams permission to resume with their normal training programmes under strict health protocols.

Some of the prescribed protocols include the compulsory disinfection of the training fields and testing of players and technical staff for Covid-19. The acting chief executive officer of the PSL, Ms Mato Madlala, was earlier quoted as saying the league would only announce the week.
