Voice note sparks panic

By Andries van Zyl A WhatsApp message warning Louis Trichardt residents to keep safe amidst a scourge of local Covid-19 infections caused major panic and has left a number of people fuming.

In the voice note, an as-yet-unidentified man says: “Hi! Just found out that Werda Toyota has a few positive cases of Covid … Thompson’s has a few positive cases and Doctor Gaigher was tested positive on Sunday. Now his whole practice is

being tested and the private hospital section is also going to be tested ... There is a few other companies who also have a few positive cases of Covid in Louis Trichardt itself. So just warn family members and friends and so forth they must just be safe.”

The message apparently started circulating on Tuesday. Those left fuming are the business owners and managers of the companies and facilities “implicated” in the message. Their main argument was that Covid-19 was a reality and

although some truth might be found in what the man was saying, the way in which the message was conveyed as a “warning” had unnecessarily tarnished those companies’ and facilities’ reputation. Their anger must be seen against the backdrop of recent calls by President Cyril Ramaphosa and other health professionals to stop stigmatising people with the virus. Furthermore, they felt the message was fuelling unnecessary panic at a time when the Vhembe region (and the province and country as a whole) was expe-

riencing a sharp increase in Covid-19 cases. The spike in cases was, however, predictable when looking at the worldwide trend (For more on this, read the article on page 2).

Exponential growth of Covid-19 cases worrying

The coronavirus made its presence felt the past week and claimed its first fatalities in the Vhembe District. According to the Limpopo Department of Health’s latest statistics issued on 8 July six people have died after being infected.

The number of infections in most areas has grown exponentially. Thulamela is set to become the epicentre of the Covid-19 pandemic in Vhembe, with the number of cases soaring to 118 (73 active) on Wednesday. Three Covid-19 deaths have been recorded there.

In the Makhado municipal area, 57 cases were reported, with one death. The number of active cases is 39. The Collins Chabane area reported 39 cases (29 active) with one death, and in Musina 32 cases (19 active) were reported, also with one death.

Primary school in the Kutama area as a teacher tested positive for Covid-19. The SGB informed parents on Tuesday about the situation. Muduluni is the first school in the Soutpansberg West Circuit where one of the staff members has tested positive for the virus. All pupils and teachers who had been in contact with the affected staff member had agreed to self-isolate for 14 days.

After the teacher received the results and told the staff members and SGB, an urgent meeting of the SGB was called.

Consultation has commenced with the Department of Health and the school awaits the date that all the teachers and staff members will be tested for the disease. “Staff members will be going into quarantine with immediate effect, in terms of legislation. Our safety committee is working hard, in collaboration with the Department of Health, to ensure that the safety of the learners and staff is given top priority,” he said.

Since the teacher had tested positive, the school had been deep-cleaned and sanitised by a professional cleaning company.

Several reports were received the past week of employees testing positive for the virus at businesses in Louis Trichardt. Reports were also received of a doctor in town testing positive for the virus and going into self-isolation. Several cases were reported of health workers at hospitals testing positive for the virus.

On Wednesday, the Beit Bridge border post was reported to have closed temporarily because of a Covid-19-related incident. Trucks that were already inside the customs area were processed, but those that were still in the queue were turned back.

Earlier this week, the Department of Health in Limpopo expressed its concern about the high rate of Covid-19 cases reported in the province.

Thilivhali Muavha, spokesperson for the MEC for Health, Dr Phophi Ramathuba, said that the Covid-19 cases were increasing every day at an alarming rate. Muavha said reports about health practitioners testing positive for Covid-19 were no longer surprising after the latest confirmed case of Covid-19 of an employee at Donald Frazer Hospital.

On Monday, TE Makhwanya, the acting director of hospital services at Donald Fraser Hospital, confirmed that an employee had tested positive for the coronavirus. Muavha said that for an employee of a health facility to test positive for Covid-19 was no longer an issue as this was now happening all over the country, province, and districts.

Consultants cash in on Limpopo municipalities

In the 2018/19 financial year, the province’s municipalities spent R249 million on consultants, with the Vhembe municipalities accounting for R25,15 million of that expenditure.

This was Makwetu’s last municipal audit report as his fixed seven-year term as the country’s AG comes to an end on 30 November. Makwetu was very critical of the manner in which many municipalities still manage their funds “in ways that are contrary to the prescripts and recognised accounting disciplines”.

He also criticised the excessive amounts spent on external consultants, without skills transfer being prioritized. Makwetu reckons officials tended to become complacent when consultants were hired and therefore not performing the jobs they were appointed to do. “The province relies heavily on consultants, yet there are no controls to ensure that the municipalities receive a return on their investment,” the report reads.

Musina a big culprit Of the Vhembe-based municipalities, the relatively “small” Musina municipality spent a staggering R8,42 million on two consulting companies. This almost matched the municipality’s total salary bill for its finance department (R8,84 million). Musina also received a qualified audit, with findings. The AG further criticized this municipality for the way its municipal infrastructure grants were spent. A R3 million grant “was not cash-backed, with the result that we were unable to determine whether the grant was used for its intended purpose,” the report states.

Probably the most chaotic of the region’s municipalities, the Vhembe District Municipality (VDM), spent R6,35 million on two consulting firms. This represented 24% of VDM’s salary bill in the finance department of R26,69 million.

The municipality improved slightly from an adverse audit report with findings, to a qualified audit with findings.

VDM features prominently in the AG’s report and is criticised for the way it mismanages its water-distribution function. “The district recorded water losses of R204 million, which translates into an estimated 21 million kilolitres of water,” reads the report. VDM was unable to calculate water losses accurately and did not bill for the usage of water in all areas. The ageing infrastructure is also not being maintained, causing water leakages.

The municipality with the largest salary bill for its finance department is Makhado. This municipality spent R28,86 million in 2018/19 to pay officials, yet it had to fork out another

R4,87 million to pay two consulting companies to assist. Makhado also received a qualified audit opinion with findings.

The Collins Chabane municipality spent R11,09 million on salaries in its finance department and R2,8 million on two consulting companies. The money spent on experts did not help much with internal control measures and a payment of R900 000 was made to an incorrect supplier. “This was as a result of the inadequate review of payment documents before payments were processed on the system, as the responsible official did not review the correctness of the payment voucher (such as verifying the supplier name, banking details, and services provided).

The municipality only managed to recover a portion of the loss, and the outstanding amount of R674 625 resulted in fruitless and wasteful expenditure,” the AG report reads.

Thulamela shines The only municipality in the Vhembe district that received an unqualified finding (with findings), is the Thulamela Municipality. Ironically, this is also the municipality that spent the lowest percentage of funds on consultants. Thulamela’s salary bill for its finance department was R20,92 million and it used two consulting firms, costing the taxpayers R2,7 million.

The AG complimented the Thohoyandou-based municipality on the way it spent a R113 million municipal infrastructure grant.

“The municipality demonstrated that principles of proper planning and monitoring by project managers lie at the heart of spending conditional grants for its intended purposes. One example is the construction of the 8,5km Thohoyandou N service road. The project is in progress and on track, with a planned completion date of November 2020. Once completed, the community will benefit as using a tarred road is much safer than a gravel road.”

In his report, the AG points out that audit committees are functioning well in most municipalities in the province. Unfortunately, in some instances, weak leadership made the oversight of these committees questionable. “At (VDM), the municipal public accounts committee recommended to council that irregular as well as fruitless and wasteful expenditure relating to prior years be condoned without being properly investigated,” the report states.

VDM is also used as an example where weak internal control measures lead to the abuse of public funds. Bank reconciliations were not performed regularly at VDM and the municipality did not have proactive controls in place to ensure that invoices were only paid once. “During the year, the municipality processed payment for the same invoice twice, amounting to R1 112

748. This was because payments were processed without reconciling them to supporting documentation or because supporting documentation was not stamped as ‘paid’ after making payment the first time,” the report reads.

The ghost of VBS “The impact of the R1,2 billion loss following the liquidation of VBS Mutual Bank is still being felt by the municipalities concerned, where service delivery has been affected,” says the AG. Eight of the province’s municipalities invested in the mutual bank.

The worst hit by the VBS losses is the VDM, which invested R369 million of its own revenue.

“The adverse impact on the district’s ability to deliver services continued in the 2018-19 financial year as the district was unable to pay for repairs and maintenance of water pipes and boreholes, due to the lack of funds, which resulted in water interruptions for citizens and escalated water losses,” the report reads.

At Makhado, where R63 million of the equitable share funds were lost, the effects can still be felt. “The municipality could not fill critical positions to address service delivery objectives, due to a lack of funds, which prevented timely attention to service delivery requests.”

The AG points out that at all the municipalities that invested money with VBS, the officials who were responsible for making these investments were suspended. At Vhembe, Collins Chabane and Makhado, the chief financial officers

were suspended and subsequently resigned. The term of the then acting municipal manager for Makhado ended while he was on suspension, with the council taking a decision not to renew his contract.

“At Collins Chabane, the municipal manager approached the court for a ruling on the council’s decision to place him on suspension as a result of investing money with VBS. The court ruled in favour of the municipal manager, but the municipality is currently appealing the court decision,” the report states.

“The municipal manager of Vhembe District was found guilty of financial misconduct and he subsequently resigned after the council approved a settlement agreement of almost R1 million.

When the district municipality was summoned to appear before the Standing Committee on Public Accounts in September 2019, the committee found that such a decision to pay a settlement agreement demonstrated a lack of leadership in the municipality and asked law-enforcement agencies to investigate the matter, which we will follow up in the next audit,” the AG promised.

The mayors implicated in the VBS investments were recalled by the ANC, and the investigation report was handed over to the Directorate for Priority Crime Investigation (Hawks) for further action. “The investigations were still in progress at the date of this report and will be followed up in the next audit.”

He was the Old Bill of Turbi Hills Shellhole from July 2013 to October 2018 and arranged various Delville Wood and Remembrance Day parades, where he did his best to recruit members for the shellhole.

Even though the Turbi Hills Shellhole was his first love and he dedicated a lot of time and energy to the organization, he felt that he needed to reinstate the MOTH Shellhole in Tzaneen. This dream led to the establishment of the Long Tom Shellhole. Alan resided in Louis Trichardt but travelled through to events and monthly meetings to Tzaneen where he was the Old Bill of the Long Tom Shellhole.

On 30 March this year, Alan underwent a lower-back operation in Polokwane but continued to suffer backpain during the first two months of the Covid lockdown while recovering at home. On 28 The late Alan Odendaal (57).

Tenants also marked the distance expected as customers entered

their shops.”

Asked how the mall management dealt with long queues during SASSA grant payments, Moretsele said they made sure the mall gates were opened as early as 05:00. Those visiting the mall for SASSA grants have their own queue, while other customers also make their own queue. Tenants such as Checkers and Pick n Pay provided chairs for the first few customers, said Moretsele.

“To make sure we overcome any challenges, which include that of minibus-taxis’ driving into the mall parking area and causing congestion, we have requested assistance from traffic officials,” said Moretsele.

“Most of the shops are compliant with Covid-19 lockdown regulations. We are impressed with what we witnessed, though there are very few challenges that should be taken note of and improved on,” said Makhado Mayor Samuel Munyai on his visit to the Makhado Crossing Mall last Thursday.

The mayor was accompanied by the Vhembe District Covid-19 Command Council. A visit to several shops, according to the mayor, showed that most shops were only screening the temperature of their employees and not customers.

“We advised the shops that were not screening customers to do so with immediate effect,” said Munyai. He added that one shop was not using the right type of sanitiser. He advised the shop owner to buy the required type of sanitiser.

In parliament, what also transpired was that the NLC itself was either ignorant about the state of the various projects or was not disclosing all details. On 20 May this year, the Minister of Trade, Industry and Competition, Mr Ebrahim Patel, also had to respond to a question from Van der Walt about the lotto-funded school sanitation project. Patel referred the questions to the NLC’s commissioner, Ms Charlotte Mampane.

Mampane said that 10 Limpopo schools had benefitted from the project, but then mentioned only eight. “The 10th school (is) to be confirmed by the Provincial Department of Education,” she said. As far as Waterval High is concerned, she stated that the renovation was completed, but this was to be followed “by (the) construction of the additional block of ablution facilities”.

When the country’s secondary schools opened for Grade 12 learners on June 8, Waterval’s learners could not return, because the toilets were judged not fit for use. The SGB told learners to report to the nearby Hlalelani Primary School for classes instead.

Temporary toilets were dropped off at Waterval High on Sunday, but the SGB reckons that the toilets are not conducive to being used by learners.

A month later, they returned with renewed hopes, only to be turned back. This time, however, a construction team was busy renovating the ablution blocks. The lack of communication was still evident, with ten temporary toilets being delivered at the school over the weekend without the SGB’s being informed.

“We are not sure who dropped the toilets here, neither do we know who is to take them away at the end of the day?” said Ngobeni. The Limpopo Department of Education was contacted about the temporary toilets. Tidimalo Chuene, spokesperson for the department, said that the department was sourcing chemical toilets for schools that had been identified to have sanitation challenges.

Chuene said that the department was looking into reasons why the wrong type of toilets had apparently been delivered at Waterval and would engage with the service provider. “The school has a right not to accept delivery of anything different from our procurement specifications,” said Chuene.

When the Zoutpansberger visited the school on 6 July to check on the progress of the toilets, Grade 12 learners were waiting around at the entrance. They can no longer be accommodated at the primary school, as this school needs to make provision for the returning Grade 6 pupils.

“This issue of toilets is taking us back. We have been in lockdown for some months and not having any lessons; now I wonder whether we are going to catch up. I never had any lessons (at) home because we do not have a radio or television,” said a Grade 12 learner.

Lindsay Braun, in his book Colonial Survey and Rural Landscapes in South Africa, writes the following: “Jeppe arguably did more than any other individual to compile maps from the geographical archive and correct them during the era between 1864 and 1899…”

In 1868, with the assistance of German missionary Alexander Merensky, Jeppe compiled the Original map of the Transvaal or South African Republic, which was the first topographic map of the northern parts of what we now know as South Africa. It had no contours or spot heights, but was very accurate and by far the best map of the territory up to that time. It is, however, clear from this map that the Soutpansberg mountain range was a hugely unexplored area, with little information of the typography and inhabitants available.

The former Schoemansdal town, for instance, is marked as having “100 inhabitants”. (Schoemansdal was evacuated in July 1867.)

Jeppe continued to update his maps and included information provided by various explorers, which he always meticulously acknowledged. His depiction of the area north of the Soutpansberg range changed with each new production. He was not afraid to make use of sources such as the missiona­ ries active in the area and incorporated maps drawn and route measurements recorded by the Swiss missionary Henri Berthoud of Valdezia, southeast of the mountains.

ollowing the publication of the article in the December 2015 edition of the Zoutpansberger, an email was received from Peter Blaschkowski from Germany: “I read the article with great interest and was surprised to learn about Fred Jeppe’s work as a cartographer. The statement in the article that Fred Jeppe had designed the first Transvaal stamps was to me particularly interesting.

The philatelists, however, who deal with stamps of the old Transvaal associate the names of the brothers Jeppe with an entirely different, not so gratifying, story. I once read in an English stamps newsletter the following: “The history of postage stamps of Transvaal is the history of its forgeries.”

In the attachment you will find the scan of two of my Transvaal brands. They belong to the first editions (if they are not fake).

Not long after his appointment, in July 1898, he fell ill from a liver ailment and died soon afterwards. The map he was working on at that stage with the help of his son, Carl Jeppe, was published posthumously in 1899. Jeppe’s map of the Transvaal or South African Republic and surrounding territories was printed on six sheets in Switzerland shortly before the outbreak of the Anglo Boer War. The map, unfortunately, fell into British hands and was used by their forces as the basis to compile the British military maps.

In a tribute to Fred Jeppe that appears on the website of the Southern African Association for the Advancement of Science, he is described as “a modest man and versatile official, who kept out of politics.” Quite a remarkable man.

So we have to go back to those foundation grounds and then see how we can use modern technologies to shape the discussions

and to develop the medical humanities for instance, using digital stuff but also text and the resources of the imagination. It’s a complex task, it’s absolutely complex. The immediate urgency is to make sure that the humanities are not bogged down in exclusively matters of identity. I think that’s where the poison comes from.”

Suig die verkoue- en griepvirus vanjaar aan die agterste speen vanweë die Covid-19 pandemie?

Uit gesprekke met plaaslike medici wil dit voorkom asof die gewone verkoue- en griepvirus vanjaar wel aan die spreekwoordelike agterspeen suig te midde van die Covid-19 pandemie.

“Altesaam sewe coronavirusse veroorsaak siektes in mense,” aldus Dr. Casper Venter van die Prognos Mediese Sentrum. Volgens die webblad https://www.cdc.gov/coronavirus/ types.html is die heel eerste van hierdie virusse in die mid-1960’s geïdentifiseer. Die sewe is 229E (alfacoronavirus), NL63 (alfacoronavirus), OC43 (betacoronavirus), HKU1 (betacoronavirus), MERS-CoV (die betacoronavirus wat Middle East Respiratory Syndrome of MERS veroorsaak), SARS-CoV (die betacoronavirus wat Severe Acute Respiratory Syndrome of SARS veroorsaak) en natuurlik die SARS-CoV-2 (die nuwe coronavirus wat Coronavirussiekte 2019, of Covid-19, veroorsaak.) Die eerste vier is diegene wat wêreldwyd algemeen voorkom en meestal verkoues veroorsaak. Die laaste drie is die ernstiger siektes.

Be a Super Hero

... and get the T-shirt to take home

By Anton van Zyl Next Sunday (19 July) the first of the “Super Hero” events is to take place. This is a virtual run series where participants can dress up as characters from comic books and compete against each other from the safety of their own neighbourhoods.

The event goes under the banner of the Justice League series, which is a brand name of Warner Bros. “It is now time that our DC Super Heroes infiltrate the Health and Fitness and Lifestyle markets to get DC fans back on the road,” the organisers state on the official website.

“Whether you are a single runner wanting to break through the cabin fever and creaky legs

or a family wanting to put some loving distance between each other, these fun-filled days of physically distanced running/walking are not to be missed. All while giving back to those who need it most during this time, especially our children.”

Participants can choose whether they want to complete a 2,5km, 5km, 7,5km or 10km route.

Each runner or walker can choose their own route and need to time themselves. “You can select a different distance per individual event (for those who like to start small and build up) or decide to run/walk the same distance on every Super Hero event,” the organisers say.

The more serious runners can enter the 10km event and submit their results to the Justice League Series website (www.justiceleagueseries. co.za). “Challenge yourself with each Super Hero event and stand the chance of winning exciting prizes and the title of Best Improved Runner.

This is based on the honour system for submitting your results.” A ‘scoreboard’ that will be

updated after each Super Hero Run, indicating the percentage improvement of participants, will be put up.

Enthusiastic and energetic Super Hero fans can enter on the website and tickets for each of the events varies between R160 for children and R190 for adults. Your entry form also buys you a customised Super Hero Kit (every event has a different kit). For the Superman Run/Walk (on 19 July) the kit will include a collector’s edition Superman medal, a limited edition Superman T-shirt and a limited edition Superman button badge. (Courier cost may also be applicable).

The money derived from the series will go to good causes. “We are partnering with institutions providing relief and making financial contributions to beneficiaries such as Headstart Kids, who provide special nutritional food packs to children aged six months to five years old.

More organisations to benefit from our Super Heroes will be announced later,” the organisers say.

Die Soutpansberg Gholfklub is een van die gelukkige sportklubs wat weer aktiwiteite kon hervat vanweë die verslapping in Covid-19 grendeltyd regulasies. Deelname aan “kompetisies” sien egter deesdae heel anders daar uit.

Die hou van die klub se maandelikse houespel die afgelope naweek was ‘n voorbeeld van die “nuwe normaal” by die klub. Vir eers is die dae van lekker kuier saam met vriende
