He is facing two charges of intimidation and the case was postponed to 17 June for a formal bail application. He remains in custody.

Mr Ndivhuwo Calvin Radamba (38) was one of the MMC members who were recalled some two weeks ago, after the sitting of the council on 31 May. He was arrested last Saturday by the South African Police Services’ Provincial Investigations Unit and Tracking Team at his home in Polokwane.

The video clips show a pistol automatically being loaded and then discharging bullets. A struggle song can also be heard in the background as the gunshot goes off, without showing the targets.

Radamba’s legal representative, Adv Ratshilumela Makhera, who argued in court for his client to be granted bail, said that the state had asked for seven days for them to investigate the case further and to appoint a neutral (outside) prosecutor to preside over the matter.

Makhera said he was ready for the case and that he had seen some loopholes in the matter.

Limpopo police spokesperson Brig Motlafela Mojapelo said they were

investigating the two charges of intimidation after the two complainants had opened their cases at the Thohoyandou police station last Friday. “The police subsequently looked into the suspect’s whereabouts, after he was reported somewhere in Polokwane, and we swiftly arrested him,” he said.

Mawela sews face masks for needy

By Kaizer Nengovhela A community builder, Ms Dorine Mawela of Ravele, joined the national movement of volunteers who have started to sew face masks and donate them to pensioners, community members and workers from different government institutions during the lockdown.

Mawela said she was produc-

ing more than 200 face masks per day because they were in high demand. She said that she had already donated more than 4 000 masks to the community.

“I know the product that I manufacture is of the highest standard,” she said. According to her, the aim is also to educate the community about cautionary measures against the virus. “Most of the people are not negligent, but they do

not know, so we educate about the importance of wearing a mask.

The mask is also washable and can be used every day, she said.

One of the pensioners who received a mask, Mr Samuel Rakhadani, thanked Mawela for the donation to the pensioners and poor community members who cannot afford to buy face masks.

Work on Harper road continues Musina news The construction of the 2,4km Musina-to-Harper road project has resumed, following the easing of the countrywide lockdown regulations.

The project, which is funded to the tune of R14,5million by De Beers Venetia mine, lost more than 40 days of work during the lockdown period. Despite the time lost, the contactor, Raubex Construction, is still confident that they will meet the completion deadline of 30 September this year.

The sod-turning ceremony took place at the beginning of March and work began just before the lockdown announcement. The scope of work includes earthworks, asphalting, installing prefabricated culverts, road markings, erecting road signs and landscaping.

According to the resident engineer of the project, Ogopoleng Modise, as of 29 May, the physical progress at the project site was 18% and the elapsed time was about 15%. Modise said this should not be a worrying factor and they still envisaged completing the project at the end of September.

Musina Mayor Mihloti Muhlope said she was happy that at least 10 local, formerly unemployed community members were back at work with their colleagues at the construction project. “It is our wish that every project that comes to our community also afford employment opportunities to our people. By Kaizer Nengovhela The lifeless body of a young man was found on a street at Magau last Friday morning with gaping wounds on the body, suggesting that he might have been hit with sharp objects before he died. He was later identified as Mr Calvin Raulinga (49).

The family spokesperson, Mr Baldwin Raulinga, said that he had heard that a male person had been lying dead in the street but was not sure whether the man was his brother. He immediately rushed to the scene.

“We found a large group of people standing around,” he said. When he could get close enough to see, he realised that his brother was the one lying there. “If the people who did this wanted money, they should have taken such from him and left him alone. It is painful. Those responsible for my brother’s killing will pay for it one of these days. God will answer me,” he said.

He said his brother´s death had left him devastated. “I am at a loss. I do not even know what will become of me after this death. He loved me and was my pillar of strength,“ said Raulinga.

Chief Ndwakhulu Sinthumule of Magau said that the royal house had called for calm, saying the community should give the police the chance to investigate the matter. He said that the community was angry “and we do not have to teach the police what to do. We asked them to speed up the investigation as we now fear mob justice.

Meanwhile, we will be assisting the police in gathering information that could help in this case”.

Sinthumule said that for people to be angry was natural, but they should not be carried away by emotions. “We need peace in this area, and the only way this can come about is when we as the community work hand in glove with the police,” he said.

The spokesperson for the SAPS, Brig Motlafela Mojapelo, confirmed the incident and asked community members who might know something to contact the police. “We have opened an inquest docket and we are waiting for the post mortem results,” he said.

Raulinga was buried on Thursday at the HaMagau cemetery.

Grade 12 learners at Waterval High could not resume with classes on Monday because the toilet facilities were deemed inadequate. Instead, learners had to report to the nearby Hlalelani Primary School on Wednesday.

Waterval was one of the schools that were supposed to benefit from a R10 million lotteries grant to build toilets in rural areas.

Waterval’s School Governing Body (SGB) assessed the situation earlier this week and decided not to open the school, because the ablution facilities may be a health risk to the learners.

“The school’s infrastructure, especially the toilets, is not in a good state. Some toilets are not flushing, while others have broken handles.

So, the SGBs of the primary and secondary schools agreed that Grade 12 learners should occupy six classrooms at the primary school as we work on the secondary school’s toilets,” said Robertson Ngobeni, one of Waterval’s SGB members.

Reporters started asking questions about what had happened to the newly-refurbished ablution blocks, sponsored by the NLC. We are now busy collecting quotations to find out which is cheaper - to build new toilets or renovate the existing ones. We expect work to start this Friday, 12 June,” said Ngobeni.

Ngobeni said that of the money allocated, roughly R212 000 was earmarked for maintenance of the school’s infrastructure. They were confident that the toilets would be ready before the rest of the school’s learners returned.

A one-stop border with steep tolls

By Anton van Zyl Upgrades at the Beitbridge border post might relieve the congestion, but this may also come at a huge cost to operators of transport companies. Last week, the Zimbabwean minister of Transport and Infrastructural Development, Joel Biggie Matiza, announced that commercial vehicles would soon pay up to US$300 to cross the border.

Congestion at this border post has been a serious problem for the past couple of months. Last week, the online publication, GroundUp, reported that truck drivers have to wait for several days to get through the border post.

The situation was made worse by the Covid-19 lockdown regulations.

GroundUp visited the border post on Wednesday and witnessed a queue of trucks stretching back more than a kilometre. The truck drivers had to wait for two days, but were seemingly thankful, because a week earlier the line stretched back ten kilometres and the waiting period was five days.

“I joined the queue at 23:00 Saturday evening. Now, it’s 10:00 Sunday morning. I have not moved even 100 metres. I have to keep awake … so that I do not block other drivers.

Just imagine spending two days without proper resting,” Audicious Mudzviti, a driver for the Jumbo Company, told GroundUp last week.

Another driver, Frank Moyo, who has worked for the Hatricee Company for the past 10 years, said: “Before lockdown it used to be almost two hours before I crossed into Zimbabwe. Now it’s almost a week. From Johannesburg to Zambia a single trip is almost two weeks.”

He said he used to do up to three trips between Johannesburg and Zambia, but nowadays only manages one in the same period. “I have no time for my family, which is in Harare,” he said.

When the Limpopo MEC for Transport and Community Safety, Mavhungu Lerule-Ramakhanya, visited the border post last Wednesday, truck drivers were complaining about the dangers when waiting in line for days on end.

They feared that criminals would take advantage of their vulnerability. “Always stay next to your vehicle,” Lerule-Ramakhanya advised drivers. She urged them to be patient.

On Wednesday, she told GroundUp: “We are still on lockdown and we have to check Covid-19 compliance with truck drivers – face masks and we have to screen them … We also have to be stricter in what we do for the safety of both the drivers and the countries they will be travelling to, hence we have the long queues.”

On the Zimbabwean side of the border post the procedure to clear people seems to be a lot quicker. The officials are also preparing for the introduction of new toll tariffs. These new tariffs were announced by the Zimbabwean Minister of Transport and Infrastructural Development, Mr Joel Matiza. The new tariffs come into effect when the upgrades to the border post are completed.

The Beitbridge Improved Border Post Project was announced by president Mnangagwa in July 2018. The project, estimated to cost $241 million, is being implemented

by ZimBorders and the completion date was estimated to be 2021. It includes the construction of more commercial customs offices, the expansion of the sewer and water-reticulation facilities and the separation of traffic into sections for buses, light vehicles, tourists and commercial vehicles.

The project also entails the construction of a commercial bridge, the third across the Limpopo to link with South Africa.

Once the new toll fees come into operation, trucks carrying an abnormal load that exceeds 56 tons will pay US$300.

Heavy trucks carrying more than 10 tons will have to pay US$175, whereas heavy vehicles carrying between two and 10 tons will be charged US$100. A minibus will have to pay US$35 and a bus carrying 24 passengers or more will pay US$70.

On the South African side of the border, plans are also underway to create a bigger and more streamlined border post.

In February this year, President Cyril Ramaphosa announced four continent-wide infrastructure projects that would be fast-tracked. These projects are aimed at facilitating greater regional and continental trade.

The projects include a $14 billion dam on the Congo River, phase II of the Lesotho Highlands Water Project, the Inga III power project alongside the Democratic Republic of Congo, Namibia, Botswana and Angola, and the

upgrading of the Beitbridge border post.

South African Home Affairs Minister Aaron Motsoaledi expanded on the border-post project, saying that it would be fully operational in 2024.

The new one-stop border post will have separate traffic lanes for commercial, private, and public vehicles as well as a pedestrian pathway.

No cost estimate for the project was provided, as this will be borne by the private company running the operation. In his address during the launch of the project, Motsoaledi said that the master plan for the development had been finalised and the government was in the process of appointing a service provider.

“The service provider will come from one of the five consortia which were approved in 2018. These consortia are made up of construction companies and related professional services, such as engineering firms. After that, the department will finalise the contracting arrangements before construction starts.

This development will be funded on the basis of a 20year concession,” he said.

Motsoaledi explained that two programmes will run concurrently at Beitbridge, namely the One Stop Border Post (OSBP) and the Border Management Authority (BMA). “The BMA is a cog in our social, political, and commercial interaction with our neighbours,” he said.

Five consortia were shortlisted to be appointed as the operators. They are SPG-CHEC JV, Border Post Consortium, Fast Post SA, Hlanganani Consortium and CSCEC Imbani Consortium.

Minister Motsoaledi made statistics available that indicate that the Beitbridge border post is one of the busiest on the continent. During the 2019/20 festive period, South Africa recorded a total of 6 585 617 traveller movements across all ports of entry.

“This was marginally lower when compared to the 6 645 630 traveller movements we cleared in the 2018/19 festive period,” he said.

The highest daily movements recorded at Beitbridge was on 5 January 2020, when 35 750 people were recorded. The highest number for OR Tambo airport was on 3 January 2020, when 33 028 went through the gates. Lwamondo man dies after being crushed by wardrobe in his home

Meet Dakalo “Libopie Charma Gal”

By Tshifhiwa Mukwevho After discovering her music talent in 2007, Dakalo Mathaba has not looked back but continued to cement her presence in the music industry with tremendous single hits that have so far endeared her to the hearts of many music lovers.

She remembered clearly how she had come to realise that she was talented musically. “There were times when I started a song during morning assembly at the school and every teacher would be praising me after the assembly,” she said.

At Matangari Primary School and Lunwanngwe Secondary she met fellow pupils who would always request her to sing with them during breaktime. “They would crowd around me as I led them into a most powerful hymn or any other song, to the delight of those who passed by,” she said.

“Today I am a singer in my own right because I didn’t dismiss my humble beginnings.”

peace of mind, calmness and safety,” she said.

Jah Tali releases a new album

Talifhani Matshakatini, who was born in 1987, grew up in a family that loved music. “Gospel music was part of life in my home, from our parents to us children, and we enjoyed singing together – something that kept us together for decades,” he said. “Music cannot be separated from our social life; we play it to keep us above the dark waters of this earthly life.”

He stated that he was inspired by his older brother, Marcus Matshakatini, who had recorded two albums of his own. “I started my music career at Khalavha Lutheran Church, where I used to play keyboards and bass guitar and also

sing in the band,” he said. “I recorded my first album in 2006, which was titled Avhathuswi.”

He is the fifth-born son of Mrs Elisah Maemu and the late Mr Tshililo Nelson Matshakatini. He started school at Khalavha Primary School, then went to Phiriphiri Secondary School and matriculated at Jack Lavhengwa Secondary School.

“What I love about music is that I am able to convey my message to all my fans, regardless of age,” he said.

“My mentors are Pastor SM Tshivhase and Dean Tshenuwani Farisani; they always advise me in all areas of life. What I would I love to achieve in my music career is to be able to inspire young, upcoming artists and show that one must not give up on life.”

By Andries van Zyl Nature lovers are overjoyed after South Africa National Parks (SANParks) have now decided to allow self-drive excursions for day visitors as from Monday, 8 June, in parks that cater for selfdrives.

SANParks spent most of last week preparing for the expected arrivals of guests at parks.

“We appreciate that, after two months of confinement, the public is keen to engage with nature and the excitement as shown by enquiries from our loyal visitors is encouraging.

We are obligated to ensure that the opening of our national parks for self-drive excursions is done under the strictest health protocols to safeguard both our staff and guests,” said SANParks CEO Fundisile Mketeni in a press release.

As a result, said Mketeni, they are limiting face-to-face contact between staff and guests by encouraging online and telephonic day-visit bookings and full payment of conservation fees prior to arrival,

where possible. Bookings can be made at 012 428 9111 or at www.sanparks.org from Monday 8 June. In the case of Wild Card members, guests have to ensure that their membership is valid prior to arrival.

According to Mketeni, the Namaqua National Park as well as Boulders and Cape Point in Table Mountain National Park will remain closed for the time being and the majority of gates at Kruger National Park will be open, with the exception of the Pafuri and Numbi gates.

Gate quotas for Kruger have been revised to approximately one third of what they were prior to the lockdown. Three time slots for arrival will be introduced, with the understanding that booked day visitors must arrive at the gate within that time span. Slot 1 is from 06:00 to 08:00, Slot 2 from 08:00 to 10:00 and Slot 3 from 10:00 onwards. Hides and picnic spots at all parks remain closed; braaiing at picnic sites will also not be allowed during this period. Ablutions will be open in camps, at gates and at some picnic spots. A limited

number of shops and petrol stations will be open in some parks during the course of the week and will be operated in accordance with relevant Level 3 lockdown regulations. Further information and updates will be available on their website on Monday 8 June 2020.

The national lockdown regulations relating to movement between provinces must be observed within the parks.

“This means inter-provincial travel within parks that stretch between two provinces will not permitted. Guests therefore must exit into the province from which they entered the park,” said Mketeni. He said everything as people knew it had been fundamentally changed

Simba became the first person from the Limpopo Province to qualify as a matchmaker in 2000.

In the same year, together with the late Mr Hendrick Nengwekhulu, he established the Tshiawelo Boxing Promotions. According to him, he had matched a total of 95 international, national, and provincial title fights from 2000 to date.

He also stated that he had successfully attended several courses, including the World Boxing Association training, Special Olympics, first-aid training, and a sports administrator’s course between 2001 and 2009. Mr Azwindini Ephraim Simba might be a well-known professional boxing matchmaker today, but he started as a soccer star.

Born at Malavuwe village outside Thohoyandou on 20 January 1961, Simba started to play football at a tender age. He played for a local school, Fhatuwani Secondary, in the mid-seventies before graduating to play for a local team, Malavuwe Great Movers.

While at Fhatuwani Secondary School, Mr Simba developed a love of boxing. He left football for boxing towards the end of 1978.

He revealed that he was inspired by the world heavyweight title fight between Big John Tate and Gerrie Coetzee at the Loftus Versfeld Stadium in Pretoria in 1980.

In 1982, Simba joined Venda Boxing Promotions, the brainchild of well-known boxing promoter and businessman Mr Mukandangalwo Wilfred Madzivhandila.

According to him, his first memorable achievement was when he became the runner-up at a tournament staged by the Transvaal Amateur Boxing Union at the Sanyo Boxing Academy in Soweto in 1983.

He turned professional in 1985. Simba was one of the founder members of the Venda Boxing Association in 1993.

He served as a full-time administrator for the association between 1994 and 1998. Simba received his professional trainer’s license in 1994. He became an amateur boxing judge and manager in 1996. The year 1998 saw Simba gain promotion to the rank of professional boxing judge.
