SANRAL to investigate detour through CPA farm at Baobab Toll Plaza

The South African National Road Agency SOC Ltd (SANRAL) said this week that they would investigate allegations that members of a local communal property association (CPA) was offering motorists an “alternative” to passing through and paying toll fees at the Baobab Toll Plaza on the N1 north between Louis Trichardt and Musina.
For months now, landowners adjacent to the Baobab Toll Plaza have been complaining about the Mulambwane CPA’s apparently allowing N1 traffic, especially heavy vehicles, access through their farm to avoid paying toll fees at the toll gate. Their farmland is situated immediately east and west of the Baobab Toll Gate. To avoid the toll gate, drivers traveling south would turn onto the R525 to Mopane from the N1, enter through a farm gate, travel through the farm and come out through a second farm gate a couple of hundred metres south of the toll gate on the N1
again. The “alternative” route would be reversed for those traveling north.
One landowner (who preferred to remain anonymous) said that he had calculated that SANRAL was losing between R7 500 and R10 000 a day in toll fees on heavy vehicles alone. Although this could not be confirmed, for obvious reasons as no one would admit to it because it constitutes a crime, speculation was rife that some members of the Mulambwane CPA might have been benefiting financially from this “alternative” arrangement. Some of our older readers will remember a similar scenario at the same tollgate 20 year ago. In 2003, the former owner of the same farm, Mr Gideon Meiring, opened his farm as an alternative toll route. This was, among other issues, in protest of SANRAL’s forcing heavy-vehicle traffic over the dangerous Soutpansberg Mountain Pass and through the toll gate, even though the toll road had not been fully completed yet. being threatened with arrest and prosecution by SANRAL.
In response to a media enquiry about the allegations, Mr Madoda Mthembu, SANRAL’s Northern Region Operations and Maintenance Manager, said on Tuesday that SANRAL was not aware of the situation.
“SANRAL will investigate this matter. If the current farm access violates the SANRAL Act of 1998, regulation 44 allows SANRAL to close off the access if it is no longer used for its original purpose. SANRAL will engage with the Mulambwane Communal Property Association,” said Mthembu. He added that no permission could ever be given to allow what the Mulambwane CPA has allegedly been doing. He said that any form of “toll-fee avoidance” had a very negative impact on their toll revenue as it reduced their capacity to deliver on their mandate to manage, maintain and develop the country’s proclaimed national road network.

Ridgeway Preparatory youngsters celebrate World Book Day in style
As part of World Book Day on 23 April, the learners of Ridgeway Preparatory celebrated the day with a delightful dress-up at the school. All the children were invited to dress up as their favourite book character, and one can safely say that imagination and a love of reading were present within the school walls. They had dozens of princesses, Harry Potters and even a few comic-book superheroes. The day was made even more special by “The Book Shop” in Louis Trichardt that came through and allowed the children to purchase even more books. Ridgeway Preparatory said they were grateful for the willingness of the local community and entrepreneurs who love being a part of the broader Ridgeway family. “The success of local businesses in our wonderful town will inspire the next generation of entrepreneurs, which is one of our goals. Oud-skoolhoof van Brombeek verloor stryd teen kanker

Die geliefde onderwyser en skoolhoof van Brombeek, Braam Nel, is op 29 April oorlede.
Hy het die stryd teen lewerkanker, 15 maande nadat dit gediagnoseer is, verloor. “Hy het twee rondtes chemoterapie ontvang en sou begin met immunoterapie,” sê Braam se dogter, Marli.
Braam en Hannie Nel (née Heinlein), is bekendes van die Brombeek-omgewing – ongeveer 35 kilometer vanaf Alldays. Op die plaas het Gert en Marthie Heinlein, Hannie se pa en ma, in die sewentigerjare ‘n plaasskool gebou wat in 1979 amptelik begin is vir die omgewing se kinders.
Braam (gebore op 2 Januarie 1959) het ná sy verpligte dienspligtydperk gaan onderwys studeer en toe eers in Potgietersrus gaan skoolhou. Braam en Hannie was sedert 1976 saam en is op 12 Desember 1981 getroud. “Teen die einde van 1982 het my ouers Brombeek toe verhuis, aangesien my oupa Gert begin siek word het. Albei het toe by die plaasskool skoolgehou. My pa was vir 30 jaar die skoolhoof en het eers in 2019 afgetree. Die skool kon kinders van Graad 0 tot Graad 9 akkommodeer. Die skool is op dieselfde tyd as my pa se aftrede gesluit, aangesien baie kinders na omliggende skole begin gaan het. Die skooltjie het toe 15 kinders gehad,” vertel Marli.
“My oupa Gert (Theodorus Hermanus Gerhardus) Heinlein, is al oorlede, asook my pa se ouers, Jakobus Francois en Martie Nel, wat onderskeidelik in 2011 en 2021 oorlede is. My ouma Marthie Heinlein is tans 94 jaar oud,” noem Marli.
Die familie het ‘n huldeblyk oor Braam geskryf en dit lui as volg:
“Abraham, of Braam soos sy familie en vriende hom geken het, was ‘n man van opregtheid, integriteit, onfeilbare positiwiteit en onwrikbare geloof. Hy is skielik en te gou van ons weggeneem en die leemte wat in ons harte gelaat is, sal nie weer gevul kan word nie. Ons sal altyd vir Braam onthou as ‘n persoon in wie se woordeskat die woord ‘lui’ nie bestaan het nie. Hy was altyd besig om aan iets te werk of om sy tyd aan ander te gee wat dit nodig gehad het. Alles wat hy aangepak het, was pynlik netjies en presies afgehandel. Braam was ‘n voorstander
vir geregtigheid en eerlikheid. Hy was wel belese en kon sy wysheid met almal deel. Almal wat hom geken het, sal kan sê dat hulle by hom iets geleer het of dat hy hulle lewe verryk het met ‘n snaakse sêding of ‘n nuut geskepte woord. In sy gesin was Braam die steunpilaar wat almal ondersteun en gemotiveer het. Hy was sterk van gees en niks kon hom onderkry nie. Tydens sy siektestryd het hy aanhou glo en nie ophou veg nie. Dit is ‘n admirerende kwaliteit wat ons almal kan respekteer. Braam sal onthou word as getroue eggenoot, liefdevolle vader, lojale vriend en ‘n mens wat altyd daarna gestreef het om sy uiterste beste te gee en voluit te leef. Sy slagspreuk: ‘Ons is nie bekommerd nie, want die son sal môre weer skyn…’ sal in ons gedagtes bly en ons aanhou aanmoedig.”

CPA says they tried to stop entry

The Mulambwane CPA also responded to the allegations through their secretary, Mr Aubrey Luvha.
During an interview, Luvha indicated that they were aware of the situation but categorically stated that the Mulambwane CPA had never approved this practice nor would they ever allow it. In the past, he said, trucks were spotted travelling through the farm. These were apparently tipper trucks transporting sand. To combat this, they started locking the gates to the farm. But, said Luvha, time after time they found the locks on the gates were forced open. Luvha was shocked to learn that tipper trucks were no longer the only ones travelling through the farm but also long-distance haulage trucks.
“We tried to buy locks several times. They [just] break it and get through. I was also told by somebody that there were cars that go through during the night. It was some time ago
that we found a car inside the farm. We called the police, but the police never came. In the morning, when we went back, the car had been taken away. So, that is something that has been happening there for a long time,” said Luvha. Luvha said that as the Mulambwane CPA did not condone this unlawful practice, they surely also did not benefit from it financially. “We have never allowed anything like that, unless it is an illegal arrangement by the people staying on the farm. It is not something that we said we want,” said Luvha. He added that he would investigate the matter urgently and ask the people on the farm to explain what was happening there. He also indicated that he was more than willing to assist SANRAL with their investigation into the matter. Following the newspaper’s interview with Luvha on Tuesday morning, one of the landowners in the area reported that he had seen brand new locks and chains on the entry gates to the farm by that afternoon.

Vir familie en vriende was Jeandré se eerste vier dae in die Limpopo Medikliniek se intensiewe sorgeenheid (ISE) uiters senutergend. Ná ‘n volledige MR-skandering het dr. Eddie Thobejane, die neuroloog, verduidelik dat Jeandré ‘n traumatiese breinbesering het, en dat hy onder sedasie sou wees totdat die vog, bloeding en swelling gesak het. Behalwe vir nerf-af, heelwat skaafwonde en ‘n wond aan sy kop wat moes steke kry, het hy geen beenbreuke opgedoen nie. Familie en vriende beskou dit as ‘n Godswonder en groot genade. Ná die vier dae in ISE is Jeandré oorgeskuif na die hoësorgeenheid, waar hy steeds suurstof ontvang het en deur middel van ‘n voedingsbuis gevoed is. Die sedasie is gestaak en dr. Thobejane en die hoësorg-personeel het hom deeglik gemonitor. ‘n Paar rustelose nagte en dae het gevolg waartydens sterker verdowing aan Jeandré gegee moes word.
Dr. Thobejane is egter verstom oor Jeandré se vinnige vordering in die bestek van slegs ‘n week. Sy spraak was baie onduidelik en onsamehangend en
sy reaksies stadig. Hy slaap steeds baie, maar dis nie meer net rustelose slaap nie. Elke dag bring ‘n verbetering, hy herken al sy vriende, reageer beter op opdragte en praat al effens duideliker in kort sinne.
Hy word gou moeg en neem ‘n rukkie om inligting te prosesseer. Hy beweeg al sy ledemate, sit onafhanklik en staan met die fisioterapeut se ondersteuning.
Volgens die fisioterapeut sal Jeandré vir ‘n geruime tyd ‘n rehabilitasieprogram volg om sy spiere te versterk en koördinasie te verbeter. Volgens die arbeidsterapeut is sy aandagspan en konsentrasie nog baie kort, maar hy word al hoe deegliker bewus van die werklikheid om hom. Om die omvang van so ‘n besering te bepaal, is altyd moeilik aangesien elke pasiënt met breinbeserings se vordering verskil.
Dinsdag hierdie week is Jeandré na ‘n gewone saal oorgeplaas. Groot dankbaarheid bestaan dat die voedingspype verwyder kon word en dat hy sommer “meer wakker” is. Hoewel hy nog nie self kan eet nie, neem hy sedert Dinsdag vaste kos in. Hy kon ook twee keer met die fisioterapeut se hulp opstaan. Op aanbeveling van die medici sal die nuus van Carel se dood aan Jeandré oorgedra word wanneer die tyd reg is.
“Ons glo meer as ooit in die krag van gebed en sê dankie vir ieder en elk se gebede en ondersteuning. Die rehabilitasieprogram lê voor en ons is positief oor Jeandré se vordering. Alle eer aan
ons Hemelse Vader,” sê Lizette Theunissen van Levubu, vir wie se seuns, Martin en Hanno, Jeandré soos ‘n broer is. Lizette noem dat hulle ‘n klompie jong manne van Levubu is wat groot vriende is en graag dinge saamdoen – soos visvang. Sy vertel dat Jeandré by sy oupa, Peet van der Walt, op Levubu bly. “Sedert hy ongeveer 14 jaar oud was, was hy dikwels deel van ons huishouding en ook saam met ons seuns in Merensky Hoërskool. Nadat Jeandré in 2018 gematrikuleer het, het hy voltyds saam met Peet kom boer – hoofsaaklik met makadamias en koejawels,” sê sy. “Jeandré het sy Graad 8 bynaam, ‘Armpies’ behou,” vertel Lizette.
Die familie is baie dankbaar, positief en vol hoop. Hul wil nogmaals elke familielid, vriend, kennis asook die hele Soutpansberg-gemeenskap bedank vir gebede, oproepe, boodskappe, besoeke en ondersteuning. Peet, op sy beurt, wil in hierdie uitdagende tyd, spesifiek vir Wessel van Wyk, Karel Pretorius en Vhavenda Bricks vir hulle hulp met die boerdery bedank. Almal is ook baie dankbaar teenoor Suené Jordaan, Jeandré se niggie, wat elke dag by sy bed waak.
Groot waardering bestaan vir elke geldelike bydrae aangesien Jeandré nie ‘n mediese fonds het nie en ‘n lang pad van rehabilitasie en uitdagings nog voorlê. “Sonder hierdie bydraes sou Jeandré nie sulke goeie sorg ontvang het nie,” sê die familie. Indien lesers ‘n by-

Teen girl killed at Elim Mall during armed robbery

The police have launched a manhunt for an unknown number of suspects linked to an armed robbery at Elim Mall on Monday morning (8 May), during which a 16-year-old girl was shot and killed.
The robbers had stolen an undisclosed amount of money but were accosted by security guards. Shots were fired and shoppers and their children had to run for safety. The scene played out in the parking lot, near Roots Butchery, at about 10:00, as security guards from a cash-intransit company were collecting money from the mall’s shops.
The Limpopo police spokesperson, Lt Col Malesela Ledwaba, said the suspects had fled
in a white Toyota Hilux Super cab. “During the robbery, the security officials retaliated, and a shootout ensued. In the process, a 16-year-old girl and a 26-year-old man were shot and seriously injured. They were taken to the hospital, where the 16-year-old succumbed to her injuries.
Police investigations continue,” said Ledwaba.
Mr Wimpie Meyer, marketing manager at Elim Mall, said security personnel had asked shoppers to vacate the immediate area when one of the suspects had opened fire. “Elim Mall has never had an incident of this sort in more than 10 years. We, along with law enforcement, private security, and other stakeholders, are taking all the necessary steps to ensure this remains an isolated incident.”
Meyer said they had already engaged with the
deceased’s family to offer their support in every way they could, as well as to the man who had been injured during the incident. “The retailers involved have also already offered their support, and we are grateful to see the mall’s community coming together in this way,” he said.
The acting provincial police commissioner in Limpopo, Major General Jan Scheepers, appealed to the community to provide them with information that can lead to the arrest of the suspects.

Academy aims to bridge skills-deficit gap through ambitious project

Champions Transformation Academy outside Louis Trichardt has embarked on an ambitious project through which they aim to empower 20 students from the area with employability skills next year. This will be done in conjunction with several stakeholders, including the Limpopo Department of Education.
According to the academy’s director, Ms Sonja Prinsloo, the academy recognises the need for transferable employability skills and will be launching the BTEC Level 3 vocational programme offered by the well-established company, Pearson.
“Research shows that low skills perpetuate poverty and inequality. When done effectively, skills development can reduce unemployment, increase productivity and improve standards of living. There is no doubt that helping people develop and update their skills makes economic sense,” said Prinsloo.
BTEC Level 3 is an extended diploma course that offers a comprehensive vocational programme for students in Grade 11 and 12 and is aimed at learners in the 16-to-19 age group who either wish to pursue a career via higher education to access graduate entry or through direct employment in the work sector. The course encompasses applied learning that brings together knowledge and understanding
with practical and technical skills. This applied learning is achieved through learners’ performing vocational tasks that encourage the development of appropriate vocational behaviour and transferable skills.
The academy has partnered with various stakeholders, including business partners, the Department of Education in Limpopo, traditional chiefs and headmen, pastors and mentors from various pastors forums in and around the Makhado Municipality and many other interested potential community members to assist in the project. In conjunction with the local circuit office of the Department of Education, 20 students will be selected to take part in the programme. These 20 students will all have to attend an orientation camp from 11 to 14 July at Schoemansdal for the final evaluation and selection of the students to be registered at the academy next year.
However, the programme comes at a cost and a lot of funds will be needed to support the students. Regarding this, a gala dinner will be held at the Schoemansdal EEC on Friday, 26 May, from 18:00. ‘n Voorval van grafrowery in die munisipale begraafplaas op Louis Trichardt was hierdie week 25 jaar hoofnuus op die Zoutpansberger se voorblad van 8 Mei 1998. In daardie stadium is daar wyd gespekuleer dat dit die werk van sataniste kon wees.
Die grafskending is deur ‘n munisipale werker aan die polisie gerapporteer. Met hul aankoms op die toneel het die polisie gesien dat iemand ‘n bejaarde vrou, wat in Augustus die vorige jaar begrawe is, se doodskis uitgegrawe het. Hulle het haar uit die doodskis gehaal, waarna hulle haar kop afgekap het. Die plaaslike polisie kon in daardie stadium nie presies bevestig wie vir die gru-daad verantwoordelik was nie, maar het gesê dit kan moontlik die werk van sataniste wees, asook mense wat die beendere vir muti-doelein des wou gebruik. Die destydse nasionale hoof van Okkult-verwante Misdaad, supt. Kobus Jonker, was egter van mening dat dit wel die werk van sataniste kon wees. Bewys hiervan was gewees toe dit aan die lig kom dat mense ‘n week vantevore, op 29 April 1998, dieselfde graf sonder sukses probeer uitgrawe het. Jonker het daarop gewys dat 30 April ‘n baie belangrike datum op sataniste se kalender is, maar wou nie uitbrei daar op nie. Intussen het die familie van die bejaarde vrou hulle skok uitgespreek oor die voorval.
In ander voorbladnuus is berig oor die grondeis wat bedreig het om die Groter Louis Trichardt Oorgangsraad se planne om ‘n groentemark te vestig oorkant die taxi-staanplek in Krugerstraat, Louis Trichardt, in die wiele te ry. Die grondeis is deur Abba (Pty) Ltd, lede van die dorp se Indiër-gemeenskap, ingedien op die taxi-staanplek. ‘n Woordvoerder
van Abba (Pty) Ltd, mnr. Aziz Ayob, het aangedui dat die grond in 1912 deur ‘n vennootskap gekoop is. Weens die politieke omstandighede in die land in daardie stadium is die grond in die naam van mnr. Smith geregistreer. Abba (Pty) Ltd is in 1919 gestig en die grondregte is na hulle oorgedra. Hulle het egter die grond verloor met die inwerkingstelling van die Groepsgebiede Wet 26 jaar vantevore. Alle Indiër-families in die dorp is van hulle eiendom ontneem en die Abba-familie sê hulle het nooit enige vergoeding daarvoor ontvang nie. Die Raad het egter gevoel hulle kan aangaan met die ontwikkeling ongeag die grondeis op die gedeelte oorkant die pad. Geen eenstemmigheid kon egter gekry word nie en die saak is terug verwys na die Raad.

Vhembe’s latest financials do not bolster optimism

The Vhembe District Municipality (VDM) is seldom high on the popularity list of local residents. At the best of times, service delivery is intermittent and, in some areas, residents have given up any hope of seeing water flowing from their taps. Often described as one of the most dysfunctional municipalities in the country, this is sadly the municipality that needs to provide water and sanitation to the whole of the Vhembe District.
Judging by the VDM’s latest audited annual financial statements (AFS), the situation is unlikely to improve in the next year or two. The municipality is almost totally dependent on government grants for survival and once salaries and consultants have been paid, a big part of the budget is already depleted. Problems with irregular and unauthorised spending are still haunting the VDM.
In the latest report of the Auditor-General (AG), she complains about a total of R644 million that was spent where management ignored supply-chain-management regulations or simply splashed money on expenses that were not budgeted for.
The VDM’s billing system is in a complete state of disarray and, apart from that, more than half the water being distributed gets “lost” in the distribution network.
That the VDM received a qualified audit report, with the AG raising concerns over various matters, is therefore not surprising.
To get a better picture of the situation, however, analysing the 2021/22 AFS bit by bit, along with the AG’s report, will be best.
Where does the money come from?
VDM’s own revenue comes mainly from service charges. It distinguishes between exchange transactions and non-exchange transactions. Exchange transactions refer to income such as a consumer who gets a bill for water usage. A service has thus been rendered and the bill needs to be paid. Non-exchange transaction refers to instances where a certain “value” is supplied, such as infrastructure, but no specific service. An example of such a transaction would be an infrastructure grant received from national government.
As far as the exchange transactions are concerned, the VDM charged consumers R515,08 million in 2021/22 for water and waste management. This, however, seemed to be a complete guestimate and in her report, the AG points out several discrepancies. The AG states that several accounts had been identified that should have had service charges, but these had not been billed and recorded.
Local consumers can also testify to the fact that VDM’s billing system is, to put the matter bluntly, a mess. Accounts do not get sent out to consumers and water-meter readings are either not done or not reliable.
The discrepancy between what was charged the previous financial year also caught the attention of the AG. In 2020/21, the total for service charges was R309,28 million. The only explanation VDM could supply for the more than 66% rise in billings the following year was a note that said: “The movement was as a result of an annual CPI increase and increased billing.”
The AG did not accept this and pointed out that understatements occurred in one year and overstatements in another. “I was unable to obtain sufficient appropriate audit evidence for service charges, due to a lack of proper record keeping of the meter readings,” she says.
The municipality also did not charge consumption units in accordance with the approved tariffs. “Consequently, the revenue from exchange transactions and receivables from exchange transactions is overstated by R26 198 697,” the AG found.
Not much of this seems to matter, since the municipality writes off most of its consumer debt. At the end of the financial year, the balance for consumer debtors stood at R1,197 billion (up from the previous year’s R611 million). The VDM, however, made provision for impairment totalling R1,195 billion, leaving a balance of only R2,64 million.
This is not surprising, seeing that the bulk of the consumer debt lies in the 210 days and more category (R897,37 million).
In the current period, the outstanding amount was R40,86 million and in 30 days it was R39,14 million.
To make matters even more confusing, the VDM seems to be banking on the interest charged on overdue accounts. The municipality’s second biggest earner of “own” revenue was interest received on investments. This escalated from R29,02 million in 2021 to R59,04 million in 2022.
The breakdown provided for this item shows that the bulk of the amount (R48,54 million) is for interest charged on overdue customer accounts. VDM also collected R10,5 million in interest on money in its bank accounts.
As far as the remainder of the exchange revenue is concerned, operational revenue (water connections and sanitation) brought in R1,28 million (R545 232 in 2021), while the sale of tender documents collected R976 434 for the municipality. (In 2021, this item collected an astonishing R2,9 million.)
Government to the rescue
The bulk of the municipality’s income, however, came from government grants. This is not strange, as the Vhembe District is a rural district where a large portion of its residents are very poor and central government needs to assist.
The biggest portion of the grant money (R1,134 billion), comes from the Equitable Share Grant. This is an unconditional grant and is meant to help subsidise the provision of services to indigent community members.
Three other grants, namely the Rural Road Asset Management Systems Grant (R2,18 million), the Expanded Public Works Programme Grant (R2,25 million) and the Financial Management Grant (R2,9 million) take the total for operating grants to R1,142 billion.
Vhembe seems to have done quite well in spending the conditional grants, such as the Expanded Public Works Programme Grant, which is meant to promote labour-intensive projects and boost employment. The Financial Management Grant was also fully utilised. This grant is used to promote and support the financial management staff and systems. Only with the Rural Road Asset Management Grant had the municipality
failed to spend about R115 000. This grant is meant to assist VDM to set up rural roads and asset-management systems.
Vhembe also received two capital grants from central government, namely the Water Service Infrastructure Grant (WSIG), totalling R31,15 million and a Municipal Infrastructure Grant (MIG) of R546,05 million.
The MIG is supposed to be used to eradicate the backlog in providing the infrastructure to deliver water and sanitation services to poor households.
The WSIG is aimed at assisting the municipality with the planning and implementation of water and sanitation projects.
The VDM’s annual statements reflect that the grants were utilised in full, bar some balances that came from previous years and the R115 000 in the Rural Road Asset Management Grant. The AG, however, had a different view and criticised VDM for not spending R12,84 million of the WSIG.
How was it all spent?
By far the biggest expense for VDM is its employees. The bill for employees, councillors and contractors totals
VDM R11,58 million. Business and advisory services were also outsourced to private contractors at a cost of R13,9 million.
Money in the bank, but many obligations
Overall, the problem with VDM is not that no money is available. The AFS lists that it has assets of almost R6 billion. At the end of the financial year, VDM boasted R131,56 million in its bank accounts, with R313 733 in short-term deposits.
A small part of the VBS debt, R22,15 million, was recovered by the liquidator during the year, which was offset against the enormous loss incurred when the municipality, contrary to treasury regulations, made a massive investment in the scandal-ridden bank. The VDM had to write of more than R317 million of this VBS investment in 2017/18.
The municipality has several liabilities, the biggest being outstanding supplier bills (R128,5 million) and retention money (R203,49 million). It also received R33,27 million in advance payments.
The VDM failed to spend R12,85 million of a Municipal Water Infrastructure Grant. This was a conditional grant, which implies that money not spent in the year needs to be returned, but it can also be ring-fenced until the projects are completed.
In its AFS, the municipality lists debts totalling R1,083 billion to two municipalities and the Department of Water Affairs. It owes the department R739,98 million, the Makhado Municipality R33,88 million and Musina Municipality R309,17 million.
The notes on this debt state that the VDM is servicing the debt by doing payments of R3 million per month to Makhado and to the department. The VDM “is engaging with Musina Local Municipality on resolving the inter-municipal balances” it states.
The VDM is also involved in a number of court cases, and the total liability is estimated to be around R400 million. The cases vary from instances where a resident fell into a ditch dug by VDM’s workers, to a mother who sues the municipality after a water tank fell on her husband and killed him.
R934,5 million, or 46,24% of the total expenditure. The salary bill (R665,9 million) constitutes 33,28% of the expenses. The VDM paid out R72,32 million in overtime, which is almost 11% of their salary bill. The workers also received R33,62 million in car allowances.
The spending on various contractors and consultants is reason for concern. This item came down slightly from almost R300 million in 2021, to R247,97 million in 2022, but certain expenses increased dramatically.
From a total of R14 700 in the 2020/21 financial year, the catering services bill jumped to a staggering R2,46 million. No explanation was provided for this steep increase.
The bill for maintenance of equipment by outside contractors came down from R210,5 million in 2021 to R174,12 million in 2022. The reason given for this was that some of the work could now be done internally by employees of the municipality, after having returned to work after the Covid-19 restrictions were lifted.
VDM still had to pay R12,49 million to consultants to assist with business planning and advisory services. The previous year, these consultants cost
The biggest case is against the Minister of Water and Sanitation, with R318,5 million at stake. “The Department of Water and Sanitation is suing the Municipality [for R307,08 million] for water that has not been paid by the district,” the AFS notes state. The court has apparently appointed a master who will assist both parties to reach an agreement.
Another court case with quite a high value attached to it, is the one against the Getrusberg Communal Property Association. The CPA is suing the Makhado Municipality for just over R17,3 million for drawing borehole water from its premises without consent. Makhado Municipality has joined VDM as a Water Services Authority and they are defending the case.
And finally – the VDM still has the dubious reputation of “losing” more than half of their “stock”. In the 2020/21 financial year, the water loss caused by leakages on the various distribution lines, up to the point where it reaches the consumers, was estimated to be 41,5%. Last year, the VDM lost an estimated 52,1% of its water.

Limpopo Strongman Competition
The Soutpansberg will again play host to the Limpopo Strongman Competition on 20 May, this time at AFB Makhado.
The competition will cater for all ages group, including novices, and will serve as an SA Strongman qualifier.
The special guest on the day will be Gérhard van Staden, or the “Lion King” as he is known. He is the President of the Africa Strongman Union. Entry is free for spectators, and a shop and take-away meals will be available.

The Louis Trichardt SPCA ‘snext Mutt Mile will take place on 27 May, but at a different venue. This time, it will be held at the Muscle Den Gym at Louis Trichardt High School and will coincide with the gym’s family-friendly Murph Challenge.
The day’s programme will kick of at 07:30, with the ever popular Mutt Mile. Entry costs R20 for the 1,6km event and R40 for the 5km event. The Murph Challenge will follow at 08:15. The challenge consist of a 1,6km run, five pull ups/ring rows, 10 push-ups, 15 air squats and a 1,6km cooldown run. Entry for the challenge is free.

The gruelling Miami Magoebaskloof MTB Challenges will be held on Saturday, 27 May, presented by the Tzaneen Cycling Club.
Three race distances can be chosen from, namely a 15km (R80 entry), 35km (R200) and 70km (R250) with the races starting at 08:00, 07:45 and 07:30 respectively. The venue is Westfalia Faerie Glen, Tzaneen.

CVO ZPB Knipmesbraai Saterdag 27 Mei
Inwoners van die Soutpansberg kan hulle begin gereed maak vir ‘n lekker boerekuier tydens die CVO Zoutpansberg se “knipmesbraai” op 27 Mei op die plaas Vijgeboomsdrift 6,5 km uit Louis Trichardt op die Levubu-pad.
Die braai begin reeds om 12:00 en kaartjies kos R300 per persoon en sluit ‘n knipmes en een koeldrank of bier in.
Vyftien skape sal op die spit gebraai word, met musiek deur Juba en ‘n kontantkroeg ook beskikbaar. Verder sal ‘n 4x4-demonstrasie ook gelewer word.

Die streek se mense word uitgenooi na die jaarlikse Kremetartfees wat weer op Hoërskool Eric Louw se skoolterrein op 23 en 24 Junie sal plaasvind.

vlooimark- en kosstalletjies, beloof die Mej. Kremetartfees-kompetisie om ook weer baie aftrek te geniet.

Kompetisie
Die streek se fotograwe sal tot en met die laaste week van elke maand hulle foto’s vir daardie maand kan inskryf, waaruit een wenfoto vir elk maand gekies sal word.
‘n Maksimum van vyf foto’s per fotograaf per
maand kan ingestuur word, maar fotograwe kan vir meer as een maand inskryf. Oudergewoonte soek ons na daardie spesiale foto wat die uniekheid van die Soutpansberg-streek uitbeeld, van unieke landmerke en besienswaardighede tot die natuurlewe. Die foto moet egter binne die afgelope 24 maande geneem gewees het en moet die fotograaf se eie werk wees.
‘n Prys van R600 sal vir elke maand se wenfoto betaal word. Elke maand se wenfoto sal in die laaste week van die maand gepubliseer word, tesame met ‘n paar ander goeie foto’s wat daardie maand ontvang is. Wat beoordeling betref, sal gekyk word na tegniese aspekte soos beligting, skerpheid en komposisie. Ten opsigte van die tegniese aspekte van fotografie kan aandag gegee word aan die volgende paar aspekte:

Western Games-ruiters wys hul slag in Tzaneen

Louis Trichardt se Untamed Perdryklub se Western Games-ruiters het hulle uiters goed van hulle taak gekwyt op 29 en 30 April tydens die Limpopo kwalifiserende kompetisie in Tzaneen. Op die eerste dag van kompetisie het 80 ruiters en hul perde deelgeneem en 78 op die tweede dag.
Louis Trichardt se ruiters het heelwat podiumplekke ingepalm. Die ruiter se naam, perd se naam, afdeling en plek op dag een en dan plek op dag twee word telkens gegee.
In die kinderruiterklas Vlak 0 het Mikhe Cronjé op Grey ‘n 1ste en 9de plek ingepalm. Michelle Scheepers op Cola was 4de en 2de, Dene Hamman op Shamira 5de en 3de en Zanri Janse van Rensburg op Shakira 7de en 1ste.
In die kinderruiterklas Vlak 1 het Rico Janse van Rensburg op Swierie en Carlize Pretorius op Spirit die eerste plek gedeel. Op dag twee was Carlize 2de en Rico derde. Carlize het ook met ‘n
tweede perd, Bronco, deelgeneem en 4de en 8ste klaargemaak. Carli Hattingh op Valentina was 5de en 6de en Juan van Tonder op Golden 6de en 13de.
In die kinderruiterklas Vlak 2 was Danica Coetzee op Vrystaat beide dae 2de. FG Roos op Ayoba kon spog met ‘n 2de en 4de plek in die junior ruiterklas Vlak 1, terwyl Megan Martin op Van Dyk ‘n 1ste en 3de plek ingepalm het in die junior ruiterklas Vlak 2. Herman Scheepers op Tobasco kan spog met ‘n 1ste plek op beide dae in die junior ruiterklas Vlak 3, terwyl Elize van der Goot op Kado ‘n 2de plek op dag 1 en 1ste plek op dag twee verower het in die senior ruiterklas. Annette Scheepers op Tequila was 6de op beide dae in dieselfde afdeling as Elize.

Die Limpopo o.30-rolbalkampioenskappe is die afgelope naweek in Polokwane beslis, met verskeie lede van die Louis Trichardt Rolbalklub wat die podium gedeel het. Louis Trichardt se Bernard Volschenk is as o.30-kampioen aangewys, met spanmaat NJ Oosthuizen die naaswenner. “Een ding het ek van die Here begeer, dit sal ek soek; dat ek al die dae van my lewe mag woon in die huis van die Here, om die lieflikheid van die Here te aanskou en te ondersoek in sy tempel.” - Psalm 27: 4.
As jy vandag die kans kry om te vra net wat jou hart begeer, wat sal jou versoek wees?
Toe Salomo voor so ‘n keuse gestel is, het hy wysheid begeer. En die Here het hom daarvoor geprys.
Dawid het gesê dat daar een ding is wat hy begeer: die gemeenskap van die Here in sy huis, die onafgebroke omgang met sy Skepper.
Vir baie mense is die erediens ‘n blote vorm. Hulle gaan kerk toe, maar dit is slegs ‘n gewoonte.
In teenstelling daarmee wil die erediens ‘n blye ontmoeting tussen God en sy volk word. Hy het belowe dat waar twee of drie in sy Naam vergader is, daar is Hy onder hulle. Ons kan nie oor Hom beskik nie, Hom in die liturgie indwing nie. Tog het ons die belofte van sy teenwoordigheid.
In sy voorhowe vind aanbidding plaas, dit wil sê ons vereer Hom vir wat Hy is. Dit gaan nie oor wat ons uit die diens kan kry nie, of dit ons lewe verryk en verdiep nie, maar ons loof God ter wille van Homself. Luther het gesê: “Om God te besit is om Hom te aanbid.”
Aanbidding lê in die gee van onsself aan God, ons gedagtes, ons dank, ons aspirasies vir onsself, vir ons familie. “Ek het vir die Here gesê: U is my Here; vir my is daar geen goed bo U nie.” (Psalm 16:2).
Hoe weinig aanbidding vind ons in ons kerke, ja, selfs in ons huisgodsdiens en binnekamers. Ons wil bid, vra, eis, maar nie aanbid nie. Laat hierdie “een ding” van Dawid ons ook beetpak, dat ons soek na versadiging van vreugde voor sy aangesig, lieflikheid in sy regterhand vir ewig.

Krieketnuus
Die span van Limpopo Dairy was net-net te sterk vir die manne van die Roaring Lions in die finaal van die Louis Trichardt Krieketklub se 20-beurt liga wat Sondag beslis is. Limpopo het ‘n vyf-paaltjie oorwinning behaal, met slegs vier balle oor in die wedstryd.
Die Roaring Lions het ingegaan om eerste te kolf, met Limpopo se boulers wat vroeg in die wedstryd toegeslaan het deur een van die liga se ster-kolwers, die jong Brendon Bruce, se paaltjie te laat kantel vir ‘n nulletjie, met sy span se telling op twee lopies. Mede-openingskolwer Amir Bux Saif het egter die kolfbeurt bestendig en die telbord aan die gang gehou. Hy het 73 lopies van slegs 55 balle aangeteken voordat sy paaltjie met slegs twee balle oor in die wedstryd geval het. Saif se kolfbeurt het ingesluit ses viere en drie sesse. Hy is goed ondersteun deur medekolwers Craig Viljoen (28 lopies), Suffiyan Dala (37 lopies) en Fahan Khoja met 31 lopies (nie uit nie) wat ook dubbelsyfers kon aanteken, met die Roaring Lions wat op ‘n telling van 183/4 geëindig het.
Vir Limpopo het AJ Fourie as bouler uitgestaan. Hy het twee paaltjies platgetrek vir die verlies van 36 lopies in sy toegelate vier beurte (2/36/4). Mede bouler Leon Olwage het 1/30/4 en Gerrie Oelofse 1/33/3 geneem.
Juan-Michael Phillips ingekom het om te help slag bied. Hy het 22 lopies aangeteken, met dubbelsyfer bydraes ook deur FC Phillipson (26 lopies) en Gerrie Oelofse (15 lopies). Olwage se amper honderdtal het egter sy span gelei tot ‘n oorwinning, met die wenlopies wat in die 19de beurt aangeteken is met die telling op 185/5.
Vir die Roaring Lions het bouler Craig Viljoen 2/37/4, Fahan Khoja 1/27/4, Rikus Smit 1/31/4 en Suffiyan Dala 1/46/4 geneem.

Wat Limpopo se kolfbeurt betref, het openingskolwer Leon Olwage gewys dat hy nie van plan was om rond te staan nie en ‘n stewige fondasie vir sy span van 94 lopies van slegs 56 balle gelê. Sy kolfbeurt het ingesluit ses viere en agt sesse. Aan die ander kant van die kolfkampie het twee van sy spanmaats se paaltjies vinnig geval vir slegs een addisionele lopie, waarna

Die Louis Trichardt Rugbyklub het die afgelope naweek skoonskip gemaak in hulle ligakragmeting teen die Kruinies Rugbyklub in Polokwane deur al drie hulle wedstryde te wen. Die eerstespan het Kruinies se eerstes 20-12 geklop, terwyl die tweedes ‘n gemaklike 38-19 oorwinning behaal het. Die derdes het hulle opponente van Polokwane 27-17 kafgedraf. Afgeneem is Louis Trichardt se eerstespan ná hulle wedstryd. Eerskomende Saterdag, 13 Mei, sal Louis Trichardt weer tuisveldvoordeel geniet in hulle ligawedstryde teen Letaba se eerste- en tweedespan. Die eerste wedstryd skop om 16:00 af en alle rugbyliefhebbers word uitgenooi om die spanne te kom ondersteun. Toegang beloop R40 per voertuig en ‘n kontantkroeg sal beskikbaar wees. Foto verskaf.
