waarna hy in ‘n kamer toegesluit is. Vier ander personeellede is in aparte kamers toegesluit.

Hulp is dadelik ontbied.

Construction work causes chaos at Eltivillas/N1 crossing By Bernard Chiguvare

Motorists says they are finding it hard to navigate the N1/Main Street intersection due to a lack of road signs on the Comercial Street side

Vhembe struggles to keep head above water as taps continue to run dry By Andries van Zyl Louis Trichardt’s water woes continued this week as taps remained dry, while the Vhembe District Municipality (VDM) struggled to fix recurring problems. On Wednesday morning, the VDM released yet another statement indicating that they needed to shut down the Albasini water plant because of yet another pipe burst in the area north of Stubbs Street along the N1. Apparently, this is now the fourth pipe burst there to be fixed over the last two weeks. Social media first lit up with pictures and videos of the massive mainline waterpipe burst opposite Thompson’s Motors and the N1 in Louis Trichardt on 28 April. The pipe burst occurred during excavations for the establishment of service infrastructure for a new residential area north of Stubbs Street in Exten-

sion 9, a development marred by controversy and secrecy. Some now also question the competence of the contractor doing the excavations. The 28 April pipe burst was repaired, only for the pipe to burst again. After that, another pipe was damaged and another one this week. “We apologise for the inconvenience caused,” reads the VDM’s statement. This is surely no consolation for town residents who have had little to no water for weeks now. The latest pipe burst in Extension 9 was apparently preceded by four leaks on the Albasini pipeline that affected the volume of water being pumped to the Mowkop reservoir over the weekend. The VDM is clearly struggling to cope. Severe water supply problems in the border town of Musina spilled over into public violence on Tuesday evening, with residents barricading the N1 by burning tyres. The police had to be called in to calm the situation as people are growing more and more irate with the VDM for failing to deliver on their mandate to secure a sustainable water supply. Also on Wednesday, the VDM issued a statement that the Tshedza water plant was not operational because of damage to a flow switch. The Makungwi booster station was not operational either as a result of damaged pumps. Regarding the violent protests in Musina, VDM spokesperson Mr Matodzi Ralushai issued a statement on Wednesday afternoon, explaining that the shortage of water was the result of three leakages on the main pipeline that supplies Musina town from boreholes coming from the Limpopo River. “Vhembe District technicians are currently at Musina busy fixing the leakages and water tankers will also be supplying water in the afternoon at the affected areas. Fixing of leakages is expected to be completed in the afternoon today [Wednesday] hence pumping will immediately start to fill up main reservoirs. Supplying of water to residents is also expected to start early tomorrow morning. We apologise for inconvenience caused,” Ralushai said in the statement. As for Louis Trichardt, no indication was given as to when the water supply would be restored.

Several months have gone by since the ongoing reconstruction work at Main Street and the N1/ Eltivillas crossing had started, and the end still does not seem to be in sight. The Eltivillas business community also predicts that serious accidents are about to occur at the N1/Main Street junction because of unclear road markings. During a meeting that was held last month, Cllr Gumani Mukwevho, the portfolio head for technical services at the Makhado Municipality, promised Eltivillas residents and businesspeople that the project would be completed by 30 June 2022. Although construction is continuing, motorists now complain that no clear road signs or direc-

tions have been erected at the N1 junction to guide motorists. The past week, the scene at the intersection reminded one of a vintage comic movie dating from the early 20th century, where motorists drive straight at each other, and no-one seems to fear anything or have any regard for fellow motorists. “It is only a matter of time before we witness a fatal accident here,” said one of the local business owners. The Zoutpansberger sent an enquiry to the municipality to ask why no clear directions can be found at the commercial road and when the construction of the inroads will be completed but, at the time of our going to press, municipal spokesperson Mr Louis Bobodi said he was still attempting to get a response from the relevant authorities.

Musina residents protested about water inconsistency by burning tyres along the N1 in the border town on Tuesday night, 10 May. Photo from Musina Updates and Info Facebook page.

Musina burns over water shortages By Bernard Chiguvare The border town of Musina was ablaze on Tuesday evening as residents burnt tyres and barricaded streets, including the N1 national road, protesting against chronic water shortages. Speaking to the Zoutpansberger over the phone, community leader Binky Sefake said Musina residents living in townships had had no water for the past two days. No water was provided by way of tankers either. “We do not understand how the municipality expects us to live without water. Water is life. Without water, even for an hour, life stops. The most disturbing thing is there is water in town, but nothing at all in [the] townships,” said Sefake. According to Sefake, protestors were burning tyres and singing at several striking points. This included the N1 and along the R572 road to Venetia mine. “We will only stop protesting when we have water in our townships,” said Sefake. Another Musina resident, Sewani Kaunda, told the Zoutpansberger that the water crisis in Musina was man-made. “Musina is going to be on fire because of a man-made water crisis by the Vhembe District Municipality. Remember, they’re just closing our water provision willy-nilly while we are paying for water. Remember, Vhembe is not paying ESKOM [for] electricity for pumping water at the pump station along the Limpopo River; no wonder Musina Municipality is owing ESKOM hundreds of millions [of ] rands,” said Kaunda. Messages of irate township residents circulated on social media, stating that the Vhembe

District Municipality was not treating Musina residents fairly. One message read: “I see Musina residents revolting about inconsistent water supply. Please those who are responsible just be aware and notify water authority to take this seriously.” This is not the first time Musina residents have protested about a lack of water. This newspaper group and Groundup have done several articles about the inconsistent water supply in Musina and surrounding townships. In 2020, this newspaper group reported about Bergview and Matswale residents’ complaints about the lack of water. In 2021, Groundup, under the heading “Musina residents say they have had enough of water outages”, reported that residents had temporarily closed Musina Municipality while protesting about water. In previous reportage, the Vhembe District Municipality promised that water would be distributed by water trucks in affected communities. Communities claim, however, that water was last delivered by truck last month. Vhembe also continuously blames the inconsistent water supply on the vandalism of infrastructure and that some boreholes along the Limpopo River were washed away during floods. Musina residents tried to block the N1 again on Wednesday morning as travel warnings were circulated on rural-safety WhatsApp groups. The N1 remained open, but reports were received that motorists had to avoid the R572 Venetia road. Police had been deployed in the area since Tuesday night. At the time of our going to press, a message circulated that Musina Mayor Godfrey Mawela was expected to address residents later on Wednesday afternoon.

Daar was in 1994 agt opvoeders. Schoemansdal OOS se slagspreuk is: Ervaringsleer is lewenslange leer / Experience learning is lifelong learning.

International Family Day puts focus on parenting Social Services On 15 May, the world will celebrate International Family Day, focusing on parenting through the family life stages. “When we think of the word ‘family’ our mind tends to leap to the idealised version of a husband, wife and the average two and a half children. However, the concept of families has changed drastically over the past several years,

and with that comes new challenges,” said Ms Friede Meissenheimer, senior social worker at the SAVF in Louis Trichardt. Friede explained that the family life cycle begins with marriage and ends with the death of both partners. “That being said, family never really ends, as each family continues with new generations and new marriages,” said Friede. The family life cycle, as described by the family life specialist Roberta C Frasier, is set out as family founding; childbearing; child rearing; child launching and empty nest. “Each of these phases is distinct and comes with its own challenges,” said Friede. She explained what challenges to expect in each phase and how SAVF social workers are able to assist families with these challenges. SAVF social workers render services aimed at preserving and strengthening families to produce well-adjusted adults that can continue a healthy family-life cycle. Family founding refers to the establishment of a mutual home and learning homemaking skills. This does not necessarily refer to marriage as many couples choose not to get married, but still fulfil the functions of a family. Part of the tasks at this level is learning to become emotionally independent from one’s parents, and becoming emotionally dependent on the life partner. “This also includes learning effective communication and conflict resolution. This is therefore often the phase in which new families struggle the most. SAVF social workers can assist with relationship counselling to support and strengthen new families,” said Friede.

During childbearing, partners learn about pregnancy, childbirth, and children. Parents need to develop a child-rearing philosophy that they both agree on. They must accept the responsibility of parenthood and understand the role of grandparents. “One of the issues families can experience in this phase is, sadly, infertility, which includes struggling to become pregnant as well as pregnancy loss. In this regard, social workers can assist with counselling to deal with the emotions regarding these sensitive issues. Social workers can also assist with adoptions, where relevant. Through parental guidance, social workers can assist partners with developing a child-rearing philosophy they can both agree on,” said Friede. During the child-rearing phase, partners continue to learn about children and become alert to the needs of children at different life stages. Some of the struggles in this phase might include the inability to comprehend the needs of children at their different life stages. “Families might also struggle with adequate financial planning and the identification of housing needs. Here, social workers can assist with support services such as financial planning, and/or parental guidance to comprehend the needs of children. During this phase, relationship challenges can also be an issue; balancing work and raising of children can lead to couples’ not connecting with each other. Here, social workers will be able to assist with relationship and family counselling to strengthen the functioning of families,” said Friede. As for child launching, this phase consists

of teaching children about love and marriage, teaching them about new opportunities for career choices and giving emotional support as children leave the home to work or study. In short, this phase is about releasing young adults into the world to live their own lives. “One of the challenges experienced in this area can be that both parents and children are too dependent on each other and not ready to let go. Social workers can assist with counselling the parents and children to ensure they are prepared for the next move,” said Friede. Last is the empty-nest phase. Partners need to adjust to life as an independent couple once again - being on their own after years of being parents. They need to prepare for and adjust to retirement, and possibly prepare for living alone. In addition, they need to learn new methods of child rearing to improve skills as grandparents. “In this phase, partners often struggle to adjust to living with each other as they have become so accustomed to parenting that their relationship could have taken a backseat. Social workers can assist with supportive services such as counselling to support couples and individuals to adjust to the sense of loss that often goes with this phase - the loss of employment through retirement, the loss of the children when they leave the house to continue with their own lives, and the loss of life partners,” said Friede. In addition to the services mentioned above, SAVF social workers can also assist with other issues affecting families, such as substance abuse, uncontrollable children or material needs. Should you experience any challenges related to your family or individually, please do not hesitate to contact your closest SAVF office for support. The Louis Trichardt office can be contacted at Tel 015 516 3841 or 071 628 7949.

ZOUTPANSBERGER, 13 MEI 2022

Collins Chabane’s former CFO also in dock about VBS looting By Anton van Zyl The arrest of the former chief financial officer (CFO) of the Collins Chabane Municipality last week must have sent shivers down the spines of many of those involved in the looting of the VBS Mutual Bank. The 56-year-old Eadie Makamu appeared in the Specialised Crimes Court in Palm Ridge, Gauteng, on Friday (6th). He was released on R2 000 bail, and the case was postponed to Monday, 9 May. On Monday, he was scheduled to appear alongside the former municipal manager of Collins Chabane Municipality, Charlotte Ngobeni. Ngobeni was arrested in March last year on charges of corruption and contravention of the Municipal Financial Management Act (MFMA). She originally appeared alongside seven co-accused in the Specialised Commercial Crimes Court in connection with the looting of VBS Mutual Bank. Her co-accused included ANC Limpopo leader Danny Msiza, ANC-linked “businessman” Kabelo Matsepe and the former COO of the mutual bank, Robert Madzonga. Ngobeni signed off on a R120 million invest-

ment with VBS on 21 October 2017. The State alleges that, in return, Ngobeni had received kickbacks from people accused of being part of a racketeering enterprise, whose aim had been to swindle VBS Mutual Bank. A forensic report commissioned by the province’s treasury department and released in March 2019 showed up numerous irregularities in the way the officials, as well as the political office bearers, had handled the VBS investment. Regulations were flouted and people who were appointed to perform an oversight role conveniently looked the other way. The mayor at the time, Joyce Bila, denied that she had given consent for the R120 million investment. She said that the responsibility had been delegated to the MM and the chief financial officer (CFO) and she had trusted them to do their jobs. Bila was sacked as mayor in December 2018. She is currently an ordinary councillor at Collins Chabane Municipality. The CFO at the time when the investment was made, was Eadie Makamu. He admitted that no background checks were done after the proposal that the money be invested at VBS was made. He also did not ensure that the necessary credit

checks were done. He seemingly also did not know that investing in a mutual bank was illegal. An interesting fact that came out in the reports is that the MM had signed off on the investment while she was in hospital. Makamu could not explain how this was done. Ngobeni stated that the proposal to invest with VBS had been made by the municipality’s former CFO, Mr M Maite, along with Makamu. At that stage, Maite had been seconded to the municipality to assist the new CFO. On 18 September 2017, Makamu forwarded a recommendation to Ngobeni in which approval was sought for two short-term investments, one being at VBS. She approved the proposal a day later. Another interesting aspect that came out of the reports is that VBS had already thanked the municipality for the investment on 15 September 2017, four days before the recommendation was approved. The municipality had invested R120 million with VBS at an interest rate of 8,1%. When the term matured on 23 January 2018, the municipality tried to get the funds back, but to no avail. At that stage, the bank was already cashstrapped, and all that Ngobeni and the other officials received were empty promises. Makamu left Collins Chabane Municipality, but whether he had resigned or been forced to leave could not be established. He was provisionally suspended in October 2018, along with Charlotte Ngobeni. Ngobeni later received a

- Ds. Johan Marais (Louis Trichardt Baptistekerk)

44 children are enrolled at the school and the classes vary from Grade R to Grade RRR. The medium of teaching is English, which is also quite unique in the area. The baobab trees will form part of the school for quite some time. The trees will continue to grow in their planting bags for the next year or two. Once they become too big for the bags, the baobab trees can then be planted, either at the school or at the homes of the children. Because baobab trees can become hundreds of years old, these little plants will in all probability outlive the school and its little ones.

The beautiful little pre-school, not far from Elim, is one of the participants in the Baobab Champion project of the Zoutpansberger and Limpopo Mirror newspapers. The aim of the project is to raise awareness about baobab trees and to teach children more about this unique plant. The weather at Ha-Mashamba village seems to be perfect for the little baobab trees and a couple of dozen of the seeds have germinated, much to the excitement of the children. When the school was visited last Thursday, the “baobab garden” stood proudly on the side of the colourful classrooms. The pre-school is the brainchild of W/O Forster Rambau and his wife, Mercy. They realised the need for a pre-school facility in the Ha-Mashamba area. “The name of the school is a combination of our two children, Mulisa and Washu, which literally translated means ‘God is for us’,” explained Forster Rambau. The school’s slogan, “Our passion – their future”, reflects the couple’s commitment to making a change in their society. Currently,
