By Frans van der Merwe Budget problems in the SANDF, massive retrenchment in a specialized staff component of the SAAF and the continued electricity crisis at Air Force Base (AFB) Makhado are causing concerns, also regarding overall combat readiness.

A delay in the repair of the extensively damaged high-voltage electricity supply at AFB Makhado is adding to the severe budget problems of the SAND/SAAF. Extremely expensive interim support measures with standby generators by the SAAF are still in force to assist 234 households at the base with an ongoing supply of electricity, at an additional monthly cost of more than R1milion.

In the meantime, a massive retrenchment of members of the Denel AMG unit, comprising some 90 specialists involved in the maintenance of the Hawks and Gripens at AFB Makhado, is on the cards. According to national news reports, in total, 523 Denel aircraft specialists are about to be retrenched countrywide after an air force contract was cancelled. The retrenchment process is reported to start early next year.

The reported impending local retrenchment of the entire unit comes in the wake of the recent announcement

in Parliament that the Air Force currently does not have sufficient money to keep all 26 Gripen fighter planes in the air. At the time of going to press, answers to questions about the status of the Gripens and Hawks at AFB Makhado and the overall effect of the SANDF/SAAF’s financial situation on the combat readiness at AFB Makhado were still being awaited.

On the issue of the electricity crisis at AFB Makhado, Officer Commanding Brig Gen Schalk van Heerden confirmed upon enquiry the ongoing use of standby generators at the base.

For this the average monthly expenditure for diesel alone runs into some R1,2 million, to be recovered from the standard Air Force operating budget.

This does not include the costs of spares, oil and manpower hours.

“Initial saving measures to have the generators run only during peak hours proved to be damaging to electrical appliances of members, due to electrical spikes and surges during start-up procedures; thus the decision was made to have generators run on a 24-hour basis. Provision of power by this means contributed to the improvement of the dire situation in Braambos regarding the morale of members and the social welfare in preserving food supplies of families,” Van Heerden said.

of the services. This brought the total requirement of generators to 13 in order to have one or two on standby in case of unserviceability. Competencies were required by the Base’s technical staff

to maintain the generators, but AFB Makhado is also assisted by outside Air Force units from Pretoria with more serious unservicabilities.

AFB Makhado gripped in crisis (Contd from P1) “Although an independent consulting engineer was appointed by the department of public works (DPW) to establish the extent of the damage, no work has started by an appointed contractor to rectify the situation.

The extent of the damaged highvoltage electrical supply will, on estimate, still be unresolved for the full duration of the December holiday season and personnel currently supporting the running and maintenance of the generators will not be able to take leave over the festive season.

responsibility and the base is fully dependent on this department to start with an urgent repair programme,” Van Heerden said. He added that the current situation needed to be addressed as soon as possible in order to avoid further costs to the Air Force.

At the time of going to press, neither the provincial nor the national office of the DPW could shed light on questions forwarded to them about progress with regard to an urgent repair programme. National spokesperson Thami Mchunu said the questions were receiving attention and a response would be forwarded as soon as it was ready.

Microdotting on all vehicles will eventually be inevitable As from 1 September it became compulsory in South Africa for all new vehicles and vehicles requiring a police clearance to be microdotted.

This follows amendments to the Road Traffic Act in March this year, with the aim of reducing vehicle-related crimes and, among others, aiding the police in tracing the owners of stolen vehicles and vehicle spares when recovered.

But what is microdotting? Basically, it is an added vehicle-security feature whereby some 10 000 data dots are sprayed onto various locations in a vehicle. These dots, which are almost invisible to the naked eye, have a unique code and this code, along with that specific vehicle’s information, is captured on the National Traffic Information System, or e-NaTIS as it’s called. These dots are viewed with the use of a UV light.

Since the introduction of the new regulations, however, the Zoutpansberger has received several calls from members of the public wanting to know whether microdotting is also compulsory when buying a secondhand vehicle and who is supposed to pay for the service - the dealership or the client? What also upsets members of the public is that no fixed pricing system for microdotting appears to exist. One complainant, a farmer who wanted to buy a tractor, said he received microdotting quotes from different dealerships and agents ranging between R850 and R2 500.

The question was asked: Is this not just another money-making scheme for some?

The Zoutpansberger contacted several vehicle dealerships in Makhado (Louis Trichardt), specifically enquiring about

legislation with regard to secondhand vehicles, as well as who should pay for microdotting.

All of them confirmed that all new vehicles coming in from the manufacturers are, as is now required by law, already microdotted and that those vehicles’ floor price is the selling price. It was, however, pointed out that some dealerships still have new vehicles on their showroom floors received before 1 September that are therefore not microdotted. In these cases, all the dealerships are having the vehicles microdotted at their own expense.

Regarding secondhand vehicles, all the dealerships confirmed that they are not at present required by law to have these vehicles microdotted. Should a buyer wish to have a secondhand vehicle microdotted, it will be at his or her own expense. Some dealerships, however, indicated that they had already started microdotting all their secondhand vehicles as this will eventually also become law, possibly as early as February next year.

It was determined that the negotiated dealership price for microdotting averages between R1000 and R1 200. Bear in mind that this is a dealership price and not the price an individual would necessarily pay.

It is understandable, working on the principle that price is determined by supply and demand and that dealerships having to microdot 20 or 30 vehicles per month will pay far less than an individual only wanting to have one vehicle microdotted.

Sadly, for the buyer, there is no fixed price when it comes to microdotting and an agent or dealership can basically charge what it wants. It would therefore be wise

to shop around and negotiate a better price with an agent or dealership. As far as could be determined, the only fixed price when it comes to microdotting is when a police clearance certificate is needed. Here the price is R850.

Members of the public must make sure that the microdotting done to their vehicle complies with the requirements of standard spesifications, SANS 534-1.

If the dots fitted do not comply with this standard, the dots must be refitted.

Microdotting is required for: • All new vehicles, including cars, bakkies, trucks, motorcycles, tractors, trailers and caravans (but not quad bikes); • All vehicles of which the existing information on the e-NaTIS system has changed (for example when a new engine was fitted); • All vehicles requiring a police clearance certificate; • All vehicles intended for import or export; and • All vehicles intended to be scraped by the owner.

Die 36-jarige man het Maandag in die Louis Tri­chardt Streekhof verskeie mediese redes aan die hof voorgehou oor hoekom hy op borg vrygelaat moet word. Hy het onder andere aangevoer dat hy allergies is vir die tronk se beddegoed, voorskrifbrille en ’n kniegoperasie nodig het, asook ’n streng soutlose dieet moet volg. Volgens die man gee die gevangenisdiens nie gehoor aan dié behoeftes van hom nie.

Die man, wat reeds 17 maande van sy 85-jaarlange gevangenisstraf uitgedien het, het in Februarie vanjaar toestemming vanaf die Hooggeregshof gekry om te appelleer teen beide sy skuldigbevin­ ding én vonnis.

In sy petisie-aansoek het die man aangevoer dat die Staat sy grondwetlike regte geskend het. Hy voer aan dat die Staat bewyse en getuienis, dat hy nie die gesiglose man op die seksfoto’s met die dogter is nie, geïgnoreer het. Die man het verwys na sy sluitingsargument in sy verhoor toe hy op ‘n in loco inspeksie aangedring het om te bewys dat dit nie sy geslagsdeel op die seksfoto’s is nie. Hy dring nou aan op die opinie van ’n mediese deskundige.

Verder het die man aangevoer dat die getuienis van die meisie ongrondwetlik in die hof gebruik is. Die meisie het destyds in ‘n geslote hof getuig, sonder die hulp van ’n tussenganger.

Die man het ook gesê dat die Staat nie bo redelike twyfel verkragting op die foto’s bewys het nie. Volgens hom kan van die dade op die foto’s eerder as seksuele skending beskryf word. Die hof het destyds bevind dat die dade op dié foto’s verkragting is.

Tydens uitspraak het die hof egter bevind dat die man nie uitsonderlike redes aangevoer het vir sy borgaansoek nie en beveel dat hy in aanhouding

moet bly tot sy appélsaak voorkom.

Landdros Pieter Kellerman het die Staat gelyk gegee en gesê die redes wat die man aangevoer het, het nie veel verskil van die van ander gevangenes nie. Hy het ook gesê dat die man nie ‘n opinie kan uitspreek oor wie se geslagsdeel op die foto is nie, want die selfoonfoto’s is van ‘n te lae kwaliteit om enige unieke merke of letsels te kan uitken.

Kellerman het gesê dat hy van mening is dat ’n hoër hof dalk die man se skuldigbevinding en vonnis mag verander, maar dat sy straf steeds direkte gevangenisstraf sal bly. Hy het ook gesê dat dit nie in die belang van reg en geregtigheid sal wees as die man nou op borg vrygelaat word nie, juis weens die erns van die klagte teen hom.

“Hy moet in aanhouding bly en sy straf uitdien,” het Kellerman gesê. Intussen moet daar nog ’n datum deur die Appélhof vasgestel word vir die man se aansoek.

Young activists draw national attention

The two young save-the-rhino activists of Makhado (Louis Trichardt) had an exciting experience on Monday (10th) when 50/50 came to shoot an insert about them for a possible television broadcast!

Casper-John Venter and Marco Marcos, both aged 11 years, started projects last year to save the rhinoceros from becoming extinct because of poachers. The two boys started their project in their individual capacity, but it soon caught the imagination of everyone at Ridgeway Independent School, Casper-John Venter (11) on his bicycle in the forest, followed by Marco Marcos (11), while being where they both are students. To date, their projects filmed for an insert by a team of the 50/50 environmental television programme. The two boys had earned R7 000 for Endangered Wildlife and initiated projects to save the rhino from becoming extinct because of poachers, fuelled on by the they support the rhino-poacher tracker dog, Rico, illegal trade in rhino horn. who has since become the school’s mascot.

Footage was shot to show Casper-John and Marco in their daily environment and activities such as at the Venters’ homestead on the Wit­ vlagroad. The 50/50 team also accompanied them to the forest just outside of town, where the boys were filmed cycling on a single track in the forest.

They had the privilege of meeting actress and 50/50 presenter Faye Peters, who is known for her role as Vivian Majozi in Generations (2000 to 2003) and currently stars as Bernie Cupido, the talented chef in The Wild on M-Net. Said Faye after interviewing them: “They’re so smart and knowledgeable and passionate about their project. If one thinks that children like them are our future, then our future is looking good!” Producer Susan Puren said that the two boys would be interviewed in the studio in Johannesburg, probably in January next year, and that the edited insert of the footage taken on Monday would be shown in the background. It was still too early to say when the broadcast would be. It couldn’t, however, be a moment too soon. the person who inspired their project was Spoonie Phangile, who walked from Beit Bridge to Cape Town to raise awareness for the endangered rhino and who visited their school. What Casper-John wanted to achieve with the possible broadcast is to make more people aware of their project.

“Then people may help a little bit more with Rico in his ‘career’ of sniffing out rhino horn and catching the traders,” said Casper-John, who had grown very fond of Rico the couple of times that he could play with him.

The two moms, Mrs Sarah Venter and Mrs Marinda Marcos, said that they were very proud of their boys. “They come up with bigger and bigger ideas, and we are there to make sure they get all the support they need,” they said.

Nuwe rioolaanleg dalk teen middel 2013 klaar Nie alleen is die tweede rioolaanleg van Makhado (Louis Trichardt) se betonwerke indrukwekkend nie, maar die ingenieurs het ook sodanig bespaar dat hulle ekstra werk in hul begroting kon inpas.

“Ons is hoofsaaklik nog besig met afwerking,” het mnr. Christo Markram, projekbestuurder van die siviele kontrakteur Rubicon Civils, op 6 Desember gesê. Die inlaatwerke en die balanseertenk is grootliks voltooi, met die biologiese reaktor, twee sekondêre besinktenks (suiweringstenks) en slykdroogbeddings in ‘n gevorderde stadium. Die bouwerk aan die beheerkamer asook die kantore is voltooi. Die elektriese en meganiese werk moet nog gedoen word. Die siviele werk en die werk op die terrein behoort teen middel April volgende jaar afgehandel te wees.

Volgens mnr. Connie Vlok, terreiningenieur van die raadgewende ingenieurs WorleyParsons, is die standaard van die betonwerke van uitstaande gehalte as gevolg van die metode van konstruksie. Die probleme by die industriële pompstasie in die dorp se nywerheidsgebied het die Vhembe Distriksmunisipaliteit (VDM) genoop om die ingenieurs te vra of hulle ‘n direkte pyplyn vanaf die industriële area kan aanlê onder die begroting van die rioolaanleg.

“Ons het besluit om ‘n pyplyn aan te lê om die uitvalriool vanaf die industriële area na die aanleg te neem en ook ‘n ekstra stuk interne pad binne die rioolaanleg te bou. Die nuwe rioolaanleg kan 5 megaliter riool hanteer, maar is so ontwerp dat daar klaar vir toekomstige uitbreiding voorsiening gemaak is.

Met die byvoeging van nog vier besinktenks sal die kapasiteit kan verdubbel tot 10 megaliter.

Die plan is om in die toekoms met die meeste klein pompstasies in die dorp weg te doen en een nuwe pompstasie by die Kutama/Sinthumule maksimumgevangenis te hê. Die nuwe pompstasie by die tronk en die hantering van die uitvalriool by Eltivillas val onder ‘n nuwe begroting en moet nog goedgekeur word.

Maar sal die nuwe rioolaanleg die dorp se rioolprobleme heeltemal oplos? Vlok sê dat dit sal afhang van die dorp se interne rioolstelsel.

“Die VDM is verantwoordelik vir die grootmaat verpreiding en dan is die Makhado Munisipaliteit verantwoordelik vir die interne retikulering. Die interne probleme binne die dorp moet uitgesorteer word,” het Vlok gesê.

The Save Mapungubwe Coalition, known as the Coalition, has parted ways with the Australian mining company CoAL of Africa Limited (CoAL) this week.

The environmental coalition, comprised of the Endangered Wildlife Trust, the Wilderness Foundation South Africa, and the World Wide Fund for Nature South Africa, the Association of Southern African Professional Archaeologists, the Mapungubwe Action Group and BirdLife South Africa, made this announcement public on Friday, 7 December.

The Coalition and CoAL originally signed a memorandum of understanding (MoU) concerning the proposed Vele mine on 24 November 2011.

This was, in the words of the Coali-

tion, to achieve best practice “through negotiation rather than litigation.”

The MoU would have seen both parties working together in the interest of sustainable development and the preservation of protection of not only the environment, but also the Mapungubwe cultural landscape.

Originally, the MoU would have been guided, through negotiations, towards a memorandum of agreement between the parties. The Vele mine is situated about six kilometres from the Mapungubwe World Heritage Site.

Shortly before entering into the MoU, the coalition was proceeding with legal action and taking CoAL to court to try and set aside the mining approvals granted for the Vele colliery by the Department of Minerals

In their public statement, the coalition says that additional information came to light “about past and on-going non-compliance with water legislation” at Vele. They also state that there are now, after nine months of negotiations, existing detrimental impacts that require remediation.

“It appears that, when it commenced with mining, CoAL did not have all the authorisations it required for certain water-use activities associated with its mining operations, and still does not have such authorisations,” the Coalition says in its statement.

Carolyn Ah Shene-Verdoorn from BirdLife South Africa told the Zoutpansberger on Monday that water usage remains an issue and that they left the negotiation table as a result of the fact that CoAL does not have the proper licenses for all their water uses at the mine. “We can back up all our claims,” she said.

CoAL, who is in the process of developing the first phase of Vele with the aim of producing 2.7million tons run-of-mine coal a year, has confirmed the termination of the MoU. CoAL claims that the basis on which the Coalition withdrew from the MoU is inaccurate. They also say that they held valid regulatory licenses and permits, including an integrated water use license.

CoAL adds that the Coalition has not been to the Vele mine site to date, despite numerous invitations from them.

“We are compliant with environmental requirements for the mine [Vele],” CoAL said on Monday.

In the meantime, the Coalition will not recommence with its legal action against CoAL at this stage. Shene-Verdoorn explained that the different stakeholders within the Coalition have yet to decide on the matter. The coalition, she said, will focus on more coherent decision making within in the different government departments that are responsible for issuing licenses to mining companies.

JANUARIE • BACK TO SCHOOL RUN The

• WERDA TOYOTA MOUNTAIN RACE The region’s athletes can start prepar-

ing them for the annual Werda Toyota Mountain Race on 9 February next year.

All are welcome to come and jog or walk the first 5km with the Werda Toyota team or, for the more fit, compete in the 10km event.

More information and even a training programme will be made available in the newspaper closer to the date. The event is hosted by the Soutpansberg Athletics Club.

MARCH • TURBI HILLS MTB RACE The MOTHs of the Turbi Hills Shellhole in Makhado (Louis Trichardt), in conjunction with the Soutpansberg Town Watch, will once again be hosting their popular Turbi Hills Mountain Bike Race in the Roodewal Plantation on 9 March.

The race comprises a 50km, 30km and 10km race. The entry fees for the three races are R100, R60 and R30 respectively, with first, second and third category prizes.

Blood needed to avert national crisis The South African National Blood Service (SANBS) is currently experiencing a severe shortage of blood as is traditionally the case at this time of the year.

“Currently, we have only 1.5 days of blood available and as we go further into the holiday period, we know that we will not be able to meet the demand for blood by patients. So we are appealing to all our donors who have missed their donation in recent months to please make some time to donate blood, as

the blood stocks are near crisis levels,” says Vanessa Raju, communications manager of the SANBS. The SANBS’s aim is to maintain a stock level of five days, with 3000 units collected per day to meet the demand. At present, they are experiencing difficulty achieving this, which has been mainly due to the fact that their mobile drives, at schools and universities, as well as organisations, are almost impossible at this time of year.

Selfmoord: Dit is belangrik om so spoedig moontlik berading te kry “Desember is ‘n emosionele maand, en soveel te meer vir mense wat reeds trauma ervaar,” sê ‘n plaaslike berader. ‘n Studie oor selfmoord in Suid-Afrika in 2008 het getoon dat die meeste selfmoordgevalle in Desember voorkom. Daar is jaarliks ongeveer 7 000 selfmoorde, oftewel sowat 20 gevalle daagliks.

Plaaslike christelike berader Violet Prins sê dat traumabelewing in die huidige tydsgewrig baie algemeen is en dat mense dit nie moet binne hou en alleen probeer regkom nie. Traumagebeure sluit natuurrampe, ongelukke, diefstal, besering, verlies van ‘n geliefde, eiendombeskadiging of enige oorweldigende emosionele gebeurtenis in. ‘n Ander tipe trauma word nie noodwendig aan ‘n eenmalige aaklige gebeurtenis gekoppel nie, hoewel die individu oorweldigende emosie en ‘n gevoel van hulpeloosheid beleef.

Prins noem algemene tekens en simptome van stresreaksies in ‘n getraumatiseerde persoon.

“Fisies voel die persoon dikwels naar, het ‘n ongestelde maag en bewe. Hy of sy voel ongekoördineerd, duiselig, het borspyn, hoofpyn of spierpyn en ondervind ‘n vinnige hartklop en asemhaling.

Moegheid en slaapversteurings kom ook voor.

Wat sy denke aanbetref, dink hy stadiger as normaalweg en konsentrasie is swak. Besluitneming , probleemoplossing, berekeninge en benoeming van alledaagse voorwerpe is moeilik. Op emosionele gebied is daar angs, skuldgevoelens, depressie, ‘n gevoel van isolasie en verlorenheid of woede en irritasie,” sê Prins.

Environmental News

Public can now comment on water-use license Naledi Development, the independent consultants for Australian mining company Coal of Africa Limited (CoAL), has invited the public and affected or interested parties to comment on the integrated water-use license application (IWULA) for their Makhado project.

Members of the public will have 60 days to comment on the IWULA. This document consists of the integrated water and waste-management plan, the bulk water feasibility report and the environmental impact assessment for the Makhado colliery. The period for public comment will start on 13 December and end on 7 March 2013.

Despite the fact that the project has generated a lot of opposition from concerned environmental groups and has been met with downright hostility

by others, CoAL remains confident that they will be granted their water-use licence.

According to CoAL’s application, the mine is anticipated to be in production during the first quarter of 2013.

This will entail the initial burden stripping, ramp construction and box-cutting for their open-cast mine. The Makhado mine is situated about 30km outside of town.

Included in the water use license is the use of groundwater, on-site water and waste management for the duration of the mine, construction water use, existing water use and bulk surface water systems.

CoAL’s intention to “create new water” to increase the bulk water needed for the mine’s operations has caused quite a stir in the past. Es-

Die Menseregtekommissie het die Nasionale Belastingunie (NBU) sowat ses weke gelede ‘n kans gegee om hul saak te stel tydens hul groot kongres by Thabanchu in die Vrystaat.

“Hulle het ‘n groot ophef gemaak daarvan dat die NBU ‘n oplossing op die tafel het vir die water­ krisis, naamlik die instelling van waterkomitees.

Hulle het ‘n videokonferensie vir 3 Desember belê waaraan een verteenwoordiger uit elke provinsie met die Menseregtekommissaris in gesprek sou Me. Inga Gilfilan, voorsitter van die tree,” het mnr. Jaap Kelder, NBU voorsitter gesê.

The small orchid with the scientific name Mystacidium brayboniae has botanists thinking.

Rare orchid has many botanists thinking A relatively scarce orchid species that occurs in the Soutpansberg is causing scientists to scratch their heads. After lengthy studies, the academics can still not determine how these plants are pollinated and they believe this may provide a vital clue to its limited distribution.

A botanist from the University of KwaZulu-Natal, Dr Florent Martos, recently spent a week in the Soutpansberg, attempting to observe what agents are responsible for the pollination of this small orchid with the scientific name Mystacidium brayboniae.

The plant is endemic to the Soutpansberg and was thought to be

a high-forest species. However, it is found more frequently in montane scrub and if it does occur in the forest, it is usually at the edges where there is more light. Its genus name refers to its “moustache”-like flower.

It is possible that this species’s limited distribution may have something to do with its pollinating agent, which may also be endemic to the Soutpansberg. The exercise was not successful, even though sophisticated technology and many long hours of observation were used to collect data.

Among some of the other data collected, the scent of the flower is also harvested and analysed in a laboratory. Synthetically

manufactured components of the scent are then exposed to various insects and their brain activity is monitored, using microscopic sensors placed on the insects’ antennae.

The plants are exclusively epiphytic, meaning that they live on trees but are not parasites. The plants flower in the middle to the end of November for about two weeks. Conservation status of the species is not certain; however, due to its limited distribution and overharvesting by collectors, it could be vulnerable.

We will give him our full support to make sure that he executes his duties with ease.” She also passed her gratitude to Mr Shumani Razwiedani “for steering the municipality in the right direction over the past six months.”

Mr Matshivha says he is ready for the hot seat. “I believe in team work and I’m ready to take Musina Municipality back to its former glory days.”

Illegal cigarettes lands man in court

A 33-year-old Zimbabwean suspect appeared in the Magistrate’s Court in Makhado (Louis Trichardt) in connection with being found in possession of illegal cigarettes.

Lovemore Gambidza made his first appearance in court last Wednesday (5 December) and the case was postponed to 11 December (Tuesday) for a bail application. On 11 December, the accused presented his bail application through his attorney, Mr Desmond Mphaphuli, and was granted bail of R10 000.

According to a police statement, Gambidza was driving in a green Mercedes Benz along the Waterpoort-Mopani road, when members of the police tried to stop him in the early hours of Tuesday morning last week. He didn’t comply but sped off instead. A chase ensued, until he was eventually arrested several kilometres down the road.

Nimay Radia, an ex-student from Ridgeway College in Makhado (Louis Trichardt), graduated with a degree in Actuarial Science and Financial Mathematics in November.

During the course of his degree, Nimay received three letters of congratulation from the Dean of the Faculty for academic achievements. He was also chosen to be a member of the Golden Key International Honour Society and managed to complete five of his board exams whilst doing his degree. Nimay has been accepted into the Actuarial Honours programme for 2013.

‘n Groot eer het Hoërskool Eric Louw in Musina te beurt geval toe Jannemari Fourie gekies is om aan die mini-Olimpiese Spele te gaan deelneem. Hierdie byeenkoms vind vanaf 9 tot 15 Desember by die Universiteit van Pretoria se sportvelde plaas. Dit is ‘n byeenkoms waar slegs die beste atlete in die land meeding.

Jannemari neem al die afgelope vyf jaar aan die nasionale kampioenskappe deel. Sy is ‘n kranige gewigstoot- en diskusatleet en dit is juis aan die gewigstoot vir DO/15 waaraan sy gaan deelneem. Foto verskaf.
