Tracy Zille, however, also went at her “fellow white people”, telling them to take cognisance of the inequalities in the country.

Thieves break into two Ramantsha schools

By Kaizer Nengovhela Thieves broke into two primary schools at Ramantsha village during the weekend and stole several items, leaving the parents of the pupils frustrated. They condemned the incident.

The thieves broke into Munau and Ramantsha primary schools and stole, among others, a projector, a laptop, a grinder, a welding machine, a drill, a

tablet, a CCTV stream camera, and an intercom.

A member of the SGB of Munau Primary, Mr Stanley Makopo, said that the school belonged to the community and they must respect their property.

Vandalising and theft at schools will hinder progress in the Sinthumule area.

“We need our children to enjoy a good education in good classroom conditions,” he added.

He said the theft had derailed the smooth running of learning. “We are very disturbed by what happened at these schools. Because of the robbery that has happened, we think it has robbed the future of our children. If you can look at the items stolen here, they are expensive. Without those stolen items, I think the school is going to have a problem.”

According to the report received, the criminals apparently gained access to the administration block through the window after they had cut off the burglar bars. Makopo added that the cases had been reported to the police for investigation.

Makopo appealed to anyone with information about the incident to work with them and the police to find those responsible for the crimes.

Police spokesperson Brig Motlafela Mojapelo said the police had opened a case of housebreaking and theft. “We ask members of the community not to buy stolen goods,” said Mojapelo. “Whoever is found in possession of stolen items from the school will be arrested.

Makhado tables almost R1 billion budget with moderate increases

By Andries van Zyl Residents of the Makhado Municipality got a sneak peek into the 2020/21 budget for the region during Mayor Samuel Munyai’s annual budget speech that was delivered on air last Thursday.

“Let me first acknowledge that we present the IDP and Budget Statement for 2020/2021 financial year under very challenging and unique circumstances. For the first time in 26 years of democracy, the nation and the world are experiencing unprecedented levels of pain and human suffering, disease, and death caused by the global outbreak of COVID-19,” Munyai said.

Munyai tabled a R971,001 million operational revenue budget for 2020/21, with operational expenditure that will amount to R965,598 million. The operational expenditure includes the non-cash items, amounting to R120,089 million for depreciation and R41,135 million for assets and debt impairment. The final capital budget estimate for 2020/21 amounts to R247,179 million.

To balance the books, Munyai announced a 6,22% increase in electricity tariffs and a 4,6% increase in property rates and all other services. As for salary and wages, an overall increment rate of 6,25% was agreed upon by the bargaining council, effective from 1 July this year. The total salary bill for the coming year will total R287,567 million and, according to the municipality’s calculations, this amounts to 29,78% of their total operating budget.

Some of the major changes from the tabled budget include an increase on expenditure by

R46 million for RAL- and Eskom-related projects that were initially capitalised instead of being budgeted for under the expenditure budget in the tabled budget.

Contracted service has also been increased by R4 million to cover the budget for residential site planning and surveying in Dzanani township.

Capital projects not completed from the municipality’s own funds amounting to R35 million have also been rolled over to the 2020/2021

A few projects will also be implemented during the coming financial year, with the help of the INEP grant. These include R6,7 million for the Muanandzhele feeder line over a distance of 15km; R4,6 million for Muanandzhele Phase 3 Kanana, which will benefit 450 households; and Buysdorp will get 101 household connections funded by Eskom Some of the projects to be implemented via the municipality’s own income during the next year include R6 million for the upgrading of stormwater infrastructure and the resurfacing of roads; R500 000 for the revitalization of the Burger Street market in Louis Trichardt; R10,7 million for a new council chamber and offices, R2 million for the refurbishment of the Tourism Information Centre; and R10,7 million for the construction of an admin block at the Makhado vehicle testing ground. In addition, the Rathidili incubation centre will receive R4 million and the Tshakhuma fruit market R15 million.

The municipality will also give R10 million for the rehabilitation of Dzanani streets; R3,5 million for the N1 Tourism Park, inclusive of the arts and craft centre; R6 million for the Waterval sports facility phase 3; R2,5 million for the Kutama/Sinthumule sports facility; R2 million for the proper design of the Waterval Clinic road to Waterval ring road; R2 million for the rehabilitation of Djunane street at Waterval; R1,5 million for the rehabilitation of Joe Slovo Street in Vleifontein; R1 million for ablution blocks and a changing room at the municipal workshop for standby workers; R1 million for phase 3 of the Tshikwarani-to-Zamekomste road; and R600 000 for renovations to the Dzanani Regional Office building.

budget year, and other income has been adjusted down by R36 million of agency fees, taking into consideration the accrual accounting. This has been recognised in the cashflow statement.

The total grants that are going to be received by the municipality for the 2020/21 financial years amount to R493,312 million. From National Treasury they will receive an Equitable Share of R385,034 million, while receiving R88,968 million from the Municipal Infrastructure Grant (MIG). The Financial Management Grant will be R1,7 million, while they will receive R2,270 million from the Expanded Public Works Program and R15,340 million from the Integrated National Electrification Programme (INEP).

As for the capital budget, it will be divided between the following departments: technical services (R184,954 million), community services (R12,270 million), finance (R31,129 million), corporate services (R15,311 million) and regional offices (R3,515 million).

Residents of the Musina municipal area will have to pay, on average, 6,4% more for services in the coming year. This cash-strapped municipality announced some of the steepest increases in Limpopo when tabling its budget a fortnight ago.

Musina Mayor Mihloti Muhlope tried to project a positive image of the municipality when presenting her budget on June 30. She stated that “there is no doubt that Musina is becoming better financial year after another [sic],” but what became clear was that the municipality had some major obstacles to clear. When the auditor-general released his latest findings on the state of the country’s municipalities, Musina was mentioned as one example where proper control systems are not in place and where the millions spent on consultants to improve the situation seem to go to waste.

The municipality is also still severely cash strapped, owing Eskom and Vhembe tens of millions in outstanding debt. To add to its woes, consumers owe the municipality more than R40 million. “We are continuously engaging with defaulting community members to [help them] understand the value of paying for the services they get from the municipality,” said Muhlope.

The municipality once again received a qualified report from the auditor-general, with no fewer than 71 findings. “A comprehensive audit action plan has been developed to address the outstanding 24 findings … We are also working very hard to intensify sound financial

controls in the municipality,” Muhlope said.

The budget totals R379,3 million, of which R33,8 million for capital projects will be financed from a Municipal Infrastructure Grant. The Extended Public Works Programme allocation will add R1,6 million to the council’s coffers, while R158 million will come from the Equitable Share Funding. To cover operating expenditure, the council will also rely on a R2,7 million Finance Management Grant.

The seven-page budget speech of Muhlope provided little information on the plans of the municipality. It only mentions some capital projects, such as the paving of roads in Nancefield, the completion of the Manenzhe Sports Facility, and the construction of a culvert and bridge along the Tshivhongweni/ Tshipale road.

When the municipality’s spokesperson, Wilson Dzebu, was requested to provide the newspaper with the complete budget, he responded by saying that the online summary “is the only document that outlines the reports and plans for the municipality in the new financial year”.

To try and make sense of the budget, the only option was to revert to the draft budget, filed in March this year.

Musina Municipality is understood to be prepared to honour the collective agreement with labour unions for a 6,25% salary increase, effective from 1 July 2020.

In the draft budget, electricity charges are set to increase by 8.1%, while waste removal charges are proposed to increase by 5.6%. The proposed increase

for assessment rates is 6%. The final breakdown is unknown as the municipality did not divulge this.

Most of Musina’s own income is derived from the re-selling of electricity for 2020/21. The municipality budgeted for an income of R150,35 million.

Property rates are expected to bring in R21,69 million, while service charges for, among others, refuse, will bring in R19.16 million. The bulk of the income (R162,5 million), however, will come from transfers and subsidies. The Local Government Equitable Share grant is the largest, totalling R158,17 million.

“In the 2019/20 financial year, revenue from service charges totalled R158 660 million. This increases to R169 510 million,” the draft budget reads.

Musina municipality’s single biggest expense, comprising more than 41% of its expenditure, is salaries. The budget for employee-related costs increased to R155,15 million. Musina’s councillors will also cost the taxpayer R11,86 million in the next year, which represents an increase of 6,5%.

The municipality also seems to spend an excessive amount on contracted services, and in the previous financial year, this cost the taxpayers R27,73 million.

The expense was slightly reduced for the next year, with R22,46 million budgeted to pay consultants. “Contracted services such as research and development have been identified as a cost-saving area for the municipality,” the draft budget states.

If the costs of salaries, councillors, and consultants are added up, the municipality spends almost half of its operating income on these three items.

In yet another twist in the battle to become king (or queen) of the Vhavenda, the Ravhura family have sent letters to regent Toni Mphephu Ramabulana and his niece, Masindi Clementine Ramabulana, stating that the title actually belongs to their candidate. They may, however, be more than a decade too late to contest the kingship.

Last week, notices were sent to the lawyers of Toni and of Clementine, informing them of the intention of Pastor Amos Tshenuwani Mukapu Ravhura to claim the title of “Thovhele of the Vhasenzi/ Venda Nation”. The Ravhura royal family want to be added to the case as “intervening

parties” as they have “a direct and substantial interest in the outcome of this matter”. The Ravhura family argue that previous commissions set up to decide the royal lineage had erred in their findings.

The latest claim is, however, unlikely to have any effect on the looming court case to decide whether Masindi has a legitimate claim to the title.

In April last year, the Supreme Court of Appeal (SCA) set aside Toni’s appointment as king and the matter was referred back to the Limpopo High Court. The case may be debated in court later this year.

Former Dynamos chairperson, Peter Rabali, dies

By Kaizer Nengovhela Mr Peter Rabali (73), a wellknown businessman, a former chairperson of Dynamos FC, and an archbishop of the New African Apostolic Church, was laid to rest at Ha- Rabali on Sunday.

Rabali died at the Mulbarton Hospital in Johannesburg last Thursday after a short illness. He also has interests in the transport industry.

In 1994, he ventured into football and bought the franchise of D’Alberton Callies. He relocated the club to Thohoyandou and renamed it Rabali Blackpool FC, participating in the National Soccer League.

Blackpool, which was famously called Matari Aya Fhambana,

translated as “leaves are different”, was relegated to the lower division in 1995.

Four years later, Rabali was part of group of businessmen in the Vhembe District who managed Dynamos FC, which was promoted to the Premier Soccer League.

Rabali’s stint in football was, however, brief. He was later banned from football for life due to alleged corruption related to match fixing.

All speakers who shared the podium during the funeral ceremony described Rabali as a pioneer, a born leader, and a man of vision.

Family spokesperson Mr Takalani Rabali said that the late Rabali had been the archbishop and a respected figure in his community at the time of his passing. He said the family had suffered a great loss with

the death of their father.

“It is painful to lose an intelligent father, but we thank God because He does everything for a reason.

Rabali was a leader in different organisations, so he was a people’s person and was not only involved in football.”

Mr Mulimisi Muneri worked closely with Rabali as the team manager of Dynamos FC. He says Rabali had made an enormous contribution to football. “He was one man who was down to earth; he could interact with almost everybody.”

A friend and the chairperson of Black Leopards, Mr David Thidiela, said that Rabali had been a “soldier” for the bigger part of his adult life. “He was one of those men who fought for development

in the prime of his life and excelled at everything he did. 2020/2021 IDP AND BUDGET SPEECH OF THE MAKHADO MUNICIPALITY PRESENTED BY THE MAYOR - CLLR N.S MUNYAI

Fellow residents of Makhado Municipality, let me first acknowledge that we present the IDP and Budget Statement for 2020/2021 financial year under very challenging and unique circumstances.

For the first time in 26-years of democracy, the nation and the world is experiencing unprecedented levels of pain and

human suffering, disease and death caused by the global outbreak of COVID-19.

We must stand together to defeat COVID19!

The only way we can honour the fallen heroes and heroines, is that we do not surrender to the enemy and that we continue with complying with the set COVID 19 regulations and practise all the hygiene and safety requirements. You must observe social distancing, wearing your mask properly and all the time, washing hands regularly and staying at home as much as possible. As of the 06 July 2020, our Municipality has 43 confirmed active cases of COVID19 and zero (0) deaths. We appeal to our communities in all homes, villages, townships and towns to observe the COVID19 regulations.

The President of the Republic of South Africa, His Excellency Cyril Matamela Ramaphosa, has again called upon each one of us “to work harder under these

very difficult circumstances and he further calls on us to serve and to work together to move South Africa towards realising the outcomes of the National Development Plan, through harnessing young people as instruments and assets for development, despite the current setbacks they face due to COVID- 19”.

Our government is making a clarion call on the youth of 2020 to help and rebuild a society post COVID-19.

Fellow residents, In the past financial year and before the COVID19 outbreak, as a municipality we recorded some positive successes in our effort to radically improve the quality of life of our communities. As a municipality, we maintained the qualified audit opinion with only one paragraph of qualification matters. We bought the following vehicles in order to enhance service delivery: • 2 x Waste removal trucks.

• 2 x Cherry picker trucks (Electrical)

• 1x Fortuner (Office of the speaker), • 1x Waste removal tractor, • 6 x Tipper trucks roads • 27x Hilux bakkies • 3x Graders • 1x Excavator • 1x Chain Dozer • 1x TLB These vehicles and machines are tools of service delivery and are meant to ensure that streets in villages and townships are graded, while we also maintain the roads and related infrastructure in our town.

The Municipal Manager has also signed and finalised a donations agreement in favour of the University of Venda for the 35, 76 hectares of land, wherein the Univen Campus will be built. The University will start offering short learning programmes in our town as from August 2020, as a build up towards the establishment of a

fully-fledged satellite campus.

We shall work closely with the University to ensure that this historic legacy initiative kick-start without fail.

The Municipal Manager continues to represent our Municipality in the Board activities of the Makhado Musina Special Economic Zone and we shall continue to monitor how this mega industrial development unfolds in order to create jobs for our people.

We have started with upgrading of Tshakhuma Fruit Market with co-funding and support from the National Department of Small Business.

Over the past year, as the Council, we completed the electrification of 635 households in 11 villages across the municipality.

This budget will be a yardstick to measure our performance as a municipality and we trust that our communities will continue to participate in the forthcoming public participation meetings in order to monitor the progress in this regard.

Copies of the annual budget will be placed on our website and shared on various digital and social media platforms so that our communities can continue to refer to these documents and hold Council accountable.

Let me take this opportunity, to pay respect and send condolences to all staff members, Councillors, traditional leaders, members of the Ward Committees and all our stakeholders and partners who have lost their lives and lost family members in the past year.

We remember each one of them for the sterling contribution they have made in the provision of services to our people.

Let me also once again congratulate Mr Masala Mulaudzi of Tshakhuma Tsha Madzivhandila for the recent hallmark purchase of the Bidvest WITS status which is in the PSL. This historic achievement will place Makhado and the whole Vhembe on the national and international football map.

In conclusion I want to thank the ANC and its Alliance partners for continuing to provide guidance to our Council so that we can realise the vision set out in the Freedom Charter.

These are the powerful words from successful musician and community builder Sedzani Stanley Sigebe, better known as Pro Heed in the music industry.

After a successful music career, Pro Heed, a former barefoot boy from Ha-Mukununde-Tshamutavha, moved a step further this year by establishing Pro Heed TV and Radio Agency. Amazingly, Pro Heed is unemployed, and he uses the proceeds from selling his music to develop less fortunate community members.

Stunningly, his agency has already helped more than 800 extras, actors, models, musicians, dancers, presenters, and voice-over artists to make their dreams come true on radio and television. His agency has already worked with soapies and drama series such as The Omen, Isibaya, Gomora, Bomb Commercials, Housekeepers, Rented Family, Muvhango, Generations The Legacy, Rhythm City, The River and The Queen.

He said the idea of coming up with this initiative was driven by the fact that talent could be found in rural areas that ended up not being realised because of a lack of resources.

“I only look for ambitious people who have

dreams and passion to become successful. I believe that it is better to work with a few people who are serious, focused and have a desire to make it than to work with a million people who are not grounded and have no desire to succeed. My job is to train them and link them up with production companies. I believe that art, voice, beauty, and a beautiful body do not need school qualifications. Both young and old can use their talents to realise their dreams.”

Pro Heed has a huge interest in helping those who are less fortunate. In 2017, he formed the Muphulusi Foundation to assist orphans and disabled children in schools by buying them sanitary pads, toiletries, school uniforms, shoes, and food. The foundation has donated these items to several schools in Limpopo.

Last year in December, Pro Heed hosted his first Annual Orphans and Disabled Christmas Day Event at Tshilamba. “I am doing this with the money I get from selling my music CDs. What really inspired me was the fact that I was touched by the large number of children without parents who even go to bed without food. Some of them go to school without uniforms and school shoes, and this is heart breaking. These kids need our assistance to become future responsible leaders. They did not choose to be what they are, and it is everyone’s duty to come to the rescue.”

Shadoh Vee is a music producer who possesses a unique talent of injecting authenticity into any project he works on, and that is one reason why he is the darling of many singers who love and respect him for his talent.

Born Phathutshedzo Mudau at Dzwerani village and currently residing at Vuwani, Shadoh Vee said that he had managed to chisel his talent as producer because he had been prac-

tising his craft every day.

“As I produce and sing at the same time, I am an artist or performer who crafts a vocal song by using various techniques and training,” he said. “I practise daily. I do write my own music or sing music written by others. I also help young, upcoming artists by recording them for free.”

“Bravo 1020” presents & produces current affairs programme Well-known comedian Mr Rudzani “Bravo 1020” Khalushi is the producer and presenter of the Phalaphala FM current affairs programme, Ndevhetsini.

Khalushi was born and bred at Mamuhohi Village (Madzhatsha) in the Nzhelele area. He attended Pfumbada Primary and matriculated at Patrick Ramaano Secondary. His love for comedy started when he was young, and he can remember how he used to mimic his teachers and local pastors when he was still in primary school.

He mentioned that finances were always a problem for him, and he even worked for ZZ2, the company that produces tomatoes in Waterpoort, looking for money to further his studies.

After working at ZZ2, he went to the University of Venda to do media studies. Khalushi joined the radio industry as it was back in 2004 at Univen FM, where he honed his skills behind the microphone as a DJ and news reader for three years.

Khalushi impressed a lot of people when he imitated high-profile people such as former president Nelson Mandela, Robert Mugabe, Zama Masondo, players of Emzini we Zi’ ntsizwa, Mike Mangena, Deshi Baktower, his colleagues and many others.

He was snapped up by Phalaphala FM and said that he wanted to go far in the industry. “One needs to be creative in this industry. I want to make sure that our listeners memorise our number as quickly as possible - 083 1020!”

He said that he was learning a lot while working in radio. “That was always my childhood dream.

When you are on air, you feel as if you are in a certain realm. I remember listening to radio DJs on a stereo with earphones plugged into my ears at an early age. I knew that one day I would be behind the mic,” said Khalushi.

He favours the opportunity to interact with listeners and said that radio journalism had taught him to always be prepared to learn. He is very thankful for the support he has received since he ventured into the broadcasting industry. “I am what I am because of my listeners, and I will never forget to appreciate their continuous support. My achievements are through their constructive criticism and, with their support, I believe I will go far. I also accept constructive criticism, and this makes me more popular with my listeners.”

He urges the youth to be serious with their education, so that they can make a significant contribution to the community in which they live. “Youths must stay away from drugs and criminal activities and prepare themselves for careers that will benefit them in life.” He also mentions that he was hungry for success and worked hard to succeed. He has been shunting between roles and he ascribes his success to hard work, perseverance, and effective time management.

Khalushi said he was not yet satisfied with his recent success as he planned to achieve more in life.

“And there is still more to offer to my community.

I do not allow fame to go to my head, and I gave myself more time to study.”

He mentioned that the secrets for success were hard work, effective time management, and the desire to succeed. “I set realistic goals for myself and I strive to achieve them without failure. I have also learnt to believe in myself and to learn from my past mistakes at all times,” he explained.

“I am an LGBTI activist and proud of it”

By Tshifhiwa Mukwevho For some lesbian, gay and transgender people, life is still a struggle as they have to live in a shell because of fear of discrimination, ostracism, and other kinds of malicious and dehumanising talk from people in the communities in which they live.

However, this might become a thing of the past because strong young women such as Precious Murulane have the willpower to continue to be vocal on LGBTI issues. She had initiated Vhembe LGBTI, an organisation that advocates for the rights of lesbian, gay, bisexual, transgender, and intersex people, in 2013.

As founder and director of Vhembe LGBTI, Precious has used personal experience to shape the organisation to become a voice for voiceless and abused persons from that community.

“As a woman who is outspoken and vocal on issues of human rights, and LGBTI rights in particular, I have always found that the challenges are there, have always been there and will always be there,” she said. “We are dealing with hate speech and hate crime in our day-to-day life. LGBTI individuals are being killed or raped because of their sexuality.”

The organisation holds public talks and educational awareness campaigns, where they make people aware about the existence and rights of LGBTI persons. “We educate the community by getting them involved in interactional dialogues,”

she said. “We visit health centres, community-based organisations, and police stations, teaching them how to deal with LGBTI cases.”

She said in the past instances had occurred where rape victims would be harassed and turned away because of their sexuality because the police official assisting them was not knowledgeable enough to move away from stereotypes and prejudice. “Remember, we are not looking for special treatment as LGBTI persons, but we just want to be treated like everyone else as we are human beings and not demons or sick (as some would call us),” she said.

Experience and personal interactions with other LGBTI persons had revealed to Precious that many people found themselves huddled and suffocating in their shell because of fear of ostracism and stigmatisation. “I discovered that I was lesbian in 2011 when I was pregnant,” she said.

“I realised at that point that my feelings were strongly leading me to women; that was when I realised that I loved women. I never came across hate speech in my journey of coming out of the

closet. Wait … ‘closet’ … what is a closet? Do straight people also have a closet?”

She is a proud lesbian and mother to a nineyear-old son. “He’s the best thing that has ever happened to me. Having a child doesn’t make me less of a lesbian and doesn’t change my sexuality,” she said.

Precious’s family were open minded and understanding about her being a lesbian woman.

“I always believe that if parents can accept their children as gays or lesbians, the community outside will adjust easily to that fact, for charity begins at home,” she said.

With a radiant smile, she said: “Oh yes, I am in love with the most beautiful woman I could ever ask for. We hooked up two years ago after knowing each other for four years. We have a beautiful love story that only we know and understand. I must say, I am proud of having her in my life, for she is the pillar of strength in my life.

I am a woman who is in love with a woman, and soon we will be getting married.”

A couple of weeks ago, Richard Mugeri from Ramahantsha village in Madombidzha bought four cases of 1,5 litre Coca Cola from Palm Wholesalers in Louis Trichardt.

Mugeri runs his own business and he sells the soft drinks to his customers. He later realised that two of the bottles had been filled to the brim. “My customers do not like to buy such soft drinks,” he said.

When Mugeri tried to return the bottles of cooldrink, he

encountered resistance, as the wholesaler was not keen to exchange a product that does not seem to be faulty. Charlie Barnard, the wholesaler manager, said she explained to Mugeri that nothing was wrong with the bottles of cold drink. She explained that it might happen that some bottles get filled to a higher level in the factory, but this does not affect the product.

Mugeri did not accept the explanation of Palm Wholesalers and still feels that such products should just be exchanged, and the overfilled bottles should be sent back to the factory.

The practice of not filling cold drink bottles to the brim seems to stem from two main factors. The first reason is that the small bit of air allows expansion of the liquid, which eases tension on the seal. (This may have been more relevant

Coca-Cola Beverages South Africa (Pty) Ltd (“CCBSA”) was asked whether bottles filled to the brim were safe for consumption and why it happened that seemingly overfilled bottles ended up in the market.

“The quality and safety of our products and packaging is of the utmost importance to us.

CCBSA has stringent processes in place to monitor the volume of all of our products,” said the soft drinks supplier in a statement. “CCBSA has an online fill level detection system which is set to reject underfilled bottles. However, on rare occasions, a few over-filled bottles do pass through our line, mainly due to unforeseen line stoppages. Instead of emptying these over-filled products, CCBSA prefers to rather give the consumer the benefit of the extra millilitres and releases such products into trade.”

CCBSA assured consumers that the products purchased were sealed and safe for human consumption.

Mulovhedzi opts to dig his own well

Vho-Vhonani Mulovhedzi, a resident at Muguru section of Mukumbani village, said that he had been suffering because of the lack of water in the area and, as a result, he had decided to come up with the plan of digging a well.

“I am a hard worker by nature, and the lack of money to

hire a drilling machine to drill a borehole for me caused me to put my spirit of working hard into practice,” he said. “When I started out, some people encouraged me while others laughed at me and my work.”

Most parts of the area have had no water for some time, and with lockdown in place, no water was available in public communal taps at all.

“We were on Level 5 and 4 of the lockdown and things were bad as we had no water. Then I decided then that it was now or never; as a result, I started digging for water,” he said.

A husband and father of three children, Mulovhedzi said that he had found water

at 11 metres and gone deeper for an additional three metres, leaving his well 14 metres deep.

“I managed to get to water at 11 metres on my fifth day,” he said.

He said that this was his first effort at digging the ground for water, and he would like his neighbours to benefit from the borehole too, at no actual cost. “My plan is to install a water pump and three 2 500 litre tanks, so that all people can easily access water in our section,” he said. “But I am penniless, which means that I cannot afford to install the water pump with three tanks as per my plan.”

Ms Portia Makgoto said that she failed to understand why all services should bypass them in the village.

The corrugated sheet shack is so tiny that squeezing all the members of the family in is almost impossible. “It is hard to share a shack with other eight people because the room is too small,”

she said.

“Even when we submit our names for the hunger relief programme, they do not give us food,” she added. “But we see even people who are employed getting food, while our name had been removed from the list. Maybe we have wronged those who compile the name list and now they are taking revenge by rubbing off our name each time we need help.”

Makgoto said that the municipality should provide them with a temporary shelter while they were still considering whether to build them a house.

The shack at the rafters is flimsy,

so that one can see the sun and the sky from inside the shack. During rainy seasons, the hut is filled with water that enters through the roof.

Two teachers at Thengwe Secondary School in the Mutale area tested positive for Covid-19 and the learning and teaching was forced to be suspended from 10 July to 19 July.

The chairperson of Thengwe Secondary School’s governing body, Mr Fhatuwani Rantsana, said they had found out that two teachers from the school had tested positive and they had been forced to close the school with immediate effect.

According to Rantsana, the two teachers are currently in self-quarantine for a period of 14 days. “We have given learners of the school letters that they have to give to their parents that learning and teaching will be temporarily suspended. We have hired a contractor to disinfect and sanitise the whole school,” said Rantsana.

He said that they had also told teachers and learners that anyone displaying the symptoms of the coronavirus to consult their doctor. “We urge learners and teachers to always adhere and comply with the requirements to combat the coronavirus, such sanitising, wearing masks and gloves. We call on learners to take education seriously during this period and to study hard,” he added.

One of the parents whose child was affected after the two teachers were tested positive, Ms Muvhulawa Mankhili of Makonde village, said the spread of the coronavirus had a negative impact on the learning and teaching of the children. “We appreciate that the members of the SGB and the school management of the school had taken a lead in protecting the children and other teachers from the spread of the virus. We never thought the Covid-19 pandemic would also spread to our communities. Now we are living here with the virus,” said Mankhili.

Water shortages for some deep rural communities in Musina and Makhado during this difficult period of COVID-19 may be a thing of the past, thanks to De Beers Venetia Mine who donated 14 water tanks of 5000 litres each.

The executive mayor of the Vhembe District Municipality, Cllr Dowelani Nenguda, expressed appreciation towards De Beers Venetia Mine for donating much-needed items such as the water tanks during this difficult period of the spread of the coronavirus. “We have some challenges regarding the delivery of clean water to the rural villages as it is much needed for communities to wash their hands regularly.

difficult to fight the spread of the coronavirus,” said Nenguda.

Nenguda, who was joined by Thulamela Mayor Avhashoni Tshifhango, and Collins Chabane Mayor Moses Maluleke last Tuesday, received the 14 water tanks to be donated to rural villages in Musina and the Makhado municipal area. Nenguda, together with some members of the Vhembe District Command Council, also visited some shops in the Musina Mall and the Messina Post Office to check compliance regarding Covid-19 regulations.

The villages to benefit from water tanks include Muraluwe, Mbodi tsha ntha, and Mopani in the Musina area, and Kutama-Midoroni in the Makhado Municipality.

De Beers Venetia Mine’s social performances specialist, Mr Bonani Nyabane, said the

donation of water tanks was part of a request sent in by the office of the executive mayor to Venetia Mine to assist in this regard.

“These water tanks will be placed at various villages within the Vhembe District Municipality and they will use their water tanks to fill them up on a regular basis to ensure that communities have access to water during this Covid-19 period.

We have a progressive relationship with our stakeholders when it comes to community-development programmes,” said Nyabane.

He said the mine was also working with the Musina Local Municipality to assist with the upgrading of the current water system and with the Department of Health for personal protective equipment, sanitisers, and food items.

I was also employed by the Department of Agriculture, Forestry and Fisheries as a data analyst and later as assistant director. The Department of Energy had also employed me as a principal energy officer. The Limpopo Legislature appointed me in 2009 as a researcher, and I am currently serving as a senior manager in the Office of the Speaker.”

He said that the journey that he had travelled should serve as a motivation to young people that education had the power to change one’s life. “Let us explore our potential; it can be done. You can do it. Thanks to all who supported me throughout my career.”

He further expressed his optimism that their plan of action would be given the blessing of SAFA as they had met all the requirements prescribed by the government. The Minister of Sports, Art and Culture, Mr Nathi Mthetwha, recently gave the PSL the green light to resume with their league activities under strict health protocols.

However, the PSL’s plan of action was turned into a nightmare during their meeting with SAFA on Tuesday. Although the country’s football-controlling body agreed with the PSL that their plan was in line with the government regulations, they

differed from them about the scheduled kick-off dates.

According to the statement from the league, SAFA told them during the meeting that providing them with match officials on the scheduled dates would not be possible. The statement further indicates that SAFA had told the PSL that the referees were not ready to officiate this weekend because of a lack of fitness. Madombidzha destitute families benefit from soccer tournament

By Frank Mavhungu The annual DMT Themeli Heritage Soccer Tournament will not be staged this year, but the residents from the village where the tournament is staged have good reason to rejoice.

The tournament has been staged at the Madombidzha grounds since its inception in 2017. After realizing that staging the tournament would not be possible this year because of the nationwide lockdown, the organizers decided to divert the sponsorship funds towards feeding needy families at Madombidzha village by procuring food parcels.

The ceremony during which the food parcels were distributed to the families was held at the local chief ’s kraal last Sunday morning.

During the ceremony, a local traditional leader, Vhamusanda Vho-Ntsundeni Sammy Sinthumule, said that he was delighted to see that some businesspeople were still prepared to plough a fraction of their profits back into the communities.

He appealed to other businesspeople to follow in the footprints of Premjee Wholesalers. He further stated that he was proud

to have subjects such as Mr Maanda Themeli who are always committed to serving in community-development projects. Themeli is the founder member and one of the organizers of the DMT Themeli Heritage Soccer Tournament.

According to Themeli, the needy families were identified by the officials and players from the four teams that have participated in the event since its inception. He revealed that

they will stage the tournament again next year and that the tournament will be the biggest ever in terms of the sponsorship amount.

The four teams that took part in the tournament since its inception in 2017 are Madombidzha Try Again, Madombidzha Western Stars, Madombidzha Arsenal and Rockers FC. Rockers FC were crowned the champions last year. They beat Madombidzha Arsenal 4-3 in the final.
