An ambitious budget By Andries van Zyl Makhado Mayor Samuel Munyai delivered his budget speech last week after tabling the Makhado Municipality’s budget for the 2021/22 financial year. He has ambitious plans for the region in an important election year, but whether the municipality will be able to deliver on all their promises remains to be seen. The operational revenue budget amounts to R 1, 201, 834 billion, while the operational expenditure budget amounts to R 1, 111, 661 billion. Once again, the biggest expense will be the municipality’s salary bill, totalling R338, 896 million rand and making up 30% of the municipality’s total operating budget. The salaries and wages have been budgeted for at an overall increment of 6.25% and new vacant posts from the Fixed Staff Establishment approved in the 2021/2021 financial year have been budgeted for. This 30% of the municipality’s total operating budget for salaries remains contentious, with some arguing that the percentage is much higher because this total for the salary bill does not include the R32, 311 million budgeted for the remuneration of councillors. This amount is not included in the salary bill as, according to the municipality’s budget policy and guidelines, the councillors, including possible full-time councillors, are not employees of the municipality. The amount does not include the R111, 277 million that was budgeted

for contracted services either.

R3 million was also budgeted for the rehabilitation of the Commissioner and Main Street intersection in Eltivillas. Criminals are keeping the province’s police busy Crime Prevention The Limpopo police have arrested 2 095 suspects for a range of crimes, including murder, attempted murder, rape and sexual offenses, the unlawful possession of firearms and dealing in drugs in their ongoing joint operations for the period 29 May until the morning of 13 June. “Enforcement on compliance with the Liquor Act was heightened, which resulted in 356 fines being issued and 51 shebeens were also shut down,” says provincial police spokesperson Brigadier Motlafela Mojapelo in a press release. Other police successes included confiscating a

large number of illegal cigarettes, 50 dangerous weapons, 30 firearms, 64 knives and 15 stolen motor vehicles. In one of the more serious crimes incidents, police at Ritavi arrested a 54-year-old suspect for murder and attempted murder that took place at the Nkowankowa township on the evening of 12 June. “Police were allegedly tipped off by the community and, upon arrival, they found a 27-year-old woman and a 30-year-man with gunshot wounds. The man, Wessel Visser, was certified dead on the scene and the woman was transported to hospital with serious injuries.

The Soutpansberg region saw a sudden influx of a scarce car species the past week. Four Steyr Puch Haflingers were spotted in Louis Trichardt on Tuesday, in front of Leach Printers. It turns out that Haflinger enthusiasts from, among others, Gauteng, visited the Limpopo Province. The group visited the Blouberg Nature Reserve and were on their way to visit the farm of Charles Leach near the Albasini Dam on Tuesday. The small, four-wheel driven vehicles are quite rare and very special. The Haflinger was designed by the Austrian firm Steyr-Daimler-Puch and used by, among others, the Swiss Austrian and Australian armies and the Royal Navy. A total of 16 647 of these light-weight and nimble vehicles were manufactured between 1959 and 1975. A number of these vehicles found their way to South Africa, where they are still treasured by enthusiasts.

Opportunity to object against amendment Public Participation Baobab Mining and Exploration have given notice that they have applied for an amendment to the environmental authorisation (EA) for their Makhado Colliery located just north of the Soutpansberg in the Vhembe District. The mining company applied for an amendment to the project’s EA on 16 March this year to extend the validity period thereof. The Department of Mineral Resources and Energy has since approved the application on 26 May this year. The amendment is for the removal of Condition 7.1 contained in the EA granted on 30 August 2013 by the Limpopo Department of Economic Development, Environment

and Tourism, which deals with the obligation to commence within a certain time. The said condition was removed by the Department of Mineral Resources and Energy since “that section is repealed from the Environmental Impact Assessment Regulation and is not going to be enforced by the Competent Authority”. The other conditions of the EA remain binding and a copy of the decision by the Department of Mineral Resources and Energy is available on request. Registered interested and affected parties may appeal against this decision in compliance with Section 43(4) of the National Environmental Management Act and Chapter 2 of the National Appeal Regulations of 2014 within 20 days of the date of the notification,

IPID investigation in advanced stage By Andries van Zyl Many questions still remain for the relatives of the man shot dead by the police in Louis Trichardt on Sunday, 30 May. The Independent Police Investigative Directorate (IPID) now hopes to answer some of these questions after launching an investigation into the fatal shooting. The deceased, alleged to be a highly sought-after suspect, was shot dead and three of his travel companions were arrested, following a shootout between them and the Makhado Police at the corner of Rissik and Klein Street near Bridge Auto at around

11:00 on that fateful day. The shootout ensued when the police confronted the men. Media enquiries about the incident sent to the police’s provincial communications department were initially ignored. The only response the newspaper received came in the form of a WhatsApp reply from provincial police spokesperson Brig Motlafela Mojapelo three days later. He merely stated: “The case has been handed over to the IPID.” To date, and in the absence of any official statement regarding the fatal shooting, the decease’s identity remains unknown. The newspaper then escalated its enquiry to the national office of the IPID.

The office’s spokesperson, Ms Ndileka Cola, responded on 3 June by confirming that IPID has launched an investigation into the shooting. Follow-up questions about the progress of the investigation were again sent to IPID the past week. Cola responded on Tuesday by stating that their investigation into the incident was at an advanced stage. “A post-mortem has already been conducted and the firearms of suspected police officers have been confiscated and sent to ballistics for analysis. One of the key witnesses was traced whilst the other two witnesses, who are non-nationals, are still being traced,” Cola said.

Nadat hulle talle droë boorgate op die plaas geboor het, het hulle uitein­ delik water gekry. En nie bietjie water nie – sowat 70 000 gallon ‘n uur! Oom Gys het vertel dat hy eendag vanaf ‘n koppie op die plaas twee groot bome gewaar het en besluit het om daar te probeer. Hy het sy “brazing rods” gevat en na die bome gestap. Op ‘n kol het die drade gekruis en oom Gys het net daar laat boor. Die water was so sterk dat dit by die gat uitgestoot het. Oom Gys het die druk van die water laat toets, met die naald van die meter wat op 70 000 gallon per uur vasgeslaan het. Ook daardie week was ‘n inter­ essante storie oor ‘n “vermoorde” 23­jarige man wat weer met sy “fami­ lie” herenig is. Die Zoutpansberger het in Februarie 1995 berig oor ene Bran­ don Hurwitz se verdwyning. Hurwitz het tot kort voor sy verdwyning by sy

“aanneem” familie, die Hlongwani­familie, op Mbokota gebly waar sy “aanneem” pa hom houtbeeldhouwerk geleer het. Hy het ook sy naam verander na Abel Hlongwani. Een dag het “Abel” net verdwyn, maar aan­ vanklik het niemand iets daarvan gedink nie, aangesien hy bekend was vir sy impulsiewe optrede. Later is egter vermoed dat hy ver­ moor is, aangesien maande verby gegaan het sonder dat hy met die Hlongwani’s kontak gemaak het. Uit die bloute het hy egter weer opgedaag en verduidelik dat hy in Zambië as ‘n verbode immigrant gearresteer is en ‘n jaar lank tronk toe gestuur is in die Lusaka Sentrale Gevangenis. Ná nege maande kon hy egter daarin slaag om met die Suid­Afri­ kaanse Ambassade kontak te maak, wat toe kon reël vir sy vrylating.

Resurfacing of R578 to ease travel Road upgrade SANRAL has awarded two projects for the resurfacing of the R578 from the N1 outside Louis Trichardt to Elim (16km) and from Mahodlogwa (35,8km) to Nwamatatani (56km) in the Limpopo Province. The high-level scope of this project includes traffic accommodation, pre-treatment of the existing road, drains, edge-break repairs and edge beams, base and surface patches, bridge joints, seal construction, road marking, re-gravelling shoulders, rut filling, slurry texture treatment, constructing edge beams at property entrances, intersections and taxi bays, cleaning hydraulic structures and culverts, replacing bridge joints where required, applying temporary and permanent road markings, installing permanent road studs, repairing, renewing or installing new guardrails and finishing off the road reserve. “This project provides work and will stimulate job creation during construction as the labour target is 6% and 30% for targeted enterprises. Dat talle van ons teen hierdie tyd van die globale Covid-19 pandemie al behoorlik uitgehonger is vir lag en interaksie, is nie altemit nie. Sowat 100 dames het die winterkoue op Saterdagaand, 12 Junie, aangedurf vir ‘n baie insiggewende en komieklike vertoning deur erkende seksuoloog, berader en spreker Timo­thy Kieswetter wat by die Ferdie Beyerssaal op Louis Trichardt aangebied is. Kieswetter het sy loopbaan destyds as ‘n jeugpastoor begin. Nadat hy ‘n behoefte aan fisiese intimiteit by mense binne en rondom die kerk raakgesien het, het hy besluit om seksuologie te gaan studeer en het sy meestersgraad hierin verwerf. Vandag spreek hy gesonde seks op sy eie, unieke wyse aan. Die tema van sy vertoning, genaamd ‘Ken jou man se wortel’, lê die klem uitdruklik op seks in die huwelik of volwasse verhouding tussen man en vrou, en Kieswetter se op-die-man-af benadering het hierdie vrouegehoor nie net wyser met betrekking tot die Adamsgeslag gelaat nie, maar almal met sterker maagspiere van al die lag. Riana Otto, wat die geleentheid georganiseer het, sê dat sy vir ‘n lang tyd probeer het om vir Kieswetter op Louis Trichardt te kry, maar dat omstandighede, en toe Covid, haar planne telkemale in die wiele gery het. Hierdie jaar het sy besluit om dit deur te sien, en sê dat als uiteindelik vlot verloop het. “Ja, seks is ‘n taboe onderwerp waaroor niemand wil praat nie, en tog doen almal dit. Timothy vertel jou al die feite, maar op ‘n skreeusnaakse manier. Ons het dit vreeslik geniet. Dit was opvoedkundig en regtig net ‘n baie gesellige aand gewees,” het sy gesê. Otto bedank graag die Lalapanzi Hotel wat Kieswetter se verblyf geborg het, die NG kerk Louis Trichardt gemeente vir die gebruik van die saal, Isis Decor vir die tafeldoeke en Asher vir hulle geskenkies.

What happened before? Our main character is Rosalyn, a young lady whose grandfather, Brian, mysteriously disappeared a year before. He was an eccentric character who loved to fiddle around in his laboratory. While wandering around her grandfather’s house, Rosalyn discovers two old valve radios. A voice suddenly emerges from one of the radios. The voice turns out to be that of her granddad, asking her to help find him. The voice disappears, leaving Rosalyn to search for more clues in his study. Inside one of the books on his shelves she finds two old, hand-drawn maps with clues. One of them has the word “El Dorado” discernible. The rest of the map is covered in ancient symbols and dialect. Rosalyn then finds an interesting clue. The necklace her granddad had given her for her 16th birthday suddenly starts to glow. The writing on the necklace matches that of the book. The proximity of the necklace causes the writing on the book to shine. The shadow of a figure outside the house causes Rosalyn to flee her grandfather’s house. She grabs the book and maps and makes for the garage,

where she gets away in his old car. She drives to a plot just outside town where her granddad had built her a treehouse. She spends the night up in the treehouse, with the maps spread out around her. The next morning, she awakes with the sound of a car. It looks like her mother’s car. Rosalyn’s necklace then starts to itch. She places it on the map, causing the markers to swirl around like magical fireflies. She realised that the markers formed a pattern, that of Orion’s belt. The book, pieced together with the maps, creates constellations. When she climbs out of the treehouse she gets confronted by a tall dark man. “You are the missing piece. I was sent by the chief to return you with the golden mortar to El Dorado,” he tells her. The man has a golden necklace, similar to that of Rosalyn. The necklace starts tugging the man towards the treehouse where Rosalyn had left the book and maps. Tinashe, the stranger, places his own necklace on the depression in the book cover and it starts to glow, but Rosalyn grabs the book with the map and holds it next to her heart. In a flash she gets teleported to a grassland, with large rectangular boulders around her. It reminds her of Stonehenge, the prehistoric monument

on Salisbury Plain in Wiltshire, England. She notices a doorlike rectangular space in between the boulders, aligned exactly as that of Orion’s belt. Rosalyn then realises that Tinashe has followed her to Stonehenge. With the assistance of the book and the maps Tinashe manages to decipher the clues. He gives the Latin commands and a staircase to a mysterious world below the rocks opens up. Both of them venture down the stairs where, at the bottom, they find seven doors, each with different names. The seventh had the name “El Dorado” on it. When Rosalyn tries to enter through the door, Tinashe grabs her and warns that it could be trick. Rosalyn accidentally opens the door, causing the walls to move in on them and the water levels rising. She remembers a Latin phrase which her grandfather had told her to say when she is afraid. Tinashe then realises that she is the lost daughter of Orion. Her presence will cause the correct door to shine. He drags Rosalyn in front of every door until the door with the name ‘Tree of Life’ emitted a dazzling light that makes it impossible to even look at its reflection. They had found the passage… To be continued

Deur Denise van Bergen Almal mag dalk nie ewe opgewonde raak oor beestong nie, maar vir diegene wat dié vleisgereg geniet en hul kuiergaste vir ‘n slag weer behoorlik wil bederf (en beïndruk), is Alta Schwerdtfeger (foto) se resep nét die ding. Sy sê dat hierdie een van haar staatmaker-resepte is, veral vir die Kerstafel. Alta het die resep van haar skoonma gekry en sê dat die komplimente nie ophou wanneer sy dit vir haar kuiermense voorsit nie – selfs dié wat aanvanklik nie tong eet nie. Bestanddele: 1 gesoute beestong 3 lourierblare 6 heel peperkorrels water Sous: ½ koppie suiker 1 koppie kookwater 1 koppie mayonnaise ½ tlp sout ½ koppie droë wit wyn (Graca) ¼ koppie droë mosterdpoeier 2 el kookolie 2 el koekmeelblom sap van 1 suurlemoen Kellog’s graanvlokkies (Cornflakes), fyngemaak

Metode: Voorverhit die oond op 180 °C. Plaas die tong met lourierblare en peperkorrels in ‘n oondbak. Voeg water by (genoeg vir die tong om in gaar te kan word) en kook in die oond vir ongeveer drie ure, met die deksel op. Sodra die vleis sag is, haal uit en laat dit effens afkoel. Dompel die tong in yswater en verwyder die buitenste taai vel (die yswater help dat die vel makliker aftrek). Sny die gaar tong in dun skywe en berei die sous voor.

Dié vleisgereg is regtig heerlik vir enige okkasie en saam met enige gekookte bord kos; rys, gebakte aartappels, groente en slaai. Alta is in Hartswater in die Noord-Kaap gebore, maar woon al sedert 1975 op Louis Trichardt. Metode: Meng die suiker, koekmeel, mosterdpoeier, olie en sout saam in ‘n mengbak. Voeg die kookwater by en klits goed met ‘n klitser. “Beets & Roots” Bistro in Joubertstraat is nie net die nuwe naam van wat voorheen die “Koffiepot” was nie, maar spog met ‘n splinternuwe eienaar-sjef, Neil Nel, en ‘n nuwe, vars aanslag. Hierdie Bistro het sy deure op 12 Mei 2021 oopgemaak en bied ‘n verskeidenheid van dienste. Die naam “Bistro” beteken ‘klein restourant bekend vir spesiale geregte’. “Gaste sal agterkom dat ons nie net ‘n standaard spyskaart het nie, maar dat ons elke dag iets spesiaals vir middagete voorberei,” sê Neil. “Wegneem-etes kan ook bestel word,” sê hy. Op ‘n vraag oor waar die naam vandaan kom, antwoord Neil dat dit ‘n woordspeling is op die woord “Beetroot” – veral omdat boere weekliks organiese groente en vrugte aan die Bistro verskaf. Geregte word vars hiermee voorberei en vars vrugte en groente word ook te koop aangebied. Benewens smullekker disse en fyngebak, verkoop Beets & Roots unieke plante wat gereeld aangevul word, bv. lugplante en orgideë. Neil het ook reeds begin om plaaslike kunstenaars se werke daar uit te stal. Neil het sy opleiding as sjef voltooi by die wêreldbekende Prue Leith se “Culinary Institute” in Centurion. Terwyl hy werksaam was by Ulusaba Rock Lodge in Sabi Sands, Mpumalanga, het die grendelstaat aangebreek en het hy uit verveling tuis begin kook. Dit het die gedagte by Neil laat posvat om sy eie plek te hê en hy is dus terug op sy tuisdorp en ouerhuis in Louis Trichardt. Neil is opgewonde om met lesers te deel dat hy ook lewendige kookprogramme doen. Hy gaan op uitnodiging na iemand se huis en kook byvoorbeeld ‘n romantiese ete – uit daardie kombuis se koskaste!
