Minister of Arts and Culture rejects CA’s objection against second name change

The name is Makhado

The name of Louis Trichardt is now Makhado.

This after the Minister of Arts and Culture Mr Paul Mashatile rejected the Chairpersons Association (CA) objection against the second name change of the town.

The CA was informed of this last week, but warned local institutions and businesses not to incur costs to implement the change immediately, in the light of probable litigation.

The Minister gazetted the second name change to Makhado on 14 October last year. A period of 30 days followed where in objections had to be lodged.

The CA lodged an objection letter with supporting documentation of 277 pages and close to 250 pages of signatures petitioning against the name change.

During the time that the minister considered the

objection, the name of the town was considered to be legally Louis Trichardt. On 10 May Mashatile, however, signed the rejection of the objection, thus endorsing the name Makhado.

The minister based his rejection on three reasons.

He stated that all consultative processes were followed and all points of view that emerged during consultation and Council meetings were reflected. “...documentation submitted with this request suggest that requirements of these legislation were fulfilled by the relevant structures before the name was recommended for my approval,” Mashatile stated as a second reason. The legislation he referred to is the Promotion of Administrative Justice Act of 2000. He said thirdly that “all geographical names in the country are subject to standardisation and the justification for that is not only limited to historical information you (the CA) provided.”

In its letter and supportive documentation the CA touched not only on historical information, but also on poor and flawed consultation processes and destroying of cultural goods.

“When the name was changed to Makhado the first time round, the reason given was ‘transformation’. Now it is ‘standardisation’ which does not apply to this case at all. According to the regulations a name should not wound people’s feelings, should not give offence and should not be a duplication,” CA chairperson Mr André Naudé said on Tuesday.

Standardisation would be applicable in the case where Messina became Musina.

The executive committee of the CA will now meet and then call for a general meeting within two weeks to receive a mandate or not to take the minister’s decision on review to the North Gauteng High Court in Pretoria.

“At this stage I can say that it is highly probable that we will take the decision on review. Our case is stronger than the previous one. I have trust in the independency of the judicial bench,” Naudé said.

According to Naudé, the whole fight is not just about the name.

“The way the name was changed is a symptom of an underlying principle that is violated. We are fighting principles here, the principle that the public has to be listened to and can not be ignored in favour of political gain. The same principle applies to service delivery: the public has to be served, not the politicians.” Naudé added that the CA, representing 90 000 people, stands for a synergy between cultural groups.

“We cannot allow the harmony and cooperation existing between the various cultural groups to be destroyed by politicians,” Naudé said.

Die Makhado Munisipaliteit het Dinsdag gesê dat Stubbsstraat betyds gereed sal wees.

“Teen of voor 30 Mei sal die straat oop en operasioneel wees,” het die munisipale woordvoerder, mnr. Louis Bobodi, gesê.

Mnr. Pieter Meiring, van die raadgewende ingenieurs Dombo en Du Plessis, het op sy beurt gesê dat die kontrakteur (Fantique Trade) sy bes gaan probeer om al drie strate - Stubbs, Munnik en Anderson - op 5 Junie klaar te hê.

Dit is duidelik dat iemand nie luister na opdragte nie. Meiring was teleurgesteld om te hoor dat die hele pad toe was, aangesien dit nie die opdrag aan die kontrakteur was nie. Die opdrag was dat die pad “in halfwydtes voltooi moet word” om verkeer op die ander baan toe te laat.

“Dit is nie goed dat julle weer oor dieselfde saak met ons moet praat nie,” het Meiring gesê.

Hy het gemeld dat die deeltydse terreiningenieur onlangs siek was.

“Bevel niks anders as propaganda nie” Talle in renosterbewaringskringe het verlede week se hofbevel, waarin bates van die vermeende renosterstroper Dawie Groenewald opgeskryf is, verwelkom.

Groenewald se prokureur, mnr. Hennie Erwee van Musina, het egter vandeesweek dié bevel afgemaak as ‘n propagandaveldtog van die regering. “Dit is ‘n poging van die regering om die ware wilddiewe weg te steek,” het Erwee tydens ‘n telefoniese onderhoud Dinsdag aan die Zoutpansberger gesê.

Verlede Woensdag het ‘n gesamentlike taakmag, wat bestaan het uit die polisie, die Nasionale Vervolgingsgesag (NV) se batebeslaglegginseenheid, die Valke se bedreigde spesie-eenheid en amptenare van die Departement van Omgewingsake ‘n hofbevel bedien op Groenewald.

Daar is ook terselftertyd ‘n soort-

gelyke bevel op Groenewald se mede-beskuldigdes, twee veeartse van Modimolle (Nylstroom), Karel Toet en Manie du Plessis, bedien.

In terme van dié bevel, wat in die Pretoria Hooggeregshof toegestaan is, is sowat R55miljoen van die drie se bates gesamentlik opgeskryf.

Volgens Erwee het ‘n kurator ‘n opname gemaak van al die bates en dit is nie verwyder soos wat daar wyd geglo word nie.

“Daar is wel ‘n opname gemaak van sy bates, wat hy nie mag vervreem, met ander woorde verkoop, nie – dit word gemonitor,” het Erwee gesê.

Bates wat opgeskryf is sluit in twee helikopters, vier luukse huise, vier plase, ‘n vloot voertuie en verskeie trustrekeninge. Die wild op Groenewald se plaas is ook opgeskryf, maar hy word in terme van die Grondwet toegelaat om nog daarmee handel te dryf.

Erwee het ook bevestig dat Absa Groenewald se bankrekening gevries het ná die hofbevel. “Ons is tans besig om met die bank te onderhandel, want Groenewald moet nog sy werkers betaal,” het Erwee gesê.

Al die bates is, volgens nasionale polisiewoordvoerder kol.

Vishnu Naidoo, opgeskryf in ‘n poging om die R55-miljoen te verhaal van die verdagtes indien hulle wel skuldig sou bevind word op klagte van renosterstropery.

Die ander beskuldigdes is Marisa Toet, Tielman Erasmus, Nardus Rossouw, Leon van der Merwe, Paul Mathoromela, Marthinus Pronk, Dewald Gouws, Gys du Preez en Josef Maluleke.

Intussen het gerugte die rondte begin doen dat Groenewald se verdedigingspan tydens dié hofverskyning van plan is om ‘n hofaansoek te bring om die saak te laat skrap. Hulle sal glo aanvoer dat die Staat nie genoegsame gronde vir vervolging van hulle kliënte het nie.

Erwee het dié beweringe ontken. Hy het egter bekendgemaak dat die verdedigingspan al meer as ‘n jaar terug dokumente en ander bewysstukke van die Staat aagevra het om hulle in staat te stel om voor te berei vir die saak.

“Ons het tot op hede nie een dokument van die Staat ontvang nie,” het Erwee gesê.

“Dis tyd dat die publiek die waarheid uitvind en begin druk uitoefen op die Staat om die regte wilddiewe te vang,” het Erwee gesê.

CoAL vermeerder sy steenkoolbates Australiese mynmaatskappy CoAL of Africa (CoAL) het ver lede week aangekondig dat hulle nog ‘n stap nader is aan die aanvulling van hul steenkoolbates in die Limpopo Provinsie.

Dit volg nadat die minister van mynbou en minerale sake verlede week ingestem het tot die oordrag van die Chapudi steenkoolprojek se prospekteerreg.

Volgens die hoof uitvoerende beampte van CoAL, mnr. John

Wallington, versterk hierdie transaksie CoAL se posisie as een van die beduidende prospekteer- en mynregtehouers met betrekking tot steenkool in die Soutpansberg steenkoolveld.

CoAL het al in 2010 samesprekings begin met Rio Tinto en Kwezi-mynbou om die Chapudi-projek teen $75 miljoen aan te koop. Kwezi-mynbou was tot verlede week die houer van die Chapudi-projek se eksplorasieregte.

Volgens Wallington maak die aankooptransaksie voorsiening vir die beplanning van toekomstige mynbouprojekte, asook die konsolidasie van verskeie ander persele in die Soutpansberg steenkoolveld. Die datum vir die nakoming van die voorwaardes ten opsigte van die verkoop van die aandeelhouereise is uitgestel tot 31 Julie 2012. Die koopsom bly steeds $75-miljoen, waarvan CoAL al reeds ‘n $2-miljoen deposito betaal het vir die projek.

Dié groep, wat bestaan uit die 62-jarige Evan Swanson van Gauteng, die 47-jarige Nndawakhulu Alfred Nefolovhodwe van Musina en Roy (40) en Oliver Muleya (38) van Zimbabwe, het verlede week in die Louis Trichardt Streekhof verskyn.

Hulle word daarvan beskuldig dat hulle oor ‘n tydperk van ‘n jaar nagenoeg R6 miljoen in onwettige sigarette oor die grens na Suid-Afrika gesmokkel het. Al vier is gedurende 2006 gearresteer ná ‘n polisie operasie, genaamd Projek Cheetah.

Die mans is saam met vier ander verdagtes aangekla. Dié beskuldigdes, Linah Sibanda, Gladys Makhado, Selinah Choga en Mike RD Wright, het egter kort ná hul arrestasie ‘n pleiten vonnisooreenkoms met die Staat aangegaan.

Beide die Muleyas en Nefolovhodwe het ‘n gedugte regspan aangestel. Oliver en Nefolovhodwe word deur advokaat Anton Killian verteenwoordig, terwyl senior raadslid advokaat en waarnemende regter Max Hodes deur Roy aangestel is om hom te verdedig. Tydens verlede week se verhoor het dié span verwoed probeer keer dat video- en klankopnames van hul kliënte se beweerde smokkelaktiwiteite as bewysstukke by die hof ingedien word. Dié opnames is gemaak deur twee polisieagente wat tydens die operasie gebruik is om Swanson se beweerde netwerk te infiltreer. Ná Hodes klaar beswaar aangeteken het, het die hof egter die opnames aanvaar as bewysstukke. Hierna het Killian en Van Wyk namens hulle kliënte aansoek gedoen by die Staat vir ‘n pleitooreenkoms.

Dié aansoek is verlede Donderdag deur die Direkteur van Openbare Vervolging van die hand gewys en Vrydag is daar voortgegaan om na ‘n

video-opname te kyk wat op 10 Augustus 2005 gemaak is. Op dié video, wat in die hof gespeel is terwyl een van die polisieagente getuig het, kan gesien word hoe Roy in een agent se bakkie klim. Hulle ry dan saam na ‘n plaas waar Roy se vragmotor buite ‘n stoor geparkeer staan. Op die res van die video help die twee agente vir Roy en nog ‘n handlanger om 159 kartondose onwettige sigarette op die vragmotor te laai. Roy sou later na bewering R28 000 vir die agente vir die vrag aanbied. Na die video gespeel is, is die saak uitgestel tot 20 Augustus vir verdere verhoor.

Die verdedingspan sal dan ook na verwagting die polisie-agent onder kruisondervraging neem.

Community funds building of own clinic A spacious, modern clinic building recently erected by the Buys community at Mara Buysdorp drew high praise and appreciation from government quarters.

At the festive opening of the Buysdorp clinic building last weekend, departmental representative Nengudza Fhatuwani lauded the Buysdorp community for the good work they have done.

Fhatuwani, the regional acting senior manager for primary health care, delivered the keynote address during the opening of the Buysdorp clinic building last Saturday. He expressed the hope that the structure will eventually be utilized as a fully fledged primary health care facility. In the meantime, he said, the department is committed to supporting the community by making sure that the present monthly mobile clinic visits be increased to weekly visits.

Earlier, Fhatuwani emphasized that access to health care services was not a privilege but a legitimate expectation in a civilized and democratic society.

“That is why we have outreach services to communities to complement fully fledged primary health-care facilities.

Mobile services, however, are being rendered mostly under trees, which is not convenient during unfavourable weather conditions.

Privacy and confidentiality are also being compromised most of the time. Today we celebrate the joint effort made by Buysdorp community leaders to erect a fixed structure for the mobile service.”

He expressed the hope that this partnership between the government and the community will bring many more results in the

near future.

In his welcoming address, Buys council member Simeon Buys described the occasion as an unbelievable day. About the project’s history he said: “We give thanks to the Lord.

We experienced His presence during the entire duration of the project.”

Community leader Mr L Weston said it should be noted that this project was completed by a disadvantaged community, to provide medical care for everybody.

On behalf of the clinic committee, Mr G Lawrence said the clinic building demonstrated what could be achieved when a community worked together.

Among the guests were traditional leaders of the area, representatives of the SAPS and officials and practitioners of the health care fraternity. Senior health care officials involved with the mobile services described the new Buysdorp facility as highly superior to most of their own service points.

The clinic building was designed by the Rev Louis Schnetler, who also officiated at the formal opening ceremony. Makhado municipal councillor M J Gabara attended to the ribbon-cutting ceremony. Guests were all treated afterwards to a sumptuous lunch.

Mpho (18) referred to people “who selflessly changed the world for the greater good”. As the Limpopo winner, Mpho received R1 000 for the school, R1 000 for himself, as well as an MP4 player and Sowetan gear.

The competition took place in Lebowakgomo at the provincial legislature on 12 May. “We are really a born-free generation ...” Mpho argued in the unprepared section, which took the form of a conversation between all the district winners.

At the national competition in Johannesburg in July, Mpho will compete against the best of the other provinces. Erin grew up in the small town of Albany, Georgia, where she attended the Sherwood Baptist Church where her father is pastor. At the tender age of nine she realised that she was a sinner in need of Jesus Christ and accepted him as her Lord and Saviour.

Every story is special and every story is a miracle. In one story, a couple that was divorced for 12 years and had no children or contact with each other both saw Fireproof. They made contact and were remarried a year later,” said Erin.

In the film, firefighter Caleb (Kirk Cameron) accepts the Love Dare challenge to save his marriage that was heading for divorce.

Erin (29) said that she and her husband, Bill Shafer, worked through the 40-day Love Dare

challenge in the time prior to their wedding.

They were married in October 2009. ”I’m so grateful that we got to do it God’s way. Marriage teaches you about unselfishness, unconditional love and giving,” Erin said on Sunday morning at the Agapé Agapé Christian Centre church service.

Her selfless character shone through at the women’s evening when she patiently and lovingly greeted and chatted to each lady afterwards, no matter how long the queue.

Erin told the Zoutpansberger that their 12 days in South Africa were divided between Louis Trichardt and Musina in Limppo and Gauteng. Multi Ministries, based in Roodepoort and headed up by Dr Harold Peasly, invited Bill and Erin and a team from Sherwood to minister in South Africa.

He added that it would be wrong to say that the meetings would always be conducted in English. He complimented deputy-headboy Rinae Musekene, who speaks fluent Afrikaans.

Dit wil voorkom of die Waterbergse steenkool, yster en platinavelde huurhuise in goudmyne verander het. Die koerante van die LiN Media groep het gaan kyk hoe lyk eiendomspryse in die verskillende dorpe en hoe dit met pryse in die stad vergelyk.

SA motorcyclist killed in Zim after hitting ox A South African tourist on visit in Zimbabwe was killed, while another was seriously injured when the motorcycles they were riding hit an ox at the 22km peg along the Masvingo-Great Zimbabwe Road.

iermee wil ons graag ons waardering uitspreek vir besonderse diens wat ons te beurt geval het.

In Oktober 2011 koop ons ‘n DSTV Xtraview dekodeerder aan van Game (Louis Trichardt). Op 24 April 2012 vertoon die dekodeerder ‘n fout kode: E143-4 (Home gateway HNA expired).

Vir twee dae word daar telefonies gestoei met DSTV se tegniese mense, maar hulle gee later toe dat hulle nie weet wat die boodskap beteken nie en raai my aan om die installeerder te nader. Op 26 April, vir drie ure, probeer Frans Vermaak van Louis Trichardt Radio en Elektriese Dienste (die installeerder), die probleem met behulp van MultiChoice se tegniese kenners te herstel, maar ook sonder sukses.

Louis Trichardt Radio en Elektriese Dienste bied toe aan om die primêre dekodeerder so te kom stel dat ons die gewone DSTV-programme kan opneem.

Die volgende stap was om die plaaslike MultiChoice agentskap in Louis Trichardt te nader vir bystand, maar hulle was nie van veel hulp nie.

Aangesien die dekodeerder onder waarborg was, gaan klop ons by Game aan vir hulp. Die bestuurder, mnr. Grant Phillipson, probeer sy bes om telefonies toestemming te kry om die dekodeerder om te ruil of een aan ons te leen, maar sonder sukses. MultiChoice dring daarop aan dat die dekodeerder teruggestuur moet word vir herstel en ons word sonder Xtraview dienste, waarvoor ons reeds betaal het, gelaat. Mnr. Phillipson het aangebied om dieselfde aand na ons huis te kom, om dit van daar te probeer instel. Hy het om ongeveer 18h30 by ons aangekom en tot 21h30 (‘n verdere drie ure) probeer om die sein te herstel, maar was ook nie suksesvol nie.

Die dekodeerder is uiteindelik op 2 Mei teruggestuur aan MultiChoice, maar nog geen woord is van hulle gehoor nie.

Vir dienslewering op ‘n glyskaal van 0 tot ‘n 10, gee ek ‘n 20 aan Louis Trichardt Radio en Elektries en Game. Vir die ander twee besighede geen ek -10.

esus leer Sy dissipels die evangelie, volgens Matt. 5, nie net hoe om gered te word nie, maar ook die leefwyse van die koninkryk van God. Fillipense 2:12 sê: “Julle moet julle met eerbied en ontsag daarop toelê om as verlore mense te lewe.” Met ander woorde, die welsyn van die siel is my eie verantwoordelikheid.

“Met eerbied en ontsag,” beteken om alles te doen wat gedoen moet word en dan te volhard, tot die einde toe. Hiervoor maak God ons gewillig en bekwaam.

(Fillipense 2:13). Daarom is dit noodsaaklik om in ooreenstemming met die evangelie te lewe.

In Johannes 17:11 bid Jesus: “Laat hulle aan U toegewy wees deur die waarheid. U Woord is die waarheid.” Deur te lewe volgens God se wil sal teenkanting bring, veral van hulle wat nie volgens God se wil lewe nie. Maar Jesus bid vir jou wat regverdig lewe omdat jy weergebore is.

Joh. 17:15: “Ek bid nie dat U hulle uit die wêreld moet wegneem nie, maar dat U hulle van die bose moet bewaar.”

Dawid sê in Psalm 56:4 “Die dag as ek bang word vertrou ek net op U.” God self waak oor Sy kinders. Jesaja 3:10 sê: “Sê vir die regverdiges met hulle sal dit goed gaan; hulle sal die vrug van hul dade geniet.”

A mother took her five-year-old son with her to the bank during a busy lunch time.

They got behind a very large woman wearing a business suit, complete with pager.

After waiting patiently for a few minutes, the little boy said loudly, “Wow, She’s fat!”

The mother bent down and whispered in the little boy’s ear to be quiet.

A couple more minutes passed by and the little boy stretched his arms out as far as they would go and announced: “I’ll bet her bum is this wide!”

THE LIMPOPO DEPARTMENT OF ECONOMIC DEVELOPMENT, ENVIRONMENT AND TOURISM (LEDET) INVITES YOU TO BECOME INVOLVED IN DEVELOPING A PROVINCIAL AIR QUALITY MANAGEMENT PLAN (AQMP) The National Environmental Management: Air Quality Act (Act 39 of 2004) provides a means of ensuring that the constitutional right of the people of South Africa to an environment that is not harmful to their health or their well-being is not compromised, and the right to have the environment protected for current and future generations is upheld.

LEDET would like interested and affected parties to become involved by raising matters of concern related to: air quality management planning, air quality monitoring, control of emissions sources, ambient air quality standards and maintaining compliance, and air quality reporting and information management.

Four players from the local polocrosse club, Limpopo Crusaders, recently represented South Africa in a veterans polocrosse test series against Zimbabwe and Zambia. The test series was held in Bethal from 11 to 13 May. The local polocrosse players, who were part of the 20-strong squad of players representing South Africa, were Bertus Koekemoer, Chris James, Ron Sparrow and Sandy James. Nine tests were played, of which South Africa won 6, Zimbabwe 2 and Zambia 1, making South Africa the winners. Sparrow was also awarded the prize for the most deserving men’s player of the series. Francois Koekemoer, junior polocrosse player of the Limpopo Crusaders Club, was selected to play for the U/14-South African polocrosse team which will face Zimbabwe over the weekend of 1 to 3 June at Weipe. Die wedstryde is op 12 Mei op Triegies se tuisveld beslis.

die bene getoets wanneer fietsryers drie keer van Cloud’s End Hotel na Mountain Inn buite Louis Trichardt moet trap. Donderdag behels ‘n 60km trap uit op die N1, waarna daar Vrydag gerus kan word. Saterdagoggend word daar ‘n 40km op die Witvlag-pad gery, gevolg deur ‘n 40km klubrit die middag. Sondag kan daar weer ‘n 40km op die N1 gery word.

Intussen beloof die gewilde Kiddies Race en 10km prettrap, wat tydens die Kremetartnaweek gery word, weer om vanjaar baie aftrek te geniet.

Daar is reeds ses pryse (vir kinders nege jaar en jonger) in die Kiddies Race en agt pryse vir die 10km prettrap vir kinders tussen O/10 en O/13.

Die klub het ‘n beroep gedoen op besighede om betrokke te raak by die Kiddies Race en prettrap.

Madzanga Mutshinua, a netball player of Louis Trichardt High School, was selected for the Limpopo U/14A netball team after the trials in Polokwane on 5 May. Madzanga will be part of the provincial team that will participate in the South African tournament on 25 June in Boksburg.

Met vanjaar se Kremetart Fietswedren wat oor drie weke plaasvind (8 tot 10 Junie) is akkommodasie vir besoekers besig om ‘n ernstige kopseer te raak vir die organiseerders.

Die Kremetart lok jaarliks meer as ‘n duisend deelnemers en ondersteuners wat op Louis Trichardt toesak vir deelname aan hierdie gewilde fietswedrenne. Volgens die organiseerders het hulle egter reeds talle navrae gekry rondom akkommodasie.

Derhalwe word ‘n beroep gedoen op enige iemand wat dalk slaapplek of akkommodasie beskikbaar het om vir Paula so spoedig moontlik te skakel by tel. 015 516 1228.
