Stop interfering with our culture By Victor Mukwevho Seasoned traditional circumcision-school surgeon Mmbangiseni Mutavhatsindi, who is also a circumcision-school owner, has called on the government to desist from trying to govern the country’s culture and traditions. This follows an instruc-
tion from the health department that all kids going to traditional schools should first go to hospitals to be checked to see if they are healthy enough to go to the mountains. On Friday morning, Health MEC Phophi Ramathuba told a national radio station that boys should be checked to see if they are not sick before going
to traditional schools. Mutavhatsindi, however, reckons that the message should be directed at parents, not at traditional leaders and owners of traditional schools. Speaking after circumcising two boys at his traditional school in the Tshivhilwi mountains on Sunday morning, Mutavhatsindi said they needed no politicians to intervene in their age-old traditions. “This is our own culture and tradition. We do it the way our ancestors instructed us to. Only our traditional leaders have the right to advise us, not the government. When they invite us to their meetings, they bring people who know nothing about our traditions. In our culture, it is taboo to discuss circumcision matters with women. If they dare and bring nurses and doctors who are not traditionally circumcised here, I will personally circumcise them first before we can listen to them. But if they go through our traditional leaders as tradition demands, we will work together in harmony. What we are not interested in at the moment is politicising our culture,” he said. Musina hopes to rid itself of Eskom debt in the next year By Anton van Zyl No mention was made of the auditor-general’s dismal view of the state of Musina Municipality’s finances during the annual budget meeting held at the Musina Show Grounds last Thursday. The mayor, Cllr Nkhanedzeni Godfrey Mawela, instead portrayed a dream that the municipality is on its way to becoming a “smart city”, marked by economic prosperity and jobs for all. In June this year, the auditor-general (AG), Tsakani Maluleke, released her annual report on the state of the country’s municipalities. Only 16% of South Africa’s 257 municipalities have been given a clean audit by the AG for the 2020-21 financial year. In the Limpopo Province, Musina was highlighted as one of three municipalities that have been in a “vulnerable financial position” for more than five years. “This indicates that the provincial interventions deployed at these municipalities were ineffective. The municipalities could not recover money from consumers for services rendered. Together with ineffective budgetary management processes, this led to delays in paying creditors,” Maluleke states in her report. Last Thursday, Mayor Mawela spent most of his time talking about projects that do not resort directly under the municipality, such as the proposed special economic zone
and the SANRAL ring road. He only devoted one paragraph to probably the most serious problem the municipality faces, namely its massive Eskom debt. Mawela said that Musina had owed Eskom R66,9 million in November last year. “During our seven months in office, we have managed to reduce the debt by R20 million,” he said. “We will definitely pay off the debt in the near future and start off on a clean slate,” he said. How exactly the municipality intends settling its debt was not made clear. One of the problems the municipality battles with is consumer debt. “We are unable to provide some of the services due to the high number of consumer debtors, which stands at over R40 million. We are continuously engaging defaulting consumers to understand the value of paying for the services they get from the municipality,” he said. Musina Municipality could once again not achieve a clean audit, but an “unqualified opinion” for 2020/21 seemed to be good enough. “We strongly believe that we will not regress when the audit for the 2021/2022 financial year starts around August this year,” Mawela said. The budget approved by the Musina council last week totalled R446,04 million. The figures quoted by the mayor did not all make sense as some seemed to be out of context. The final approved budget document was also not available
and the only reference that could be used was the draft budget summary as it appears on the municipality’s website. The municipality’s operating budget appears to be around R413 million. The operating budget provides for regular expenses such as salaries. The capital budget, which provides for infrastructure projects, was set at R32,7 million. As far as the operating budget is concerned, the council’s own income is supplemented by three national grants, namely the Equitable Share Grant (R193,79 million), an Extended Public Works Programme Grant (R1,39 million) and a Finance Management Grant (R3 million). To make provision for additional expenses in the coming year, Musina has budgeted for several increases. Although the mayor stated that rates would increase by 5,6%, the draft budget states that waste-removal charges and assessment rates will rise by 5,7%. The electricity charges are expected to rise by 6,73%. As has been the custom in the past, provision is made in the operating budget for the subsidising of indigent households. The council’s salary bill is expected to rise by 8%. Provision is made for the filling of vacant posts. The newly elected councillors will seemingly also benefit from an 8% rise in salaries. One of the expense items that the auditor-general has
continuously pointed out as being a huge and escalating problem is the use of contractors to do work for municipalities. Musina has budgeted R38 million for this expense in the coming year. “Contracted services such as research and development have been identified as a cost-saving area for the Municipality,” it states in the draft budget summary. The biggest expenses are security services (R13,2 million) and management of the dumping site (R6,12 million). The budget makes provision for R38 million that will come from “other sources”. The bulk of this money (R28 The acting executive mayor of Vhembe District Municipality, Cllr million) is expected Anderson Mudunungu (left), congratulates the mayor of Musina, Cllr to be derived from Nkhanedzeni Godfrey Mawela, after he had delivered his first mayoral the selling of stands. “The plan is to sell 500 budget speech at Musina Show Grounds last week. sites to DeBeers for the development of a * Mabvete Community Hall internal streets and storm-wanew township and the rest will (R8 million) ter infrastructure. “Health Department must stop this Co-writer of Phalaphala FM soapie script laid to rest at Khubvi village interfering with our culture” (From page 1) Mutavhatsindi started circumcising boys in their passage to become men when he was 11 years old in 1983. “Like all my other brothers, our father introduced us to this tradition when we were very, very young,” he said. When asked if the government’s interference was not an attempt to save lives as many kids were perishing in circumcision schools around the country, he turned around and took a short breath before saying: “I started circumcising in 1983 and no child has passed away to date. You just saw
our initiates; they are well and healthy. Some of them came here coughing badly, but through our traditional medicine, they are all well now. They must go to the Eastern Cape where kids are dying, not here. The problem with our government is that they are generalising everything. We cannot be blamed for other regions’ problems,” he said. Meanwhile, a parent who brought his son for circumcision on Sunday morning said he would never, ever send his kids to the hospital for circumcision. “We can’t change our culture because of people who know nothing about our tra-
dition. They think boys come here only for the removal of the foreskin. This is a school where real men are nurtured to become responsible adults in the future, not lazy, fat cookies that cannot even solve family matters but use their wives as punching bags. Here we take them through a passage that transform them from boys to men,” he said. Well-known traditional healer Dr Mashudu Dima said that for politicians to interfere with culture was disingenuous. “We will never allow any politician to tell us how we should conduct our traditional business. Never,” he said.
By Victor Mukwevho Well-known Phalaphala FM scriptwriter and evangelist Asivhanzhi Simba Mutele was laid to rest at Ha-Mashaile graveyard in Khubvi village on Friday (24th). She passed away after a short illness two weeks ago. Mutele was one of the scriptwriters of the soapie Ndi yone mini yeneyi, which is currently being aired on radio. Speaking during the funeral, a family elder, who is also her husband’s uncle, Mr Naphtal Mutele, said that seeing such a young woman pass away, leaving behind her two little children and a very young hus-
band, was sad. “When I heard of her passing, I was heartbroken, especially when I thought about her young children,” he said. Looking at the other family members, Mutele said the deceased’s husband was going to face difficult times ahead. “It is not easy to raise such young kids alone. He also has to look wisely when choosing another wife. He must find someone with a good heart. Someone who knows how to take care of another woman’s kids as her own. But I know that, with God on his side, he will make it,” he concluded. Without mincing his words, Mutele’s pastor, Mr Phillip Nengwenda, said that during
funerals where a deceased left kids with one parent, people often made empty promises to please other mourners. “I have heard people saying they will visit them regularly, but I have never seen them doing so. Some say we will help them with their education, food and other necessities, but I have never seen them doing so. It is time for people to practice what they preach,” he said. He added that the late Mutele had been an evangelist who was going to be ordained as a pastor in December this year. She is survived by her husband, Alidzulwi Marvin Mutele, and their two children, Sedzani and Dzuvha.

message to all who are thinking of continuing with crime that they are not welcome here. We have taken a stand that we will fight fire with fire. We have vowed to clean this area of all crime ourselves. We will not fold our hands while the village is taken to the dogs while the police are not helping the situation,” he said. The police spokesperson, Brig Motlafela Mojapelo, warned residents not to take the law into their own hands
but to work with the police in apprehending criminals. The police called on members of the public whose shops and houses have been burgled to come to the police station to identify their property. At the time of our going to press, the four suspects had been arrested but were still in hospital under police guard. None of the community members involved with the assault on the gang members have been arrested yet.
Four men, suspected to be members of a notorious gang of criminals that have been terrorizing the Tshiozwi community, just escaped with their lives on Friday, 24 June, after residents apprehended them and severely assaulted them with sjamboks. The gangsters were fingered as being behind a spate of criminal activities at Tshiozwi, involving robberies, thefts and attacks on residents. A group of community members embarked on a hunt for them in the early morning hours and finally caught up with them at a certain house in the village. The police struggled to keep order, with angry residents threatening to finish them off. After they were beaten, the men were in such a serious condition that they had to be hospitalized. During the whole ordeal, the gang members apparently pointed out hide-outs where more stolen goods were recovered. Residents sighed with relief. “We know these gangsters; they rob people in broad daylight. With them having been disciplined today, we can now spend our monies without fear again,” said one resident. Another community member said they were sick and tired of the Four members of a gang of alleged criminals were caught and severely crime in their area. beaten with sjamboks by community members of Tshiozwi. Sambandou Clinic staff attacked By Silas Nduvheni Provincial Commissioner of Police in Limpopo Lieutenant General Thembi Hadebe has established a high-level team of investigators led by a senior officer to probe an armed robbery that took place at Sambandou Clinic in the early hours of Monday, 27 June. Two security guards and four nurses were robbed. Sambandou Clinic, within the Makuya policing area in the Vhembe District, is one of the clinics that operate on a 24-hour call system. According to Limpopo police spokesperson Brigadier Motlafela Mojapelo, three suspects allegedly entered the premises from the fence at the back

at about 01:30 and approached the guardroom. They pointed guns at the security guards on duty and demanded their work pistols. “They didn’t find any and, instead, robbed them of their cellphones before proceeding to the clinic building, where they robbed the nurses of their cellphones, money, and the car keys of a silver-grey Toyota Fortuner belonging to one of the nurses. They used the car to flee the scene,” said Mojapelo. After the suspects had fled, the police were notified and initial investigations to trace the suspects were activated. The vehicle was later found abandoned at Vyeboom in the Vuwani policing area. Hadebe said that any attack on health facilities required an adequate and prompt response to ensure that the perpetrators were brought to book. Anyone with information may contact investigating officer Sergeant Thulani Baloyi on 072 228 2680, the Crime Stop number on 08600 10111, the nearest police station or MySAPSApp. Meanwhile, Limpopo Health MEC Dr Phophi Ramathuba expressed her anger and concern about the attack and robbery at the clinic. “As the department, we are very disappointed by the criminal elements that are targeting our clinics. These thugs are reducing and trying to collapse the gains that we are putting together as a department in pursuit of opening our clinics for 24-hour services,” she said. Ramathuba said that the thugs were attacking people who had dedicated themselves to saving the lives of people. “As a society, we should be ashamed of these barbaric acts, some of which happen on our watch, and we don’t come out to name these perpetrators. Let’s unite as people and report these criminals to the law-enforcement agencies,” she said. The MEC has since dispatched a team of psychologists to provide psychological support to the victims.

We’ll soon do away with our “actors”, promises mayor By Anton van Zyl
Makhado Mayor Samuel Munyai delivered his budget speech last Friday. Photo: Kaizer Nengovhela.
The Makhado municipality will soon no longer be the playground of “actors”, the mayor of Makhado, Cllr Samuel Munyai, promised last week. During his budget speech, Munyai said that people had started joking that this was a place for “Hollywood actors” because of the number of senior officials serving in acting posts. “We have just finished the process of interviewing [for] the positions of municipal manager and directors. We are therefore going to move in full swing,” Munyai said. The Makhado Municipality has come under pressure for its inability to fill important senior positions, with many believing that the in-fighting within the ANC caused a stalemate in the cadre-deployment process. Friday’s meeting to present the municipality’s
budget for 2022/23 did not start without some drama. Members of the Zoutpansberg Development Community Forum (ZCDF) embarked on a protest march and wanted to deliver a memorandum of grievances to the mayor but were stopped by the police. Mayor Munyai proceeded to present a budget topping R1,65 billion (total). The operating budget is set at R1,205 billion, while the capital budget amounts to R449,8 million. The exact details of the budget were, however, not made available. Only selected information about the budget was contained in the mayor’s speech. When the municipality’s spokesperson, Louis Bobodi, was asked to make the approved budget available, he was unable to do so. He suggested that this document be officially requested from the municipal manager. The approved budget is supposed to be available to members of the public but is not at present. The only doc-

Rates to go up by 4,8% In his budget speech, Munyai said that the council had approved a 4,8% rise in property rates as well as charges for other services rendered by the municipality. The electricity rates are expected to rise by 7,47%. A big portion of the operating budget will be spent on salaries. Munyai said that the salary bill would rise to R355,5 million, which represents 29% of the total operating budget. Council budgeted for a 4,9% overall salary increase. One of the expense items that the auditor-general has flagged as a problem is the increasing use of contractors. Municipalities throughout the country commonly outsource a lot of the work previously done by its own staff but, at the same time, do not reduce their staff component. In Makhado’s case, this expense was around R87 million in 2018/19 but more than doubled to an estimated R207 million the past year. The budget for contracted services in the next year is set at R183,34 million.

Focusing on roads As far as the operating budget is concerned, several projects have been prioritised. The biggest amount, R16 million, is set aside for the maintenance of roads in Louis Trichardt and the R293 townships. A further R15 million is budgeted for the grading and gravelling of roads in all wards. Council has set aside R11 million to construct electricity feeder lines in Levubu, while R3,4 million is allocated for streetlights in Louis Trichardt, Waterval, Tshikota and Dzanani. R8,1 million will be used for bush clearing and the replacement of ageing infrastructure in Mara, Bandelierkop, Bluegumspoort and at the Tshihire, Levubu 1 and Levubu 2 feeder lines. The municipality will receive several grants to help it cover its operational expenses. National Treasury will contribute R445,89 million through its equitable share grant. The municipal infrastructure grant (MIG) will again add R102,59 million to the municipality’s coffers, while a R1,95 million financial management grant was promised. The extended public works programme will also contribute R3,259 million.
Building roads and sports facilities As far as the capital budget is concerned, the biggest portion (R213 million) will be spent on roads. Mayor Munyai highlighted several of these infrastructure projects, such as the Lutanandwa Bridge and access road, which will be constructed at an estimated cost of R33 million. The Makatu-to-Tshikota road will be upgraded at a cost of R5 million, and the Waterval Cemetery road will be re-gravelled, also at a cost of R5 million. Other roads to be upgraded include Vlei Street (R5 million), Vleifontein Clinic (R8 million), Waterval Clinic (R1,5 million), Joe Slovo Street in Vleifontein (R13 million), Pretorius Street (R7 million) and Breda Street (R7 million). In the latest budget, the municipality provides R25 million to build a Kutama Sinthumule Sports facility. A further R12 million is budgeted to complete the Burger Street market-stall project. R8 million is allocated to construct an administration block at the testing grounds and, in total, R3,3 million will go towards fencing and refurbishing the Tshikota and Muwaweni community halls.
University plans on track “The Louis Trichardt Extension 13 township will be finalised by the end of this month (June), which will culminate in the process of transferring the portion of land to the University of Venda for the development of the much-awaited campus,” said Munyai. He also mentioned the development in Louis Trichardt Extension 9 (north of Stubbs Street), which is being done in conjunction with COGHSTA. He expressed the hope that the expansion of the town would ultimately lead to improved revenue collection. Thovhele Khakhu inaugurated as the new senior leader of Ha-Khakhu By Silas Nduvheni The MEC for the Department of Co-Operative Governance, Human Settlements and Traditional Affairs (CoGHSTA), Mr Basikopo Makamu, urged royal families to resolve problems pertaining to the throne in a peaceful manner - not through court cases. Some welcome warmers in time for winter for Shanzha’s elderly By Elmon Tshikhudo
Winter has yet again descended with full force, and while this means cosy nights under warm blankets for most of us, many disadvantaged elderly people from rural villages can barely afford this luxury to keep the chills out. Over the past weekend, traditional leader Vhamusanda Vho-Pfananani Shavhani of Shanzha village in the Nzhelele area once again proved his compassion for his subjects when he handed out more than 100 blankets to the elderly, marginalised and vulnerable members of his community. This donation was just in time too, it seems, as the region experienced its lowest temperatures for the season. Shavhani, who is also a prominent local businessman, always tries to come up with ways to make his subjects happy. He is
the driving force behind Shanzha Day, where the community gathers to spend the day together in festivities. He has also previously hosted pastors in his area and is currently in the process of building a clinic and skills-training centre. The hand-over ceremony for the blankets was held at the royal palace on Saturday, 11 June, and attended by, among others, the ward councillor, vhakomas from all over the village, the royal family, as well as the Shanzha community. The day was initially organised as a get-together for the elderly above the age of 70, but Shavhani felt that they could not just come and leave empty-handed. “The elderly form a very important component in society. They are our libraries and archives, whom we can always refer to for advice, but we tend to forget them to such an extent that they feel
side-lined and lonely. Spending time with them and listening to their stories benefit us a lot as a community,” he said. “The other thing that made us come up with the idea is that we were told that this year’s winter will be very severe and that means extra blankets will be needed for the elderly, some of whom cannot afford it. I am also a businessman and I, together with my family, decided to take a percentage from our profit to buy them blankets as an intervention against the looming cold.” “We are extremely excited and blessed to have a leader like Shavhani who cares for his subjects. Traditional leaders are known to ask for gifts from their subjects, but he is a complete opposite as he is the one who gives. May the Lord bless whatever you touch, and you continue to bless others in return,” said granny Mpfariseni Magadani.
involved in deep chieftain disputes before Thovhele Khakhu’s inauguration. “It is worth noting, however, that in the years that followed disputes for the throne in the Khakhu Royal Council, the royal family stabilised itself and grew unity. Along the years, it has been able to swiftly replace its senior traditional leader (Thovhele) with agreement and ease. The stability birthed major developments under different senior traditional leaders,” Makamu said. “We know well that the responsibility of the senior traditional leader and his council
unites the community. It also fosters social cohesion and community building. We urge Thovhele Khakhu now to do the same in his communities. He and his council must build on the development progress that has been left behind by this former senior traditional leader, Thovhele Ratshibvumo Khakhu.” Thovhele Mphaphuli wished the new senior traditional leader the best on his tenure and urged him always to pray and seek wisdom from God to rule without taking sides.
“It is no secret that the royal family of Khakhu has been overwhelmed with division and disputes over the inauguration of the new senior traditional leader, Thifhindulwi Khakhu, today. It reminds me of similar divisions that challenged the Rammbuda family in the 1800s, when these same divisions turned brothers against each other and tore the tribe apart. The rivalry between Vele Rammbuda and Tshikosi Rammbuda over the throne had very bad and long-lasting costs for the children and great-grandchildren of both brothers,” said Makamu. The MEC was joined by the acting Khosikhulu of the Vhavenda, Vho-Japan Mphephu, Thovhele Gole Mphaphuli and councillors at the inauguration of Thovhele Thifhindulwi Vincent Khakhu on Friday, 24 June. As a way of promoting healthy living and physical activeness among communities around the Vhembe region, the Vhembe District Municipality (VDM) held a Wellness Day on Friday, 24 June. The event, organised by the municipality’s Wellness Department, included a 5km and 10km fun walk, which started at the entrance of the municipal buildings, along the 2010 Centre to Tshedza Compressive Primary in Block G, and back to the starting point. Various funding agencies, such as the Department of Labour, the National Youth Development Agency (NYDA), the National Lottery, SEDA, and others did their respective presentations during the workshop. One of the young attendees, Hulisani Themeli (24) of Lunungwi village, said that the
NYDA in the region was failing them, because the only time they ever saw the agency was at workshops, while it should be displaying its programmes and visiting rural communities on a regular basis. Themeli said that many young people in the villages desperately wanted to succeed in life, but did not have the knowledge to start their own businesses and projects.
More than 200 young people from 41 wards within the Thulamela Municipality gathered for the Thulamela Youth Funding Information Workshop, which was held at the George Phadagi Hall in Thohoyandou on 9 June. The initiative was to mark Youth Month and to recognise the importance of equipping the youth for success, so that they might start their own companies and thereby create jobs for the many unemployed people within their communities. “There is a cry from the large number of unemployed young people in our municipality for jobs. We are not able to employ every unemployed individual out there, and that is why we have organised the Youth Funding Information Workshop,” said the mayor of the Thulamela Municipality, Cllr Sarah Rammbuda. “Teach our people to look after infrastructure” By Bernard Chiguvare The Vhembe District Municipality (VDM) is encouraging residents to work together with the municipality in guarding municipal infrastructure against criminal activities and vandalism. This follows complaints by Tshakhuma residents after cables at the purification plant next to the Tshakhuma dam were stolen for a second time in a month on Thursday, 23 June. The first incident of cable theft at the purification plant was in May this year. The two purification plants at Tshakhuma normally supply water to wards 28 and 29, but only ward 29 is currently receiving water from the one functioning plant, while residents from ward 28 have to collect water from the mountains. Joel Mulaudzi, secretary of the Tshakhuma South African National Civic, feels that the municipality should provide armed security personnel at the purification plants as these are situated far from the village. Nineteen-year-old Zelda Mutshotsho from Vuwani became the first ever Miss Matsila Online Radio on Saturday, 18 June. She was crowned during a ceremony held at the Joe Matsila Guest House in Matsila, outside Vuwani. The pageant is aimed at advancing social cohesion, but also to instil pride, hope and confidence in the youth. The event saw youths from Matsila and the surrounding villages coming together under one umbrella, cheering and exchanging ideas. Mutshotsho was ecstatic over her title and said that she wanted to be an example to girls everywhere. “The Miss Matsila Online Radio title has been one of the greatest achievements I have accomplished so far. I’ve always wished to own such a title since my childhood. I was not really motivated to try until I came to realise that motivation was not what I needed, but the courage to step up, dream bigger and believe in myself.” She said that the competition had definitely boosted her self-confidence to move forward, and that nothing could

Fans are thrilled with CIC Makaveli’s latest album, Ndyelo By Thembi Siaga The fifth album of Hlengani Baloyi, better known as CIC Makaveli, was well received by fans of Xitsonga traditional music. The album, titled Ndyelo (which means “food plate”), was released two months ago and comprises 12 full tracks, with leading songs such as Chachamela and Amagwala. “The album is doing very well. My fans really love my music because it always guides and teaches and comforts them in different situations,” he said. On this project, he worked with two producers, Given Mathebula
and Eric Mabasa, as well as some backing vocalists. When asked why he had chosen this name for the album, he said: “It was because of the spike in gender-based violence. Ndyelo refers to women who cheat on their husbands in order to put more food on their plates, and then get beaten up by their husbands because men don’t know how to react to that kind of a situation,” he said. The multilingual musician from Mdabula Mbhalati village in Malamulele lives in Johannesburg these days. When he first started making music in 2012, he focused on hiphop music, but later changed his sound to Xitsonga traditional music. His album Switori tori, released
in 2018, was his first Xitsonga traditional music album. His music is inspired by Xitsonga musicians such as Solly Makamu and the late Xitsonga music legend Matshwa Bemuda. Apart from being a musician, he is also a songwriter, programme director, self-taught graphic designer, and actor. “I once played a part in a local Xitsonga horror movie, called Nsele wa vuloyi, but the movie was never released because of financial constraints,” he said. Vhembe region shares in Muvhango’s 25-year celebration On 7 April this year, SABC 2 launched the 25-year anniversary campaign of its TV soapie Muvhango under the Ri ya Hayani theme. The Phalaphala FM team joined in the festivities, along with the soapie’s crew, on 24 and 25 June in Polokwane and Thohoyandou respectively. Phalaphala FM presenter Hulisani Phosiwa covered the celebrations held in Polokwane (24th), whilst Rofhiwa “G-Voice” Nekhumbe and Tovhowani Rathala covered the festivities in Thohoyandou (25th). Muvhango is one of the most-watched shows on SABC 2 and makes the list of the top 10 most-watched dramas on South Africa television. Ri ya Hayani, which means “we are going home”, will be returning to Venda soon to shoot some of the show’s episodes. Gabriel Temudzani, who plays the character of Vhamusanda Vho-Azwindini Mukwevho, said that Muvhango had been a pioneer in the industry, being the first drama to be delivered in a marginalised language and ultimately becoming a symbol of pride for the Vhavenda people. He said that it showcased the richness of the Vhavenda culture on mainstream television and had churned out some of South Africa’s most talented actors and actresses who had gone on to become household names. Temudzani said that the second part of Ri ya Hayani would consist of community-upliftment initiatives and visits to different malls to interact with the communities. The campaign will primarily seek to create awareness about the Ri ya Hayani proposition as it is amplified through the trip to Venda. This will ensure that the campaign is expanded on social-media platforms, such as Twitter spaces, live chats, and live streaming to keep the viewers engaged. A live stream of the interaction will be marketed extensively to encourage viewing online. That way, viewers get a sense of inclusion in the prestige of the occasion. This live event will further be documented in on-air flights, after the event, to sustain the content and talkability around the show, thus influencing appointment viewing.

Given Bungeni Foundation aims to eradicate youth unemployment By Thembi Siaga While millions of young people still struggle to find a place in the South African labour market, the Given Bungeni Foundation (GBF) aims to tackle the high youth-unemployment rate around Bungeni village and nearby communities. Thus far, the GBF, together with the National Youth Development Agency (NYDA), has trained more than 50 youths and is currently assisting 100 young people in obtaining a driving license. The foundation was established in 2021 by Hosi Given Bungeni, with the aim to eradicate poverty, especially among young residents. The driving-licenses programme is aimed at people between the ages of 18 and 35 who do not have the means to secure their driver’s licenses. “The foundation has a couple of programmes where we have engaged and still engage with different sectors to provide skills and training programmes targeted at the youth,” said the co-founder and secretary of GBF, Ms Kurhula Mabundza.
GBF explores initiatives from various industries, such as the transport industry, agricultural industry, entrepreneurship and other industries that offer opportunities for young people. “We saw it fit as an organisation to initiate this programme because it came to our attention that we have a high number of young people who lose job opportunities. It can be because of their not meeting basic requirements, such as having a driver’s license,” she said. Mabunda, who hails from Bungeni, said the foundation was being assisted by several organisations, including the Imbumba Foundation, Liberty Life and many others. “We have sponsors who are funding these programmes. They saw fit to fund us for this driving-license programme after they saw our commitment and the work we do as an organisation in our community of empowering young people, she said. The foundation has, among others, initiatives for young people, including but not limited to, skills and development training. “We assist
youths with entrepreneurship support programmes, we empower them to be sportsmen or women, nurturing their talents through arts and culture,” she said. One of the recipients of the job-readiness programmes, Tintswalo Mahlaule from N’waxinyamani village, said she was very grateful when she received the invitation by GBF for a job-preparedness programme. “Job hunting can be very stressful, especially if you don’t have any source of income. You keep on sending CVs and never get any positive feedback. I was pleased to be one of the recipients, and I believe that it will open doors for more opportunities,” Mahlaule said. Moses Maluleke from Bungeni, one of the young people who obtained a driving license, said that he had been longing for the opportunity to get a driver’s license. “Out of the more than 500 applicants, only 100 were shortlisted. Being part of the shortlisted candidates alone is a blessing to me. It’ll help all of us to stand a chance to get jobs that require it, and when we buy our own cars,” he said.

Nursery, explained that since children were eager to learn and understand, agriculture could be applied at a very early age. “For these children, having the opportunity to see what farming macadamia trees is about is great to start opening their minds to this type of agriculture. Perhaps this will allow them to realise that there are career paths in this field,” he said. Molly Ameker, the director of the Elim Hlanganani Society for the Care of the Aged, unpacked the importance of imparting agricultural knowledge to the young. “Planting trees is one of the priorities towards climate change. We want these children to know how to plant macadamia trees on their own, as we believe it is our duty to invest our knowledge in the children,” she said.

The local traditional leader, Vhamusanda Vho-Ndoswika Nemavhola, also thanked the mall for helping his subjects. “We are also pleading with the mall to donate school shoes at Tshipako Primary School. The municipality appealed to residents to take ownership of the graveyard. “We urge residents to report any unbecoming behaviour at the graveyard to the police,” Dzebu said.

SACM helps Fulufhelo Special School to build a new playground By Elmon Tshikhudo Pure joy was radiating from the faces of the learners at Fulufhelo Special School in Thohoyandou when their new playground was finally completed and officially opened on Tuesday, 14 June. The new play area, built by the school in partnership with the South African Custodial Management (SACM), known as the Kutama Sinthumule Correctional Centre, houses different types of games and activities. The official hand-over of the new facility was conducted by SACM head Director Dumisani Nzimande, together with the Limpopo Department of Education’s Learners with Severe to Profound Intellectual Disability specialist Ms Nkhensani Khosa. Education
officials from the province and Vhembe District, the SACM management, members of the SGB, educators and sponsors also attended the event. In handing over the play area, Nzimande said that, although they usually dealt with offenders, they could not shy away from the needs of the rest of society. “Every year we put aside a certain amount for social investment. We go out and, through our assessment team, identify projects where we can assist. This year we chose the school as we were highly impressed by their development plan. We are very excited and thankful for the way the school worked with us until we finished the project. This is not the last time we will be here, as we have taken it upon ourselves to look after this infrastructure,” he said.
Ms Khensani Khosa thanked SACM for meeting the department halfway and called on other businesses and organisations to come on board and assist the department in creating a conducive environment for learners and educators. School principal Mr William Ramaano said the school had a development plan that included the play area for the children. “Due to financial constraints, we were unable to meet all our obligations. We went out to look for partners and, fortunately, SACM came on board. We thank SACM profusely for this good gesture and it will go a long way in providing much-needed entertainment for our learners. We still need help though, as we have many other projects that we are planning,” he said.

The whole journey from Greenfarm village to Shigalo clinic costs R40 and, according to Chauke, most of the villagers are unemployed. “Greenfarm village has been marginalised by the current regime since the advent of the country’s democracy in 1994. We do not have health facilities nearby to consult doctors or access medication,”
BACKGROUND TO THE PROJECT Sardinia Farm is located on the farm Sardinia 43 MS, approximately 67 km to the west of the town of Musina, within the Musina Local Municipality of the Vhembe District Municipality in Limpopo Province. Sardinia Farm is an existing game farm of more than 2 000 hectares (“ha”) in size. Sardinia Farm is situated in the Limpopo River catchment and the A71L quaternary catchment. The applicable water management area is the Limpopo River management area and the responsibility of the Limpopo regional DWS. To supplement feeding, for mostly in the winter months, 10 ha of lucerne was planted and is irrigated with the use of a pivot system. The main source of water for irrigation activities is from a borehole that is situated just south of the lucerne field. Water from the borehole is pumped to a small reservoir (150 m3), before being used as part of the irrigation system. Once ready for harvesting, the lucerne is removed from the field, stored and used as supplementary feeding for the game on the farm. A water use & lawfulness assessment to identify the water use activities in terms of Section 21 of the National Water Act (“NWA”), 1998 (Act 36 of 1998) and to evaluate the lawfulness of such activities was conducted for Sardinia Farm. The assessment indicates that Sardinia Farm is engaging in two (2) of the eleven water use activities as defined by Section 21 of the NWA, 1998. These activities will form part of this WULA. The application will be submitted to the DWS in terms of the Regulations Regarding the Procedural Requirements for Water Use Licence Application and Appeals, GNR 267, published on the 24th of March 2017. LEGISLATIVE REQUIREMENTS Procedure applied to the application A WULA is required for water use activities contained in Section 21 of the National Water Act (“NWA”), 1998. The application process is undertaken according to GNR 267 (Regulations regarding the procedural requirements for water use licence applications and appeals), dated 24 March 2017. Application submitted to the competent Authority The DWS has been consulted as part of the pre-application enquiry and a site visit was conducted with the DWS. The application for a WUL will be submitted to the DWS after this public participation process. Water use activities applicable to the application The water use activities that were applied for are: - Section 21(a) – Taking water from a water resource (abstraction of water from the farm borehole). - Section 21(g) – Disposing of waste in a manner which may detrimentally impact on a water resource (septic tank at the farmhouse). Legislation associated with the application South African legislation requires that a WULA be compiled in accordance with the NWA. In order to do so, Sardinia Farm has appointed Shangoni Management Services (Pty) Ltd (“Shangoni”) as the independent Environmental Assessment Practitioner (“EAP”), to undertake and manage the process of applying for the water use license. The following main legislation is applicable to this application: - National Water Act, 1998 (Act No. 36 of 1998). - GNR267 of 24 March 2017 - Regulations regarding the procedural requirements for water use licence applications and appeals. PUBLIC PARTICIPATION Comment period The public participation period will run for 60 days, from 30 June 2022 to 30 August 2022. Man abducted by initiation school staff for not knowing the “rules” went to the police, the leader of the traditional school had demanded money for the man in exchange for his freedom. The president of the Vhembe Traditional Healers Association, Mbilivhili Neluvhola, said he was aware of the incident. “Attendance of the initiation school is voluntary, and no one is forced to get circumcised. We work according to the Constitution of the country and laws of the initiation schools.” He warned that those who continued to take boys to initiation schools against their will would face the law. The provincial police spokesperson, Motlafela Mojapelo, confirmed that they had opened a case of kidnapping, assault and malicious damaged to property against the owner of the initiation school. No one has been arrested, and the police are still investigating the incident.

PROJECT BACKGROUND Following receipt of the EA issued by the Department of Mineral Resource and Energy on the 06 of March 2020, the public and other stakeholders were accordingly informed of the decision . Subsequent to the engagements, appeals were submitted to the Department of Forestry, Fisheries, and the Environment (DFFE) and were eventually dismissed. As part of the appeal phase, the DFFE recommended that further studies, i.e. the Climate Change Impact Assessment (CCIA) be undertaken and the EIAR updated to include impacts of climate change. The updated report and the CCIA are therefore prepared and submitted for review in line with the recommendations from the DFFE.

Teams gear up for the 10th MS Quality Bilisi Sports Festival By Frank Mavhungu Teams from Tshenzhelani village and the surrounding areas are gearing up for the 10th edition of the MS Quality Bilisi Sport Festival that will be staged at the Tshenzhelani Grounds over the next weekend, 9 and 10 July. According to one of the organisers of the tournament, Mr Mutshidzi Mushaphi, six teams will take part in this year’s event. The teams are: Maramanzhi Home Sweepers, Masisi FC, Mutele FC, Sigonde FC, Tshenzhelani FC and Tshilamusi Super Eagles. Mushaphi said that this year’s champions would take home R2 500, a floating trophy, gold medals and a soccer kit. The runners-up will be presented with R1 500 and a soccer kit. Teams booted out of the tournament in the semi-final stage will each receive R1 000. Maramanzhi Home Sweepers are the defending champions. The three-time champions had lifted the trophy for the last time way back in 2019. According to Mushaphi, they could not stage the tournament over the past two years because of the strict Covid-19 regulations. The first edition of the tournament was staged in 2011. The tournament will be preceded by a 5km fun run as usual.

Bucs win MJN tournament By Kaizer Nengovhela Gogobole Bucs were crowned as the champions of the MJN Foundation Winter Tournament after beating their rivals, Gogobole Home Defenders, 1-0 in the final match played at the Gogobole Grounds on Sunday. Defenders have only themselves to blame for the defeat. They abused countless scoring opportunities. Lutendo Phadziri, in the fifth minute, unleashed prematurely instead of moving a few steps towards the keeper. They should have scored in the eighth minute, but their kingpin, Mulalo Lethole, shot wide with only the keeper to beat. Sirunwa and Matswati continue to sponsor soccer By Kaizer Nengovhela Dr Talelani Sirunwa and Attorney Peter Matswati will continue to sponsor a soccer tournament for local teams. This was announced during the prize-giving ceremony of the TTS and MP annual tournament that took place at the Manavhela Grounds a fortnight ago. The tournament catered for four teams from the Local Football Association and eight teams from Safa Vhembe MMK Administrators teams. Dr Sirunwa urged young people to stay away from drugs and alcohol and to be law-abiding citizens. He said if young people stayed away from criminal activities, the economy of the country would boom, and nothing would scare investors away anymore. “I think soccer coaches in the country will do well to visit our areas and tap talent, as good soccer is played here,” he added. According to him, the youngsters from the different schools had done well in the tournament and some of them would play in the top leagues very soon. The treasurer of the Makhado Local Football Association, Mr Joe Tshikosi, appealed to businesspeo-
ple to get involved in promoting local activities. He said that no words could express his appreciation for what the sponsors were doing for local teams. He appealed to other businesspeople to follow these sponsors’ example. He added that “it is brutal for businesspeople to enrich themselves at the expense of the people and do nothing in return towards the development of the area”. During the prize-giving ceremony, which took place after the final, the champions in the LFA section of the competition, Manavhela Young Aces, received R2 000, a new soccer kit, gold medals, two soccer balls and soccer training equipment. The runners-up, Muduluni Young Chiefs, collected R1 500, silver medals, two soccer balls and soccer training equipment. The champions in the section for teams playing under the banner of the Safa Vhembe MMK Administrators league were Makhitha Oscar Stars. They received R2 000, a new soccer kit, gold medals and a floating trophy, two soccer balls and soccer training equipment. The runners-up were Zamenkomste FC, who collected R1 500, silver medals, two soccer balls and soccer training equipment.

Tshivhilwi Young Bombers won the Zwonaka Eating House Soccer Tournament played at Tshivhilwi on Sunday.
Bombers clinch the annual Zwonoka tournament By Victor Mukwevho Mukula Young Santos must wonder what they did wrong to the football gods to deserve such a harsh punishment when they lost 2-1 to Tshivhilwi Young Bombers in the annual Zwonaka Eating House soccer tournament’s finals, held at Tshivhilwi Grounds on Sunday afternoon. Mukula were leading 1-0 in the referee’s optional time when they conceded a silly goal from an innocent-looking cross from the left flank. Even though some of the team's technical staff tried to show the referee that time was up when their opponents scored, he pointed to the centre of the field to indicate that the goal was legitimate as he was the only one controlling the time during the game. From the first whistle, Santos was clearly the better team on the day. They controlled the game and had Bombers in trouble for the better part of the first half, but their undoing was that their final passes lacked accuracy and could not find their galloping strikers. The score sheet was still blank during the interval.
In the second half, Santos started showing signs of fatigue but still dominated the game. They scored their solitary goal in the 83rd minute when Thothoya Masithi beat the keeper from close range. After the goal, the less-fancied Bombers changed from what is called the “skop en donner” type of football and started attacking Santos from all angles. They equalised during the referee's optional time when Collen Nkosi found the back of the net with a volley. The game ended in a 1-all draw. By then, darkness was falling, and the organisers asked the teams to go straight to penalties to decide the winner, but Santos allegedly refused and opted to go for extra time. Bombers scored the winner in the first half of extra time when Ankonisaho Rangani scored from what looked like a clear offside position. By that time, seeing clearly was difficult in the increasing dark. Young Bombers won R5 000, while Santos walked away with R3 000. Both finalists also won new soccer kits and a soccer ball. The two semi-finalists received R1 500 for a third place and R500 for the fourth-placed team.

During the ceremony, the marketing manager for the sponsoring company, Zwavhudi Animal Feeds, Ms Rendani Mphaphuli, said that
the tournament would become an annual event on condition that this year’s tournament ran smoothly. She appealed to the officials and the players to demonstrate good behaviour throughout the tournament to avoid incidents that might bring both the sponsors and the league into disrepute. The head coach of Black Leopards, Mr Joel Masutha, said that the tournament was a blessing to the three local clubs campaigning in the GladAfrica Championship League, namely Black Leopards, Tshakhuma Tsha Madzivhandila and Venda Football Academy. He further said that they would use the tournament as a platform to scout for local talent.

Full points for Lacoste in Battle of the Stars Sasol Women’s League By Frank Mavhungu Lacoste Morning Stars emerged as the victors when they narrowly beat Tshandama Young Stars 1-0 in their Battle of the Stars Sasol Women’s League match that was played at the Tshandama Grounds on Sunday. The game proved to be a typical derby from the onset as the teams were firing from all angles in their search for early goals. Morning Stars’ killer striker, Gumani “Mphela” Mulibana took only nine minutes to realise that Sunday was not her day. She received a pre-cooked pass from Mususumeli Mankga and unleashed a half volley from the edge of the box. The ball went far wide, much to the disappointment of the team’s fans. As if that was not enough to irritate the fans, Mulibana caused another upset a little later. This time around she went loose from the right corner and miskicked the ball from inside the box. The home side did not sit back and relax. Instead, they regrouped from behind, with their midfielders dishing out some telling passes to the strikers. Their moves were intercepted before they could unleash from the visitors’ goal mouth. The goal that separated the girls from the women came three minutes before the referee, Mr Thendo Makhavhu, blew the half-time whistle. Lacoste’s Mususumeli Mankga caught the keeper napping with a long-range half volley. Tshandama’s keeper, Amen Ndou, watched helplessly as the ball went beyond her reach.
Morning Stars could have increased the lead in the 58th minute, had their slender striker, Nompilo Nkuna, not been unlucky on the day. Nkuna beat the offside trap and moved a few steps towards the stranded keeper. Instead of unleashing from the edge of the box, Nkuna hesitated for far too long and lost possession.

One of the affiliates of the Sasol Women’s League, Lacoste Morning Stars Football Club, will soon relocate to the Rabali Stadium. According to one of the directors of the club, Mr Itani Musandiwa, the decision to relocate the team to the Nzhelele Valley was influenced by the fact that for him to run the team from afar would be expensive and time consuming. Musandiwa recently bought the majority shares in the club from the former sole owner, Mr Emmanuel Mudau. Michael Loftman gets job to take VFA to next level By Frank Mavhungu
United Artists are prepared and ready for promotional playoffs By Frank Mavhungu United Artists are leaving no stone unturned in their preparations for the provincial promotional playoffs of the SAB League that will be played at the Old Peter Mokaba Stadium in Polokwane this weekend. The regional champions from the five regions will partake in the two-day event. The teams that had qualified for the annual event are: United Artists (Vhembe), PJ Stars FC (Waterberg), Tzaneen United FC (Mopani), Star Sign FC (Capricorn) and Fetakgomo United FC (Sekhukhune). Asked about their level of readiness for the tournament, the managing director of United Artists,
Mr Thikhedzo Mashau, said that nothing would stop them from gaining promotion to the ABC Motsepe League. He said that the team members had been training in their camp from the day they had been crowned champions of the Vhembe Regional League. He added that they had played several friendly matches to check the players’ match fitness. United Artists’ way to the provincial playoffs went via Tshivhazwaulu Peace Makers, whom they beat 6-5 in the regional final at the Thohoyandou Stadium on Sunday, 12 June. Each team will play four matches in the tournament. United Artists’ opening match will be against the Capricorn region’s ambassadors, Stars
Sign FC, on Saturday, starting at 12:00. They will meet their counterparts from Mopani Region, Tzaneen United FC, later in the afternoon. United Artists will open the day’s programme on Sunday when they host PJ Stars at 08:00. They will wrap up their Sunday programme by testing their strength against Fetakgomo United. This match is scheduled to start at 14:00. This is not United Artists’ first time to take part in the provincial playoffs. Their last attempt was in 2018, when they failed to make the grade at the Mahwelereng Stadium in the Waterberg Region. The best two teams in the playoffs will gain promotion to the ABC Motsepe League.

He added that their decision to appoint Ferreira was reached after acquiring the services of several vastly experienced players. They needed someone who would be a father-figure to both the technical team and the players and that, after close scrutiny of the applicants for the job, Mr Ferreira was found to be the most suitable candidate. Asked about the rumour doing the rounds regarding his personal relationship with Nelukau, which is said to be sour, Mulaudzi said that the bitterness of his personal relationship with the team’s coach had nothing to do with Nelukau’s coaching job at TTM.
