Three churches have been burnt down in the area so far ...

Massive damage was caused when the whole roof caved in after being burnt by a fire. Dr Mmbadi is seen trying to figure out the damage caused by the fire, while youths are trying to clean up the debris. Nearly R300 000 worth of damage was caused by the fire.

Maungani village outside Thohoyandou has been one of the first mission stations in Vhembe where people were introduced to Christianity.

Despite all this, the area always has shocking and surprising mysteries. Several incidents of witchcraft have been reported in the area in recent years. There is another shocking trend in the village. Three churches have been burnt down so far, and in all instances no one has been arrested in connection with the incidents.

First to be burnt down was the March of Faith Church, followed by the Lutheran Church in 2010.

The latest casualty is the Emmanuel Assembly under the leadership of well-known pastor Dr Edward Mmbadi. The church burnt down during the late hours of Saturday evening.

who could be behind all the fires or the reasons for them. Mmbadi, who heads the more than 400-strong church in the area, said he had just returned from a crusade in a neighbouring village when he received a call from neighbours, informing him that the church was on fire.

Mmbadi, who heads a programme known as Iron Sharpens Iron (ISI), which aims to empower pastors from different churches in Limpopo, said he rushed to the church. “It was about midnight and I found that the flames had already devoured the whole church. I called the police and the firefighters, but it was too late and the fire had destroyed the whole church.”

Damage is estimated at nearly R300 000 as 400 chairs, a big tent and almost everything in the church were completely destroyed. Mmbadi

said they were thankful that one tent was left at the village where they had had their crusade. Last Sunday’s service was held in the tent.

In an interview, Mmbadi said as a man of God he would not speculate on who could be behind the fire. ‘’I do not think I have enemies here. We are united as churches here and I chair the Maungani Pastors Forum, which has brought unity and development in churches and the community.”

According to him, “this is the work of Satan and evil spirits. The Bible says we are not fighting a physical battle, but one of the spirits in the air. This gives us hope that we will overcome the forces of darkness.”

In the afternoon, pastors from all over Limpopo who had come for the ISI programme, prayed together with Mmbadi and many pledges were

made. More than R15 000 has already been raised and, according to Mmbadi, they hope to put up a steel structure before the end of the year. “We are thankful for all the support we are getting from the community and fellow pastors. The devil will never triumph against our God, “he said.

Pastor Rabbi Mutengwe, a youth leader in the area, said it was a puzzle that churches were being burnt one after another. “We have more questions than answers, but we are sure this is the work of Satan. Who else can fight God, if not the forces of darkness?’’ he said.

Thohoyandou police spokesperson Const Avhafarei Tshiovhe said that they had opened an arson case. “The cause of the fire is not known at this stage, but our investigations are continuing,’’ said Tshiovhe.

Power struggle between councillor and Sanco The Valdezia-Mambedi Sanco and Ward 15’s councillor, Sipho Masuka, are embroiled in a bitter controversy over who is the rightful person or body to address issues regarding community service delivery for residents of ValdeziaMambedi with the Makhado Municipality.

This, according to Sanco’s leadership, came about after Cllr Masuka had failed to address the main concerns at Valdezia-Mambedi, such as the electrification of some parts of the area, the lack of water, the need for government-supported povertyalleviation projects and the upgrading of living conditions.

The problem resurfaced last week when Cllr Masuka confiscated the official stamp of the Valdezia-Mambedi Community Authority and handed it

over to the SAPS at Waterval, indicating that it shouldn’t be returned to the Valdezia-Mambedi Community Authority offices until those responsible for increasing fees availed themselves. This came after some residents had complained to Cllr Masuka that fees are disproportionate, at R50 and R60 per form, while in other areas the normal fees are set at R20.

So, on Thursday morning last week, residents gathered at the Valdezia clinic’s grounds, where the Valdezia-Mambedi Community Authority offices are housed, to demand a refund of the monies they feel they shouldn’t have paid. Some residents also complained that they were not given receipts when they applied for proof of residence letters and other related services.

ministrator, Mr Joel Chabalala, a couple of days ago, but he was uncooperative,” Cllr Masuka said.

“Then I had no choice but to confiscate the official stamp, so that whoever is responsible for hiking up the service fees might show up. People need their money back. They even wanted to take the law into their own hands, but I stopped them by collecting all available receipts and (compiling a) list of concerned individuals, promising to attend to the matter with urgency.”

Again, residents who were around said that service fees were being increased annually without proper consultation with community members for communal resolution. Millicent Mulaudzi, a resident in Valdezia, failed to get a job in the new complex construction in Elim because she didn’t have sufficient money for two proof-of-residence letters. “I failed because I was late in submitting all the documents since it was already late by the time I got the money,” she said.

Meanwhile, Sanco countered Cllr Masuka’s allegations by saying people had to pay R50 because residents of Valdezia-Mambedi were no longer paying levies. “Cllr Masuka is using ignorant community members to fight Sanco,” said Sanco chairperson Mr Reggie Maluleke. “The ValdeziaMambedi Community Authority administrator, Joel Chabalala, happens to be a member of Sanco and this is the reason why Masuka is targeting the office.”

Sanco added that they didn’t understand how Cllr Masuka worked, since he did not seem to consider the ward demarcation within Valdezia-Mambedi.

Some parts of Valdezia-Mambedi either fall under ward 15 or 28 respectively. Cllr Masuka, according to Sanco, confuses residents who fall in Ward 28 of Cllr Alpheus Mbadi by inviting them to his meetings.

Maluleke said that Sanco had invited Cllr Masuka on many occasions when they wanted to address concerns of the residents, but Masuka had just ignored them. They also accuse Masuka for practising nepotism during the selection of people who were to work on the Valdezia pipeline project.

“I only assist in making recommendations to the ward committee and the Block Leaders when there are work projects,” said Cllr Masuka on Monday.

“I practice no nepotism. The crew claiming to be Sanco are loose cannons who represent their jackets and not the people of my ward.

There’s no Sanco in Valdezia.”

The spokesperson for the Makhado Municipality, Mr Louis Bobodi, said he didn’t know anything about what was happening in Valdezia. However, Mr Bobodi said he would enquire with the relevant department within the municipality to see how this issue could be addressed.

All systems go for Makhado Show It’s all systems go for the Makhado Annual Show 2012, which takes place from 26 to 28 July. According to Makoya Multi Media, the organizers of the show, progress has been made and a lot has been taken into consideration with respect to making sure that the show becomes a family event with lots of entertainment for all.

Netshifhefhe said that 2012’s show was going to be a memorable event. “The show, among others, will feature a ‘thunderous’ grand opening march, which will begin at the municipal parking lot, where the mayor, Cllr David Mutavhatsindi, will be escorted by the SAPS brass band and drum majorettes into Krogh Street, down to the information centre.” The list of artists includes international and local artists such as of Nick Holder, Donald, Colbert Mukwevho, Malondolo, Mizo and Cornerstone.

“I killed him in self-defence” An ex-policeman, accused of killing a close relative, pleaded not guilty in the Louis Trichardt Regional Court this week, arguing selfdefence.

The 33-year-old Famanda Voster Nemahuchu appeared on Monday. He was arrested in April 2010 after allegedly shooting a relative, Mr Johannes Risimati Mabunda, four times with his service pistol.

At the time, Nemahuchu was attached to the Hlanganani police station. According to information provided, he was drinking at a nearby tavern in the village when Mabunda provoked him. Mabunda apparently followed Nemahuchu home, where he threatened to stab him with a broken bear bottle. It was at this stage that Nemahuchu opened fire on Mabunda.

During his court appearance on Monday, Nemahuchu argued that he had acted in self-defence.

“My father tried to intervene.

However, he pushed my father, who fell down. He then smashed an empty beer bottle and charged towards me.

He tried to hit me, but I blocked with my hands; however, he continued attacking me,” stated Nemahuchu in his plea document.

“I then took out my service pistol from my waist, and fired several warning shots. He, however, was not scared ... and he tried to grab my hand which had held the firearm and shots (which I could not count) went off, while we were battling for the firearm.

I realised that one shot had hit him. It all happened in a spur of a moment and there was no time to appreciate the consequences of my actions let alone to act in appreciation of such action consequences (sic),” reads Nemahuchu’s statement.

The case was postponed until 10 September, when his trial will begin.

Bail for controversial doctor The controversial Limpopo doctor, Justice Mulaudzi (41), appeared in the Makhado Magistrate’s Court on Monday, where he was granted bail of R2 000.

Mulaudzi was arrested last Friday by the Makhado SAPS on another rape charge. He had allegedly raped a 25-year-old female on the 26th of June at Makhado. The case was postponed to 20 August for further investigation. He was represented by

Attorney Desmond Mphaphuli.

On 10 July he appeared in a separate case in the Sibasa Regional Court for allegedly raping a 21-year-old patient.

The court postponed the case and the trial is expected to last from 10 to 12 September. Mulaudzi was arrested in October last year after a patient claimed that he had raped her during a consultation at a surgery at Ha-Makhuvha.

Catastrophy narrowly averted at gas plant in Makhado phoned the local fire station.

“After half an hour, no one had been sent out. I was told that the fire truck had been sent to an accident in Madombidzha. I drove to the fire station, and 500m away from the station the large fire truck had broken down,” Cllr Jooma said. It appeared that the other large fire truck was in for repairs and that the smaller fire trucks had no water.

A working fire truck eventually arrived and the fire was finally brought under control. By that time, the fire had already reached Total Gaz’s fence. Fortunately, fire breaks were in place.

On Tuesday, Ms Sana Nakubasena, an order clerk at Total

Gaz, said that she was not aware of a fire, since the security officer who had worked during the weekend was off duty. The owner of RET Scrap Metal, Mr Derick Opperman, also said that he was not aware of the fire. Mr Ferdie Venter, also from RET, however, said that he had been at the premises on Sunday.

“By then it was not burning. I have no idea how the fire started,” Venter said.

“The fire at the scrapyard could have been a huge catastrophe, taking into account the nature of the surrounding industries. To me it seemed to have started like a veldfire. There was no fire break on the scrap metal side. Fortu-

nately, Total Gaz had fire breaks. It is imperative that we have all our fire trucks in working order.

We will take this matter up with the provincial legislature,” Cllr Zooma said.

Two other fires occurred in the same area over the weekend.

The Makhado fire chief, Mr Jack Ramalatso, said on Tuesday that they had requested and received a major pumper from another station and thus had an 8000-litre fire truck available. Their one major fire truck is in Johannesburg for repairs, which will take another two months and the other one will have a new clutch installed this week. They are dependent on municipal water.

A possible catastrophe was averted on Saturday at a gas plant in the industrial area of Makhado (Louis Trichardt) when firefighters and bystanders barely managed to put out a runaway fire just in time.

The blaze started at about around 19:00 on the premises of an adjacent scrapyard, RET Scrap Metal, in Industria Street.

In Unika Street, employees of the Hapinas timber industry spotted the fire and alerted their employer. They immediately started to douse the fire to prevent it from spreading to their own premises, as well as the Total Gas depot.

Mother and daughter killed in blazing fire Sangoma’s murder case postponed again The residents of Maname-Paradise in Nzhelele are still recovering after Ms Joyce Mashimbyi (39) and her daughter, Rinae Sithulame (5), were killed in a fire last Sunday night.

Mashimyi's 10-year-old son, Frans Sithulame, survived the incident.

He is recovering from severe burns in the Siloam Hospital. According to reports, members of the community tried to save Mashimbyi and her daughter, but the two had already Ms Joyce Mashimbyi. burned to ashes.

The three were sleeping in their one roomed-mud house when the incident happened. The cause of the fire is still not known. Mphephu police spokesperson W/O Lazarus Netshidzati said that the police had opened an inquest docket, following the incident.

"Members of the community alerted us about the burning house, and when we got there, the two victims had already burned to death. We had to collect their remains for forensic investigation," Netshidzati said. He added that the police were still busy investigating the cause of the fire.

Maname-Paradise falls within the jurisdiction of the Makhado Municipality. Meanwhile, municipal spokesperson Louis Bobodi said that the municipality had donated food parcels and disaster relief tents to the affected family.

He added that the municipality was currently liaising with other stakeholders for assistance in this regard.

The case against a sangoma and his five co-accused, who were arrested for allegedly chopping and killing Mr Philip Bendzani of Ha-Mutonga village in the Elim area in May this year, was postponed again.

The sangoma, Mr Frans Madzive (54), and Messrs Rudzani Shadrack Malange (21), Meshack Mkhwanadzi (20), Lesley Meshack Malange (21), Reynie Abraal (31) and David Mnisi (27) appeared before the Louis Trichardt District Court on Tuesday. The

six are facing charges of murder after they had allegedly killed Bendzani before setting his body alight.

They are accused of removing the victim's pubic hair and testicles.

The incident occurred at Sweet Waters next to the Munuzwu Newco Farm. Apparently the accused's lawyer, Mr Desmond Mphaphuli, is no longer representing the men.

The accused are now waiting for a legal representative from the Legal Frans Madzive (54), a Aid Board. sangoma.

SAC to participate in Science Week Budding scientists can start getting ready for National Science Week from 30 July until 5 August.

This initiative by the Department of Science and Technology (DST) is a countrywide celebration of science, involving businesses, universities, science centres, schools and astronomy clubs, as well as other stakeholders.

The South African Agency for Science and Technology Advancement (SAASTA) has been assigned to coordinate this effort in promoting public awareness of science, engineering and technology (SET), as well as stimulating and increasing the interest of SET among learners,

The International Organisation for Migration (IOM) launched a project to build and upgrade two shelters for up to 120 unaccompanied minors and 50 women migrants at Musina on Friday.

The R4m project, which is funded by the European Commission and the United Nations Development Programme, will target vulnerable, stranded migrants at Musina. It is located about 20 km from the Zimbabwean border. Musina is the main point of entry into South Africa for Zimbabwean migrants.

The Acting Chief of Mission at IOM South Africa, Dr Erick Ventura, and Mayor Carol Phiri of Musina jointly did the sod turning to mark the beginning of the construction of the massive project.

Ventura said the project would include the upgrading of the accommodation, living and dining areas, the building of kitchens and installation of water and sanitation. “We will also build security walls and supply furniture, including beds with mosquito nets.”

He said the new accommodation would improve living conditions for women and unaccompanied minors who had previously endured difficult living conditions. “Many of the children have left their families at home or lost contact with them on the journey to the border. Minors are particularly a vulnerable group, because they arrive in a foreign country without their parents.

The majority has fled difficult and dramatic living conditions and some have even experienced the loss of family along the way. These children have the right to special protection.”

He said that, for a long time, unaccompanied minors, abused migrant women, and vulnerable migrants had endured humiliating living conditions in Musina. “By improving the shelters and offering return assistance to those in need, we can restore some of their dignity and basic human rights.”

He added that through the project, IOM will

also conduct capacity-building workshops for shelter staff on shelter management, case management and programme management in order to address capacity constraints of community-based and faith-based organizations and shelters providing protective assistance to migrants in Musina. “Certain categories of migrants require special protection, including women, children, and people with disabilities, people living with HIV/AIDS, victims of torture, and victims of trafficking.”

Mayor Phiri thanked IOM for bringing the project to Musina and appealed to other humanitarian organizations to follow suit.

In Musina, IOM is running an

assisted voluntary return and reintegration (AVRR) programme, aimed at assisting 70 vulnerable Zimbabwean migrants to return home. Musina Hospital provides pre-departure screening for all AVRR beneficiaries. Also entitled Ubuntu has no Borders, the project aims to empower South Africans and foreign nationals to embrace diversity and peace.

Apart from providing shelter, the IOM office in Musina also provides protection and family-tracing assistance to stranded migrants and unaccompanied minors. The office is also actively involved in strengthening the local response to address the health and social needs of migrants.

Mphephu salutes true champion of charity “Promote economic opportunities” Thovhele Toni Mphephu-Ramabulana has hailed Pastor Petrus Mamuhohi as a true champion of charity.

He saluted Mamuhohi during the official launching of Champion of Charity, a non-profit organisation that was launched at the Makhado Multi-Purpose Centre in Nzhelele on Saturday.

Champion of Charity is a social responsibility initiative of Mamuhohi, a pastor of Good News Discipling Church, the president of Destiny Word School of God’s Current Move and a gospel artist.

In his address, MphephuRamabulana said he was touched to see that the man who had grown up in a poverty-stricken background had dedicated his life to helping the needy. “When

I grew up, we used to see this man walking around the streets of Ha-Mamuhohi, carrying a Bible, while dressed in torn clothes. It might sound like an insult, but one could easily see that the man was badly affected by poverty.”

According to Mphephu-Ramabulana, it was amazing to see that the same man was now committing his life to helping the needy. “One would think that this man would be stingy and use his money for himself and his family, but he is not doing that,” said Mphephu Ramabulana.

Matibe urged the community to take the initiative by helping the needy instead of waiting for someone to act.

Champion of Charity started some years ago, when Mamuhohi used his own money to support

needy students. Tendani Phaswana, one of the people who benefited from Mamuhohi’s generosity, told the gathering that she was now a qualified social worker, who was studying for a master’s degree.

Currently, fifteen students are getting assistance from Champion of Charity. The organisation provides student support, small-business support, housing to the poor, youth empowerment, family empowerment, disaster management and also conducts societal research campaigns.

During the launch, TTR Construction pledged R150 000 to the charity, while individual people pledged a total of R40 000. Maumuhohi said he was moved by the support he was getting from the community.

George says they chose this location as it leant itself perfectly to complimenting the large number of existing vehicle-related industries in the area.

“I envisage this area to become a ‘motor town’ in close proximity to the Ford, Mazda, GWM, Hyundai and Toyota dealerships, as well as Speed Brake and the Bosch agency. The new branch will also boast enough parking for clients,” says George.

George has been in the vehicle spares and vehicle accessories business for close to 40 years, opening his first store, Multi Spares, in the early 1980s. He also has a long history with the Midas franchise, being one of the

first to open a Midas store. Many people will remember his shop in Krogh Street, where the previous Nedbank branch was situated. The franchise later moved to Songzwi Street, where Morkels is today.

For a brief period, George was out of the industry after deciding to sell his shop in 1989. “He thought he would retire, but in the end he didn’t,” says daughter Janine.

By 1996, George was back in the business, with the opening of Rainbow Spares on the corner of President and Songozwi Street - this time in his own building. Two years after opening, George reacquired the Midas franchise and has been trading under the Midas brand name until today.

In many respects, it’s a family affair with George's two daughters, Janine and Ruth, as co-directors with George and his sons-in-law Ed Christie and Jacques Becker as branch managers. The younger generation is also brought into the business with his grandson, George Newell, to be a salesman at the new branch.

“As his children, we want to say thank you to our dad for teaching us work ethics and honesty and how to run a business. Without him, we would be nothing. For someone of his age to still be working is commendable,” says Janine.

Residents are invited to attend the opening of the new store on Saturday from 08:00 until 13:00. Apart from opening specials, there will also be hand-outs.

The lack of information and the outdated information on the municipality’s website came under scrutiny when ratepayers exercised their right to see the performance agreement of top management on the website.

The Soutpansberg Ratepayers Association (SRPA) wants access to information that should be readily available but was not on the municipal website.

“We want to see the performance agreements, including performance objectives and targets and the consequences if performances are substandard.

In the past, we attempted in vain to get hold of their CVs. Now we are going this route. We need to be able to know exactly what we can expect from our top management,” said SRPA chairperson Ms Inga Gilfillan.

Section 75(1) of the Municipal Finance Management Act (MFMA) lists the documents that must be published on a municipal website. They are, among others, all performance agreements required in terms of section 57(1)(b) of the Municipal Systems Act; the annual and adjustment budgets and all budget-related documents; the annual report; all quarterly reports tabled in council in terms of section 52(d); all service delivery agreements; all longterm borrowing contracts; and all supply-chain management contracts above a prescribed value.

The quest for morality

God created sex to the satisfaction of all in marriage There are many reasons why some Christian couples do not enjoy sex in marriage, and one of those is that sex is considered to be a non-spiritual matter.

Many pastors would rather not have sex on Saturday night or have the Sunday morning glory because they fear defilement before preaching. Some Christian couples shy away from talking about sex because it is synonymous with evil in their vocabulary. That is why many couples prefer the missionary position over exploring new ways of keeping each other happy.

Those women who try and spice up their relationships by exploring new ways to enjoy sex are often perceived to be cheating because of new behaviour that they introduce.

Sex is a spiritual matter inasmuch as nothing in our day-to-day life can be excluded from the realm of spirituality. It was the Dutch statesman and theologian, Abraham Kuyper, who once said that there is no square inch in life which Christ does not claim as his. We can therefore not afford to leave the issue of sex to the devil and shy away from talking about it as Christians.

Those who shy away from talking about sex or those who relegate it to a non-spiritual realm are those Christians who are more comfortable with the God of salvation and not the God of creation. They are not even comfortable with the God of sanctification, who sanctifies our sexual activities to be part of glorying his name, as long as they are done within the confines of marriage. What the Bible teaches us is that things which do not belong to the spiritual realm are such relations where the natural creation order about marriage and sex is turned around, sexual infidelity and sexually promiscuity included.

The God of creation, who is the God of salvation and sanctification, created humanity as male and female. It is in the book of creation that we first read of the first marriage in the history of humanity, which was solemnized by God. “It is not good for the man to be alone.

I will make a helper who is just right for him” (Genesis 2:18).

Contrary to the view that the first act of sin was “the eating of a fruit”, which is understood by many as “the enjoyment of sex”, the Bible says: “This explains why a man leaves his father and mother and is joined to his wife, and the two are united into one” (Genesis 2:24). This means that the whole issue of sex as part and parcel of the entire package of marriage was solemnised by God. That is why it is recorded: “Now the man and his wife were both naked, but they felt no shame” (Genesis 2:25).

They were not ashamed of being naked, because sexual intimacy was very much part of the activities that they had to do. For this reason, when God blessed the first marriage, He said to them: “Be fruitful and multiply. Fill the earth and govern it” (Genesis 1:28).

Sexual intimacy became distorted with the fall of man; hence the God of creation, who is also the God of salvation and sanctification, wants to change our perspective, to the extent that those who are married should enjoy it is a holy matter.

The happier the pastor is with his wife regarding sexual matters, the happier he is to deliver the best spiritual messages to his congregation. Good news for homeless Dopeni grandmother Ms Gladys Mankhwe (53) of Dopeni in Nzhelele has been homeless since returning from Gauteng several months ago.

Her dilapidated two-roomed mud house, which she used to share with her three remaining children, had its roof blown away during heavy storms. Life has been an uphill struggle for her as no one in the family is working. Because of her ill health, she has no means of ever repairing the roof, and a tent from the municipality to put over the cracked house is her last hope.

Early this year, Limpopo Mirror pub-

lished her plight, when she was appealing for any help to obtain a shelter to sleep in.

Her plight touched many, among them the local Thulamela Municipality.

The municipality has decided to build her a standard RDP house, even though she has already received the same benefits in Gauteng. Thulamela Mayor Grace Mahosi visited the family last week to gain first-hand information about her plight.

“We are here today as government to see the conditions our people find themselves in. When we are in our offices, we do not know what is happening in villages and we are here today to share your frus-

trations and give hope to you,” she said.

Mahosi described the condition of the housing of the granny as unacceptable.

“From here we can go back to our offices and plan what to do, but we can promise now that we are going to build you a house,” she added. A delighted Mankhwe said the mayor was a blessing. “We are delighted to see that our government still thinks of us, the poor. Life has not been easy for us, but we have all the hope that it will soon change for the better,” she said.

Musina Municipality silent about “fraudulent” transaction The RDP stand in Musina/Nancefield Extension 8, officially allocated to him by the provincial department of local government and housing (DLGH), boasts quite a sizeable modern house, but Mavungu Patrick Ngale and his family are still homeless.

His name had been on the waiting list since 1994. He received the stand number and allocation notice from the department some four years ago, but, even though he went to the municipality to sign for the material for his RDP house, his house was never built. In its place, a small mansion was erected, but not for him and his family…

We visited him on an empty space next to the fence of the Musina municipal refuse dump, where, he said, he was told by a municipal representative that he would be allowed to erect a shack for him and his family. In the meantime, they are lodging with a Good Samaritan nearby, who took pity on the deprived family.

How did all this happen? How did he lose the house for which he had waited and prayed for so many years and which had in fact already been officially allocated to him? Who did this to him and his family?

These questions were put in writing to the Musina Municipality’s spokesperson, but weeks later and after several reminders, there is still complete silence from the municipality.

An effort to obtain information about the stand telephonically from an official at the DLGH caused an almost hysterical denial of any knowledge of the case, before the call was unceremoniously ended.

The saga of the specific stand in Musina/ Nancefield Extension 8 started when the recipient of the stand, an elderly Mavungu Patrick Ngale, who had never had the opportunity to attend school, was summonsed to the Musina municipal offices to “sign for the material” for his RDP house.

He said he was given a form to sign. Being unable to read, he trustingly “signed for the material.”

After that, there was no further com-

munication from the municipality. He said when, after a long silence, he had gone to investigate the progress with the erection of his RDP house, he found that there was no RDP house but a larger dwelling, owned by a complete stranger, who claimed that he had bought the stand from Ngale. “I did not know the man. I had never seen him before in my life. I had never had any contact or dealings with this stranger,” said Ngale.

He discussed his devastating crisis with people from the residents representative committee (RRC) in Nancefield. A spokesperson for the committee, chairperson Mashudu Ndou, confirmed that the new owner of the stand alleged that he had bought the stand from Ngale.

“A visit to the DLGH in Polokwane and enquiries at the deeds office revealed the shocking truth: The stand was not bought.

The new owner had received it by ‘donation’. The forms Ngale signed ‘for the material’ were in fact documentation in which the stand was ‘donated’ to a complete stranger,” says Ndou.

“A stranger to Ngale, but not a stranger at all to a certain councillor in the housing portfolio of the municipality,” says Ndou, who also alleges that the specific

councillor had in fact initially shared the cosy “RDP” mansion with the new owner.

According to Ndou, the DLGH, suspecting fraudulent dealings, brought the matter to the attention of the Musina mayor, in a written report, also advising disciplinary action against the specific councillor. Written enquiries to both the municipality and the department about the alleged letter remain unanswered.

In the recent spate of sometimes violent demonstrations in Musina against the mayor and the Chief Whip, irregularities regarding housing were a prominent issue.

The RRC requested the creation of a task team to listen to and address problems that people have about housing. The mayor’s official written reply to this reads: “An affective (sic) housing unit is attending to all housing needs in this municipality.”

The councillor whose name is linked to the Extension 8 stand saga allegedly remains connected to the mayor’s “affective” housing unit.

Record operational budget for Musina The mayor of the Musina Municipality, Cllr Carol Phiri, tabled a record operational budget of nearly R182 million during an event at the De Beers recreational hall on Friday evening.

The total capital budget is R14 604 000. The budget was presented against the backdrop of a qualified financial report last year.

During the speech, Phiri announced a number of projects that her municipality intends to implement during this financial year.

The projects include the construction of the Malale Sports Centre at a cost of R6,2 million, Thusong Centre in Nancefield Extension 8 (R2 million), Madimbo Community Hall (R4,6 million) and the Nancefield Extension 1 Public Park (R1,8 million). She said that the projects would create several jobs for locals.

She also announced tariff increases, which ranged from 6 to 11% on basic services. “We will be providing free water, electricity, refuse removal and sewer services to 2 871 indigent members of the community on a monthly basis.

Each beneficiary will receive 6 kilolitres of water, 55 kilowatts of electricity and 100% free refuse removal and sewer services,” she added.

She also announced that the municipality, which has not had traffic vehicles of late, is going to purchase four new vehicles that will make officers execute their duties with ease.

Taking stock of her year in office, Phiri acknowledged the backlog of services and of poverty in communities. “We also accept our limitations due to financial constraints. We will confront them boldly and with hope. In harnessing all resources at our disposal, we have to do

more with less. We know that hard work and difficult choices lie ahead, but we will do our best to make sure that Musina becomes a better place to stay and invest,” she said.

Phiri also warns officials that the time for wasteful, irregular and fruitless expenditure should be history in the municipality.

“Any transaction without records will have to be regarded as no transaction. Anyone responsible for the loss of records will be held personally liable,” she said.

Phiri also outlined successes and challenges in the municipality. These include several projects that have been completed over the last financial year and the service delivery protests that recently rocked the municipality.

Vhembe’s executive mayor, Cllr Tshitereke Matibe, said the district was putting its weight behind the municipality and that they would fully support all initiatives aimed at empowering and making the lives of the people of Musina better.

“The recent official opening of new campus buildings worth nearly R210 million, as part of a multi-million-rand refurbishment, by Deputy President Kgalema Motlanthe is proof of his vigour and diligence to create interest in the university from both local and global stakeholders. In response, Mbati said he felt really honoured to be reappointed and was looking forward to taking the institution to greater heights. He also mentioned that the latest budget for urgent infrastructure developments totals more than R840 million. “This will provide for four new student residences, a 24hour study centre, an information technology centre and a new mining engineering building. Other planned infrastructure includes a science park, additional lecture halls, a building for the School of Health Sciences, a new health clinic, an academic community training centre, an indoor sports centre and other improved sporting facilities.”

Municipality is updating its database In a major step to strengthen public participation and effective communication, the Musina Municipality is in the process of updating the database of its stakeholders.

Stakeholders are an important part of governance, as they assist the municipality in taking important decisions.

The head of communications at Musina Municipality, Mr Wilson Dzebu, says a stakeholder is a group or individuals in a position to be affected by the actions of the municipality. “These include

government departments, corporations, non-profit organisations, ratepayers, the business sector, faith and religious groups, youths, women, disabled and other organisation or groups whose attitudes and behavior can mean the difference between the success or failure of the municipality’s organisational mandate,” he added.

Dzebu says communication with stakeholders is critical for the municipality, but the challenge is that it is not always easily or effectively done as most stakeholders are not registered with the municipality. “If we are able to identify all our stakeholders, it will be easy to disseminate messages and make sure that all our interactions are having the desired effects.”

He says proper engagement and involvement of all stakeholders within the municipality will also minimize the possibilities of public protests because everyone will have a say in the running of the municipality. “Everyone will be well versed with the challenges, successes and future plans of the municipality and we will always be moving in the same direction.”

He added that the ultimate expected results of the effectiveness of communication with stakeholders were to get feedback from the stakeholders themselves. “The municipality will also be able to conduct research with all stakeholders in order to determine whether the desired messages have been received and the desired results achieved with the communication effort.”

Mutavhatsindi reshuffles Makhado council The Makhado Municipality surprised many people, when the council was reshuffled during a special council meeting a fortnight ago.

Some of the full-time councillors were removed from the council during this process.

Among the ones losing their positions are the former portfolio head of development and planning, Cllr Jeanette Matumba, and the portfolio head of technical services, Cllr Joe “Slovo” Rikhotso.

The axed councillors are rumoured to belong to the camp of the former mayor, Cllr Mavhungu Luruli.

The new mayor, Cllr David Mutavhatsindi, described the

reshuffling of the council as a “normal procedure”. He said that he had to reshuffle the council after he had thoroughly checked and reviewed the previous executive committee.

“The reshuffle aligns with my strategy to deliver and render effective and quality services to the people,” said Mutavhatsindi.

The newly elected executive committee members are as follows: Cllr Tebogo Mamorobela (portfolio head of planning and development), Cllr Samson Baloyi (portfolio head of corporate services), Cllr Shonisani Sinyosi (portfolio head of technical services) and Cllr Gideon Tshavhuyo (portfolio head of

finance).

Other new executive committee members are: Cllr Percy Mashimbyi (portfolio head: community services), Cllr Dzawele Ratshikuni (portfolio head: youth, women, gender and people with disabilities), Cllr Thandavhathu (portfolio head sports arts and culture), Cllr Jackie Underwood (moral regeneration), and Cllr Brian Du Plooy from the Democratic Alliance.

Gogobole resident in court on rape charge A resident of Gogobole ap­­ peared before the Tshil­ wavhusiku Magistrate’s Court on a charge of rape, which allegedly took place at Riverside section of Ha-Ramantsha village on 24 June.

According to the Tshil­ wavhusiku SAPS, Takalani Mukheli met a 19-year-old woman in the night, who told him that

she was looking for somebody who had taken her cell phone in the vicinity of a local tavern.

Mukheli said he knew the man who hd taken the victim’s mobile phone and even offered to help her locate the said person. She then agreed to go with Mukheli.

“The accused claimed to be helping the victim,” said Constable Musiwalo Mahuwa, spokes-

Awards for winners of Musina’s Games Everyone was all smiles when the Musina Municipality presented cash prizes to the value of R64 800 to the winners of different sporting codes after the completion of the annual winter games on Saturday.

The main aim of the winter games is to promote sports, unearth hidden talent and provide the youth with something constructive to do during the school holidays. Arrows too sharp for Power Rangers Matanda Golden Arrows booked a place in the last 16 stage of the Vhembe Mayoral Cup Tournament by beating Lombard Power Rangers 2-0 at a packed Tshifulanani Stadium on Saturday.

The score was not a true reflection of the game, as Rangers dominated the proceedings from the onset to the end. They squandered numerous scoring opportunities in the first 30 minutes. Origin Baloyi beat the offside trap and fumbled at the goal finish, with the Arrows’ keeper already beaten. As if that was not enough to irritate the team’s fans, Nelson Mkhatzani committed a similar blunder in the ninth minute. He received a pre-cooked pass and unleashed aimlessly from the goal mouth.

Golden Arrows spent the first half studying their opponents and started to play attacking football in the last stanza.

The striker of Rangers, Nelson Mkatzani, was cautioned with a card for a continued argument with the referee.

Things turned against Rangers when their defender, Dennis Sithole, handled the ball within the box. The referee, Mr LV Maraga, awarded Arrows a penalty. The players of Rangers were not happy with the referee’s decision. They confronted him angrily.

Western Stars unexpectedly boot Tshakhuma RO United out of the Mulondoli Lifestyle Vhembe Mayoral Cup Competition, following their 2-0 victory at the Tshifulanani Stadium on Saturday.

Ipfi Muthubi of United could not display his normal impressive skills, as Rudzani Lisoga marked him tightly. The referee, Mr Eric Munyai, issued his first yellow card to Oscar Ramantswana, for bringing down Ndwakhulu Mathisa in the 24th minute. Robbie Mulaudzi beat the United keeper, Khuthadzo Mukomafhedzi, to bring the score to 1-0 in the 27th minute and Lufuno Ndou increased the score a minute later. United’s dribbling wizard, Asivhanzhi Muthubi, forced his way through, but shot wide from the far left corner.

Victory for Rockers FC Musina Family United will not take part in the quarterfinal stage of the Vhembe Mayoral Cup Tournament. They were booted out 1-0

by Rockers FC at the Tshifulanani Stadium on Sunday.

The team from Musina displayed entertaining football throughout the game, but at the end they were the losers. Their demon midfielder, Sinky “Africa” Matebela, was a difficult man to contain. Africa was everywhere, distributing dangerous passes to the strikers, who continued to let the fans down by squandering obvious chances.

United Artists lose boardroom battle Although United Artists won their last 32 match in the Vhembe Mayoral Tournament against Makhitha Oscar Stars 3-0, they did not proceed to the last 16 stage of the competition.

Oscar Stars lodged a protest, saying that one of Artists’ players was not properly registered with the team.

The league’s disciplinary committee met on Saturday evening and found United Artists guilty.

Artists were expelled from the tournament, thereby making way for Makhitha Oscar Stars.

Santos and Tigers in Mulindavhathu clash The quarterfinal matches of the Mulindavhathu Soccer Challenge will be played at the Khubvi Benjies grounds this weekend.

Two matches will be played tomorrow afternoon and two on Sunday.

Tomorrow’s matches are: Mukula Young Santos vs Makonde Young Tigers (13:00) and Tshipako Hotspurs vs Mudaswali United Brothers (15:00).

Arrested for rape A 28-year-old resident of Tshituni-Tshafhasi in Nzhelele is facing a charge of rape after he allegedly dragged a 26-year-old woman to his home and raped her.

The two are said to have been drinking at a local bottle store when the man allegedly took the woman by force to his place last Sunday, where he allegedly raped her repeatedly .

The spokesperson for the Mphephu police, W/O Lazarus Netshidzati, said that the police had opened a case of rape against the man.

The man appeared in the Dzanani Magistrate’s Court on Monday and the case was postponed to 25 July. He remains in custody.

Ngwenani Young Chiefs fought hard to earn a 5-2 victory over Seven United Brothers in the Vhembe Mayoral Cup Tournament at the Tshifulanani Stadium on Sunday.

Young Chiefs were outplayed in all departments in the first 30 minutes of the game. Seven Brothers used the opportunity to score their first goal.

Bongani Rstshibvumo finished off a rebound after an attempt by Thabelo Nemakanga.

The last part of the first half was characterised by rough tackles. The diminutive referee, Mr Jelly Chabani, normalised the situation by flashing two yellow cards in quick succession.

Tsepo Thovhakale of Seven Brothers and Evans Netshitungulu of Young Chiefs were reprimanded for dangerous play in the 37th and 39th minute respectively.

Seven Brothers were still leading 1-0 at the end of the first half, but Young Chiefs gained momentum with time. They replaced Norman Mulovhedzi with Ndivhuwo Khwashaba in the 57th minute.

Seven Brothers responded by introducing Thanyani Moshapho for the injured Bongani Ratshibvumo.

Seven Brothers committed suicide by defending too deep.

They were severely punished for that. A defender handled the ball within the box and the referee awarded a penalty to Young Chiefs. Tshilisanani Ratshibvuno converted to make it 1-1.

Young Chiefs replaced their keeper, Tshimangadzo Mulovhedzi, with Lutendo Themeli three minutes before the referee blew the final whistle.

The final score was 1-1 and the only way to determine the winner was through a penalty shoot-out.

Young Chiefs converted four of their five chances, while Seven Brothers scored only one.

Black Leopards’ excellent run in the CAF Confederations Cup came to an end on Saturday, when they were held to a goalless draw by Al Merreikh of Sudan at Coca Cola Park in Johannesburg. Leopards lost 3-2 in Sudan a fortnight ago and with Saturday’s draw, they failed to reach the group stage of the competition.
