SANCO Tshakhuma aggrieved by being ignored at market project

By Anton van Zyl The Tshakhuma branch of the SA National Civic Organisation (SANCO) has expressed its frustration at not being included in any of the planning or monitoring of the multi-million-rand upgrading of the Tshakhuma fruit market.

The secretary of the SANCO branch, Mr MJ Mulaudzi, complained that they were being side-lined and were not even invited to the function on 11 March this year when the site was officially handed over. A lot of confusion also exists about what is happening with the project and how much money has already been spent. “We are afraid that the community will be given a valueless project, while a lot of money was injected,” said Mulaudzi.

In 2016, the popular market next to the R524, en route to Thohoyandou, was upgraded.

The Department of Small Business Development then allocated R4,8 million to rebuild the structures.

The Makhado Municipality added to this in 2018 by making R2,4 million available for infrastructure development at the market. In the municipality’s annual report for that year, they state that the project is done in partnership with the national Department of Small Business Development.

The completion date was set for July 2019, but this was seemingly not met because

Eskom powerlines first had to be relocated. This report states that R1,04 million has been spent on the project.

This appeared to be phase 1 of the project, and according to SANCO, not much was delivered. “During phase 1, only an ablution block and a kitchen were built,” said Mulaudzi.

In the latest Integrated Development Plan (IDP) of the Makhado Municipality, a further R5 million is reportedly allocated for this project.

In March this year, the mayor of Makhado, Cllr Samuel Munyai, officially opened the “R8 million” project to upgrade the stalls.

At the launch of the project, Munyai said the upgrade would entail building a modern structure of stalls, as well as flushing toilets. The area will be equipped with a borehole with two tanks and the area will be paved. He said that they were going to demolish the old stalls next to the road.

Mayor Munyai made another reference to the Tshakhuma market during his budget speech in June this year. He then announced that the market was to receive R15 million.

SANCO’s secretary, Mulaudzi, said that the secrecy surrounding the project made judging the progress that has been made difficult for them. The SANCO branch also felt that they had been deliberately excluded. Even

the local Business Forum did not form part of the steering committee. “The steering committee is composed only of the Tshakhuma market committee, the ward councillor and the territorial council,” he said.

One of the worrying aspects for SANCO is that the project is supposed to create jobs for people from all the nearby areas. Mulaudzi explained that the Tshakhuma area comprised 15 sub-villages, but most of those had been excluded. Ten of the 18 appointed workers came from Luvhalani village.

The design and layout of the new structures are also being questioned by SANCO. According to Mulaudzi, the market complex was initially supposed to be on both sides of the road, but now it appears to be only on one side. SANCO also feels that not enough provision has been made for ablution facilities.

Mulaudzi said that they had requested to be part of the steering committee on 13 May, but they then decided to withdraw after realising that they were still being ignored and not being invited to several meetings.

Questions were sent to the Makhado Municipality’s spokesperson, Mr Louis Bobodi, earlier this week. He responded on Tuesday, saying that he was still waiting for feedback. At the time of our going to press, no response had been received.

A cloud of sadness hung over the Makhado Municipality last week after the untimely death of Mr Castro Sello Mathonsi (44), a dedicated manager in the office of the mayor. He apparently took his own life at this home on 11 August.

According to the family spokesperson, Mr Jerrey Mathonsi, Castro’s death did not only shock the ANC and municipality, but also his family, relatives and even people from outside of the province. “We have received many messages of condolences from different areas, and as a bereaved family it shows us that Castro was a people’s person and accommodating to everyone, irrespective of colour, race or religion,” he said. He described Castro as a pillar of strength within the family and the community as a whole. “He played a central role in unifying his relatives,” he said.

We have lost a charismatic, disciplined and enthusiastic leader,” he said.

Bobodi said that Mathonsi was a leader who understood that as a leader, one must transcend all boundaries and represent the hopes, interests and aspiration of all people, to realize a better life. “This is a very painful and unexpected incident. We are greatly saddened about the untimely death of Mathonsi. We have really lost a dedicated and disciplined official, who was always committed to his work. Our municipality has been robbed of a committed employee and we will miss him,” said Bobodi.

The spokesperson of the Vhembe ANC region, Mr Tshifhiwa Dali, said that Mathonsi served the people of the town with diligence and commitment, characteristics that defined him since he joined the ANC movement at school-going age. “Castro knew very early on in his life that the only way to defeat injustice was to fight on the side of the people. … We send our heartfelt condolences and sympathies to Mathonsi’s family, colleagues and friends,” said Dali.

Commuters using the buses of Great North Transport (GNT) around Louis Trichardt will be delighted to know that the company introduced nine new buses last Friday.

Fashion designer with unique touch

A resident at Shakadza village, Muano has maximised the first-hand, basic knowledge that she had garnered from her mother as a 12-year-old girl who used to watch her knit an assortment of woollen items.

“I observed my mother doing magic with her hands, where she would turn just woollen strands into a bed cover or tablecloth with the easiness of one who knew what she was

doing,” she said. “For a village girl, it was easy for me to learn the very skills that she was utilising to make those amazing creations, for we sometimes learn by only observing.”

However, at some stage, she would ask her mother for more information on some areas or technicalities about knitting that she found difficult, and her mother gladly transferred the knowledge to her. “Today, I am proud to say that I have been using the knowledge that I got from her to expand mine, where I am now designing creations of my own with a unique feel and touch,” she said.

So far, Muano decided to start working professionally

during the lockdown as she had all the time at her disposal.

“One couldn’t just sit indoors, doing nothing, so I remembered that I had the salient skills of a creative designer, and that was when I decided to make use of them to earn bread,” she said.

Muano knits a variety of products, which range from handbags, dresses, blouses, jerseys, and skirts to bikinis, bedding and tablecloths.

The provincial commissioner of police in Limpopo, Lieutenant General Nneke Ledwaba, was quick to commend the SAPS team for their swift response. He condemned the behaviour of some people in communities who still accuse others of witchcraft and then kill them.

The suspect who was arrested for the murders is the 23-yearold Muano Maphula. He is apparently the next-door neighbour of the deceased. He briefly

appeared in the Thohoyandou Magistrate’s Court on Wednesday, facing two counts of murder. The case was postponed to 20 November for further police investigations. Maphula did not apply for bail.

When news of the suspect’s identity became known, the community at Lunungwi village became very angry. On Tuesday night, two separate RDP houses belonging to the suspect and his family were set alight.

Brigadier Mojapelo confirmed the arson attacks and said that the police were investigating.

He said that no arrests had been made yet, but the police were deployed to monitor the situation.

A community leader in Lunungwi village, Mr Hulisani Tshivhase, said the community

wanted the suspect to rot in jail.

“We want him to face the might of the law, and if it means to rot in jail, let it be like that. As community members, we no longer accept him as part of us as he is monster and a danger to the community,” said Tshivhase.

The petty headman (vhakoma) of Lunungwi village, Mr Ntungufhadzeni Muswubi, said the village and the surrounding communities were still in shock.

“We used to have some cases of people reported missing in the area, and some were never found, but the brutal murder of the granny and her aged daughter was a first of its kind.

We also have gatherings in the chief ’s kraal, warning communities not to commit crime as the village is known as a safe and peaceful place,” said Muswubi.

He claims that he bought the stand in 2012 from Mr Simon Matamela, the younger brother of the late owner, Mr Brown Matamela. He said that he had paid R16 000 for the stand.

Munonde accuses Mashamba of illegally occupying the stand during all this time. “I am the rightful owner and this stand belongs to me. So, I cannot just keep quiet when Mashamba takes my stand without permission.

I warned him not to start building until these issues are sorted,” he said.

He referred Limpopo Mirror to the tribal authority that controls the land to confirm whom the site belongs to.

When contacted about the dispute, the chairperson of the Sinthumule Tribal Council, Mr Makhado Sinthumule, said that Munonde was the rightful

owner of the stand. He said Munonde had followed the correct procedures when buying the stand.

“The stand belongs to Munonde and we will never stop developing it because of selfish people who want to block the development of our area,” said Sinthumule. He said the Tribal Council was not aware of the sale of the stand to Mashamba and this transaction had not been registered at the tribal council’s office. “We are not aware of the sale. We have launched an investigation into how the stand was sold,” he said, adding that the tribal council did not recognize Mashamba as the rightful owner.

For the time being both men claim that they are the rightful owners of the stand and both claim that they have the necessary documentation to prove their ownership.

Madabani turned into a war zone last week when police and suspected robbers were exchanging gunfire. One suspected robber was shot in the leg by the police on Friday afternoon and was arrested.

The action started on Thursday morning when a dangerous gang of robbers pounced on a garage at Madombidzha. The robbers apparently tried to rob a security guard vehicle. The guards fired back at the robbers, who apparently had to flee empty-handed.

The police were put on high alert and were on the lookout for the criminals. The next day, at about 17:30, a fuel station at Madabani became the target of the gang. The robbers got away with money and a machine dispensing airtime vouchers.

According to the spokesperson for the police in Limpopo, Brigadier Motlafela Mojapelo, the police were acting on a tip-off from informers and monitored the area. He said the police tried to stop a suspicious vehicle at an intersection at Madabani at around 18:00. Realizing that it was police, the suspects did not surrender but started firing at the police, who shot back at the robbers.

The occupants of the vehicle apparently realised that they had no way of getting away through the traffic and jumped out of the car. They tried to run away, while at the same time shooting at the police.

One suspect was shot in the leg by the police.

“The robbers offered a lot of resistance, but we eventually managed to arrest one suspect after he was shot by the police. We managed to recover two firearms from the suspect,” said Mojapelo.

The injured suspect was taken to the Louis Trichardt Memorial hospital and is under police guard, Mojapelo added. The suspect is expected to appear in court after he had recovered.

The police believe that the suspect can be linked to many of the crimes that occurred in the area the past few months. He is believed to form part of a very dangerous robbery syndicate operating in the area.

The SARB’s response to the offer to buy VBS Mutual Bank was fairly diplomatic.

The provisional liquidator, Mr Anoosh Rooplal, responded at the time by saying that they would continue to engage with parties that had made unsolicited offers to purchase various assets of the bank, but no confusion should exist in this regard.

“The authorisation to conduct the business of a bank/mutual bank (banking licence) is not transferable and requires a formal new application for such authority to be submitted to the regulatory authorities,” says the bank.

The SARB explains that a bank’s assets may be acquired with the prior approval of the regulatory authorities, but the licence is a separate issue.

Questions about Africapacity’s intention to buy VBS were sent to its CIO, Enoch Ratlabala, in June this year and again this week, but no response was received.

Ratlabala apparently did speak to a News 24 reporter last week and he is quoted as saying that efforts to buy the bank had been thwarted when they had not been offered the bank’s debt book. “If the Reserve Bank says they must apply for a new license, it would be the decision of the shareholders’ forum. The law is clear that if it can be saved, the process must be allowed.

But if the liquidators do not offer you the debt book, there is not much that can be done,” Ratlabala told News 24.

Following last week’s discussion with the Stakeholders’ Forum, the SARB committed itself once more to assisting with an application for a banking licence. “Any interest from the community to continue with traditional banking activities similar to those offered

by VBS will be considered as part of a new banking licence application,” the statement reads. The SARB also pledged to work with the community to guide and support their quest for greater inclusion in the financial sector.

Laundry girl creates employment

Madou created employment for herself when she started Vhuyie’s cleaning and laundry, where she handwashes people’s clothes and irons them. She also cleans up venues after events and gigs.

“I have been trying to find employment for years now, but there was no luck and it is a problem that we are facing as a country; you cannot blame anyone,” she said. “I saw an opportunity and grabbed it with both hands. Most employed people and entrepreneurs don’t have time to do their own laundry or clean their own houses.”

So far, Madou has managed to create permanent employment for one person. “I find working for myself incredibly rewarding. It provides plenty of challenges, but it is very important not to allow yourself to be discouraged by the ups and downs of starting a business.”

Clauds releases her first full album

2kan RSA nominated for GAMA’s

By Tshifhiwa Mukwevho Kanakana Nkhumeleni, known as 2kan RSA, has received a nomination for the 2020 GAMA Music Awards for best hip-hop album, and he hopes to scoop the coveted award.

A resident at Tswinga village, and currently based in Mamelodi East in Pretoria, 2kan RSA is a highly motivated, upcoming artist who believes in his music career and the quality of his music.

A social worker by profession, he tells Limpopo Mirror that his work-related schedule was so full sometimes that he was left with less time for other social activities, but he would always spare some time for being creative with music.

“I have been a social worker for 12 years now, and that evidence of my field is felt in my music in that I create the kind

of music that builds up society,” he said. “Now that I have come this far with music, it is not easy for people to believe that I started out by recording myself and my brothers, singing on a cellphone. We got people listening to our demos for free, and they were awed by our creativity.”

He stated that music ran in his blood and that he regarded it as his first career.

“Music is a form of social construction in that it can bring people together and fight other social ills, such as crime,” he said.

He was inspired by his friend, Croco Mitval Mafanya, who is very talented and has a unique voice. He is also inspired by Prifix, Fizzy, Mizo Phyl, Meshack Chauke AKA BA and his brother, BossG Gumani Nkhumeleni, because they are also talented and have a unique style of

rapping.

His hard-hitting songs include, among others, I got what I want, Life goes on, Thandolakho, Ri khou lila, Thizwilondi, and Vho swika.

He is currently working on an EP, entitled Vhutshilo vhu khou ya.

Ndi Tshililo Tshanga – my lament

By Tshifhiwa Mukwevho The 22-year-old Adziambei Netshishivhe is a rising young literary star who has snatched the pen and started telling good stories in her mother tongue.

A resident at Mukula village, she has just authored and published a novel entitled Ndi Tshililo Tshanga.

In the book, she tackles the issues of gender-based violence, where the protagonist endures abuse.

“Sometimes we are inundated with so much violence, to the extent that we even fear to get married for fear of living in the same house with a man who has turned himself into a wild animal,” she said.

She stated that her love of writing stemmed from read-

ing a book, The Voice, when she was only 12 years old.

“From that very moment, I have not looked back; I have been reading and writing ever since that time,” she said.

She is the daughter of Vho-Ariandani Bernard Netshishivhe and Vho-Rudzani Grace Netshishivhe and has six lovely siblings. “Growing up in a big family is

She attended Ramushasha and Takalani Primary School. She matriculated from Dengenya Secondary School and is currently a business-studies student at Tshisimani TVET College.

The book is meant for people of all ages. “I have travelled a long journey, both as a writer and a social being, and Mark 11: 24-25 and Isaiah 20:22 are pieces of scripture that kept me going,” she said. “I didn’t give up, because the time of God is perfect.”

Clauds has been singing for decades, but her debut full-length album is making her popular among music lovers. Entitled Identity, the album is worth listening to as both sound and lyrics are of high quality.

“The biggest highlight of my music career so far has been the release of my debut album, which was released on 1 August,” she said. “The album consists of songs that talk about current affairs, love, depression, condemnation, and relationships, among other messages.”

She has also released a music video for the song Shango Lashu (https://www.youtube.com/ watch?v=ubAg4gVDwBk), which is available on YouTube.

The album consists of 13 original and beautiful tracks. “I have also featured some great musicians on the album, and these are Zuluboy (rapper), Lebo Morolo (Jazz pianist), and Karabo Mogane (former Idols winner),” she said.

Born Claudina Ramulondi, Clauds is originally from Ha-Mashamba, but she is currently staying in Polokwane. “I am a wife and mother to three beautiful girls,” she said. She describes herself as a composer, songwriter, and a singer.

She started singing at the age of 11 in a school choirs and Sunday school choir.

“My ‘Aha’ moment was when I performed a song that my husband and I wrote for our wedding in 2010, where we left the guests in awe,” she said.

For Clauds, music is a divine gift that people have been given by the Creator to feed the inner soul, to communicate different messages to each other, and also to express the innermost thoughts that people could otherwise struggle to verbalise in the native languages.

“Music has the power to inspire, heal, and also to give hope to those that may have lost courage and hope for a better tomorrow,” she said. “For example, one of the songs on my newly released album is called It matters. This song encourages those who have stopped dreaming of a better future to go back to their dreams and believe that their dreams are valid and that they should have courage to pursue them.”

While she does not have a specific mentor, some great artists she looks up to are Judith Sephuma, Lalah Hathaway, and Jonathan Butler.

“I’m generally inspired by any person who has discovered their life purpose and wakes up every morning to pursue progress towards achieving their purpose,” she said. “A great example is our former president, Nelson Mandela. Another example is of a great teacher recorded in the Bible, called Jesus, who only lived for 33 years but achieved his life’s purpose in the short years that he lived.”

By Tshifhiwa Mukwevho Lufuno Angel Mukhuthu, also known as Lufuno Angel SA, is a gospel artist who has just received a nomination in the GAMA 2020 Awards and the Mzansi Art and Media Awards 2020.

“My music is for healing the nations,” she said. “I started singing in 2012 when I was still at high school. I was doing spiritual rap, for I had this desire to remain true to my religion as well, to spread the message of hope, love, and comfort through my songs.”

In 2015, she released El-Shaddai My King, which earned her more invitations to come and perform during a variety of shows held in Vhembe and beyond.

“I continued to sing and rap gospel because I wanted to better express myself in my own comfort zone, so I started my own home-based

studio,” she said. “I recorded myself and helped fellow artists. We got booked to perform at more and more shows and we just thanked God as we were being given the time to deliver hope-filled messages through music.”

She added that the other element most apparent in her music was the message on the importance of respecting and loving God for who He is, so that people could get to experience the depth of his love. “My inspiration comes from a lot of people in the industry,” she said.

Radio station helps scholars with their studies During the difficult time of the Covid-19 pandemic, Phalaphala FM has been putting much effort into helping pupils with their studies via their educational programmes.

The station’s events coordinator, Mr Lufuno Munonde, said Phalaphala FM content took cognisance of the national priorities and the call for social cohesion and moral regeneration. “As a public-broadcasting-service (PBS) station, we are expected to meet the minimum requirement of 300 minutes of educational content per week, as well as 60 minutes of children’s programming per week.” He said the programme broadcast from Monday to Friday from Grade R to Grade 12 at 13:30.

He appealed to the youngsters to work even harder throughout the examination process, despite challenges that might threaten their success on the road ahead. He urged parents and teachers to give their children all the necessary support and make sure that they remain focused all the way.

“Educators have a very challenging job, and despite the hardships that they come across year in and year out, they continue to do a sterling job. If we do not do something for our learners, some can end up dropping out of school or fail to attend classes during this difficult time,” he said. “Ours is a practical form of duty as the station does things practically and is not just saying it without doing. We have been of help to many needy communities,” he said.

He said that children needed to be nurtured to become future responsible leaders. Munonde added that they were aware of the challenges that the education system was facing “and we cannot just sit and watch. We spend more on the education of our kids, because we know that they are the future of our country”.

He expressed the hope that their gesture would encourage others to help in areas of need wherever they could. “As the public broadcaster, and in line with our mission to add public value, it is also expected to execute our mandate, viz. to educate, inform and entertain.”

Good news for Louis Trichardt shoppers is that the long-awaited Dis-Chem Pharmacy finally opened in the Makhado Crossing shopping mall last Thursday. At that stage, store manager Ms Camilla de Waal indicated that customers would, however, have to wait a bit longer for the pharmacy section to open as the Covid-19 lockdown restrictions had caused a delay in the issuing of their pharmacy license. De Waal expressed the hope that they would received their licence this week. The store will be open Mondays to Fridays from 09:00 to 18:00, from 09:00 to 15:00 on Saturdays and from 09:00 to 13:00 on Sundays.

The executive mayor of the Vhembe District Municipality, Cllr Dowelani Nenguda, urged residents of Ha-Khakhu and the surrounding communities to develop and form local Covid-19 community structures to help curb the virus. During a visit three weeks ago Nenguda said that traditional leaders and communities needed to unite and fight the scourge of Covid-19 because it had killed a lot of people and was still killing people. Nenguda was joined by the newly appointed station commander of the Thohoyandou police station, Brig Eddie van der Walt, health workers, and some councillors. Post Office regional manager Kipchner Nkosi told GroundUp: “This trend of people coming to town, leaving their nearest post office, is all over the province. It’s people’s choice. We cannot deny them accessing the money from any branch.”

He said a burglary had taken place at the Elim Post office early last month and the computers had not yet been replaced.

Nkosi denied that some post offices only served up to 20 clients or ran out of money. He said the post office only ran out of money when an “unexpected number” of people queued on a particular day.

Five years later Madodonga family’s members are still upset about way hospital treated them

The family members of a woman who died shortly after giving birth to a boy at the provincial hospital in Polokwane five years ago are still blaming the hospital for her death and intend to sue the Department of Health for negligence.

The family of the late Anna Maluleke of Madodonga village said that she had been admitted to the Louis Trichardt Memorial hospital and scheduled to give birth on 10 May 2015 but had been transferred to Polokwane provincial hospital.

The mother of the deceased, Ms Livhuwani Makhubele, said that she called her on 11 May and spoke to her, but from 12 May Maluleke’s phone had been switched off. The distraught mother tried calling several

times, without any success.

After a week, the hospital staff called her and asked her to come to Polokwane. When arriving at the hospital, she was told that her daughter had died.

Makhubele is upset because the family members were not immediately informed of the death. She said that when she asked about the condition of the baby, she was told that the baby was in good health. When she asked that the baby be given to her, so that they could go home, her request was refused. “The baby’s health was improving, and nurses even suggested he would be discharged from the hospital soon,” said Makhubele.

When Makhubele arrived at the hospital two weeks later to fetch the baby, she was surprised to hear that he had been operated on. “Why did they operate without informing us?”

she asked.

Makhubele is upset because the hospital allegedly did not provide them with answers.

“We are heartbroken. We thought Maluleke would be able to raise her children. We are confused and don’t know what to do because no one is working in the family. We are frustrated because the hospital is not giving us answers as to what had happened. We want the truth. Was Maluleke assisted or neglected after the doctor delivered her baby? What killed Maluleke?”

Makhubele believes that the hospital staff were careless and negligent. “I’m going to sue them. They were supposed to save my daughter’s life, not to take it,” she said.

The distraught mother told Limpopo Mirror that, at the time, the family had gone to the

hospital and wanted to lodge a formal complaint, but the senior nurses refused. “During that time, we were devasted and I needed time to prepare to bury my daughter in peace,” said Makhubele. She said that, since then, the hospital or the Department of Health did not come to see them or tell them what had happened.

Provincial Health spokesperson Neil Shikwambana said they were investigating the matter. “We must institute an investigation. The standard way of handling issues is that when a person passes on in the hospital, we should be able to contact his or her next of kin to notify them,” he said. He said the results of the investigation would be given to the family. He further said that the department would like to meet with the family.

Let’s break the silence against abuse of our women and children

By Kaizer Nengovhela While women celebrate Women’s Month, the MEC for Transport and Community Safety, Mavhungu Lerule Ramakhanya, called on women and children to break the silence against abuse.

She said that most cases of domestic violence and sexual abuse in South Africa went unreported. She said that domestic and sexual violence against women and children remained a major cause for concern. She added that the solution was to take gender-based violence seriously in homes and communities to make sure everyone understood the problem and held the government accountable.

She encouraged wom-

en and children to act and break the silence to reduce the unacceptable behaviour towards women and children.

“I further urge all victims of abuse to report all incidents to the police,” she said. “Even when the abuser is the sole breadwinner in your house, report them to the police, because that person might end up killing you and your children, and that’s what we hate to see. There are several women who are involved in abusive relationships, but they do not speak out. Our SAPS is here to help you to overcome the abusive relationships,” she said.

Ramakhanya said men who raped and murdered women and children were cowards who were controlled by evil spirits and drugs. “They deserve to be locked up for

good. We do not want them to return to the community. The most common types of abuse are physical, sexual, and emotional or psychological abuse,” said Ramakhanya.”

“People who are abused also experience confusion, fear, hopelessness, helplessness, and shame. Another good way of highlighting issues of child and woman abuse is to speak with the women and children themselves on how they should act against any kind of abuse,” she said.

Those who experience some psychological effects of abuse should consider their situation carefully to help determine whether their relationships are healthy or not. No “correct” way for victims to respond to or feel about abuse existed, she said.
