Hundreds of villagers in Vhufuli outside Thohoyandou and surrounding villages braved heavy rains to bury a local pupil.

Ms Rendani Khumela (23), a pupil at Khadzinge Secondary School, who met an untimely death when she was allegedly hacked to death by her boyfriend, was buried on Saturday at the local cemetery.

The funeral, attended by local leaders, structures and many community members, was characterised by rampant emotions as family members cried openly during the funeral service. The deceased’s only baby, Rinae (4), cried hysterically, asking where her mother was. Some people even fainted during the service.

Khumela was on her way to school early on Wednesday, when her boyfriend allegedly ambushed her, hacking her on the neck with a panga and leaving her for dead. The incident happened some distance away from her home and not far from her school.

The boyfriend is said to have fled the scene and was later found hanging in his room after committing suicide.

The incident added to the growing number of violent incidents perpetrated against women in Vhembe in recent times. The same week she was killed, a woman was stabbed to death by her husband at Tsianda. Speaking during the funeral, the local traditional leader, Chief Kuvhanganani

My sister has a young girl who will grow up without a mother.

Her death has left a void which will not be easy to fill. We are just putting all in the hands of God that He guides us in this time of need,” she said.

The South African Human Rights Commission (SAHRC) is concerned about the possibility that rape suspects will be forced to undergo compulsory HIV tests.

It follows a recent media release by the South African Police Services in Limpopo that rape suspects will face compulsory HIV testing. The move was apparently triggered by the anger following the arrest of an alleged serial rapist in Thohoyandou a fortnight ago. In a statement, the

SAHRC says that the mandatory HIV tests infringe on the possible suspect’s rights. “We believe that the envisaged mandatory HIV testing of suspects by the police in Limpopo will not stand the test of the courts,” said the spokesperson for the SAHRC, Mr Isaac Mangena. “The rights of both the victim and the accused person must be protected and respected at all times,” Mangena added.

Mangana says that although the SAHRC remains deeply concerned about the unacceptable

increase of incidents of rape and gender-based violence that have gripped the country in recent days, the commission believes the police should be reminded of the fundamental rights afforded to all individuals in the Constitution, including the presumptionof-innocence principle.

“We insist that serious action should be taken against those convicted of rape, but wish to caution against any action that may result in human rights violations,” says Mangena.

“These tankers are not delivering enough water, and they do it only on Mondays,” said one resident from Mandela.

It is a hot day in Magau village in the Sinthumule area and jobless women and men sit under trees, discussing the lack of water in the village. Their talk, however, goes no more than beyond the borders of the village.

“We have been without water ever since November last year,” says a concerned resident, Rendani Mulaudzi. “Life without water is no life.”

Another resident, Ms Florah Makongoza, says that life is hard for her as a mother and grandmother who has to raise grandchildren in a dry village. “We can hardly bathe the little ones,” she says. “Some of us are unemployed and cannot afford to buy water from those who have boreholes at their homes.”

Makongoza adds that residents don’t even know the relevant departments to which they should take their complaints or request water. According to Makongoza, the municipality said that most parts of the water system was damaged and vandalised by thieves who had stolen the copper taps to sell to scrapyards for cash, and that if they tried to open the water, it would overflow in the streets.

“They requested us to buy security caps to lock all our taps,” she says in a disturbed voice. “They said they would open the water in January, but they haven’t done that so far”.

When Limpopo Mirror contacted Cllr Selinah Mamatsiari (Ward 23) for comment, she acknowledged that there is currently no water in the village.

“I can’t say that the problem is with the municipality as such,” Mamatsiari said. “I had phoned the people who are responsible for water services in the village, namely Stella and Mr Mukosi (at HaRamantsha water control station). One would refer me to the other and vice versa, and they are now ignoring my calls.”

The scarcity of water is affecting a large part of the Sinthumule and Kutama area, and some of the directly affected villages are Madombidzha and Tshiozwi.

Tennis icon rocks the children of Govhu crèche Swiss tennis icon Roger Federer visited the rural village of Govhu outside Malamulele on Tuesday, and not for tennis but to motivate the pupils of the local crèche.

Federer, who is at present ranked the second-best tennis player in the world, and his support staff spent most of the day playing with the children and interacting with crèche staff.

“I like working with children. They are the same age as my kids and they remind me of them,” he said.

He visited the village as part of the Read Foundation’s crèche project.

Mathebula said as part of the project they were receiving study materials. “We are also trained by the Read Foundation, which organises workshops, and their contribution is invaluable.”

Federer has been supporting the children in Limpopo through the Growing to Read Foundation. The total support for this initiative is reaching an amount of about 900,000 Swiss francs (about R8.65 million) over a period of three years (20122015).

Since 2010, the Roger Federer Foundation has been supporting the Limpopo Growing to READ project to give children of this impoverished province a better start to their schooling. Here the children are taught the basics of reading, writing and arithmetic. In 2011, the programme was expanded to the Grade R level – the pre-school year children have to pass before starting primary school. Importantly, parents are being involved through special workshops where they discover how to help with their children’s education. Due to the excellent results of the first two years, READ is now able to extend the programme to another 25 crèches.

The Limpopo programme encompasses establishing and supporting 40 day-care centres and 15 Grade R-level classes.

New uniforms for Musina’s EPWP workers

Frustration with lack of water

It was all smiles as 110 Extended Public Works Programme (EPWP) workers received new uniforms from Musina Mayor Carol Phiri. The event took place at Nancefield's municipal offices a fortnight ago.

The municipality spent R81 000 to buy the much-needed uniforms. Each worker received a work suit, a pair of safety boots and a sun hat.

The EPWP is one of the government's array of programmes aimed at providing poverty relief through contract work for the unemployed to carry out socially useful activities. It was launched in April 2004 to promote economic growth and create sustainable development.

Passing the buck, or rather the empty bucket, was the order of the day at a recent “shortage-of-water” meeting in the Makhado (Louis Trichardt) show hall.

Angry residents had a chance to voice their frustration with the lack of a consistent water supply and the seeming incapacity of those who should provide water. At another meeting afterwards, a threat was expressed that residents should stop paying for water.

“I don’t want to hear about who is responsible, Makhado or Vhembe? I don’t want to hear about four or six boreholes. I don’t want to hear about a visit to the minister of water affairs.

Providing water services is your job.

I want to open my tap tomorrow morning and have water. When are we going to get water?” said Mr Shai Nkoana, a resident of the town at the meeting on 9 February.

The Makhado municipal manager, Mr Sakkie Mutshinyali, addressed the meeting while awaiting the arrival of the Vhembe delegation. “Water services are a function of the Vhembe district municipality. Maybe the district should delegate the water to Makhado, but Vhembe will then have to give the money back,” Mutshinyali said. He said that he had been told that the four new boreholes had been electrified and were working.

The community was furious that the delegates from Vhembe arrived an hour late as a result of miscommunication. The acting technical manager of the Vhembe district municipality, Mr Ratidzai Madimutsa, eventually managed to start with his presentation and said that one of the new boreholes was up and running.

Of the 18 existing boreholes, only seven could currently augment the water supply to Makhado because of “vandalism” of the others. Madimutsa visited the Minister of Water Affairs on 8 February regarding the water

Phiri said there were many benefits to providing uniforms to the workers. “One of the purposes of uniforms at work is for the communities to identify the workers with the municipality. Besides complying with the labour relations act, wearing uniforms at work also makes our people learn personal responsibility. Workers who follow the dress code and wear the uniform show pride and responsibility.”

She added that uniform was a symbol of an organisation and showed uniformity in the people working towards a common goal. “These uniforms will help community members to recognise our municipal workers easily.”

Phiri said there was a psychological

aspect to work informs as well. “It gives a feeling and sense of belonging for employees. They feel that they are part of the organisation and it gives them a psychological bend of mind which makes them more loyal to the organization they are working for. We want our workers to know that they are a part of us and one great way to show them is by providing them with these uniforms. Wearing a uniform gives workers a sense of responsibility to do their jobs well and provide better customer service.”

One of the recipients of the uniforms is Samuel Dhyiwayo. He said: “We are very happy because we know that our leaders care for us. This will motivate us to work even harder.”

“We don’t deny that we have problems,” Madimutsa said and explained that, at the Albasini plant, they had problems with breakdowns of pumps and air valves and with the turbidity of the water after the good rains. “We had three shutdowns, where the contractors had to shut down the water supply to do their work,” Madimutsa said. He added that, for the past three months, they communicated when they needed to shut down the water.

The Albasini plant, however, cannot meet the water demand. “We need the sector head of water affairs to be in the meeting,” Madimutsa said and added that the R35 million that had been allocated to get the Nandoni pipeline from Valdezia to Mowcop was not sufficient to ensure proper pipe sizes and quality work. The Department of Water Affairs (DWA) is responsible for the pipeline from the Nandoni dam to Valdezia. Madimutsa indicated that he would prefer DWA to do the whole pipeline and let the costs be covered by a Municipal Infrastructure Grant (MIG).

The community was not satisfied with the “vandalism” excuse and threatened the municipalities. “We had already spoken about the vandalism issue last year in July. The community will stand up and do what other communities do. If Vhembe doesn’t take this seriously, we will take to the streets,” said Mr Collen Maiyana of Makhado Park. Maiyana also said that they wanted the full water management plan and that there were people with the necessary intellectual and other skills to assist.

Members of the community stayed behind and scheduled another meeting, where they decided to write a memo. “We want to communicate our intention to stop paying basic water charges and water consumption,” said Mr Lawrence Makatu of the Makhado Concerned Group.

Vhembe men say real husbands protect Valentine's Day is meant to be a day of showing love to those nearest to our hearts. The week which was supposed to bring happiness, however, brought heartache to many families.

In the same week, a man hacked his schoolgirl lover in Vhufuli outside Thohoyandou to death while she was on her way to school. The young man was later found hanging in his room at Ngwenani village. As if that was not enough, another tragic incident happened at Tsianda village, where a man stabbed his wife to death, raped a girl and later committed suicide.

The tragic incidents of violence perpetuated against women and children have drawn the attention of concerned men in the district.

They met at the Sharpen Word Christian Church at Manamani outside Vuwani on Saturday to look at the causes and ways to curb the scourge. Stakeholders, who included Munna Ndi Nnyi, Prof Elelwani Khuba, businesswoman and community leader Esther Mushaathama, Dean Alunamutwe Rannditsheni of the Devhula Lebowa Circuit of the Lutheran Church, the police and Legal Aid, made presentations during the meeting.

The convener, Pastor Nkhelebeni Munyai of the Sharpen Word Christian Church, said the meeting came as a result of the concerns of men as to what could be behind the killings, rapes and violence against women and children. "We are here to speak

in unison against the scourge of violence against women and children. We are here to seek solutions that could help other men out there," he said.

He said they sometimes had meetings, but this one was prompted by the many tragic incidents that had happened in Vhembe in one week. He added that they would hold another meeting on 30 March.

Speaking during the meeting, the chairperson of the Mnna Ndi Nnyi Men's Forum (Who is the Real Man), Mr Bardwell Mufunwaini, called on all to speak out and not keep quiet in the face of abuse. "Real men do not kill and maim their wives and children.

They do not rape, but are protectors of their families.�

Hard work pays for Dengenya’s best Hard work and dedication paid off handsomely for 10 Grade 12 pupils at Dengenya Secondary School outside Thohoyandou.

The 10 who are the cream of the school received cash amounts of up to R5 000 during the school’s annual excellence awards held at the school’s sports grounds on Friday.

Hardworking teachers received certificates for obtaining a 100% pass rate in their respective subjects.

The initiator of the awards, Dr Tshililo Alidzulwi, said the event was meant to motivate pupils to work hard and also to help those who work hard to further their studies at tertiary level.

“We started going out to businesses asking for donations and the students were able to register at university. We are happy that some of them have already completed their studies and are now working. We still need help from businesses, so that more pupils can be helped. We also need parents to take an active role in the education of their children,” said Alidzulwi.

Pastor Samson Mahamba, who at the age of 38 became the youngest president of the Seventh Day Adventist Church in South Africa, was the guest speaker.

At secondary school level he wrote a Tshivenda book, which was prescribed for Form Four

at the time.

Sibasa Circuit manager Thifhelimbilu Tshivhase commended Mahamba for the good work he is doing in encouraging education.

“We are proud today that we have achieved 80% - something unheard of since the circuit was formed. We moved up the ladder from position 24 to number 8, which is no a small achievement.

It shows that pupils listened to what they were told. We are proud of you, and we thank you for the motivation,” Mahamba said.

He also thanked educators for their selfless dedication towards the improvement of results at the school.

New MM explains mission to employees “No work could ever be accomplished without effective communication. With communication from each worker, duties can be fulfilled smoothly with very few troubles.

Any institution lacking communication will automatically fail.”

These are the words of wisdom from Musina Municipal Manager Johnson Matshivha while he was addressing workers during his mission of building a good working relationship between the municipality and its employees.

Accompanied by the chief financial officer, Mr Vhutshilo Tshikundamalema, and the economic development and planning manager, Mr Nathi Tshiwanammbi, Matshivha visited different work stations to interact with municipal workers in order to motivate them to work hard to deliver efficient services to the people of Musina.

Matshivha said he appreciated the fact that workers were performing satisfactorily, despite challenges such as short staffing and lack of resources.

“If challenges are discussed rather than spoken about behind someone’s back, the problem could be cleared up quickly, avoiding a possible crisis. By keeping on communicating with our employees every time, better job satisfaction can easily be achieved. With effective communication, many work-related

problems can be solved before they even have an opportunity to arise.”

He said in order to avoid all of the negative outcomes of poor communication, all problems, issues, and complaints should be discussed openly in the work place. “If workers do not speak up when problems arise, the dilemma will never be solved, and all productivity will decline.

Miscommunication troubles harm not only the individual with the problem but also the whole municipal workforce, as well as the communities out there. By discussing thoughts, problems, issues, plans, opinions, or ideas, things will be handled in a very proficient manner.”

Matshivha added that communication in the work place was the only means to ensure that people were working properly according to the plan. “It also makes sure that the work of every employee is well coordinated to maximize their performance and productivity.”

Among the challenges raised by the workers were the shortage of staff and lack of resources.

In responding, Matshivha said although it might take longer than anticipated, all the challenges raised would be addressed in accordance with the seriousness of each challenge.

Man jailed for 20 years on rape charge

A 28-year-old resident from Jabatshaba village outside Beit Bridge was sentenced to an effective 20 years in jail for raping a local teacher at knifepoint.

Bigson Luphahla pleaded guilty when he appeared before Regional Magistrate Dambudzo Malunga on charges of rape, unlawful entry and armed robbery.

It was testified that on 9 November 2012, at around 01:00, Luphahla arrived at a local primary school's staff quarters. The lady teacher was asleep in her room with her niece. He broke a windowpane and tore away the curtains with the knobkerrie he was carrying. The teacher woke up to the sound of breaking glass and Luphahla's calling for her to open the door. When she did not comply, he proceeded to the door and forced it open with a home-made knife. He then demanded money from the school coffers.

It was testified that the teacher then told him that the money was in the school’s administration office and Luphahla

ordered the victim to take him there. He then forced her to go the office, but on the way he demanded to have sexual intercourse with her.

When she resisted his advances, Luphahla produced a knife and threatened to stab her. Terrified, she screamed for help, but no one came to her aid.

Angered by her actions, Luphahla grabbed her by the hair and she fell to the ground. He then cut open her pants on the sides, using his knife, and proceeded to rape her once. Afterwards, he forced her to the office and ordered her to open the door, demanding to be given all the money from the school coffers.

Fearing for her life due to the threats from Luphahla, who was also armed with a knobkerrie, the complainant gave him US$ 35 and R100 which was in the school's safety deposit box. He also demanded her cellphone and charger, which she handed over. He then vanished into the darkness.

The teacher informed local police. However, efforts to locate him at the time were fruitless as he had fled the area. Following a tip-off from members of the community, Luphahla was arrested on 31 January at Mvundlana.

Crime

Two nurses wounded at clinic Edson Bila (42), who had allegedly shot and injured two nurses at Vyeboom Clinic last Friday, appeared in the Vuwani Magistrate’s Court last Monday.

He allegedly also robbed them of cell phones and left the scene with one of the nurses’ vehicle.

The case was postponed to 27 March for a bail application. According to the spokesperson for the police in Limpopo, Brig Hangwani Mulaudzi, it is alleged that Bila arrived at the clinic on Friday morning (8/2), wearing a balaclava. It is alleged that he fired two shots into the floor, forcing the clinic's security guard to flee.

He then allegedly took off his balaclava and went into a consultation room, where he shot one of the nurses twice in the stomach, and in another room he shot a nurse in the arm. According to Mulaudzi, the man then fled the scene after grabbing four cell phones.

The two injured nurses were later admitted to the Tshilidzini hospital.

“After the shooting incident, all

the police officers around Limpopo were informed, and later that day, the vehicle was spotted in Basani.

Three suspects were arrested and the police found an unlicensed firearm and confiscated several handbags and four cell phones," said Mulaudzi. He explained that the two other suspects, a woman and a man, were charged with possession of stolen goods.

Woman wounded, officers robbed The Makhado police are looking for a man in connection with an attempted murder and armed robbery which took place at the corner of Grobler and Songozwi Street a fortnight ago.

It is alleged that a man and woman were walking in the street when an unknown suspect confronted them.

According to the spokesperson for the Makhado police, Capt Maano Sadiki, the suspect started to have an argument with the couple, and eventu-

ally whipped out a hand gun and fired a single shot, hitting the 22-year-old woman in the leg. The victim was later taken to the hospital, where she received medical attention.

“A moment later, the very suspect confronted two security officers and robbed them of their mobile phones at gun point,” Sadiki said.

He added that, according to information provided to the police, the suspect was wearing black security attire with boots on and has blond hair.

“It was BlackJahman,” he remembers.

“We became friends on the spot. Our friendship has seen my love of music grow and when he went to the studio to record his third album, I contributed lyrics in the song Ndi Matsheloni, which further encouraged me to start singing as well.” On his debut album, Rasfinger has worked with the talented Ananias Begwa, who is known and respected for his clear-cut skills in music engineering.

Rasfinger has so far shared the stage with artists such as Malondolo, Berea Madzonga and Burning Doctors.

More than R300m for flood damage An amount of more than R300 million would be needed to rebuild roads and bridges damaged by heavy rains that fell in January in many parts of Limpopo.

This was announced by the Minister of Transport, Mr Ben Martins, last week during a visit to Vhembe as part of a provincial flood-disaster assessment.

Some of the roads and bridges in Limpopo, especially in the Vhembe, were severely damaged during last month’s heavy rains. More than 20 people in Limpopo were said to have died as a result of the heavy rains.

“We are visiting the sites and inspecting the levels of damage caused by the floods. We understand some communities were left divided from their villages and pupils in some parts of the province could not go to school because the bridges were swept away,” Martins said.

He added that some temporary measures had been put in place.

Three alleged rhino poachers in court In the midst of the national rhino-poaching crisis, police have managed to arrest three suspected rhino poachers on the Nwanedi Game Reserve in the Tshipise area.

According to provincial police spokesperson Col Ronel Otto, Nwanedi rangers spotted the suspects carrying a hunting rifle on Tuesday, 5 February.

When the rangers confronted the suspects, a shootout between the rangers and suspects ensued.

In the process, one of the suspects was wounded in his leg.

The suspects fled but were later arrested at their homes at Muswodi village. An unlicensed .303-hunting rifle was confiscated and they were charged with trespassing, the illegal possession of a firearm and unlawful hunting.

At the time of our going to press, the three had appeared in the Mutale Magistrate’s Court. They did not receive bail and their case was postponed for further investigation.

“Don’t build under power lines” The South African electricity giant, Eskom, has warned residents not to build structures for occupation under live power lines.

The Limpopo Operating Unit, under the utility’s corporate affairs, said it had come to their attention that people continued to erect structures and houses under electricity lines.

Unit spokesperson Mr Thiofhi Ratshitanga said the building of houses under those lines was not only a danger to the people themselves but also a hazard for maintenance, as it was very difficult for the maintenance unit to work under One of the typical houses built under power cables. Eskom has such circumstances. “People living warned against the practice, saying it is illegal. under these lines are not only breaking

the law, but are also in danger of being electrocuted, should one of the lines snap and land on houses. The risk of electrocution also increases in the event of lightning storms and windy conditions,” he added. He called upon communities to adhere to safety standard of building at least nine metres away from the power lines and other electrical installations. “We are very serious about the safety of our communities. We are doing this as a precautionary measure, so that people will not blame us if any accident happens.” Ratshitanga said they were working with the department who issue directives for people to vacate these houses.

Meeting to discuss xenophobia in SA The Crisis in Zimbabwe Coalition and the South African Council of Churches will hold discussions on Tuesday (26/2) to find ways of combating xenophobia in South Africa.

According to Mr Tafadzwa Muramba, the organiser, the meeting will discuss the role of churches, the police, the media, civil society and other stakeholders in combating xenophobia. The theme of the meeting will be United South Africa for All: Combating Xenophobia.

Muramba, from the Crisis Coalition based in South Africa, said the aim of the meeting was to bring organizations together in the fight against xenophobia. "We will, wherever possible, coordinate proactive and reactive strategies and actions to stop violent attacks."

The programme is being initiated nationally by the SACC through its AXA programme.

Muramba said a range of players has identified the problem and cautioned government about the need to address the causes and symptoms systematically and on a sustained basis. "While in some instances these calls have been heeded, in many instances they have not," said Muramba.

Some of the speakers include Rev Mautji Pataki (General Secretary of the South African Council of Churches), Ms Diana Zimbudzana of Zimbabwe Exile Forum and Mr Jacob Matakanye of Musina Legal Advice Centre.

The meeting will take place in the Nancefield Community Hall and will start at 14:00 and end at 17:30.

Missing man found at Senwamokgopi Mr Kenneth Nyambeni Mukhuswani (43), who had disappeared from his home at Mashamba-Mutibangoma on 10 January, was finally found at Sephokhubye village in the Senwamokgopi area.

According to Mukhuswani's sister, Lufuno Mukhuswani, he told his father and friends that he was going to claim back his previous job as a school teacher at Kopanang Primary School at Sephokhubye. "I was shocked when I received the message that my brother had gone to Sephokhubye,” the Elim-based Kenneth Nyambeni Mukhuswani (43) was Lufuno said. "He quit his job found at Senwamokgopi. some 10 years ago when he

became ill.”

When the family realised that Mukhuswani had disappeared without a trace, they notified the Waterval police, who came and searched the rundown, deserted house where he would sleep sometimes. “But he was nowhere to be found,” Lufuno said.

She then went to Senwamokgopi to look for her brother. She received information from the school that her brother had arrived there on 10 January and told the school about his desire to enter the teaching profession again. "They said that they had advised him to go to the circuit office in Polokwane," she

explained.

On Thursday morning, Lufuno received a message that her brother had yet again arrived at the school and signed his name in the staff register book, claiming that he was a teacher too. She went to Sephokhubye on the same day and found Mukhuswani. "He is living with a certain family," she said. "He told me that he wouldn't be coming back anytime soon. He said it's because the relationship between him and our father at home is not good." Lufuno said that she would speak with other family members to find ways to solve Mukhuswani's problem.

Thumbs up for Thulamela’s 2030 vision The ambitious 2030 Vision for Thulamela of making the municipality’s towns a city by 2030 received a major boost when traditional leaders in the municipality gave it the thumbs up.

This transpired during a workshop organised by the municipality, held at the Porchevilla Hotel outside Thohoyandou.

The two-day workshop, which was attended by councillors, community development workers, traditional leaders, representatives from different departments and organisations, took place last Thursday. Thulamela’s municipal manager, Mr Makonde Mathivha, said the workshop came as a result of a meeting held in December 2012.

“During the meeting, we

agreed that for our Vision 2030 to be a reality, we had to engage other stakeholders. We identified traditional leaders as the most important partners in this endeavour. We are are going to identify challenges on our side and on the side of traditional leaders,” said Mathivha.

He added that after the consultations, they would sign a pledge detailing how they were going to work together. “Every year we will have an assessment session with traditional leaders and other identified stakeholders.

We are very positive. By the look of things and from the reaction of traditional leaders, the 2030 Vision is a sure reality. They are good partners with whom we can raise funds for the realisation of the dream,” added Mathivha.

The chairperson of the Vhembe House of Traditional Leaders, Hosi Busa Nxumalo, commended the Thulamela municipality for the initiative, saying it would go a long way in improving the lives of the people of Thulamela.

“We appreciate the efforts of the municipality in organising the workshop. It will restore a good working relationship and accelerate service delivery in our communities,” he added.

He mentioned that the traditional leaders had pledged their full support for the 2030 Vision.

“Traffic department must still refund me”

Mr Ebrahim Lakhana says he is still waiting for the Makhado office of the provincial traffic department to refund him, after he was forced to pay a single traffic fine twice on 27 November last year.

This follows after Mr Lakhana's driver was stopped and given a R700 fine for worn tyres on 22 October. The fine was paid the same day and a receipt was issued. On 27 November, however, Lakhana was arrested by the same traffic officer.

He was escorted to the provincial traffic department’s office in town and detained from around 10:00 until after 14:00.

Even though he repeatedly informed the officers that he had paid the fine and asked if they would allow him to go fetch his receipt, they refused. He was eventually allowed to leave when he paid for the ticket a second time.

Afterwards he was told to write a letter to the department, asking for a refund, since he said he was not satisfied with the whole process. Lakhana didn't understand why he had to rectify the department's mistake at his own expense.

On 5 December, the Limpopo Mirror contacted the provincial spokesperson for the Department of Roads and Transport, Mr Joshua Kwapa, and informed him of Lakhana's predicament, in the hope that his office might intervene in the case.

Kwapa neither acknowledged nor responded to

numerous emails which were sent to him. Each time the reporter enquired from Kwapa about the case telephonically, he responded that the case had been dealt with by the investigating team in his department, and that he had prepared a departmental response for the newspaper. “My laptop is giving me some problems, so I am unable to forward you what you want from our department,” he said at one stage.

However, days and weeks passed without any response from him, and the reporter kept on phoning him. He seemed to have had enough of the calls, for he soon appeared to ignore all calls from this reporter. The reporter then decided to take the matter up with Mr Kwapa's manager, Ms Jane Mulaudzi, on 17 January. But even that didn't yield any positive results, until Kwapa finally sent us his answers to the question raised in the media inquiry sent to him, after a lot of pressure, on 5 February, at 10:41.

In his response, he writes: “TCS is a system from Service Provider and is in a better position to respond to that [the reason why, 36 days later] the system was not updated to reflect that Mr Lakhana had paid a warrant. All receipts are submitted to TCS on daily bases (sic). What is common is that sytems (sic) sometimes commits (sic) mistakes”.

Kwapa also answered to the fact that Lakhana felt that it would be unfair of him to try and recover the money of the duplicate payment at his own expense as the traffic department was to blame and not he. He said: “Mr Lekana (sic) was not forced to pay [the fine] for the second time he was requested to go and collect proof of payment, unfortunately at the time he was requested he failed to comply, that is why he paid for the summons that was already paid. He is still not cooperating.”

Meanwhile, Lakhana denies Kwapa's claim that he had failed to comply. “Since January this year, I have signed many forms from the office in town, trying to recover my money,” said Mr Lakhana on Tuesday.

Now, two-and-a-half months after he first paid the fine, Lakhana indicates that the office has not refunded him yet. “The head of the department (Ms Shumani Labengwa) always says that it might take longer before I could finally get refunded,” he complains.

“These people seem not to respect me,” an angry, disappointed Lakhana says. “Look, I am a struggling businessman and going up and down to sign the same papers kills my business. Yesterday the lady (Ms Lavhengwa) came to my offices for me to sign more papers. She also requested me not to speak to newspapers again.”

Different structures discuss Musina IDP Another $20 bn investment in Venetia Representatives from different community structures converged at the Musina Nancefield municipal boardroom a fortnight ago to make their input into the integrated development plan (IDP) of the municipality.

Municipal Manager Johnson Matshivha says that, according to the Municipal Systems Act, every municipality has to prepare its own credible IDP, which guides it for five years.“In terms of the Constitution, the White Paper and legislation flowing from it, we are required to structure and manage our administration, budgeting and planning processes and to give priority to the basic needs of the community. We must also promote the social and economic development of the community and participate in national and provincial development programmes.”

Matshivha says the key IDP reflections include the municipality’s vision and special emphasis on the most critical development and internal transformation needs and an assessment of the existing level of development, which includes an identification of communities which do not have access to basic municipal services. “This will also help us to look at the development of objectives and priorities for our people, including our local economic development aims.There is also a need to scrutinize the development of strategies that are aligned with national or provincial sectoral plans and planning requirements binding on the municipality.”

He says that the municipality always includes its stakeholders when taking decisions to ensure a smooth link between planning and delivery through a detailed and concrete project-design process. “This gives sector specialists their appropriate role in the process, thereby contributing to a smooth planning implementation link. It also provides proposals with tentative target figures coupled with time horizons and costs estimates.

Integration of these projects ensures that the results of projects planning are checked for com-

pliance with the vision, objectives, strategies and resources and that they are harmonized.The harmonization process will result in a consolidated spatial, financial and institutional framework as a sound basis for smooth implementation.”

He encourages community members to participate in all municipal meetings to make sure that they are part of the planning and implementation processes.

The De Beers Group of Companies announced last week that it will invest approximately R20 billion (US$2 billion) to build a new underground mine beneath the currently operating open-pit Venetia Mine north of the Soutpansberg.

When completed, the new underground mine will extend the life of Venetia until 2042 and replace the open pit as South Africa’s largest diamond mine.

This announcement follows the receipt of the final outstanding regulatory clearances earlier this month.

The development and building phase of the underground mine is expected to create 1 000 jobs over the next nine years while open-pit mining operations continue. Underground operations will begin production in 2021, yielding approximately 96 million carats during the life of the mine, and securing more than 3 000 jobs. The project will employ semi-skilled and skilled workers, drawn primarily from the region and trained for the project, who will mostly be acquiring tech-

nical skills that will enhance the country’s technical skills resource base. The bulk of all equipment and services will be sourced in South Africa.

“Our investment in Venetia enables us to provide greater certainty around long-term supply for our sightholders, particularly those with manufacturing operations in South Africa. Our sightholders have significant investments in the local cutting industry and this new underground mine will provide a large and predictable supply of rough diamonds for decades to come,” said Philippe Mellier, CEO of the De Beers Group, in a press release.

Barend Petersen, chairman of De Beers Consolidated Mines (DBCM), said they saw this significant capital investment as another concrete example of their commitment to the South African mining industry, an industry on which the South African economy was built, following the discovery of diamonds in 1866. “Almost 150 years later, the country is a diverse economy,

while mining remains an integral part of the aspiration to build a more prosperous and equitable South Africa,” Petersen said.

The De Beers Venetia underground-project team has been assessing the safest and most economic options to extend the mining operations at Venetia and unlock the extensive ore reserves beneath the open pit.

“Venetia will play a major role in the future of De Beers and we have therefore been preparing for years to meet tight deadlines and high standards, so that Venetia Underground will be ready to begin producing South African diamonds by 2021,” said Phillip Barton, CEO of DBCM. The Venetia Mine underground project was approved in 2012 by the De Beers and Anglo American Boards. Environmental authorisation was granted in July 2012, and the Environmental Management Plan was approved by the Department of Mineral Resources in October.

The final outstanding regulatory clearances were obtained earlier this month.

Scorpion kills sleeping granny at Sengwe The municipal manager, Mr Johnson Matshivha, presenting the service delivery and budget implementation plan (SDBIP) of the municipality during the IDP meeting.

A 60-year-old woman from Sengwe village outside Beit Bridge died last week after having been stung by a scorpion while sleeping in her hut.

Mrs Kere Chaire died while being ferried to a local hospital.

The local police spokesperson, Insp Peter Zhanero, confirmed the incident. “On 11 February, the victim and her 14-year-old niece, Mary Musisinyane, were asleep in their hut. Suddenly, the 60-year-old screamed, prompt-

ing Mary to wake up. Mary lit a candle and saw a scorpion leave the hut."

It was later discovered that the scorpion had stung Mrs Chaire in the stomach. She died the following morning.

New album of Chauke soon available Multi-award-winning Xitsonga singer Thomas Chauke told Limpopo Mirror this week that, in 33 years, he had never disappointed his fans like he did last year.

He said he want to apologise to all his fans. “I have been loyal to them for the past 33 years, but against my will the recording company failed to meet the deadline to release my CD on time last December.”

He denied rumours that he and the recording company were at loggerheads about the release of a new album with bass guitarist Thomas Mathosi.

He confirmed they had reached an agreement and that the new release, Ximatsatsi 32 title Virus, will be available soon.

This king of Xitsonga music, popularly known as Xinyori since he started his music career in the 80s, has released an album every year, except last year.

He also received 13 Sama awards and more than 10 prizes from the SABC-based radio station Munghana Lonene FM. He was also awarded an honorary doctorate by the University of Venda three years ago.

Dedicated cop retires after 39 years The Waterpoort police station bade farewell to one of the long-serving members in the SAPS, W/O Aifheli Samuel Tshivhula, who retired from service on 31 January at the age of 60.

Tshivhula has retired after 39 years of service. He enlisted in the service in 1974 and was stationed at Randfontein. In the same year, he was deployed at the Kagiso police station and at Hekpoort in 1977.

By January 1978, Tshivhula had taken a transfer to work

at the Waterpoort community service centre. In 1981 he was promoted to the rank of sergeant.

He became a warrant officer in 1996, and all along he had been a detective commander in the investigating unit of the Waterpoort police. During a farewell ceremony organised by the Waterpoort police station for him and attended by friends and family members, Tshivhula thanked his family, colleagues and the community at large for the continued support which enabled him to perform his du-

ties and work appropriately.

“Loyalty helped me to remain focused and stay grounded in the police service,” Tshivhula said.

“I also advise all new police officers and those who still wish to join the SAPS to be faithful and understand the cause of policing.”

Waterpoort station commander Capt Samuel Moshapo described Tshivhula as a disciplined officer who performed his duties with diligence. “We wish him all the best as he retires from service,” Capt Moshapo said.

Three points for Basel FC Basel FC kept their title hopes alive by collecting the maximum points away from home last weekend.

They beat Modimolle Aces 2-1 in their Safa Second Division League match at the Ephraim Mohale Stadium in Modimolle on Sunday.

The victory leaves Basel in the third position on the log with 32 points, five behind the leaders, Baroka FC. Velile Mdaka and Obua Malaka scored the two goals for Basel in the 14th and 26th minute respectively. Aces reduced the deficit by one through Joseph Leopa towards the end of the first half.

Arsenal win local derby The local Safa Vhembe SAB derby between Madombidzha Arsenal and Madombidzha Western Stars ended in a 1-0 victory for Arsenal in a well-attended match at the Madombidzha grounds on Sunday.

It was evident from the start that Arsenal were going to collect full points as the hosts were outclassed in all departments. Stars fumbled at the goal finish on a continuous basis.

The killer-striker, Percy Munonoka, was the first player to cause an upset. Munonoka could not believe his eyes when his half-volley hit the woodwork and bounced back into the field of play. Two toddlers drown at Tshutshu Two three-year-old toddlers recently drowned after falling into wells in two separate incidents at Tshutshu village outside Beit Bridge during the past two weeks.

In one of the incidents, a toddler fell into a well after she was left playing alone at her homestead.

Local police spokesperson Insp Billie Dube said the young gril’s mother, Ms Concillia Gumbo, left home at 08:00 to fetch veg-

etables from the garden, leaving her daughter to play alone. The daughter followed her and fell into a 25-metre well inside the homestead.

“The well was covered with a zinc lid. When the mother heard the sound of the lid being opened, she went to check and discovered that her daughter had fallen in the well. We managed to retrieve her body,” he said.

In the other incident, a boy was left in the custody of his

grandmother when his mother went to the fields.

He went outside, and his grandmother remained in the kitchen, thinking he had gone to play.

A neighbour later informed the boy’s grandmother that the child had drowned in a nearby well.

“We advise parents to warn children against playing near water sources and to desist from leaving them playing without supervision,” said Dube.

A former Platinum Stars, Dynamos and All Nations coach, Mr Eddy Maisa, says he has a solution for South Africa’s soccer woes.

Masia (49) of Shayandima says if South Africa follows his advice, they will improve their position on the African continent and the world rankings.

With the vast experience he has accumulated over time, Masia is now ploughing back to his community.

He has started a soccer development project in Shayandima where he is busy training boys and girls from Under 8 upwards.

The Limpopo Sport Centre now has well over 100 children, who are mostly from disadvantaged communities but are determined to make it and be future stars. “Soc-

cer development has to start at an early age. We need to start preparing our own players from an early age, so that they will be able to represent us as a nation when the time is ripe. It is very disappointing to find a country such as ours being eliminated in the preliminary rounds in a competition like the African Cup of Nations, while we are the hosts.”

Masia said many of the children he was training had talent which, if properly nurtured, could make them future stars and ambassadors who could represent the country well in continental and world games. “We have a lot of raw talent which only needs to be explored and nurtured. We can produce the best from around here,” he said. He said he was also

encouraging many girls to take part in the sport as it was no longer a male-only sport.

“We also need women who will go out there and make us proud by representing us in provincial and national squads,” said Masia.

Masia said his charges were raring to go, but most of them could not afford the equipment needed in the sport. “We need support to make the dreams of these youngsters a reality. They have what it makes to be future stars, and all they need is help from the community,” he added.

SA/Zim set to finalise MoU to boost trade Zimbabwe and South Africa’s Small to Medium Enterprises (SMEs) are set to finalise a memorandum of understanding (MoU) between the two countries’ small enterprises and co-operatives early this year, in a bid to boost trade.

During a visit of the South African deputy minister of trade and industry, Ms Elizabeth Thabethe, to Zimbabwe last year, the

two countries agreed to enhance the development of small enterprises and co-operatives.

It was said that the Small Enterprise Development Agency of South Africa and its Zimbabwean counterpart would meet to discuss areas of co-operation and the possibility of signing an MoU by the year-end.

Shayandima disco Five and Flying Birds in unexpected draw Stars face Hunters One of the SAB League Stream D title chasers, Mahematshena Flying Birds, were unexpectedly held to a 1-1 draw by Shayandima Disco Five in their league match at Mahematshena on Saturday.

Flying Birds did not waste any time in taking the lead. In the third minute, their front runner, Dakalo Munyai,

opened his side’s account. Murendeni Mafenya dished a neat pass to Munyai outside the box and positioned himself well in anticipation of the return pass. Instead of returning the pass to Mafenya, Munyai chose to try his luck.

A few minutes later, Referee Kenneth Makondo warned Phathut-

shedzo Mafhali of Disco Five with a card. Makondo ignored the referee’s whistle and kicked the ball long after Makondo had blown the whistle.

Mufhati Simani of Flying Birds was also cautioned for obstructing Talukanyani Bugane early in the last half.

Realizing that Mufhati’s conduct was likely to give rise to his dismissal, they soon replaced him with Pfunzo Mudau.

Disco Five took control of the game

in the last half, making it difficult for the defence of Flying Birds to breathe.

Walter Netshimulu of Disco Five was brought down within the penalty area.

That prompted Makondo to award Disco Five a penalty.

Elekanyani Murwamadala scored from the white spot. Disco Five continued to put pressure on the opponents in their search for the winning goal, but they were unfortunate not to clinch the game.
