N1-crash claims 14 By Isabel Venter A macabre scene awaited rescue workers rushing to attend to the injured during Sunday morning’s horrendous bus accident along the N1 north, just outside of Louis Trichardt. Initially the accident, which occurred just past the controversial Witvlag turnoff, claimed 13 lives at the scene. The number of fatalities increased to 14 after the death of a woman who had been admitted to the Louis Trichardt Memorial Hospital for treatment. According to information available, the Trans-Africa Lux-bus was sent to fetch passengers after their original bus had broken down just outside of Musina. The passengers were all Zimbabweans on their way to Johannesburg from Bulawayo. (Contd on P3)

Carl Arthur Henning (45) van die plaas Moddervlei en Thomas Mpho Mudau (34) word daarvan beskuldig dat hulle op 5 Feb ruarie 2009 ‘n prokureur op die plaas aangerand het. Henning is sedert 2003 die bestuurder van die plaas, in samewerking met die Moddervlei Vereniging van Gemeenskaplike Eiendom (VGE), met Mudau as huidige voorsitter. Die prokureur, Eddie Shir hami Shirinda, het tydens ‘n vorige hofverskyning aangevoer dat ten minste 10 mense hom op die plaas aangerand het en sy selfoon beskadig het. Henning en Mudau was glo deel van die groep. Daar is besluit om net Henning en Mudau aan te kla, nadat die Direkteur van Open bare Vervolging beslis het dat daar op die oog af net ‘n saak teen hulle is. Shirinda het getuig dat hy saam met sy kliënt, Mack Nku na, op die betrokke dag ‘n be soek aan die plaas gebring het om oor begrafnisreëlings ten opsigte van Nkuna se tannie te onderhandel. Volgens Shirinda het Henning geweier dat die vrou op die plaas begrawe word, ten spyte daarvan dat die Grondeisekommissaris toestem

ming daartoe gegee het. Dit is toe dat dinge glo skeef geloop het. Nkuna het getuig dat Hen ning, saam met Mudau en ander plaaswerkers, hom gegryp en aangerand het, voordat hulle hom van die plaas verwilder het. Shirinda het aangevoer dat hy op die plaas was saam met Nkuna om Henning mee te deel dat die Grondeisekommissaris skriftelik beveel het dat die vrou daar begrawe mag word. Hy het aangevoer dat die Wet op Grondeise die Betredingswet troef en dat nie Henning of Mu dau hom regtens van die plaas kon verjaag nie. Tydens Maandag se hofver skyning het Henning en Mudau se regsverteenwoordiger gevra vir ontslag van die klagte teen hulle. Hy het aangevoer dat Shirinda sy getuienis aangedik het en sy saak op gebrekkige bewyse probeer bou het. Daar is volgens hom geen bewyse voor die hof gebring dat Shirinda fisies aangerand is in die vorm van ‘n doktersverslag nie. Die selfoon is ook nie deur Shirinda ingehandig by die Hof nie. Landdros N. A. Mudau het egter die aansoek afgekeur en beslis dat Shrinda ‘n prima facie saak van aanranding het. Na aanleiding van die hof se besluit is Henning na die getuiebank geroep. Henning het getuig dat Shi rinda se kliënt persona non grata op die plaas was. Daar was ‘n algemene kennisgewing op die plaas uitgereik dat Nkuna nie

op die plaas toegelaat mag word nie. Dit was, volgens Henning, omdat Nkuna glo gedreig het om hom, sy pa en ook Mudau, dood te maak. Hy het verder getuig dat Nkuna bitter was, omdat hy uit sy hoedanigheid as vorige voorsitter van die Moddervlei VGE gestem is. Twee dae voor die beweerde aanranding plaasgevind het, het Nkuna glo die VGE toestem ming gevra vir die begrafnis, wat egter afgekeur is. Henning het getuig dat hy die Grondeisekommissaris se brief Maandag vir die eerste keer in die hof onder oë gehad het, om dat Shrininda die betrokke dag die brief net rondgeswaai het en nooit die inhoud bekendgemaak het nie. Volgens die brief, wat in die hof voorgelees is, het die Grondeisekommissaris nooit toestemming gegee tot die be grafnis nie, maar bloot gevra dat die bestuurder van die plaas die VGE moet vra om hulle besluit te heroorweeg in die hoop dat hulle tot ‘n meer gunstige besluit sou kom. Shirinda, het Henning getuig, is van die plaas begelei toe hy geweier het om self die plaas te verlaat. “Hy het nie ‘n geveg opgesit nie, maar terwyl ons gepraat het, het hy [Shirinda] gesê hy sal ons ‘n les leer,” het Henning getuig. Henning en Mudau se saak is uitgestel tot 11 Augustus, nadat die Hof se tolk weens persoon like redes nie kon voortgaan met die saak nie.

N1-crash claims 14 (Contd from P1) According to one survivor, the bus was going very fast and the driver did not even have time to respond to passengers’ frantic questions before the bus skidded off the road and crashed over the safety rail, rolling down the embankment. In die Zoutpansberger van 24 Junie is die Makhado Munisipaliteit se woordvoerder, mnr. Louis Bobodi, gevra vir kommentaar oor die wettelose verkeerstoestand op die dorp en die algemene gevoel dat die munisipale verkeersafdeling weinig of niks doen om die probleem aan te spreek nie. Bobodi het geantwoord dat, alhoewel hulle ‘n personeeltekort het, hul verkeerspersoneel wel sigbaar is en hul werk doen. Tog, in die vier-uur periode oor die twee dae is geen

verkeerspersoneel waargeneem by enige van die kruisings nie. Daar was wel een verkeersvoertuig wat amper gestop het by die kruising by Krogh- en Ruhstraat. Bobodi is na afloop van die ondersoek weer gevra om kommentaar te lewer. Hy was steeds onwrikbaar in sy siening dat die munisipale verkeersafdeling wel hul werk doen, te midde van personeeltekorte. Hy het ook bygevoeg dat dit onder sekere omstandighede nie goed is vir motoriste om verkeersbeamptes te sien nie, want “dan word hulle nie verwag nie.” Lesers sal egter maar self moet besluit of die munisipale verkeersafdeling hul werk doen. Daar is ook ‘n paar somme gemaak ten opsigte van inkomste wat die munisipaliteit kon verdien het as hulle daadwerklik ‘n poging sou aanwend om moto riste wat nie stop by stopstrate nie vas te trap en te beboet . Met ‘n boete van R1 500 vir die versuim om te stop by ‘n stopteken, is daar uitgewerk dat die munisipaliteit nagenoeg R400 000 sou geïn het in die vier-uur periode. Oor ‘n periode van 'n jaar kan dit die munisipaliteit miljoene in die sak bring, wat weer aangewend kon word vir instandhouding van infrastruktuur.

Reaction

Letter a wake-up call for municipalities Mr. Chrisjan van den Berg, chairperson of the Soutpansberg Rate Payers Association (SRPA), said that the letter written by their deputy-chairperson, Mr. Solly Maano, should act as a wake-up call for both the Makhado Municipality and the Vhembe District Municipality (VDM) with regard to the continuous water shortages in their areas of jurisdiction. In the letter, dated June 30 and addressed to the mayor and municipal manager of the Makhado Municipality, Maano states that “since the dawn of a new democratic government, the Vhembe District is experiencing very severe water shortages and all this mostly because of the Vhembe District Municipality’s incapacity and seeming lack of commitment from its senior officials.” The letter follows on the

heels of the Department of Water Affairs and Forestry's annual Blue and Green Drop reports. (See reports on P6 and P7 of this edition) Maano states that everyone knows that bulk water and sewerage services for the four municipalities, namely Makhado, Mutale, Musina and Thulamela, fall under the VDM. “As residents of Makhado Municipality, it is very disturbing and disappointing to see residents in Nzhelele, Mulima, Waterval and Louis Trichardt without water. Residents in Louis Trichardt receive water for a few hours daily. The big question is, when will this suffering come to an end?” Maano states in the letter. Maano further argues that it is high time that the four municipalities give the VDM an ultimatum with regard to each providing services to their own

communities. “…if VDM cannot handle water, they should hand bulk water supply back to the four local municipalities – plus any monetary allocation received from National Treasury or any other sources intended for bulk water supply,” Maano states. With regard to the letter, Van den Berg asked why residents of Louis Trichardt should keep on paying for water if they were not getting any service? He added that the only solution for ratepayers was to join the Soutpansberg Rate Payers association en masse. “Only when more than 50% of the town's residents are members of the SRPA will we be in a position to force the Makhado Municipality and the VDM to provide adequate water for our town,” Van den Berg said.

Rhino poacher sentenced to eight years A rhino poacher was sentenced to eight years' direct imprisonment by the Waterval Magistrate’s Court last Friday. Robert Ndou (48) was charged with single counts of the posses sion of ammunition, trespassing and catching a specially protected wild animal respectively, fol lowing an incident in November 2009. Ndou was caught hiding under a tree near the carcass of a female rhino on Eckland Farms. Samuel Kata, a farm worker, alerted the farm manager, Monty van Niekerk, after he heard a shot. The police were notified and the area was searched very thor oughly. The search party also

included the help of local busi nessman Brink Schlesinger’s helicopter. After a while, they managed to find a set of tracks which they followed to the location of the dead rhino. Near the carcass of the rhino, a calf was found and rushed to veterinary services. The horns on both the cow and calf were still intact. The calf was not physically harmed. However, the value of the cow was determined at about R500 000. When police searched Ndou’s home the following day, four rounds of ammunition were found. This included .308, .458 and .410 rounds, as well as one

round for a 12-gauge shotgun. During his trial, Ndou pro claimed his innocence and said that he had never poached the rhino. He also claimed the ammu nition that was found in his room was given to him by his employ ers. Ndou worked as a part-time skinner on the neighbouring farm Old Days. Ndou was found guilty on the first charge and sentenced to eight years' imprisonment. On the charge of trespassing he was found not guilty, while he was found guilty for the possession of illegal ammunition, for which he received a two-year prison sentence, which was suspended for five years.

Report shows Vhembe is the worst performer when it comes to waste water The Vhembe District Municipality is the worstperforming water-service authority (WSA) in the Limpopo Province, with all of its 15 wastewater treatment plants labelled to be a high-tocritical risk.

This was the finding of the Department of Water Affairs’ (DWA) annual Green Drop Report for 2010/11, released at the end of June. The Green Drop certification programme was launched by DWAF in 2008 as an incentive-based regulation

system to improve waste-water management in all nine provinces. “From a regulatory viewpoint, Vhembe waste water services pose a significant risk to public health and the environment,” the report states. The 15 waste-water treatment plants in Vhem be’s area of jurisdiction are Louis Trichardt, Waterval, Hlanganani, Elim/Orbal, Siloam, Makhado, Vuwani, Vleifontein, Thohoyandou, Malamulele, Mhinga, Tsifulanani, Mutale, Musina and Nancefield.

When comparing the 2011 report to that of 2010 and 2009, one can see that, the same as with 2010, all 64 systems were assessed, compared to the 37 in 2009. This year, five systems achieved Blue Drop Certification, compared to the three in

2010 and zero in 2009. It was also found that 31,3% of all systems are now in excellent and very good state, compared to the 14% in 2010 and 0% in 2009. A Blue Drop Certification was awarded to the Modimolle Municipality (Magalies Water), with two Blue Drop Certifications for the Mopani Dis trict Munic ipality (Le pelle Water and Greater Tzaneen Municipal ity). Polokwane District Municipality (Lepelle Water) also received two Blue Drop Certi fications. Polokwane Municipality was also the top achiever in the province, with a 92,61% Blue Drop score. “The trend analysis indicates that Limpopo is succeeding in improving its Provincial Blue Drop score slowly but methodically over time. The provincial scores increased from 40,8% (2009) to 54,9% (2010) to 64% in 2011,” the report states.

Soutpansberg Astronomy Club invites residents to join them for an evening of stargazing on Saturday, July 23, from sunset onwards. “Above us will be the constellations Scorpius and Sagittarius, with loads of deep-sky objects to point telescopes, binoculars and cameras at. Looking northwards, the constellations Hercules, Lyra and Aquila, with a variety of objects to look at, beckon. Fire fighters assist elderly Staff of the local firebrigade in Louis Trichardt put their 67 minutes of community service on Madiba’s birthday to excellent use at Our Home old-age home. The diligent firefighters donated their time and energy by preparing the walls of a dormitory, which is to be re-painted. The manager of Our Home, Mrs Kittie de Bruin, had high praise for the venture, which came as a welcome surprise.

“We urgently need the renovated space and our friends from the fire brigade’s assistence to expedite the project came at exactly the right time. We really appreciate this wonderful gesture,” she said. Smiling men and women in high spirits under the exemplary leadership of the fire brigade’s chief could be seen energetically sanding down the walls in the old-age home on Monday, in celebration of Nelson Mandela’s brithday.

Miskien moet mense ietwat meer “brandbewus” op die volgende let: In elke woning behoort ten minste een groterige venster, verkieslik by die hoofslaapka mer, van oopmaakbare of oop skuifbare diefwering toegerus wees. Die sleutels hiervoor moet vinnig, maklik en aan alle inwoners bekend en verkrybaar wees. Onthou veral dat wanneer ‘n woning brand, alle elektriese kragtoevoer reeds daarmee heen is. Is u gelukkig om wel betyds wakker te word, bevind u uself in pikdonker, rookgevulde om standighede! Dit is noodsaaklik dat elke bedkassie langs elke bed van ‘n werkende flitslig voorsien moet wees.

Oefen u gesin gereeld in op tredes wat gevolg moet word in noodgevalle. Neem veral kennis van die volgende: Die beste bron van beskik bare suurstof is so na en laag as moontlik aan die vloerop pervlakte. Onthou veral dat, in die geval van brandwonde, die velopper vlaktes met oorverhitting be skadig is. Probeer deur vinnige afkoeling, veral met koue water of ysblokkies, die hitte weer tot normale temperatuur terug bring. Vermy die gebruik van olies. Staal uself daarteen om terug te storm in ‘n brandende wo ning om een of ander kosbare besitting te red! ‘n Stel kospotte as geskenk van jou skoonma is dit nie werd dat jou verbrande liggaam in die kombuis gevind word nie. And then they ask me where’s the logic ...

know, I know, people often say women lack rational, logical thought. I sometimes think they’re right, given the emotional responses we of the “weaker sex” come up with in so many situations. The maternal instinct that surfaces when we see something or someone weak and vulnerable. The protective instinct when our children are threatened or unjustly (or even justly) accused. The urge to wipe the sneer off the face of some jerk who thinks he knows better just because he has the physiological apparatus of a male … Fact is, no proof exists that women don’t possess logic. If that were true, no woman would ever rise to a position of power or leadership. We would forever be doomed to be barefoot and pregnant in the kitchen, waiting for hubby or boyfriend to come home, so we could cater to his every need. Our jobs would be of the menial kind, requiring little intellectual stimulation or mental gymnastics. Nope, we certainly wouldn’t need logic for those. Which brings me to the point I want to make. We all know it’s a man’s world, right? They’ve got the market cornered on logic, right? Right? Well, if that’s the case, why is there such a lack of logic in my man-run world? We are living in a democracy, with a constitution that is one of the most progressive in the world, with equal rights for all.

No discrimination on the basis of race, religion, gender, creed, abil ity, etc. A free-market economy, where a poor man (by virtue of using his logic, drive, ambition, savvy, business sense - call it what you will) can rise above his circumstances and prosper. Same for a woman (despite our so-called lack of logic). All because we live in a logical, structured world where we respect each other’s rights. Right? If that is true, why are some women still deemed less worthy of adequate remuneration than their male counterparts for the same job and effort? If women don’t drive as well as men, why do some insurance companies provide the same cover as for men, but at a reduced rate? Why do we read about more men than women who are dragged to court on corruption charges? Why don’t we read about female rappers who are involved in drag racing accidents where young people die? Why don’t we read more stories about men who are raped or humiliated in a sexual way because of what they wear? (If men ran the risk of being sexually humiliated because of what they wear, boy oh boy, some wouldn’t poke their noses out the door…) In this so-called “logical” world, people have no respect for the law – right from the very top where billion-rand transactions are

made under shady circumstances and allegations of bribes, down to the people who no longer stop at the stop signs in my town or park like the dog’s arse. In my bank or supermarket, I am often forced further and further down the queue because people just materialise in front of me, and when I dare to protest, I am told that he/she was there an hour ago, but just had to pop in to Pep Stores or the post office or another queue in another part of the province quickly to do something else. “I was just here…,” they tell me, even though I had been there for the last hour, with the same people in front of me (must be something wrong with my glasses, the # %^&* bifocals). In this so-called logical world, the government of the day grants the license for a company to mine a natural resource in a sensitive area, welcoming the jobs that this venture will create and the prosper ity it will bring to the region. A few months later, that same government denies that same company a water license because it poses a threat to the environment. Another few months later, that government sud denly grants the water license, no longer worried about the impact the mining will have on the environ ment or the water supply (it’s be cause they don’t do washing, these bastards. If they had to carry 25 litres of water on their heads over

five kilometres every day, it would be a different story). In this so-called logical world, the electricity supply company mothballs a number of power plants because keeping them open is too expensive, and they remain that way for well on 20 years. Then, suddenly one day, the company finds out that the country is experiencing a shortage of elec tricity (never mind the excess it’s selling to neighbouring countries). Over the course of three years, it has to increase electricity tariffs by more than 100% to be able to build new power stations ( I suppose the old, mothballed ones smelled too much of naphthalene for people to work there). And then, just to drive home the point that we, the saps on the ground who have to foot the bill, are too stupid, common and ordinary to listen to, the directors vote some nice raises in salary for themselves – some up to 500%. (Let’s see, if your salary was R200 000 p.a. before the raise, Joe Public will now pay you a cool R1 000 000 a year, if my logic serves me correctly. Oh, riiiight! … I don’t have any). Well, if that’s the kind of logic to be found in this world, I’d rather go without! But I suppose that’s what I get for being an ordinary woman …

At a graduation ceremony held at Wits University on July 19, Mr Takie Makananisa of Louis Trichardt received his Masters of Management degree. His thesis was supervised by very well-known Wits Business School Professor Susan Booysen. Makananisa graduated for his first Masters degree from the University of California (USA). He has already submitted his proposal for PhD studies, which resume early in 2012 with Wits Business School. He will be supervised by the Economics and Public Finance professor, Mohammed Jahed. Ferdie Vorster. Volgens Vorster het hulle reeds die bewoording van die gedenkplaat wat op Ford Hendrina was bekom en is hulle in die proses om ‘n nuwe plaat te maak. First, without a doubt, would have been a dramatic collapse in the value of the Rand. Second would have been a long, cool harvest season and third would probably have been a little more life in the domestic market. Of these three, only the last-mentioned wish shows any prospect of being granted. The Rand strengthened over the festive season, weakened briefly in February, and now appears to be steaming ahead at exchange rates which make most exports unviable. From 1994 onwards, South African producers have set their foreign selling prices in the currency of the importing country. As long as the Rand weakened, they earned ever more money from their hard currency price points. All that began changing in 2002 and by late 2010 – as domestic inflation pushed up producers’ input costs while the strong Rand brought in less money – the situation reached a real crisis point. To make matters worse, the vintage this year has been difficult – though the quality looks good. Happily for the Cape’s wine producers, the local market is beginning to recover some of its buoyancy, making it possible for many of them to invest in visiting consumers around the country to show them their latest releases. The Old Mutual Limpopo Wine Show is a direct beneficiary of the changing domestic market. As the country’s leading wine producers look to where the greatest potential for growth is, the evidence of economic activity, of tourism and of a growing level of wine interest points

to Limpopo Province as a market with a great growth potential. Young Fins enjoy African hospitality Two blue-eyed Finnish girls, Kaisa Jalonen and Essi Jormakka, joined learners of Louis Trichardt High School as short-term Rotary exchange students. Kaisa (17) was excited about her visit to the Kruger National Park with Francine Grobler and her family. “We saw all of the big five!” says Kaisa. Kaisa hails from Sastamala in the province of Western Finland, a town with some 24 000 residents. She landed in South Africa on June 18 and celebrated her seventeenth birthday the fol lowing day. “On a sadder note, Kaisa watched the Blue Bulls lose their match against the Sharks on Loftus,” says Francine, a staunch Bulls supporter. Less stressful than the match were the shopping trips, which Kaisa enjoyed. “Things are very cheap here,” she says. During the previous term, Kaisa, who wants to become a nursery school teacher, spent a day in the Grade 1 class of Ms Luzelle Brown of Louis Trichardt Primary School. The differences in weather and school culture are popular topics of discussion. Both Kaisa and Essi remarked on the “warm” winter weather in South Africa as compared to their cold, dark win ters. “But your houses are very cold,” said Kaisa, with Essi adding that the classrooms are also very cold. Their students do not wear school uniforms and they found the students here very friendly and noisy, whereas the Finns are normally described as quiet and shy. “Here they kiss and hug you, while we would just say ‘hi’. People are open and friendly,” says Essi. The school periods are also much longer at her school, being 90 minutes each. “Here I hardly sit and there goes the bell again!” say Essi, who wants to study to become a doctor. “I am so proud; I did bungee jumping!” says Essi. She jumped off the Bloukrans Bridge at Ts itsikamma, at 216 meters the highest commercial bungee jump in the world. That formed part of her two-and-a-half-week holiday with Vinita le Cornu and her family, visiting Sun City, Augrabies Wa

terfall, Lambertsbaai, Die Strand, Oudtshoorn and Addo Park. They travelled 5 700 km. “I touched a cheetah at the Cango Wildlife Ranch! It was such a great feeling, with this huge cat purring,” says Essi. Essi (16) resides in the town Pieksämäki, in the province of Eastern Finland. The town has a population of nearly 20 000. She arrived in South Africa on June 26 after a 12-hour flight. “We took a pillow and blankets when we fetched Essi, so that she could sleep on our way to Louis Trichardt,” Vinita said. One thing that really caught Essi’s attention is the lovely food. “The chocolate pudding is very nice. We don’t have puddings there,” says Essi. She is eager to have Vinita with her in December. “I am looking forward to showing her my life. Here I have seen her normal life,” says Essi. Essi will board her return flight on August 5 and Kaisa a week before, on July 29. Francine is just as enthusiastic about visiting Kaisa in Finland in December.

‘n Groep vrywilligers het Saterdag (16de) gehoor gegee aan die Kankervereniging van Suid-Afrika se oproep en ‘n eie ondersteunings kantoor in Louis Trichardt op die been gebring. Die komiteelede is verkies tydens ‘n vergader ing, in samewerking met KANSA Polokwane, by die Soutpansberg Dorpswag se kantore. Tydens die vergadering is besluit om die vrywilligers in twee groepe te verdeel, naamlik ‘n skakelkomitee en die CANSA Relay for Life-komitee. In lyn met KANSA se beleid glo die skakelkomi Kultuur

tee dat die stryd teen kanker oorwin kan word deur die hulp en ondersteuning van die gemeenskap. Hulle sal dus kankerpasiente en hul naasbestaandes bystaan met die nodige hulp en ondersteuning, soos pasiëntversorging en leiding tydens die lang en moeisame proses. Die Relay for Life-komitee sal verantwoorde lik wees vir die beplanning en koördinering van KANSA se jaarlikse projek met dieselfde naam. Dit is ‘n jaarlikse gemeenskapsgedrewe deurnagprojek, waarin die hele gemeenskap betrek word om ‘n ver skil te maak in die stryd teen kanker. Broodnodige fondse word geïn tydens dié projek. Die Generaal Piet Joubert Voortrekkerkommando in Louis Trichardt beplan om weereens ‘n aangename program aan te bied om Erfenisdag te vier. Die erfenis pretdag word vir 24 September beplan. Die tema sal Wild jag en wildsgeregte van toeka tot nou wees.
