Husband the prime suspect The residents of Mpheni-Vhutuwangadzebu Village outside Elim are still stunned, following the arrest of Wilson Tshikondela (69) in connection with the murder of his wife, Ms Selinah Nakeng. She was allegedly stabbed and killed while sleeping at night last week.

The story appeared on the front page of last week’s Mirror. The 56-year-old Nekeng was staying with her husband, Tshikondela, in a three-roomed shack.

Their four grandchildren were sleeping in another room when Ms Nakeng was

murdered. Tshikondela insisted during Mirror’s visit to his home last Tuesday that he was fast asleep and could not hear anything, not even a scream, when it all happened. He is now facing a murder charge...

He told Mirror that he only saw a mark (footprint) of a shoe, which the person who he alleged had killed his wife was wearing.

W/O Kedibone Mabatha, spokesperson for the Waterval police, confirmed that Tshikondela was arrested last Thursday.

He added that information provided by

members of the community connected the accused to the case. He added that the police investigation was still continuing.

Thikondela briefly appeared in the Waterval Regional Court on Tuesday and the case was postponed to July 25. He remains in custody. Two men, Vincent Ndzavela and Nhlahla Ishmael Honwani (both 35) from Mpheni, appeared with him in connection with the case. They are also in custody.

Nakeng was laid to rest at the village’s cemetery last Saturday.

Louis Trichardt’s Kahludi in Idols’ Top 15 Louis Trichardt has a rising star who made it through to the top 15 of the popular Idols competition. He is the 29-yearold Kahludi Happy Malele.

Kahludi started his journey in Polokwane, where he was awarded a golden

ticket, together with nine other contestants. Out of the thousands of contestants who auditioned in Polokwane’s Peter Mokaba stadium two weeks ago, they were the only ones who made enough of an impression on the judges to be allowed through to the next round.

The golden ticket meant that Happy proceeded to Sun City, where the rest of the contestants with golden tickets countrywide were to compete against each other for the Top 15 slots. After what is known by the contestants as the “hell” week in Sun City, he managed to secure a spot in the Top 15. From this coming Sunday onwards, Kahludi will be part of the live shows.

Before the event, ministers, deputy-ministers, premier Cassel Mathale and his MECs performed community work in villages and schools around Giyani. This was in response to the call for people everywhere

to celebrate Mandela’s legacy by acting on the idea that each person has the power to change the world and do something good for someone else.

Accolades for local circumcision surgeon A Limpopo circumcision surgeon, who has run successful circumcision schools in different villages without fatalities for the past 26 years, has become the toast of his people.

Robert Mutshimbili Nethonzhe (52) of Tswinga outside Thohoyandou circumcised 995 intiates at Mhinga outside Malamulele. Unlike at other schools, where some surgeons absconded or deaths occurred, and with some even being illegal, Nethonzhe’s has been hailed as the best-run school in the district.

All the initiates came back home safely. Upon his return, Nethonzhe entered the chief’s royal residence like a king, with women singing praise songs in recognition of the good work he had done.

He and his entourage were welcomed at the local traditional leader’s residence amidst ululations by parents and members of the community. To show their gratitude to the surgeon for a job

well done, the community and Munna Ndi Nnyi (“Who is the real man”), a non-governmental organization which was also overseeing the schools through their programme, Culture and Health, organised a mammoth party to thank the surgeon.

Of the welcoming party, Munna Ndi Nnyi Men’s Forum chairperson Mr Bardwell Mufunwaini said it was rare to find a school as professionally run as that of Nethonzhe. “We have been monitoring these schools as an organization that strives for the wellbeing of the children. We would like to see these initiates grow up to be responsible people who will play a role in the community,” he added.

Mufunwaini said some surgeons did not follow the rules and this led to initiates’ having to be taken to hospital, thus exposing the tradition even to women.

When asked as to how he had become a successful surgeon, Nethonzhe was quick to point out

that he had studied the trade at a very young age under the guidance of his late father, Phineas Ramala Nethonzhe. “I was only seven years old and an initiate at the same school, when my father taught me the tricks of the trade,” he said.

He said his father passed away in 1980 and there was a four-year break when no school was being run. Nethonzhe’s big break came in 1985 when he hosted a successful school.

“My record is clean; I just hope that my children will follow in my footsteps and continue to do the good work. This is an inheritance that the family cannot do without.”

According to Chief Vusani Netshimbupfe, the chairperson of the House of Traditiolnal leaders tasked with circumcision schools, there were 306 schools in the province this year. He said they hadsuffered two fatalities this year and one illegal school had been disbanded.

14 Zimbabweans killed in bus accident dike confirmed afterwards that 48 passengers were taken to the Louis Trichardt Memorial, Elim and Siloam Hospitals. Of these, nine were critically injured.

The last patient to be rescued from the bus was a passenger pinned down by the wreck. Thirteen passengers, amongst them a little girl, were declared dead on the scene. The N1 had to be closed for several hours to allow recue workers to remove the bodies and clear the road of wreckage.

A special team of forensic investigators arrived just hours after the crash to determine the cause of the accident.

On Monday, the Department of Roads and Transport confirmed that an independent team of accident investigation and reconstruction specialists had also been appointed to look into the circumstances that led to the accident. This team was apparently appointed as a result of allegations that the South African bus was unroadworthy and without a license disk. The department also indicated that the company’s other buses will also be inspected.

By Tuesday, police were still identifying the deceased with the help of family members and the Zimbabwean embassy. Their names will be released as soon as all the next of kin have been notified.

A macabre scene awaited rescue workers rushing to attend to the injured during Sunday morning’s horrendous bus accident along the N1 north, just outside of Louis Trichardt.

Initially the accident, which occurred just past the controversial Witvlag turnoff, claimed 13 lives at the scene. The number of fatalities increased to 14 after the death of a woman who had been admitted to the Louis Trichardt Memorial Hospital for treatment.

According to information available, the TransAfrica Lux-bus was sent to fetch passengers after their original bus had broken down just outside of Musina. The passengers were all Zimbabweans on their way to Johannesburg from Bulawayo.

They arrived early in the hospital’s main kitchen for a short meeting with the kitchen staff on hygiene issues and how the kitchen equipment operates. Residents seek divine intervention Several churches from in and around the Bungeni area gathered last Thursday to pray that the deaths due to vehicle accidents and disease would stop.

The church members believe that a strong desire and faith are the only things necessary to cast away the evil spirits that they believe have caused all the recent deaths in the area.

A large group of women and men marched for about two kilometres, singing praise songs and praying that the evil spirits be removed from the area. The march started at the Bungeni Tribal Authority and stopped at the Diza Complex.

The Waterval police monitored the action and escorted the church members to ensure

their safety. According to one of the people who took part in the march, Miss Rachel Shirengwani, this was prompted by the large number of deaths that have occurred in the region. The death toll among pedestrians was especially severe, and many died while crossing the road along the Basani and Diza road.

“We have realised that many people were knocked down while crossing the road, and we decided to start marching while praying to cast out evil spirits. Some people who went to the hospital to seek relief never came back, even if it was for a minor illness,” said Miss Shirengwani.

She mentioned that they had embarked on a similar march last year, because they were losing

many pedestrians on the Basani to Diza Road.

She said since they had done that, they had seen a huge difference. “Our efforts were remunerated, as we have not heard of anyone dying in an accident on that road since (the march),” she said.

Early last month, a horrific accident occurred on the R578 main road in Bungeni, just past Bungeni Big Tree lodge.The accident claimed the lives of several people, including that of an unborn baby. A private car collided with a hearse believed to be transporting a corpse for burial.

Shirengwani believes that, with the power of prayer, things can change.

“Do not waste time with petty squabbles”- Mphaphuli Vho Thovhele Gole Mphaphuli, one of Limpopo’s powerful traditional leaders who has been in and out of the courts with the local Thulamela municipality over land, has extended an olive branch to the municipality.

Mphaphuli, who has more than 70 chiefs under his rule, made the call for the municipality to work in consultation with him during his visit to the village at the weekend.

It is part of his programme of visiting his subjects in order to gather first-hand information from the residents.

Addressing residents at Maniini-Tshikovha during the Tshikovha Day Celebrations, Mphaphuli said the time had come that frequenting the courts over land should be substituted by service delivery to the people.

“We have wasted a lot of time through

petty squabbles. We should start thinking beyond that and work for our people; we want development in this area.”

Mphaphuli said he had no problem with investors lured by the municipality working in his area, as long as he received his royalties.

“We have big areas for development, but we will not release the soil if outstanding matters concerning soil are not addressed first. We have villages such as Tswinga and Tshilungoma which could be used for development,” he said.

Mphaphuli also seized the opportunity to warn his subjects against taking the law into their own hands. Recently, angry community members evicted a family whose son is suspected of having a hand in the brutal killing of a local resident.

Mphaphuli said he understood that people sometimes became angry, but they should

not allow their anger to rule them. “We are calling on all of you to uphold the rule of law. We would also like to see you give the police a chance to work on cases in this area without interference,” he said.

The local civic leader, Ms Tshimangadzo Mukomafhedzi, told the leader that the area was still underdeveloped in terms of infrastructure. She said they were still facing challenges when it came to roads in the village which had been washed out by the rain.

She also said there was a need for a clinic, electrification of certain parts of the village and supplying water in some areas.

The local traditional leader, chief Gilbert Tshikovha said he was excited by the visit.

“We have challenges which we cannot address ourselves as juniors, but when our senior traditional leader visits, we know things will run smoothly,” he said.

Controversial RDP project completed The residents of Tshikota Township outside Louis Trichardt are rejoicing, following the completion of a long-awaited RDP housing project. The project, comprising 170 RDP houses, which was started six years ago, was eventually completed. This has brought hope to 170 families that did not have proper roofs over their heads.

The project was started in 2005 by Areageng Construction Company, which was unable to finish the houses. The department then terminated its contract with the company. The company had only managed to complete eight houses, which were also not up to standard, leaving empty slabs lying unattended at the site.

After the intervention by the MEC for Local Government and Housing, Mr Soviet Lekganyane, a new construction company, TESSET 13, was appointed to finish the houses. The company then demolished the eight houses that had been left incomplete and started the project from scratch.

Lekganyane, who had visited the township, said: “Harsh actions will be taken against contractors who do not finish their job when given projects,” he said.

“I know that there are people who have been waiting for their houses since 1994. This was because the developers or contractors that were appointed had failed to complete the houses,” said Lekganyane. Community members praised him, saying that he was a man of his word. “We really appreciate the efforts shown by Lekganyane, who intervened for our houses to be built,” they said.

One of the beneficiaries of the houses, Ms Elisa Ramabulana (54), who did not have a place to stay, is now a proud owner of a four-bedroom RDP house. “I am so excited and overjoyed. I did not have a place to stay and I only relied on renting, which was very expensive. It is really a good thing, now that I have a place to stay,” said Ramabulana. She had always dreamed of owning a house of her own. “This is just a dream come true for me,” she added.

Some people have already moved into their houses. A community liaison officer at the project, Mr Ngwako Mothleketlela, is now appealing to those who have not yet collected the keys for their houses to contact him immediately.

Computer certificates for Viva students Students of the Viva Technological Centre received their computer certificates at a ceremony held at Tshakhuma a fortnight ago.

Man rapes granny A Beit Bridge villager, who had raped his 80-year-old granny in her home before he was caught after falling asleep after the attack, was sentenced to 16 years in jail.

The 30-year-old man, who admitted he had known the old woman “since birth,” was convicted of rape by a magistrate, Ms Fadzai Mthombeni.

The man, of Madabe village outside Beit Bridge, will serve an effective 14 years, after two years of the sentence were conditionally suspended for five years.

It was testified that the man, a brick moulder, had unlawfully entered the old woman’s sleeping hut on the night of July 9. He found the woman in her bed clothes and threatened her with death if she made any noise.

The court heard that he covered the granny’s mouth with one hand before raping her. After waiting a few minutes, he raped her a second time before falling asleep by her side. The woman sneaked out and raised the alarm.

Police found the man asleep in the granny’s bed. He pleaded with the court to be lenient with him, claiming that he was sorry for what he had done. “I have known her since birth and I deeply regret my actions,” he told the magistrate before being sentenced.

Vhembe District Municipality the worst performing WSA in Limpopo Province The Vhembe District Municipality is the worst-performing waterservice authority (WSA) in the Limpopo Province, with all of its 15 waste-water treatment plants

labelled to be a high-to-critical risk.

This was the finding of the Department of Water Affairs’ (DWA) annual Green Drop Report for 2010/11, released at the end of June. The

DWA’s Green Drop report also refers to the planned new sewerage treatment plant, as construction of the new plant was scheduled to begin a day after the release of the report on July 1.

“The lack of monitoring [relating to the upgrade projects] on the side of the WSA is but one example of [the] lack of responsibility observed...” the report says, adding that the assessor’s general observation concludes the regulatory viewpoint that “…good people are on the ground and viable potential and opportunities exist for the region, but management capability hampers progress and rather creates new challenges…”

As for the plant at Elim, the report states that the staff are innovative in making gardens and keeping the terrain neat. “Staff show commitment and pride in their plant and work,” the report states.

However, the report also indicates that limited operational log sheets are kept and that the focus is on repairs and problem solving, rather than on maintenance – a “run to failure” practice. Limited monitoring equipment is available and staff have limited process knowledge.

“However, they use indicative chlorine testing on final effluent, plus SVI at Waterval, as well as physical observation to control processes. However, it expresses the hope that the slight increase in performance from 2009 “might signify the beginning of a turnaround for treatment facilities as well,” the report reads.

The only four plants within the low- to medium-risk boundaries and which do not present an immediate public and environmental risk are the Modimolle plant (Modimolle Municipality), the Naboomspruit plant (Mookgophong Municipality)), the Tzaneen plant (Mopani Municipality) and the Warmbaths plant (Bela-Bela Municipality). The two best-performing municipalities were Polokwane and Mookgophong. Despite these two municipalities’ performance, no Green Drop Certificates were awarded in Limpopo. Certificates are awarded to municipalities with a Green Drop percentage score of higher than 90%.

Sadness as fire victim is laid to rest

Relatives and friends were photographed during the funeral of Ms Flora Matsa at Ha-Matsa Village last Friday.

There was sadness when a poor woman who burned to death after a candle allegedly caused a fire at Ha-Matsa Village in the Nzhelele area a week ago, was laid to rest. The funeral ceremony was held at the village’s cemetery last Friday morning.

Members of the community were heartbroken when Ms Flora Matsa (33), suffered burn wounds while sleeping in her RDP house in the village a week ago. Although Matsa did not die when the incident happened, she could not recover from her injuries at the hospital. She was rushed to the Siloam Hospital,

where she passed away.

As an unemployed mother of two, her family did not even have money to bury her.

This really touched the hearts of members of the community, who then decided to contribute for her burial. Makhado Funeral Services also assisted with a coffin and other funeral arrangements.

Through these contributions, together with the assistance of social workers from the Department of Social Development, Matsa was laid to rest.

According to Ward 36’s councillor of the Makhado Municipality, Cllr Robert Magada, people

must always unite as one nation.

“Members of the community must always liaise with us as the municipality, to avoid situations like this. Let us communicate, so that situations like this one can be addressed in time and (we can) bury our loved ones with dignity,” he said.

He thanked all the people and donors who contributed during the burial arrangements.

Matsa was buried two weeks after her brother’s funeral was held in the village.

Matsa’s two children, aged 7 and 12, are now being taken good care of at the Takalani Children’s Home.

A hive of activities istaking place simultaneously at the Musina Industrial Site as the construction of the R600m Musina China Wholesale Centre is at an advanced stage.

Premier Cassel Mathale launched the project three months ago. After completion, the initiative is expected to provide approximately 400 permanent job opportunities.

The long-awaited Mpheni clinic is now under construction.

New clinic brings hope to residents of Mpheni The residents of Mpheni Village outside Elim are over the moon, following the start of construction of a clinic which they have long been waiting for.

The new clinic, according to the residents, has brought hope to the entire community.

This comes after the residents had been petitioning for the clinic in the village since 2004. After several meetings with the Department of Health and Social Development, the clinic was approved

and is now under construction. The acting general manager of health in the Vhembe District, Mr Robert Sirwali, said that his department was committed to ensuring that every resident had an access to health services.

“Health is a priority and we want to ensure that people live a healthy life, all the time,” said Sirwali.

He added that they had set aside R8.3million for the project. Members of the community

also benefited from employment at the project. The project currently employs 46 residents as temporary workers. The clinic will also include a nurses’ home.

Mashilo Construction Company has been appointed to do the project.

The project, which started in May, will be completed around March next year, according to Sirwali.

Residents of Muyexe Village, outside Giyani, will no longer have to fear that dangerous wild animals from the Kruger National Park will roam freely on the streets whenever they please .

A modern 17km, R9 million bufferzone fence has been erected to protect the community and their livestock from the animals. Over the years, the lives of the community members were constantly being threatened by wild animals breaking the Kruger Park fence, killing livestock and damaging crops in their fields. People were losing cattle every week to predators escaping from the Kruger National Park, thereby depriving the poor community of their livelihood.

Muyexe village, which borders the Kruger Park at the Punda Maria Gate and now the proposed Shangoni Gate, was selected as the first pilot site for the implementation of the comprehensive rural development programme (CRDP) launched by Pres Jacob Zuma in 2009. The fence is in direct response to the community’s outcry to save their livestock from wild animals.

During the first consultations to determine the community’s developmental needs after the village was declared a CRDP pilot site, a community member asked the department to provide him with a fire-arm to protect their livestock, which prompted the erection of the fence. - BuaNews

Eco-schools are “partners of our planet” Partners for our planet was the theme for the WESSA/WWF Eco-Schools annual conference for Gauteng, Limpopo, North West and Mpumalanga, that was recently held at the Tzaneen Country Lodge.

Bookings had to be closed as the response had been more than anticipated, with 152 teachers and Eco-Schools supporters wishing to attend.

PPC cement sponsored custom-made mugs for the event, so that the use of bottled water

or disposable cups was not necessary.

Water and juice made from concentrate were provided in jugs and delegates were tasked with keeping their own mugs clean and ready to use for tea and lunch.

The mugs also provided a colourful memento and conversation piece to take home.

The short, snappy satire The story of bottled water by Annie Leonard was shown at the conference, so that the environmental impact of using bottled water

could be understood. She explained that heaps of discarded plastic bottles are shipped from California to India for recycling, but the catch is that the products made are of inferior quality, i.e. down-cycled so they cannot be recycled.

In addition, scientific studies have shown that tap water is often of better quality than bottled water, which could have been left standing in a hot truck or a storeroom for long periods of time and was not tested before consumption.

Elusive murder suspect arrested Members of the Siloam SAPS have arrested an elusive suspect who had allegedly killed a poor woman, Ms Tshinakaho Netshivhidulu (54), on March 30 at Tshivhidulu village.

According to Siloam police spokesperson W/O Itani Muila, a suspect was arrested in Gauteng on Saturday, who may be linked to the murder. The 21-year-old Ramonono Mamasetla of Botlokwa was identified by his fingerprints, which were allegedly found at the scene of crime.

Tshinakaho was sleeping in her house when an unknown man broke in and killed her for no apparent reason. She was strangled and stabbed in the head with a sharp object. This Murder suspect Ra­ came as a mo­nono Mamasetla. s h o c k t o

After an intensive investigation by the police, with help from the community, the suspect was arrested and he appeared in the Thohoyandou Magistrate’s Court on Monday. Muila told Mirror that the suspect was not given bail and he would remain in custody until he appeared again on 12 September. W/O Muila said the man had been charged with murder.

A member of the community, Mashudu Sathuma, welcomed the arrest and said the matter should be left in the hands of the justice system to execute its duties accordingly.

“We are thankful because the villagers did not take the law into their own hands. Instead, they worked closely with the police until the suspect was arrested. We hope this will be a clear lesson that we do not tolerate crime in our village,” said Sathuma.

Zim man raped by two women A 19-year-old man from Muzarabani village outside Beit Bridge was sexually abused by two unknown women before they robbed him of his cell phone, clothes and academic certificates. They then tied him to a tree.

The victim, a carpenter, had just arrived in Beit Bridge from Muzarabani Village, following an invitation from a friend, who had promised to offer him a job. Local police spokesperson, Chief Supt Lawrence Chinhengo, confirmed the incident, which occurred on Thursday last week at around 19:00.

“The man was with his friend at a local service station, when the two women arrived, driving a green Toyota Prado. They asked the victim’s friend to buy them food from a nearby food outlet. They then bundled the victim into their car and drove off at high speed towards Mawale Village.

“After driving for about 10km, they stopped the vehicle and one of the women then ordered the man to have sex with her friend,” he said. At first, the victim resisted until a male sus-

pect accompanying the two women assaulted him with a log on the back; he then had sex with the woman.

“The victim had a gruelling sexual encounter with the woman for about an hour, after which the suspects took the used condom containing his semen,” Chinhengo said. The suspects detained the victim until the early hours of the following morning. They then stripped him naked and took his clothes. They also robbed him of his Nokia cell phone and academic certificates. The suspects left the man shivering in the cold and drove away towards Beit Bridge. The suspects, believed to be aged between 25 and 30, are still at large.

“The victim managed to find his way to the police station, where he reported the matter to us and we have since launched a hunt for the suspects.

We are appealing to anyone with information that could lead to the arrest of the three suspects to contact the nearest police station. We continue to urge people to be wary of such people, following an increase in such cases across the country,” he said.

R65 million project to keep Giyani clean

Two weeks ago, we carried the story of the young, disabled Mulweli Siobo (15) of Tshiozwi village, who was using a wheelbarrow to move around because he could not afford a decent wheelchair. The Louis Trichardt Rotary Club came to his rescue and, on Tuesday, donated a wheelchair to the boy. Taxi drivers and hawkers in Limpopo have been urged to become the front line of a R65 million project to curb littering and keep streets clean.

The Deputy Minister of Water and Environmental Affairs, Ms Rejoice Mabudafhasi, made the appeal during the launch of the greening and cleaning project in Giyani on Monday.

“If you’re a taxi driver transporting passengers who litter or you’re a hawker, you shouldn’t be afraid to tell (your customers) that if they have finished drinking or eating whatever they bought, a dustbin is there. In this way, you’d become an ambassador of the environment in which you live,” she said.

She said taxi passengers were among the worse polluters of the environment.

“These people don’t litter in town - they wait until the taxi gets to rural areas and then start throwing things out the windows. This is why the taxi drivers should play a role in keeping our environment clean,” she said.

Mabudafhasi said the greening and cleaning project in Giyani alone cost R65.5 million, R39 million of which is part of the Buyisela Eco-towns project being implemented by Indalo Yethu. Indalo Yethu is a legacy project by the department to promote greening and eco-friendly practises.

She said the money would be used to install street bins and hire people to clean towns and cut grass along the roads. “The rest of the money will go into the development of recreational areas within Giyani township. This includes the establishment of two recreational parks and a buy-back centre where waste will be processed into other usable products,” said Mabudafhasi.

Mabudafhasi said the project was being implemented in ten municipalities nationally, including Giyani and Thohoyandou. She added that her department was in the process of implementing projects valued at R190.6 million in Limpopo.

The projects are related to the provision of jobs for the poor.

“This translates into 1 032 jobs. As a department, we reaffirm our commitment to continue with the mandate to fight poverty, also through the greening and cleaning project,” said Mabudafhasi.

The deputy-minister also visited poor families in Mavalani village outside Giyani, where she planted fruit trees and vegetables as part of the celebration of Mandela Monday.

Fined for forgery A 49-year-old South African was fined R3 000 or 10 days in prison for entering Zimbabwe illegally, using forged travel documents, following the expiry of his work permit.

Nico Fourie from Pretoria, who is employed by Africa Super Fuel Company at the Beit Bridge depot, was convicted on his own plea of being guilty of forging a travel document by local magistrate Miss Gloria Takundwa.

The prosecutor, Mr Jabulani Mberesi, said on February 5, Fourtie was issued with a notice to leave Zimbabwe by the Department of Immigration, following the expiry of his work permit. His passport was subsequently endorsed and he left the country.

However, the court heard that on April 21, Fourie attempted to enter Zimbabwe at the Beit Bridge Border Post, using his passport from which the endorsed pages had been removed. On presenting his travel document at the counter as part of the immigration formalities, the officer manning the desk discovered the anomaly and denied Fourie entry into Zimbabwe.

Fourie later approached another immigration officer, using a different passport, and he was again refused entry and went back to South Africa.

The court heard that on July 7, Fourie arrived at Beit Bridge Border Post, using the same passport that had a forged Zimbabwean immigration stamp.

He falsely declared that he was a transit visitor. The offence was discovered four days later by a local immigration officer, who then tipped off the police, leading to the arrest of Fourie.

Blacklisting pays off for Local Government and Housing The Limpopo Department of Local Government and Housing is adament that the system of blacklisting companies who fail to complete contracts or deliver poor services is producing positive results. In the latest development, one such company reached an out-ofcourt settlement with the department and agreed to pay back R1,5 million, after it failed to complete an RDP housing scheme.

During a media briefing last week in Polokwane, the MEC of the department, Mr Soviet Lekganyane, talked about the policy of blacklisting suppliers. “The department recently blacklisted 24 companies and their directors or members on the National Treasury Database of Restricted Suppliers. The main reason for blacklisting these companies is as a result of poor performance in the construction of RDP houses in the province for the period 1999 to2008. Among these companies is an en-

tity called Legae Consortium CC, whose members are Messrs Tom Boya, Timothy Tebeila, Eugene Masete, David Hlabyago and Selaolela,” Lekganyane said.

Messrs Boya and Tebeila are wellknown leaders of organised business in Limpopo and their blacklisting made headlines in the national media when this happened. It also resulted in some of these businessmen, like Mr Tebeila, taking legal action against the department to clear their names.

According to the MEC, the department of National Human Settlement and Legae Consortium CC “realised that it is in the best interest of all parties to thrash out an out-of-court settlement” in this regard. This settlement was finally made an order of the court on 12 July 2011 and entails that: • Mr Tebeila withdraws his high court application against all respondents; • Mr Tebeila and/or Legae Consortium

CC will pay the department an amount of R1,5 million, which will be paid over a period of 12 months; • The department, Mr Tebeila and Legae Construction have undertaken, without any admission of liability and/ or conceding on the merits of this matter, to remove Mr Tebeila and Legae Consortium from the National Treasury Database of Restricted Suppliers.

Lekganyane emphasised that the other companies remain blacklisted as the departments involved remain committed to clean, transparent and accountable governance. “The days of mediocrity in the provisioning of services are history,” the MEC stressed.

He thanked Mr Tebeila and Legae Consortium for their cooperation in this matter.

Mr Tebeila said he was delighted that the matter had been settled in this matter. “It will finally be laid to rest, and I will now concentrate on my other businesses,” said Tebeila. - Limpopo News Service

Mufunwainwi said his organization also visited various circumcision schools in the region to monitor whether the traditional surgeons were promoting safe circumcisions. He said his organisation supported the provincial call for safe circumcision.

She was found mutilated and some body parts had been missing. The incident happened in February this year.

The Department of Safety, Security and Liaison will stage a summit on Police Killings.

This was revealed by MEC George Phadagi on Sunday, following the killing of Lt Col Dimpe Joseph Mokabane (49), of Glen Cowie-New Stand in Nebo. Phadagi said the summit would be held soon in order to pave the way on how to curb the killings of men and women in blue.

According to police spokesperson Lt Col Mohale Ramatseba from the provincial office, Mokabane was shot and killed in Motetema on Saturday morning at about 01:00. "Mokabane was found in the middle of the road between Maserumule Park and Mamphokgo in the Motetema area, outside Polokwane. He was allegedly shot and killed. His attackers left him in the middle of the road, where he was also driven over by passing vehicles," said Ramatseba.

Mokabane, who was attached to the Groblersdal Cluster Commander`s office, was in uniform when he was attacked. He was on his way home from a crime prevention operation, which had been conducted around Groblersdal. His official vehicle was found next to the road.

The acting provincial commissioner, Maj Gen Benny Ntlemeza, has established a Task Team to investigate the murder.

Maj Gen Dibero Molatjana, the deputy provincial commissioner responsible for the directorate of priority crime investigations, will lead the task team.

Mokabane`s service pistol has been recovered and a suspect was held for questioning with regard to the recovered fire arm.

Anyone with information regarding this crime is requested to contact Colonel Nelson Mabotja of the Organized Crime at 082 451 7161.

Phadagi, accompanied by Deputy-Provincial Commissioner Major General Celiwe Binta, visited the bereaved family.

He extended the Limpopo government`s condolences to the family and reiterated that the police would not rest until the perpetrators had been brought to book.

The murder of Mokabane has now brought the number of police officers murdered in Limpopo this year to two. On April 13 this year, Warrant Officer Jan Matseke(48) of Burgersfort Public Order Police was shot and killed in Mankweng while trying to assist a woman who was being robbed. He was walking in the Toronto section in Mankweng at about 18:45 when he saw a woman struggling with an attacker. The off-duty officer tried to come to the woman`s rescue, but he was shot in the hip.

He was rushed to the Mankweng Hospital, where he later passed away.

Meanwhile, two people who were accused of being responsible for the death of Captain Masango in Magatle in June 2009 were sentenced by the Polokwane High Court on Friday. The two, Kedibone Kekana (26) and Jacob Leolo (29), were offered a lift by Masango. He was later shot to death and his car was taken.

The two were each sentenced to 20 years' imprisonment for murder and another 10 years each for robbery.

Stars in semi finals of Africa Hardware KO Western Stars proceeded to the semifinals of the Africa Hardware knock-out, when they booted out the much-respected Madombidzha Celtic 4-2.

The match ended in a goalless draw and the winner was determined by penalty shoot-out.

The match was played at the Ravele grounds on Sunday. Although two of their key players went into the referee’s book in the opening minutes, Celtic continued to fight as an organised team.

The two players who were cautioned with cards for rough tackling were Thabo Ramathlo and Mpho Ndou.

Stars were playing into the wind in the first half,

but managed to contain Celtic. The Madombidzha lads came close to scoring in the 26th minute, but Robie Munonoka shoot wide with only keeper Tshimangadzo Masala to beat.

Celtic left Stanley Mukhuba in the dressing room after the break and brought on Gift Makananise.

Stars came back strongly in the last half. They continued to mount pressure on the defence of their opponents. Shayandimo-Hamagilasi Village outside Vuwani is a relatively unknown rural village, but the village has produced many famous figures who are leaders in their different fields.

When the community settled there many years ago, there was virtually nothing at the village, save for land to cultivate. The industrious community has, over the years, stood up and sought ways to empower themselves and they are one of the best villages today, with most of the basic services in place.

Many well-known people resided in the village in the past. Some are well-known faces in the cast of Muvhango: McDonald Ndou or KK, Joe Ragwala, Vhakoma or Regina Nesengani, who is Vhafuwi’s mother, is also from the village. Premier

soccer players include Japhta Mabosha and Walter Ramulondi, while Joyous Celebration gospel star Ndivhuho Matumba is also from the area.

Over the weekend, the village was a hive of activity when the community came together to celebrate their achievements. The function was held at the royal Nesengani residence at Shayandimao on Saturday. During the event, outstanding personalities, who included the stars from the village, were also awarded certificates as a token of appreciation.

The function was attended by government officials and traditional leaders.

Kaizer Chiefs beat Tottenham Hotspurs 1-0 Kaizer Chiefs proved they are ready for the coming Premier Soccer League season when they beat Tottenham Hotspurs 1-0 in their Vodacom Challenge match at the Peter Mokaba Stadium in Polokwane last Saturday.

As if they were campaigning in the same division, Amakhosi managed to match the British stars pound for pound from the onset to the bitter end.

Chiefs threatened to score in the 14th minute. Their new signee, Lehlohonolo Majoro, went loose from the left corner. Instead of dishing the ball to Josta Dladla, who was in a perfect scoring position, Majoro chose the wrong option of unleashing from the edge of the box. The ball hit the woodwork and bounced outside the field of play for a goal kick.

Majoro continued to cause another upset when his header went a little wide moments thereafter.

Hotspur missed a fortune three minutes before half time. Their centre forward, Robbie Keane, tried

his luck from outside the box, only to see the ball missing the target by a few inches.

Chiefs effected three changes to their starting line-up early in the last half. They introduced Knowledge Musona, Mthokozisi Yende and Dominic Mateba for Lehlohonolo Majoro, Reneilwe Letsholonyane and Dominic Isaacs respectively.

Hotspur responded by introducing Bongani Khumalo for Sebastian Bassong.

The Chiefs’ keeper, Itumeleng Khune, who was nominated the man of the match, made two brilliant saves toward the end of the game. In the first instance, he palmed Jerman Defoe’s volley away for a corner kick. Before long, he once again stretched to the limit to save Tom Huddleston’s ground cutter.

Chiefs’ long awaited goal came two minutes into the referee’s optional time via a substitute, George Lebese. This after some brilliant moves from Knowledge Musona and Mthokozisi Yende.

Tshipako Spurs too hot for Mountain Rangers

Leopards release seven As part of their reconstruction programme, Black Leopards have offloaded seven players.

Speaking to Limpopo Mirror earlier this week, the general manager of the team, Mr Samuel Khaphathe, confirmed the seven players as being Dingaan Metzi, goalkeeper Vusimuzi Gwanya, Fisher Kondowe, Dingane Masanabo, Shonisani Mashao, Bernard Harawa and Tsepo Malesa.

According to Mr Khaphathe, the seven players were released for various reasons.

He stated that players like Tsepo Malesa and Shonisani Mashao did not feature in any of their matches last season, saying that keeping them in the team would be fruitless and wasteful expenditure. He further indicated that although Bernard

Harawa, Fisher Kondowe, Vusimuzi Gwanya and Dingaan Metsi featured in some of the games last season, their contribution to the success of the team was minimal.

Dingane Masanabo was let go for a different reason. Khaphathe said that although Masanabo had played a major role towards the promotion of Black Leopards, his contract with the club expired at the end of last month and the team’s head coach, Mr Sunday Chidzambwa, had indicated to the management that the player was not part of his plans for the coming season.

When asked as to how they were planning to replace the released players, Khaphathe said that they were busy assessing a number of players from Premier Soccer League teams and abroad. Although Khaphathe was reluctant to confirm this, Limpopo Mirror was reliably informed that Lidoda Duvha had already secured the signatures of three players from the relegated Vasco Da Gama, including goalkeeper Postnet Omony.

The former Mpumalanga Black Aces Zambian goalkeeper, Francis Chansa, is also training with the team and insiders say the technical team was already impressed with his performance.

Leopards suffered a great deal when they lost their Malawian international, Robert Ngambi, to Platinum Stars last week.

Ngambi’s contract with Leopards came One of the offloaded players, Dingaan Metzi. to an end last month.

Tshipako Hotspurs were by far too hot for Vhutalu Mountain Rangers when they beat them 4-2 in their Munyamela Soccer Tournament match that was played at the Muhuyu Grounds on Sunday.

Hotspurs approached the game aggressively. They made things difficult for Mountain Rangers when they scored three goals in the first half. Tshimangadzo Ndalamo scored the first goal when he tried his luck from outside the box. The keeper of Rangers, Tshifhiwa Gandamipfa, watched helplessly as the ball landed at the back of his net.

Although they were still in control of the game, Hotspurs were the first to effect a change to their original line-up. They replaced Phathutshedzo Munyai with Zwivhuya Mulibana.

They increased the margin in the 24th minute when Tshimangadzi Ndalamo completed his brace after a neat pass from Vusani Neluheni.

Mountain Rangers lost cohesion as the game progressed. Hotspurs capitalized on this and scored their third goal in the 28th minute. Avhafarei Mavhungu hit the target, following a scramble within the box.

Mountain Rangers pulled one back four minutes before half time.

The last half saw Mountain continue

from where they left off in the first stanza.

Their substitute, Joseph Ndou, made his presence felt when he blasted in a rocket from outside the box to bring the score to 3-2.

Mountain Rangers came close to scor-

ing again when Zwivhuya Kwinda shot wide from the edge of the box. Hotspurs were awarded a place kick in the 78th minute. Zwivhuya Kwinda scored when Livhuwani Nengome deflected the ball back into his own net.

Zwivhuya Mulibana of Hotspurs chases the ball, while Khaukanani Munyamela of Mountain Rangers is on his heels.

Black Leopards to face Pirates in first PSL match The Premier Soccer League has confirmed both the Absa Premiership and National First Division (NFD) fixtures for the coming season this week. The first matches will be played over the weekend of August 12 to 14.

Black Leopards will play their first match at home.

Chaos at Munyamela match The Munyamela Soccer Tournament match between Makwarani Frelimo Boys and Muhuyu XI Experience, which was played at the Muhuyu grounds on Sunday, ended in chaos.

The score was 2-2 when the situation became volatile.

As if they were going to bury their opponents alive, XI Experience scored two early goals, thereby causing a lot of frustration for the defence of Frelimo Boys. Their opening goal came in the 7th minute. Ndivhuwo Nengovhela scored from the corner kick spot.

The home side continued to dictate Ronald Rambuwani of Experience wins the ball from the falling the terms, with Frelimo Boys running Mukhathutsheli Ramukhadi of Frelimo Boys. for cover. It was in the 18th minute that

XI Experience increased the margin.

Their overlapping midfielder, Avhatendi Nyatheli, beat the offside trap and finally unleashed from close range.

Ronald Rambuwani of Experience was booked for a late tackle on Norman Ratshilumela towards the end of the first half.

Frelimo Boys came back strongly in the last half. Their striker, Maanda Mmbadi, was brought down within the penalty box.

It was a clear penalty, which Christopher Neluonde converted from the white spot.

Frelimo Boys replaced Christopher Neluonde with Lufuno Nyadzani. Their equalizing goal came in the 70th minute.

Maanda Mmbadi forced his way through the defence of Experience and beat the

stranded keeper, Aifheli Sikhomo, with a volley.

Walter Munzhedzi of XI Experience was brought down by Lufuno Nyadzani two minutes before the end of the game.

Although the referee blew the whistle and warned Nyadzani with a card, Munzhedzi felt that it was not enough and he retaliated with a smack in Nyadzani’s face.

What followed thereafter was a fistfight between the two. The situation took an ugly turn when the other players, fans and officials of both teams joined the struggle.

Nyadzani was seriously injured during the mayhem. Realizing that the situation was no longer salvageable, the referee blew the final whistle.
