Council say they intend to take over sports facilities By Anton van Zyl The Makhado Municipality notified 11 amateur sport clubs in Louis Trichardt last week that it intends to cancel their lease agreements and take over their facilities. Council does not appear to have any plans in place at this stage on how to manage the facilities, promote the sporting codes or even absorb the additional expenses, should it succeed in ousting the sport clubs. The plans to strip the sports clubs of their assets have been simmering for more than two years. In March 2019, an item served before Council where councillors had to approve the expense of getting a legal opinion on how to terminate the lease contracts of the town’s sports clubs. At the time, the motivation for this deci­ sion was formulated by Council as such: “The whites-only predecessor of the Makhado Municipality, Louis Trichardt Local Authority, has during the period 1993, 1994 and 1995, just at the dawn of the new constitutional dispensa­ tion, concluded 99-year lease agreements with the whites-only sporting clubs. Ever since the establishment of the Makhado Local Munic­ ipality, Council has questioned these dubious decisions by the former Louis Trichardt Council as it smells [of ] racial discrimination.” Council’s legal team, Munonde Attorneys & Conveyancers, investigated the matter and

advised that the municipality had two options, should they want to terminate the contracts. Firstly, they could cancel the agreements if the lessee had failed to comply with any of the conditions of the contract. Secondly, the contract could be terminated if the municipality could supply sound reasons to do so. The Makhado Municipality opted for the latter option, that of “sound reasons”, as Munonde Attorneys & Conveyancers had already indicated in their legal opinion that they could find nothing in the agreements that could constitute a breach of contract. During a Council meeting held on 31 May this year, the plans were set in motion to try and void the lease agreements. The motivation for cancelling the agreements was because “these agreements contravene public policy”. In a report compiled by a sub-committee of Council, the leases are described as “a tool ensuring that the dream of a democratic South Africa must never become a reality”. Letters spelling out the terms under which Council intends to cancel the lease agreements were hand-delivered to representatives of the various sports clubs last week.

The sport clubs are all managed by committees whose representatives are elected from the active members of the club. The clubs are all required to conduct their business in accordance with their constitutions, which must be on file at the municipality. Councillor Matumba, however, is still being investigated by the SA Human Rights Commis­ sion after mainstream media reported that he was the face behind a social media profile that indulged in race-baiting exercises. Council’s own Ethics Committee was tasked to investigate the conduct of Cllr Matumba, who allegedly used a Twitter profile, @TracyZille, to promote racial stereotyping and hatred. Matumba denied to the newspaper at the time that he was involved in these practices. During the 159th Council Meeting (the same meeting where the decision to cancel the lease agreements was approved), Council resolved that the matter against Matumba be provision­ ally withdrawn “because the matter is still under investigation”. Council’s spokesperson also vehemently de­ nied that Council is taking part in such practices. “No, it’s not race-baiting and doesn’t stem from a councillor who is being investigated. Council is not participating in any human-rights infringe­ ments whatsoever,” said Bobodi.

In the letters delivered to the sport clubs, Council states that “the rental payable by the lessee is not market related … in relation to the value of the property leased”. It also states that the lease agreements “did not promote the objects of the local government in general and that of Makhado Local Municipality in terms of Section 152 of the Constitution”. Ironically, this section of the Constitution spells out what local government should be doing, which includes ensuring the provision of services to communities in a sustainable manner. Section 152 requires municipalities to promote social and economic development and to encourage the involvement of communities and community organisations in matters of local government. For many decades, sports clubs in towns such as Louis Trichardt had taken over the respon­ sibility of developing and maintaining sports facilities. The Makhado Council, much like its predecessor, has a notoriously bad record for either developing or maintaining sports and recreational facilities. Tree-felling exercise causes two-day power outage By Andries van Zyl Some residents of Louis Trichardt were left without electricity for almost two days after a tree-felling attempt went horribly wrong on Friday afternoon. In the process of felling a large tree located at a private residence in President Street between Songozwi and Devenish Street, parts of the massive tree crashed onto overhead power lines, causing the power lines to drop to the ground and the poles holding the cables in the air to

buckle. The scene was one of chaos. “This is what happens when one employs people from the street to do specialist work such as tree felling,” remarked one passer-by. (The newspaper was unable to determine who the “contractor” was). The damage left residents in the immediate area reliant on alternative power sources such as generators until Sunday evening. This caused irate residents to ask whether the Makhado Municipality planned to claim damages from the individuals responsible for the destruction.

Makhado municipal spokesperson Mr Louis Bobodi confirmed on Tuesday that the damage had been caused by private individuals and that the municipality intended to recoup the cost of repairing the damaged infrastructure from them. At that stage they were, however, still calculating the cost of the repairs. “We had to replace, amongst other items, six streetlights, cables, conductors and street poles. Indeed, the

municipality can and will institute a claim for such wanton damages from the offending private individuals,” said Bobodi. Some of the residents in the area claim that the electricity supply to their households was only restored at around 20:00 on Sunday evening. According to Bobodi, the power was restored within 36 hours after the damage was sustained.

Zoutpansberger

Hierdie week, 25 jaar gelede, se hoofnuus op die voorblad van die Zoutpansberger van 19 Julie 1996 was oor maj. Zakes Msimang van 19 Eskader op Lugmagbasis Makhado (toe nog Lugmagbasis Louis Trichardt) wat die eerste swart vlieënier in die geskiedenis van die Suid-Afrikaanse Lugmag (SALM) geword het om ‘n solo-vlug in ‘n Oryx-helikopter te voltooi. Maj. Msimang was voorheen verbonde aan die MK-magte wat in 1994 by die SALM geïnkorporeer is. Hy het voor sy opname in die SALM vier jaar lank opleiding gekry in die Russiese Mi 8- en Mi 25-gevegshelikopters in die voormalige Sowjet Republiek. Maj. Msimang het sy solo-vlug in die Oryx-helikopter gedoen slegs agt dae nadat hy sy vlieëniersvlerkies ontvang het. In daardie week se uitgawe was ook drie berigte oor diamantsmokkelary gewees. Twee was oor verdagtes wat aangekeer is in verband met die blink klippies, terwyl die derde berig die publiek gewaarsku het om op die uitkyk te wees vir ‘n Zimbabwiese sindikaat wat in die dorp werksaam was. Ons Tuiste se oom Peet (94) oorlede Die 94-jarige oom Peet Pretorius van Ons Tuiste Ouetehuis op Louis Trichardt is Saterdag, 17 Julie, rustig in sy slaap oorlede. Hy en sy eggenoot tannie Nellie (82) het einde verlede jaar hulle 60ste huweliksher­ denking in die tehuis gevier. Oom Peet spog met ‘n ryke geskiedenis wat sover terug strek as soldaat in die Tweede Wêredloorlog. Hy en tannie Nellie is die afgelope twee-en‘n-half jaar inwoners van Ons Tuiste waar hulle in die siekeboeg was. Win R500 with your own photo-novel Our photo-novel competition is now in its fourth week, but unfortunately has not attracted a lot of entries. Somehow this was to be expected, because it is not the “easiest” of competitions. The stories we published, however, seem to be very popular among readers and we will continue publishing new ones. The competition’s format will be slightly adapted, in that readers must try and “beat the team”. We will still offer a weekly R500 cash prize, but our in-house team will prepare an entry for every week’s edition. That means your

entry will be up against the “team”. The overall prize for the best entry is still R1 000. But don’t worry too much. This is a fun project and the judges are extremely biased in favour of reader contributions. All you need to enter is an interesting story that must be told within the limitations of 12 photos. You would probably need some actors and a few props, but family members are normally quite willing to help. (Promise them they will become superstars.) You can use a cellphone to take the photos or

an expensive camera, it doesn’t matter. The photos will be used in black-and-white, so take that in consideration (get a decent contrast). Send your twelve photos, along with the twelve “bullets” (descriptions) to leigh@zoutnet. co.za. Entries not used simply stand over to the next week, where it will again compete against the other unpublished photo-novels (and the team’s contribution). This means that the sooner you enter your photo-novel, the more of a chance it has to be used. After the final date (24 September 2021), we will choose an overall winner. The competition is open to all residents of the

Vhembe district. Entry forms can be downloaded from the Zoutpansberger’s website: www.zoutpansberger. co.za. Photo-novels is a type of storytelling that was invented in Italy in 1947. The format was extremely popular during the post-war period and remained the best-seller in Mediterranean popular literature for more than two decades. Photo-novels are often referred to as photo comics. Wikipedia describes it as “a form of sequential storytelling that uses photographs rather than illustrations for the images, along with the usual comics conventions of narrative text and word balloons containing dialogue.”

LET’S COOK... Spinach and Mustard Mukusule (sundried vegetables) By Denise van Bergen Mukusule is a traditional Tshivenda dish. As moroho (vegetables) are seasonal and often in short supply during the winter months, many Venda households have adopted the process of preserving their own veggies by cutting it up and leaving it in the sun to dry. Once the veggies have dried, it is called mukusule. It is then recooked with other ingredients into stews or sauces and served with pap. Interestingly, the dish (final result) is still called mukusule. Livhuwani Nemaungani, known as Livhuki, grows and dries her own vegetables. She also has her own mobile ‘restaurant’ from where she cooks and sells tasty meals, called Livhuki General Trading, and her mukusule is exceptionally popular. Her recipe is unique and interesting, and so delicious that she won an award in the category for Agro Processing at the Businesswoman Awards. The mustard leaves, more commonly referred to as mustard greens, give a wonderful flavour to the dish. Note: Any vegetables can be used and mixed together besides spinach and mustard greens, for example butternut, carrots, tomatoes, cabbage, mushrooms, etcetera. 1. Drying the vegetables (this can take between 1 - 2 days, depending on the sun’s temperature) You will need: 6 bunches of fresh spinach 4 bunches of fresh mustard greens Wash the spinach and mustard leaves, cut them up and place in a pot on the stove. Add only water (enough to cover all the leaves) and boil for approximately 30 minutes. Drain all excess water, dish the leaves out onto a tray (or any flat, open plate) and spread them out over the surface. Put the tray in the sun to let the leaves dry out completely. The veggies are now in a preserved form and ready to be re-cooked for meals. Note: Mukusule (in its dried form) is sold in packages at local grocery stores and vegetable markets, for those who do not want to make it from scratch, as directed above. 2. Preparing the mukusule dish Ingredients: 2 cups of (dry) mukusule (it must be crushed before measuring it out) 2 fresh tomatoes, chopped into small cubes 1 ½ tsp salt, or to taste 2 tbsp cooking oil 1 packet of Cream of Tomato soup powder, mixed with half a cup water Method: In a pot on the stove, cook the mukusule, tomatoes, salt, and oil in 3 cups of water. When the water has boiled dry, mix the Cream of Tomato soup in and cook for about 3 more minutes. Ready to enjoy! Serve as a veggie side dish for pap and meat, or eat with just pap. Mustard greens are not just spicy but have a flavour that is similar to horseradish and wasabi. They also have the same mild to medium spice level as kale or collards, making them an excellent addition for salads or side dishes prepared in various ways. It can be eaten raw or cooked, steamed, sautéed, or simmered. The leaves are also rich in vitamin C. The creative cooks among our readers will have a ball with this one, as there are just so many ways that this recipe can be adapted to or combined with other cultural tastes. To begin with, choosing your own vegetables for your mukusule mix (if you are going to prepare it from scratch and sundry it yourself). It can also be served as a vegetarian meal or a full-on beef or chicken stew. And, of course, flavoured to each one’s taste. Livhu was born in Rabali Village but raised in Tshituni Thembaluvhilo Village in Nzhelele. Nowadays she lives in Eltivillas with her 15-year-old son and 19-year-old daughter. This single mother/entrepreneur makes things happen for herself. She worked in a bank for six years before she decided to embark on her own business ventures, and has done quite well for herself over the past 10 years. Not only does she run her mobile eatery, but she is also a renowned poultry and crop farmer in the area who has won numerous awards and prizes for her farming expertise. This (farming), she says, is her greatest passion, as she loves adding value to food security in her community. Our roots remain an important part of who we are and sharing this recipe also serves as a reminder to herself where she is from. When time allows it, Livhu enjoys kicking off her shoes and catching up on the latest news and happenings in the papers. Knowing what goes on around her inspires her with new ideas every day.

Please support SPCA’s Jailed & Bailed project Fundraiser Amidst a dramatic surge in Covid-19 cases, many local charities such as the Louis Trichardt SPCA had to rethink the way they interact with the public, especially regarding raising much-needed funds to keep their doors open. One of their more popular fundraisers is their annual “Jailed and Bailed” event where willing candidates are “locked up” at the local kennels. Family, friends, and members of the public can then pay “bail” to get them out. This year, the Louis Trichardt SPCA will once again host this popular fundraiser, albeit in a somewhat different format. Instead of individ­ uals, couples will face “jail time” this year. They will also not be locked up at the local kennels. “These (un)lucky individuals will be placed un­ der (not so strict at all) HOUSE ARREST from 5 July to 24 July,” said one of the local organisers,

Ayob Motors’ well-known Annie passes away In Memoriam

Cecile Steyn (voor, met die wit baadjie en swart broek) het Woensdag ‘n mylpaal in haar professionele loopbaan bereik toe sy haar vyftigste werksjaar by bekende Louis Trichardt prokureursfirma Coxwell, Steyn, Vice en Naudé gevier het. Hier is sy op die trappies by die voordeur van die firma afgeneem saam met van die personeel en vennote by die firma. “Vir vyftig jaar loop ek nou al hierdie trappies op en af,” het Cecile opgemerk. Sy het vyf dekades gelede as sekretaresse vir wyle Roelf Steyn by die firma begin werk. Deesdae is sy saam met Elize Venter (voor regs) in beheer van die verhuring van sakepersele vir die firma. “Dit was vyftig goeie jare gewees en dankie vir al die jare saam met die drie vennote,” het Cecile gesê.

One of Louis Trichardt’s “friendliest faces”, Annie Muthan (born Moodley), died on Tuesday. Many residents will remember Annie as the always-helpful assistant at Ayob Motors, where she worked for the past 23 years. Annie was born in Dundee in KwaZulu­Natal on 11 December 1964. She finished her educa­ tion at Dundee High School. During her earlier years, she stayed with her mother and siblings in Dannhauser. In 1985, she married Kenny and the family moved to Durnacol in KwaZulu­Natal. During that time Annie also had two children, Nicolene and Brandon. The family moved to Louis Trichardt in 1998, and that same year she began working at Ayob Motors, where she continued to work up until her death. During her numerous years at Ayob Motors, she made a lot of acquaintances, many of which bloomed into long­lasting friendships. “Annie was a very compassionate and kind person who loved people and had a heart for her family, friends and the less fortunate,” a family member said. In August 2017, Annie’s world was shattered by the death of her son, which left a huge void in her life. In November 2020, her mum also passed away. Annie died on Tuesday (20th) after a short illness. She is survived by her husband Kenny Muthan, daughter Nicolene, son­in­law Calvin

and her two grandchildren and the absolute apples of her eye, Tristan and Isabella. She also leaves behind her two brothers and two sisters, brothers­in­law, sisters­in­law, nieces, and nephews. “Annie will be dearly missed by every heart that she touched,” the family said.
