By Maanda Bele The video of a young mother encouraging her two-year-old boy to smoke a joint with her caused an outcry on social media the past week. The woman, from Ha-Rabali in the Nzhelele area, was arrested alongside her lady friend who apparently took the video of the incident.

The video started circulating on social media over the weekend. It shows the 21-year-old mother smok-

ing what appears to be marijuana.

She then hands her toddler the joint and he is encouraged to take a puff.

While pulling him closer, the mother blows the smoke over the child’s face.

A second video that also did the rounds shows the boy carrying a bottle of Savannah cider. The boy takes a sip of the alcohol before being handed a full bottle. The full bottle is then taken from him and he is encouraged to first finish up the remainder of the Savannah.

When the video came into the hands of law enforcers, they were quick to respond and the mother and her 19-year-old accomplice were arrested on Saturday. They appeared in the Dzanani Magistrate’s Court on Monday, facing charges of child abuse. They were both denied bail, and their case was postponed until Thursday (23 July) for a formal bail application and further police investigations.

The toddler was taken by child protection services and was handed to his grandmother, who will apparently look after him while the investigations continue.

Ms Rinae Sengani, a gender activist from the Rinae Sengani Foundation, said she was happy that the bail hearing of the two women had been postponed. She said the

victim should be taken for a medical examination.

“As a foundation, we wish to express our appreciation to the criminal justice system for placing the best interests of the child before those of the accused persons. We further wish to reiterate our support to the child victim and that we will take the status of ‘friend of the court’ in this case. We hope that the justice system will not fail this innocent child in this case,” she said. “This should set an example to other mothers who are doing this (feeding their children alcohol or marijuana) and have not been caught yet.”

The MEC for Social Development, Ms Nkakareng Rakgoale, said that she was appalled and flabbergasted by the incident. “It is worrying to see an adult encouraging a child to consume alcohol and smoke drugs.

In the case of Makhado, the percentage went from 24,02% in 2017/18 to 27,78% in 2018/19 and stood at 28,81% the past year. For next year, the figure is expected to be 31,12%.

The municipality must also remunerate the councillors, who seemingly did not object to an above-inflation-rate pay hike. The politicians cost the taxpayers R23,07 million in 2016/17, but this expense will increase to R30,41 million in 2020/21. In 2016/17, this constituted 2,49% of the expenses, but the figure has risen to 3,29% in 2020/21.

To add some more misery to the situation, municipalities throughout the country apparently started spending excessive amounts of money on “consultants” over the past few years. This practice was severely criticized by the auditor-general (AG) in a report made public last month.

Consultants are supposed to be used only when a municipality lacks the specific expertise, but a transfer of skills must take place.

In his report, AG Kimi Makwetu reckons officials tended to become complacent when consultants were hired and were therefore not performing the jobs they had been appointed to do. “The (Limpopo) province relies heavily on consultants, yet there are no controls to ensure that the municipalities receive a return on their investment,” the report reads.

Makhado’s budget is, unfortunately, not very clear about what is included in the category “contracted services”. This expense stood at R194,78 million in 2016/17, but fortunately went down to R138,18 million two years later and the past year it stood at R64,71 million.

The projection for 2020/21 is R67,69 million.

When the three expense items, namely salaries, remuneration for councillors, and contracted services, are combined, an alarming rise is still evident, with these expenses accounting for 41,74% of the total operating expenditure in the coming year.

But Musina is worse Musina municipality, which is the smallest in terms of population size in the Vhembe District, spends more than 50% of its operating budget on salaries, councillors, and consultants. This has been the case, however, for quite a few years.

In 2016/17, the municipality’s salary bill stood at R115,17 million, or 39,51% of the operational expenditure.

The past year, this expense was

R145,68 million (41,06%) and is expected to rise to R155,15 million (42,07%).

Musina’s councillors cost the taxpayers R8,52 million in 2016/17, but this figure escalated to R11,14 million in 2019/20. The draft budget makes provision for R11,86 million in the coming year for this expense, which constitutes 3,22% of the expenses.

In Musina’s case, the auditor-general picked up that this small municipality spent a staggering R8,42 million on two consulting companies last year. This almost matched the municipality’s total salary bill for its finance department (R8,84 million).

The municipalities’ budget documents are not always a very accurate means of reflecting where money is spent.

Despite the auditor-general’s findings, Musina’s budget indicates that only R2,35 million was spent on consultants, which contradicts the findings of the AG.

Who takes the bulk of the money?

The municipalities all seem to be extremely “top heavy”, with senior managers taking a large chunk of the salary pot.

At Makhado, the six senior managers will earn R8,92

million in 2020/21, which represents 3,1% of the total salary bill. The draft budget indicates that the municipality employed 592 permanent and six contract workers in 2019/20.

The average salary per worker is expected to be R438 152 per annum.

Makhado’s 75 councillors will collect R30,41 million in salaries and allowances. Of this amount, R4,7 million goes to seven executive committee members, R870 814 to the mayor, R705 529 to the Speaker and R664 211 to the Chief Whip.

At Musina, the six senior managers will collect R5,17 million in 2020/21. This municipality, however, also has 12 senior IDP managers, all of whom earn more than R1 million per year. This takes the total salary budget for senior managers to R25,83 million.

Musina’s 24 councillors are expected to collect R11,86 million of ratepayers’ money in the next year. The executive mayor’s salary is the highest, at R904 000 (which, incidentally, is higher than that of the Makhado mayor).

This municipality only declared 326 permanent positions and 38 contract workers in 2019/20. This means that the average salary at Musina Municipality is R400 219 per annum.

Three shops, including a hair salon, were temporarily closed in Musina for using sanitisers that do not meet the required standards to fight the spread of the coronavirus.

Some shops and businesses also do not have temperature scanners as part of the screening process when people enter their premises.

These shops and businesses were advised to procure them urgently to help the government in the fight against the spread of the coronavirus.

This unfolded during the Vhembe District Municipality’s Covid-19 command council compliance-monitoring campaign that took place at Musina a fortnight ago. The campaign was led

The closed shops were later reopened after satisfying the district command council (DCC) that they had procured authentic sanitisers. During the campaign, environmental health officials were advised to act against another shop, which was selling expired food items.

Another worrying issue, as noted by the DCC, was that although some shop owners and their workers had masks, they only used them as chin guards instead of wearing them. They were warned to put on their masks at all times. Social distancing in most shops was also a matter of concern.

The most important thing is to come together and work as a united community to fight this virus.”

He urged members of the community to practice the highest form of hygiene, observe social distancing and avoid unnecessary movements. He thanked all essential workers and everyone who had been at the forefront since the lockdown started in March.

Massive hike in property rates proposed at Makhado

By Anton van Zyl The Makhado Municipality intends to increase assessment rates on property with as much as 42,85%, effective from 1 July this year. For residential properties in town, the proposed increase is 19,05%.

This steep increase in rates seems to contradict the announcement of the mayor, Cllr Samuel Munyai, that increases would be limited to 4,6%.

Even the notice of municipal manager Freddy Tshivhenga (that appears elsewhere in this edition) states that: “The general purport of the Council Resolution is a 4.6% increase of the existing rate in the rand for respective categories of properties based on the valuations recorded in the 2018-2023 Valuation Roll…”

The council resolution, however, paints a completely different picture. For residential properties, the rate changes from R0,0084 per rand of the valuation of the property to R0,01. The rebate of R27 496,30 goes up by 4,59% to R28 761,10.

On business property, the escalation is 12,07%, taking it from R0,0116 to R0,013. No rebate is given on business property.

The biggest increase is on agricultural land. Here the rate spikes from R0,0021 in the

rand to R0,003, an effective increase of 42,85%, and no rebate is applicable either.

The figures were initially thought to have been a mistake, but this appears not to be the case. The municipality’s spokesperson, Louis Bobodi, was asked to ascertain the figures and send them through, confirming that this was not a belated April fool’s joke.

In the Makhado Municipality’s budget documentation, R79,42 million had apparently been collected from property rates in the past year. The municipality increased this amount by 4,6%, and for 2020/21, the income is expected to be R83,07 million.

The only difference between the latest council resolution and that of last year appears to be the inclusion of a rate structure for property used for public-service purposes (i.e. crèches and schools), public-benefit organisations and public-service organisations.

The rates for these categories vary between R0,003 and R0,004 in the rand.

No explanation was provided as to why council had opted to increase the rates on certain categories of property so drastically yet only expect an increase of 4,6% in income for assessment rates.

Questions were put to Bobo– di, the council’s spokesperson, but at the time of our going to press clarity could not be

obtained. One possibility is that the council resolution made use of rounded figures, which may not seem like a big deal, but make a massive difference when the assessment amounts are in the millions.

How much will the ratepayers now pay?

To judge how the latest rate increases will affect taxpayers in a town such as Louis Trichardt, an average value of R1,2 million for a residential property was used. The house is assumed to be used for residential purposes only (i.e. not a guest house or part-time office).

The past year, such a homeowner would have paid R820,75 in property tax per month. Should the new rates come into effect, the same homeowner will pay R976,03, an increase of R155,28.

Business property of the same value will feel less of an effect, with the increase from R0,0116 to R0,0130 taking a R1 160 levy to R1 300, which is an increase of R140 per month.

This new crime-fighting initiative will hopefully have more success than in the past.

The community disclosed that different crimes in the area had reached an intolerably high number and is accusing the police of dragging their feet to address the problems.

Four people had already been killed since the beginning of the year, and several cases of housebreaking, rape, mob justice, and grievous bodily harm.

Mr Phineus Malema, representing the community, said the area had become one of the worst crime zones in the region. “We are here as concerned citizens of this area. We need to put our heads together and see if we can come up with strategies that can help us fight crime.

Our area has become a dangerous place to live in. It is as if we are in our own prison where we are not allowed to move freely,” he said.

He said that the community was truly worried about the many different crimes that happened in the village. He urged everyone to be united in the fight against crime. “All we want is a crime-free village.” He said that crime had become a daily occurrence in the community and the residents were fed-up with the crime and thugs who had been terrorising the community for a long time. He appealed to the police to work out a plan with time frames and to stipulate how the community could become involved in pro-active crime prevention.

“Both the community and criminals should take notice of this plan,” he added. He called on all the community members to speak out against criminality. “So much crime is happening in the area and we do not even have an idea as to who is behind it. What has gone wrong in our area?” he asked.

Helm said the decision was especially shocking when taking into consideration the current situation in the country, where the economy is struggling to recover from the Covid-19 restrictions. The agricultural union reckons the increase also defies the Municipal Property Rates Act, which states that such rates may not jeopardize economic activities.

Fhatuwani Mudzanani (27) of Mashau village had allegedly stolen R25 million from the Limpopo Provincial Government’s accounts and deposited the funds into different bank accounts linked to him.

He was arrested by the Hawks at his workplace last

Friday.

The spokesperson for the Hawks, Capt Matimba Maluleke, said four Absa ATM cards, two withdrawal slips, and a cash amount were found and seized at the suspect’s house.

The suspect had allegedly transferred cash into different bank accounts he had opened.

He was successfully traced, and his accounts were frozen during the search of his house.

Vhembe’s executive mayor, Cllr Dowelani Nenguda, and the mayor of Thulamela, Cllr Avhashoni Tshifhango, have handed face masks, sanitisers, and sanitary towels to 26 traditional leaders and selected families in the Thengwe area.

The donations, which were funded by Mr Azwinndini Makuya of Makuya Funeral Parlour, were presented on Saturday at the Thengwe Tribal Council. Thovhele Vudzitshena Nethengwe accepted the donations on behalf of his 26 junior traditional leaders.

Each of the traditional leaders received a cloth mask and a sanitiser.

They also received extra face masks, sanitisers, and sanitary towels that were to be distributed to selected needy families from their respective villages. Makuya said he decided to donate these as another way of helping needy families, so that they can remain safe during this difficult time of Covid-19.

Makuya said he was approached

by Bishop Masevhe, who asked him to assist the needy communities of Thengwe though his foundation, the Masevhe Music Foundation. Masevhe was born and bred in Thengwe before he moved to Shayandima, where he is now staying.

“When Masevhe approached me and asked me to help his community, I felt it was my duty as a businessperson to help where I can.

It is important for us as businesspeople to help our needy communities, especially against this deadly virus that is threatening the lives of people all over the world,” said Makuya.

Nethengwe said he was humbled

by Makuya’s gesture. He asked Nenguda to help with awareness campaigns, so that rural communities can be educated on how to protect themselves against Covid-19.

Nenguda said he was happy that community leaders such as Masevhe and businesspeople such as Makuya were concerned about the livelihood of poor communities. He pleaded for more assistance from

Khosa lives in one-room mudand-pole hut in a deep rural area of Musina. She has five children. The first three have no birth certificates. “RDP housing programmes have come and gone. Food parcels during lockdown level 5 and 4 came and went, but no one looked at my living conditions,” said Khosa.

She claimed to have tried several times to apply for an RDP house, with no success. The mud-and-pole

hut is slowly falling apart. A pit toilet that was constructed years ago is no longer in use.

“There is really nothing we can do. We use the bush toilet, but it is scary because we are deep in an elephant-infested area. One can be attacked in the bush by elephants at any time.

Khosa’s first-born dropped out of school at Grade 7 in 2015. To go for secondary education, she was supposed to have obtained a birth certificate. “I could not get her and the two other children birth certificates because I had not yet obtained an ID for myself. It was a struggle to get one,” said Khosa (46).

Incognito at Virtual National Chandu embraces Arts Festival in Makhanda Afrika with new song

By Tshifhiwa Mukwevho The theatre play, Incognito, made it to the Virtual National Arts Festival in Makhanda in the Eastern Cape in the first week of July, where it got raving reviews and views.

Incognito is the creative work of Struu Artzz Entertainment founder Promise Nyalungu. The work was first presented at the National Arts Festival in 2016, where it drew numerous full houses.

“Inspired by true events, Incognito takes audiences on a journey into the events of the fall and death of protagonist politician John Phakhathi, the ward councillor who wants to sit for a second term,” said Nyalungu.

“The announcement by his mentor and old acquaintance, General Stanley Nkabinde, to run as a candidate as well for the same position of ward councillor sees Phakathi on a dark quest of acquiring more power for a second term.”

Nyalungu developed the play in 2015 with a private club for artists, dancers, and actors at the University of Venda. It aims to address the rising number of political killings, especially during election periods, and the role of power acquisition in ritual killings, especially in Limpopo’s Vhembe District.

He added that they believed that theatre formed part of the conversation that helped people to understand their place in the world. “We think that small stories are as worth telling as big stories,” he said. “We are interested in the small, intimate things in life, the things that often get overlooked or swept under the carpet (like our province): the raw and untamed talent, the beauty to be found in the tiny details of everyday life.”

Chandu said that Afrika was a song that reminded "you to embrace who you are as an African. It is a house track with afro beats".

Chandu is an Afro-soul singer and songwriter whose music is inspired by life in general. He can translate his life experiences and those of others into song. His journalism and radio knowledge are playing a vital role in honing his skills, which gave birth to his multilingualism. He has six years of radio experience.

He said that his vision was to release an album one day and to establish himself as a top songwriter. He draws inspiration from the late Oliver Mtukudzi and Hugh Masekela as he grew up listening to their music.

The song is currently receiving massive airplay on local and national radio stations.

MSW Media releases movie

By Tshifhiwa Mukwevho MSW Media, producer of excellent locally made movies, has just released a full-length, hard-hitting movie, Ro Tshinyani (Why us women?).

The movie is about a man who abuses a woman, while another man is willing to offer pure and real love to that very woman.

“We have decided to come up with this story because we are faced with a high rate of gender-based violence as a country,” said the experienced director, Musiiwa Makumbi.

“It is really sad to notice a boyfriend who professes to love a young woman, going on to take her life. This is not how it should be, and as movie creators, we felt that we needed to really highlight and address this very issue through the medium of motion pictures.”

He added that the movie also highlighted issues of domestic violence and the scourge of rape incidents. “This is the

kind of movie which South Africa needs, for we hope that the abusers and would-be abusers might see it and change their lives for the better,” he said.

“In the real world, we would like to send a message of support and condolences to all families who have had to deal with the death or killing of loved ones as a result of gender-based violence,” Makumbi said.

The cast includes, among others, Lutendo Masindi,

Lynette Phethani, Trover Makumbi, Martin Musetha, Mpho Mushia, Leonah Phaswana, Mashudu Munyai, and Karabo Mantsi.

The rise of Bianca

If the music scene were a stage drama, Avhashoni Tshivhiyahuvhi would be regarded as one of the main characters behind the curtain.

Popularly known as Johnny B Goode by his Rasta friends, Tshivhiyahuvhi, who hails from Ha-Tshikonelo outside Thohoyandou, is a self-proclaimed reggae music ambassador, promoter and Rasta event organizer who has played a major role in the success of various reggae music artists, both in Limpopo and Gauteng.

Over the years, Tshivhiyahuvhi has voluntarily organised album recordings and performances of relatively unknown reggae artists and helped them to promote their artistic offerings on social media. “I make sure that I write a biography of a reggae artist daily on my Facebook page. This helps to promote them and make their music famous to everyone who loves reggae music. A lot of reggae music artists were picked up from my Facebook page by record companies who ended up offering them good music deals. I also communicate with various producers and presenters of reggae music programmes at different radio stations to provide them with the contact details of the artists they can interview on

their radio stations. This is working wonders, because the artists that I’m helping are making an impact in the reggae music fraternity.”

Tshivhiyahuvhi said he fell in love with reggae music some years back when the legendary Mr Mbulaheni Tshikororo was the presenter of a reggae music programme at the then Radio Thohoyandou. “To date, I still regard Mr Tshikororo as one of the best reggae music presenters that South Africa has ever produced. He was a great researcher, orator and think tank who knew what he was doing. A hero in his own right, Mr Tshikororo’s knowledge of reggae music was above average and exceptional.

After Mr Tshikororo hanged up the microphone, I followed former reggae music presenters such as Vhudzi Lukoto, Professor Rambani and Strike Maladze, who presented for Univen FM.” He said he also drew reggae-music inspiration from Nthambeleni Toots Mamphideni, Mpho Shaggy Masibigiri, Takalani Mudau Tshivhule and his late brother, Takalani Lawrence Tshivhiahuvhi,

By Tshifhiwa Mukwevho The talent of Bianca Hester Chikota is gaining momentum as she continues to release more singles that are popular among music lovers.

She was inspired to sing by her late mother, who would encourage her to sing and even compose some songs of her own. “Whenever I think about her, I take solace in the fact that she was loving mother whose support for my life and my music continues to mean a lot to me,” she said. She added that she acknowledged the support from her best friend, Tanya, who had all along been spurring her on to work harder if she wanted to make it in the

music industry.

Bianca had discovered her singing talent when she was in Grade 7, during one of those occasions when learners were required to sing and she excelled, because she had a singing foundation that she had built from her days in church.

“I sang a lot in church, and everybody there was touched by my voice that I started enjoying it to a point where I just felt I needed to do something with my voice because everyone would ask me to participate in the choir,” she said.

When she got to Grade 11, she released her first song, Women in Power. “I am of the viewpoint that artists should work on songs that touch other

And his message to reggae music artists and lovers is: “Reggae music will never die, and it is upon us to come together to build the legacy of this powerful music. I will keep on pushing this music until my last day on earth.”

Muebi said as a child he often went to the bush to hunt animals and would scream a lot, which was how he found his voice. “I cried out through my music to find a solution to the difficulties I was facing,” he said.

“As a current-affairs presenter and producer, I always make sure that I get the latest updates for listeners from around the world,” he said. “I research a lot as I believe that the team needs to excel when we go on air. We are all making sure that our show stays on top when it comes to the competition we get from other shows. However, at this stage, we are on top of our game,” said Muebi.

This, however, is not the pinnacle of his achievements and he hopes to expand his knowledge and experience. “I’m still young and there is still more to offer to my community. I do not allow fame to go to my head, and I gave myself time to study.”

He enjoys his work so much that he has come to realise that nothing is more fulfilling than doing one’s work with love. He added that teamwork was very important in life. “Without teamwork, there is no productivity. The hardest part of the job is when you are chasing a deadline.”

When Muebi is not working, he loves reading, writing, and singing. His message to young people is to always put education first. “Go to school, find out what you want, and go after it. Never let anyone tell you that you cannot do something; believe in yourself,” he concluded.

Muebi counts among a group of excellent producers at the station and his work continues to impress listeners. His appetite for information, taste for good music, love for his listeners, and zeal to tell it the way it is, place him among the best. “I am that kind of person who is positive about every aspect of life.

There are many things I like to do, to see, and to experience. I work for 24 hours per day. Wherever I am, I am on duty, because if something happens related to the news, I need to report it.”

According to the listeners, he is already a force to be reckoned with. “I always make sure that I do my homework by researching my topics in order to excel at my duties. I find radio work to be very interesting and challenging, especially when it comes to interacting with the listeners,” he said.

He wants to empower the youth, so that they do well in business. “I love youths who have a clear vision of what they want, regardless of where they come from.”

He said that knowing God was important. “Follow your heart and go to church regularly.” Muebi ascribes his success and achievements to hard work and striving for the best in a career that demands discipline and determination.

Traditional leaders help fight virus

The Vhembe District’s Covid-19 command council, led by the executive mayor, Cllr Dowelani Nenguda, visited some traditional leaders in the Collins Chabane Local Municipality to join hands in the fight against the coronavirus.

Nenguda, during his visit to the Xikundu Traditional Council on Tuesday, said that people needed to unite and fight the scourge of the Covid-19 pandemic, because it had killed lot of people and was still killing people.

“We are here today to make sure that we join hands with traditional leaders to lead by example and to make sure that our communities adhere to

Covid-19 prevention methods.

Wearing of masks is compulsory during level 3, while lingering around without any purpose, playing soccer tournaments, and staying in groups is not allowed,” said Nenguda.

He added that funerals must be monitored by police officers and spaza shops must sanitise every customer visiting the place. He urged community members to check the expiry dates on the food that they buy. Nenguda added that the selling of traditional beer was also prohibited because liquor contributed to the spreading of the coronavirus and gender-based violence.

He said hospitals were full of casualties resulting from drunkenness.

He urged traditional leaders such as chiefs, indunas, and headmen to play an important role in passing the message to all community members, warning that those who failed to comply must be reported to the nearest police station.

Hosi Thomas Maluleke Xikundu said that the message was clear, straightforward, and to the point. “We have heard through various media houses that the number of deaths and those who tested positive have increased dramatically.

We will communicate the message to the communities, but we know that some people are unable to listen and some are also ignorant. We will tell them and those who do not adhere that they will face the might of the law,” he said.

Makhado mayor visits farmers

Several local farmers around the Makhado Municipal Area recently received a visit by the mayor of the municipality, Cllr Samuel Munyai.

According to Munyai, the municipality supported the President’s statement that agriculture in South Africa had a good story to tell “and we are here to hear some of the problems you encounter during the lockdown. We will do our best to assist you”.

Munyai said plans were underway to construct a packing house for local farmers, so that packing and processing their agricultural products before they were sent to a bigger market around South Africa and abroad would be easier. “We want local farms to be our provincial hub for producing agricultural products and be the food basket of the province,” Munyai added.

One of the young farmers in Mauluma, disabled farmer Mr Chillyboy Rathando, told the mayor that they were hard at work as farmers, but they needed the government’s intervention, so that they could expand their production. “I am one of the disabled farmers here, and we want to graduate from being subsistence farmers to commercial farmers. We urge the municipality for subsidies in electricity, seedlings, fertilizer, and drips. We hope the visit by the mayor will help to change our situation for the better,” Rathando said.

Traditional leaders must assist in fight against virus

By Ndivhuwo Musetha The MEC for Health, Dr Phophi Ramathuba, together the executive mayor of Vhembe, Cllr Dowelani Nenguda, and Makhado Mayor Samuel Munyai, visited traditional leaders to give advice on Covid-19.

The MEC and two mayors visited Muila Traditional Council and Mulima Traditional Council on Tuesday morning during short programmes that strictly complied with the lockdown rules.

Ramathuba said visiting the two traditional councils was important for her and the mayors, so that they could spread the message of the importance of following the lockdown rules to help prevent the spread of the virus.

Although Vhembe was still lagging behind all the other districts in the province in terms of infections recorded so far, Ramathuba said meeting traditional leaders was important, so that they could be educated about the importance of keeping social distancing, sticking to the lockdown rules during funerals, wearing masks,

staying at home, and washing hands with soap regularly.

“When this virus started in China on March 5, this year, we thought it was something foreign. Then the first case was recorded in South Africa when a male person was confirmed to be positive with this virus in KwaZulu-Natal. But some of us

Today, we have several cases of this virus in our province, including here in Vhembe. The reason why we came here today is that we wanted to make this community aware that this virus can strike one of you here and spread rapidly.

“We are urging every one of the community members to treat each other as if we are

positive with this virus. We also appeal to our traditional leaders to make sure that Covid-19 regulations are followed, especially during funerals where only 50 or fewer people are allowed,” said Ramathuba.

She urged the community to go back to their roots, where people greet each by bowing down without shaking hands.

She also discouraged the community from stigmatising those who have tested positive for Covid-19.

To children, Ramathuba said Covid-19 was like chicken pox as it did not affect them that much. However, she said the virus was deadly, like missiles, to elderly people.

Meanwhile, Nenguda said he was happy that the community of Muila and Ha-Mulima were adhering to the lockdown rules as beer halls and soccer fields were empty.

Thovhele Vho-Fhatuwani Mulima said they were keeping record of all people who attended funerals for tracking purposes, in case of a recorded case of the virus afterwards.

The MEC, the two mayors and their entourage proceeded to Levubu Clinic to monitor its compliance.

The Nemaranzhe royal council is mourning the death of the treasurer of the Mvudi branch of the ANC Women’s League and deputy chairperson of the Moral Regeneration Movement in the Vhembe region, Ms Alilali Nemaranzhe.

Nemaranzhe (66), of Thohoyandou P East, was described as community builder, political activist, and mother of the nation because of her devotion to helping the communities without compromise, said the family spokesperson and younger sister of the deceased, Cllr Nkhumeleni Nemaranzhe.

Nemaranzhe was also installed as khadzi (princess) of the Nemaranzhe clan, who works closely with the traditional leader of the village in developing the Maranzhe village.

According to Cllr Nemaranzhe, her elder sister died on 30 June after a short illness and was later buried in the Gondeni-Lahamabilu graveyard on Saturday, a fortnight ago.

She was a political activist who joined politics during the Soweto Uprising in 1976 and never turned back. The traditional leader of Maranzhe, Chief Dzudzanyani Nemaranzhe, said when she was installed as the leader of the village in 2018, she had chosen Makhadzi Vho-Alilali Nemaranzhe as her aid in developing the village.

By Frank Mavhungu After parting ways with his former employers, Tshakhuma Tsha Madzivhandila FC (TTM), early this year, Jean Munganga is still battling to find a new club. The 29-year-old from the Democratic Republic of Congo parted ways with Vhadau Vha Damani unceremoniously, following a dispute over unpaid salaries.

Munganga was previously reported to have tried everything within his power to force the club to pay him his outstanding salaries before taking the matter to the Premier Soccer League’s Dispute Resolution Chamber (DRC).

According to him, he finally reached an agreement with the club before the matter was heard by the DRC. He revealed that part of the agreement was that the club would pay him his outstanding salaries in three instalments and that the last payment was expected at the end of this month. He further stated that he was happy that the club was honouring its agreement.

By Kaizer Nengovhela Legendary soccer player Samuel “Zokwe” Ratombo of Vleifontein says local professional soccer players must consider what they do as a job, because it is a job.

Ratombo was the best striker in the region during his days. He played for Tshikota Family Black Stars with the likes of Chada Machumela, Ennock Malete, Tokyo Mukwevho, Tornado Mulaudzi, Nana Masase, Shoes Tshilate, Ivy Mathuba, Kaizer Madula and many more during his days in different teams. He remembers when his team (Stars) won the Mainstay Cup and qualified to play with the professional team in the high league, Amazulu, at the Thohoyandou Stadium.

He was in Pretoria, playing for Arcadia Shepherds at that time. He said he remembered that when one of the officials was reading the newspaper, he saw the story that his home team, Black Stars, had qualified to play against Amazulu. He asked permission to go and play for his home team after he had scored four goals at Arcadia.

He said that when he arrived at Thohoyandou for the game with the other players, the coach did not field him. He then went to the coach and asked to be

put on the field and the coach refused.

He said that he went to the assistant referee and introduced himself on the field; by that time, they were 1-0 down.

He said that when he was allowed on the field, he created an equalising goal, but they finally lost the match 7-4. After match, an official of Amazulu asked him to join their team and he refused.

He said he had also played for Kaizer Chief reserves with the likes of Doctor Khumalo and Ntsie Maphike. He was recruited to join the senior Kaizer Chiefs, but his team management and Chiefs officials could not agree on the price.

He advised young players that the best money habit one can adopt as a player is to find a financial planner from the word go, once one starts playing football professionally. “Like anyone else out there who has a job or income, you need some financial planning,” he said.

He said some footballers liked to start a business, so it would be wise to seek advice from someone already in business. “For instance, some people lose a lot of money in franchising, because it is built to look glossy but is not,” he said.

“You have a very short career, and that's not a long time to build a

balance sheet or a strong investment portfolio, so you need to aggressively take advantage of your heydays when you are young, playing well and earning a lot of cash.” He said players could also get trapped by the excitement of money from endorsements and bigger salaries and must thus be committed to ensure they save and invest their money wisely.

Fhulu excels in netball

By Kaizer Nengovhela Local netball star Fhulufhelo Ramphai started playing netball at a tender age as goal attacker at Gogobole Primary.

She then went to Manaledzi High and became a respected player in Vhembe.

Ramphai played for the Vhembe schools netball squad during the tournament at Polokwane and was selected for the USASSA Limpopo netball squad to represent Limpopo in Durban. When she completed Grade 12, she registered at the Potchefstroom Vaal campus and became the captain of the university netball team for three years.

She now plays for Avalon Netball team in Vanderbijlpark and is registered at the Sedibeng Netball League. She said that the league activities had stopped because of the coronavirus pandemic, but they had to maintain their fitness levels during the lockdown.

"We had no choice but to do as the State President ordered and suspend all the activities, because we must make sure everybody is safe and stand together. I wish to express continued support for the measures to combat the spread of the coronavirus. I call on all our societies to adhere to the lockdown regulations, stay at home, get tested, the washing of hands and keeping the recommended social distance.”

She encourages youngsters to focus when they want to achieve their dreams and they can make

a significant contribution to the community in which they live.

“The youth must stay away from drugs and criminal activities and prepare themselves for careers that will benefit them in life.”

Ramphai said that discipline was key, and education was of primary importance in their future.
