“Hy’s weg. Die Here het hom kom haal ...” Só het die laaste SMS-boodskap van ‘n familielid aan die Zoutpansberger vroeg Woensdagoggend gelees oor die toestand van die 19-jarige Tiaan Schlesinger. Dit was ‘n boodskap wat niemand verwag het of wou hoor nie. Skaars ‘n uur vantevore is daar nog telefonies met Tiaan se ma gepraat. Die afwagting was steeds daar dat daar beterskap sou wees in Tiaan se toestand. Net die vorige dag het sy ouers, ma Seretha en pa Eddie van Makhado (Louis Trichardt), die eerste keer in bykans ‘n week goeie nuus ontvang. Alhoewel steeds kritiek, was Tiaan se toestand die eerste keer stabiel. Die prognose was dat as hy hierdie toestand vir 24 uur kon handhaaf, dit die keerpunt sou wees op Tiaan se pad na volle herstel. Tiaan het egter steeds 100% suurstof ontvang en was nog aan ‘n dialise masjien gekoppel. Tiaan, wat verlede jaar aan Hoërskool Louis Trichardt gematrikuleer het en besig was met sy studies in natuurbestuur by die Centurion Akademie, het die afgelope week ‘n stryd om oorlewing gevoer in die Pretoria-Oos Hospitaal. Sy lewens-

stryd het die gemeenskap se harte aangegryp. Van oral het boodskappe van beterskap ingestroom en in kerke is inwoners gevra vir voorbidding vir hom en sy familie. Tiaan is voorverlede Sondag in die hospitaal opgeneem, nadat hy begin siek voel het. Sy toestand het deurlopend verswak. Teen Woensdag (17de) het medici vasgestel dat Tiaan die Herpes Simplex nommer 1 virus (ook bekend as die koorsblaarvirus) opgedoen het. Dit het hepatitus (ontsteking) in sy lewer veroorsaak, asook candidiase (swaminfeksie) in Tiaan se slukderm. Dit het blykbaar daartoe bygedra dat hy ook bakteriële infeksie van die longe opgedoen het. Teen Maandag hierdie week het Tiaan se niere begin probleme gee. In daardie stadium het dokters hom ‘n 60% kans op oorlewing gegee. Steeds het die hoop op volle herstel en genesing nie by sy ouers en die gemeenskap vervaag nie. “Bid onophoudelik vir my kind,” was Seretha se deurlopende pleidooi. En toe, die ondenkbare ... Woensdag om 08:51 kom die SMS deur wat lees: “Bid, sy hart gaan staan”. Twintig minute later het die skoknuus gevolg dat Tiaan oorlede is. Dié nuus het hierdie week ‘n gemeenskap in rou. New MM speaks openly about criminal charges against him

The Makhado Municipality’s new municipal manager, Mr Isaac Mutshinyali, in an open conversation on what had happened at the previous municipality where he was employed, leading up to a criminal charge against him.

“It was not a good experience, but experiences like these make you wiser and open your eyes,” said Makhado Municipality’s municipal man ager, Mr Isaac Mutshinyali. The experience that the municipal manager, in office since 3 September this year, is referring to is the criminal charge laid against him in his capacity as municipal manager of the Greater Letaba Municipality. Mutshinyali talked openly to the Zoutpansberger about the scenario that led up to the criminal charge concerning an alleged questionable approval of a R2.5 million payment. The charge had been laid by the DA at the Modjadjiskloof police station in the beginning of August. The same charge included the former CFO of Greater Letaba, Mr Elias Masiya, and the current technical director, Mr William Molokomme. Masiya left Greater Letaba last year, while Mutshinyali left in May this year and Molokomme was reappointed for another five years. The investigation will take its course.

“Let them investigate; that is fine. Luckily, I have all my documentation in place. I don’t really think there is a case, but it dented my name, unfortunately,” Mutshinyali said. Mutshinyali described his view of the preceding circumstances. The owner of a company who was awarded the tender of repairing and rebuilding streets in Modjadjiskloof never appeared in person at the municipality but sent an employee to be the face of the company. The first claim went through to the correct account of the owner. In the meantime, this employee was no longer working at the company but provided the municipality with the necessary forms and documentation of the owner that he was the appointed subcontractor. The second payment was made into the new account supplied by the subcontractor. “In the meantime, the owner sued the company of the subcontractor, who subsequently got arrested. Then the owner came to the fore for the first time and brought a letter from his attorney to say that the contract was theirs. If the document by the

subcontractor had been forged, then that is a matter between the contractor and subcontractor. We had paid with attached documentation; we had done it by the book,” Mutshinyali said. DA provincial leader Jacques Smalle said that the payment to the former employee of Star Mill Developers was made “without proper checks, apparently when this employee had merely made a claim to the municipality that the tender was theirs. The Municipal Finance Management Act makes it clear that it is an offence under section 173 for any official to spend any money belonging to the municipality, either negligently or in an unauthorised manner. “The police must now probe how a person who never had any contractual tender agreement with the municipality ended up being paid millions of rand,” Smalle said. The former municipal manager of the Makhado Municipality, Mr Shadrack Tshikalange, similarly left with criminal charges hanging over his head.

Following a meeting of Af riForum with the municipal manager of Makhado Munici pality, a tour on 15 October to visit the “hotspots” in Makhado (Louis Trichardt) nearly ended in total disar ray. The municipalities of Makhado and Vhembe were well represented, with Makhado headed up by Mr Isaac Mutshinyali (municipal manager), assisted by the technical director, Mr Thivho Ralulimi, and several technical staff. The Vhembe District Municipality’s (VDM) delegation comprised Mr Eric Masakona (VDM Water services manager), Mr Shelton Mulibana (VDM operation and maintenance: Makhado area) and others. AfriForum was represented by its local chairperson, Mr Wally Schultz, vice-chairperson Mr Herman Smith and Mr Lampie Schoeman. Mutshinyali had proficiently organised a big enough municipal vehicle to transport all while they could talk inside the vehicle and not necessarily have to stop at each and every hotspot. At the first stop, some members of the delegation filed out of the bus to inspect a huge and dangerous open hole in Stubbs Street, near the local high school. The cordial atmosphere between the parties was short lived when differences of opinion surfaced on what Council should have done and should do concerning the open hole, which is posing a danger to the children and residents. The hole has since been closed at the order of the municipal manager. Shortly after the incident in Stubbs Street, Schultz left the bus. “The Makhado delegation laughed uproariously. I demanded to know why all this was so funny and, seeing them respond with more hilarity, I declared this behaviour to be idiotic,” Schultz said. He said that he had told the officials that “this was no laughing matter”, before he started to walk home. Soon afterwards, Schoeman also got out of the bus. “It seemed to me that Ralulimi tried to provoke me to lose my temper. He should rather hang

his head in shame that the town deteriorated to such an extent during the four-and-a-half years that he had been responsible for the technical department, instead of being provocative,” Schoeman said. “The laughter continued. I told the municipal manager that this was not a joke, it was a disaster and that the tour should be stopped,” Smith said. The tour was partly salvaged when Mutshinyali decided to drop off Ralulimi and other officials and continue the tour in Smith’s personal vehicle with himself, Masakona, Smith and Schoeman, who had walked to the municipality and had been picked up by Mutshinyali. Mutshinyali interpreted the frenzy in the bus as the result of the AfriForum chairperson’s calling his director idiotic. “I can’t have my officials fighting with people. I told Schultz that if he was thinking of leaving the bus, it would be better,” he said.

The next stop was at the telemetric flow meter in Ruh Street, which could make a difference in the water situation if only it were in operation. Mutshinyali said that the first priority was to get the security in order there and then plan how to get the system operational. The rest of the tour included hotspots in the new extension, Eltivillas with its vanished tar roads, pump stations appearing very neat but pumping sewage into the veldt, the overflowing rubbish dump, sewage rivers near the railway, the existing sewage plant and a dam full of sewage near the town’s boreholes. “I know that the water situation is bad, with regard to the Albasini line to Mowcop reservoir, but thought the underground system was fine. I now realise that there are a lot of issues to be dealt with, such as excavating the lines connecting the pump stations with the reservoirs,” Masakona said.

Power crisis at base might last weeks Emergency measures are still in place at Air Force Base (AFB) Makhado, where a major power failure has left almost the entire resi dential area without a continuous electricity supply. More than 1000 Braambos residents at AFB Makhado were assisted by means of a charity project and other measures to provide them with basic foodstuff and rations, after a massive power failure left 234 houses at the base without electricity for more than a week. The operational area was initially also affected by a complete power failure, which lasted more than a day. This crisis was caused when a high-voltage supply cable that feeds the Eskom supply to the Braambos residential area exploded in two places on Wednesday, 10 October. During these events, facilities inside the operational area and in the Braambos domestic area experienced a very powerful series of shudders in most distribution boxes. Damage to electrical systems had units and sections shut down for more than one day. However, normal flying operations at the base then continued, with the aid of standby generators. In the meantime, standby generators have also been deployed to supply electricity during certain hours to households in Braambos, after major losses of frozen foodstuff were suffered by staff members in the residential area, due to the longterm power failure. Severe damage to a substation and four minisubstations in the residential area initially left 40 homes and 60 duplex units without electricity. According to a media statement, another power failure damaged two more mini-substations in Braambos on 15 October, leaving a total of 234 houses and some 1 100 souls without electricity. Although the Department of Public Works in Polokwane was immediately informed after the first power failure, it was slow in responding to the crisis. “Irrespective of several telephone calls by the approved electrical contractor and the chief technical officer of AFB Makhado to the

regional office of the Department of Public Works [DPW], it was slow to respond to the magnitude of the failure and representatives only arrived on the premises of Braambos residential area on the morning of 17 October for an inspection of the extent of the damage. Although the SA Airforce already had 250 KVA generators in place by that time to be connected to the existing power grid of the affected areas, no such authority was granted by the DPW …” reads a media statement by the commanding officer of AFB Makhado, Brig. Gen. Schalk van Heerden. According to the statement, initial indications are that the extent of the damage is such that the mentioned houses in the residential area will be left without continuous electricity for several weeks as spares and equipment need to be imported from abroad. AFB Makhado already received two 250 KVA standby generators from other SAAF units and is awaiting the arrival of at least another two generators to provide electricity as an interim measure. In the meantime, suppliers of electrical generators in Makhado (Louis Trichardt) have confirmed a significant increase in private sales of generators since the beginning of the crisis at the Braambos residential area.

The police have arrested a suspect who they believed could be responsible for the death and rape of Nare Mashamaite, the train driver who was killed three months ago in Makhado (Louis Trichardt). The 22-year-old Manyere Jerry Shuma from Zimbabwe was arrested and appeared in the Louis Trichardt District Court on Tuesday, 16 October. Mashamaite was strangled to death earlier this year when she and her assistant driver stopped the train at the Makhado train station to inspect what they thought were brake failures. The assistant managed to escape unarmed. Shuma, who, according to information provided by the police, was initially arrested in connection with a series of housebreakings in Tshilwavhusiku, was only later questioned about the murder. According to a police statement, their investigations positively linked Shuma to the murder and rape. Shuma appeared briefly in court again on Monday, 22 October. Die kragstuwing wat deur die weerligstraal veroorsaak is, het via die elektriese netwerk versprei en met ‘n boomwortel, wat onderdeur die lapa gegroei het, geaard. Dele van die wortel is uit die grond geruk, wat ‘n bykans vier-meter-lange sloot tot gevolg gehad het, met grond en gras wat meters hoog in ‘n nabye boom ingeskiet is. Van die plaveisel om die lapa is ook uit die grond geskiet. Hier staan Willie by die skade.

Alhoewel nie naastenby so verwoestend en met noodlottig gevolge soos die naweek se vloede in die Oos-Kaap nie, was grootskaalse skade aan infrastruktuur op ‘n plaas net buite Makhado (Louis Trichardt) verlede week ook weereens bewys van die natuur se vernietigende krag. “As ek staan net daarso, toe ek hoor net phaa! Die kragstuwing het plaveisel by Willie se buitelapa op die plaas uit die grond geruk, verdeelkaste aan flarde geruk en self die nuut-ingemesselde onderwater lig in die swembad uitgeskiet. Die plaveisel is uitgeruk nadat die elektriese stroom met ‘n boomwortel, wat onderdeur die lapa gegroei het, geaard het. Dele van die wortel is uit die grond geruk, wat ‘n bykans vier-meter-lange sloot tot gevolg gehad het, met grond en gras wat meters hoog in ‘n nabye boom ingeskiet is. Dit alles terwyl David skaars 20m weg gestaan het ... “Gelukkig het die pootjieskakelaar by die verdeelkas by die huis afgeslaan en was daar niks skade in die huis nie,” vertel Willie. ‘n Buurman van Willie was egter minder gelukkig, met sy hoëtroustel en televisie wat onder meer in die slag gebly het. “My boorgat se beheerkas se deurtjie het ek 10m vanaf die kas gekry, so hy is ook afgeskiet. Ek hoop nie my boorgat is daarmee heen nie,” het Willie gesê. Aussies face truth about national hero A recent Australian group touring the Bushveldt Carbineer (BVC) skirmishes terrain in the Sout pansberg was the first group of Aussies since the launch of Charles Leach’s book on the legend of Breaker Morant. Leach was heartened by the fact that two members of the tour group, comprising mostly exmilitary men and war veterans, had already read his book on the controversial issue of Breaker Morant, who is a national hero in Australia but is exposed as a thug and murderer in the book. Since Morant was the commanding officer, he was responsible for all of the murders that his men committed. Memorandum on rhinos still not signed South Africa’s efforts to address the ongoing slaughter of rhinos for their horns have received a major setback. This follows the 11th Conference of Parties (COP 11) that was held in India last week. South Africa was supposed to sign a memorandum of understanding with the Vietnamese Government. This did not happen. According to the Department of Environmental Affairs (DEA), the Vietnamese Deputy Minister of Foreign Affairs, Le Luong Minh, was not able to attend the conference in Hyderabad, India. The department confirmed that SA’s Minister of Water and Environmental Affairs, Edna Molewa, was at the conference, but they were unable to specify why Minh could not attend the conference. The memorandum would have covered the cooperation between the two countries in biodiversity management, law enforcement and other relevant legislation. The goal would have been not only to address the poaching of rhinos, but also any threats to a broad range of wildlife in South Africa. The department confirmed that both countries are keen to sign the memorandum, but that both ministers’ schedules will first have to be synchronised. “Both countries are still committed to entering into a memorandum, and discussions on a future date for both ministers to sign the memorandum are already underway,” said national DEA spokesperson Albi Modise on Monday. This follows the department’s recent poaching statistics which indicate that 467 rhinos have been slaughtered in illegal killings since the beginning of this year. According to the department, as of 22 October, 281 rhinos have been killed in the Kruger National Park. Limpopo has listed the highest number of

poached rhinos at 49 killed. The number of rhinos poached still exceeds the number of arrests that have been made. According to statistics provided by the DEA, only 207 rhino-poaching-related arrests have been made. Of these, 51 occurred in the Kruger National Park and 34 in the Limpopo Province.

The four-day-old moon will set at 22:00, giving stargazers ample time to look at some of the lunar features near the terminator. Daar was ook ‘n kompetisie om te kyk watter jeugspan die hoogste toring kon bou. Hier juig die span van agapé Christensentrum, nadat hulle hul toring gebou het. Hulle was na verskeie rondtes die uiteindelike wenners van die kompetisie, met die ags Charisma in die tweedeplek.

Tydens Saterdag se groepsaktiwiteite by Laerskool Louis Trichardt het Agapé die hoogste blikkieskostoring gebou, met AGS Charisma in die tweedeplek. Juvenis beplan om verskeie aktiwiteite en programme op ‘n deurlopende basis aan te bied om geleenthede te skep om die jeug op sosiale, geestelike en maatskaplike vlak te bereik asook ondersteuning en opleiding te bied. Die eerste opvolg en beplanningsvergadering het alreeds hierdie week plaasgevind. Die organiseerders sê dat die spanwerk met die Juvenisfees merkwaardig was. Instansies en persone wat bedank word, sluit in Laerskool Louis Trichardt, skoolhoofde, Zoe Academy, die Makhado Verkeersdepartement, die Makhado SAPS, RMD Sound, Leani du Preez vir die springkasteel, Limpopo Melkery, Bikers Kingdom, Madi Gra Water, U Print Printing, Signs for All en die gemeentes wat betrokke was ( Agapé Christensentrum, AGS Charisma, Emmanuel, NG Louis Trichardt, NG Soutpansberg, Shammah Bedieninge en die Volle Evangelie Kerk).

Handbag Project needs public’s help The Jes Foord Foundation needs help from the commu nity to kickstart their Handbag Project in Makhado (Louis Trichardt). Ms Cherise Muller, the local representative of the foundation, has introduced to project to the town and is gathering donations and supplies that will be distributed by the local Suid-Afrikaanse Vroue-Federasie (SAVF). The aim of the handbag project

is to assemble a kit that can assist a rape victim during the initial reporting process at police stations. These include things such as a facecloth, soap, deodorant spray and new underwear. A handbag filled with these “comfort” items can go a long way in helping a rape victim feel a little better. The project not only needs ladies handbags, but children’s and men’s backpacks also. Each handbag will be filled with com-

fort items and donated by the SAVF to the rape crisis centre at the Makhado police station. A closed register of all the bags given will be kept up to date. The public are also welcome to donate items such as toothbrushes, underwear, soap, and deodorant in bulk. The AGORA ladies from Makhado (Louis Trichardt) recently got into the Christmas spirit by supporting Santa’s Shoebox project and filling 20 boxes. This is a nationwide project, with more than 300 boxes collected for the underprivileged in the Makhado region. AGORA was instrumental in encouraging people to register for this project. Last chance to enter photo competition It is once again time for the Zoutpansberger and Limpopo Mirror’s very popular calen dar photo competition. The region’s photographers will have until 31 October to submit their entries. Prize money totalling R6 000 is up for grabs, with 12 winning pictures to be chosen for each of the year’s months. Winning entries will be published in an A2-format 2013 calendar, which will be used by the Zoutpansberger and Limpopo Mirror for marketing purposes. The calendars will also be sold to the public at a minimal fee. Only high-resolution pho-

tos of subjects unique to the Soutpansberg and surrounding areas will be considered for the competition. Wildlife photos are welcome, although the newspaper group would like to see more entries depicting the region’s cultural heritage, its people and landscape. The competition is limited to five entries per photographer, which should preferably be submitted in digital format. Cellphone or postcard-size photos will not be considered for the competition. All entries must clearly indicate who the photographer is, their contact details, where and when the photo was taken

and what camera was used. Although technical aspects such as the quality and sharpness of the photo will be taken into account, the photo should, however, only make for a nice picture. Each of the 12 winning photographs will be bought from the photographer at a price of R500 per photo. k het die naweek so ‘n paar minute gehad om ‘n bietjie te sit en dink aan dit wat was. Toe gaan my gedagtes onwillekeurig terug na die jare 80’s en 90’s, voor 1994. Ons nader nou so stadig die einde van 2012 – en Kersfees lê om die draai, met ander woorde die Christusfees is een van die dae en dit is hoekom ek weemoed het. Ons dorp en omgewing het altyd uitgesien na drie hoogtepunte per jaar. Dit was die Soutpansberg Landbouskou, die straatfees so om en by November en die Kerssangfees, ook in die straat voor die poskantoor. Dan was alles so pragtig met kersversierings opgemaak. Ons het kersliedere gesing, kunstenaars van die omgewing het opgetree en kinders en grootmense kon sorgeloos sit en die aand geniet. In die middel van die straat was daar ook ‘n laebak-vragmotor met orkes ensovoorts. Almal was vrolik. Daar is vleis gebraai in die straat met die winkels wat tot 21:00 oopgebly het. Mense het in die straat gedans en

kinders het veilig kom baljaar. Jy kan dit nie nou meer doen nie. Te gevaarlik! Wat het van die skou geword? Ons is uitgewerk en vertrap. Kleedkamers kan jy nie waag om te gebruik nie. Stalletjie-eienaars se goedere word gesteel. Ons sit nou agter slot en grendel, terwyl misdadigers vry beweeg. Waarop stuur ons dorp af? Alles het versleg. Is dit nie maar ons eie toedoen nie? Ons is nou soos die Israeliete in ballingskap – hoekom? Omdat ons nie tyd maak om met ons Skepper te praat nie en ons voor Hom te verootmoedig nie. Ons is net te besig om met daardie vieslike selfoon vuil, walglike en eksplisiete dinge te geniet. Ek is ook deur diep waters, wat my laat besef het: Daar is ‘n Lewende God. Hy ken ons wel en weë en as ons Hom nie dien nie, is daar vir ons geen ander uitkoms nie.

Projek fokus op Limpopo se voëlspesies

BirdLife Suid-Afrika het in Oktober begin om al die be langrike voëlhabitat-gebiede in die Limpopo provinsie te assesseer. Dié assessering is deur mnr. Ernst Retief, BirdLife se streekbewaringsbestuurder van Gauteng en Limpopo, gedoen. Van hierdie sleutelgebiede sluit in die Kruger Nasionale Wildtuin, die Nylvloedvlakte, die Vhembe Natuurreservaat, die Soutpansberg-area, die Blouberg Natuurreservaat, die Wolkbergwoudgordel, die Polokwane Natuurreservaat, die Waterbergarea en die noordelike turfdoringveld. Bewaring in hierdie gebiede,

sê Retief, is van uiterse belang om te verseker dat die Limpopo sy spesiediversiteit behou. Twee van die eerste reservate wat Retief besoek het, was die Blouberg en Polokwane Natuurreservaat. “Blouberg beskerm natuurlik groot getalle kransaasvoëls, maar ek het met my besoek gou agtergekom dat, ten spyte van uiters droë toestande, ‘n groot getal ander spesies daar voorkom, waarvan sommige bedreig is. Polokwane is natuurlik bekend vir die teenwoordigheid van die kortkloulewerik,” het Retief gesê. Retief se assessering het egter ‘n paar tekorte uitgewys. Veral

die Polokwane reservaat word erg bedreig deur mynboubedrywighede en behuising. Die Blouberg reservaat funksioneer ook tans met ‘n operasionele begroting wat ver tekortskiet. “Mens kan net hoop dat dié probleme wat bestaan, reggestel sal word en hopelik kan die assesseringsprogram in hierdie proses ‘n verskil maak,” het Retief gesê. Hy het ook die hoop uitgespreek dat diegene en klubs wat ernstig is oor die bewaring van voëlspesies in Limpopo betrokke sal raak by die assesseringsproses. Verdere assesserings van die ander habitat-gebiede sal in November plaasvind.

Limpopo second in national debate The national Road Safety Debate took place in Cape Town on 10 and 11 October, where the Limpopo team was the runner-up. Two of the five members of the Limpopo team, Maanda Phathela and Candy Musekene, were debaters of Louis Trichardt High School. The team left for Cape Town on 9 October. Teacher and coach Ms Annemie Grobler gave account of the nail-biting competition. “In the first round, Limpopo competed agains KwaZulu-Natal. KZN was not excluded from the competition as they were the best of the losing teams and thus competed against Mpumalanga,” said Ms Grobler. In the second round, Limpopo competed against North West Province and beat them convincingly. Limpopo thus reached the final round. “As KZN had won in their round against Mpumalanga, we faced them again in the final round. The final round was staged on Thursday (11th) at a gala event … although the Limpopo team put up a memorable and convincing show, the debate was awarded in KZN’s favour,” Grobler said. Numerous high-profile delegates attended the

function, including Minister Dikobe Ben Martins, the new Minister of Roads and Transport. Besides Maanda and Candy, the provincial team consisted of Nepo Seroke, Gavaza Mbule and Adeel Munshi. Each one in the Limpopo team was awarded a desk top computer, android tablet and R3000.
