Developers propose two massive dams to feed MMSEZ monster
There is no water! By Andries van Zyl The findings of a second research report dealing with the water requirements of the proposed Musina Makhado Special Economic Zone (MMSEZ) was recently made available during a virtual media launch on 12 August. The report once again highlights the fact that the MMSEZ developers refuse to acknowledge that just not enough water is available in the area to support a project of this magnitude. The report, entitled Water Governance of the Northern Limpopo, was compiled by Dr Victor Munnik from the Society Work and Politics (SWOP) Institute from the University of the Witwatersrand. This is the second research report regarding the issue compiled by Munnik, the first being the Water risk of fossil fuel mega projects in Limpopo: the MCWAP and the MMSEZ report published in May 2020. Both reports were commissioned by the Friedrich Ebert Stiftung’s SA office, a social democratic foundation that aims to strengthen the forces of democracy and strive for a just, sustainable, democratic economic system. Munnik was tasked to investigate the governance of water in die Limpopo River catchment area, both on the South African side in which the MMSEZ will fall, and the other riparian countries, namely Zimbabwe, Botswana and Mozambique. The scope of the second research report was recently extended to include analysis of a pre-feasibility study that became available in April this year for the proposed ‘Musina Dam’ and ‘Sand River Dam’ to store Limpopo River floodwaters. The report looks at how feasible this dam and other dam options are and whether such a megaproject could be financed while the curtain is falling on coal development in light of climate change.
“What we are dealing with here is a late coalbased megaproject in a closed catchment,” says Munnik. This means that all available water is already allocated or, in some instances, over-allocated. This fact, Munnik says, the developers of the MMSEZ refuse to acknowledge. According to Munnik, the MMSEZ project is a late coal-based project, taking into account that the date set to do away with all coal-power industries globally is 2050 to try and reduce the disastrous impact of climate change. “So, it is basically Limpopo politicians and the superpower of China trying to slip in one last big coal megaproject,” says Munnik. He contends that this project defies climate change and the lack of water in the closed catchment area.
Water remains the biggest issue The issue of water availability for the project has been a contentious one from the start. One of the biggest objections to the project is the mystery as to where its water supply will come from. The proposed Musina and Sand River Dams are the latest proposal from proponents of the MMSEZ, seeking to supply more than 90% of the water needed for the minerals complex (to include a coal-fired power station and various steel and related industries). According to the pre-feasibility study, the first of the dams, the Musina Dam, will be built just downstream from Beitbridge and just before the site where the Sand River runs into the Limpopo River. The second dam, the Sand River Dam, will be built higher up in the Sand River itself (see accompanying map). The plan is to first construct a weir across the Limpopo River where the Sand River joins it, which is planned to take up to 60% of the Limpopo’s total flow, leaving 40% for ecological requirements downstream. Between 2017 and 2018, Raphalalani was employed as a chief financial officer at the prison. In his professional capacity as a procurement officer at the facility, he was accused of conniving with three companies that were awarded tenders for supplying different items to the facility to inflate prices. The companies include Clemenson Carrier, Pengson Manufacturing and Vhalenda Zwashu Trading Enterprise. “The evidence presented before court was that he had colluded with these entities who were service providers of SACM to secure tenders and in return he received kick-backs. All of them pleaded guilty to charges of corruption and several counts of fraud,” said Ms Mashudu Malabi, provincial spokesperson for the National Prosecuting Authority (NPA). Malabo said that the fraud charge stemmed from the fact that the contracts entered into between the companies and SACM and/or the Department of Correctional Services were awarded as a result of a collusion between them and Raphalalani. “The accused admitted that the services rendered were of lesser value while the invoices to SACM were deliberately inflated to accommodate the gratifications to Raphalalani,” said Malabi. During the criminal case, the court ordered a separation of trial, and three cases were heard separately. When Raphalalani appeared in court for judgement, he was ordered to pay back R569 500. Clemenson Carrier was ordered to pay back R369 380, while Pengson Manufacturing and Vhalenda Zwashu Trading Enterprise were ordered to respectively pay back R1 000 000 and R450 000. The total amount to be paid back is R2 388 880 and the date of their sentencing is yet to be determined. The cases against other accused persons on trial on a similar charge are still pending. The granting of the orders is the result of the cooperation between the Directorate of Priority Crimes Investigations (HAWKS), the SCCU prosecutor and the Asset Forfeiture Unit litigator. “The case demonstrates that Asset Forfeiture remains an effective law-enforcement mechanism to ensure that no person should benefit from crime and to ensure that crime does not pay,” said Malabi.

Dams to take up 60% of Limpopo river’s total flow, leaving 40% for the rest (Contd from P1) They will then pump the water from the weir to a settling dam and from there to the Musina and Sand River Dam. Pumps will need 130MW and 208 MW of power to pump the water into the two dams, from where it still needs to be pumped 50km south to the MMSEZ. The Musina dam wall will be 45m high and 488m long across the Sand River, yielding 13m3 of water per annum without Limpopo water and 57m3 of water per annum with Limpopo water. The dam’s life span is a projected 12 years and if a silt filter is installed (which is not included in the developers’ budget), 25 years. The Sand River dam (of which two versions have been planned) will be constructed five to eight kilometres from the Limpopo and the dam wall will be either 63m high and 1 158m long, or 80m high and 2 600m long. As a result of the dam wall, 4 000ha will be flooded and the N1 will have to be rerouted. A bridge will also have to be built across the R508. At least eight to 10 years will pass before the water from these dams will become available, with the proposed MMSEZ needing a full 80m3 of water per annum to function within 10 years. “So, there is every possibility that timelines will be crossed. The MMSEZ will either be without water, or will take water from other users,” says Munnik.
No conceptual design Regarding the proposed dams, Munnik says that no conceptual design of the dam(s) and associated infrastructure exists in the pre-feasibility study. “Therefore, it is not possible to arrive at a possible investment cost for this project. There is no on-site geotechnical investigation for the recommended dams and weir sites, meaning that there could be unanticipated difficulties for construction, which may affect costing and construction time,” says Munnik. According to Munnik the pre-feasibility report also does not sufficiently address options for institutional agreements such as permission from Botswana, Zimbabwe and Mozambique. “In short, it has not done any negotiations with the other riparian states. There are also no reports of negotiations with prospective investors such as

municipalities, the Department of Water Affairs and Sanitation or Lepelle Northern Water to consider integration with existing water supply infrastructure in the area,” says Munnik.
Cost cannot be calculated With so much uncertainty, Munnik says, the most likely cost given in the pre-feasibility report of R14,50 per m3 will rather be R16,17 per m3 with the addition of the energy cost. This is expensive water. “But we have no reason to believe that these figures will be correct, because we all know that the cost o megaprojects can escalate beyond control and [become] unaffordable. This could tempt the developers to turn to other water sources and, in doing so, put pressure on other water users,” warns Munnik. As stated, Munnik’s research report focuses on issues regarding the proper governance of water resources. “In the absence of proper water governance, strange ideas [such as those proposed above] are coming into being,” says Munnik. This is where a catchment-management agency (CMA) can play a critical role. Munnik says that the objectors to the proposed MMSEZ have defended very important things, such as the livelihoods of locals outside the formal economy, biodiversity, and water resources, from the start. “It is important to remember that the majority of people in Limpopo are water users whose water requirements are so small that they are often not properly counted, and their formal rights not protected. They can be easily infringed upon,” says Munnik.
Citizens have rights Regarding citizens’ water rights, Munnik says that many people have basically forgotten what the National Water Act of 1998 says, namely that water belongs to the citizens of South Africa and that the government is the custodian. “It is like we are the owners and government the management. CMAs can play major role Munnik highlights the fact that the Water Act makes provision for participatory, integrated water-resource management in the form of CMAs in decentralised catchment areas. These are agencies comprised of local water users in specific areas who take control of what happens to their water by means of a decentralised water board. The original idea of the Act in 1998 was to have 21 CMAs in the 21 water-management areas in the country. Sadly, due to no proper support from the government, this idea never really gained momentum. “It is a bit of a sad story. Only two of the 21 CMAs came into being and started operating,” says Munnik. Munnik’s research shows that CMAs can be quite agile in dealing with water issues. They are, however, facing many obstacles. “For more than 20 years there has been a reluctant rollout of CMAs,” says Munnik. This, in some instances, is due to fear of job losses by the very same government officials entrusted to establish these CMAs, believing that the CMAs will take over their duties. “Our main political players are also not that comfortable with the idea of decentralisation,” says Munnik, adding that, for example, every time a new water minister is appointed, the new minister must be convinced of the validity of CMAs. Treasury has also since reduced the number of CMAs to six, from the original 21. With the reduction of CMAs to six, the Limpopo and Olifants catchment areas have merged into a super-CMA. As a super-CMA, Munnik says, the Limpopo CMA could become a major player in deciding how water is used and allocated. A number of urgent issues need to be addressed by the Limpopo CMA, and Munnik encourages people to engage with these processes as they happen and to really explore their potential in improving water governance through CMAs. He stresses that rivers need to
be protected, for example through environmental-flow regulations. “Climate change is already changing conditions in the Limpopo water-management area, and will continue to intensify. Participatory water governance in the South African section of the international Limpopo basis can provide a powerful encouragement to similar developments in other Limpopo riparian countries and increase international co-operation, as the IUCMA has done in Mozambique,” says Munnik. He concludes by saying that actively rolling out CMAs would be a good opportunity for the Department of Water Affairs to reinvigorate its role as the custodian of water resources in South Africa and to practically support the participation of voices that have so far been drowned out by stronger actors with many more resources at their disposal, such as those pushing the MMSEZ agenda. A new era in shopping convenience has dawned for many Louis Trichardt residents with the opening of a KWIKSPAR in the Da Silva complex in Krogh Street on 26 August (today). The opening of the store is the result of the entrepreneurial foresight of local businessman Mr Luke Enslin. According to Enslin, the main reason for opening the KWIKSPAR was to alleviate the pressure on his other store, Soutpansberg Spar. “Numerous residents in this area have also begged me to consider opening a KWIKSPAR closer to them,” added Enslin. Although KWIKSPAR’s product range is more limited than that of a normal Spar, the store rather focuses on freshness and convenience. “This store is typically for the customer who
just quickly wants to get a few items on his way home from work. It will stock basic brands. We will put a huge emphasis on freshness regarding produce, meat and home-meal-replacement meals,” said Enslin. The home-meal-replacement meals will be prepared on site in the bakery. In a time when many are downscaling their business interests because of the economic downturn caused by the worldwide Covid-19 pandemic, Enslin opted to invest. “I am so excited to bring residents some good news amidst tough economic times. Enslin now owns three TOPS at SPAR stores in Louis Trichardt, as well as one in Pretoria. In addition to the KWIKSPAR, Enslin also owns Soutpansberg SPAR and the Louis - inquire instore! ON Trichardt SUPERSPAR. “Inside and outside, the KWIKSPAR is on par Stockists of all security appliances with SPAR’s standards,” said Enslin. He added that they had also negotiated with the landlord to free up additional parking space for customers in front of the KWIKSPAR by creating parking space for the tenants of the flats above the store behind the apartment complex. In future, tenants will not be allowed to park in front of the store. Having said this, parking space at the complex remains limited. “That is why the store will have five pay points. The idea is not to let customers stand in queues but rather to get them in and out of the store as soon as possible,” said Enslin.

Win R500 with your own photo-novel The Team have snatched one back! After two weeks of losing against the Readers, the Zoutnet team have made amends and are this week’s winners. In defence of the Readers, we did receive an entry which was not bad at all, but had to be disqualified on technical points. The theme of the entry was strong and it addressed issues such as hypocrisy, but unfortunately the photos depicted children in school uniform using liquor. We’re convinced it was just a problem with actors, in that our young readers need to play the role of
adults. The problem is if your young actor (who plays the role of an adult man) wears a school uniform it may be perceived as condoning teenage drinking by members of the public. So, based on technicalities we had to say no which meant by default the Zoutnet team’s entry won. That doesn’t mean we’re not for the free flow of ideas and opinions. No, we loved the entry, but we have to take responsibility for the messages that go out. (And after all it’s just a fun competition.)
Please feel free to address any issues in your photo-novel. If you touch on sensitive issues such as politics and religion, try to be sensitive and remember that the paper reaches young and old.
How to enter All you need to enter is an interesting story that must be told within the limitations of 12 photos. You can use a cellphone to take the photos or an expensive camera, it doesn’t matter. Use your own actors, but remember to get their permission. The photos will be used in black-and-white, so take that in consideration (get a decent
contrast). Send your 12 photos, along with the twelve “bullets” (descriptions) to leigh@zoutnet. co.za. Entries not used simply stand over to the next week, where it will again compete against the other unpublished photo-novels (and the team’s contribution). This means that the sooner you enter your photo-novel, the better chance it has to be used. After the final date (24 September 2021), we will choose an overall winner. Die klaswenners vir 2021 was die Graad 7Z-klas wat R30 636 ingesamel het. Tweede was die Graad 007-klassie (R11 580) en derde die Graad 5Z’s (R8 980). Die leerling was die meeste boekies verkoop het, was Marie-Louis van der Walt (69 boekies). Hierdie week, 25 jaar gelede, was maar ‘n stil week op die nuusfront gewees, met ‘n allegaartjie van kleiner misdaad-verwante beriggies op die voorblad van die Zoutpansberger van 23 Augustus 1996. Hoofnuus daardie week was oor die bekende Johan Klopper wat as SATOER toergids gekwalifiseer het. Johan het sy finale eksamen geslaag en was in daardie stadium die enigste geregistreerde SATOER-gids in die Soutpansberg gewees. Vir die plaaslike toerismebedryf was dit ‘n verdere hupstootjie gewees. Hoe meer dinge verander, hoe meer bly dit dieselfde, lui die spreekwoord. Weliswaar was dit die geval gewees met die toestand van die streek se paaie. Soos vandag, het 25 jaar gelede net so baie klagte oor die streek se paaie opgelewer. Dit en die betaal van trekkerlisensies was twee van die kwelvrae wat gedien het op die agenda van die Soutpansberg Landbou-unie se algemene raadsvergadering in Musina. Die gasspreker tydens die vergadering was die destydse LUR van Vervoer, minister Johan Kriek. Kriek het in sy toespraak aan boere gesê hy verstaan die belangrikheid daarvan dat paaie in die streek in ‘n goeie toestand moet wees sodat boere hulle produkte by markte kan uitkry, maar dat die destydse Regering van Nasionale Eenheid in daardie stadium ‘n probleem met befondsing vir die herstel en bou van paaie ondervind het. Die oorbelading van paaie was een van die grootste bydraende faktore tot die swak toestand van paaie in
die ou Noordelik Provinsie (Limpopo). Klink dit vandag nog bekend? Op die sportfront was klubrugby nog groot gewees, met veral die wedywering tussen Louis Trichardt en Messina wat vol paviljoene gelok het. Daardie spesifieke week het Louis Trichardt se eerstes, oftewel die Bloues, met Messina gemors deur hulle 66-5 te klop. Die dorp se tweedes het op hulle beurt 42-0 oor die grensdorp se manne geseëvier. Ná hierdie wedstryde is die moontlikheid geopper dat Louis Trichardt en Messina se klubs gaan saamsmelt op versoek van die destydse Noord-Transvaal Rugbyraad om meer klubs in die hoër ligas toe te laat.
Hierdie groep onderwysers van Laerskool Louis Trichardt was almal deel van die SOS se Tegnologie in die Klaskamer-opleidingsprogram. The beautiful Soutpansberg mountain range was selected this year to form part of the Mountain Marathon Series, with a 42km, 21km and 10km race hosted on 15 August. A small field of trail runners (53 to be exact) that included a number of South Africa’s best, ran the inaugural Soutpansberg Mountain Marathon. The Mountain Marathon Series is held in association with the Endangered Wildlife Trust (EWT) and Trail Shed Adventure Gear. The overall winners of the 42km main event were (from left to right) Pierre Jordaan (third man), Nicolette Griffioen (first woman), Bruce Arnott (first man), Jacques Buys (second man) and Cath Vise from EWT. Die wenners die dag was (voor, van links na regs) Jeanette van der Merwe (2de .303 optiese visier), Simone du Toit (3de jaggeweer) en Leon Koen (3de semi-outomaties). Agter is Jonathan Brink (2de .303 yster visier en semi-outomaties), Bouts Botha (1ste .303 yster visier en semi-outomaties), Ampie du Toit (1ste jaggeweer) en Theyman Jongbloed (2de jaggeweer). Op die inlas regs is Justin Breytenbach (1ste .303 optiese visier). Wedvlugseisoen staan vinnig einde se kant toe Duiwenuus
Louis Trichardt Paralympic athlete Sheryl James safely landed in Japan last Friday evening (Tokyo time) in final preparations to compete in the Tokyo 2020 Summer Paralympic Games from 24 August to 5 September. Sheryl forms part of the 34-member South-African team to compete at the games. She will be competing in the 200m heats on 27 August at 04:37 and 04:44 SA time and the 200m final is scheduled to take place at 12:16 SA time. At the time of our going to press, it looked like no heats would take place in her 400m event, with the final taking place on 31 August at 14:45 SA time. Sheryl’s 100m heats will take place on 1 September at 14:46 and 14:52 SA Time, with the final of the 100m taking place on 2 September at 03:37 SA time. Die Soutpansberg Gholfklub in Louis Trichardt se senior kampioenskappe op 20 en 21 Augustus het vanjaar ‘n veld van byna 40 spelers gelok. Ná afloop van die twee dae se spel was dit Vic Grobler (links) en Pieter Venter (regs) wat die eerste plek en die titel deel met ‘n telling van 74 individuele Stableford-punte. Lede van die Hangklip (Hpk) en Soutpansberg (Spk) Posduifklub se wedvlugseisoen het die afgelope naweek voortgegaan, nadat voorverlede naweek se wedvlugte gekanselleer moes word weens sterk wind en swak weersomstandighede. Die afgelope naweek is twee langpad opewedvlugte vanaf Kimberley gevlieg. Die duiwe is Vrydag oopgemaak en ten spyte van digte mis Saterdagoggend het die duiwe deurgebreek en vinnig hul pad huis toe gevind. In totaal is 97 duiwe ingeskryf vir die langpad ope A-opewedvlug, maar slegs die eerste 20 posisies word vermeld. Die wedvlug is gewen deur Ben & Mariaan Pienaar (Hpk), nadat hulle wenduif die afstand van 815 km voltooi het met ‘n spoed van 1 032.85 meter per minuut. Hulle was ook 17de. Legardt & Dian Jnr (Hpk) was 2de en 9de, RWI & Mike Coetzee (Hpk) 3de, 4de, 15de en 19de, Mieke & Mike Coetzee (Hpk) 5de, 8ste en 13de, Gerhard Bezuidenhout (Hpk) 7de, 11de en12de, Louis Gossmann (Spk) 9de en 16de, Marx Hokke (Spk) 10de, 18de en 20ste en Louis Jordaan (Hpk) 14de. In die langpad ope B-wedvlug is 95 duiwe losgelaat. Die wedvlug is gewen deur Mieke en Mike Coetzee, nadat hulle wenduif die afstand voltooi het met ‘n spoed van 1 026.46 meter per minuut. Hulle was ook 7de. Ben & Mariaan Pienaar was 2de en 10de, Louis Gossmann 3de, Nico Bezuidenhout (Hpk) 4de, 9de, 15de en 19de, RWJ & Mike Coetzee 5de, 6de, 17de en 20ste, Gerhard Bezuidenhout 8ste en 12de, Legardt & Dian Jnr 11de, Louis Jordaan 13de en Marx Hokke 14de, 16de en 18de. Eerskomende naweek word die laaste jaaroud- en opewedvlug van die wedvlugseisoen vanaf Virginia beslis oor ‘n afstand van 640 km. Tans beklee Gerhard Bezuidenhout ‘n eerste plek op die provinsiale punteleer in die streek se opekampioenskap met 1 602 punte. Louis Jordaan is tweede met 1 587 punte en Ben &
Mariaan Pienaar derde met 1 579 punte. RWJ & Mike Coetzee en Nico Bezuidenhout is tans vierde en vyfde met onderskeidelik 1 564 en 1 563 punte.
