Sangoma faces charge of kidnapping boy The suspect, a traditional healer (sangoma), Mrs Elizaberth Ramaremela, is now facing a charge of kidnapping.

A traditional healer (sangoma) allegedly took an 11-year-old boy of Madombidzha without his parents’ consent to a bush in Nzhelele where she went to collect traditional medicine.

Now the 60-year-old sangoma claims that the boy, Theophilus Tshivhi, had mysteriously disappeared in the bush.

The incident happened last Tuesday (17th), when the traditional healer, Mrs Elizabeth Ramaremela, and her 69-year-old husband, Johannes, decided to go to Maname village in the Nzhelele area to collect traditional plants and herbs. Mrs Ramaremela’s two grandchildren accompanied them, as well as a friend from Johannesburg, the 21-year-old Sello Tlhaoele (21).

The young Theophilus, whose family live next door to the Ramaremela’s, joined them for the trip.

Theophilus used to visit the Ramaremela family often to play with other children his age.

According to the police report, Ramaremela claims that the boy had just vanished while they were in the bush. The three, who were joined by two other traditional healers from Maname, went to the Siloam police station the following day and opened a file of a missing person.

Town’s taps run dry again ... but was it sabotage?

For the umpteenth time, Louis Trichardt residents have been left without water for days on end.

Since last Friday, residents have been without running water – something that has by now become a luxury in town instead of a basic human right.

The water supply was cut without any warning, leaving many residents scrambling for water or queuing at water suppliers.

Questions and enquiries by the public about the cause of the problem were allegedly also met with aggression and rudeness from the municipality’s side. By Monday afternoon, the municipality had apparently reverted to just not answering their phones anymore.

Even the Mirror had to get into the fighting ring, having to wait almost two days for an official response from municipal spokesperson Mr Louis Bobodi about the cause of the problem.

In the meantime, rumours started doing the rounds that it was the municipality’s own employees who had sabotaged the water infrastructure out of protest over internal politics, with law-abiding residents being held hostage in the process and having to pay the price.

One such rumour was that members of the South African Municipal Workers Union (SAMWU) and Independent Municipal and Allied Trade Union (Imathu) had gone on strike, following a meeting between them and the municipality’s top management last Thursday with regard to overtime payment.

Asked directly if workers were indeed on strike, Bobodi vehemently denied any such allegations.

“They [SAMWU & IMATU] are only having discussions with management,” said Bobodi.

Evidence, however, suggests otherwise. Numerous reports were received that the workers were indeed striking, constituting an illegal strike.

The appointment of outside contractors to help restore the water supply also suggests that municipal workers were on strike.

The municipality’s failure to remove refuse from homes and businesses the past week was further

evidence of a strike.

Bobodi also denied rumours that SAMWU and IMATU members had sabotaged municipal infrastructure, although he confirmed that 10 municipal boreholes had been vandalised and cables stolen.

This was given as the reason why the water supply was interupted.

Asked whether this had been reported to the police, Bobodi said: “I’m not sure, I don’t want to lie.” Local police spokesperson Capt Maano Sadike confirmed on Wednesday, however, that no such report was received from the municipality, begging the ques-

tion why not.

By Tuesday, Bobodi was also unable to indicate when full water supply will be restored. In his response, he did indicate that emergency water supply tankers were deployed around town at strategic points to help alleviate the water crisis. Asked exactly where these tankers could be found, Bobodi replied: “I’m not familiar with the exact spot, but people know where they [tankers] are”.

On the up side of things, it was reported that the water supply to some parts of town was restored by late Tuesday afternoon.

Makhado FM fires station manager Mr Takalani Khomola, the acting station manager of Makhado FM, announced on Tuesday that the station has fired Mr Moses Muneri as station manager. This follows several weeks of turmoil at the community radio station where a power struggle played out amidst allegations of theft and corruption.

Khomola warned businesspeople this week to be very careful when dealing with Mr Muneri, who he said was going around town asking for sponsorships. "Muneri is no longer the station manager of Makhado FM," Khomola stressed. According to him, Muneri was suspended before he was eventu-

ally fired last week. Khomola added that he was in possession of a letter to fire Muneri, but he claims that the letter could not be handed to Muneri as he was not answering his phone.

Muneri made the news over the past month when he was arrested for allegedly stealing the station's radio transmitter. He appeared in court on January 11 and was released on bail. The case was postponed to Thursday, 26 January. The outcome of the court case was, however, not yet available at the time of going to press.

Attempts to reach Muneri for comment this week were unsuccessful. His cell phone kept on ringing and he did not respond to messages.

Makhado FM has been in the spotlight for the wrong reasons on several occasions during the past couple of years. The station managed to build up a huge debt, not paying the landlord and also defaulting on other bills. The outstanding bill for rent was rumoured to be in excess of R700 000. Creditors were at the point of selling the station's equipment to pay the bills at the end of 2011. The creditors included the local municipality, who seemed to have turned a blind eye at the escalating debt.

While the power struggles continued, the station did not succeed in winning the hearts of the listeners. The listenership figures dropped dramatically and currently stand at 23 000 (RAMS for December 2011). This figure, however, presents a total weekly figure, which means that the number of listeners at any given time is a couple of thousand.

The station also came under pressure for not adhering to legal requirements such as having proper annual general meetings where audited financial statements are made available to members of the public. As a Section 21 company, the community radio station is obliged to operate in a transparent manner and involve the local community in its operations.

Uncle arrested A 46-year-old man was arrested by the Tshilwavhusiku police last Tuesday for allegedly raping his niece repeatedly.

According to the police, it was reported that the man had been raping his niece since 2009.

The alleged rape was discovered last week, when it was discovered that the 12-year-old niece was pregnant. The spokesperson for the Tshilwavhusiku police, Const Godwin Mahuwa, said that a case of rape was opened against the suspect. "The girl originally stayed with her grandmother, but she passed away a few years ago. She was then forced to go and stay with her uncle," said Mahuwa.

He added that the girl also revealed that the man had threatened to kill her. "He allegedly promised to kill her if she told anyone about the matter," he continued. According to Mahuwa, the man had confessed to the police that he had raped the girl. The man appeared in the Tshilwavhusiku Magistrate on 18 January and the case was postponed to 24 January. He again went to court on Tuesday, but the outcome of his court appearance was not yet known at the time of going to press.

R30 million damage

It will cost about R30m to rehabilitate the areas damaged by the recent floods in Limpopo.

According to a statement by the Limpopo Department of Agriculture (LDA), the most affected area is Maruleng Municipality in the Mopani District and particularly at The Oaks, Finale and Bazayne settlements. Affected commodities include horticultural crops such as citrus, avocado, mangoes, and tomatoes as well as maize.

The damage to infrastructure also includes irrigation equipment, fencing, soil conservation works, irrigation dams and store rooms and pack houses.

The estimated crop loss is close to R6m, while the estimated infrastructure loss is about R21m.

Three injured after house collapses Three people were injured when their house collapsed during last week’s rain at HaMaila village near Vleifontein.

The three family members, Ms Emelina Mugwena (58), Mr Moloko Malatjie (69) and their four-yearold nephew, Andani, where sitting by the fire inside their mud rondavel when it collapsed last Thursday. Mugwena

Mopane Intermediate dominates excellence awards ceremony Mopane Intermediate School was once again on everybody’s lips when they dominated the Soutpansberg North Circuit Excellence Awards which were held at Hoërskool Eric Louw in Musina last week. The

annual event recognized schools that did well during the 2011 academic year.

Among the awards it received, the school was announced the Overall Best Pass Percentage and the Best Bachelor Percentage Pass of all

nine secondary schools located in the Soutpansberg North Circuit. Despite the fact that they do not have a library, the school produced a 100% Grade 12 pass rate last year, with 19 distinctions in total.

In recent years, the school has achieved such success a number of times. School Principal Tshilidzi Mabirimisa says the secret of success for the school is the good working relationship between the Department of Education, the school governing body, the parents, the educators and the learners. “We also

make sure that we plan effectively and implement our success strategies without compromise. We will continue to get good results because we work very hard from the first school day, despite the fact that we have a lack of resources and a limited number of educators.” Speaking during the ceremony, Musina Mayor Carol Phiri congratulated the school on their impressive performance and encouraged them to do even more. Somalian stabbed to death A Somalian businessman was allegedly stabbed and killed at Siloam in the Nzhelele area last Wednesday.

Mr Muhammed Abdul Adou (37) was allegedly stabbed and killed in front of his shop, while passersby watched.

The police have since arrested two Somalian nationals. The suspects, Muhammed Moqutara (34) and his friend, Abdul Jimcaalle Agoolle (30), were arrested and charged with murder. Moqutara was arrested immediately after the incident, whereas Agoolle was only arrested last Friday.

Both the suspects also own businesses in the area.

Adou was allegedly stabbed several times all over his body. He sustained serious injuries and although he was rushed to the nearby Siloam Hospital, he died on arrival at the hospital. The incident happened at a shopping centre right in front of Siloam Hospital.

The spokesperson for the Siloam police, W/O Edward Tharaga, confirmed the incident. He said that a case of murder was opened. “We were alerted by members of the community, and when we arrived at the scene, Adou was lying in a pool of blood,” he said.

According to Tharaga, the police had taken six Somalians in for questioning and four were released as they were not linked to the case. “Only two suspects remained and they were charged with murder,” he said.

Moqutara briefly appeared before the Dzanani Magistrate’s Court last Thursday, whereas Agoolle, who was still at large at the time of the court

proceedings, appeared in court on Monday. The case was postponed to 23 February.

According to Tharaga, there is still one suspect that must be questioned.

He said that the police investigation was continuing.

Theraga urged members of the community to furnish the police with more information regarding this incident. They can contact Det W/O Samuel Mulele at 082 315 0943.

Makhado municipalilty workers embroiled in battle to get their overtime pay Three months after the Makhado Municipality promised to pay workers for their overtime services, nothing has been done from the side of the municipality and workers are getting more and more impatient.

In an effort to come to an agreement with the municipality, workers and their representatives, namely SAMWU and IMATU, requested an urgent meeting with the top management of the municipality to address the issue of outstanding payment for overtime worked during the months of October,

November and December 2011.

According to the acting municipal manager, Mr T Ralulimi, municipal workers qualify for payment of 40 hours overtime. However, more hours can also be added in times of emergency when there is a shortage of staff. Payment of those hours is calculated and paid separately.

It was heard during the meeting held on 19 January that the municipal manager, Mr Shadrack Tshikalange, had said in the earlier meeting that all available money had been used to pay the company

that had tendered for the “2012 municipal diary”.

That statement alone enraged the workers, who demanded to see all the diary records to verify if the bidding and awarding of the diary tender had gone according to law.

According to the chairperson for SAMWU, Mr Elvis Tlou, they then realised that malpractices had taken place during the awarding of the diary tender. Records tell that there were two bidders who competed for the tender. The first bidder had 95 points and had charged R191 280 for the entire diary service, while the second bidder had fewer points, namely 49.81 but charged R301 730 for rendering the service. All the same, the tender was awarded to the second bidder, despite the fact that their services were too expensive and that the work they presented was shoddy, Mr Tlou stated.

“It’s funny that workers’ monies were given to an individual,” said Mr Elvis Tlou. “According to information we got, this company has been awarded the diary tender three times in succession. They always win this tender, even before they register on the municipality’s database. We’re now prepared to take this matter up with the big offices in the land!”

Hlanganani leaders to oppose new bill Ten traditional leaders in Hlanganani in Makhado, who are adversely affected by the government’s introduction of the Traditional Courts Bill, have resolved to fight to the bitter end to make sure the bill does not become law.

At a meeting at the Tiyani community authority on Saturday, the traditional leaders, who are all aligned to the Gaza Kingdom, led

by Eric Nxumalo, a direct descendant of warrior king Nghunghunyane, met to discuss the bill. They also discussed transport arrangements to the Gauteng High Court on January 26, where Nxumalo was to challenge the outcome of the Nhlapo Commission into kingship, Traditional leader Isaac Nkanyane (left) and lawyer Shirhami Shirinda (right) talk to which did not rule in his favour.

The meeting on Saturday came

after the funeral of one of the affected leaders, Hosi Manghove.

The spokesperson of the traditional leaders, Isaac Nkanyane, said the former government had taken away their powers in 1962, when they were removed from their ancestral lands, in line with the apartheid policies, and were settled in new areas.

He said the new government’s bill makes it worse for them, because it has abolished community authorities. “It means an independent headman must now choose which traditional authority he must belong to,” said Nkanyane. They agreed to challenge the bill legally and would join other communities opposed to the bill.

Nkanyane said there were 47

traditional authorities in the area and all the people affected were Xitsonga speaking.

An expert in traditional matters, Adv Shirhami Shirinda, says that the act is unconstitutional and is also perpetuating apartheid practices. “In 1961, traditional leaders who were opposed to apartheid were demoted while those who toed the line were promoted.

This act perpetuates that position,” he said.

He said community authorities were consistent with democracy, because community authorities were groomed together and chairmanship rotated every five years.

“At least there is a bit of democracy, rather than in tribal authorities,” he said.

A Grade 9 learner at Mopane Intermediate School, Lizelda has outclassed her peers during the first two eliminations of essays and debating sessions entitled What I will do to reduce crime in my community. She won a trophy and certificate and will now compete in the provincial event.

The Junior Visible Commander competitions have been organised by the South African Police Services as part of their annual youth-against-crime activities. Firstly, pupils from different schools in Musina were requested to write essays on the topic in the presence of adjudicators, and Lizelda came out tops. The participants were given an opportunity to debate their essays and once again she shone like a bright star.

In her essay and debate performance, she stressed that crime hurts people in many different ways.

She says it produces both short-term and long-term hardship, and can be a terrible burden for both the victim and society. She said there should be a strong working relationship between police and different stakeholders in the community – adding that the public media are some of the instruments to be used to warn people against crime.

Lt Peter Mudau of the Musina SAPS says he is very proud of Lizelda’s achievement and he has no doubt that she will make another mark in the provincial competitions.

MEC under fire for opening two unfinished bridges Barely a month after two bridges were officially opened in Vhembe, one of them is now closed for traffic, while one is partly operational and workers are still busy with construction.

The multimillion-rand Thathe Vondo and Khalavha bridges, which collapsed two years ago, were constructed last year.

The collapse of the two bridges adversely affected commuters from the Nzhelele area and those in the Thohoyandou area, as they were cut off from each other.

The bridges were opened prematurely towards the end of last year by Roads and Transport MEC Pinkie Kekana.

To the dismay of the communities, it later emerged that the bridges had been opened, even though it was clear that they

were not complete.

The closure of the bridges had left the local communities furious and they are now pointing an accusing finger at the MEC, whom they labelled as a “charmer who just wanted to capture the confidence of the people.”

Others feel their lives have been put at risk by letting them drive across incomplete structures that could collapse.

After an outcry from the community, Mirror conducted an investigation, which revealed that the Thathe Vondo bridge was indeed completely closed to traffic and construction workers were at the site, busy with construction. Engineers and the contractor were at the site, assessing the work which still needed to be done.

At the Khalavha bridge, only one lane of the road was in operation, as construction workers were still busy working at the site.

Both bridges run the risk of collapse if it should rain, as the soil on both sides of the road is not supported.

A member of Cope in the provincial legislature, Tshilidzi Ravhuanzwo, described Kekana as a “reckless leader, who does not care for the lives of the people of Vhembe” for opening the two bridges prematurely.

“Kekana has total disregard for people’s lives. How can a right-minded person open a bridge which she knows could put people’s lives at risk? What if the bridge had collapsed and killed people?” asked Ravhuanzwo.

“These people have failed the province and they are now putting the lives of the people in danger in the name of service delivery. We are not going to let this matter die down without scrutiny; we will take up the matter in the legislature,” said a fuming Ravhuanzwo.

Youth group spoil residents of Shalom Centre Christmas took on a new meaning for the children living in the Shalom Care Centre in Tshikota, Makhado (Louis Trichardt), when two youth groups raised funds to spoil them with gifts and food. The project was organised

by BSR charity project and A&T Event Management, with the assistance of various other organisations.

Louis Trichardt Laerskool assisted and made its recreation field available to serve as a venue for the BSR charity project. This was used as a platform for a fundraising event on 16 December. The Street Knowledge youth group provided a sound system to entertain the children while they played on the field. Members from the two projects washed cars, did hairspraying and sold snacks to members of the public as a means of raising funds.

On Christmas day, representatives from the BSR charity project, Ms Belinda Tshisikhawe and Ms Samantha Mashele, as well as Mr Thanyani Mukwevho from A&T Event Management, visited the Shalom Care Centre and presented the children with the gifts and food. Increase in housebreakings at Ha-Mutsha An alarming rise in housebreakings is worrying the residents of Ha-Mutsha Khwekhwe.

Last Saturday, it was reported that unknown criminals broke in at one of the houses and stole R1 500 in cash.

W/O Solly Mukhola, the spokesperson for the Levubu police, confirmed the incident.

He said that it happened at 00:15, while people are asleep.

“A case of house robbery has been opened with the police,” he said.

Granny Susan (77) is a dedicated boxing judge “Who told you I’m too old?” says Granny Suzan Madzivhandila from Tshakhuma, who is one of the oldest women to judge boxing contests.

She is known in the boxing fraternity

for her accuracy and dedication towards boxing.

Although she is already 77-years old, she recently judged the main fight between Lizbert Sivhaga of Limpopo and Noxolo Makhanavu (Eastern Cape) during their professional bout at the Meropa Casino Hotel in Limpopo.

She is the co-founder of the former Venda Boxing Organisation and became a South African boxing judge in the 1980s. She said she was inspired by her husband, Mr Mukandangalo Madzivhandila, who was a boxing promotor in Venda, and attended boxing tournaments with him. She said she developed an addiction to the sport. The couple travelled together to promote and stage fights in Venda, Giyani, Pretoria and Johannesburg.

A retired nurse and mother of three, she first became involved Granny Suzan Madzivhandila.

as a referee before she became a judge for local and provincial fights. Her nursing background also helped, because she was not shocked to see boxers bleeding during a fight. She said she had participated in boxing development by reading and attending workshops and conferences.

Her message to gogos is to dedicate and commit themselves to an important cause, to reach what they want. They must not allow their age or gender to determine their fate.

“I’m happy, because young people are coming to me to know how to become professional boxers. I developed and trained many boxers and I’m proud of that. My ambition is to judge international fights, because I deserve it and I am not too old for that. I wish to establish my own boxing promotion organisation, but I don’t have enough money for that,” she added.

One of her former boxers, Thivhudzwi Mudau, said that he learnt a lot from gogo Madzivhandila and that she had encouraged him.

Two local pupils to study in Canada Members of staff and pupils of the Theocentric Christian College at Masia recently bade farewell to two of their pupils, Orifha Mudau and Shaun Baloyi.

The two Grade 10 pupils are on their way to Canada. They were chosen by the staff to attend a full year of studies at Smithville District Christian High School in Smithville, Ontario, with all expenses paid.

This is the next step in a partnership that was formed between these two schools in 2004.

During the past eight years, Canadian teachers have come to Theocentric to work with the staff annually and a team of high school pupils from Canada come very two years. This is the first time that learners from Theocentric will make the trip to Canada.

Local officials suspended

A former Kaizer Chiefs player, Abel “Chakals” Shongwe, recently joined the Vodacom League team, Phungo All Stars, as head coach. Phungo is the reserve team of Black Leopards. Shongwe replaces the former coach, Moses Muthelo, who left the team last Thursday. Shongwe was assistantcoach of Black Leopards in the 2000/2001 soccer season, when he assisted Shepard Murape. He said this week that he was approached by the MD of the team, Mr David Thidiela. Shongwe mentioned that his appointment would bear fruits sooner than expected. He revealed that one of his strategic objectives was to produce players who would be able to perform well in the PSL. The review committee for the South African Football Association (Safa) has decided to suspend a number of match officials, following allegations of corruption.

During a meeting at the Garden Court Hotel in Polokwane, a referee, Mr Adolph Malangani, was suspended until the end of the current soccer season, after he was found guilty of breaching the laws of the game. The decision relates to an incident in the match between Baroka FC and Giyani Hotspurs at the Jane Furse Stadium on 8 October, 2011.

The committee found that Malangani failed to report the dismissal of the away teach coach from the technical area and the sending off of Baroka player Gift Motupa. The committee also found that in his match report, Malangani indicated that the final score was 3-1 for Baroka, instead of 2-1.

“Do not bring drugs to school” - Phaswana Soutpansberg North Circuit Manager Dr Nelson Phaswana has issued a strong warning to pupils who bring drugs to school, saying they will be subjected to the strongest disciplinary action.

Phaswana was addressing educators and learners of Mopane Intermediate School on Monday as part of his routine visits to schools within his circuit.

Mopane Intermediate School has approximately 400 learners, most of whom stay in the school hostel.

Phaswana said staying in hostels did not mean that learners should feel that they were independent of their parents.

He also told learners that it was wrong to smuggle alcohol to the school hostels or to engage in sexual activities. “The main reason for you to stay in the hostel is to make your learning easy as most of you come from far. You

Suspected thief found dead near Giyani A suspect in a number of stock theft cases in Giyani, George Ndukwana from Mbatlo village, was found dead between Phalawubeni and Makhuva village near Giyani last Tuesday morning. The 40-year-old man was found in a pool of blood with a bullet wound to his head, next to his burnt-out Isuzu bakkie.

According to Col Mohale Ramatseba, two carcasses of cattle, two pangas (knives) and an axe were found at the scene.

It is not known exactly how he died, but Ramatseba said they suspect that he might have been shot dead by community members who might have caught him stealing their cattle and then set his bakkie alight afterwards.

Ramatseba said that a case of murder had been opened at the Giyani police station and the

police expected to make an arrest soon.

Ndukwana was due to appear before the Giyani Magistrate’s Court on 24 January on charges of stock theft. Meanwhile, the burnt-out bakkie is said to belong to one of the butcheries in Giyani that cannot be named until the arrest is finalised.

Ramatseba warned people against taking the law into their hands, saying: “The killing of a suspected stock thief is strongly condemned.” He added that the community should report the involvement of any person in criminal activities to the police and should not take the law into their own hands.

The cattle farmers’ union in Giyani said the problem of stock theft in the area was very serious, because even if the suspects were arrested, they were simply

released on technicalities.

“The situation is such that we’ve even accepted that cattle are being stolen somewhere every day. It is a matter of whose cattle are being stolen at what particular point,” said Mr Javulani Mashele, representing the cattle farmers in the area.

According to him, the main culprits in the stock theft cases are those who own butcheries and catering companies. “When they feel that they don’t have money to buy meat, they simply go into the bush and steal our cattle,” he said.

Asked how he felt about the death of the suspected stock thief, Mashele said he felt pity for him, since as a man he might have a family depending on him. “We therefore condemn the killing and distance ourselves from it,” he said.

“Crime will not be tolerated in Mulamula” The community of Mulamula village outside Malamulele vowed to take the law into their own hands last Wednesday if the suspects accused of a number of crimes in their village are granted bail.

This comes after three suspects, Daglas Baloyi (44), Alex Ngobeni (34) and Thomas Rikhotso (41), were arrested in connection with a number of crimes that include car theft and housebreaking in the area.

Angry members of the community protested outside the Malamulele Magistrate's Court where the three suspects were to apply for bail.

A traditional leader, Mr Livingston Mabunda, said the community had had enough of the suspects. He said that the three

had been terrorising people by breaking into their homes while they were asleep at night and while they were away for work.

"We are tired of spending sleepless nights, trying to protect ourselves. Now, as the community, we are standing together against the suspects' bail application. The community is angry and willing to take the law into its own hands, should the suspects be granted bail,” he said.

However, the case was postponed to 24 January to allow the accused to sort out payment problems with their representatives who, according to W/O Alison Mapindani, had not been paid for previous work and therefore could not attend the court proceedings. The suspects are accused of stealing three

cars, a Toyota Tazz, a Toyota Camry and a Toyota Cressida, which were later found, stripped of various parts. They are also accused of stealing four water pumps and household items such as cell phones. The community has apparently taken a resolution to ban the suspects from ever setting foot in the village when they are released from prison. Their families were also given notice to leave the village or else they will face the wrath of the community.

"We also demand more police visibility in our village to root out crime in the area. At least one police van per hour should be seen patrolling the streets at night," added Mabunda, reading from the memorandum which he later handed over to the Malamulele Magistrate's Court.

Four graduates from Canisius College in Buffalo, New York, Catherine Alsford, Faith Burns, Melissa Grippin and Melanie Russ, decided that their love for conservation was important enough to volunteer their time in rural Africa in the name of environmental education. Together with local environmentalist Judy van Schalkwyk, they traveled to three rural schools in the WESSA/WWF Eco-Schools Blouberg Node in Limpopo to spread their conservation fever.

They gave lectures to the pupils on important eco-schools topics, such as global climate change and how to create and care for a permaculture garden properly. Laughter and learning went hand in hand during these lessons, ensuring a positive future for both the learners and their relationship with the environment. In the Blouberg area, the Eco-Schools Programme has been supported by De Beers since 2005, and in 2011 alone, 6 010 pupils and 187 teachers have been reached. Abusive stepfather gets jail sentence An abusive stepfather from Tshotsho village outside Beit Bridge was sentenced to an effective one year in jail after he severely assaulted his oneyear-old stepdaughter.

Bhekimpilo Mlalazi (26) pleaded not guilty to the offence, but was convicted after the court found overwhelming evidence against him. Mlalazi appeared before a local magistrate, Mr Toindepi Zhou, on charges of physically abusing his stepdaughter.

The court heard that on 25 April last year, Mlalazi was left with the stepdaughter when her

mother was not in the house. He hit her with an unknown object and she sustained a fracture to one of her legs. Mlalazi then disappeared.

It was testified that when the child’s mother came back, she found her crying and writhing in agony.

She then reported the matter to the police, leading to the arrest of Mlalazi.

During cross examination, the tearful mother told the court that her husband used to take care of the child before he suddenly “turned into a monster”.

She added that the relationship between her husband and the child had turned sour prior to this incident.

In mitigation, the man pleaded with the court to give him a noncustodial sentence, so that he could take care of his pregnant wife.

His plea, however, fell on deaf ears after the court sentenced him to one year in prison with hard labour, saying the offence that he had committed showed that he was a cruel person and a custodial sentence was most appropriate for him to reform.

“SA authorities harass deportees” Scores of undocumented Zimbabweans are allegedly routinely subjected to inhuman treatment by the South African authorities before they are deported back home through Beit Bridge Border Post.

A local Parliamentary Portfolio committee on Defence and Home Affairs hear this during its recent fact-finding visit in Beit Bridge.

Zimbabwe’s regional immigration manager in charge of Beit Bridge Border Post, Mr Charles Gwede, told the parliamentary team that undocumented Zimbabweans in South Africa encountered harrowing experiences on being rounded up by South African police and Home Affairs officials. They are allegedly treated poorly while in detention awaiting deportation. “We have received complaints from Zimbabweans who, on being deported, are not allowed to go back to their homes to collect their belongings.

We also get reports from deportees that South African police tear up their travel documents, while others claim that they had their permits unfairly cancelled

by Home Affairs officials before they are then brought back to Zimbabwe,” he said.

Gwede said in one case, an undocumented Zimbabwean woman was taken from her workplace in Johannesburg and bundled into a police vehicle before she was taken to Lindela detention centre. She allegedly was not given an opportunity to go and collect her two-year-old baby whom she had left at her home.

“When South Africa resumed the deportation of Zimbabweans in October, they assured us the exercise would be done in a transparent manner, with special consideration being given to the mentally ill and minors. It is, however, disturbing to note that such resolutions are not being implemented by our counterparts as we continue to receive numerous complaints of harassment of our people, and children are not given any special type of deportation at all.

“We also urged the South African authorities to consider setting up another detention centre in Limpopo, where a thorough vetting process would be conducted rather than just rounding up people and then deporting them,” he said. Gwede said that, on arrival at Beit Bridge Border Post, the deportees are taken to the International Organisation for Migration (IOM) reception and support centre, where they are vetted by both local and South African immigration officials who would have accompanied them and the police. At the IOM reception and support centre, the deportees are offered overnight accommodation, medication, food and transport to proceed to their respective homes.

“Since the deportations started, we have also been getting exconvicts being brought back together with other deportees.

So far, we have received 65 convicts who had been released from South African prisons after completing jail terms for various crimes. Out of those, we later re-arrested 15 for robbing other

border jumpers along the Limpopo River,” the police officer commanding Beit Bridge district, Chief Superintendent Lawrence Chinheng, said. Chinhengo said most of the stranded deportees were fueling crime in the border town.

The local district registrar, Mr Renias Muleya, said most of the local children, particularly those staying in villages along the border, drop out from school and cross into South Africa illegally without documents. He said there was a need to set up more registration centres in the district as well as to increase mobile registration programmes to cater for the local rural folk.

The chairperson of the parliamentary committee, Mr Paul Madzore, said they were on a tour to get first-hand information on the situation on the ground on the issue of deportations. “We are here to assess the situation and efforts made by border officials in handling the deportees as well as the challenges they are facing in dealing with the trend.

“We also wanted to have an appreciation and see for ourselves the challenges faced. We are saying there is a need for South Africa and Zimbabwe to work together and engage each other as they continue to explore ways aimed at assisting the deportees,” he said.

Madzore said the South African authorities should observe human rights when dealing with deportees and urged undocumented Zimbabweans to acquire proper travel documents to avoid humiliation.

Zimbabwean police at Beit Bridge have intercepted a haulage truck, which was carrying 58 undocumented “refugees” from East and Central Africa, who intended to cross into South Africa illegally.

The illegal immigrants, from Somalia, Ethiopia, DRC and Burundi, were intercepted at a roadblock along the Beit BridgeMasvingo road on New Year’s Day. The Zimbabwean regional immigration manager in charge of Beit Bridge Border Post, Mr Charles Gwede, confirmed the arrest. “I can confirm that a group 58 illegal immigrants comprising Somalis, Ethiopians, Congolese and Burundians was intercepted by police and handed over to us.

They intended to illegally cross the border into South Africa under the guise of being refugees.

They didn’t have documents from the first country of safety to prove their status,” he said.

Gwede said the truck driver, who was transporting the people, was also arrested on charges of assisting border jumpers. The

He said refugees seeking permits to cross borders could be assisted, but only when proper procedures were followed.

About 100 Somalis, most of whom had no documents to prove their refugee status, were the first group to be denied entry at the South African entry port at Beit Bridge.

The barring of the Somalis from entering South Africa followed the recent enactment of the Refugee Amendment Bill by the South African Parliament.

According to international immigration law, refugees are only allowed to proceed to the next country to apply for an asylum permit once they are conferred refugee status by the first country of safety. The first group of Somalis, numbering 97, which was refused entry into South Africa, is suspected to have used illegal entry points along the Limpopo River to cross the border. The refugees use Zimbabwe as their transit point to South Africa after having entered the country through the Nyamapanda Border Post.

Scientist promises to share knowledge Academic and scientist Maurice Mudau, who recently returned from a study tour of Australia, says he will share what he has learnt with his fellow countrymen.

Mudau is attached to the Limpopo Department of Agriculture and received the opportunity to study in Australia as a result of a partnership

between the office of Deputy President Kgalema Motlanthe and the Australian government.

The aim of the partnership was to give a unique opportunity to professionals to strengthen their skills as a long-term partnership for sustainable development.

During his stay in Australia, Mudau completed his second master’s degree and the theme of his dissertation was the Application of Geographical Information Systems (GIS) and Remote Sensing.

Apart from his work at the Limpopo Department of Agriculture, Mudau is presently assisting the Department of Agriculture in conducting geographical information systems and remote sensing research. He is also co-supervising four honours and masters students in GIS at the University of the North West.

undocumented “refugees” were ferried to Tongogara Refugees Camp in Chipinge on Wednesday, following assistance from the United Nations High Commission for Refugees (UNHCR) and the International Organisation for Migration (IOM).

Gwede said the group had been kept at a temporary holding centre in Beit Bridge prior to its departure.

The crackdown on undocumented refugees follows a meeting in May last year between Zimbabwean and South African immigration officials over the issue of irregular migration between the two countries.

Several refugees from East and Central Africa, mostly Somalis, have been continuously flocking into Zimbabwe in transit to South Africa through Beit Bridge Border Post since the beginning of May 2011.

Gwede said the flooding of illegal immigrants at the Beit Bridge Border Post was a result of some rogue elements purporting to be refugees and seeking to cross into South Africa illegally.

Criminal charges loom for Tshikalange It was a solemn occasion when the ratepayers met with the police to see whether pressure on the Makhado municipal manager could eventually result in better service delivery.

The meeting occurred while most parts of Louis Trichardt and surrounds struggle with a lack of water, a basic necessity.

The Soutpansberg Ratepayers Association (SRPA) requested the SAPS on 24 January to investigate criminal charges against Mr Shadrack Tshikalange in his capacity as municipal manager and accounting officer of the municipality. This investigation will be in terms of the Municipal Finance Management Act (Act 56 of 2003) and according to the auditor general’s report for the financial year ended 30 June 2010.

The SRPA, chaired by Ms Inga Gilfilan, says that the report implies that the accounting officer, as well as the chief financial officer had committed acts of financial misconduct, both in terms of disciplinary and criminal proceedings.

The station commander, Col Francis Ramovha, signed acknowledgement of receipt of all the documentation. “We will take your issues to the next

level. Inga must not be able to say that we blocked the issues.

We need to be transparent,” said Ramovha. He explained that the next level is the commercial unit in Polokwane and assigned Lt Col Monica Nemavhola to assist Gilfillan to register the case.

Tshikalange was made aware of the impending investigation for criminal charges on 14 November last year. He had 30 days to respond. “Since the Makhado municipal council as well as the municipal manager failed to respond, we requested the police to investigate the municipal manager’s contravention of the MFMA,” Gilfillan said.

A letter was also written to the Public Protector, Adv Thuli Madonsela.

“We write in a desperate attempt to save our community as our services are lacking very far behind. We are a very concerned community regarding our local Makhado Municipality. Big financial woes are extensively and widely hampering service delivery and basic maintenance in our town, Louis Trichardt, and the bigger area surrounding us…” reads the letter. Concerning the 2009/2010 AG Report that issued a disclaimer of opinion regarding the financial matters of the municipality, the

SRPA said that there is “absolutely no regard for any financial system, procedures or law”.

The AG Report of 2009/2010 stated that the accounting officer had not adhered to his statutory responsibilities. He did not comply with his legislative responsibilities to implement effective, efficient and transparent processes of financial and risk management. As a result, the municipality incurred unauthorised expenditure. Asset and liability management was not adhered to and proper record keeping and management were not in place. Oversight responsibility was not exercised over reporting and compliance by management with laws, regulations and internally designed policies and procedures.

The SRPA mentioned to the Public Protector that the municipality’s outstanding debts amount to R194million.

It is not the first time that the SRPA has considered criminal charges against the municipal manager. In 2010, the SRPA served the municipal manager with a letter giving him 30 days to explain why possible criminal charges should not be laid, based on the 2008/2009 AG’s report. In February last year, the period to answer was extended by six months.

The SRPA received an answer to the effect that the municipal manager was not in office during the time referred to by the AG’s report. The possible charges were laid to rest.

“This time round that excuse will not hold. We are driving the process in the faith that service delivery will return to normal and that taxpayers will get value for their money. Politicians encourage scholars to work hard Scholars in the Musina Municipal area started the new school year with courage, after they received encouraging words from local politicians as part of the mayoral back-to-school campaign.

Led by Mayor Carol Phiri, the delegation, which also includes local councillors, has so far visited four local schools since the beginning of the 2012 academic year. The visits will continue to four other local schools during

the course of this week. The purpose thereof is to encourage learners to work hard for improved results, get in-depth challenges faced by the school and to build a good working relationship between politicians and local schools.

The delegations visited Bonwa Udi, Makushu and Rixile Primary Schools last week. On Monday this week, they continued their visit at Mopane Intermediate School. The mayor

says it is important to visit the schools to instil a sense of hard work and a successful education system.“The importance of education cannot be neglected by any nation. In today’s world, the role of education has become even more vital. It is an absolute necessity for economic and social development of any nation. Each one of you can be successful in any career, as long as you dedicate yourself to your studies and spend time wisely,” she added.

Zvenyika Makonese joins Black Leopards Another sad day for Makhitha Oscar Black Leopards continued to demonstrate that they are serious about escaping relegation at the end of the season when they acquired the services of the former Orlando Pirates defender, Zvenyika Makonese, last Friday.

According to the Leopards’ general manager, Mr Samuel Khaphathe, the Zimbabwean marksman had lengthy trials at Lidoda Duvha towards the end of last year.

Khaphathe revealed that the former Zimbabwean international will play for Leopards for the whole season. The 34-year-

old Makonese was lured from his Zimbabwean side, Shabanie Mine FC, by Santos FC in 2004.

He was a regular player for Santos four seasons before moving to Orlando Pirates.

Things did not work out for him in the Pirates’ camp as he managed to make only 18 starts in two-and-a-half seasons. He was released at the end of last season.

He returned to his former Zimbabwean side, Shabani Mine FC, from where he was lured by the Leopards’ coach, Mr Vladislav Heric, towards the end of last season.

Phungo All Stars beat Magezi FC 2-1 at the Makwarela Stadium.

Although FC Dinare were the first to score, they ended up losing 1-2 to Blue Rocks at the Ephraim Mohale Stadium in Modimolle.

Last Sunday was another sad day for the Makhitha Oscar Stars club. They gave away three vital league points to Tshifhire Northern Brothers, following a 0-1 defeat at their Safa Vhembe SAB match, played at the Makhitha grounds.

At one stage, Stars were saved by their keeper, Itani Selota. He dived to save several sure goals from the goal poachers of Brothers, Mahlodi Mosipi and Sello Senyolo. The hosts nearly took the lead in the fifth minute, when their bulldozer striker, Ndanganeni Mudzunga went loose and shot wide from the edge of the box.

In the 30th minute, two players who were fighting, Mutshut-

shu Mbodi of Stars and Lebeko Mmulana of Brothers, were sent off.

Brothers made two replacements early in the last half.

Tsietsi Ramaano and Godfrey Matsena came on for Takalani Mukwevho and Thabelo Simali respectively. Their introduction changed the complexion of the game, as Brothers started to dictate terms in the middle of the park.

The veteran player of Stars, Musiwalo Mahuwa, was redcarded for unsporting behaviour in the 70th minute.

They created some dangerous moves from behind and used Jeffrey Makone as the only striker, relying greatly on the counter attacks. It worked for them as they scored the only goal of the day in the 74th minute. Thomas Mokeona beat the heeper with a ground cutter.

Basel effected three changes to their starting lineup soon afterwards, but that did not change the score line.
