Residents’ tempers flare

By Isabel Venter Tempers flared during a mayoral meeting with residents regarding Makhado’s (Louis Trichardt) continuous water problems held last Wednesday at the municipal show hall.

Representing both the Makhado Municipality and Vhembe District Municipality (VDM) was a mayoral committee responsible for technical services.

After the floor was opened for comments, residents seized the opportunity to voice their frustration regarding the continuing water crisis. Resident

after resident expressed outrage about the lack of water and some even threatened to “close down” the Makhado Municipality if the water supply was not restored.

“Black and white need to meet after this meeting and chart a way forward … we must stop saying this issue is about ratepayers money. We deposit money this side and we are suffering that side!

All of this town … we don’t have water. Why are we so civilized in this town that we cannot stand up and fight for our rights? We don’t have to ask them [the municipality], we have to push them.

when he said that residents’ putting up storage tanks at their homes was contributing to the water shortage. In reaction, one resident jump up and shouted: “That is bizarre; they only got water tanks because of your problem!”

“You are punching us very hard and we are accepting these punches because we have no excuses; we are at the core face of service delivery, but we don’t have the authority on water – we don’t have that (sic),” said Mutavhatsindi during the meeting.

He added that they were, however, committed to resolving the town’s water problems.

At one stage, the whole meeting, including Makhado Mayor Cllr David Mutavhatsindi, broke out in laughter when the Makhado Municipality’s technical services manager, Mr Thivho Ralulimi, admitted that residents are paying for the air that is pushed through the system after each interruption in the water supply as their water meters record this. He was reacting to residents’ argument that they can’t see why they should keep on paying for water if they receive none.

AfriForum-tak kyk na inwoners se regte

Die nuutgestigte AfriForum­tak vir Makhado (Louis Trichardt) se bestuurskomitee is ook op 18 Julie verkies. Voor, van links na regs, is mnr. Tiaan Esterhuizen (AfriForum organiseerder in Gauteng en Limpopo), mnr. Wally Schultz (voorsitter) en mnr. Herman Smith (ondervoorsitter).

Agter is mnr. Phillip Olivier (sekretaris), addisionele lede dr. Ben van der Waal, mnr. Lampie Schoeman en mnr Dave Patel en tesourier mnr. Chrisjan van den Berg.

Entertainment

All systems go for town’s annual show The Makhado Annual Show is underway. The show started on Thursday, 26 July, and will end on Saturday, 28 July (tomorrow).

This year’s show is organized by Makoya Multimedia and the Makhado Municipality, in partnership with Eskom, Limpopo Mirror, Tshikovha Environmental & Community Consulting and Limdev.

The entrance fee for today (Friday) is as follows: children - R30, adults - R50. On Saturday (tomorrow) children

will pay R35, while adults will be expected to pay R60 on entrance.

The programme started with a march through town. Thursday’s activities included a display by the Makhado Air Force Base, the SAPS’s Dog Unit, an astronomy display, Coca Cola entertainment, car-drifting demonstrations (magusheshe) and performances by local DJs. Friday’s programme includes the signing of autographs by celebrities, family games, performances by local artists, car

drifting, performances by DJs, poetry sessions and another SAPS display.

On Saturday, there will be a lot of fun and entertainment.

Despite the funfair, there will be a music concert.

Well-known artists such as DJ Nice, who is especially known for the track Dzinginyisa Nhloko (Dzinginyisa Thoho), DJ Lee Smallz, Percy, Colbert Mukwevho, Malondolo, Bellafonte, Mizo, David Mmbi, Donald and Nick Holder from Canada will perform.

Schultz het Dinsdag gesê dat die opkoms by die takstigtingsvergadering verblydend was.

Hy het bevestig dat hulle reeds voorbereidende dokumente vir regsaksies vanaf AfriForum se regspan ontvang het, maar dat die komitee later in die week vir die eerste maal sou ontmoet en eers deeglik deur die inhoud wou werk.

“Hierdie is so ‘n belangrike en sensitiewe saak dat ons dit korrek wil doen,” het Schultz gesê.

Tydens die vergadering het Esterhuizen gesê dat die regspan van AfriForum al teen 20 Julie opdrag kon ontvang om te begin met regstappe teen die munisipaliteit, indien ‘n tak gestig sou word.

“As daar nie water is nie, moet die munisipaliteit gedwing word met ‘n dringende tussentydse hofaansoek, waarna met

‘n siviele saak voortgegaan sal word. Die stelselswet sê dat die munisipale bestuurder verplig is om basiese dienste te lewer. Ons het te gewoond geraak aan ‘n lae standaard. Gemeenskappe word toenemend onder druk geplaas omdat munisipaliteite nie hulle werk doen nie,” het Esterhuizen gesê en bygevoeg dat regsfondse gewoonlik in gemeenskappe ‘n leemte is. AfriForum se regspan is daar om regsake te behartig.

Esterhuizen het gesê Afriforum is ‘n onafhanklike deel van die Solidariteit Beweging en staan gemeenskappe by in sake wat oor veiligheid, dienslewering, omgewingsake en kultuurerfenis handel. Hulle fokus op die beskerming van grondwetlike regte.

Die R30 ledegeld help AfriForum om regsake te behartig, met R15 daarvan wat aan die plaaslik tak terugbetaal word.

Hande gaan op vir ‘n eenparige stem dat daar moet oorgegaan word tot die stigting van ‘n AfriForum­tak op Makhado (Louis Trichardt).

Duisende weg ná kluis opgeblaas word Shefeera Timbers in Makhado (Louis Trichardt) het die afge­ lope naweek ook die prooi ge­ word van ‘n bende wat spring­ stof gebruik het om hul kluis oop te skiet.

Saterdagoggend is Shefeera se personeel begroet deur ‘n opgeblaasde geldkluis. Buiten duisende rande wat vermis was, was daar ook heelwat geldnote wat deur die ontploffing flenters geskiet is. By nadere ondersoek kon daar vasgestel word dat die diewe drie gate in die dak van die kantoor gemaak het. Die alarmstelsel het tydens dié proses

afgegaan, maar is vinnig deur die booswigte gedeaktiveer.

Daar word vermoed dat die diewe van plastiese springstof gebruik gemaak het, wat hulle deur die sleutelgat van die kluis gedruk het. Gemeet aan die hoeveelheid geld wat flenters geskiet is, blyk dit dat die bende dalk bietjie te veel springstof gebruik het.

Dié insident by Shefeera herinner sterk aan soortgelyke diefstalle wat sedertdien die begin van die jaar by verskeie besighede in Makhado (Louis Trichardt) aangemeld is. Besig-

hede wat deurgeloop het sluit in NTK/Landmark (twee keer), PJ Timbers, Danedie, Steyn Staal en Ocean Basket. Buiten vir Ocean Basket, is die ander besighede se kluise met springstof oopgeskiet, nadat die boewe toegang tot die persele verkry het deur gate in die dakke te sny.

Makhado polisiewoordvoerder kapt. Maano Sadike het bevestig dat ‘n saak van diefstal ondersoek word. “You are punching us hard,” says mayor (Contd from P1) Several explanations were offered by the two municipalities for the recent escalation of the town’s water problems.

Mr Radidzai Madimutsa, who is the acting general manager for technical services for the VDM, told residents that disruptions in the water supply were caused by old infrastructure, a lack of funding, and staff shortages, but most of all by vandalism. According to him, the municipality had spent more than R1.4 million toward refurbishing vandalised boreholes in the municipal area since last year.

“Let me tell you, it is now like a game in terms of the vandalising of the cables which are supplying electricity to the boreholes. You

will replace the cable today, but after two days the cable is gone again,” said Madimutsa. He also told fuming residents that the VDM had come up with both a short- and a long-term strategy to ensure an uninterrupted water supply to the town, Tshikota and Eltivillas.

With regard to the short term, Madimutsa said that the municipality had received R3.5 million from the Department of Water Affairs to refurbish pipes, filters, valves and pumps on the main Albasini supply line. The actual refurbishment is expected to start in four weeks’ time. Additionally, the municipality has already appointed a team to monitor this main line weekly to check for any problems and fix them im-

mediately. Extra boreholes are also foreseen, especially for the Tshikota area.

In the long run, the VDM also applied for extra funding to finish the Valdezia pipeline that will supply water to the second Mowkop reservoir, which has been under construction for years now and has still not been completed. This process is expected to go out on tender in two weeks’ time, said Madimutsa.

After the meeting, Mutavhatsindi undertook to report back to the community on the progress of the proposed shortand long-term water plans discussed.

Die staat het ook beheer geneem oor Els se Standard Bank en Absa rekeninge, asook sy 50%-aandeel in die beslote korporasie Dalton Imports en sy 25%-aandeel in die beslote korporasie East Buffalo Breeders.

Els het skuldig gepleit op klagte wat verband hou met die onwettige besit en handeldryf van 38 geoeste renosterhorings.

Dié horings is nooit weer teruggekry nie, nadat Els getuig het dat dit op sy plaas gesteel is terwyl hy met vakansie was. Bo en behalwe sy gevangenisstraf, moet Els ook R1 miljoen aan die Groen Skerpioene betaal as deel van sy straf.

It is a sustained and systematic disease allowed to fester over years of cadre deployment, complacency and arrogance. Limpopo is broken. The leaders elected into office … continue to refuse to accept responsibility, yet they remain untouchable due to internal party politics. While this continues, the people suffer,” says Smalle.

A document entitled “Adopted Strategy and Tactics of the ANC” “ of the 52nd National Conference in Polokwane in 2007, reads “in order for it to exercise its vanguard role, the ANC puts a high premium on the involvement of its cadres in all centres of power.”

“This is a dangerous political programme and its effects are already felt in Limpopo. Sadly, those who bear the brunt are ordinary men and women and not the politicians who enjoy the comforts and security of the higher echelons,” Smalle says.

CoAL borrows money as shares drop

Australian mining company Coal of Africa Limited (CoAL) has borrowed extra funds from South African-based bank Investec.

CoAL announced last Wednesday that they have secured a US$58.7 million debt and equity funding from Investec. The root cause of the break­ down in Limpopo governance is the ruling party’s policy of cadre employment in all cen­ tres of power, said provincial DA leader Jacques Smalle on 24 July.

The chief executive officer for CoAL, Mr John Wallington, said the debt and equity financing package signalled good support for CoAL’s long-term growth strategy. “Progress continues to be made at Vele, with the coking coal test work and the finalisation of the Phase 1 capital project to enable the achievement of the initial target of 1 million tonnes per annum,” said Wallington.

CoAL said they were also

continuing to consider various long-term debt and equity financing options in relation to the expected construction and development costs for the Makhado project, following the granting of the mining right, and has involved three international investment banks in this process.

This funding would be in addition to the potential investment in and co-funding of the Makhado project by Exxaro, pursuant to Exxaro’s option to acquire and interest in up to 30% of the project.

In the meantime, the public participation process for the draft environmental management plan (EMP) on CoAL’s Soutpansberg Project closed on Wednesday, 25 July.

Hamid’s friendly smile will be missed

Hy was iemand wat vinnig vriende maak

It is not often that the news of the passing away of a person who is not directly related to you can stir up a feeling of immense loss.

Just such a feeling of loss is experienced by many residents of the Soutpansberg this week, following the news of the passing away of Mr Hamid Rasool (58). He died last Wednesday evening after a short illness.

“Een ding van ou Kallie was dat hy vinnig woon, begrawe. vriende gemaak het. Hy het selde by ‘n plek Die Engelbrecht-familie het hul dank uitgespreek weggegaan waar hy nie vriende gemaak het teenoor almal wat hulle bygestaan en ondersteun nie”. het met die nuus van Kallie se dood.

So onthou Koos Engelbrecht sy broer Kallie, wat verlede Woensdag gedurende die vroeë oggendure oorlede is, vermoedelik weens ‘n hartaanval. Hy was 57 jaar oud. Die Engelbrecht-broers van Makhado (Louis Trichardt) is welbekend in die Soutpansberg, veral weens hul betrokkenheid as fotograwe by sportgeleenthede soos onder andere die Khoroni 4x4-naweek.

“Kallie was ‘n verskriklike rustige mens en ‘n swerwer in wese. Hy was na aan die natuur en die boslewe het vir hom ‘n bekoring ingehou,” sê Koos.

Kallie het ten tye van sy dood by ‘n vriendin in Polokwane gekuier. Gedurende die vroeë oggend­ ure van Woensdag, 18 Julie, het hy wakker geword en vir sy vriendin gesê hy voel nie lekker nie. Hy het opgestaan om ‘n glas water te gaan drink en weer kom lê.

Kort daarna het sy vriendin opgemerk daar is groot fout en dadelik mediese hulp ontbied. Met hul aankoms het paramedici gepoog om Kallie weer by te bring, maar hul pogings was tevergeefs.

Over the last three decades or so, several generations of Soutpansbergers became friends, and in some instances almost family, with brothers Hamid and Mohamed at Cycle Centre in Makhado (Louis Trichardt).

Although the shop has been specialising in top-of-the-range bicycles and cycling gear over the last few years, Cycle Centre remains a true fisherman’s paradise.

Hundreds of fishing tales of the big one that got away (all true, of course) have been shared over the counter over the years, vividly and enthusiastically told by Hamid and Mohamed. With Hamid, especially, there was just no such thing as “quickly” running into their shop.

As with brother Mohamed, Hamid greeted and treated you like family. There was always a story to tell, a joke to make, and time to find out how your family was doing. He was a man who always had a smile on his face and rarely complained about anything.

“He was my twin … It is tough on us, but our entire family is behind us,” brother Mohamed told the Zoutpansberger during a visit to their store on Monday. The phone rang continuously, with people expressing condolences, while each and every customer who walked in was quick to extend a handshake or hug in support. The legacy of friendship Hamid left behind was clear to see.

“There is so much you can say about Hamid, but at this stage I am at a loss for words. As a family, we would, however, like to express our sincere thank to Drs Mohamed Chhaya, Azgar Ayob and Casper Venter, as well as the Soutpansberg Dorpswag and Heine de Jager, who were there at the spur of the moment to assist,” said Mohamed.

The family also expressed their heartfelt gratitude toward the whole community for their support, phone calls and SMSes. The late Mr Hamid Rasool of Cycle Centre who Hamid is survived by his wife, Amina, son Ispast away last Wednesday evening after a short mail, daughter Rezwana, sister Mehmuda Bellim illness. Dit was vir 64 jaar lank my apteek ...

Beck’s Apteek in Makhado (Louis Trichardt) soos inwoners dit vir meer as ‘n halfeeu geken het, is nie meer daar nie.

“Dit was vir 64 jaar my apteek,” het me. Hester Venter (82) gesê toe die apteek in Kroghstraat op 23 Junie vanjaar finaal sy deure gesluit het. Tannie Hester onthou nog hoe sy medisyne vir haar trousseau gaan koop het vóór haar troue met wyle oom Fanie in 1948, toe die apteek nog aan die eerste apteker, mnr. R.J. Kuter, behoort het.

Mnr. Otto Beck, apteker sowel as oogkundige, het die apteek in 1948 by Kuter gekoop en die naam na Beck’s apteek verander. In daardie dae was daar slegs twee apteke in die dorp, Beck’s en Weldon’s.

Mnr. Timothy Beck, een van mnr. Beck se vier seuns, onthou dat Weldon’s eerste daar was.

“Natuurlik was mnr.

Herby Weldon nie te gelukkig oor die nuwe apteker daar naby nie, maar nadat mnr. Weldon ‘n hartaanval gehad het en maande siek was, het dinge verander. Die rede daarvoor was dat hy teruggekom het en gesien het dat iemand al sy voorskrifte vir hom gedoen het en hy niks verloor het nie. My pa het dit stilletjies vir hom gaan doen,” het Timothy vertel.

Die wonderlike nuus is dat oom Otto Beck reeds sy 100ste verjaarsdag op 9 Junie 2010 gevier het en steeds redelik gesond is op 102 jaar, ten spyte van ‘n gebrek aan gehoor en visie. Hy woon in Johannesburg.

Tannie Babs Botha (84) was een van die bekende gesigte by Beck’s apteek en het vir 34 jaar daar met die rekenings gewerk. Tannie Babs vertel van die tyd dat mnr. Beck aan mnr. Piet Myburgh verkoop het en hy weer aan mnr. Awie Smit, wat aan die laaste eienaar en apteker, mnr. Leon Bezuidenhout, verkoop het.

Leon het mnr. Beck geken en sê dat dié ‘n regte

platjie was.

“Daardie dae het die aptekers nog baie mengsels aangemaak. Hulle het die poeiers in grootmaat aangekoop en afgemeet, waarna hulle dit dan opgelos het in water. Partykeer het daar ook maar ‘n ou vuiligheidjie ingesluip. Mnr. Beck het een keer so ‘n mengsel aangemaak en aan ‘n pasiënt gegee. Dié het dit terug gebring en ontsteld gesê dat daar iets in sy mengsel dryf. Mnr. Beck het die bottel teen die lig gehou en dit stadig heen en weer gedraai. Toe sê hy vir die kliënt: ‘Toemaar, ek sal jou niks ekstra daarvoor vra nie!’” vertel Leon, en noem dat Oom Otto dié staaltjie persoonlik vir “Dit was vir 64 jaar my apteek,” het ´n hartseer kliënt gesê toe Beck’s Apteek in Kroghstraat op hom vertel het.

Nadat Leon aptekerswese by die destydse 23 Junie vanjaar finaal sy deure gesluit het en na Clicks verhuis het.

Potchefstroomse Universiteit gestudeer het, het hy sy vakleerlingskap in In Memoriam 1967 en 1968 by Beck’s gedoen, min wetende dat hy nog die eienaar van dié apteek sou word.

Oom Corrie het in ‘n stadium ook kontrakwerk gedoen vir die Shell oliemaatskappy en was veral bekend vir sy liefde vir die geskiedenis, asook navorsing oor die Anglo Boere Oorlog en Soutpansberg Skermutselingsroete, in samewerking met plaaslike historikus Charles Leach. Hy was baie lief vir mense en het baie graag by ou vriende en inwoners van Ons Tuiste gaan kuier. Sy tuin en sy vetplante was sy grootste trots.

Masequa Bricks extends caring hand Masequa Bricks extended its caring hand again by donat­ ing stationery, food and toys to orphans and vulnerable children at Mamvuka Drop-in Centre last Thursday.

The company donated stationery, which includes books and school bags, to the value of R20 000. According to the managing director, Ms Annamarie Bothma, the donation was part of the 67 minutes dedicated to

honour former president Nelson Mandela on his 94th birthday.

It was a happy day for the 160 orphans and vulnerable children.

Mamvuka Drop-in Centre was first established in 2005.

It looks after the children who often drop by to get a meal after school every day.

Bothma said that she was touched by the plight of the poor children. A friend of Bothma’s,

Ms Felicity Martin from Sydney in Australia, pledged to source other sponsors from her country to assist the destitute children.

The centre is now faced with a huge challenge of a shortage of food. The children are sometimes going to school without food.

Dié geleentheid is al ‘n instelling in die dorp en die gemeenskap word hartlik uitgenooi na ‘n geselligheid waar elkeen soveel biltong en brood kan eet as wat hy of sy kan.

• CLASSES ON CONTEMPORARY CHRISTIANITY Starting on 2

August, the Baptist Church in Makhado (Louis Trichardt) will begin hosting classes on Contemporary Christianity.

From then on, classes will take place every Thursday evening during August, September and October, from 18:30 to 20:30.

The classes entail a discussion of the various strands of Christianity today, including and with emphasis on the theology of Charismaticism and the “health-and-wealth” gospel.

The cost is R250 per person and includes two books, a syllabus and instruction.

The children were the winners in the fire awareness competition, for which they had to recite their poems and deliver speeches.

It is often too easy to think of wine simply as either white or red – as if there was nothing of real importance that could not be forced, one way or another, to fit into this framework. At one level this is largely true: proper rosé is really a very light red wine (though most commercial rosé is made by blending white and red together).

The quest for an after-dinner Port or a sumptuous muscadel to serve as an aperitif never begins with the thought of “should it be red or white?” Even rosé occupies a no-man’s-land somewhere in the middle – even though it is probably the fastest growing wine category in the world. Several of the rosés made by producers attending this year’s show are more like light reds – and this in turn reflects more traditional winemaking strategies for example the Haute Cabrière unwooded Pinot Noir 2011.

Le Roux, the House of Krone and Laborie all stand out. Two arrested in Zim after rhinos are killed Two suspected poachers, one of them a South African, were ar­ rested for straying into a wild­ life conservancy outside Beit Bridge and allegedly shooting and killing two black rhinos worth R2 million, before de­ horning them.

Mateu Mahlangu (23) of E320 Rustenburg in Johannesburg, and Dovhani Sibanda (32) of Driehoek village outside Beit Bridge appeared in court on Friday. They pleaded not guilty to charges of contravening sections of the Parks and Wildlife Act (hunting and killing an endangered species and possession of rhino horns)

and the Firearms Act (possession of an unlicensed firearm) when they appeared before Magistrate Auxilia Chiumburu.

The case was postponed and the pair remains in custody.

The court was told that on 8 April, the two men unlawfully acquired a Sako .308 rifle without a fire-arm licence. They fitted the rifle with a silencer and proceeded to Bubye Valley Conservancy, where they tracked down some rhinos.

The court heard that the two accused spotted two black rhinos and they shot and killed the animals. They then skinned them

before removing the horns. It was also testified that they took the horns to Sibanda’s homestead, where they removed a transmitter from one of the horns used in tracking the rhinos and burnt it.

The offence was discovered by the game rangers and they reported the matter to the police.

Investigations led to the arrest of Mahlangu and Sibanda and the subsequent recovery of four rhino horns, some knives and a loaded rifle with 12 rounds of ammunition hidden underground.

The court heard that the two men intended to smuggle the horns into South Africa.

The Department of Education has denied any knowledge of text books found dumped at a brickyard at Mukhomi village near Malamulele on Monday.

The department said, however, that they were investigating to find out whether the books formed part of text books that were supposed to be delivered to schools a month ago. The department’s spokesperson, Pat Kgomo, said the books belonged to the brickyard owner.

According to him, the department will try and trace the origins of the books.

The Malamulele SAPS spokesperson, W/O Apson Mabindani, said that the police had questioned a clerk at the brickyard. “The school text books found dumped were for mathematics and numeracy in Tshivenda, English novels and physical science from Grade 4-11,” he said. The Department of Education came under scrutiny after it had failed to honour

the June 25 deadline set by a high court to deliver outstanding text books to schools in the province. Human rights group Section 27 took the department to court to force them to deliver on their mandate. An investigation into the saga was also commissioned and this was headed

by Prof Mary Metcalfe. Metcalfe found that there were more questions than answers and was unable to confirm if books were delivered due to unavailability of delivery notes.

Hierdie warmwatertoestel in Herfsakker gee al die afgelope vier maande probleme. Beamptes van die Makhado Munisipaliteit het verlede Dinsdag opgedaag en die elementtoestel uitgehaal.

Die warmwatertoestel was binne amper vol met aanpaksels. Hulle het dit nie skoongemaak nie en die laaste water uit die toestel getap, reg in die vrou se plafon in!

Neither a “yes” or “no” for transparency Neither a “yes” nor a “no” came from Coghsta when asked by the Chairpersons Association (CA) to have observer status when candidates for top positions in the Makhado Municipality are recruited, shortlisted and interviewed.

The CA received a letter from the provincial department of Co-operative Governance, Human Settlements and Traditional Affairs (Coghsta). The letter dated 10 July refrained from giving a direct answer on whether or not the CA will be allowed observer status.

The CA pressed this issue because they want to ensure that transparency is maintained and that open and honest appointments are made in the best interest of the public, as well as the governing structures.

proper appointments… The public is not going to accept this situation (poor service delivery) any longer and will challenge the controlling authorities in court in order to compel the authorities to do their work,” threatened the CA in their reply dated 23 July. They also referred to disruptions and riots that might start occurring, especially because of the lack of proper water supply.

Ms Nnana Manamela, HOD of Coghsta, said that the municipality was mandated by legislation when making appointments of municipal managers and managers reporting directly to the municipal manager as outlined in the Municipal Systems Act (MSA).

The CA Chairperson, Mr André Naudé, on the other hand, said that the MSA does not exclude transparency in the recruitment processes, and “neither is the opportunity denied to the public to have observer status in order to ensure that no corrupt processes are being followed … and to ensure that the best candidate for the position is appointed based on their intellectual abilities, qualifications, skills and experience.”

“We told them that we want an urgent and direct answer whether or not the CA and the Soutpansberg Ratepayers Association will obtain observer status,” Naudé said. The CA said that if observer status was refused, special reasons should be given.

Coghsta mentioned that municipalities are supported, assisted and monitored by their department to ensure compliance with statutory requirements.

The CA turned that around and replied that Coghsta should then “also be held accountable for the poor state of affairs in respect of service delivery at the Makhado Municipality.”

“Many bad appointments had been made during the past 10 years, where there is a definite pattern that whenever the mayor is fired, the contracts of the municipal manager, as well as the chief financial officer, are not renewed, thereby creating the impression that these three very important appointments are made without proper qualifications and/ or basis,” said Naudé.

“Hy het vir my gesê ‘more kry jy ‘n nuwe geyser’,” sê die inwoner. Die volgende dag, 18 Julie, bring die werkers egter nog twee kwotasies daar aan, dubbeld die waarde van die eerste en beveel haar om die parte te gaan koop. Nugter weet waar die nuwe warmwatertoestel heen is.

“Ek het die onderdele gaan koop vir R365 en nie vir die R695 of R637 van hulle kwotasies nie,” sê Duvenhage. Teen 14:00 het die werkers gesê hulle gaan nou sokker speel en het verdwyn. Gelukkig het mnr. Lucas Vermeulen van die petalje te hore gekom en gereël dat die werker die nuwe warmwatertoestel wat hy daar weggery het, terugbring.

“Ons het tevore met die munisipaliteit gereël dat daar vyf warmwatertoestelle op die perseel beskikbaar is en neem dan verantwoordelikheid vir die installasie daarvan. Ons het al drie geïnstalleer. Nou is daar weer twee beskikbaar vir vervanging,” het Vermeulen gesê Vermeulen het ‘n reëling met ‘n loodgieter, mnr Stephaans Schoeman, wat die arbeid gratis gee.

“Die omstandighede van die ou mense wat sonder warm water aansukkel, is vir my hartverskeurend. Vandat ek gehoor het van een persoon wat vir ‘n jaar nie warm water gehad het nie, kom help ek wanneer ek ‘n gaping kry,” het Schoeman gesê. Hy en pa Frik het die betrokke warmwatertoestel skoongemaak en die nuwe onderdele geïnstalleer.

Groot was die inwoner se dankbaarheid dat sy weer kon uitsien na ‘n bad en toe haar R365 boonop aan haar teruggeskenk is, het die trane behoorlik gevloei.

Die kwotasies wat die munisipale werkers daar aangebring het, bly egter ‘n raaisel. “Die kwotasies en die items daarop maak nie sin nie,” het Schoeman gesê. Die munisipaliteit het teen druktyd nog nie die vrae in dié verband geantwoord nie.

Competition receives quality entries The national EduPlant greening and food gar­ dening programme competition has received 440 entries from schools across the country this year.

In 2010, there were 580 entries and EduPlant programme manager Joanne Carty said that although the number is smaller, the quality and standard of the food gardening entries are higher than ever before.

EduPlant and its funding partners decided to skip the competition in 2011 and instead instituted a series of intensive cluster workshops on site permaculture food gardening training. This year’s entries come primarily from the schools that chose to participate in the cluster workshops over the past two years.

“We feel that the introduction of the cluster workshops last year will only contribute to the remarkable work done through the EduPlant programme for the past 19 years,” says Mihloti Mathye, ABSA CSI general manager.

EduPlant teaches local communities, teachers and pupils how to grow their own food naturally and sustainably. Food and Trees for Africa (FTFA) initiated the programme in 1994 and coordinates it to encourage, recognise and reward schools that promote food security, improved nutrition and health at school and in their surrounding communities.

Out of the 440 entries, 60 schools will be chosen to participate in the finals from 1 to 4 October 2012. Almost 25% of the entries come from the Limpopo province, traditionally a strong region for this competition.

The EduPlant team of permaculture experts is now working through the entries to shortlist 200 of the 440 schools. The shortlisted schools will be visited by the team during July and August, when these schools will be assessed and the 60 finalists selected. The finalists will be announced on 1

Minister comes to assess water crisis The Deputy Minister of Water and Environmental Affairs, Ms Rejoice Mabudafhasi, vis­ ited Paradise Maname in the Nzhelele area last Friday to assess the extent of the water shortage in the area.

Residents voiced their cries on the scarcity of water in most parts of the area. It was also heard that the municipal water tankers were no longer sticking to their programme of delivering water on time to those areas which had no water at all.

Mabudafhasi affirmed Masakona’s statements and said her office would be deploying a task team from her department to work with the Vhembe District Municipality and the Makhado Municipality regarding issues of water-related service delivery. “Unused boreholes will be re-activated for easy access to water,” she added.

“We don’t want to continue seeing the situation where young children need to cross the main road to fetch water from the other part of the village. It’s risky, as cars can hit them at any time.”

She also handed over the water package plant, which will be used to purify salty water for human consumption in Paradise

Maname.

In addition, she had a one-onone talk with Cllr Jackey Underwood of the Vhembe District Municipality, and acknowledged that while some officials had pulled up their socks, others were just dragging their feet.

“This is the sad part within our municipalities,” Mabudafhasi said. “I’ll be sending the task team soon. I know how it feels to cry about one thing again and again.”

Paradise Maname forms only a small part of a large picture showing how the Vhembe populace is experiencing hard times regarding a lack of water. People from Nzhelele, Makhado town, Sinthumule and Kutama still do not have water. The Vhembe Municipality’s pipelines to the Nandoni Dam can be seen in areas such as Sinthumule and Kutama, with workers busy contructing the pipeline.

Tshitale gets own Small Claims Court Tshitale residents applauded the justice depart­ ment for the newly established Small Claims Court in the area. The court was officially opened at Tshitale last Friday.

Residents regarded the opening of the first small claims court as history in the making. They said that it was a relief for them, as they used to travel to Louis Trichardt for small claims services.

Others said that the court would be very helpful to them and would save money, which they had previously used when going to other areas for the same service.

The Deputy Minister of Justice and Constitutional Development, Mr Andries Nel, officially declared the new court open. According to him, the opening of court in the area was just a symbol to show that government was committed to rendering services to the people.

Nel said that the court was established in March this year and had been functioning since then. “This event was not only meant for the official opening of the court, but also to make people aware of its purpose and how it functions.” He encouraged the local communities to make use of the Small Claims Court.

“Access to justice is at the heart of the enforcement of the rights in the Bill of Rights,” he added.

There are currently 28 Small Claims Courts in Limpopo. Nel said that the establishment of Small Claims and other courts would be meaningless if the users of the courts were not made aware of the court’s existence or informed of their rights in a language that they understood. “We are all duty bound not only to spread the word on Small Claim Courts, but also to ensure that we provide the users with the necessary tools or knowledge to enforce their rights. We have also developed and translated information about the Small Claim Courts into all the 11 official languages.”

Senior Traditional Leader Chief Vho-Alpheus Mulima said that he was happy about the newly

opened Small Claims Court in the area. He said that the court would also assist them as other matters could not be solved in the traditional courts.

“In traditional courts we don’t enforce, but just reconcile people. The Small Claims Court has an essential role to play in our communities,” said Mulima. He urged members of the community to make use of the newly established court.

Sensei De Wet van Wyk van die Louis Trichardt Kimura Shukokai Karateklub spog met drie medaljes wat hy tydens die Kumura Shukokai Wêreldkampioenskappe ingepalm het. Die wêreldkampioenskappe is vanaf 8 tot 13 Julie in Atlantic City in Amerika beslis. Altesaam 450 deelnemers van 19 lande het deelgeneem. Van Wyk, wat die SuidAfrikaanse spankaptein was, het goud gekry vir kata en brons vir onderskeidelik kumitè en spankata. Hy het veral sy dank uitgespreek teenoor sy familie, vriende en personeel vir hul ondersteuning.

Lede van die Soutpansberg Posduifklub het die afgelope naweek hulle duiwe laat meeding in ‘n Duitse-, ope- en jaaroudwedvlug vanaf Petroport.

Tiny de Klerk maak skoonskip in die Duitsewedvlug. Nie net wen een van sy duiwe die wedvlug met ‘n spoed van 1432.07 meter per minuut nie, maar hy palm ook die 2de tot 8ste posisies in. Hierdie wedvlug was die klub se laaste wat vanjaar volgens die Duitse-stelsel beslis is.

Die opewedvlug word gewen deur Marx Hokke, nadat hul wenduif die afstand voltooi met ‘n spoed van 1464.82 meter per minuut.

Hulle was ook 7de en 12de. T&H Meyer was 2de, 3de, en 4de, Koos Gerber 5de, 8ste en 9de, Tiny de Klerk 6de, 17de en 18de, Isaac Naudé 10de, 14de en 15de en Danie Lourens 11de, 13de en 16de.

Marx Hokke palm ook die jaaroudwedvlug in met hul duif se wenspoed van 1465.69 meter per minuut. Hulle was ook 3de en 14de. Isaac was 2de, 8ste en 12de, T&H Meyer 4de, 9de en 15de, Danie 5de, 6de en 7de, Koos 10de, 11de en 17de en Tiny 13de, 16de en 18de.

The driver of this car lost control and his car overturned last Sunday morning on the road near Tshiozwi. Three passengers were injured and were treated at the Louis Trichardt Memorial Hospital. They were later discharged. Earlier this month, two people died at the same spot after the car they were traveling in overturned. Since January, four people have died on this part of the road.

Die afgelope skoolvakansie het twee van Hoërskool Louis Trichardt se O/14­meisies die Limpopo Provinsie verteenwoordig toe hulle deelgeneem het aan die Suid­Afrikaanse Skole Hokkietoernooi in Krugersdorp. Jenika Pöhl het vir die A­span gespeel, terwyl Stephanie Scheepers vir die B­span uitgedraf het. Die A­span het baie goed gevaar en het sewende geëindig uit die 18 spanne. Deur Linda van der Westhuizen Die O/15A­rugbyspan van Hoërskool Louis Trichardt is gekroon as die Lim­ popo­ligawenners vir medium skole.

In die finaal op 21 Julie in Polokwane het die Triegies 13-8 teen Hoërskool Hans Strijdom van Mookgophong gewen.

Vroeg in die eerste helfte het Triegies se kaptein en binnesenter, Lukas Visser, die eerste drie gedruk nadat hy deurgebars het. Hans Strijdom het op hulle beurt geantwoord deur ook ‘n drie te druk en die telling het op 5-5 elk te staan gekom.

Daarna het heelagter Juan Phillips van Triegies geslaag met ‘n strafdoel, met die

telling 8-5 in Triegies se guns.

In die tweede helfde het Vhuthu Malakana, die regtervleuel, geslaag met die enigste drie van hierdie helfte. Die buitesenter se tydsberekening was perfek toe hy die laaste verdediger van Hans Strijdom getrek het en die bal aangegee na die vleuel met ‘n oop doellyn voor.

Hans Strijdom het teen die einde van die wedstryd ‘n strafdoel aangeteken.

Die span se afrigters, mnre. Armand Stander en Tjorra Nagel, is baie trots op hul span.
