Mountain-biking enthusiast and intrepid adventurer Dr Casper Venter from Louis Trichardt is at it again! He and fellow mountain-biking enthusiast and adventurer Carlo Gonzaga, who did the gruelling Freedom Challenge with Casper, are at present preparing to take part in one of the ultimate mountain-biking challenges in the world, the Colorado Trail Race (CTR) in America over a distance of 530 miles (just over 850 km). The race stretches from the outskirts of Denver through the Colorado Rocky Mountains to the small town of Durango. As part of their preparations for the race, Casper en Carlo travelled to the Lesotho highlands for a five-day practise ride. They ran into a spot of bother over the week, however, as an extreme cold front moved over the country. This photo of Casper was taken at the top of the Sani Pass on Sunday. The temperature plummeted to -1°C and heavy snowfalls made mountain biking virtually impossible. Where most mountain-biking cyclist would have packed up and gone home, Casper and Carlo, however, did not. They merely retreated down to the town of Himeville - situated in the foothills of the picturesque Southern Drakensberg - where they continued their training. Makhado unable to fill key positions since 2018 By Andries van Zyl
Makhado Municipality has not appointed senior managers in certain departments since 2018, despite legislation stating that such posts must be filled in three months. This, many believe, has caused a system where people who are not suitably qualified and who are not empowered to make decisions are occupying senior positions in the municipality. Currently, all five posts of directors, as well as that of the municipal manager (MM), are vacant, with people acting in those positions. Opposition parties and pressure groups are of the opinion that these positions will not be filled until such time as the internal struggles within the ANC have been sorted out. The region and its people are “held to ransom” while the party-political games continue. The feeling is also that the inability to fill these important posts has severely affected service delivery and may be an underlying cause for protest action, such as being experienced in towns such as Musina. Following the resignation of the late Mr Freddy Tshivhengwa, the position of Makhado’s MM has been vacant, with the municipality’s chief financial officer, Mr Kent Nemaname, acting as MM since December 2020. Because of the void this caused in the finance department, Mr Godfrey Raliphada was appointed as acting CFO at the time. Apart from this, the position of director of technical services has been vacant since 1 June 2018. The post of director of community services has been vacant since 14 November 2018, while the position of director of corporate services has been vacant since 1 August 2019. The post of director of town planning and development has been vacant since 1 November 2018. Regarding the appointment of acting directors and acting municipal managers, the Municipal Systems Act of 2000 (MSA) stipulates that no MM or senior official can be appointed in an acting capacity for more than three months, unless their acting period is extended by the MEC for Cooperative Government, Human Settlement and Traditional Affairs (COGSTHA) by a further three months. The scenario that unfolded from this is that the Makhado Municipality now simply extends the term of every acting director’s post, and that of the MM, every three months. At present, the acting MM is Mr Kent Nemaname, while Mr N
Dagada is acting director of corporate services, Mr G Ralishuku is acting director of technical services, Mr HJ Lukheli is acting director of community services, Mr Godfrey Raliphada is acting director of the budget and treasury and Mr RV Phalanndwa is acting director of development and planning. Why these key positions are not being filled is reason for much debate, although some believe this is because the “right” persons have not applied for the positions or have not been identified yet. One of the municipality’s fiercest critics regarding this issue is Mr Patrick Sikhutshi, chairman of the Zoutpansberg Community Development Forum (ZCDF). The forum has openly accused the municipality’s leadership of running a “jobs-for-pals” scheme. Sikhutshi also refers to the Makhado Municipality as a “captured municipality”. He stated that the failure to make permanent appointments led to indecisiveness to implement progressive decisions. “Nobody has authority to take decisions. All of these acting directors believe that they are at the mercy of the politicians to secure their positions. Hence, the wrong decisions [are taken] all the time. Take for example the sale of parks. Council is not involved, but individuals run away with these processes without the knowledge of councillors,” said Sikhutshi. DA ward councillor within the Makhado Municipality Pierre Smalle also voiced his concern about the situation. Smalle said he thought the reason why these acting positions were not being filled was most probably because of internal political struggles and an ANC cadre-deployment policy. “The reason for the long delay may be to allow people to act in positions that are closely aligned with the current political leadership and also to allow for other individuals who are currently still serving out their contracts at other municipalities to apply at Makhado Municipality (cadre deployment),” said Smalle. Smalle also echoed Sikhutshi’s sentiments that the failure to fill these key positions in the municipality impacts negatively on service delivery. “Having continuously acting managers, by not filling these vacancies with the requisite skillset, does enhance poor service delivery, as it has a direct impact on planning, daily management as well as accountability from lower structures or officials,” said Smalle. When asked to explain why these key posi-
tions had not been filled, Makhado Municipality’s spokesperson, Mr Louis Bobodi, said the council had advertised the vacant positions of the different directors more than once. “…the recruitment process in terms of Section 57 of the MSA produced only one suitably qualifying candidate for development planning, who later declined to join the municipality,” said Bobodi. He also stated that the position of the MM had been advertised 14 days after the council had declared the vacancy and that they had received very few applications. “…only one qualifying candidate was selected, and we could not proceed with the interview with one qualifying candidate. When we advertised the vacant positions of the municipal manager and directors for the second time, they were supposed to be appointed for one-and-a-half years and the interest was low,” Bobodi said. Sikhutshi, however, found believing that so few “qualified” individuals had applied for the positions and that so little interest existed difficult. “The ZCDF does not concur that there are no suitable candidates to fill these vacancies. At one stage, a certain Demana was successful in the interviews for the [post of ] director community services and ready to take up the job for the remaining 12 months of the council. Having wasted time and money, no appointment was done,” said Sikhutshi. Another issue raised by Sikhutshi was that of the three-month extension period for senior officials in acting positions. “Section 57 of the Municipal Systems Act of 2000 is very clear. No director can act for more than three months. With the approval of the MEC [for Cooperative Government, Human Settlement and Traditional Affairs], you can extend it for three more months, but no further than that. In Makhado, directors have been acting since 2018. The SALGA guidelines are clear. With this in mind, the ZCDF believes the validity of these acting positions, including that of the municipal manager, is questionable,” said Sikhutshi. Bobodi, however, disagreed that anything untoward exists regarding the continued extension of the three-month acting period. “It is our understanding that council has executive powers to make policy or take council resolutions that will make sure that there is no vacuum after the three-months extension by the MEC, and that is what council did in appointing the present acting municipal manager and acting directors.
Please recheck the Act and you will find that it uses the word ‘may not’ be appointed for a period of more than three months, not ‘must not’,” Bobodi stated. What Bobodi’s reference to semantics tried to prove was unclear. Adherence to legislation normally implies a respect for both the letter and the spirit of the law. Smalle, however, also felt that the municipality was acting within the letter of the legislation regarding the continued extension of acting periods. “But it is not ideal to operate in this way as it directly impacts on holding people accountable … This proves poor planning on the side of the ANC and the municipality, and has contributed to the instability of the municipality (for example non-delivery of water to residents and the failure of the municipality to monitor its service-level agreement with VDM),” Smalle said. In trying to find a solution to the problem, Bobodi was asked by when these key vacant positions would be filled. “We are busy conducting interviews, and the three top candidates in each vacant position will be requested to go and write a competency test. We can expect that in July/ August there would be a municipal manager and his/her directors, provided they satisfy Section 56 and 57 of [the] MSA,” said Bobodi. In the meantime, Sikhutshi is not holding his breath that competent appointments will be made. “The ZCDF has no doubt that the positions of directors are reserved for cronies in the employ of the municipality, as was done with [the] acting director [of ] corporate services. This will be done to serve the selfish interests of those they are indebted to. We do not need stooges in the positions of directors. We need independent thinkers who will insist on taking constitutionally correct decisions. The ZCDF believes that if we appoint wrong people, then voters are the losers, as is the case now,” said Sikhutshi. He concluded that the fact that the “greedy leadership here has lost focus” was disconcerting. Questions about the current state of affairs at the Makhado Municipality were sent to COGSTHA’s provincial office last week. Although they acknowledged receipt of the question, they had yet to reply at the time of our going to press. This is one of the government departments known to be reluctant to respond to media enquiries.

Hul laaste slagoffers, sover bekend, was JP van Niekerk (35) en sy vrou Norlette (33) van Douthwaitstraat die oggend van 11 April.
In Memoriam Family and friends paid tribute to the late Mr Willie Venter of Louis Trichardt during his memorial service on Tuesday. He passed away on 18 May, exactly one month after celebrating his 63rd birthday on 18 April. William Hendrik Daniel Venter, better known as Willie, will fondly be remembered for his friendliness, loyalty and dedication to his work and family. He worked as a security official at the Louis Trichardt Post Office for a total of 33 years before retiring in 2019. He passed away after a short illness. “Don’t cry for me, I will be okay. Heaven is my home now and this is where I’ll stay. I’m where I belong. I want you to be happy and try to be strong. Don’t cry for me, it was just my time, but I will see you someday on the other side. I am not alone; the angels are with me to welcome me home. I have neither fear nor pain, Jesus took my tears. This is not the end, I’ll be waiting here for you, till we meet again,” reads Willie’s funeral letter. The late Willie Venter is survived by his loving wife Macklin, daughters Charlotte, Rita and Poppy and six grandchildren.

In al die gevalle, behalwe in Vos se geval, waar die verdagtes besluit het om eerder nie haar voertuig te vat nie, het die aanvallers met hul slagoffers se voertuie gevlug. Die modus operandi in al die sake was dieselfde. Ná Moyo se arrestasie is hy positief verbind met die aanval en rooftog by die 70-jarie Elsa Vos, asook die gewelddadige huisroof by die Van Niekerk-egpaar se woning. Die klagte teen Moyo sluit in ontvoering en inbraak met die opset om te steel. Intussen duur die soektog na die tweede verdagte in die voorvalle steeds voort.

Lim’s first botanical garden launched in Thohoyandou By Staff Reporter The province’s first botanical garden, and only the 11th one in the country, was officially launched in Thohoyandou on Sunday. The Thohoyandou National Botanical Garden will add some 82 hectares of land to the gardens managed by the SA National Biodiversity Institute (SANBI). Sunday’s ceremony was attended by the Minister of Forestry, Fisheries and Environmental Affairs, Ms Barbara Creecy. She described the event as a milestone in conservation and community upliftment. “Conserving and restoring ecosystems, such as wetlands, rivers, and catchments, can reduce the disastrous impacts of extreme weather events, including floods and droughts,” she said. The Thohoyandou garden is situated within the Vhembe Biosphere Reserve, the largest biosphere reserve in the country, which is home
to several unique butterfly species, insects and threatened plant species. Of special importance, not just to conservation but to the local communities, are the various plant species that have important medicinal properties and value. The land, which now falls under the conservation estate of the country, was part of a land claim lodged by the Mphaphuli and Tshiluvhi communities, who were forcefully removed from their land in the past. The communities agreed that the area could be used for such an initiative and were financially compensated for their land. These communities will still have access to the ancestral gravesites and ruins, and a programme will be put in place to ensure that historical acknowledgement is done through the naming of structures in the garden. The garden will also include traditional designs adapted from the rich traditional knowledge of the Mphaphuli Community. The vision is that the garden will host workshops for traditional leaders and healers to

Zoutpansberger Hierdie week, 25 jaar gelede, het sakeman Paul Herman se foto op die voorblad van 23 Mei 1997 gepronk, nadat hy as die Soutpansberg Afrikaanse Sakekamer se Sakeman van die Jaar aangewys is. Dit was egter die enigste “goeie nuus” storie op daardie week se voorblad. Die hoofberig het gehandel oor die kantoor van die ANC se Zoutpansberg-substreek wat die personeel van die Louis Trichardt Gedenkhospitaal daarvan beskuldig het dat hulle rassisties is. Dit het gevolg ná ‘n insident waar vyf mans van Tshisaulu in ‘n ernstige motorongeluk by Matoks betrokke was. Een man het gesterf en die vier oorlewendes is na die Gedenkhospitaal gebring. Daar aangekom het die personeel blykbaar geweier om die mans op te neem, ‘n dokter te skakel en het na bewering ook gepoog om sonder die regte toestemming die beseerde mans na Tshilidzini Hospitaal te laat oorplaas. Die ANC het daarop aangedring dat die Departement van Gesondheid dadelik die hospitaal moet transformeer deur swart susters en matrones aan te stel. Die res van die voorblad het bestaan uit misdaadberigte. In Musina is twee mans aangekeer nadat hulle sowat R50 000 se koperdraad gesteel het. In Louis

He said that their vision was for the botanical garden to play its part in highlighting and promoting indigenous plants used for food, African arts, medicine, perfumes, traditional architecture, horticulture, and agriculture, and a garden that serves to increase the connection between people and biodiversity. The infrastructure that the garden hosts will serve as a biodiversity centre for the province, showcasing traditional botanical garden features and scientific research facilities. As a nature-based, cultural and scientific tourism attraction, the garden will contribute to the socio-economic development of the area, supporting the surrounding communities, including the youth, students and local businesses.

Met die duur mediese kostes van die afgelope paar weke, asook die koste om heen en weer tussen Pretoria en Louis Trichardt ry en daar te bly, het Jan gesê hulle moes R2 000 gaan leen by ‘n vriend om Jannie te gaan haal. “Ons het letterlik daarna toe gery, Jannie opgelaai, en teruggery,” het Jan gesê. Op pad terug gebeur daar toe iets merkwaardig. “Anita het so ‘n WhatsApp-groep waarop sy almal op hoogte hou van Jannie te toestand. Toe kom een van die tannies by die ouetehuis op die groepe en sê: ‘Hoor hier mense, Jan en Anita het baie kostes. Kan elkeen van ons nie net R100 gee nie? Net om hulle te help met hulle kostes’. Anita wys my toe die boodskap, maar ons besluit om nie daarop te reageer nie. Dit is nie maklik die goed nie, so ons los dit eerder uit,” het Jan gesê. So ‘m rukkie later sien Jan en Anita egter dat geld op hulle rekening inbetaal word. “My dogter in Johannesburg is ook op die groepie. Sy het gesien haar ma reageer nie met ‘n banknommer of niks nie, want sy ken haar ouers en sy het geweet ons gaan dit nie doen nie, toe gaan sy en sit ons bankbesonderhede op die groepe,” het Jan gesê. Om ‘n lang storie kort te maak, teen die tyd wat Jan, Anita en Jannie Maandagmiddag by die huis gestop het, het drie mense elke R500, twee R200 en een R100 inbetaal – presies genoeg om die persoon terug te betaal by wie hulle die R2 000 die oggend geleen het! “Is dit nie amazing nie! Ons prys die Here en ons dank hierdie mense! Ek word skoon bewoë as ek net daaraan dink. Daar voorsien die Vader vir ons en hier op nommer 99,” het Jan gesê. Jannie sal nou vir die volgende ses weke op behandeling wees om die bakteriële infeksie in sy skedelbeen op te klaar. Daarna sal hy homself weer mooi moet oppas vir ‘n paar maande met sy volgende operasie om die gat in sy kop toe te maak wat vir vroeg volgende jaar geskeduleer is.
Jannie uiteindelik uit hospitaal ontslaan om tuis aan te sterk
Vreugde voer weer die botoon in Jan en Anita Bouwer van Louis Trichardt se harte nadat hul seun, die 48-jarie Jannie, Maandag uit die Unitas Hospitaal ontslaan is om by die huis aan te sterk voor sy volgende breinoperasie. Ná twee weke van bekommernis is hulle dankbaar hulle seun is weer tuis en gee die Here die eer daarvoor. Jannie se gesondheid het twee weke gelede ‘n terugslag beleef, ná die aanvanklike opgewondenheid oor die sukses van ‘n operasie om ‘n gat in sy skedel toe te maak. Dit het gevolg nadat Jannie einde verlede jaar skielik begin siek raak het toe ‘n abses gevorm het by die plaat wat 27 jaar vantevore onder sy kopvel geplaas is om ‘n gapende kopwond te bedek (Die kopwond is veroorsaak tydens ‘n motorongeluk in 1994). Die plaat is in Desember 2021 in die Unitas Hospitaal in Pretoria verwyder, maar kon nie dadelik vervang word nie, aangesien daar eers gewag moes word vir die infeksie om op te klaar. Op 1 April vanjaar is Jannie terug teater toe, weer in die Unitas Hospitaal, waar ‘n nuwe plaat ingesit is om sy brein te beskerm teen die gat in sy skedel van ongeveer 2,5 cm by 13 cm. Ongelukkig het ‘n abses weer gevorm, ten spyte van die nuwe plaat, en Jannie is op 11 Mei terug Pretoria toe, waar die nuwe plaat op 12 Mei tydens ‘n noodoperasie verwyder moes word. Jannie het sedert hierdie noodoperasie aangebly in die hospitaal om te bepaal wat die abses veroorsaak het ná afloop van die 1 April operasie. Ná verskeie toetse is bepaal dat die abses veroorsaak is deur ‘n rare bakteriële infeksie wat in Jannie se skedel gevorm het. Die goeie nuus was egter dat hierdie bakteriële infeksie suksesvol met medikasie gesond gemaak kon word oor ‘n periode van ses weke. Die slegte nuus was egter dat Jannie-hulle se mediese fonds geweier het om hierdie behandeling goed te keur. Dit het gelei tot ietwat van ‘n dooiepunt tussen Jannie se internis en die betrokke mediese fonds. Die internis het doodeenvoudig geweier om Jannie te ontslaan alvorens die mediese fonds die nodige behandeling goedgekeur het. Aanvanklik het Jan en Anita gehoop dat Jannie verlede week al ontslaan kon word. Die kwessie oor die goedkeuring van die behandeling het egter ‘n stokkie daarvoor gesteek. Jan en Anita se finansies het ook begin min raak en hulle het verlede Vrydag besluit om maar eerder weer huis toe te kom. Wat daarna gevolg het, was ‘n wonderbaarlike getuigskrif van geloof. “Ou Jannie se geloof was duidelik groter as ons s’n. Nog voordat ons Vrydag gery het, toe sê hy vir ons: ‘Ek weet Maandag gaan ek huis toe’. Maar ons kon nie langer daar bly nie. En dan was daar nog die ding met die mediese fonds,” het Jan gesê. Sandy van Niekerk, was elected as national vice-president. Sandy also served as national president of the organisation in 2010/11. Inga Gilfillan, also from Louis Trichardt, was elected national treasurer of ACSA, while Laura will stay on as national Agora secretary. As for Ladies Circle, the great honour of being elected national vice-president of Ladies Circle South Africa was given to outgoing Ladies Circle 4 chair Riana Otto. In the weeks leading up to hosting the national AGM for Ladies Circle SA and Agora SA, Riana and her fellow Circlers from Ladies Circle 4 (consisting of only four members) put in a lot of work to get things organised. Kremetart Cycle Race On 11 June this year the Soutpansberg will once again play host to the very popular Kremetart Cycle Race this year. The event will be presented for the 30th time. Over a distance of 175km, this stage race is the only one in South Africa that cultivates endurance and experience for other important cycling events in South Africa and abroad. The shorter 70km and 35km races will form part of the programme once again and are aimed at the junior and high school development teams. Tyd min om wenfoto’s in te stuur vir Meimaand Kompetisie
Louis Trichardt fotograaf Suwil Rudolph se inskrywing vir Meimaand. Hy het die foto tydens ‘n sonsondergang in die Kruger Nasionale Wildtuin geneem.
Die streek se fotograwe het tot en met Dinsdag, 31 Mei, om hulle wenfoto’s in te stuur vir Meimaand as deel van die Zoutpansberger se jaarlange kalenderfotokompetisie. Fotograwe sal tot en met die laaste week van elke maand hê om hulle foto’s vir daardie maand in te skryf en ‘n wenfoto sal vir elk van die 12 maande gekies word. ‘n Maksimum van vyf foto’s per fotograaf per maand kan ingestuur word. Oudergewoonte soek ons na daardie spesiale foto wat die uniekheid van die Soutpansberg-streek uitbeeld, van unieke landmerke en besienswaardighede tot die
natuurlewe. Die foto moet egter binne die afgelope 24 maande geneem gewees het en moet die fotograaf se eie werk wees. ‘n Prys van R600 sal vir elke maand se wenfoto betaal word. Elke maand se wenfoto sal in die laaste week van die maand gepubliseer word. Deur die maand sal van die beter inskrywings wat ontvang is ook gepubliseer word. Wat beoorde ling betref, sal gekyk word na tegniese aspekte soos beligting, skerpheid en komposisie. Slegs hoë-resolusie digitale foto’s (verkieslik landskap-formaat) sal aanvaar word. Die foto’s kan in hoë resolusie per e-pos gestuur word (een-vireen indien dit groot foto’s is), of op CD of geheuestokkie inge-
handig word by die kantore van die Zoutpansberger te Joubertstraat 16B in Louis Trichardt. Elke inskrywing moet vergesel wees van die fotograaf se naam, kontakbesonderhede, waar die foto geneem is en met watter kamera dit geneem is. Die 12 wenfoto’s sal aan die einde van die jaar in ‘n groot-formaat muurkalender vir 2023 saamgevat word. Die kalender sal dan onder meer deur die Zoutpansberger gebruik word vir bemarkingsdoeleindes. Opregte diens ontspring uit ‘n hart wat vol en blymoedig is. Dit vloei na die laagste plekke in die vallei en wil die treurigste en mees hopelose gevalle bereik. Job Description: The Assistant Branch Manager will be reporting directly to the Branch manager. His / Her main role is to support the Branch Manager with day to day operations of the branch. Laerskool Louis Trichardt leerder Karlien Cronjé het Saterdag, 21 Mei, deelgeneem aan die SAARA liga Match 4-skietkompetisie in Polokwane in die 0.12 Prone-klas waarin sy ‘n silwer medalje gewen het. Foto verskaf.
Verskeie leerders van Hoërskool Louis Tri chardt het deurgedring na die semi-finale ronde van die Podium Pret-redenaarskompetisie. In die voorafgaande ronde, in die afdeling vir Afrikaanse gedigte, het Dakalo Mbezi, Mijanke Venter, Talu Madaba en Luandi van Zyl deelgeneem, terwyl Dakalo en Luandi ook meegeding het in die afdeling vir Engelse gedigte. In die afdeling vir individuele redenaars was die deelnemers Luandi, Mijanke, Xavier Kotze, Junèl Joubert, Mathilda Manezhe, Jana Nagel, Lee-Ann Bothma, Anie Swanepoel, Inge Whelan en Hlayisanani Mhangwani. In die kategorie vir spanredenaars, het die Graad 9’s drie afsonderlike spanne gehad wat deelgeneem het. Junèl, Danica Straube, Elmay Koen en Brendan Bruce was saam in ‘n span. In die ander span was Mathildah, Holokile Mashamba, Vulani Chauke en Phathu Bopape. Kuliso Makhaga, Ndalama Maluleke, Risima Hiongwane en Mathildah was saam in die derde span. Die Graad 11’s het twee afsonderlike spanne gehad wat deelgeneem het, met Fahima Patel, Saima Patel en Razina Patel in een span.
