Speaking of taking the VDM to court, businessman Mr Pierre Grobler of the Pierre Grobler Trust has instructed Coxwell, Steyn, Vise & Naudé to declare an official dispute with the VDM regarding grossly inflated and erroneous accounts. In a letter dated 17 November to the municipal manager of the VDM, attorney André Naudé warns the VDM that they will be taken to court to debate his client’s accounts if issues regarding these accounts are not resolved by the end of January 2021. “It is clear from these accounts that you and /or your officials are not doing your work and will be held accountable for that,” Naudé states. In the letter, Naudé also states that it would seem that accounts to his client are being sent in a “fraudulent manner by your officials and our client has to accept that fraud is being committed here for some or other reason, unless the contrary can be proven. If the contrary cannot be proven, then the necessary charges will be filed with the local police station to investigate any fraudulent conduct against your officials,” adds Naudé. The above letter was written regarding a business complex in the town’s CBD that is owned by the Grobler Trust. They are also making use of a borehole drilled in April 2019 on the premises because of Vhembe’s failure to deliver a constant water supply and have not used any water from Vhembe since. Vhembe District Municipality denies having water billing problems (Contd from p.1) In some of the statements sent to the business, water meter readings are stated as residential, but in others they are indicated as both residential and business and some are only indicated as business. For instance, the opening balance for 8 September 2020 was R45 528,97. During the month of September, the charges jumped to R67 047,38. Thereafter, for the month of October, the use of the business complex jumped from R67 047,30 to R101 186,29. “This means our client has used, in a single month only, almost R24 000 of water,” states Naudé. Thereafter, the account for November 2020 jumps from R101 186,29 to R118 047,98. “Our client also assures us that your meter readers never attend the business complex to do a proper and reasonable reading,” says Naudé. The Zoutpansberger asked the VDM to respond to these

allegations that they are “thumb sucking” and deliberately inflating water meter readings, and that their accounts department is in total chaos. Their response was, true to form, one of denial. VDM spokesperson Mr Matodzi Ralushai said on Wednesday that they were unaware that people were being billed on “thumb-suck” readings, “because customers are being billed in two ways, through actual and averaging readings (estimation), which the estimation methodology has been approved by the District Council in order to address unread metres,” Ralushai stated. He also stated that no serious problem existed in their accounts department, but that they needed to support/capacitate the meter readers to reduce estimation on billing. Asked how many complaints they received on average regarding faulty readings and accounts, Ralushai

claimed that they only received about 10 complaints on average a day. “All billing complaints raised by customers are being attended,” said Ralushai. At present, the VDM claims to take meter readings themselves after the previous contract for taking meter readings expired. According to Ralushai, physical readings are taken at home and businesses by their meter readers, “but not in all areas.” So, no, physical readings are not taken everywhere. Another frustration for consumers is that the VDM does not issue monthly statements on time. “The municipality is in the process of procuring the service provider for printing, sorting, folding and posting of consumer statements,” said Ralushai. Regarding pending legal actions against the VDM, due to the continuous issuing of inflated monthly water accounts, Ralushai said that they were not aware of any legal action taken against the VDM.

Any claim smaller than R20 000 can be heard in the Small Claims Court, which will be a much more informal, cheaper, and simpler procedure, and you can appear in your personal capacity as plaintiff. The parties can now either agree to a settlement amount, or the municipality can choose to defend the matter. The municipality has a certain number of days to respond if they are going to defend. Normally, the municipality will hand the matter over to their insurers, who will either settle the claim or defend it on its behalf. If defended, a period will follow wherein a series of deliveries of formal documentation explaining every party’s situation will start. This will be in the form of requests and replies. The applicant can then request a court date. A pre-trial meeting will be held by the parties and their legal representatives. This is a compulsory step in all court matters. The reason for this is to minimise and simplify the matter when it is eventually heard, because some of the [technical] issues will already be cleared up and this can save a tremendous amount of time for everybody involved. At the hearing, the applicant will prove his case and the municipality’s witnesses will answer, after which the magistrate will give judgement. The matter can also be kept out of court entirely, if a settlement can be reached before the matter is called. “If you have insurance to cover this kind of occurrence, it can simplify matters for everybody. Simply lodge your claim with your insurance company, and then the battle will be fought between the insurance companies of both parties. This procedure usually also results in a settlement agreement of some sort. The municipality is most likely to have its own insurance to cover claims of this kind,” concludes Dekker. Get a quotation and put in a claim at the traffic offices of the municipality,” he told the Zoutpansberger last week. Kuns was vir jare lank net ‘n stokperdjie, hoewel dit by haar laaste werkgewer, Brenthurst Biblioteek (eiendom van die Oppenheimer-familie), handig te pas gekom het toe haar belangstelling (kuns) en akademiese kwalifikasies (Biblioteekkunde en Rekordbestuur) ineengevloei het. Beskeie noem sy dat die Oppenheimers ook van haar kunswerke besit. Inarié is dankbaar om nou genoeg vrye tyd te hê om haar voltyds op kuns toe te spits en het reeds ‘n paar suksesvolle uitstallings in en om Louis Trichardt gehou. Hierdie veelsydige kunstenaar werk in alle media (soos olie, akriel, grafiet) en skilder bykans enigiets, van landskappe en portretstudies tot stillewes en dierelewe. Haar grootste werke is grafietskilderye van 1 m x 1.2 m. Meer onlangs het sy begin om kremetarte te skilder – nes haar oorlede pa, Piet de Vaal. “Ek het nooit kremetarte geskilder nie. Hoewel ek altyd by my pa afgekyk het hoe hy dit doen, het ek dit as ‘heilige terrein’ beskou. Eers ná sy dood in 2013, was dit vir my asof hy my eendag die goedkeuring gegee het sodat ek daarmee kon voortgaan,” sê Inarié. Dit is juis by hom wat sy baie geleer het oor komposisie, kleurgebruik en so meer. “Dit voel werklik asof hy my lei wanneer ek kremetarte skilder,” sê sy.

Die Voorsittervereniging (VV) het op Maandag, 23 November, ‘n nuwe bestuur verkies. Frederick Eloff is as nuwe voorsitter aangewys, met Riana Otto as ondervoorsitter vir die Louis Trichardt-gemeenskap. Die ander lede van die bestuurskomitee is André Naudé, Inga Gilfillan, Fritz Ahrens, Andries Buys en John Buys (ondervoorsitters namens die Buys-gemeenskap). Dave Patel (ondervoorsitter namens Eltivillas) en Donald Mlati (namens die Hlanganani-groep) kon ongelukkig nie die vergadering bywoon nie. Die komitee het hulle dank uitgespreek teenoor André, wat vir die afgelope 17 jaar opgetree het as voorsitter van die VV, asook die ondervoorsitters wat hom ondersteun het. AfriForum het op 19 November ‘n buurtwag in Musina gestig, waarna buurtwaglede opleiding ontvang het. Die stigting van die tak volg nadat die Musina-gemeenskap onlangs ‘n AfriForum-tak gestig het wat sal fokus op gemeenskapsake, plaaslike regering, kultuur, jeug en sport. Die buurtwag as inisia­tief van die AfriForum-tak sal daarop fokus om gemeenskaps­ weerbaarheid te skep deur ‘n veerkragtige, paraat gemeenskap te vestig wat as die oë en ore van die polisie optree om die gemeenskap se veiligheid te bevorder. Du Toit Uys is deur die gemeenskap as buurtwag­leier

verkies. Hy sal die tak se veiligheidsaspekte koördineer. Jaco Weideman, Jaco Swarts en Barry Brandt is as spanleiers verkies om Uys met die organisering en bestuur van die buurtwag te ondersteun. Buurtwaglede het opleiding ontvang in regsaspekte vir patrolleerders, een van die 16 opleidingsmodules vir gemeenskapsveiligheid wat AfriForum vir buurtwaglede aanbied. “Toenemende Staatsverval en misdaad noodsaak die Afrikaner nou meer as ooit tevore om verantwoordelikheid vir sy eie lot aanvaar. Die buurtwag vorm deel van die groter legkaart van gemeenskapselfstandigheid. Ons glo en vertrou dat die werk van die buurtwag

tot die uiteindelike selfstandigwording van ons mense sal bydra en ‘n veiliger samelewing vir ons almal sal help skep,” sê Kobus Boshoff, voorsitter van AfriForum se Musina-tak. Barnard has, however, been president of the club since July this year, but the official induction could not take place because of the Covid-19 restrictions.

SPCA FARMER’S MARKET The Louis

Trichardt SPCA will be hosting their next monthly Craft and Farmers’ Market on 28 November from 08:00 until 13:00 at the kennels on Vondeling Road. Goods on offer include clothing (children’s, adults’ plus babies’ bibs etc.) shoes, handbags, jewellery, scarves, ragdolls, wooden toys and knitted items. Plants and herbs, as well as decorative cement plant pots, masks, scrunchies, bath products and lotions will also be sold. For the hungry they will have the ever popular pancakes, stokworsies (corn dogs), biltong, dry wors, chilli bites, a variety of Indian cuisine, as well as savoury and sweet baked goods, cookies, milkshakes, ice cream, sweets and spices. Preserves and sauces will also be available. Books that have been donated to the SPCA will be on sale at very low prices. “It wouldn’t be a farmers’ market without fresh veggies, so come and stock up for your week’s supply from us. While you are there, pop into the Legacy Clinic and Shop for all your pets’ requirements. Remember: by supporting our market stalls, you are also supporting the animals,” said the SPCA. MUTT MILE The Louis Trichardt SPCA will be hosting their ever-popular Mutt Mile on Saturday, 28 November, and has invited all dog owners to enter. The entry fee for dog owners and their dogs is R10 for the 1,6km event and R20 for the 5km event. The venue is the SPCA’s kennels on the Vondeling Road, and snacks, food and drinks will be sold. JINGLE BELL TOY RIDE The time

is almost here again for local cyclists to get out the Christmas lights and to start decorating their bicycles as part of the annual Jingle Bell Toy Ride in Louis Trichardt on 4 December. The meeting point for this year’s event will once again be the Checkers parking area at Makhado Crossing at 18:15 for 18:30. The entry fee for the event is any toy that will afterwards be distributed to less fortunate children. “Help us to give a toy and spread some joy,” said the Soutpansberg Cycling Club, organisers of the event. Mike’s Kitchen will again host their R50 special (Chicken Burger with chips) after the event for the hungry. Die tafels het behoorlik gekreun onder al die lekker gebak en ander lekker snoeperye tydens die NG Kerk Soutpansberg se jaarlikse Kersmark die afgelope naweek. Daar was heelwat stalletjies om van die kies en keur en oudergewoonte het die groente en vrugte stalletjie, asook die vleisstalletjie, weer goeie aftrek geniet. Die gemeente se vrouediens was ook byderhand om vir die hongeres iets vir die maag aanmekaar te slaan. Daar is nog heelwat vleis (wors en maalvleis) oor wat teen R70 per kilogram beskikbaar is. In ander, veral droëer areas, mag dit wel gebeur, maar by ons versamel hulle motte by ligte, pluk geitjies van mure af en hardloop op die grond agter goggas en ander prooi aan. Hulle grawe tot reënpaddas uit die grond en skrop oorkruipers en blinde slange onder blare en ander organiese materiaal uit. Ek het selfs gesien hoe een in ‘n sloot afklouter om iets wat daar ingeval het te gaan vang. Bosuile is ook baie lief om rysmiere in die vroegaand in die lug met hulle pote te vang, maar ‘n gevlekte ooruil sal hulle sommer onder die buitelig op die grasperk soos ‘n hoender oppik. Ons ouer garde is geleer dat as ‘n mens eers ‘n klein voëltjie, soos ‘n uil, hanteer het, sy ma hom sal verwerp. we could proudly print 50 meters at a time. In 2003 we were forced to move to Louis Trichardt as the water supply became challenging to manage & spent five happy years downtown in Kruger street. Then, mainly as a wholesale business, supplying the tourism market and retailing at our own shop in Krogh street, The Monkeyblue Gift Shop, at the back of Café de Art as it was then.

Ten years ago, we opened in the Du Toit centre on the corner of President & Rissik street where we are today, still screen printing our fabrics and tabling, inspired by the surrounding nature of the Soutpansberg. Over these years Tsonga expanded, offering a wide range of décor services to home owners and the hospitality industry in Southern Africa. Our versatile team can transform any original idea into bespoke soft furnishings and specialised products.

This continues to be part of our education delivery system, pushing us into 21st century teaching,” said the school. wish to express my gratitude towards the management committee, as well as all members of the Chairpersons Association for the noble, dynamic and diligent support they have given to the Chairpersons Association for the past 17 years.

Our experience had always been that there was a very special synergy amongst all the members representing all cultural groups and that the members had one common goal in mind in that

Die grote word klein, die eerste word die laaste en die hoogste buig die laagste. Dit kos voorwaar alles om niks te word nie. Nou hoor hy God se stem (v14) en kyk hy in alle rigtings vanaf die bergspits, tot by Hebron, waar hy gaan woon en soete gemeenskap met God geniet. Hoe wonderlik is die waardigheid van innerlike krag wat skynbare verliese, verontregting en vernedering stil en blymoedig kan aanvaar en verwerk. they tried their best to achieve and implement good corporate governance in the private and public sector, based on transparency, honesty, religious and non-political principles. All decisions had been made on a consensus basis and in total harmony. None of the members hesitated to achieve the goals that they have set down for the Chairpersons Association. A particular word of thanks then to the Hlanganani Group who travelled all the way from Hlanganani, as well as the Buys-group who travelled all the way from Buysdorp for each meeting. They have punctually attended each meeting. A very special word of thanks to the secretary of the Chairpersons Association, Ms Inga Gilfillan as supported by her husband, Marius Gilfillan, who did not hesitate to do whatever and more that had been needed to achieve the goals of the Chairpersons Association. Ms Gilfillan is a remarkable person and displayed a great drive to lead and assist the Chairperson Association to achieve great successes. She also played a very remarkable and important role in creating the synergy amongst all the cultural groups and interest groups who represented more than 70 000 people. She treated all members with the greatest respect and had served the community well over a period since I have known her for the past 37 years. She never did the work for appreciation but indeed because she was driven by the good of the people. I would like also to congratulate the new management team under the leadership of Mr Fre­ derik Eloff and the four vice-chairpersons to take the goals of good governance further in future on the same high moral ground that the Chairpersons Association has walked. I know that there are still many great goals to be achieved and that the new leadership is seasoned, well-trained and capable of doing their work par excellence.

Nyiko cycling to promote the rights of all fathers Local resident, Nyiko Masango (40), known as Mr Dynamix, started a campaign aimed at encouraging men to be actively involved in their children’s upbringing. Masango, who is a lifestyle coach, motivational speaker, photographer, ordained reverend, and an entrepreneur, said that not being able to spend time with his children was the hardest thing for him. “I was not allowed to see my children for a time and this actually was against my wish, prompting me to start an awareness campaign

that fathers need to play an active role in the lives of their children,” said Masango. His campaign is called Presence in Fatherhood and Fathers’ rights. The campaign advocates for children growing up without fathers, and for fathers who are denied the right to see their children after partners have passed away. After his own experience of not being allowed to see his kids, Masango started a 100 km walk from Tzaneen to Polokwane. Last year, he cycled from Tzaneen to Tanzania and climbed Mt Kilimanjaro to raise awareness for his cause.

He finally won the battle and is now allowed to see his children again. “Mr Dynamix” had just embarked on a 3 143 km cycling tour from Beitbridge to Cape Town, which started on Saturday, 21 November. The next day he cycled 125 km from Louis Trichardt to Tzaneen. Some seconds before 12:00 on Saturday, a smiling face pedalled up to the Makhado FM radio studio. “This is the first stage of my cycling journey. Every day is a stage. I am expecting the whole journey to be completed in 27 days. I know tomorrow I will be in Tzaneen and people will support us by offering food of some sort,” Masango smiled confidently. Besides the uphill parts of his journey, he said he had no challenges. “Limpopo Wildlife and Eastern Cape tourism assist with accommodation. Ripfumelo Pharmacy assists with supplements on medical care and Vodacom assists with cash.” In the meantime, Masango said, he had plans to start a cycling academy.

Beide kwalifiseer vir die Limpopo B-span wat volgende jaar vanaf 8 tot 12 Maart gaan deelneem aan die inter-distriktebyeenkoms wat in Pietermaritzburg beslis word. Foto verskaf.

Alicia beïndruk tydens SA gholfkampioenskap Die Kaap is beslis goed vir oud-Louis Trichardt inwoner Alicia Bezuidenhout, veral wat haar gholf betref. Alicia het sowat ‘n jaar gelede die Soutpansberg verruil vir die Kaap en as inwoner van Melkbosstrand aangesluit by die Atlantic Beach Links Gholfklub. Sy het vanaf 16 tot 18 November deelgeneem aan GOLFRSA se Suid-Afrikaanse mid-amateur vroue gholfkampioenskap op Robertson, waar sy as wenner van die silwer-divisie met die beste nettotelling uit die stryd tree. Die Zoutpansberger het verlede Donderdag hul voorsprong in die Louis Trichardt Rolbalklub se aandreeks vir besighede verder vergroot deur met die span van Speed Cash Loans af te reken. Tans beklee die koerant ‘n eerste plek op die punteleer met vier punte ná twee wedstryde en ‘n punteverskil van 102 punte. Tweede op die punteleer, ook met vier punte, is NG Kerk 2 met ‘n punteverskil van 28. Die spanne van ZC Pretorius en die Louis Trichardt Tennisklub het ook elk vier punte omdat hulle nog nie ‘n wedstryd verloor het nie en lê tans derde en vierde op die punteleer, met ‘n punteverskil van onderskeidelik 20 en 18. Die finaal van die liga word Donderdagaand, 26 November, beslis met

ses spanne wat tans twee punte op die telbord het. Hulle is die Wawiel (5de), Raymond’s Glass (6de), Rebels (7de), PJ Timbers (8ste), NG Kerk 1 (9de) en Midas (10de).
