Rent shock for clubs? By Andries van Zyl

The Makhado Municipality is reconsidering its options after initially indicating that it was going to cancel all existing 99-year lease agreements with 11 local amateur sports clubs making use of municipal infrastructure. The decision to terminate the contracts was taken during a special council meeting of the Makhado Municipality on Monday, 31 May 2021. Following the council decision, notices of their intention to terminate the clubs’ lease agreements were served on the affected clubs. The notices stated that the decision to terminate the lease agreements was made because the terms of the existing agreements did not promote the objects of Section 152 of the Constitu-

tion of the Republic of South Africa (regarding race), that facilities should be available to all communities. The council also argued that the amount of R10 per year (with a 10% escalation per annum) payable by the lessee, agreed upon just before the new democratic dispensation took over, had been done in bad faith and was not market related. The affected clubs responded by forming the Louis Trichardt Sport Chairpersons Association. In February this year, Dr Suwil Rudolph (acting on behalf of the sports clubs) met with representatives of the municipality to discuss the issue. Following this meeting, Rudolph indicated that the municipality wanted to know if they could negotiate regarding monthly rent for the facilities. At that stage, the municipality had already indicated that a valuer had already

determined a rent amount for each club, based on the property value. Regarding this, Rudolph asked the municipality what they were going to do about improvements made to the properties by the clubs themselves. Rudolph also stated at the time that the municipality had enquired about the value of improvements on the premises and whether the clubs would vacate the properties if they were paid out for these improvements. The municipality now seems to have reached a decision regarding this. The Zoutpansberger has obtained a copy of a report tabled during the 563rd executive committee meeting held on 22 July. The report addresses the issue of the termination of the clubs’ lease agreements

and recommends that the acting municipal manager not continue with the termination of the 99-year lease agreements. The first reason given for this recommendation is the financial implications for the municipality as they would need to compensate the clubs to the amount of R15 660 000 for improvements if they continued with early termination of the lease agreements. Ek kon redelik normaal sien, maar die afgelope twee jaar het ek weer alles verloor,” vertel Liana. As familie het hulle aanvanklik vir 32 jaar lank met wild in die Alldays-omgewing geboer, maar in 2008 ‘n huis in Louis Trichardt gekoop.

“Niemand weet presies waarom ek my sig verloor het nie. Dit was net iets wat vier verskillende dele van my oog aangetas het. My pa was ‘n chirurg, so ek het die beste mediese hulp en behandeling gehad. Maar niemand kon uitvind hoekom dit gebeur nie,” vervolg Liana. Dan lag sy en sê sy is steeds letterlik en figuurlik in die duister oor wat gebeur het. Liana het haar gidshond ontvang ná ‘n ontmoeting met Jeanne-Mari Viviers. Jeanne-Mari het plaaslik geen bekendstelling nodig nie. Sy is reeds goed bekend vir haar durf as ‘n blinde meisie in ‘n siende wêreld. Sy is op tweejarige ouderdom gediagnoseer met ‘n seldsame vorm van kanker, retinoplastoom. Ná talle oogoperasies het Jeanne-Mari egter Jeanne-Mari Viviers (links) en Liana Oosthuizen (regs) met hulle twee gidshonde, Tara (links voor) en die sig in al twee haar oë as kind verloor. Nadya (regs voor). Naas Jeanne-Mari het Liana slegs die tweede persoon in Louis Trichardt geword om ‘n (Vervolg op p.2) gidshond te ontvang.
