Rent shock for clubs? By Andries van Zyl
The Makhado Municipality is reconsidering its options after initially indicating that it was going to cancel all existing 99-year lease agreements with 11 local amateur sports clubs making use of municipal infrastructure. The decision to terminate the contracts was taken during a special council meeting of the Makhado Municipality on Monday, 31 May 2021. Following the council decision, notices of their intention to terminate the clubs’ lease agreements were served on the affected clubs. The notices stated that the decision to terminate the lease agreements was made because the terms of the existing agreements did not promote the objects of Section 152 of the Constitu-
tion of the Republic of South Africa (regarding race), that facilities should be available to all communities. The council also argued that the amount of R10 per year (with a 10% escalation per annum) payable by the lessee, agreed upon just before the new democratic dispensation took over, had been done in bad faith and was not market related. The affected clubs responded by forming the Louis Trichardt Sport Chairpersons Association. In February this year, Dr Suwil Rudolph (acting on behalf of the sports clubs) met with representatives of the municipality to discuss the issue. Following this meeting, Rudolph indicated that the municipality wanted to know if they could negotiate regarding monthly rent for the facilities. At that stage, the municipality had already indicated that a valuer had already
determined a rent amount for each club, based on the property value. Regarding this, Rudolph asked the municipality what they were going to do about improvements made to the properties by the clubs themselves. Rudolph also stated at the time that the municipality had enquired about the value of improvements on the premises and whether the clubs would vacate the properties if they were paid out for these improvements. The municipality now seems to have reached a decision regarding this. The Zoutpansberger has obtained a copy of a report tabled during the 563rd executive committee meeting held on 22 July. The report addresses the issue of the termination of the clubs’ lease agreements
and recommends that the acting municipal manager not continue with the termination of the 99-year lease agreements. The first reason given for this recommendation is the financial implications for the municipality as they would need to compensate the clubs to the amount of R15 660 000 for improvements if they continued with early termination of the lease agreements.

As ek dit kry, gaan ek ‘n hond
“Daar word daar nie onderskeid getref of dit jou eerste of tweede of derde hond is nie. Almal doen presies dieselfde.
Monthly rent shock for sport clubs? (Contd from P1) The second reason given is that, after serving notices of intention to terminate these lease agreements, the municipality’s administration realised that the municipality was not ready to manage the sports facilities in terms of capacity. Because of the above reasons, the report then recommends that the acting municipal manager engage in negotiations with the clubs to change the current monthly rent being charged for the sports facilities, which is R131,10 per club. This is the matter the clubs and the municipality are sure to disagree on. According to the municipality’s valuation of the properties, the new monthly rental amount (from lowest to highest) is R800 for the clay pigeon club facility and R1 100 for the athletics club’s clubhouse. The cricket club will pay R2 200 per month, while the tennis club will be asked to pay R10 080 per month. But wait, there is more! Users of the racing-pigeon club facilities will now suddenly pay R13 630 per month,
while the monthly rent for the bowling club and the rugby club jumps to R15 620 and R19 140 respectively. The two clubs that will have to fork out the most, if the municipality is successful in its proposal, are the squash club and golf club, who will have to pay an unbelievable R38 760 and R48 220 per month respectively. Regarding the above, Rudolph said on Monday that the clubs had yet to receive notice of these newly proposed monthly tariffs. “If the amounts are absurd, we will not pay. We will try and negotiate, but if we fail, we will approach the courts. These clubs are delivering a service to communities and are not aimed at profit. The municipality must realise this. The clubs are not there to be milked by councillors and officials to line their own pockets with money,” said Rudolph. What happens next remains to be seen. This item will serve under Item A104.28.07.22 during the Makhado Municipality’s next council meeting on Thursday, 28 July.
Hulle het dadelik vir my gesê: ‘Yes, we know what a guide dog is. Come straight in. You are more than welcome’.
011 705 3512 of hulle webwerf besoek by www.guidedog.org.za.

Amidst all of this, a link to Property24 also surfaced on social media the past weekend, indicating that the same area currently being developed by the Makhado Municipality is on the market for a private sale to the amount of R45 million. Referred to as farmland, the advertisement says the area is earmarked for residential and business development. Upon enquiry from the listing estate agent, she referred all enquiries to Mr Shanti Dosa, a former partner of Ramjee’s in the initial purchase agreement. The Zoutpansberger contacted Dosa and asked him how someone could possibly advertise a property for sale if they were not its legal owner. Dosa said that the idea had been to attract partners to continue with the planned development of the area and that the property had been listed more than a year ago, before the current furore erupted. He said that he had already instructed the listing agent to withdraw the advertisement on Property24 and the property from the market, pending the outcome of the legal proceedings between DBP7 and the municipality. Ramjee, in turn, said he did not know anything about the property’s being advertised on Property24. Questions about the letter of demand were sent to the Makhado Municipality last week. They had yet to respond at the time of our going to press.

The police at the Beitbridge Border Post arrested a 33-year-old suspect in the early hours of Saturday 23 July for attempting to smuggle commercial explosives into the country. The suspect was arrested at about 01:30 as he crossed into South Africa from Zimbabwe. This after his truck was stopped and, upon searching it, the police discovered commercial explosives concealed inside four big bags. They confiscated three reels of detonating cord and at least 769 units of blasting cartridges (photo).

Anke is our first winner of R1 000 We have our first winner, and she is 16-year-old Anke Roos from Levubu. She was not afraid to tackle one of the “difficult” characters, namely the Dutch tourist, Gerard. Congratulations, Anke, and we do hope to see you enter again. Anke’s story had to be adapted slightly to fit in the broader narrative of the Salt Trail. This simply means that we added a few paragraphs to help her story follow the narrative of our adventurer story. We also expanded slightly on the profile of Gerard. Overall, however, Anke’s story was very imaginative and, at the same time, also compassionate. She tried to bring across a powerful message, namely that one should decide what is really important in life, before it is too late. Young readers who are still too scared to enter because they doubt their writing abilities need not worry. If your story line is good and it is well presented, we can work with it. It doesn’t need to be a linguistic masterpiece. We are more concerned about the story. For those who do not yet know how the competition works: Every week, R1 000 has been earmarked for the reader who submits the best story. The competition is a first-ofits-kind in that it combines a travel story with unrelated individual adventures. The weekly travel episodes are written by our own staff and these focus on the journey of a group of adventurers who
❑
are exploring the Old Salt Trail in the western Soutpansberg. They follow a five-day route, during which they encounter many of the treasures the mountain has to offer. The group of adventurers comprises 11 very diverse fictional travellers. The narrator is a young lady called Marelize. In every week’s edition, she will talk about the route and what the group members have encountered. Two “scar stories” are featured for every day of the trip. The group stops at a specific location for lunch and one of the members tells his or her story. The same happens at night, when the group gathers around the campfire and one person shares a story. This is also the part where our readers need to contribute. The readers must use their imagination and write a story focusing on one of the characters. The theme of the competition is: “The night of the scars”. The idea is that each story will focus on a “scar” that the characters received somewhere in their lives. These can be physical scars, or they can be emotional scars. Short profiles of the 11 characters are provided. In some cases, Marelize will expand on the characters when she discusses the route. Studying each character and building a story around their characteristics will be crucial. We launched the competition by providing two examples of what the stories may look like. The first story was that of Marelize. (You
✔ ❑
can read her story on our web page: www.zoutpansberger. co.za/marelize and follow the link.) The second one was a “demo” story, describing Rovha’s scar. (But Rovha’s character is still available for a story.) The maximum length of an entry is 1 300 words. Once a character’s story is published, that “entry” is closed. If, for instance, you decided to write about Shabnim’s adventure and another writer’s story about Shabnim gets published, you need to move on to another character. However, this also means that entries can have a longer shelf life. Readers are welcome to enter stories on all nine remaining characters. The entries will stay “live” until the judges have decided who the winner is regarding a specific character. Judging starts at 13:00 on a Friday. That means that the entries received up to that point will be judged. If a story is entered about a specific character and that character does not feature in a specific week’s edition, the entry will stand over and becomes part of the “pool” of stories to be judged the following week. Only when a winning story about a specific adventurer is chosen, will the entries expire. Apart from these guidelines, the normal rules apply. The (secret) judges’ decisions are final and they will not meet anyone in a bar later to discuss the matter. No staff member of the Zoutpansberger or their family members may enter.
Zachary is often referred to as the local Bear Grylls. When it comes to the outdoors, there is very little he does not know. His insatiable thirst for adventure has taken the 39-year-old geologist on some of the world’s most dangerous wilderness trails. It is said that he once disappeared along the infamous West Coast Trail in British Columbia. When he reappeared 14 days later, he had a nasty scar on his left shoulder and a haunted look in his eyes.
❑ Lisa
Emma is an experienced journalist who is currently working for a local newspaper while dreaming of becoming a war photographer. At 37 she has won numerous awards for writing, as well as photography, but has never mastered the art of keeping direction. She is constantly searching for that new adventure. Will she ever settle down?
Emma
Lisa (53) is the mother of two grown daughters and wife of the CEO of a successful Sandton-based Import/Export company. Since his work often takes him away on extended business trips abroad and both her daughters had left the nest, Lisa has taken up hiking and bird watching to fill her days and get out of the empty house. She frequently visits nature reserves and national parks around South Africa.
Marelize is one of the main characters in the adventure and also the narrator. She is 27 and originally from Namibia. She is a seasoned traveller and has visited countries in Europe and in the USA. She will not only describe the route being followed with its highlights, but also expand on her ten travel companions. It is important to follow closely what she says and build the characters accordingly. Marilize has a good sense of humour and willing to tackle whatever adventure awaits. She’s not that good with bike-riding and prefers walking trials.

Gerard is a Dutch adventure tourist. He ticks most of the boxes as far as stereotyping is concerned. He is slightly impatient and not discreet at all. He retired from the university where he was teaching a year ago and now at the age of 66 he spends his time travelling the world. Rovha, the soft-spoken dentist, with the smiling eyes. He seems to be a loner, mostly travelling on his own. He has climbed Kilimanjaro and completed the Camino de Santiago. You will mostly find him sitting in a quiet sport reading a book or newspaper.
❑
Shabnim’s small stature may be deceiving. She is a tough adventurer and even formed part of an expedition to Marion Island. She looks young, but at 42 she has seen a lot in life. She lectures at a local university and is well-respected in her field.

Gerrit (55) comes from a military background. As a young boy, his father (also ‘n military man) shaped him into becoming a soldier. Tigers don’t cry and love is but a four-letter word. Rising to the rank of captain, he was one of the last members of the old South African Army to have seen the horrors of the Bush War on the Angolan border. With the new 1994 dispensation, he found himself on civvy street in a world he did not understand and nor did the world understand him. He never found love, although so desperately longing for it. He is constantly running away from something to somewhere, thus fining himself in the Soutpansberg. Maybe her he can find peace.
❑
Lee (28) was born with a neurological disorder that inhibits the full use of here right leg and arm. She has, however, never allowed this inability to become a disability, living her life to the fullest and constantly challenging her body. Although physically strong, every now and then she shows signs of emotional weakness. She is not keen to talk about it, but something or someone has definitely left a scar.

Adrian is a boisterous character who enjoys controlling the conversation. He is normally the one that likes to walk in the front, sharing his expertise freely with whoever wants to listen. He says he has travelled all over the world, but specifically likes the cold Russian climate. This most enjoyable travel experience was an epic snowmobile Journey in the Ural Mountains.
Takalani (Taki) (25) For the full-of-life Takalani, nursing has always been her calling. She is a vibrant, energetic young lady who’s infectious laugh can make any bad situation feel a little bit brighter. She is loved by all her collegues and patients. Although she has never done a hiking trail, she enjoys taking long walks in her spare time.

How many couples After a quick stop at the upper had promised eternal love to their Schoemansdal campsite, their guide, partners in this chapel? How many Edwin, led them to the west of the funeral services might have taken mountain. They had now linked up with what is commonly known as the Bluegumspoort road. This picturesque route starts at the N1, some 10 kilometres north of Louis Trichardt, and winds its way westward through beautiful farms, cottages and even a few fishing dams. Fortunately for them, from the Schoemansdal campsite they didn’t have too far to go. “There is the Crewe farm,” Edwin pointed out. On the right-hand side of the road a quaint little church was visible. The group ignored the building at first, being more interested in offloading their backpacks at the farm-
place here? She noticed an inscription, simply saying: “Zum andenken an Robert Franz und Martin Jäckel.” Who would the Franz and Jäckel families have been, she wondered? “The chapel was built in 1978 by the Jäckel family,” said Edwin, who had also made his way across to the church. “The little chapel is also symbolic of a long line of Swiss missionaries in the Soutpansberg.” When he saw Marelize’s look of interest, Edwin started talking about this history, which dated to 1869 when two Swiss missionaries, Ernest Creux and Paul Berthoud, arrived in South Africa. They had made their way north and, in 1875, started a mis-
sionary station at Valdezia, catering predominantly for the Tsonga people. “But the Franz and Jäckel families are best remembered for their involvement at Blouberg,” Edwin remarked, pointing vaguely. Marelize at least knew that the Blouberg he was referring to was a mountain not far away. When they finished their route in a few days’ time, they should be able to see Blouberg in the distance, towards Polokwane. “Rev Robert Franz and his wife, Helene, arrived at the Blauberg missionary station around 1896. Mrs Franz was a passionate nurse and, shortly after the Anglo-Boer War, she established a hospital for lepers.” Edwin gave a little shudder, as if the idea of leprosy made him queasy. “She was later joined by her sister, Johanna Schulz, a qualified nursing sister from Prussia, who was to spend the greater part of her life at the hospital. “What started off as a labour of love, quickly grew too big and they needed government support. When a hospital was built at Bochum, some 30 kilometres away, Helene Franz was asked to manage that. The Franz family moved to Bochum in 1908,” said Edwin, tilting his head and nodding. Marelize wondered how he remembered all these facts and dates. He must really be into this guide thing… “In 1914, Rev Martin Jäckel was sent as a replacement for Rev Franz to
the Blauberg Missionary Station. He married one of the Franz daughters, also called Helen, in 1920. The Jäckel family bought the Crewe farm in the mountain in 1954. Martin Jäckel died in 1959 and was buried on the farm. When the little church was built in 1978, it was named after him,” said Edwin, a distant look on his face, as if making sure that he had recalled all the facts correctly. For some time, Edwin and Marelize stood in silence next to the chapel. “The church’s bell has an inscription that says ‘Und Glocken hör ich weit’. This is also the title of the book that Rev Jäckel wrote about his experiences here,” said Edwin. “I suppose we should now return to the group,” remarked Marelize, turning away and starting to walk. “Apparently Gerard will tell us more about his scar tonight. Somehow, I think his story will be interesting…”

This week’s winner is Anke Roos, a 16-year-old Grade 10 learner from the El Baruch Academy in Levubu. She enjoys writing and hopes to become a publisher one day who can influence the world with her unique perspective on life. She was inspired to write by the author of Hunger Games, Suzanne Collins. She hopes to become a graphic designer (apart from becoming a famous author).

As part of preparations for the upcoming National University Sport of South Africa (USSA) Badminton tournament in Cape Town, which will be hosted from 6 to 9 August, the University of Venda (Univen) consulted with Jimmy Scheepers and Benjamin de Waal from the Zoutpansberg Badminton Club to assist with skills and technique training. On 23 July, both Jimmy (who is also chairman of Limpopo Badminton) and Benjamin (one of the province’s top badminton players) took the players through all the basic footwork, shots, and rules of badminton during a training session at Univen’s badminton courts. Natascha Louw, the sports officer for competitive sport at Univen, expressed her gratitude towards both Jimmy and Benjamin for taking time out of their busy schedules to lend a hand during this training session, as this will assist the team greatly during the upcoming tournament. The 13-year-old Vhuluhawe Nemutandani, a learner at the Emmanuel Christian School, bravely attempted his first Parkrun in the Louis Trichardt Indigenous Tree Park on Saturday. The little “Blade Runner”, as he is affectionately called, is also the junior ambassador in Limpopo for the Jumping Kids and Isability programmes. Vhuluhawe put in a brave effort to finish the 5km route on Saturday, but was forced to stop after 2,5km. He had to sit down and remove one of his blades to relieve the pain. However, he is motivated to return and finish the full course next time. Parkruns, of which the Louis Trichardt Parkrun is part, are free community events, open to everyone and run entirely by volunteers. The Louis Trichardt parkrun is held every Saturday at 08:00 in the winter months and 07:00 in summer in the park next to the tourism info centre on the corner of Songozwi Street and the N1. With Vhuluhawe in the photo are Debbie Scheepers (left) and Kathy Tucker with her dog, Toffee. Photo and information provided by Malcolm Tucker.
