The Soutpansberg Ratepayers Association (SRPA) has lodged an appeal against the decision that the Green Belt area north of Stubbs Street in Makhado (Louis Trichardt) be developed into a large business centre and a hotel. The green light for the development of Extension 9 (forming part of the town’s Green Belt area) was given by the Limpopo Department of Economic Development, Environment and Tourism (LEDET) in December last year. The development includes the construction of a 35 000m2 retail centre, a 10 000m2 office complex and a 150-bed hotel. The Soutpansberg Ratepayers Association raised its concerns with regard to the higher impact and demand on sewerage, water and electricity, especially in light of the fact that Makhado (Louis Trichardt) does not have a consistent supply of water. The SRPA says that the proposed development is not sustainable. According to the SRPA, a thorough investigation regarding pollution of underground water had not been done by the environmental authorities and the Department of Water Affairs. It is a mountain catchment area that should be conserved and natural vegetation is preserved, says the SRPA, referring to the Mountain Catchment Areas Act 63 of 1970 and the Protected areas Act (amended) Act 31 of 2004.

“Since the zoning and rezoning application, significant changes have taken place in the environment, including the erection of Makhado Crossing shopping complex, which is to date not fully let,” states the SRPA. The basis of the appeal is that the need, desirability and sustainability of the proposed development had not been considered. “The environmental authorities did not themselves consider need and desirability, nor did they check to consider whether it was in fact addressed by the local authority,” states the SRPA. They also refer to the absence of a social impact study and a traffic impact study. The lack of proper social consultation and transparent information was mentioned, while the focus was on the needs of the developer. “The needs of society were neglected. One of the purposes of public participation is to afford people the opportunity to express their views on the desirability of a development that will be affecting them. There was not one public consultation or hearing,” says the SRPA Chairperson, Ms Inga Gilfillan. The SRPA further contends that the decision to undertake the development is unconstitutional. NEMA, which was enacted to give effect to section 24 of the Constitution, embraces the concept of sustainable development. Section 24 (7) requires that any investigation must, as a minimum, investigate the cumulative impact of the proposed development on the environment, socio-economic

conditions and cultural heritage. “They failed to apply their minds to the socioeconomic impact of the proposed development,” says Gilfillan. The SRPA lodged their appeal within the prescribed period but had not received any response to date. LEDET was convinced that “any potentially detrimental environmental impacts

resulting from the proposed development can be mitigated to acceptable levels,” according to the final Basic Assessment Report (BAR) that was received in June last year. The proposed development will not significantly “alter the sense of place of the surrounding area.” According to the department, the proposed development

will have a positive impact on the local economy, crime will be less and contributions to be paid to the municipality will eventually result in better service delivery. In the meantime, Makhado Municipality spokesperson Louis Bobodi said on 18 March that the municipality “is working around the clock for the provision of bulk services” for the proposed development.

As developers again set their sights on the town’s sensitive Green Belt area, the SRPA is objecting to the Limpopo Department of Economic Development, Environment and Tourism’s granting of permission to have the area developed.

Alleged corrupt policeman arrested A Musina policeman, Constable Dakalo Sitsula (27), was arrested last Friday after he had allegedly robbed a Zimbabwean cigarette smuggler of his cash and illegal supply. It is alleged that Sitsula stopped the smuggler during his patrol. Instead of taking him to a police station, however, Sitsula allegedly took the Zimbabwean man to a secluded area where he searched him and found him in possession of a large quantity

of illegal cigarettes from Zimbabwe. It is alleged that, instead of arresting the man, Sithula allowed the man to walk free, on condition that he pay him a bribe. In the Zimbabwean man’s statement, he told Sitsula that he only had R400 with him. The Zimbabwean smuggler afterwards reported the matter to the police and picked out the constable from an identity parade. Sitsula appeared in court on the

same day on charges of corruption and extortion. He was released on R1 000 bail, while his case was postponed until 28 June. Limpopo commissioner LtGen Simon Mpembe said corruption would not be tolerated in the police force. “Anyone who breaks the rules will be caught and punished. Members [police] should not expect any favours, no matter how embarrassing it may be,” he said.

Progress still very slow with new landfill site When will the Makhado Municipality ever start developing the much-needed new waste-management site for Makhado (Louis Trichardt) and why is the progress so slow? “A firm of consulting engineers have been appointed to conclude construction designs and drawings and to supervise construction,” the Makhado Municipality said in an answer per email on 12 March. The name of the consulting engineer was asked but was not supplied. A local firm of good reputation was already in possession of the complete design for the new landfill site more than two years ago. At that stage, a Pretoria-based company had apparently been awarded the tender and it was expected that this company would sub-contract a local company. That was after concerns about the intolerable state of the existing landfill site had been raised for more than a decade. Council has been dragging its feet regarding the new landfill site on the Vivo road since at least 2007, when the local taxpayers association attended a steering committee meeting. When asked recently to whom the tender had been awarded, the municipal spokesperson, Mr Louis Bobodi, said that the project had been advertised but “the municipality could not appoint as bidders could not meet the prescribed requirements. The latter implies that the project should be re-advertised.” In December 2011, the municipality said that the development of the new waste-management site would start the moment that funds became

available. Makhado Mayor David Muthavatsindi said in his budget speech in June last year that the municipality would develop a new landfill site in Makhado and that an amount of R5 million had been set aside for the project. “We shall be closing the existing landfill site in Makhado and an amount of R1.2m has been set aside [for that],” the mayor said. Bobodi confirmed that the project was included in the 2012/13 budget. The source of funding was indicated as the Municipal Infrastructure Grant. Zimbabwean and South African stakeholders met in Beit Bridge on Monday to explore ways to contain the rapid spread of cholera between the two countries. The meeting, which was called by the Beit Bridge Civil Protection Unit (CPU), follows an outbreak of the disease in Musina town, where four suspected cases were detected three weeks ago. The senior clinical manager at Musina Hospital, Dr Allick Dube, said of the four cases, only one involving a 39-year-old patient, was confirmed. Samples for three others tested negative. The cases involved a 10-year-old boy, a six year-old girl and a three-month-old baby. The baby later died, however, despite having tested negative. “The situation is, however, under control as of now,” he said. The district medical officer for Beit Bridge, Dr Takaitei Kanongara, said they had nine suspected cholera cases detected from four rural clinics in the district. He said there was one confirmed case of a man from Shashe village, who is suspected to have contracted the disease in South Africa where he had visited a farm in Musina. Kanongara said they had also conducted sample tests on nine suspected cases in Makakavhule, Tshamnangana, Swereki, Shashe and Beitbridge District Hospital and they had all tested negative. He said the sample tests conducted so far indicated that the cholera strain was less harsh. The acting Beit Bridge CPU chairperson, Mr Peter Moyo, called for joint efforts in fighting cholera, which had claimed dozens of lives in 2008. In Beit Bridge, the disease left 54 people dead from about 5 000 recorded cases. Speaking during the meeting, the provincial senior manager for health care

services in the Department of Health in Limpopo, Dr Nkadimeng Moo, said Vhembe District had recorded an increase in cases of diarrhoea. He also urged stakeholders to intensify awareness campaigns at the Beit Bridge Border Post. “We need to intensify our awareness campaigns, especially at Beit Bridge Border Post, where we anticipate a sharp increase in the volume of traffic as travellers, particularly ZCC members, will be travelling to Limpopo for their annual church conference during the Easter holidays. We urge the worshippers to take great caution. We need to work collectively as the communicable diseases have no boundaries,” he said. Stakeholders also noted that there was an urgent need to engage both Zimbabwean and South African immigration and customs authorities, so that they speed up the flow of human traffic at the border post, adding that delays and the slow movement of people had the potential to cause a volatile situation. Musina municipal manager Mr Johnson Matshivha said as a decongestion drive, they had offered their show grounds to be used by SA Home Affairs as a pre-clearance facility during the Easter holiday. Matshivha said it was important to extend the twinning arrangement that they have with Beit Bridge Rural District Council to the town council also. Musina Municipality signed a memorandum of understanding with Beit Bridge Rural District Council in 2004. Beit Bridge Town Council secretary, Dr Sipho Singo, also called on both Zimbabwean and South African health officials to scale up efforts in the fight against cholera through joint monitoring programmes.

He said it was critical to address the issue of water provision, solid waste management and sanitation to contain another massive cholera outbreak. “We need to collectively work together as stakeholders from Zimbabwe and South Africa in fighting cholera. As council, we managed to rope in the World Bank, which assisted us with funds to rehabilitate our sewer and water infrastructure under the emergency water and sanitation programme. This really helped in reducing the flow of sewerage, although it still remains a major challenge. We need to significantly improve our systems through complementing each other as stakeholders from the two countries,” he said. The district environmental officer for Beit Bridge, Mr Noti Dube, said they had since deployed health promotion teams to hot spots in the district where they were conducting anti-cholera awareness campaigns. During the meeting, stakeholders resolved to form an inter-border monitoring and evaluation committee on cholera. The committee would comprise representatives from the two countries’ port health departments, Beit Bridge Town Council, Musina Municipality, health promotions and environmental health officials, South Africa’s Department of Water Affairs in Limpopo and the Zimbabwe National Water Authority (ZINWA) and CPU. Singo and Matshivha were assigned to play an advisory role in the committee, whose terms of reference are yet to be formulated. Some of the areas in Beit Bridge identified as hot spots include Dulibadzimu bus terminus, the border post, where toilets are not working, and Hlalani Kuhle residential area, which has no sanitation facilities.

“The waste pickers shouldn’t be working under these conditions,” an AfriForum team from Pretoria said when they saw the reclaimers at the Vondeling waste-management site of Makhado (Louis Trichardt). This municipal landfill site has been an on-going source of irritation and a health risk for residents who use it to dump their waste or who stay in the vicinity, battling to survive amid the flies, the odour, unsightly litter, dust and smoke. For the reclaimers who work at the dumping site, the health and even safety risks are magnified. Women with children were spotted in the area before the control gate. In the area inside the control gate, reclaimers were sorting waste. They were not wearing adequate protective clothing and waded knee deep into the refuse. “We do reclaiming for a company,” one of the women said to Dr Ben van der Waal, executive member of the local AfriForum branch during the AfriForum inspection visit at the end of February. They sort the waste into bags to get them ready to be transported and sold to recycling companies. “Recycling must be done at the beginning and on a cleared area. An area must be cleared next to the fence inside the control gate or even before the control gate. The recycling has to be done before the waste is dumped on the site,” said Mr Julius Kleynhans, AfriForum’s head of environmental affairs. Kleynhans said that the new regulations for a waste management plan put much more emphasis on recycling. The recycling at the Vondeling dumping site is done amid the heaps of waste. An estimated 88 000 people nationwide earn their living by picking waste. Waste pickers and their associates can also become entrepreneurs as was seen at the Vondeling site where an entrepreneur had put up the odd spaza shop. Other minimum requirements pertaining to all sizes of landfill sites include a waste-acceptance procedure, sufficient qualified staff, compaction of waste, daily cover of waste, two week’s cell of trench capacity, three days stockpile of cover, final cover, protection of unsafe excavations, draining water away from the waste, adequate plant and equipment, a formal reclaiming operation plan, protection of reclaimers and protective clothing.

Whole province to benefit from outreach Limpopo Astronomy and the Soutpansberg Astronomy Club (SAC) will once again be focusing on public outreach during 2013. Astronomy-related outreach projects at schools and public locations have always been a priority for the SAC, based in Makhado (Louis Trichardt), and 2013 will be no different. A general public-outreach project, sponsored by the International Astronomical Union (IAU), through its Office of Astronomy

for Development (OAD), will see the organisation visit a number of venues in the province, as well as in the Kruger National Park. Appropriately, the province’s capital, Polokwane, will be first on the agenda with a visit to Mall of the North on Friday, 29 March, followed by Forever Resorts Bela-Bela on Saturday, 6 April. Some of the other towns to be visited are Musina, Thohoyandou, Makhado, Giyani, Elim, Tzaneen, Lephalale (Ellisras) and Modimolle (Nylstroom).

Astronomy-related posters and information on astronomy and where to study, as well as pamphlets, will be available. Views through the telescope of our closest star, the sun, can be enjoyed during the day, and after sunset the telescope will be pointed to the stars and planets. Water tankers to be placed strategically The Soutpansberg Ratepayers Association submitted a letter to the municipal manager, dated 6 March, in which they proposed locations where water tankers would be needed most. “We at the Ratepayers Association know that the water shortages are not going to be resolved soon and we would like to appeal to the Makhado Municipality to provide water tankers in the following areas where people who, in many instances, don’t have any water, can go to and at least get water for daily use,” wrote Mr Phillip Olivier, SRPA manager. The SRPA suggested seven possible locations. The areas that the Makhado Municipality identified correspond with those that the SRPA proposed. Replying to a question where the water tankers would be placed, the technical director, Mr Thivho Ralulimi, said that “that would depend on the needs of the community.”

Preparations for Morant film are in full swing The preparations for the filming of the two-part documentary in the Soutpansberg area on the Anglo-Boer War saga involving Breaker Morant and the Bushveldt Carbineers are in full swing. In addition to local historian and author Charles Leach, who is like a walking encyclopaedia on the Morant incidents in the Anglo-Boer War, Petria de Vaal-Marais from Makhado (Louis Trichardt) has also come on board. Petria, a qualified archivist, has skills and expertise in cultural history and research. She will assist the team of Sabido Productions to ensure that all props used in the filming of the scenes are true to the time period. Petria did her honours dissertation on Fort Hendrina, which is currently located in Erasmus Street. At this fort, filming of a BVC camp with calico tents and soldiers milling around will take place. In this scene, BVC Lt Peter Handcock, who was eventually court marshalled and executed with Morant for murders on prisoners of war and civilians, shot the ‘joiner’ Trooper van Buuren on suspicion of being a spy. Officials looking for fresh delivery ideas The Musina Municipal council and its management team recently held a three-day strategic planning meeting in order to come up with fresh ideas and plans aimed at maintaining a high standard of service delivery. Mayor Carol Phiri says the exercise was fruitful as the deliberations will help to maintain the positive image of the municipality. “We met to define our strategy or direction, and making decisions on allocating our resources to pursue this strategy, including our capital and people. This was our opportunity to analyze our strengths, weaknesses, opportunities, and threats, which include political, economic, social, and technological [factors]. During the meeting, we also evaluated how the resolutions of the previous financial year were implemented and we were satisfied that we did a very wonderful job during the previous financial year.” She says she is happy to note that the municipality has developed its strategic plan in a way that it is easily translatable into action plans. “We need to move away from the traditional way of addressing high-level initiatives and overarching goals which end up not being articulated into day-to-day projects and tasks that will be required to achieve our By Linda van der Westhuizen

Successful weekend for Makhado SAPS

Use money on local project, asks SRPA “If we hand over the R5.5 million, what will it be used for?” is the question raised by the Soutpansberg Ratepayers Association (SRPA). At this stage, the SRPA has approximately R5.5 million in a trust fund that has accumulated since the declaration of their dispute with the Makhado Municipality regarding poor service delivery in August 2008. “Water supply is the most important project. Should the dispute be resolved and we hand over the funds at some stage, we would like to contribute towards a local water project that we do together with the municipality,” SRPA Chairperson Inga Gilfillan said on 14 March. “The ratepayers insist that the funds should be applied and spent in Makhado (Louis Trichardt) and not in the greater Makhado municipal area,” SRPA manager Phillip Olivier added. Makhado Municipal Manager Sakkie Mutshinyali said, however, that the money would go into the pool for the wider municipal area. “There is nothing in government indicating that money will be spent for specific projects in town. It will go to the whole municipality. Council will have to vote on the projects,” Mutshinyali told the Zoutpansberger. Mutshinyali apparently expected that the SRPA would hand over the R5.5 million at a meeting

Women stoned to death Despite all the campaigns by Government and several concerned organizations to sensitize communities on violence against women and children, women and children are still at the receiving end in this country. Only a fortnight ago, there was an outcry in Vhembe when a nine-year-old girl, Mutshidzi Ramanyimi of Tshilungoma, was found dead after being missing for almost a week. On Monday, the community of LwamondoMathule outside Thohoyandou had a rude awakening when they were roused by screams for help by a dying woman. The community could not help her in time and she was allegedly killed by her lover, who is believed to be a mental care patient. Police and pathologists remove the bloodied body of the dead woman who was allegedly crushed Ms Jane Magadani (62) who once stayed with by her lover. the suspect but was staying alone in her house, had her head crushed. Her head was crushed by big stones, following what people in the neighbourhood believe was a domestic quarrel. Fearing that he had killed the woman, the man tried to commit suicide by cutting his throat. Residents said the man used to stay with the woman, but he had moved out some time ago. They said quarrels were a constant occurrence mostly towards the end of the month because of money. It is alleged that the couple had quarreled the previous day but the man left, only to come back the following day whereupon he is said to have killed the woman before cutting his own throat with a panga. The man, whom many thought had died, was taken to hospital in a critical condition. “ The police

let us down. They knew the man is a mental patient, and after we had reported that he was becoming violent, they should have taken him to hospital. They left him free and now he has killed the poor woman,” said a resident, who preferred anonymity. News of the gruesome incident came as a shock to the community. Within a short space of time, almost the whole community had gathered at the house of death. There was blood everywhere and the stones that were used to crush the woman’s head were still there. Even the bloodied knife was at the scene. Dean Alunamutwe Rannditsheni of the Devhula Lebowa Circuit and a human rights champion, who was also at the scene, said he had never seen such cruelty. “There is a demon lingering here. There are so many campaigns against violence on women and children, but still women face these horrendous acts at the hands of people who are supposed to protect them,” he added. The leader of Rhema Kingdom Life at Tshifulanani, Dr Tshifhiwa Muligwe, where the deceased congregated and the chairperson of the Munna ndi nnyi Men’s Forum, Mr Bardwell Mufunwaini, who were also there, expressed outrage at the incident. Vuwani police spokesperson W/O Elijah Malatjie said that they had received a report around 11:00 that a man had killed his wife at LwamondoMathule. “We arrested a man who is now recuperating at a local hospital,” he added. He added that the man would appear in court as soon as he was discharged form hospital. The age of the man could not be determined as he cannot speak.

It has been more than three years since the legal battle of senior regional magistrate Ronnie Rambau, who is currently facing charges of corruption, began. Despite his suspension, Rambau is still receiving his full salary and benefits. Rambau, together with his co-accused, attorney Tivoneleni Edmond Lubisi and ex-state prosecutor Estene Willemse, are facing corruption charges in the Musina Magistrate’s Court for allegedly trying to influence the outcome of court cases. Last year, the Zoutpansberger reported on a progress report that the magistrate’s commission (Rambau’s employer) had submitted to the justice committee of Parliament. The magistrate’s commission, according to law, has to report to the justice committee every three months on magistrates they have suspended. What became clear at this

meeting was that the justice committee was “extremely displeased” by the fact that magistrates charged with crimes are sometimes only suspended much later. In the very same meeting, Parliament suggested that Rambau’s salary be withheld, due to the fact that the matter has been dragging on for so long. Rambau was suspended in November 2010. A year later, in October 2011, the State closed its corruption case against him. Since then, the court has been waiting for Rambau and his co-accused to bring forth new evidence to prove their innocence. In January of this year, the magistrate’s commission submitted yet another mandatory progress report on Rambau to the justice committee. This report, of which the Zoutpansberger was able to obtain copies, does not differ much from October last year’s report. In fact, the report looks

almost identical. The minutes of the report were made available by the Parliamentary Monitoring Group. Asked for comment last year, the magistrate’s committee’s secretary, Mr Danie Schoeman, said that the withholding of Rambau’s salary was still under consideration by the magistrate’s commission but that no final decision had been taken. He also said that a new date for Rambau’s misconduct trial was being negotiated with his attorney. Schoeman’s answer did not differ much this week. Asked whether the magistrate’s commission had secured a date for the trial, Schoeman said that they were still negotiating a date with Rambau’s attorney. As was the case last year, however, it is not clear at this stage who Rambau’s attorney of record is since his previous advocate withdrew due to alleged non-payment for his services.

Cycling

Gearing up for annual Kremetart Race The first management meeting with regard to the highly popular annual PPC Kremetart Cycle Race was held on 12 March. The focus of the meeting was to discuss changes and make improvements to this annual race with Makhado (Louis Trichardt) as base town and the P&L Cycling Club as hosts. By last week, more than 200

entries had already been received by the organisers and the accommodation venues in and around the town are filling up very quickly. For more information in this regard, visit the P&L Cycling Club’s new website at www. kremetartcycling.co.za The race’s management team will meet every second week from now on to prepare for the

races on 8 and 9 June. A note to citizens is that this is a community-based project and the aim is to get everyone in town and the surrounding areas involved. “Our aim is to generate more than R20 million for the businesses in our area,” says the club. Goliat van Gat nou ook ‘n musiekfees Die jaarlikse Goliat van Gat Pampoenkompetisie word hierdie jaar gekombineer met ’n musiekfees en daarom word dié fees hierdie jaar genoem TLU se Goliat van Feeste. Die fees vind vanjaar plaas by die Voortrekkermonument op 30 Maart. Die Pampoenkompetisie vind die oggend van vroeg af plaas. Dan word die grootste pampoen, die mooiste pampoen en die lelikste pampoen aange­ wys. Verlede jaar se grootste pam­poen het ‘n stewige 367kg geweeg en daar word gehoop dat hierdie jaar selfs ‘n groter een kan oplewer! Verskeie kunstenaars

Goeie wen vir Dendron Die Louis Trichardt Rugbyklub se Dendronspan het Saterdag Letaba se derdespan ‘n behoorlike loesing gegee deur hulle 83-0 te klop. Die Dendron-span het saam met Louis Trichardt se eerste- en tweede-spanne tuisveld voordeel geniet in hul tweede wedstryd van die jaar se Presidentsliga. Letaba se derdes het geen antwoord gehad vir die Dendron-span wat sommer met die afskop die drieë ingeryg het nie. Teen halftyd het Dendron reeds 45-0 voorgeloop. Hierna het Louis Trichardt se tweedespan teen hul eweknieë van Letaba te staan gekom. (Vervolg op p. 17)

Erik Welman, 18-jarige muurbalspeler van Hoërskool Louis Trichardt, het die afgelope naweek die provinsie gaan verteenwoordig tydens die Suid-Afrikaanse Geslote Skole-muurbaltoernooi in Parkview. Elke provinsie het hul beste vier spelers na die toernooi gestuur. Kompetisie was straf, maar Erik slaag daarin om drie van sy vyf wedstryde te wen en is nasionaal tans 21ste gekeur in die O/19-afdeling.
