Hawks swoop on 13 in traffic fraud heist

By Kaizer Nengovhela Seven Limpopo traffic officials, including three from the Makhado Local Municipality, were arrested for allegedly committing fraud.

The latest arrests were done at the Dzanani traffic station on Tuesday. This follows shortly after six other people were arrested the past week in connection with fraud and bribery allegations at vehicle-testing centres.

The seven traffic officials were arrested by the Hawks’ Special Investigating Unit on Tuesday. The officials are, among others, accused of taking bribes from motorists.

The investigations were done in collaboration with the Road Traffic Management Corporation and the National Traffic Anti-corruption Unit. The seven appeared in the Dzanani Magistrate’s court on Wednesday. They were granted bail of R10 000 each.

The traffic officers working

for the Makhado Municipality are: Phumudzo Tshikovhi (40), Bridget Mamafha (41) and Dzulani Phungo (38). The provincial traffic officers are: Langanani Mugovhoro (43), Zwannda Tshivhase (34), Ntshengedzeni Masithulela (47) and Wisdom Vhutali Mantsha (35). Their cases were postponed to 22 January next year.

Last Friday, two people, a traffic official and a driving instructor, were arrested in Sibasa. They appeared in the Thohoyandou Magistrate’s Court on Monday and the case was postponed to 22 January next year.

The traffic official who appeared is Takalani Sigebe (37), while the driving school instructor is Ntsieni Savhula (27). Sigebe was granted bail of R1 000 while Savhula had to pay bail of R3 000.

On Monday, four people working as testing officials and a driving-school operator were arrested in Makwarela for allegedly issuing documents

fraudulently to applicants for a fee.

The four were employed at the private testing station at Makwarela, called Maanda-Ashu vehicle testing station.

Some of the officials also allegedly certified vehicles as roadworthy without conducting the necessary tests. In one incident, a vehicle that had been impounded by the Johannesburg Metro Police Department had allegedly been certified as roadworthy.

During the operation, officers also seized documents.

The four accused who were arrested appeared in the Thohoyandou Magistrate’s Court on Tuesday and were granted bail of R1 000 each.

The accused are: Tshifhiwa Mulaudzi (24), Fhungo Mamphiswana (25), Khathutshelo Sioga (29) and Voni Ramuntshi (29).

About 30 workers who were contracted to the Zama Ze Best Construction Company are at loggerheads with their boss, Mr Mpho Mphephu, over unpaid salaries. The company is building residential units for students at the University of Venda (Univen).

A leader of the group who approached Limpopo Mirror, Ms Naledzani Thukhutha, said life had become difficult for

them after they had not been paid their wages for October. She said when they had approached their boss, he had sent them from pillar to post.

“We are worried because most of us are breadwinners, and without money, life is hard for us and our families. We were also told that our contracts were terminated at the beginning of November,” said Thukhutha.

Mphephu admitted that some of the workers had not been paid but explained that they were working on a construction tender. The workers should understand that they could only pay the workers when the client (in this case the University of Venda) had paid them, he said.

Mphephu also said that the retrenchment of workers was because no more work was to be done on their side and they would call them to work again when a new construction job became available.

Meanwhile, the spokesperson of the University of Venda, Mr Takalani Dzaga, said workers should check with their employers because the university paid suppliers every Friday.

Chieftaincy dispute at Ha-Mashau

By Kaizer Nengovhela The chieftaincy dispute between two warring factions in the Ha- Mashau community is threatening to rip the village apart.

A group supporting Chief Avhapfani Nelson Muhali allegedly refused to pay service fees to another chief, Ntsumbedzeni Mashau, who claimed to be the rightful ruler of the Doli, Marianze and Guvhungwa areas.

According to Vhavenda Vho-Mackson Mashau, this decision is contrary to a Venda custom that prescribes that a person who does not come from the royal family cannot be the chief. He said that the late Chief Maligana Mashau had dethroned Alpheus Tshi-

khudo Mashau in 1979 and installed Tshimangadzo Josias Muhali in 1984. “Our family knows who the rightful heir is. I think the truth will soon prevail and he will take his rightful place. Ntsumbedzeni Mashau is old enough to take his place now,” said Vhavenda Vho-Mashau.

The appointment of Muhali as chief is now being put to the test by members of the family who believe that customary practices were not followed. “I was surprised when Thovhele Vho-Thavhayamipfa Mashau announced that Avhapfani Nelson Muhali was identified as successor to his deceased father, who was not the rightful candidate,” Mashau said.

The dispute was referred to the Limpopo MEC for Co-op-

erative Governance, Human Settlements and Traditional Affairs and the installation of chief Muhali was stopped through a court interdict on 20 April this year.

The chairperson of the Mashau Royal Council, Vhamusanda TG Mashau, did not want to expand on the issue and said such matters should not be discussed in the media or settled in court.

“According to Venda culture, the chieftaincy (Vhuhosi) is the property of the family and the chief is the ‘manager’ of that property. When the chief passes on, the property goes back to the family. The appointment of the successor will thus be the responsibility of the royal family,” said Vhamusanda TG Mashau.

Local farmers smile after the rain

By Kaizer Nengovhela The recent good rains brought hope to livestock farmers in the Vhembe area who were feeling the burden of the severe drought in the area.

Farmers were left in limbo and could not produce much, resulting in higher shortages of farm produce and skyrocketing prices. Many local farmers have described the drought as the worst in years and that its effects will be felt for a long time to come.

The president of the African Farmers Association of South Africa (Afasa) in Limpopo and also its national director, Mr Tshianeo Mathidi, said that the recent rainfall had brought hope to livestock farmers. He said that some of the rivers that had been dry were overflowing after the rains.

Sudden storm at Masisi destroys dozens of houses

By Kaizer Nengovhela The communities of Masisi, Gumbu, Sigonde, Tshenzhelani, Mukununde and other villages within the Musina Municipality are literally picking up the pieces after a heavy shower and strong wind damaged numerous houses on Sunday night.

The storm destroyed the roofs of hundreds of houses and caused other damage. The victims are mostly from the poor rural area, and most are unemployed. Earlier this week, residents whose houses were damaged were seen trying to fix and replace the corrugated iron roofs. Many of them had lost all their belongings in the violent storm.

Three people at Gumbu were slightly injured. They were

treated at the local clinic and later discharged. Some of the storm victims complained that they had not yet been assisted.

Ms Nkhumedzeni Mbedzi indicated that when the storm hit her village, she was at home with family members, trying to remove the furniture. Her house’s corrugated roof was badly damaged and some of the sheets were completely blown away. She is now temporarily living with her neighbours.

One of the affected residents, Mrs Veronica Mamphadeni, said she thought a tornado had touched down or that lightning had struck her house. “I could not see properly as it was raining heavily, and it was also hailing.” The storm subsided after about two hours and when she went out, she found that the roofs of her two houses had been blown away.

“When it happened, I thought it was the end of the world, as the wind was howling and at the same time it was raining. We are now stranded without a place to stay. This is really a bad situation,” said Ms Gladys Ramarumo, whose children were injured when her house was damaged in the storm. Part of a wall had collapsed.

The spokesperson for the Vhembe Municipality, Mr Matodzi Ralushai, said that the situation was very bad. “We heard about the incident and we immediately dispatched our disaster teams to assess the damage. We are making the necessary interventions. As a caring municipality, we do care about our community´s well-being, and we will do everything in our power to assist them,” he said.

Rezelda describes herself as someone who is driven by passion. “When I realised the love I had for radio, I decided to take the step to make my dream of becoming a radio news reader a reality.

She is known in music circles as Sistervee, and her voice – as she sings – sounds like that of a nurse calling all patients to come and get medication to heal them. In her case, though, the medication is the lyrics that flow straight from her heart.

had started singing early this year after she had had a chain of dreams in which she was instructed to respond to the calling of a singer.

“My singing came as a calling from God,” she said. “At first, I dismissed the dreams as such – meaningless dreams, but later on I realised that no person could dream one thing over and over again. This was a purposeful dream.”

Before she pursued singing as a career, she had loved the music of Ayanda and Poshy Gal, who all sing in the manyalo genre.

“They are two singers who had walked the path before me, and I had come to respect them for their versatile talents as active singers who entertained thousands of people,” she said.

However, Sistervee said that casting her burdens unto God had kept her strong even in times of storms.

“I had defeated many challenges, particularly where I found myself being undermined and despised by people who didn't understand the worth of my talent as a singer,” she said.

“I seem to thrive on challenges.”

Her full-length début album will be launched on 18 December, and it will include songs such as Samuyele, Lufuno, Philiphise, Mathada, and Mitokela.

Phalaphala FM supports campaign against abuse Phalaphala FM supports the 16 Days of Activism Against the Abuse of Women and Children campaign that started on Monday.

The marketing manager of Phalaphala FM, Ms Rudzani Mashamba, urged all victims of abuse to report such incidents to the police.

“Even when the abuser is the sole breadwinner in your house, report them to the police because that person might end up killing you and your children,” she said.

Mashamba said that her station would work in partnership with other government departments, civil organisations and community members to fight the scourge of violence against woman and children in the South Africa. “If we can join hands and work together in partnerships, we can win the war against women and child abuse,” she said.

She urged community members to report their abusers to the police, so that they can be put behind bars where they belong. Mashamba condemned people who kill women and children, saying they were destroying the entire world. She reiterated that women and children needed to be protected.

“Government must be strict with people who victimise and rape women and children.

Victims of abuse must not be intimidated in courts,” she said. The incidents of abuse continue in spite of the existence of a progressive constitutional and legislative framework that protects women while promoting a human rights culture.

Mashamba said that the radio station had to ensure that the campaign succeeded in breaking the silence of the victims. She mentioned that community members and religious leaders could also make a difference by instilling change in people’s perceptions about customs and family values. “Good moral values are keys in the fight against violence and abuse of both women and children. By embarking on this campaign today, all of us are clearly sending a message that women and children are worthy human beings who deserve to be valued and respected as equal members of society,” Mashamba said.

SVEP meeting gets disrupted by former chairperson

By Bernard Chiguvare “I declare this meeting illegal and people should leave now,” said Mr TN Matumba after barging into a meeting convened by the Songozwi Victim Empowerment Programme (SVEP) at the SAPS barracks in Louis Trichardt last Thursday (21st).

The SVEP is a non-profit organisation that was set up to try and assist victims of, among others, family violence. The past few years the NPO battled to survive, with limited funding and a leadership vacuum. According to Mrs Benita Kaldine, programme manager of the SVEP, the meeting was scheduled to choose new board members and to comply with the legal obligations of the NPO.

Several weeks before the meeting, letters were sent out to various stakeholders, informing them of the meeting and requesting them to become involved. Most of the letters were delivered by hand to a large variety of stakeholders and a lot of effort was put into arranging the mandatory meeting.

An hour into the meeting, Matumba stormed into the room, completely ignoring the person chairing the meeting. Mrs Kaldine respectfully asked Matumba to sit in the chair next to her, but he refused and continued telling the room that there was no meeting.

Prior to Matumba’s arriving, the NPO’s constitution was briefly discussed. The constitution states that office bearers are elected for a period of one year. It later transpired that Matumba was elected as chair of the board in 2011 and his term had long since expired.

The individuals who had been invited to attend the meeting took a few minutes to fully comprehended what Matumba was putting across.

Anton van Zyl, who had attended the meeting in his capacity as a director of the Bergcare NPC, a non-profit organisation aimed at addressing socio-economic needs in the region, started questioning Matumba on his claims. He wanted clarity as to when Matumba had been elected as chairperson and also whether Matumba’s name was listed as an office bearer at the NPO Directorate in terms of the NPO Act. Matumba refused to answer the questions, saying that all questions would be attended to at a meeting to be held in a week’s time.

Another member who had attended the meeting, Mr Elton Makhadi from the Legal Aid Board in town, wanted to know why Matumba had not approached the

court for legal action to stop the meeting, should he feel that it was unconstitutional. Once again Matumba refused to answer any of the questions.

Kaldine tried several times to interject but was denied the chance.

Walking up and down the room, Matumba ordered one of the volunteers who attended the meeting to leave the room.

“You were very much aware of this meeting. I gave you a copy of the invitation,” said Kaldine in trying to clarify the legality of the meeting.

Matumba neither denied nor acknowledged that he had received the invitation. He said he had come to check what was going on at the government building. In his speech he mentioned the SAPS as a stakeholder and alleged that someone from the police had asked him to check what was going on at the SVEP. The meeting was finally called off, and as people walked out in pairs, Matumba ordered them to leave the premises.

After the meeting, questions were sent to the station commander at the Makhado SAPS, seeking clarity regarding Matumba’s position and what his relationship to the local police station is. Matumba’s claims that he “controls” the premises were also questioned with the station commander.

In a telephonic interview Col Mabatha, the station commander, denied having received letters complaining about the conduct of Matumba. She said she would only respond when she returned to the office in a week’s time.

“I feel lost without her”

By Maanda Bele The mother of the Capricorn TVET College student who died after being brutally stabbed 52 times last Sunday said she wanted justice for her daughter.

“I feel lost without her. I want the person who killed my daughter to rot in jail or to die like an animal, just like what he or she did to my daughter,” said Ms Peggy Ramabulana, mother of the deceased Precious Ramabulana.

Precious is from Tshikuwi village in Nzhelele.

Ramabulana described her daughter as a peaceful person who was loved by everyone.

“She loved laughing a lot and giving advice. She was a hard worker and she loved studying.” Ms Ramabulana said that her daughter was in the process of completing her final year at the college. “I was hoping to celebrate with her at her graduation party,” she added.

Precious’s murder is still being investigated by the Botlokwa police in the Mankweng cluster.

The 21-year-old college student was attacked by an unknown suspect and brutally stabbed to death. The incident happened on Sunday morning, 24 November, at about 02:30.

“The deceased was allegedly asleep in her rented room at the Ga-Joel Section in Mokomene when the suspect gained entry through a window and started attacking her. He stabbed her numerous times and fled from the scene,” the police said in a statement.

“The deceased’s frantic screams were heard by a neighbour, who called the police. On their arrival, her body was found in a pool of blood with multiple stab wounds. The motive for the attack is unknown at this stage.”

The Provincial Commissioner of the SAPS, Lieutenant General Nneke Ledwaba, vowed that the brutal killer would be hunted down and brought to book.

Region’s pastors unite at Western Bible College

By Kaizer Nengovhela Pastors from different churches around Sinthumule and Kutama attended the Western Bible College ceremony two weeks ago, which was held at the Mack Funzani Multipurpose Centre in Tshiozwi.

The principal of the Western Bible College, pastor David Mufamadi, said pastors became more united over the years and were now able to help each other, even though they belonged to different churches. “We are now working as a team with the same goal of luring as many people as possible to the fold of

God,” he said.

The guest speaker, Prof Ronny Moodley, said the work done by pastors could not be measured in monetary terms, urging congregants to fully support their pastors in whatever way they possibly could. Moodley said pastors were doing extraordinary work for their congregations, but at the end the same people seemed not to care about the pastors. “Pastors are called at night for prayers, and when families have challenges, the first person to be called is the pastor,” he said. He urged the pastors to lead an exemplary life for the community to emulate their lives.

By Kaizer Nengovhela The intimidation case against Thabo Sibandze (27) was postponed yet again in the Thohoyandou Magistrate’s Court on Monday. Sibandze was arrested for the alleged intimidation of whistle-blowers in the VBS Mutual Bank saga.

Two members of the South African Municipal Workers Union (SAMWU), Mr Ronald Mani and Tshililo Timpson Musetsho, were gunned down earlier this year.

Their killing is believed to have been instigated by people involved in the VBS looting. Sibandze’s subsequent arrest had been linked to these killings, but he has not been charged with the murders.

On Monday, Sibandze appeared

in a fully packed Thohoyandou Magistrate’s Court - his seventh appearance in the court. The case was postponed to 2 December, awaiting a decision by the Director of Public Prosecution. The magistrate, Mr Thifhuriwi Ligege, postponed the case at the request of the State Prosecutor, Ms Mashudu Nekhumbe.

Members of SAMWU as well as other interested groups picketed outside the court buildings.

Many of them are frustrated and upset with the slow progress in the investigations into the deaths of two SAMWU members.

Sibandze is facing a charge of intimidation and illegal immigration since he allegedly entered the country without proper documentation. He is from Swaziland. He remains in custody.

Prof Moodley condemned pastors who use the Word of God to enrich themselves by making people pay for prayers. “Leadership is about commitment and how you relate to people. Be ready to work under pressure and be ready to absorb pain,” he said. He urged pastors not to engage in bad things “in order to have big churches”.

In response, one of the graduates, Pastor Thomas Mpharasi, said he was motivated to see that what God was doing through him was being seen and acknowledged. “Challenges are everywhere, even in our calling and this will serve as great motivation,” he said.

ACI is a club for women worldwide, from the age of 40, with different professions, hobbies and interests but who share the same values.

No water for residents as Middle Letaba drops to 2.8%

Residents who rely on the Middle Letaba Dam for water may finally get some relief if the rains continue to fall and more water flows into the dam.

They had thus far believed that the water was not being provided to them because of a broken water pump, but the Mopani District Municipality’s spokesperson, Mr Odas Ngobeni, had communicated new information.

“The challenge in the

Middle Letaba Dam is not the pumps,” he said.

“The pumps were fixed a long time ago. The current problem is that the pumps are no able to pump enough raw water due to the low dam level.”

He stated that the dam was at a level of 2.8% and as such the municipality could do very little at this stage. “We advise the leadership in that area to engage with both the Vhembe District Municipality and the Collins Chabane Municipality on alternative water supply options, which might

include water tankers.”

At the moment, the residents in some villages, including the Ndengeza RDP section, have resorted to drawing water from and doing their washing directly at the Middle Letaba Dam. Ndengeza RDP section’s Mhakamuni Mboweni stated that the residents had been without water for the past five months. The struggle continues for residents to either buy water at R5 per 20 litre bucket or go to draw some at the Middle Letaba Dam at no cost.

Former journalist launches her first gospel book Book launch Former journalist of the Limpopo Mirror Linda van der Westhuizen held the official launch of her first book, Uncorked by the Holy Spirit: 7 ways to encounter our good God, on Sunday, 17 November, at the Agapé Christian Centre in Louis Trichardt.

Niekerk joined other leaders of Agapé, as well as pastors from surrounding areas, in the blessing of the book and its author. Pastors Petrus Mamuhohi of Destiny Word Ministries in Mandiwana and Sam van Niekerk of Agapé delivered addresses.

Mamuhohi said he had prescribed the book for his third-year students, while Van Niekerk told attendees the book had been written from the author’s heart.

A time of deep worship followed, led by Bolaji Jegede and Nke Mosoma.

In her address, Linda said to be ‘uncorked’ meant to be set free from a state of being held in check.

She added: “To be uncorked by the Holy Spirit is to have his power unleashed through you.” She emphasized the importance of being anchored in the goodness of God. A team of nearly 30 people illustrated Chapter 6 of the book, which is entitled ‘Move in Risk’.

They prayed for the guests and encouraged them. In the process, they were ‘uncorked’ themselves.

“God is amazing. He showed us how much He trusts us as his vessels… it was so humbling,” said team member Nke. Corrie Dercksen said ‘fear is a liar’ and

ministered despite the initial ‘stage fright’. Ingrid Pepler from Johannesburg said “this evening was like a heavenly party - from glory to glory!”

“I trust that this book will have a wide reach and uncork more and more people, and that more books will follow,” was the comment of Elize Dercksen.

Linda said she was grateful towards God who put her on this journey and carried her through.

She thanked her husband,

Rev Jan van der Westhuizen, for his generous support and Agapé Christian Centre and their leaders for their backing. She also thanked Corrie Dercksen, who sponsored the meat, the guests who attended and the whole team for the excellent and joyful way in which they served.

The team from the Nzhelele Valley collected six significant points in their last two matches.

They crushed Ngwaabe City Motors 3-1 at the Rabali Stadium last Saturday. As if that was not good enough to restore the team’s pride, Mikhado travelled to the Giyani Stadium on Tuesday, where they beat Giyani Happy Boys 3-2.

Aluwani “Killer” Nedzamba, Bornwise Molobo and Dibate Mahlakoane scored for Mikhado in their game against City Motors, while Motors’ solitary goal came via Philane Mokabane towards the end of the game.

Following their two successive victories, Mikhado are now lying in the fourth position on the log. They have deposited 18 points into their league account, which they accumulated from the 10 matches they have played to date. Mikhado are six points behind the log leaders, Magezi FC. Another Vhembe-based side, Venda Football Academy (VFA), are in the second spot with 19 points.

VFA are in a tight battle with the thirdplaced side, The Dolphins FC, on 19 points.

Mikhado played a match fewer than the top three teams. Giyani Happy Boys are still in the league title race, despite donating league points to Mikhado on Tuesday.

Mr Jabu Khomola, the coordinator for the Makhado Christian Centre’s health and wellness sports day, said the church had a duty to encourage its members along with community members to take part in sporting activities and to encourage a healthy living and lifestyle.

“Our people should know that exercising has its benefits,” he said. “We are spending most of our time sitting in cars,

offices and eating a lot of junk food that add no value to our body systems. So, when we put our bodies under the strain of exercise, we achieve more.”

The event was divided into different sporting codes in which individuals had to compete for congratulatory prizes.

In the 8km fun walk, gold medals were presented to eight participants. They are Mutshidzi Masengani, Mukhethwa Muhadi, Adivhaho Sikhwari, Khuthadzo Sidasi, Tihah Sasa, Albert Mabasa, Tinny Sikhwari, Pastor Edwin Nthambeleni, and Pastor Sophy Nthambeleni.

Huge interest in festive season’s Zama-Zama Soccer Challenge

This year’s edition of the annual Zama-Zama Soccer Challenge will be the biggest ever in terms of the number of the participating teams and the prizes at stake. The tournament was officially launched during a meeting held at the Giyani Multi-purpose Centre last Sunday.

According to the founder and sponsor of the event, Mr Victor Hlungwani, 36 clubs paid their affiliation fee of R1 500 during the meeting.

Mr Hlungwani revealed that eight of the 36 teams will take part in the preliminary-round matches to determine the teams that will battle it out in the last-32 stage of the prestigious tournament.

The preliminary-round fixtures are: Hammy FC vs Gimbo FC, Ngove Maspala vs Gezani United, Homu 14C United vs Emmanuel FC and Xikombelo FC vs Ngove

Leeds. The toss for the last-32 matches was also conducted during Sunday’s meeting.

The opening matches are scheduled for Saturday, 14 December, while the final will be played on Tuesday, 31 December.

This year’s champions will take home R40 000, a floating trophy and gold medals. The runners-up will receive R20 000 and silver medals. All matches will be played at the Homu 14 B grounds in Giyani.

Teams booted out of the tournament in the semi-final stage will each receive R10 000.

The Rock FC are the defending champions. They beat Dzekula FC 5-4 after a penalty shootout in the final last year to lift the trophy.
