Bereaved families angry ...

Bail for drag racing accused

The bereaved families of the victims of an alleged drag-race accident at Tshivhilwi outside Thohoyandou are still in the dark about the release of the driver of the vehicle on bail.

Mphedziseni Mawela (28) was released on R2 000 bail by the Tshaulu Periodical Court on Tuesday. He was driving the vehicle that had allegedly killed seven community members.

Mawela had been in hospital since the accident happened three weeks ago. He was released from hospital last Friday and was in police custody.

He made his first court appearance in the Thohoyandou Magistrate’s Court on Monday, where he was formally charged on seven counts of murder. On Tuesday, he appeared in the Tshaulu Periodical Court again for a formal bail application, and bail of R2 000 was granted to him. No conditions were attached to his bail.

According to Limpopo police spokesperson Brig Hangwani Mu-

laudzi, the police had taken blood samples from the accused and were still waiting for the results. He is to appear again in court on 29 May. Reacting after hearing that the accused had been granted bail, an angry Mr Daniel Rangani, who lost his daughter, Vhusiwana (25,) and had his granddaughter, Tendani Nephalama (2), seriously injured in the accident, said the police had not been fair to them. “The police owe us an apology.

How can they take someone who has wronged us so much to court without our knowledge? We were not told that he had been released from hospital. As families, I think we deserve to know everything about this case. Not letting us know about his appearance is an infringement of our rights,” he added.

Rangani said they would have mobilised the community if they had known and gone to court to urge the court not to give him bail. “We are greatly saddened. R2 000 is nothing compared to the damage and pain he caused us as families. How are we go-

ing to look at him when we meet him on the street? I suspect something did not go right here; the familes need an explanation,” he said.

Mulaudzi said the police would make sure that all the families were informed about the progress of the case. “This is a very serious case and the families need to know everything that is happeneing. We will make sure our officers are dispatched to the different families to notify them formally,” he said.

The accident happened late on Saturday, 10 March. It is alleged that two cars were racing along the busy village street at Tshidzini when one of the drivers lost control and ploughed the car into a group of people. Seven of them died and four, including the driver, were injured.

The victims are Munei Munyai (12), Tsumbedzo Ravhanga (13), Vusiwana Rhangani (25), Thifhelimbilu Magaligwa (31), Kenneth Nemaungani (24), Wilson Ravhanga (71) and Daphne Mbedzi (26).

Families of the victims are not happy with the police, saying that they are not keeping the families informed about the case. The last straw was when they took the suspect to court without even informing the families about his appearance.

The families are now crying foul that the suspect appeared in court behind their backs. They are also worried about the small amount of bail (R2 000) granted to the suspect.

“Father of electricity” buried at Mbaleni Police’s electricity reconnected again Well-known electrical contractor Mpfariseni David Swuhana (74) of Miluwani in Sibasa was buried at the Mbaleni cemetery on Saturday. The funeral was a celebration as mourners sang and danced throughout the service.

The funeral service was held at the Thohoyandou Indoor Centre.

Muendeulu, as he was affectionately known, was a respected and admired businessman and community leader. He passed away last week Tuesday.

The packed hall and some mourners outside did not shed a tear as the family requested that it be a celebration of a life

well lived. Among the mourners were colleagues from the electrical industry, Eskom, ZCC church members in their church regalia, local politicians and a Limpopo member of parliament, Ms Merriam Ramadwa.

The master of ceremonies was the recently appointed Judge Tshifhiwa Maumela who left the mourners in stitches with his jokes.

Speaker after speaker spoke of the passion Muendeulu had for electricity and for his community. Most of the early projects in the former Venda were undertaken by Swuhana.

He is believed to have assisted eleven contractors in setting up their businesses; some

are flourishing and they are now big guns in the industry. Some of them also gave testimony during the service.

Swuhana was born in 1938 at Tshisikule, Miluwani. He attended school at Mphaphuli Memorial, but could not go far with his education. He worked for different companies in Brits and Pretoria before retuning home in 1960.

He was one of the first few people to be allowed to work as electricians in the former Venda government.

He also worked in several countries outside the borders of South Africa.

He is survived by three wives and 19 children.

After more than a week of literally being left in the dark, the electricity supply to the Makhado SAPS in Louis Trichardt was finally reconnected Wednesday morning.

The supply to the SAPS’ building in Krogh Street was cut by order of the landlord, due to the failure of the Public Works Department (PWD) to pay the building’s rent for the past seven months.

Last week, Mr Russel Wolpe, one of the owners of the building, explained that the initial lease agreement between them and the PWD with regard to the building had already expired in August 2010. After trying in vain to get the PWD to commit to a new agreement, Wolpe said they then continued leasing the building to the police, without a contract, on a month-to-month basis until August 2011. Up to that stage, rent payments were made, but then payment stopped.

“Since September 2011, we have not received a single cent,” Wolpe said. He added that he tried everything to resolve the matter with the PWD. “Everybody says they will do something, but nothing happens.”

Wolpe finally resorted to instructing a private electrician to disconnect the police’s electric-

ity supply on 9 March, after a call from his attorneys a month earlier for the PWD to rectify the situation within seven days and start paying was again met with silence.

The police’s provincial spokesperson, Brig Hangwani Mulaudzi, refrained from answering questions relating to the issue of non-payment last week, referring all enquiries to the PWD as they are responsible for the account. When asked to comment on the situation at the station this week, Mulaudzi once again responded by referring all enquiries to the PWD. Exactly a week after the initial media enquiry, the PWD finally responded with an explanation on Tuesday. They confirmed that the background leading up to the cutting of the electricity supply was correct, but opted to play the blaming game by shifting the responsibility onto the police.

“The National Department of Public Works did not receive the procurement instruction (PI) from the SAPS to renew the lease legally. As a result, the department had been paying the landlord the rent on a monthto-month basis until November 2011.

As we could not continue with the month-to-month arrange-

ment, the rent fell into arrears,” said the PWD’s national director of media relations, Mr Thami Mchunu.

Mchunu said that there was a process underway to try and resolve the situation with the SAPS as soon as possible. “The National Department of Public Works is in negotiations with the SAPS to issue the PI, so that we can do the work quickly,” Mchunu said.

Shortly before the electricity supply to the police’s building was reconnected on Wednesday morning, the Limpopo Mirror contacted Wolpe once more.

He said that he had spoken to a senior official at the PWD in Polokwane on Tuesday and that the official had assured him that payment would be made within seven working days.

“He told me ‘You can reconnect, the money will come’,” Wolpe said.

After this assurance, Wolpe said, he had instructed the electrician to reconnect the electricity supply. He warned, however, that should he not receive payment by 5 April, he would once again have the electricity supply disconnected.

“This is apparently the only way to do things … it’s really a shame,” Wolpe said.

Mother and son arrested after alleged rape The Thohoyandou police have arrested a man on a charge of rape and his mother on a charge of defeating the ends of justice, in respect of the information about the alleged rape.

The 23-year-old man and his mother, aged 40, were arrested at Tswinga outside Thohoyandou, following a complaint laid with the police by the victim’s teacher.

According to police information, the incidents leading to the arrests took place between March 2010 and May 2011.

The police said the 11-yearold victim and the suspects were related and lived together in the same house.

said the first incident allegedly occurred in March 2010. It is alleged that the suspect pretended that he wanted the girl to clean his room. There were two other girls who were playing outside.

Inside the room, the suspect allegedly undressed the girl and raped her. The girl is said to have informed her aunt on her return, but the aunt did nothing to help her.

The suspect allegedly raped the girl again in April 2011. The suspect’s mother was away and he once again lured the girl to his room.

In May 2011, the victim and the aunt, as well as the suspect, were together at home when the the suspect allegedly tried to drag the victim to his room in the presense of his mother. She, however, did nothing.

The victim reported the matter to her teacher, who in turn reported the matter to the police. A case was opened and the suspects were arrested last Thursday. The aunt was arrested for defeating the ends of justice.

The two appeared in the Thohoyandou Magistrate’s Courts on Friday and the case was postponed to 29 March. The suspects are both in custody.

The portfolio head of corporate and shared services at the Vhembe District Municipality, Cllr Lucas Manyuha, has been appointed as the acting executive mayor of the municipality.

This follows the appointment of the former executive mayor, Ms Florence Dzhombere, as the MEC for Safety, Security and Liaison.

Manyuha had led the predominantly rural Mutale Municipality for two consecutive terms as the mayor.

The media liaison officer of the Vhembe District Municipality,

Mr Moses Shibambu, said that Manyuha would be acting in the position until such time that the post was filled. There are, however, rumors that Ms Livhuwani Mabidzha could be the next mayor of Vhembe.

Mabidzha had served as councillor of the district municipality for many years.

She is currently the serving as a member of the national council of provinces, representing Limpopo.

Mabidzha is also a member of the provincial executive committee of the ANC.

“Winnet was swimming with her friend when the crocodile emerged and attacked her. On realising that his friend had been attacked, Godfrey ran away and alerted other villagers and they went to the river. When they reached the river, they saw the

crocodile feasting on the girl and it took some effort to chase it away. They pelted it with stones, but initially it remained defiant.

It then finally moved back into the river, leaving the dead girl, and that was when the villagers managed to retrieve the body,” Mazula said.

Recently, an 11-year-old Beit Bridge boy was mauled to death by a huge crocodile while swimming in the Limpopo River.

Maloa added that two counts of sexual assault had been opened with the police.

“Police investigations are still continuing,” said Maloa. She warned members of the community against the two suspects.

“Whoever sees them must just alert the police and not try to go anywhere near them, as they might be dangerous,” warned Maloa.

Huge manhunt for missing 11-year-old boy from Madombidzha Last Friday, police divers looked all over the dam but found nothing.

Residents allege that one of the suspects was seen next to the dam two weeks ago, which made them suspect that the boy might have been thrown into the dam. The police, who were accompanied by members of the community, searched everywhere, even in the nearby bushes, but could not find the boy.

Although the boy was not found, residents as well as members of the family still believe that they will find the boy. A prayer session was held last week to pray for the missing boy.

The family said that they wanted the boy, dead or alive. The spokesperson for the Tshilwavhusiku police, Sgt Thilivhali Maloa, said that the police investigation was continuing.

“Anyone with information in this regard must feel free to contact the police,” she said.

One of the suspects, Mr Johannes Ramaremela, and his wife, Elizabeth, who is a traditional healer, have since been expelled from the village.

All the initial suspects have admitted to taking

the boy along to Maname, where they had gone to collect traditional herbs and plants. The community is still extremely angry and three weeks ago, Ramaremela’s house and a car were set alight.

The community still continues to hold meetings, despite the fact that the boy is nowhere to be found.

The police at Madombidzha are continuing to look for the missing Theophilus Tshivhi, who had gone missing in January this year. He disappeared at Maname in Nzhelele and his family is waiting in vain.

It is alleged that traditional healers took him away, and several healers were arrested for abducting the 11-year-old boy, but the case against them was withdrawn, due to a lack of evidence. The latest rumour among residents is that Theophilus was killed and his body thrown into the Mavhandu dam in the Madombidzha area.

Samwu is happy that MM is leaving The Makhado municipal manager’s contract is expiring today (Friday).

Members of the South African Municipal Workers Union (Samwu) say they are more than happy that Mr Shadrack Tshikalange is vacating the top position, because he had failed them.

The chairperson of Samwu at the municipality, Mr Elvis Tlou, said that he felt happy that the contract had expired, “because the man never changed anything at the municipality. Challenges that we faced before he joined the municipality remained unsolved,” he added.

He mentioned that Samwu believed that the Department of Cooperative Governance and Traditional Affairs, in consultation with the political component, would send someone from “outside” the institution. “We do not want anyone of the directors to act in the position. We need somebody who is capable in the post,” said Tlou.

He alleges that Tshikalange practiced nepotism when making appointments. “There are internal workers who had gone for interviews, but even today they have not been appointed. When we asked him, he said he was still applying his mind.

We do not know if he is still waiting for approval from his mind or not, because his contract has now expired,” added Tlou.

“If one does not have a relative working in the

municipality at top-management level, it is difficult for that person to be appointed, no matter how good you are in your job,” Tlou said.

He alleges that a relative of the mayor, Ms Elisa Ramaligela, had assaulted a co-worker and was never taken to a disciplinary hearing. “It was not the first time. She also had an accident with a TLB, but nothing happened. She was never tested, but she still drives the front-end loader. She also vandalised graves with the TLB,” said Tlou.

“The municipal manager is an accounting officer, but Tshikalange never took any responsibility in his duties. He always told us that he would first consult the mayor when taking desicions. Workers do not even have tools to work with. His contract must never be renewed,” said the deputy chairperson of Samwu, Mr Khwathelani Murovhi. The spokesperson for the Makhado Municipality, Mr Louis Bobodi, confirmed that Tshikalange had vacated the municipality’s top position. Netshipale to lead Masisi Sanco branch A new branch of the South African National Civics Organisation (Sanco) was officially launched at Masisi during a general meeting at the local taxi rank last Friday afternoon.

Mr Daniel Netshipale was elected chairperson and he will be assisted by Ms Moloko Tshitaka.

According to Tshaile, the heads of the various departments will be allocated portfolios during a meeting that will be held

this weekend. He indicated that some of the things which are high on their priority list include the reduction of crime and the maintenance of roads in the area.

Mr Tshaile further revealed that the organisation will ensure that they construct a graveyard for the area soon. “It is pathetic to see that we are living in a township that does not have a graveyard,” he added. He stated that the poor supply of water in the area was still a problem to the residents.

Mvelaphanda Development and Project10 will study free of charge because of their special circumstances. They did not approach the college for admission.

One of the college’s directors, Mr Mike Mushaathama, said it was important that the new students be formally welcomed at the college. “Students should feel at home. They should know what is and what is not expected

that,” he said.

Vhonani Mamphorogo, section community manager in the Vhembe district of the Department of Development and Social Development, who brought the students, said they were selected after the department had done community and household profiling. “Out of that we identified those with challenges and we identified Mvelaphanda as a partner to assist in training them,” she said.

The 10, who are mostly young women, were enrolled for careers such as plumbing, electricity,

sign, hospitality and mechanical engineering. “We feel that with these skills, some of the challenges of poverty will go and they will go in a different direction,” said Mamphorogo.

The director of the school, Ms Tovhowani Ester Mashaathama, said she is assisting the 10 as a way of her institution’s social responsibility. She showed Limpopo Mirror a 21-year-old man, Fhulufhelo Madula, who cannot talk, but who has been trained to make beds. “We cater for so many people, including those with challenges,” she said.

When the whole country celebrated Human Rights Day, the elderly and young people around the Sithumule/Kutama area participated in a health walk which started at the Sinthumule tribal council’s office at Tshiozwi and proceeded to Madombidzha .

The mayor of Makhado Municipality, Cllr Mavhungu Lerule, Judge Joe Raulinga,Tshilwavhusiku Station Commissioner Lt-Col Freddy Shirinda, pastors and other dignitaries led the walk.

Dr Vincent Mpilo, organiser of the event, said that the main idea was to keep the people fit and teach them about health.

He said that this was the second year that the walk took place and he was happy with the attendence. He said the elderly were a true example to the young people.

He commended them for

keeping themselves fit. “You are not only winding up time by walking,” he said. “You are keeping your bodies healthy and you must remember that a healthy body has a healthy mind. These elders in their golden years are shunning the stigma that goes with old age.

Let’s do away with the idea that elders are supposed to sit at home, doing nothing until sunset. Soccer was previously for young men because it needed someone with strength and power, but we are very proud of these old ladies because they have shown everyone that nothing is impossible.”

Shirinnda encouraged the women to continue playing soccer and to have active lives.

“By maintaing an active lifestyle, you are a very good example to your children and grandchildren,” he said.

“They will hopefully follow

in your footsteps. At this age, you must focus on positive things, rather than worry about things that you cannot change.

Although these ladies are of advanced age, what they are doing shows that they are still young in spirit. “ He also advised children to report any form of abuse, be it in the home or outside. He said children, and more especially girls, should not accept lifts from a person they do not know, and especially not without the knowledge of their parents as it might lead to rape.

He also said children should not walk alone, more specifically in isolated places like near bushes. He said they should also not take a long journey alone and they should avoid walking around during the night.

Shirinda said whatever the youth chose to do to succeed in life, they should do their best.

Six suspected copper wire smugglers in Zim court Six Beit Bridge men, among them two police officers, who were arrested for allegedly attempting to rob suspected copper smugglers of stolen cables worth US$18 000, have appeared in court.

The accused persons were arrested after a shoot-out with police, which resulted in one of them, Joshua Muzunwa, being shot dead.

Ogen Chiuka (32) and Koshesai Gweje (23), both police officers, Admit Nyamhamba (35), Gracious Mahla (38), Runesu Manyange (36), and Austin Manyange (34), all of Dulibadzimu suburb in the border town, were not asked to plead to charges of attempted robbery and theft when they appeared before a local magistrate, Miss Gloria Takundwa.

The case was postponed to 4 April and the accused remain in custody.

The prosecutor, Mr Reason Mutimba, said that on 13 March, the two complainants, Tawanda Mapeta and Maria Tinago,

both of Harare, hired a haulage truck, so that it could ferry 1.8 tonnes of stolen copper from Harare to Beit Bridge, from where it would then be smuggled into South Africa. On arrival at Beit Bridge Border Post, the truck driver learnt that the truck would go through the Zimbabwe Revenue Authority’s scanners for examination. He then got cold feet and notified the owners. They hired three men to help facilitate smuggling the loot through an undesignated entry point along the Limpopo River.

The truck driver and three men who were hired then drove to a bushy area along the Beit Bridge-Bulawayo road where they allegedly offloaded the contraband. The driver then drove back to Harare, on the understanding that the trio would smuggle the consignment into South Africa.

The accused persons allegedly got information about the hidden copper through

one of the men assigned to smuggle out the loot and allegedly connived to go and steal it after having negotiated with a buyer identified as Joice Moyo of Dulibadzimu suburb in the border town.

Mutimba further said that Nyamhamba, Mahla and Manyange drove to the area where the copper had been offloaded.

They later informed Chiuka and Gweje in order to beef up their team and the two men arrived at the spot in a Toyota Corsa.

The six men then hired a truck to transport the contraband.

When the group went to collect the copper cables, little did they know that police had already ambushed them after they had received a tip-off. The court heard that police fired a warning shot. Chiuka, who was armed with a CZ pistol, returned fire, resulting in an exchange of fire during which Muzunwa was shot dead. The accused persons were arrested and the stolen copper cables were recovered.

IDC opens new regional office in Thohoyandou The Independent Development Corporation’s acting Limpopo regional manager, Mr David Mcgluwa, has urged the communities of Vhembe to make use of the nearly R100 billion put aside by the organisation for economic development.

The recent opening of the satellite office in Vhembe was hailed as a major boost for the fight against unemployment in the Vhembe District. The office, situated in Thohoyandou, will give local people a chance to access money for their

businesses.

Opening the office in Thohoyandou for the community of Vhembe, IDC regional manager in Limpopo David Mcgluwa said the IDC realised that it was difficult for the people of Vhembe to submit business plans in Polokwane. “We have put aside more than R100 billion over five years, which is R20 billion per year and applications are on a first-come-first-served basis,” said Mcgluwa.

He added that during the past six

months they had extended their footprint by opening satellite offices in Tzaneen and Groblersdal.

According to him, Vhembe is home to agriculture and tourism and the IDC will help to get many businesses off the ground.

Cllr Dorcus Mboyi, who represented the Vhembe District, expressed the hope that their partnership will be able “to give relief to our people in the district who are trapped in poverty.”

Killed in accident

A 22-year-old man died, after a car he was travelling in allegedly overturned and rolled several times before it eventually stopped.

The incident happened at Hamusekwa Pfumembe in the Nzhelele area last Sunday.

Mr Mashudu Hangwani died at the scene of the accident. Six other people who were in the car and who were injured during the incident, were taken to Siloam Hospital for treatment.

The spokesperson for the Mphephu police, W/O Lazarus Netshidzati, said that the police had opened a case of culpable homicide, following the incident. “It is not yet known what exactly had happened and we are busy conducting investigations in this regard,” said Netshidzati.

Netshidzati said that the incident happened at 17:30. According to him, Hangwani’s body was taken to Tshilidzini Hospital for a postmortem.

Vhembe launches road safety campaign With the Easter season closing in, the Vhembe District Municipality, in conjunction with various stakeholders such Road Safety Limpopo, the Society for the Prevention of Cruelty to Animals (SPCA) and Mutale traffic officers, issued a warning to road users about the existence of stray animals in Mutale’s Niani area.

EduPlant, the national programme that teaches teachers, pupils and communities how to grow their own food sustainably by using permaculture techniques, held six workshops free of charge in Limpopo between February and March 2012. The workshops were attended by nearly 900 representatives from 360 schools across the Limpopo. Teachers were taught permaculture gardening methods as a viable means of addressing food insecurity in their schools. The EduPlant programme is sponsored by Absa, Engen and The Woolworths Trust.

Beit Bridge man killed in cycle accident A 49-year-old man from Guyu village outside Beit Bridge died after falling and hitting his head on a hard rock while cycling home, police have said.

The local police spokesperson, Sgt Loveness Mangena, said Rollet Ndlovu was cycling home with his friend, Tyson Dube, on Friday afternoon, along a dusty stretch at Guyu village.

They were coming from the local business centre, where they

drank some beer before heading home.

“After cycling for about 4km, they approached a bridge on a culvert, where Ndlovu’s foot slipped from one of the pedals.

He lost control of the bicycle, thereby veering off the road and hitting a pillar. Ndlovu fell headlong and hit his head on a rock,” she said.

Ndlovu sustained a deep cut to the forehead and bled profusely.

He died on his way to a local clinic.

“As police we continue to warn people against alcohol abuse as this has undesirable repercussions. Inasmuch as we are saying people should not drink and drive, we also urge people to desist from cycling while drunk to avoid the recurrence of such unfortunate incidents in which lives are unnecessarily lost,” said Mangena.

In areas such as Shakadza, Muswodi, Tshiungani and Tshipise-Zwigodini outside Mutale, the donkey cart is an important means of transport for villagers and many accidents happen as a result of stray animals along the roads. More than 70 donkeycart owners in the Niani area recently received white belt reflectors and red flags as part as the 2012 Easter season safety campaign.

“We used to be involved in accidents with motor vehicles at the intersections of roads because we did not have white

reflectors. We are grateful to the district municipality for its efforts to promote safety on our roads,” said Mr Fanuel Rantsana of Muswodi-Dipeni. Rantsana is one of more than 70 donkeycart owners who received safety tips, white reflector belts and red

flags to help promote safety on the roads.

The acting district executive mayor of Vhembe, Cllr Mihloti Ramoyada, urged people in Vhembe and visitors to the region to obey the laws and drive in a responsible manner.

Three notorious cattle rustlers, who were operating around the Beit Bridge district and were arrested during a recent anti-stock theft operation, have now been jailed for periods ranging from 20 to 40 years.

Cosmas Ncube (34) of Farm Number 81, Shape village, was convicted by a local magistrate, Miss Sheila Nazombe, when he pleaded guilty to a charge of stock theft .

He was sentenced to an effective 40 years. Miss Nazombe convicted Ncube of stealing 17 cattle from his neighbour.

Ncube was arrested on March 15 while moving the cattle from the Shape area to Montana Abattoir in Bulawayo. Mekia Sibanda of Guyu village outside Beit Bridge was convicted by the same magistrate of stealing 13 cattle in the neighbouring Makhado village.

In November last year, Sibanda teamed up with his two brothers, Moses and David, went to Makhado village and stole 13 cattle belonging to Rodgers Dube and drove them to

Filabusi. The trio sold three cattle there while ten others were hidden, but they were recovered by the police during an anti-stock-theft operation on 10 January this year. Sibanda was arrested on March 15 while driving another herd of 17 cattle that had been stolen from the Marula area in Plumtree and Lancaster Farm in Fort Rixon. The police recovered the stolen cattle.

Sibanda’s accomplices have since been convicted of the crimes and are awaiting sentencing. Obvious Nare of Shanyaugwe village was also jailed for 20 years by a local magistrate, Mr Carrington Karidzagundi, for stealing four cattle in Zezani village outside Beit Bridge.

It was testified that on 1 March this year, Nare, who was in the company of three other suspects who are still at large, was spotted by villagers in Zezani while driving the stolen cattle from the area to Shanyaugwe.

The villagers raised alarm with the police, leading to Nare’s subsequent arrest and recovery of the cattle.

Serious overhaul for fund The Compensation Fund is set for a serious overall in the next few months. The aim of the exercise is to improve its efficiency, if the board has its way.

This follows a presentation to dozens of stakeholders, ranging from business, organized labour and civil society organizations to government bodies during the Compensation Fund roadshow in Polokwane last Monday.

In his address, the fund’s commissioner, Shadrack Mkhoto, said the proposed changes would include partnerships with other institutions, such as the medical fraternity, amending legislation dealing with the management of the fund’s pension, improving the service delivery model, streamlining the fund’s functions to support its business, automating its capturing of claims and decentralising the functions of the fund.

“We are currently discussing a partnership with the South African Medical Association, asking them to provide us with medical technology and advice to seamlessly interrogate, interpret and adjudicate the payment of claims," he said.

On the streamlining

of the processes, Mkhonto said there was a need to understand the employers properly in order know which premiums were to be levied. There was also a need to take another look at the way information was submitted by both the employers and medical service providers, he added.

On decentralisation, Mkhonto said that only those functions that were “low-risk to medium-risk” would be transferred to the provinces. These will include the calculation of assessments, employer registration, reporting of accidents by employers, client services as well as adjudication of medical accounts. He said that head office would only be responsible for policy making, compensation benefits and determining premiums from year to year.

Widow finds solace in gospel music "Music has now become the salt of my life. I sing to heal my heart and my fans. I cannot live without rhythms in my mind and tunes on my lips," says a widow from Ha-Rathidili in Madombidzha village.

Vho-Dorris Davhana became a widow in 1998 when her husband, Vho-Muyahavho Maboko, was killed. As if that was not enough, her husband's grave was dug up and his corpse was found to have gone missing under mysterious circumstances in the Gogobole cemetery.

“This has become a sore in my heart,” Vho-Dorris said when speaking to Limpopo Mirror about her struggle to come to terms with the disappearance of her husband's corpse. “All people might have forgotten what happened with my husband's body, but not my children and I. I find courage to stay strong through singing gospel music.”

She said that she still needed answers from those responsible for stealing her husband's corpse from the graveyard. She also added that sangomas, men of the cloth and inyangas whom the community consulted said that Maboko's corpse had been exhumed and stolen by evil people. They added that the evil people wanted to use his flesh for muti purposes, since Maboko had been a person living with albinism.

Vho-Dorris' first album, aptly titled Shudufhadza, was released in 2006. Her second one, Baxolele Nkosi, which means Oh Lord, forgive them, was released in 2009. Her first and only DVD, Baxolele Nkosi, is doing well.

Davhana adds that she believes the person or people who exhumed her husband's body will one day receive the message contained in her songs and get to understand that life is not about acting sinisterly. She says she feels that the police were quick in giving up investigation into the matter, even though a R10 000 reward was put up for anybody who could come forward with the information. “If people who stole my husband's body come forward today and tell us where they'd taken his corpse, then I can forgive them,” she said, and her words refer to the title of her second album, Baxolele Nkosi.

Vhembe District part of NHI programme Health Minister Dr Aaron Motsoaledi has named the 10 districts in the country that have been identified for the pilot of the National Health Insurance (NHI) scheme, which will be phased in from 1 April 2012.

According to a report by BuaNews Online, the government's communication and information system, activities of the NHI pilot programme will focus on key elements such as district health services, service delivery, strengthening of health systems and health financing. The districts are: Vhembe (Limpopo), OR Tambo (Eastern Cape), Gert Sibande (Mpumalanga), Pixley ka Seme (Northern Cape), Eden (Western Cape), Dr K Kaunda The Minister of Health, Dr Aaron Motsoaledi. (North West), Thabo Mofutsan-

yane (Free State) and Tshwane (Gauteng).

Motsoaledi said the NHI pilot programme would focus on the most vulnerable sections of society across the country, "reduce high maternal and child mortality through district-based health interventions, and strengthen the performance of the public health system in readiness for the full roll-out of (the) NHI". The pilot programme will further assess whether the health service package, primary health care (PHC) teams and strengthened referral system will improve access to quality health services, particularly in rural and previously disadvantaged areas of the country.The objectives of the pilot programme include testing the ability of the districts to assume

greater responsibilities under the NHI, to assess utilisation patterns and costs and affordability of implementing a PHC service package. On financing the pilot, Motsoaledi said it was part of the ongoing engagement between the department and the national treasury, which had allocated R1 billion for the project. He added that the department was ready for the roll-out of the pilot and would be visiting all the identified districts. He will also hold a meeting with the medical practitioners from the districts, asking them to assist in the clinics for a few hours, where they will be getting paid for services rendered.

"We want to see the presence of doctors in the clinics in the furthest rural areas of the country," he added.

Thousands celebrate Mabunda Day Thousands of community members, representatives of traditional leaders from as far as Mpumalanga and Kwazulu Natal and people from all walks of life gathered at Ngove outside Giyani on Saturday, for the annual Mabunda Heroes Day celebrations.

The day, on which the efforts by individuals in the community who have gone the extra mile in bettering the lives of others and bringing development in the area and also reviving culture are recognised, was held at the Ngove Royal offices on Saturday.

The gathering was addressed by the present incumbent, Chief Pheni Ngove V, and Cooperative Governance and Traditional Affairs Minister Richard Baloyi.

Train hits woman A 35-year-old Zimbabwean woman, believed to be mentally ill, was struck fatally by a goods train, after she had thrown herself onto the railway line, police have said.

Sgt Loveness Mangena said the incident occurred Friday at around 07:00 at the 265km peg along the Beit BridgeBulawayo Railway line.

“It is suspected that Ms Annet Ndlovu, from Irisvale outside Beit Bridge, was mentally ill. She allegedly left her home and went to a nearby railway line where she waited for the train.

When the goods train approached, she threw herself onto the railway tracks, resulting in her being hit by the locomotive,” she said.

She sustained severe head injuries.

The Tshilwavhusiku police are searching for three criminals in connection with three charges of house robbery, car theft and the use of a firearm on 15 March at Ha-Ravele village in the Sinthumule area.

According to the police statement, three men wearing balaclavas forced their way into the house where workers, who are installing water pipes along the Sinthumule-Kutama road, are staying.

They had forced open the door with unknown instruments and fired one shot in the air, at around 01:30.

They demanded the keys of the blue Toyota, a mobile phone and money from the occupant, Mr Tshililo Nengovhela. They then drove off in the Toyota, taking with them a generator that was used to operate the water tank.

In another case reported to the SAPS at Tshilwavhusiku, unknown persons arrived at a Rambau shop and knocked on the window at about 01:00, on 21 March, in Gogobole village.

“What is happening is very bad,” Sergeant Maloa said. “We appeal to members of the community to come forward with information relating to these cases. Criminals are out there, and running free in the streets, when their place is in jail. We need to know who these people are, so that we can arrest them.”

Hundreds of church members under the auspices of the Tshivhase Pastor’s Forum and guests from around the country congregated on Wednesday (Human Rights Day) at the Tshivhase Secondary School for the annual Cross and Crown conference.

More than 300 churches from around the Tshivhase area come to pray under one roof during the month of March each year.

This year’s conference was different from others as they were also celebrating 10 years of active and fruitful service to the Tshivhase community and the whole province. The event was addressed by Vho Thovhele Midiyavhathu Tshivhase, while Dr Maxwell Masakona gave the main sermon of the day.

The chairperson of the forum, Pastor Nkhangweleni Nemukula, said the celebration was necessary. “From humble beginnings, we can today look back with pride and say we have made huge strides.

We have achieved a lot during our 10 years of existence,” he added.

over the years and were now able to help each other even though they belonged to different churches. “We are now working as a team with the same goal of luring as many people as possible to the fold of God. Many traditional leaders have accepted Christ and many have been baptised, and we have developed a relationship

with them.” Tshivhase urged all pastors in his area to pray seriously to God for an end to corruption that has become like a plague in the province and the country. “We need peace and a corruption-free community, and it is only through prayer that we can achieve this,” he said.

Water for thirsty Tshivhilwi residents The Calvary Christian Church in Lwamondo, which has been in the forefront of the struggle to empower communities for years, has been hailed for its generous work by the community of Tshivhilwi-Tshidangalani outside Thohoyandou.

Local ward councillor Tshimangadzo Malada said the church had bailed him out by providing water to the community. “We can now walk tall, knowing that our people have water to drink. We are very thankful,” he said. He promised that the community would take care of the gift.

Members of the Zion Apostolic Old Mission Church held their annual conference for the congregations of Ngwenani, Duthuni, Tshimbupfe and Tshisaulu last weekend. During the event, the members also partook in Holy Communion.

New sports facilities for Tshiitwa School Musangwe, a weapon against crime The Tshiitwa Secondary School at Mashamba village, near Elim, opened its new R500 000 sports facilities and amenities on Friday. The facilities include a soccer field, soccer and cricket kit, as well as recreational attire for the tshigombela dance troupe.

This comes after the National Lottery Distribution Trust Fund board (NLDTF) funded the school to the tune of R500 000 in 2010, for use in developing sport facilities at the school.

The school had welcomed the funds and promised to use it well. Now, to show that the money was used purposefully, parents, the chief and other social stakeholders were invited to come and witness the handing

over of the sport facilities.

“We are grateful to the National Lottery Distribution Trust Fund for having funded our school in constructing a sport and recreation area,” said the principal, Vho-Alpheus Ramusilei. “It shows that they believe in developing our children into fully fledged sportspersons and creating healthy minds for learning. We’ve got 780 learners and we’re able to take good care of them all.”

Thovhele Vho-Tshiitwa Mashamba, the Chief of HaMashamba, handed over the sport amenities and facilities as traditional leader of the village. Glen Khoza, a pupil at the school, said that the dust had been clogging their throats as

they played soccer on the dusty fields. “As learners of Tshiitwa, we thank National Lottery Distribution Trust Fund for understanding that we needed sport materials for use during our leisure time,” Glen acknowledged. The school was established in 1982 by the former principal, Vho-MS Mudau, and the chief. Before then, there was no school in the village.

Tshiitwa has proved to be a force to reckon with in the educational sphere, producing learners who went on to prove themselves at national universities and colleges. As for 2011, they managed to produce an 84% pass rate, which is no small feat, said current principal VhoRamusilei.

Benny’s ready for final of schools KO The Vhembe-based Benny’s Care Soccer Academy aims to bring the South African Schools Knockout Competition trophy back to Limpopo, when they participate in the semifinals in Pretoria today (Friday) and, hopefully, in the finals tomorrow.

Mr Justice Matloga said they were going to play against Mahlodi High from Gauteng in the semifinals.

United squandered numerous scoring chances in the game.

They should have scored at least four goals in the first half. They managed to convert only one of their numerous chances. Their opening goal came in the 24th minute, when their slender striker, Mduduzi Skhakhane, hooked in the ball, following a square pass from Mashudu Mashapha.
